The past decade has brought significant changes in the use of risk-based criteria for safety within the U.S. Department of Defense. The Range Commanders Council (RCC) chartered a working group to develop and define risk acceptance criteria for protecting the general public and mission essential personnel from debris from launch ranges. This working group has continued to develop and update RCC Standard 321 as the needs of the ranges and range users have evolved. A revision to RCC Standard 321 is near finalization and will include casualty criteria, guidelines for assessing risks due to other flight hazards in addition to inert debris, and an overall risk management process for range safety. This paper reports on work in progress and includes several precedents which may prove important to the explosives safety community.

The introduction of extra low profile (XLP) mechanized equipment within Anglo Platinum is aligned with the overall New Mining Technologies strategy to focus on continuing modernization of our mining operations` incorporating injury-free production and cost-effective mining technologies. The method allows for the introduction of a suite of ultra-low profile equipment in narrow reef (1.2 m) stoping operations. For the first time it is now possible to achieve total trackless mechanization at these widths and indications are that XLP mining has the potential to add more value when benchmarked with conventional mining and low profile (1.8 m) room and pillar methods. Various mine layouts were tested at different sites within Anglo Platinum and the XLP breast mining layout proved to be the most effective. This paper describes the results of the trials at Waterval Shaft and concludes with recommendations on our future strategy on implementation of XLP technology within Anglo Platinum.

Geologists in some underground gold mines collect grab samples from broken ore piles or trucks as a method of grade control. It is often known as muck sampling. Generally, the goal of grab sampling is to try and reconcile the mined grade at the ore source to the predicted grade and/or predict the mill feed grade. The mass of the sample collected is limited by health and safety issues, as well as by the capacity of the laboratory to process the samples within a given time frame. In general terms, grab sampling is known to be problematic because samplers tend to oversample the fines, and/or pick out high-grade fragments; surface sampling of piles does not test material within the pile; muck piles in development drives/faces are likely to be zoned due to the blasting sequence; high or low-grade material may preferentially segregate in the pile during mucking; the five per cent mass reject size of the material in muck piles is very large from underground blasting; some correlation usually exists whereby the larger fragments are enriched or depleted in the critical component of value; and the average error made in estimating the true stockpile grade is likely to be high. The method is prone to chronic fundamental sampling, grouping and segregation, delimitation, and extraction errors. Substantial warnings must be given about the use of grab sampling for grade control in gold mines. The method may appear to work sometimes, which can be attributed to a fine gold particle sizing and more disseminated distribution. As with all sampling methods, its appropriateness must be determined by ore characterization and heterogeneity testing to ensure the method suits the ore type.

"AbstractWith the increasing demand in reuse of inner city areas and the urgent need for deeper foundation pits under cramped circumstances, adjacent structures close to and high ground water level, the well-known established technologies especially with small to mid-sized dimensions are often too time consuming and occasionally not economic to install lateral support systems. The alternatives for these specific cases could be the usage of the deep mixing technology to create lateral support systems in reinforcing the deep mixing elements additionally to transfer the horizontal loads from earth – and water-pressure.With increasing demand in depth and water tightness, verticality and overlapping of single column solutions are becoming the key in execution. In addition, for some applications subsoil-conditions were not ideal for wet deep mixing technologies. The tubular soil mixing system (TSM) as a combination of mechanical mixing and support of hydraulic cutting by jet grouting can provide solutions toovercome these challenges.1. Current market conditions and trendsThe present financial crisis and the efforts not only to consolidate national budgets, but also to rescue certain banks, have not left the building industry unaffected either. Some drastic cutbacks to public budgets, along with the increasingly restrictive granting of credit for the financing of construction projects, have led to enormous over-capacities in the building sector, with purely negative impact. As a consequence of these negative developments, many companies are experiencing the pressure to restructure more quickly and to reduce costs but at the same time to keep the consequences of all activities, both externally and internally, within limits acceptable to employees, owners and finance institutions and last but not least consumers."

