Environmental considerations are of increasing importance in determining the acceptability, schedule and cost of expansion ofCanada's uranium processing industry. Environmental considerations must be addressed in the early stages of facility planning. This results in a dilemma, as the process data needed to predict physical environmental impacts are not yet available from process design activities. Hence, a business risk is incurred if plant design is carried forward to meet these requirements prior to project (or site) approval. On the other hand, project scheduling normally mitigates against leaving process design engineering until such time as project approval is obtained. This paper examines the experience gained in Eldorado Nuclear's proposed expansion of refining capacity as viewed by an environmental engineering consultant. The history of the project and the relationship to process design functions in the two-year period prior to the Port Granby environmental hearings are reviewed. During the Port Granby public hearing, there was a consensus that normal operation of the proposed refinery could be successfully integrated with the site's natural environmental constraints. Moreover, the radiological impact from plant operations was demonstrated to be inconsequential. However, concerns were raised relating to plant upset and accident situations. These concerns are summarized. Process data requirements identified during the environmental hearings are discussed. Finally, the concerns for on-site burial of radioactive waste are reviewed. These concerns focussed on long-term stability of the waste in the presence ofgroundwater transport, erosion and glaciers. The AECB's position on waste management with regard to this project is reviewed in light ofthe implications for design.

Adsorbed films were formed on polished stainless steel specimens from dilute benzene solutions of two crude oil distillation residua. Although the two residua were extremely dissimilar in composition, contact angle measurements showed that the two films increased the wettability of the steel specimens to oil by equal amounts. Furthermore, the wettability of the films was essentially unaffected by the desorption techniques used. Paraffin deposits were formed from heptane-wax solutions on the same stainless steel specimens. These deposits definitely adhered to the surface. Presence of an adsorbed crude oil film on the metal surface increased its free surface energy and resulted in increased deposition of paraffin. The addition to the heptane - wax solution of small amounts of the same distillation residua that were used to form the adsorbed films resulted in decreased cohesive strength in the deposits formed, which resulted in decreased deposition. The presence of a crude oil fraction both in the solution and as a preadsorbed film eliminated the adherence of a deposit of any kind. A mechanism of deposition is proposed which explains the results obtained. INTRODUCTION The natural formation of any predominantly organic accumulation in oilwell tubing, surface flow lines or other production and storage facilities is called a paraffin deposit. These deposits restrict the production of crude oil, causing a substantial increase in production costs because of decreased flow capacity, expense for periodic deposit removal and unproductive downtime. The conditions under which such deposits form, their physical characteristics and the nature and severity of the problem created are extremely varied. Over the past several years, much progress has been made in developing and utilizing methods to remove accumulated paraffin deposition. However, like so many other problems, the basic stumbling block appears to be a lack of understanding of the fundamental mechanism involved in the formation of such deposits. Crude petroleum is known to contain considerable quantities of polar, surface active substances which Doddl has shown to be present at the oil-water interface. Denekas, Mattax and Davis2 observed that the wettability of reservoir rocks was drastically altered by exposure to crude oil fractions; and Zisman, et a1.3 showed that the nature of the compounds adsorbed on a surface would determine its wettability characteristics. Cole and Jessen4 and Ehrig5showed that surface wettability can have a profound effect on the magnitude of paraffin deposition, and Parks6 demonstrated chat the presence of certain adsorbed films on a metal surface would reduce the adherence of paraffin to that surface. Zisman7 has since advanced the theory that the conditions for adhesion are the same as for wetting. Therefore, it was felt that there was adequate evidence to support the supposition that adsorption of compounds from a crude oil might play an important part in paraffin deposition. ADSORPTION-WETTABILITY EXPERIMENTS Initial experiments were conducted to determine the effects of adsorption from solution of crude oil residua on the wettability of a polished stainless steel surface. Distillation residua with initial atmospheric boiling points of 700F were used in preference to the whole crudes in order to concentrate on the molecular weight range of interest, and to eliminate the possibility of composition change due to evaporation of the light ends. Also, these high boiling materials would be expected to be adsorbed from the whole oil in preference to similar compounds of lower molecular weight.

