Power Decks are voids created in the bottom of the borehole through the use of a suspended Super Plug. Explosive energy is started downward at initiation creating high pressures which find relief at the comers of the borehole cylinder in the bottom of the hole. This relief creates a horizontal break to the neighboring boreholes - the same effect as presplitting. This “presplit” represents a change of mass to.the explosive energy,and it is reflected upward in the more efficient form of tensile waves. This provides better use of the explosive energy than compression waves. This technique has created a new way of looking at the ways that explosive energy is transported through the rock mass.

Anticipating the availability of tiltmeters suitable for use in boreholes, this article proposes a method of using one or more of these meters to determine in situ stress distribution before and after mining operations. Several ways of using relief techniques to measure in situ stresses in rocks have been developed. These techniques, summarized by Merrill,1 involve measuring deformations which take place when a specimen of rock is wholly or partially isolated from the stress field in the surrounding rock. Measurements of rock deformation caused by stress relief from mining operations can, in principle, also be used to estimate in situ stress distributions. Müller2 has mentioned experiments being carried on in Austria with a "deformation indicator" to determine the tilting of holes drilled before a mine opening is made. Similar work using borehole extensometers has been reported by Potts? and Duvall4 has called attention to the possible use of tiltmeters in making these measurements. Considerable attention is now being paid to the use of tiltmeters in detecting rock deformation associated with fault movements, earthquakes, earth tides, etc. The instruments used for these measurements have usually been of the mercury tube, water tube, or quartz fiber type, but because of their large size, and/or fragile nature, such instruments would not be suitable for use in mining stress measurements. Recent instrumentation developments, however, give promise that rugged, sensitive tiltmeters small enough for use in boreholes may soon be available.' In anticipation of these developments, this article presents a number of calculations of the possibility of using one or more tiltmeters emplaced in a drill hole prior to mining operations to determine the in situ stress distribution both before and after a mining operation. One of the safety and health research programs of the former U.S. Bureau of Mines Pittsburgh Research Center was the evaluation of technology that will provide remote-controlled operation of mechanized equipment in underground room-and-pillar mining. The purpose of this effort was to enable workers to be located away from the hazardous and unhealthful coal extraction area (the face). As part of this program, advanced machine navigation and control technologies were developed for underground room-and-pillar and highwall coal mining that can be applied to commercially available mining equipment. These technologies use off-the-shelf components and a flexible control software architecture to minimize the effort required to adapt them to mining equipment. An accurate, reliable navigation system that can provide the mining machine's heading and location is a critical requirement for a remote-controlled mining system. After investigating several different types of navigation sensors, researchers selected the Honeywell Ring Laser Gyro Inertial Navigation System (INS) as showing the most promise. It was installed on a continuous mining machine at our Mining Equipment Test Facility. Extensive testing at an open pit (OP) site was also performed. This report describes the INS as it was employed on the mining machine in the laboratory, in the field, and OP tests, and provides the accuracy and performance results of the OP and highwalltests.

Expansion of the global piling industry has been coupled with significant research efforts investigating the mechanisms controlling pile capacity. Static pile design has transitioned from total stress approaches toward effective stress design, with associated improvements in predicting pile performance. As a result, the available literature is heavily skewed toward static capacity prediction. However, when considering piles offshore, the majority of loading is not static but highly variable and cyclic in nature. This paper outlines the additional factors that require consideration for cyclic pile design, including elevated loading rates, cyclic displacements and capacity degradation. A review of the literature identified a number of cyclic pile testing programs which are collated in this paper. General trends are established through comparison of the tests within the database and the conditions where cyclic loading is most likely to be a concern are identified. In particular, loading conditions which involve full plastic shear reversals are seen to cause the most extreme cyclic damage, with the degraded capacity as low as 31% of the precyclic static capacity. The underlying mechanisms which can result in cyclic damage are explored, with particular attention given to the pore pressure response, radial stresses, shear transfer and particle reorientation.

"Drawing upon the experiences of a gold extraction plant startup in the Southern Pacific, this paper will describe the importance of the commissioning phases to the project outcomes to achieve early target production despite an overall time compression to attain full plant production. Some of the highlights of the paper include: impact of roles played by the Owner’s construction and operations representatives during project commissioning, the formation of a capable and competent “Mod Squad,” availability of trained operating personnel, control over work priorities and the scope of work needed to bring the plant to safe initial operations. The commissioning team comprised subject matter experts skilled in process technology supported by “generalists” thoroughly conversant in overall plant operations. The merits of a structured team approach to brainstorm and resolve commissioning challenges as opposed to direction from individual subject matter experts is discussed. IntroductionStartup or commissioning is a unique period in the life of a project. Each stage of a project-exploration, feasibility, design, construction, commissioning, initial operations and continuing operations-requires special talents, know-how, and practices. Each stage makes particular demands of the people involved. Initial operations are no exception.Having experienced the 1997 startup phases of oxide and sulfide facilities for a gold extraction plant at a remote island in the Southern Pacific, I can attest to the many challenges and rewards. Commissioning for both facilities was extremely successful and brought the entire project on line well ahead of the targeted completion dates. Using this specific project as an example, this paper will highlight some of the key features of project commissioning. In this paper, the term “pre-commissioning” denotes all activities that lead to mechanical completion; “commissioning” occurs when feed is introduced; and “initial operations” are defined as the duration when operations accepts the system/facility and takes over."