TO THE AMERICAN MINING CONGRESS. AMERICAN INSTITUTE OE MINING ENGINEERS. MINING AND METALLURGICAL SOCIETY OF AMERICA. The committee that makes this report was appointed at the meeting of the American Mining Congress, at Denver, Colo., in. November, 1906. The appointment had in view the drafting. of a law for the regulation of quarrying and metalliferous mining under the police laws of the States, with the hope that the uniform adoption of such a law could tend to reduce the number of accidents in mining. Since its. appointment, the committee has had' under serious and continuous consideration the matter with which it was charged. At the meetings 0f the American Mining Congress in 19o7, 1908 and 1909, it reported progress. At the meeting in 1909 it was authorized to present its report not only to the American Mining Congress, but also to the American Institute of Mining Engineers and the. Mining and Metallurgical Society of America, and to present its report in printed form during the interim between meetings of the American Mining Congress. The committee collected from the officials of the States of the Union copies of their mining laws. With the assistance of the Engineering and Mining Journal copies of the laws 0f Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New aland, and certain European countries were also obtained. These laws were subjected to careful study. The first publication of the committee was a summary of the more important metalliferous mining laws 0f this country. Upon the basis of the existing laws of the States of the Union, Great Britain, and the English speaking colonies, a tentative draft. was prepared and printed in limited number in 1909, for convenience in securing the advice and criticism of a considerable number 0f persons engaged in the mining industry. In this way valuable suggestions were received. At the request of the chairman of this committee, Mr. Frederick L. Hoffman, statistician of the Prudential Insurance Company, of Newark, N. "While pipeline hydrotransport is often the most economical way to transport large volumes of mineral concentrate, tailings, or fine ore slurry over long distances, it is in mountainous terrain that pipelining becomes particularly attractive. These areas are often remote, with limited existing infrastructure and few potential users willing to share in the cost of new infrastructure. The rugged terrain makes the construction of railways or roads suitable for haul trucks difficult and expensive. The elevation difference between the mine and the terminal means that the empty trains or haul trucks need to return up-hill, resulting in high fuel costs. With pipelines, this elevation difference may reduce or even eliminate the need for pumping. As a result, numerous pipelines have been built, or are being considered, in mountainous regions around the world including: Tasmania, New Guinea, China, Madagascar, the Rockies of North America, and the Andes of South America. However, there are technical difficulties that need to be overcome in the design and operation of mountain pipelines that do not affect pipelines on more level terrain. This presentation reviews some of these difficulties and methods used to overcome them.INTRODUCTIONPipeline transport of solid-liquid slurry (“hydrotransport”) is an important and cost-effective means of transporting large volumes of solids over long distances, especially from a single supplier to a single user (e.g., a concentrator to a port, a concentrator to a tailings dam, or a coal mine to a power plant). Pipelines are generally found to be more economically attractive than alternate transportation methods (e.g. trucking, rail, conveyors, shipping, or some combination) over the life of a project (Aude et al. 1974).Hydrotransport systems have been built in a variety of terrains, but it is in mountainous regions that pipelining becomes particularly attractive. These regions are often remote and generally do not have existing transportation infrastructure (roads, railways, navigable rivers). There are few potential users (e.g., farmers, other mines, forestry companies, etc.) who may be willing to share in the cost of new infrastructure. The rugged terrain makes the construction and maintenance of railways or all weather roads suitable for large haul trucks difficult and expensive. IN 1904-5 diamond drilling operations in the Mount Morgan mine proved the presence of some inillioils of tons of rich, copper-gold ore, averaging about 45% to 50% silica and 22%Fe as sulphide. To smelt this ore in blast furnaces, without previous concentration, large quantities of basic flux.were required. Unlimited quantities of cheap, limestone, were available at Marmor, on the GladstoneRockhampton railway, 50 miles from Mount Morgan, but the supply of iron flux was a more difficult problem. Smelting operations started, with one' furnace in January, 1906, using as flux low-grade sulphide ore fro:m. the mine, containing very little silica. When the second, furnace was blown in this was supplemented by ironstone from, small aeposits in the immediate district. It was recognized that these sources of supply would be insufficient to keep the full plant going after the third furnace had been blown in. Accordingly, the deposits at Eabra and Mount Etna were opened, neither of which proved capable of supplying the quantity required viz, 1000 tons per week. Negotiations were meanwhile being conducted with the Marble Island Iron and Limestone Co. to obtain the right to mine at Iron Island, where a sufficiently large deposit was known to exist. In many parts of the world, rockbursts have become a major problem of mining at depth. As orebodies are being mined deeper, rockburst phenomena have become familiar to deep hard rock mines. Rockbursts are generally characterised by sudden release of energy in a volume of highly stressed rock, which can cause local violent failure of the rock mass around the opening. One method of controlling these failures is to precondition the rock mass by detonating fully confined explosive charges at the appropriate locations. This method known as destress blasting, was first tried in the deep South African gold mines (Roux et al., 1957), and was widely used later in Canada, United States, France, Poland and Japan.