[Internal-combustion engines have been used in Belgian mines for a long tine. As early as 1899, the use of these engines underground was considered, but the general policy was to prohibit such an application unless ministorial permission was granted' in special instances. At that time only gasoline engines were available, and a few of these were installed as stationary engines, although in general they were replaced later by electric or compressed-air motors. However, the number of gasoline locomotives continued to increase. Regulations governing the use of these locomotives soon were formulated and as early as 1920, when a now set of regulations was promulgated, the use of gasoline locomotives in mines could be authorized by the Provincial Inspection Department and no longer depended on obtaining a ministerial decision. Since 1931 this authorization may be given by the Chief Inspector of Mines, Director of the Mining District. Since 1920, safe practices have boon incorporated in the regulations.]

He communicated by mail, telegraph and crude telephones with limited availability and range. By 2000, the average citizen’s life span was 77 years. He traveled an average of 19,000 km/a (12,000 miles/year) by automobile alone. He resided in a home with many electrical appliances, including refrigerators and electric lights. And he communicated almost instantaneously with any other part of the globe by several widely available means, including portable phones and e-mail.

The purpose of this program is to extend electromagnetic (EM) techniques for use in locating miners trapped in mines as deep as 1000 m. A previously developed EM system is considered adequate for use at mines less than 300 m deep where it has a probability of detection of 54%. A system for deep mines must keep underground equipment simple, and use extremely low frequencies (ELF), sensitive receivers, and noise cancellation. The proposed location method, developed by Develco for other applications, is based on vector field measurements from two or more static sensors and computation of source location by iterative techniques. During Phase II, very sensitive search coil sensors were built and used in a separate test to verify the feasibility of atmospheric noise cancellation. A "Breadboard" location system version without cancellation, which is a fieldable test bed to evaluate receiving and location functions, was tested and supplied. Very good results were achieved from the first in-mine test with the transmitter at a depth of 380 m. It is expected the results of this work, and additional evaluation tests in the future, will be used to define the requirements for a prototype operational system.

"With the aging infrastructure, there is a need to maintain and extend the service life of steel structures in general and steel piles in particular. Steel piles support not only vertical loads but also dynamic horizontal loads in onshore and offshore applications. In order to select the appropriate methods to repair corroded steel piles used in onshore and offshore application, corrosion mechanisms were investigated with the rate of corrosion in various environments. The corrosion rate of steel in soil, water and soil-water interface varied from 2 to 500 µm/year. Based on literature review and analyses, the repair methods can be broadly characterized as protective coating, electro-chemical methods, wrapping and encasement and partial replacement of steel. Also, methods to evaluate the repair materials and the repair configuration have been documented.IntroductionOne of the biggest challenges facing the aging infrastructure is the materials loss and deterioration due to corrosion. Many studies indicate that in the US alone, costs due to corrosion loss is more than $276 billion annually (Michiel et al., 2010). Corrosion is the major cause of deterioration of steel structures and components (MNC, 2005). Load bearing steel piles are used as foundations for various types of structures and hence corrosion is very much influenced by the environment such as soil, water and soil-water interface. Corrosion of steel pile foundations may result in reduced capacity in the axial and lateral directions. Hence, understanding the rate of pile corrosion is essential to select the appropriate repair methods to avoid excessive deflection and failure (Decker et al. 2008).To prevent the deterioration mechanisms that attack a pile, it is fundamental both to identify and understand the deterioration mechanism that has been the cause of damage. Understanding the deterioration mechanism allows the engineer to design a repair that will combat this type of damage. It is widely recognized that the corrosion of carbon steel in soil, water and soil-water interface proceeds according to the following simplified anodic reaction and cathodic reactions in the presence of oxygen (Decker et al. 2008)."