Pile driving started October 29, 1993 and was completed on January 27, 1994. Field work included driving piling from ground surface at one site and at or near proposed footing elevations for the remainder. Piles were driven to specified tip elevations or the elevations directed by the Project Manager. In an attempt to address what installation technique(s) performed the best, several methods were used, including varied predrilled depths, open ended piles, closed ended piles, and the use of both impact and vibratory hammers. Piles were driven closed ended where possible to study the feasibility of this option to reduce construction costs associated with pile cleanout. Piles were driven to different depths to measure capacity variations. The 24-inch (610 mm) diameter piling were driven in one piece while the 42-inch (1.07 m) diameter piling was driven in two segments. A total of 79 piles were driven for the four sites, 74 of the 24-inch (610 mm) diameter and 5 of the 42-inch (1.07 m) diameter. Various hammers were used to determine which hammers provided viable solutions to the potential problems anticipated in the design phase. Hammer selection was based on the driveability studies. Equipment included a 175 ton (1.56 MN) crane, support crane for pile stabilization, crane mounted auger drill, offshore leads, Delmag D30-32, D46-32, and D62-22 diesel hammers, an HPSI 2005 single acting hydraulic hammer, a Foster IHC S-90 double acting hydraulic hammer and a Kencho VM2-25000AII vibratory hammer with the weights set to produce 17,500 pound-inch (1.98 kN-m) of eccentric moment.

Cobalt is currently a critical metal because of the increasing number of electrical vehicles forecast for production. Copper and zinc are base metals that are used in many everyday applications, including vehicle production. Eti Bakir Co. Mazidagi Phosphate Plants in the Mazidagi district of Mardin, Turkey is a multi-product facility that produces cobalt, copper, and zinc, as well as fertilizers, from the roaster calcine. Roaster off gas is treated in a sulfuric acid plant (SAP) and the acid itself is utilized in fertilizer production. The comminution circuit, roaster, SAP, and calcine leaching process were developed by Outotec and integrated with the fertilizer production process implemented by Eti Bakir A.Ş. This paper describes the hydrometallurgical calcine leaching process used at the plant, with a focus on the oxidative pressure leaching of the cobalt, zinc, and copper-containing calcine. The cold and hot commissioning phases of the pressure leaching autoclave start-up are discussed together with experiences from the ramp-up period. The production processes of the copper cathode and cobalt and zinc-containing salts are also presented together with some of the plant’s operating parameters. INTRODUCTION The ETI Bakir A.S. fertilizer plant, Turkey, is located in Mardin Province near the border with Syria, (Figure 1). The leaching plant project was started in 2012. The purpose of the plant is to separate the valuable metals from the calcine produced by the pyrite roasters, which are used to produce a SO2 containing gas for the new sulfuric acid plant. Fertilizer production requires sulfuric acid, and for this reason a sulfuric acid plant was built; customer already had access to pyrite concentrate, which is used as the roaster feed. During the engineering phase of the roaster and acid plants it was noticed that the roasted calcine contained considerable amounts of valuable metals like cobalt, copper, and zinc. To recover these metals, a calcine leaching process was developed at the Outotec Research Center in Pori, Finland. The main process connections of the Mazidagi site are shown in Figure 2.

The Bureau of Mines conducted an environmental noise survey to determine the noise levels to which underground coal mine employees are exposed, to evaluate noise survey techniques and equipment, and to compare noise exposures using two criteria, Walsh-Healey and CHABA, for determining allowable exposures that were under consideration for the Federal Coal Mine Health and Safety Act of 1969- Time study techniques and Bureau-approved standard sound level meters were employed. The shift exposures of 20 percent of the miners studied were in excess of the safe standards established by both criteria. The shift exposures calculated using the Walsh-Healey criteria were greater than those calculated using the CHABA criteria owing to the intermittent nature of the exposure. Ultimately the CHABA criteria were rejected, and the Walsh-Healey criteria were adopted.

A brief overview of rockburst control measures is presented. The paper then elaborates on one key rockburst control measure, which is known as destress blasting. A historical background of the technique is presented in order to understand different aspects of its field application. The publication enumerates key aspects of the technique as being used in practice in South Africa and North America. The paper also presents an analysis of three case studies in order to demonstrate difficulties associated with the field application of distress blasting in hard rock mines.