Blasting Seismographs use microphones to measure air overpressure from blasting. The microphone height above the ground has been the object of some controversy. The current ISEE “Field Practice Guidelines for Blasting Seismographs” specify microphone placement within 1.2 inches of the ground or over 3 feet above the ground. In this study, air overpressure measurements were taken at different height intervals and compared. Blasting seismographs constructed to the ISEE “Performance Standards for Blasting Seismographs” were used to monitor construction, quarry, and coal mine blasting. Near and far field measurements were taken to obtain representative spectral and amplitude ranges. The comparative analysis shows that microphone height has negligible impact on air overpressure measurements.1

Nickel laterite deposits are typically formed from tropically weathered mafic-to-ultramafic complexes. The resulting nickel concentration is found within soil horizons and is mineable with regular dozer units. At the time of mining, digging elevations are needed at selective mining units (SMUs) or representative dozer regions (RDRs). Moreover, for mine planning, the costs due to dilution and lost ore require mining elevations to be specified. A conditional simulation approach is used to calculate “optimum” RDR mining elevations. Multiple realizations of the ore base surface are simulated. For a single bottom surface realization, dilution and lost ore costs are calculated over the entire vertical extent of each RDR. The optimum mining elevation is the elevation where the lowest summed cost of “accepting dilution” and “wasting ore” occurs. The reported RDR dilution is the cost of mining the volume of waste located below the bottom surface and above the optimum mining elevation. The reported RDR lost ore is the cost of not mining the volume of ore above the bottom surface and below the optimum mining elevation. For all ore bottom surface realizations, optimum RDR mining elevations and their associated dilution and lost ore costs are calculated and compiled to represent production uncertainty.

The performance of an adiabatic calorimeter for measuring heats of oxidation of coal is assessed and suggestions made for its improvement and calibration. The use of magnetic analysers for measuring small oxygen deficiencies in air is described and three different methods of measuring the output for such a meter are characterised. The occurrence of spontaneous heating in an 800 tonne heap of Wyoming coal is briefly described. The major part of the report deals with the oxidation of Pittsburgh seam and Wyoming subbituminous coal and describes an experiment in which 1 tonne of Wyoming coal is stored in a 5 metre long insulated container whilst air was passed through. Temperature rises, rates of oxygen absorption and gas compositions of the air stream were measured. The report relates the results of these-experiments to a theory of spontaneous heating developed by Stott and Quan which stresses the importance of the moisture content of the coal and the relationship between the heat necessary to evaporate this water to the heat available from coal oxidation. The work was carried out over a five month period and the emphasis is on demonstrating the effects of moisture transfer and confirming the theory of Stott and Quan.

Building the Unified Comminution Model The Unified Comminution Model (UCM) was formulated with the vision of bringing all comminution models onto a common base. The structure of the model relies on knowledge of the mechanical environment in the comminution devices to predict the modes and rates of collision in a device. A detailed understanding of the breakage modes and an ability to correctly test these modes for the ores in question is then required to feed into the UCM. A model structure has been developed that has the capability of dealing with multiple modes of breakage, such as low energy impact surface damage, chipping, sliding abrasion, cumulative impact body breakage and the transition of rock between modes. A critical review is presented on the shortcomings and limitations of utilising the discrete element method (DEM) to provide the mechanical environments. The assumptions and applicability of utilising DEM in milling models are presented and proposed routes to building a realistic mechanistic model are proposed. Based on this more realistic measures of collision energy have been derived from the DEM simulations, which better mimic the real breakage tests. Generic forms of the collision energy distributions have been observed and developed into functional forms for use in the simulation environment. The method of application of this model to a pilot SAG mill is presented.

Underground mining of coal by longwall mining methods has not been a predominant technique in Ohio. To date, only five mines in the state utilize this method, however, the technique has sparked a certain amount of controversy. As a mining technique, longwalling was introduced into southeastern Ohio in the early 1970's but it did not attract public attention until the mines began moving into privately held surface lands. This occurred coincidentally at about the same time that the state of Ohio began to regulate the environmental impacts of underground mining. Prior to the passage of the Surface Mining Control and Reclamation Act in 1977, (SMCRA), Ohio's reclamation law, Chapter 1513 Ohio Revised Code (O.R.C. 1513) did not regulate underground coal mines. As a result of SMCRA, the Ohio Statute was amended in 1978, to include regulation of the surface effects of subsidence. The inevitable result was that existing mines were immediately subject to regulations that were not considered during the initial mine planning process. (For an excellent survey of Ohio Laws that deal with coal mine subsidence, see Zima, 1985. ) The problem faced at that time by both the coal industry and the Ohio Division of Reclamation (the agency within ODNR charged with implementing O.R.C. Ch. 1513.1, was that of attempting to superimpose permitting requirements, and design performance standards onto mines that' had been operational for a number of years.