Bateman Modular (previously Van Eck and Lurie) has been building and supplying the mining industry with modular DMS plants for the last 30 years. These DMS modules range in capacity from 1 tph to 200 tph. The most popular unit produced by Bateman Modular over the years has been the 50 tph module. Development In the last 7 years a need has arisen from the industry to provide Modular DMS plants that can treat higher tonnages (150 to 200 tph). The first DMS provided to the mining industry based on the modular concept was a 150 tph DMS Module to MIBA in the DRC. Since then Bateman Modular has provided some 14 Mega DMS modules over the last 7 years with the latest two orders from Debswana (Damtshaa double up project) and Namdeb. Ever since the first Mega Module was supplied Bateman Modular has been improving the Modules. Implementation The modules can be supplied in different configurations so as to improve the overall availability of the plant. Two off 150 tph DMS modules were supplied for a Transhex operation. This allowed the client to still operate one DMS module while maintenance is being performed on the other DMS module. The client also has the option of choosing a single module. Successes The following list of projects provides the base for the success of the Mega Modules.

INTRODUCTION The analysis and design of underground structures to resist vibratory motion due to earthquakes has been of interest to engineers for several decades. The dynamic stability of a powerhouse cavern was considered in the 1960s (Campbell and Dodd, 1967). About the same time, the designers of the San Francisco Bay Area Rapid Transit system developed procedures for analyzing the subaqueous tunnels placed under San Francisco Bay and the tunnels excavated along the land portions of the alignment (Kuesel, 1969). Japanese designers developed fairly sophisticated procedures for analyzing subaqueous tunnels during the late 1960s and early 1970s (Kuribayashi et al., 1974). In the past decade, proposals to site important critical underground facilities in regions with moderate to high seismic activity have increased the interest in earthquake engineering of underground structures. Seismic designs or seismic studies have been conducted for rock caverns for storage of petroleum or location of power plants (Yamahara et al., 1977; Glass, 1976), buried tanks for fuels or rad¬ioactive waste (Fukushima et al., 1977; URS/Blume, 1976), tunnels for disposal of nuclear waste (Yanev and Owen, 1978; Wahi et al., 1980), and urban mass transit tunnels (Monsees and Merrit, 1984). One of the greatest drivers of the interest in seismic analysis and design of underground structures has been the proposals to dispose of high-level nuclear waste in mined repositories some 300 to 600 m (approximately 1,000 to 2,000 ft) below the ground surface. In 1979, the authors, in conjunction with Professor Tor Brekke, presented a paper on an evaluation and design procedure used in a study of a proposed nuclear waste repository (Owen, Scholl, and Brekke, 1979).

The greatly extended use of the underground trolley-locomotive system for hauling coal without doubt was one of the most important factors in the rapid progress of coal mining and the increased production of coal in American coal mines during the period 1910-20. Much of the superior efficiency of production of our underground coal and metal lines should also be credited to the trolley locomotive system. The trend to mechanization of mines during the past 15 years, mere particularly the past 5 years, with higher production per man employed and greatly accelerated advancement of working places, has required increased use of trolley locomotives, necessitating larger equipment, higher speeds, and more 'frequent turn over of pit cars. This is re¬flected in increased size of locomotives and the use of larger mine ears (some with a capacity up to or over 10 tons); moreover, heavier rails and larger-size trolley wires have boon or ought to have boon installed. Trolley-locomotive haulage has proved to be rapid; economical, efficient, and productive; nevertheless; in spite of these advantages, so-many hazardous features and, unsafe conditions are involved and the price paid in life and property is so high as to justify the statement that the system should be scrapped if it cannot be operated under reasonably safe conditions. Since bare trolloy wires were introduced into underground mines, they have boon responsible for the death of hundreds of diners, property damage totaling millions of dollars, an indeterminate loss of tonnage through the abandonment of mines or parts of mines, and loss of time after disasters caused by fires or explosions originated by the trolley haulage system.

