Charleston, SC is anything but boring. The city was founded in 1670 and has played a significant role throughout the history of the United States. Located along the coast of the Atlantic Ocean in the southeastern United States, Charleston was a vital city in America?s early existence. Charleston?s coastal location has helped the city become the fourth largest cargo port in the United States and earn the 2011 designation as the number one travel destination in the United States by the Conde Nast Traveler Magazine. Part of Charleston?s charm and beauty can be attributed to its historic structures and churches that line nearly every sidewalk, roadways that were laid out based on the width of horse carriages, great weather, southern hospitality and coastal living. Now imagine the challenges of installing new, or re-placing aging infrastructure, in this setting. Every shovel full of dirt, every stick of pipe and every roadway sub-surface has its own historic story to tell. For engineering minded individuals, Charleston?s infrastructure has almost as fascinating a history as its more visible surface structures. Charleston was among one of the first American cities to construct separate sanitary and storm water drainage infrastructure. This concept has roots dating back to the city?s founding and is a credit to the foresight of its founding fathers who understood the basic health differences between sanitary and storm water.

This volume- summarizes mining and petroleum legislation in 18 European jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identitication of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis; of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added in countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

ThOUGH at present there is a wide range of possibilities for the quantitative determination of preferred orientations, pole figures of identical specimen material have not been determined by different methods as yet.''' In this paper a comparison of (Ill), (200), and (220) pole figures is presented which were obtained from a 95 pct cold-rolled high-purity cop- per sheet (99.9998 pct Cu), by three different methods. The three methods are: a) The combined X-ray reflection-transmission technique of plane samples by schulz3 and Decker, Asp, and Harker. 4 A Siemens texture goniometer was used. In a Bureau of Mines supply evaluation, the known uranium resources in the United States are estimated to have a total recoverable uranium oxide (U3O8) content of 3,132,400 tons at prices up to $69.32 per pound. Only those resources were evaluated for which sufficient quantity data are available and process technology exists for recovering uranium. A total of 160,800 tons of U3O8 is available at $8 per pound from ore deposits presently mined and an additional 244,700 tons available at prices up to $30 per pound from similar but usually lower grade deposits. A total of 2,726,900 tons of U3O8 is available from four other resources: copper leach solutions, wet-process phosphoric acid, Florida phosphate rock Leached zone, and Chattanooga Shale. These resources contain from 30,000 tons of recoverable U30, at a price of $7.52 per pound as a byproduct of copper leach solutions to 2,557,300 tons at a price of $69.32 per pound from Chattanooga Shale.

In order to investigate the variation of the load-displacement relations of piles in a site, vertical load tests were carried out on 25 small diameter steel pipe piles. Out of 25 piles, 15 piles were close-ended pipe piles attached with a blade at the pile toe and 10 piles were open-ended pipe piles. To carry out these load tests in a short period, two types of rapid load test methods, Spring hammer load test and Falling mass load test, were employed. The load tests of all piles were completed in two days with 180 blows in total. In order to estimate a static load-displacement of a pile, non-linear damping method was used. It is shown from the test results that the performance of the pipe piles such as the ultimate pile resistance and the initial pile head stiffness is improved by re-driving.

Longwall mining of thin shallow coal seams utilizing open pits is technically feasible. The thinnest coal seam which can be mined using available technology is 34 inches. The capital expenditure for a 1,000,000 ton per year operation is $15,494,000, and the projected rate of return is 5 percent. Similar statistics for a conventional area surface mine are S18,937,000 capital and 14 percent rate of return. The longwall surface mining method disturbs 63 acres of land per 1,000,000 tons, and the conventional area surface mine disturbs 198 acres A significant bibliography of the technology involved is included.

This paper is a retrospective on the development, application, and enhancement of the LaModel program from a personal perspective. The narrative starts with an explanation of the objectives behind the original development of the program and then introduces some of the unique and very practical features of the program. Next, a demonstration of how LaModel was advantageously used to model stresses and displacements in a multiple-seam mining situation with highly variable topography is presented. This is followed by the details of a number of the major enhancements and expansions of the program over the years. A back-analysis of the Crandall Canyon Mine collapse is then briefly presented, along with the associated development of a recommended calibration procedure for the critical input parameters to LaModel. Finally, some of the present research areas are briefly described, and future enhancements are introduced.