Chatree Gold Mine is currently the only modern day gold mine operating in Thailand, and is situated approximately equidistant from Chiang Mai in the north and Bangkok in the south. Environmental guidelines set by the Thai authorities require Chatree Gold Mine to achieve a Total Cyanide level of 20 ppm or less in the process plant discharge slurry stream prior to release into the tailings storage facility. This paper describes both the initial difficulties faced in achieving compliance on this limit utilising the conventional INCO SO2/Air cyanide destruction system and the subsequent process improvements initiated to both the leaching process and the standard INCO process to achieve the current compliance levels of approximately 99/100 shifts. Improvements were focussed on the dual aspects of reducing the formation of WAD cyanide and ferrocyanide species in the leaching circuit coupled with process changes to improve removal of the ferrocyanide species from solution during the cyanide reduction stage.

Crushing and grinding account for the major portion (60 to 80 percent) of the overall expenses for ore processing. Autogenous (AG) and semiautogenous grinding (SAG) have been considered a step forward in comparison to conventional grinding circuits with several stages of crushing and using ball (and/or rod) grinding mills (Bassarear, 1982, MacPherson, 1989, Pithois, Casalis, 1983, Maripuu et al., 1983). However, there remains room for improvement to existing AG and SAG technologies and both technologies have immense economic benefit potential. Experience gained by the Technics & Technologies of Disintegration Ltd. (TTD) in the research of grinding processes shows that grinding in AG and SAG mills can be performed in a more effective way. The company's approach comprises the following elements: ? Novel mill design. ? New liners and lifters. ? Novel discharge grid design. ? Technique of treating material of critical particle size. Comparative tests that demonstrated the usefulness of these innovations are described in this article. Currently, there are hundreds of AG and SAG mills in operation throughout the world. Application of new internal elements of the mills and reconsideration of the circuit design of the existing grinding equipment using present technological solutions would significantly increase the throughput rate and diminish power requirement.

"The carbon-in-pulp process for recovery of gold dissolved in dilute cyanide solutions, in the presence of solids, has now replaced the convedntional processes of pregnant liquid/barren solids separation followed by Merrill-Crowe precipitation. Most plants built over the past ten years incorporate a CIP section. The process is described as cheaper in capital and operating costs, and few major start-up or operational difficulties are reported. For the purpose of the present paper, the CIP process will be assumed to consist of the following sequence of operations (Figure 1):- the slurry stream coming out of the cyanidation circuit is first screened to remove any tramp oversize material. Gold dissolution is assumed to be complete before entering the CIP circuit.- the slurry is sent into a series of agitated tanks in which it is mixed with activated carbon. The carbon particles size is much coarser than the top size of the ground ore. The tanks are fitted with screens that allows the slurry to overflow continuously into the next tank, while retaining the carbon in the tank. Slurry dilution is adjusted to prevent carbon from settling in the tanks. Agitation intensity is kept low in order to minimize carbon abrasion.- carbon is transfered from tank to tank in a discontinuous manner. According to a specific schedule, the carbon from tank one is removed, then carbon from tank two is sent to tank one, and so on, till the last tank, which is filled with regenerated carbon corning from the elutionregeneration section. The amount of carbon removed, the transfer from tank to tank, the sequence of transfer, the carbon inventory in the various tanks are parameters which are, up to a point, at th2 discretion of the operators, as long as they remove, batch wise, an amount of loaded carbon containing a similar quantity of gold to the one that has entered the circuit since the last transfer."

The commercial application of electrolysis to zinc sulphate solutions for the production of metallic zinc is a development ·of the past twenty years. Earlier attempts failed to give satisfactory results, chiefly because certain harmful elements were either not recognised as being present in the solution, or, if recognised, suitable methods of removal had not been developed. The electrodeposition of zinc from zinc sulphate solution is extremely sensitive to the influence of a great many factors, all of which appear to be closely inter-related.Some of these factors tend to minimise the necessity for a high degree of purity of the solution, while other factors aggravate the harmful nature of certain impurities.The relationship existing betweBn the various factors in zinc electrolysis makes a general discussion of the injurious effect of impurities very difficult since, under one set of conditions a given concentration of an impurity may be of minor: importance, where its under another set of conditions the same concentration of that impurity may prove dangerous to successful electrolysis.

The quality of Lime Cement (L/C) columns is to a great extent dependent on the installation procedure. At a site in the south of Sweden, the client reported problems with the installed columns. To evaluate the operator and equipment dependent part of the installation, Hercules Grundläggning AB was appointed as a competitor to the site contractor. The purpose was to install a number of L/C columns with equal installation parameters for both contractors. A total of 65 test columns were installed in June 1999. The geology is a typical Swedish organic soil profile with a top layer of peat overlying gyttja and clay. Two different binders were used in the comparison; blast furnace slag with cement and lime with cement. After installation, the quality of the columns was monitored by penetration tests and a column sampler for extracting whole columns. The column penetration test were performed 28 and 134 days after installation and extraction 134 days after installation. Inspection and tests of the extracted columns showed that by using a fully computer controlled procedure, the contractor produces columns of superior quality and homogeneity.