Bubble attachment time measurements for the rare-earth phosphate minerals monazite and xenotime were made as a function of oleate concentration, sodium fluoride addition, and temperature. Results indicate that the rare-earth phosphates behave similarly to other phosphate minerals, notably collophanlte and fluorapatite, which have been studied previously. The addition of sodium fluoride yielded a modest decrease in bubble attachment time with fluoride additions below the apparent fluoride surface precipitation point, while at fluoride additions greater than the apparent precipitation point a significant decrease in attachment time occurs. Increasing the temperature or the system gave a slight decrease in bubble attachment time in the absence or sodium fluoride. With sodium fluoride addition and below the apparent fluoride surface precipitation point, an increase in temperature actually increased the attachment time. For sodium fluoride additions above the apparent fluoride surface precipitation point, a temperature increase significantly decreased the attachment time.

Over the past few years, there has been an emerging relationship between business and civil society, especially NGOs. This relationship has the potential to bring about significant change, identifying common ground between commercial and societal interests. The mining industry has been a leader in acknowledging the need for community consultation and engagement. This paper argues that partnerships can make a very significant contribution to the industry as it comes to terms with the dilemma of an open economic system pushing against a closed ecological system.The paper will pose a number of questions: where is the locus for debate about sustainability in the mining sector?; how well embedded within companies are the new competencies that Leon Davis first identified in 1995 for the mining sector?; how has education for mining engineers or exploration geologists changed to prepare people for what are very different expectations within the working environment?; how well is the industry doing in managing its own environmental impact and what is its responsibility to an agenda for sustainability which extends beyond its own operations?;and how can NGO partnerships contribute to more sustainable outcomes? The paper does not aim to answer these questions, but to explore them in the hope that the issues and possibilities raised will contribute to advancing progress towards sustainability within the industry.

A pilot plant paste thickening campaign was conducted at the Anglo Platinum Limited Mogalakwena South Concentrator plant in South Africa in order to determine the water saving capability of P&TT technology. In the process a simple water consumption model was developed for estimating the overall water consumption of the mine. The model indicates that for the Mogalakwena tailings, significant water savings are achieved by discharging thickened tailing directly to the TSF but only at densities where free water release at the TSF is close to zero. Intrinsic remediation is the effect of natural attenuation mechanisms - dilution, dispersion, sorption/precipitation and biodegradation - reducing contaminant concentrations in ground water to specified levels at predetermined compliance points in the aquifer. Current monitoring and modeling for post closure was used to assess the current and long-term potential of intrinsic remediation of contaminated seepage originating from a large reactive (sulfidic) tailings impoundment near Questa, New Mexico. It is concluded that the natural attenuation mechanisms of precipitation within the tailings (as a result of buffering) and dilution/dispersion within the aquifer are currently active and likely sufficient to reduce contaminant concentrations to below state standards in the long-term. Other natural attenuation mechanisms such as sorption and biodegradation within the receiving aquife4s) were not assessed here, but are likely further reducing contaminant concentrations. Active interception and recovery of the seepage water is being maintained until monitoring demonstrates that intrinsic remediation has successfully achieved the level of water quality control required.

"INTRODUCTION The construction of frame houses (fig. 1) in recent years instead of the conventional sod hut (igloo) (fig. 2) by the Eskimos in the villages along the Arctic Ocean has increased the demand for fuel in these villages. The frame houses, which are not insulated against extreme cold and are difficult to heat, are equipped with Goal stoves. The well-insulated sod huts were heated comfortably with whale-oil stoves. In some years whaling is Door, consequently there is a demand for solid fuel.The Eskimo villages usually are on the sand spits at the mouths of rivers and points of land near the best fishing and hunting grounds. These narrow necks of land usually are sand bars that are not underlain with coal, and coal must be transported to the villages. Lack of development of coal deposits in the Arctic has made it necessary to import coal from the States, generally from 'Washington, to supply these villages. This coal is imported by boat and is received once a year. Its cost is, high, and development of coal deposits in the Arctic to supply these native villages should result in a considerable saving to the Government-operated schools and hospitals as well as to the natives.Early traders attempted to establish coaling stations in the Arctic, and the Eskimos generally know where the coal deposits are situated. A. reconnaissance of a number of deposits in the Arctic was made in the summer of 1946 by engineers of the Coal Division, Fuels and Explosives Branch, Bureau of Mines, and this report describes the areas investigated and suggests plans for the development of some of these deposits."