The construction of a deep structural slurry wall in a restricted city centre location is always a challenging prospect. However, when the city is London and the site is bounded on two sides by high level canals and a main traffic highway on the third, the challenges are greater than usual. The paper discusses the design considerations required by the principal contractor to accommodate a single high level lateral support, value-engineered, bottom-up construction technique and the impact this had on the design detailing and construction of the slurry wall panels. This paper discusses the logistical challenges successfully overcome during the construction of 65,000sq ft of 40inch thick, 80ft deep structural slurry wall in the City of London. The paper reviews the benefits gained from using the state-of-the-art hydraulic grab and rotator system. Technological advances in computer instrumentation and real time monitoring were utilised to assist the grab operators in consistently delivering deviational control during excavation better than 1:200. With working space always at a premium on construction sites, the need for high quality, pre-fabricated reinforcement cages has never been greater. This paper reviews the argument for off-site fabrication of reinforcement members.

"INTRODUCTION The Warrior View mine of the Seaboard Coal Corporation is located in Tuscaloosa County on the Warrior River about 14 miles northeast of Tuscaloosa, Ala. The Brookwood bed at this point yields a coal with fair coking qualities, and the product from neighboring mines on this bed has been used for the manufacture of blast furnace coke. The output of the Warrior View mine, however, is used exclusively for domestic and steam-raising purposes.This paper continues the series° of reports on the washability of Alabama coals which are based upon the study of coal preparation in Alabama now being conducted by the U. S. Bureau of Mines and the University of Alabama with the cooperation of the different coal mining companies. This paper contains screen-sizing and float-and-sink tests of a representative sample of run-of-mine coal, and flakiness and crushing tests on certain sizes.Published information on the Brookwood bed is very meager. Fieldner6 gives the proximate and ultimate analyses for a number of seam samples taken from representative mines working this bed. Gandrud and Britton7 show sections of this bed taken at Searles, Ala. They also give the specific gravities of the coal, the bone, and the shale partings.Table 1 give the proximate and ultimate analyses for the 3/4 to 3/16 inch size of raw coal. Table 2 gives the sulphur content and the ash fusibility temperatures of the float-and-sink fractions for this same size. The character of the coal is very uniform throughout the range of sizes produced and, as it was not convenient to have these analyses on all sizes, this size was chosen as being representative of the coal. From the information available it is evident that the coal preparation problem is restricted to one of ash reduction.SAMPLING AT THE MINEAt the Warrior View mine the run-of-mine coal is dumped from the mine cars upon a 3-inch grizzly. The oversize is crushed in rolls set at 24 inches and joins the undersize before being elevated to the raw-coal bin ahead of the jig. The sample was caught at the point where elevates discharges into the raw-coal bin, by taking a proportional amount of the coal at 10-minute intervals over the period of a day's run, The total sample amounting to 2.7 tons was shipped to the laboratory at Tuscaloosa for the washability studies."

"Quang Ninh province is located in the north east of Vietnam and the coal mining in the province generates two thirds of the province’s GDP. The coal is extracted from both open pit and underground mines for the country’s complete coal export and by a share of more than 90% for domestic coal usage. Overburden generated through open pit mines is piled up nearby in the form of large waste rock dumps. The side-hill fill dumping near open pit mines is the source of environmental degradation in the region. Among the current problems at solid waste rock dump sites are dust emissions during and after dumping as well as Acid Rock Drainage (ARD). One of the major existing problems at waste rock dumps is dump stability (comprising erosion, sliding and subsidence issues). The RAME R&D project (Research Association Mining and Environment in Vietnam) is - among other activities - actively involved in the research for stabilisation and rehabilitation of mine waste rock dumps in Vietnam in the form of several sub-projects. The Institute of Mining Engineering I of RWTH Aachen University is leading the sub-project of mine waste dump stabilisation in co-operation with Chair of Geotechnical Engineering and Brenk Systemplanung GmbH. Mine waste dumping in the form of layers as an alternative to the side-hill fill dumping is expected to bring up environmental and economical benefits by minimising the problems of dump sites with the contribution to a sustainable development. Reduction of the post construction settlements, long term stable dump profile with minimum erosion, improvement of material parameters for geotechnical slope stability through compaction from hauling trucks as well as economical evaluation of new dumping concepts are the areas of the current research. The project has been financed by German Federal Ministry for Research and Education (BMBF). The ultimate aim of the sub-project is the compilation of the project results in the form of a "Best Practice Guide" and software based "Decision Support System" for planning and management of solid mine waste dumps."