This report incorporates a review of available dewatering technology and an evaluation of its relevance to surface coal mines in the Interior Province of the United States. Guidelines for the selection, design and construction of dewatering systems are included. On the basis of documented experience, candidate dewatering systems were selected and evaluated with respect to their anticipated impact on the environment and mine operations. Included in the discussion is a summary of laws and regulations which can impact on dewatering operations. Following this discussion, geologic and hydrogeologic conditions within the Interior Province are described and potential dewatering problems at surface coal mines are identified. Model mines are developed which exhibit the most difficult dewatering problems identified, and it is demonstrated how available technology can be utilized to deal with these problems. Dewatering of coarse-grained, high permeability terrace deposits might be economically feasible today. Low permeability, saturated glacial tills or lake deposits appear to be significantly outside present economic feasibility for dewatering.

The coal-based power generation industry faces increased pressure from all sectors to improve its environmental performance. This is due to increased awareness of and concerns regarding greenhouse-and acid-gas emissions, toxic metal releases (to both air and water) and water availability. A methodology to assess this industry?s environmental performance is needed. Such a methodology should assess all environmental impacts accurately, recognizing the irspatial and temporal dependence, and taking into account the social acceptability of technologies employed. Here, we develop a methodology to determine the environ-mental impact associated with solid wastes generated by this industry, and apply this to the specific case of ash management. More specifically, the case study compares the environmental footprint of an ash deposit for a number of operational water management scenarios. The methodology considers leachate generation processes from ash impoundments to obtain a time-dependent concentration profile of mobile constituents at the interface between the ash impoundment and the surrounding environment. This leachate prediction modelling is subsequently linked to plume dispersion modelling tools to determine the fate and transport of leached components, predominantly salts, into groundwater. Together, these provide a measure of the extent to which a land mass is affected by leachate migration from the deposit. To determine the exact boundary between regions of acceptable and unacceptable risk to the environment, we use Ecological Risk Assessment concepts. In this way it is possible to obtain a time dependent affected land footprint which could be used as an indicator of the environmental impact of solid waste management practices. This information can be included in a set of environmental criteria which form the basis of an overall environ-mental impact assessment, using tools such as Life Cycle Assessment (LCA). The value of LCA is that its structure is consistent with accepted models of environmental decision making, where different approaches to valuation in impact assessment assist in prioritizing impacts on the basis of their perceived significance. The proposed ?affected land footprint? metric represents a significant improvement over current LCA impact indicators for solid waste management practices. Mintek has been developing Pt-based alloys for high temperature applications in aggressive environments, for example, land-based turbine engines, to replace the currently used nickel-based superalloys (NBSAs). The Pt-based alloys have a similar structure to the NBSAs, and since Pt is more chemically inert and has a higher melting point, the Pt-based alloys can potentially be used at higher temperatures. The greater chemical inertness of the Pt-based alloys compared to the NBSAs means that coatings can be simpler, or perhaps not even used at all, depending on the environment. TEM work was done at NIMS, Japan, to investigate the changes in the microstructure o f Pt-Al and Pt-Al-Ir alloys at elevated temperatures using in-situheating up to1100°C. Initial casting trials showed that work needs to be done to optimise casting parameters before commercialisation can take place. Room temperature tensile tests were performed and results were variable mainly due to microstructural differences. The alloy hardnesses were in the order of 300-350HV with ultimate tensile strengths of ~800 MPa and elongations of less than 10%. A review is presented of the furnace cooling system design and operating developments since the initial furnace start up in January 2001 of the Chambishi DC-arc furnace to produce ferrocobalt alloy. The furnace operating conditions present a number of challenges to the furnace designers and operators in particular to provide a sustainable lining that can withstand the highly corrosive siliceous slag (roughly 50% SiO2). This is exacerbated by the dual requirement to operate this slag in a relatively highly superheated state (?T ? 400°C when tapped at 1550°C) to ensure that the ferroalloy can be tapped (estimated 1370°C alloy liquidus temperature) prior to atomisation. The core design challenge occurs at the alloy-slag interface, where a single refractory type cannot simultaneously meet the dual requirement of both adequate alloy and slag corrosion compatibility. Progression by the fourth furnace campaign to involve a retrofit of the bath sidewall to Hatch high-intensity, water-cooled, copper Waffle coolers and tapblocks is described. This involves operation of the entire slag bath, the slag-alloy interface and a portion of the alloy within a more chemically compatible refractory/slag (and possibly at times even an alloy) freeze-lining. Due to the high furnace power density employed (up to 500 kW/m2 hearth area) coupled with the large slag superheat needed, the resulting imposed peak bath sidewall heat fluxes are substantial, especially in the alloy (typically averaging 170 kW/m2), and on occasion have exceeded 1000 kW/m2. The performance of the Hatch Copper Waffle coolers under such aggressive process pyrometallurgical conditions is described. Aspects of the design and especially operating strategies to effect sustained production at up to 38 MW power input are also discussed.