"Changes have recently been applied to the Sullivan Concentrator lead and zinc circuits to treat fine-grained ores which make-up the majority of ore reserves in the mine. Pilot plant test work conducted in 1990-91 indicated that concentrate grades would be substantially improved by reducing the particle size (P,0) of the lead from 38 to 15 µm and the zinc from 45 to 24 µm.Circuit revisions involved installation of major new equipment including: two GUO kilowatt Vertimills for regrinding, a 4 metre diameter column flotation cell and a 4 metre diameter hyperbaric pressure filter for dewatering. Duties of the existing regrind mills were reassigned.IntroductionThe Sullivan ore body is a massive sulphide deposit consisting of fine grained mixtures of sulphides, sometimes inter-banded with country rock and varying widely in their content of lead, zinc, iron and silicates. Principal economic minerals are marmatite and galena. Iron is mainly present as pyrrhotite (85%), and to a lesser extent as pyrite (15%) .The orebody has been actively mined since 1923, with 1992 ore reserves estimated at 15,800,000 tonnes with an average grade of 4. 7% lead and 7. 9% zinc. Current plans call for treatment of 1,600,000 tonnes/year, (7,000 tonnes per operating day), with flotation feed grades of 5.9% lead, 10.1% zinc, and 22.0% iron."

Ever since opening, the M25 motorway to the west of London has carried a rapidly increasing volume of traffic. The section of M25 between the junctions with the M3 and M4 motorways, which is in the near vicinity of Heathrow airport, is the most heavily trafficked section. Piling and ground treatment was required for motorway widening works over this route, which is 7 miles long. The foundation works were undertaken next to the live motorway and beneath the flightpath for aircraft landing and taking off at the airport. The paper describes the foundation construction techniques used, and the how the methods were affected by the live motorway and the height restrictions imposed by the airport. A unique method of piled retaining wall construction is also described.

Performance prediction models for partial face mechanical excavators, when developed in laboratory conditions, depend on relating the results of a set of rock property tests and indices to specific cutting energy (SE) for various rock types. There exist some studies in the literature aiming to correlate the geotechnical properties of intact rocks with the SE, especially for massive and widely jointed rock environments. However, those including direct and/or indirect measures of rock fracture parameters such as rock brittleness and fracture toughness, along with the other rock parameters expressing different aspects of rock behavior under drag tools (picks), are rather limited. With this study, it was aimed to investigate the relationships between the indirect measures of rock brittleness and fracture toughness and the SE depending on the results of a new and two previous linear rock cutting programmes. Relationships between the SE, rock strength parameters, and the rock index tests have also been investigated in this study. Sandstone samples taken from the different fields around Ankara, Turkey were used in the new testing programme. Detailed mineralogical analyses, petrographic studies, and rock mechanics and rock cutting tests were performed on these selected sandstone specimens. The assessment of rock cuttability was based on the SE. Three different brittleness indices (B1, B2, andB4) were calculated for sandstones samples, whereas a toughness index (Ti), being developed by Atkinson et al.1, was employed to represent the indirect rock fracture toughness. The relationships between the SE and the large amounts of new data obtained from the mineralogical analyses, petrographic studies, rock mechanics, and linear rock cutting tests were evaluated by using bivariate correlation and curve fitting techniques, variance analysis, and Student?s t-test. Rock cutting and rock property testing data that came from well-known studies of McFeat-Smith and Fowell2andRoxborough and Philips3have also been employed in statistical analyses together with the new data. Laboratory tests and subsequent analyses revealed that there were close correlations between the SE and B4 whereas no statistically significant correlation has been found between the SE and Ti. Uniaxial compressive and Brazilian tensile strengths and Shore scleroscope hardness of sandstones also exhibited strong relationships with the SE. NCB cone indenter test had the greatest influence on the SE among the other engineering properties of rocks, confirming the previous studies in rock cutting and mechanical excavation. Therefore, it was recommended to employ easy-to-use index tests of NCB cone indenter and Shore scleroscope in the estimation of laboratory SE of sandstones ranging from very low to high strengths in the absence of a rock cutting rig to measure it until the easy-to-use universal measures of the rock brittleness and especially the rock fracture toughness, being an intrinsic rock property, are developed.

To initiate this project a critical evaluation of the pre-sent phosphate mining industry in the Western phosphate field was conducted. Mines were visited, mine operators were interviewed and pertinent literature studied. Three phosphate mining enterprises were reviewed and mining cost estimates prepared. The report discusses the present state of phosphate processing, rock alteration and location. New ideas and concepts are proposed to improve the recovery of phosphate rock from the Phosphoria formation. The report evaluates two variations to the present phosphate open pit mining methods, which were developed to improve the economics of mining phosphate and to better accomplish necessary reclamation and accelerate the time for environmental recovery. A material handling system using conveyor haulage will eliminate the need for trucks. Terrace haulback utilizes safety benches to haul and dispose of waste in the mined out pit. Ore will be removed from the pit via an inclined, cable-supported mobile conveyor.