Ore samples generally require preparation before analysis. Serious problems can occur with contamination degradation and particle size effects. Both grinding element contammation and sample cross contamination havebeen bound to be related to sample hardness and operator technique. For best results with minerals relevant to the steel industry, the use of Siebtechnik-type mills required a combination of careful planning, short grinding periods and intermediate sieving of the sample. The results may be extended to most mineral, rock, and refractory sample preparabons.

"An apparatus and procedure developed in the laboratory of the South-west Experiment Station of the Bureau of Mines are capable not only of determining the rate and volume of penetration of solutions into porous materials but also of determining the total volume of voids within particles of porous material, and the density. The method is applicable to ores, bricks, concretes, tiles, filter bottoms, or other porous materials of this nature. As will be made clear in the descriptive matter to follow, the method measures (a) the volume of voids within the porous materials and is not concerned with the interstitial space between the particles.Porous materials usually contain some large voids and also pores that are capillary in nature. To measure the total volume of voids in a sample it is necessary to replace the gas or gases within the voids with some liquid of known density. The large cavities can be filled quite readily, but under ordinary conditions a long time may be required to fill capillary pores. As many porous materials are of a decomposable nature it is necessary to evacuate the porous materials and then submerge them in a liquid of known density to bring about saturation in a short time. Then by the use of a hydrostatic balance the volume of porous material (solid itself) can be determined. To determine the volume of porous material plus voids it is necessary to coat the sample with some material, such s paraffin, which will prevent solution from entering the voids; then, by means of a hydrostatic balance, the volume of porous material plus voids is determined and by subtracting that of the porous material from this the volume of voids is ascertained. The rate of penetration of solutions can be determined either (a) by measuring the change in weight as the sample becomes saturated when immersed ni a liquid of know density, or (b) by measuring the volume of liquid penetrating with a dilatometer. In either instance, due to the fact that some penetration takes place as soon as the sample comes in contact with solution and before a reading can be taken, the sample must be paraffined to determine the total volume of penetration. Since many porous materials partly decompose and disintegrate in liquids the rate and volume of penetration can better be measured by dilatometer than by the change in weight, as saturation takes place when immersed in a liquid. The details of procedure for determining (a) total volume of voids, and (b) rate and volume of penetration are given in this paper."