There are hundreds of passive treatment systems accepting mining influenced water (MIW) throughout the world. Some systems do not perform to design expectations while others, including volunteer systems, have successfully operated relatively unattended for decades. The primary reasons for this situation include the common misconceptions that (1) a “cookbook” approach to design is valid for a wide array of MIW chemistries and site conditions, and (2) low maintenance means “no maintenance.” Passive treatment systems for MIW are typically manmade ecosystems that are designed to handle a specific range of metal loading conditions and MIW geochemistry. Thus, when design conditions are exceeded, the suite of microbial to macroscopic ecosystems may be slow to recover or mature. This should be no surprise to designers. But when a particular system fails, it may be inappropriately attributed to the technology, not the design. This paper presents a standard “phased” design protocol that appears to work and provides examples of sub-par performance of selected passive treatment systems.

An industry ? university consortium was set up to develop advanced tools necessary to understanding of the various phenomena occurring in the hearth of the modern iron making blast furnace. The major driver for this work was to provide the technological support required to extend campaign life of blast furnaces, which, by current agreement is tied to the life of the furnace hearth. The hearth wear is significantly affected by the hot metal velocity, temperature distribution and refractory temperatures. Due to the difficulty in making measurements inside the hearth, novel approaches to gain a fundamental understanding of the detailed physical and chemical processes in the hearth must be developed. The approach used in this project was to develop a 3-D CFD (Computational Fluid Dynamics) model coupled with extensive validation efforts. The CFD model is being utilized (1) to understand the phenomena in the hearth, (2) to understand the impact of changes in the internal conditions of the hearth on wear patterns; and (3) to design a monitoring/controlling system for prolonging campaign. In this paper, the results will be reviewed.

The Wolf Creek Upper Narrows Tunnel (Upper Narrows Tunnel) is one of the first major highway tunnel in the United States implementing the use of spray-on membrane for purposes of constructing a double-shell drainage solution between an initial shotcrete lining and a final cast-in-place concrete lining (Figure 1). In the case of the Upper Narrows Tunnel the primary membrane is constructed with a spray-on product manufactured by Degussa, namely Masterseal® 340 FA (MS 340) that has been utilized previously in other tunnel projects. Shotcrete-like in application, but differing in physical properties, MS 340 is now outdated, and is succeeded by Masterseal® 345 (MS 345), a nearly identical product, with improvements in material properties. Tunnel project histories utilizing either MS 340 or MS 345 are discussed and summarized with regard to the respective motives for prompting spray-on membrane selection and the realized benefits resulting from spray-on membrane construction. With an emphasis on the Upper Narrows Tunnel, project summaries discuss details of the aspects of design for spray-on membrane construction methodology as opposed to conventional sheet membrane construction methodologies. It is anticipated that experience gained during the construction of the Upper Narrows Tunnel with respect to other tunnel projects that have utilized spray-on membrane will be of use for future tunnels employing spray-on membrane in drainage solutions.