FREQUENTLY the Survey Department is caIled upon to estimate the quantity of material in various dumps, dams piles, etc... and in the carrying out of this work various methods may be employed.The method used will vary according to the particular case in hand, and factors such as accessibility of the top of the dump, steepness of its sides, height, and the condition of the material to be estimated. A certain amount of "give and take" must be adopted in the treatment of small local cavities and mounds.In all cases it is desirable that the surveys made should be tied on to the lease surveys for the purpose of location, and that all levels should be reduced to the mine datum. It is also desirable to obtain levels of the original surface before deposition of the material to be estimated. If these have not been obtained beforehand, levels and transfers round the top will be the next best. "Asbestos tailings are a typical serpentine, hydrated magnesium silicate, consisting primarily of antigorite and a few per cent of unrecovered fibrous chrysotile. Serpentine has unique thermal properties in that dehydroxylating calcination at 600 to 700°C can yield an amorphous structure in which most of the magnesia is liberated from the original bond with silica and thereby rendered chemically active. The amount of activated magnesia can be quantified by selective leaching with a weak acid such as acetic acid. Many wet processes have been proposed to extract magnesium values from calcined or natural serpentine by means of various acids and their ammonium salts. However, the only commercial utilization of serpentine today is found in dry processes such as the production of fused magnesium phosphate fertilizer .The present paper reviews the physical chemistry of the dehydroxylation of serpentine and also various wet and dry processes in order to provide a general view regarding the chemical transformation of asbestos tailings.IntroductionAsbestos fibers occur as chrysotile, a serpentine polymorph. More than nine tenths of mined asbestos ores consist of massive non-fibrous serpentine, primarily the polymorph antigorite, which is discarded as tailings after fiber extraction. For many decades, Quebec has been a world leader in the production of asbestos fibers. As a result, colossal tonnages of serpentine have accumulated in the Eastern Townships'!'. Serpentine minerals are found in large deposit s throughout the world, and significant research efforts have been made, particularly in Japan and the USSR, mostly in attempts to extract magnesia or silica values therefrom.The chemical composition of serpentine (chrysotile and antigorite) may be ideally expressed as Mg3Si2Os(OH). which corresponds to 43.7% MgO and 43.3% SiO2. Natural serpentines often contain a few per cent of Ni-bearing magnetite and other impurities, and therefore the contents of MgO and Si02are both about 40% or lower.Serpentine (hydrated magnesium silicate) is virtually insoluble in weak acids. However, when dehydroxylated under controlled conditions, ' it decomposes to an amorphous state in which magnesia and silica are isolated and chemically active. The magnesia so activated is readily soluble in weak acids. This unique characteristic of calcined serpentine, first discovered in 1942,, has since attracted the attention of innumerable researchers, whence many processes have been proposed."

Abstract The design of deep excavation pits in rock mass is dependent as well on the mechanical properties of the rock mass as for example the orientation and the type of discontinuities like bedding planes, joints and fissures, the length of the discontinuities (persistence), the grade of weathering, the strength of rock mass, and the shear strength in the discontinuities, etc., and also on the respective boundary conditions specific for the project, and here especially the geometrical boundary conditions. The basic mutual influences and interactions between these boundary conditions are explained and exemplary presented at an excavation pit with a depth of 18,5 m, situated at a slope with a surface near groundwater table. Résumé La planification des excavations profondes dépend aussi bien de la qualité mécanique du roc, par exemple la location de la texture de la surface de moindre résistance, le degré de rupture, le degré de décomposition, la dureté du roc et la résistance limitée au cisaillement de la texture de la surface de moindre résistance que des conditions limitées spécifiques pour le projet, ici en particulier des conditions limitées géométriques. Les influences et interactions essentielles et mutuelles entre les conditions limitées isolées seront expliquées et présentées à l’aide d’une excavation 18,5 m de profondeur, située sur une pente où le niveau des eaux souterraines est près de la surface. As the Platinum mining industry expands in the Eastern Limb of the Bushveld Complex it is increasingly evident that a major constraint to development is a lack of appropriate infrastructure. Of critical concern are water resources and spatial development / infrastructure. This paper identifies the context for infrastructure development in the Eastern Limb and two solutions that have evolved in the areas of water supply and spatial development. INTRODUCTION In an economics context, infrastructure is considered to be the structural elements of an economy which allow for the production of goods and services, without themselves being part of the production process. Despite the lack of a specific definition, infrastructure has largely become understood as to comprise road and rail transport systems, public transport systems, airports, public educational facilities, water supply and water resources, wastewater management, solid waste treatment and disposal, electric power generation and transmission, telecommunications and hazardous waste management systems. Critically it is important to understand that infrastructure not only comprises these physical elements but also the operating procedures, management practices and developmental policies that facilitate the effective utilization and development of the infrastructure in response to societal demand.

"INTRODUCTION In a previous report3 prepared for the American Gas Association, the influence of washing coal on coke properties and on gas and by-product yields was discussed on the basis of answers to questionnaires sent to coke-oven superintendents and a review of the literature on the subject. This review indicated that the elimination of free impurities by cleaning coal improved coke quality by (a) reducing ash and sulphur, (b) decreasing clinker trouble in burning the coke, (c) diminishing cross fractures in the coke, resulting in greater resistance to breakage on handling, and less small coke and breeze, and (d) greater uniformity in chemical composition and physical properties of coke. Washing also reduced the sulphur in coke and gas and increased the yield of gas and by-products per ton of dry coal charged.This paper is supplementary to the previous report and presents some experimental data obtained with Pittsburgh bed coal from Pennsylvania and Mary Lee bed coal from Alabama.ACKNOWLEDGMENTSGrateful acknowledgment is made to F. "The New Orleans area has been repeatedly flooded by major storms and hurricanes since its French colonial era. After severe flooding in May 1995, the U.S. Congress authorized a massive flood protection project called the Southeast Louisiana Urban Flood Control Program (SELA) in 1996 to improve interior drainage in Orleans, Jefferson, and St. Tammany parishes. However, the project was not fully funded before the landing of Hurricane Katrina in 2005 and Hurricane Rita, which breached many of the area’s levees and flooded 80 percent of the city. Finally, the project was fully funded in 2008 and has been worked on towards its 2017 completion. Another large project simultaneously worked on in the area is the Hurricane and Storm Damage Risk Reduction System (HSDRRS). This system was designed for a 100-year level of flood risk reduction. One particular project within the HSDRRS rendered successful due to an unconventional method of pile driving that was utilized to install sheet piles to reinforce an existing concrete I-wall. This paper will discuss how and why this non-vibratory method of sheet pile installation allowed the project to be successfully completed ahead of schedule.INTRODUCTIONSteel sheet piles were utilized on many of the SELA and HSDRRS projects for permanent cutoff walls under concrete I-walls or T-walls or for temporary earth retaining walls of drainage structures. Although the SELA Project was established in 1996 after severe flooding the year before, hardly any work was done on it until the two catastrophic storms Hurricanes known as Katrina and Rita triggered its revival. These two hurricanes also triggered the HSDRRS soon after the storms’ devastation. The SELA project authorized to improve interior drainage systems while the HSDRRS project was authorized to raise or restore levees and floodwalls mainly along Lake Pontchartrain, the Mississippi River, and Lake Borgne in addition to other areas. Figure 1 shows the SELA Projects that have been completed, are still under construction, or approved for construction. The projects fully highlighted in yellow within the map specified the press-in piling method. These improvements included drainage systems, pump stations, surge walls, and outfall canals as enhanced protection for future storms similar to Hurricane Katrina that caused so much damage by inundating the New Orleans area in August and September 2005 respectively (Facts and Figures, 2012). The completion of these projects were the responsibility of the U.S. Army Corps of Engineers, New Orleans District.Due to the fact that many of the projects were in densely populated areas, the Army Corps of Engineers specified a non-impact, non-vibratory press-in piling method for driving and extracting sheet piles for many of the projects to mitigate noise and vibration impacts. The soft soil conditions in the New Orleans area was also a contributing factor in the Army Corps of Engineers’ decision to specify this piling method due to the risk of settlement for existing historical as well as modern structures. In addition, there were other projects that elected to use the press-in method without any contractual requirements. One of these projects was the Inner Harbor Navigational Canal Reach II Emergency Interim Repair which was part of the HSDRRS project that has been under construction since its authorization in 2005 (Facts and Figures, 2012)."

Edmonton South LRT is the latest expansion of the Subway system in Edmonton, Alberta, Canada: Consisting of twin 5.8m segmental lined tunnels, 280m long, driven by a Lovat EPB machine. The key challenges were as follows. A 6% downhill grade. Tight radius curves of 250m.Overlying structures within 3m of the tunnel. Strata consisting of sand above the water table, glacial tills and bed rock below the water table. Located within The University of Alberta Campus and adjacent to a hospital. Northern Alberta climate with winter temperatures routinely falling below—minus 30 degrees Celsius. This paper provides a case history and outlines the challenges involved in completing this project.