Solid Energy is confident that a Planned approach to managing Health and Safety can achieve this. It will explore historical events, strategic changes, Health and Safety systems, Benchmarking, Performance Measures, initiatives, progress to date and challenges for the future.

It was with humility that I accepted the invitation of the Board of Directors of our Institute to deliver the Twentieth Howe Memorial Lecture. Many previous lecturers could speak from personal experience of the great work done by Professor Howe. It was not my privilege to be one of his students but, indirectly, I came under the influence of his work many years ago. My mentor in Metallurgy at Carnegie Institute of Technology, Prof. Fred Crab tree, was an ardent admirer of Professor Howe and his work. Professor Crabtree taught me early to appreciate Professor Howe's love of truth and keen desire to find a scientific reason for every metallurgical phenomenon. In this early search, Professor Howe encountered many unexplainable facts. Nevertheless, in the classic text, "The Metallurgy of Steel," published in 1891, he indicated that he believed Research could light the way. Under the heading of "The Treachery of Steel" he said: "In the early use of Bessemer and Open Hearth Steel, many then unexplained and hence mysterious failures occurred. With our present knowledge, an easy explanation of most of them would probably have been seen. But even today certain unexplained and apparently inexpli- cable failures occur in steel; inexplicable in spite of full and intelligent investigation." Then Professor Howe continued to talk about "the trustworthiness of steel" in the following manner: First, the steel-maker has learned by experience. He knows today far better the effects of a high percentage of carbon or of phosphorus; of cracks, pipes and blow-holes; of segregation and imperfect mixing; of over-heating; of finishing too hot or too cold. Knowing, he guards against them more effectually, and keeps at home much steel that he would formerly have sent into the market. Those who would not, or could not learn and do, have been driven out of the business; the conditions necessary for producing good sound steel by the acid Bessemer and the acid Open Hearth processes have been mastered. By and by, the basic process came along with new conditions, new liabilities to unsoundness, a great hue and cry about mysterious fractures followed, and Lloyd's register provisionally forbade the use of basic steel. Much basic steel was irregular and brittle throughout; too much carbon, too much phosphorus, too cold teemings—imperfect mixing. Still there was little doubt that, with further experience, these difficulties of the basic process would be mastered as those of the acid process had been. This shows that Professor Howe could not take anything for granted. Believing that careful research would find the answer to all mysterious phenomena, he was several generations ahead of the practical acceptance and adoption of this principle.

Those who would not, or could not learn and do, have been driven out of the business; the conditions necessary for producing good sound steel by the acid Bessemer and the acid Open Hearth processes have been mastered. By and by, the basic process came along with new conditions, new liabilities to unsoundness, a great hue and cry about mysterious fractures followed, and Lloyd's register provisionally forbade the use of basic steel. Much basic steel was irregular and brittle throughout; too much carbon, too much phosphorus, too cold teemings—imperfect mixing. Still there was little doubt that, with further experience, these difficulties of the basic process would be mastered as those of the acid process had been. This shows that Professor Howe could not take anything for granted. Believing that careful research would find the answer to all mysterious phenomena, he was several generations ahead of the practical acceptance and adoption of this principle.

This report describes exploration, development, and exploitation methods, and summarizes costs at the Stormy Day mine, which was discovered in 1941. Several shipments of tungsten ore were made in 1944 to the Metals Reserve Company, Salt Lake City, Utah. The purchase of tungsten by the Federal Government, which began in 1951, stimulated interest in tungsten, and a successful program of exploration with participation of the Defense Minerals Exploration Administration (DMEA) indicated enough ore to warrant development of the property. Development work comprised drifting, crosscutting, and raising. Shrinkage stoping was used for mining the ore. Operations were suspended in October 1956, when the Federal Government terminated its purchase program. Total production of the mine was approximately 20,000 tons of tungsten ore.
