Point load strength (Is50) and slake durability (ID2) indices provide a measure of the strength and durability of rock fragments and are related to the alteration intensity and frictional resistance of the materials. Samples were collected from the rock piles, alteration scars and debris flows at the Questa mine with the purpose of examining relationships between Is50 and ID2, mineralogy, chemistry, weathering, hydrothermal alteration, and other geotechnical parameters. The Is50 from the various rock piles ranges from 0.6-8.2 MPa and the ID2 ranges from 80.9-99.5%. The Is50 and ID2 results indicate that the samples from the debris flows are stronger (average Is50= 4.0 MPa and ID2= 98.4%) than the rock-pile samples and that the alteration scar samples are weaker (average Is50 = 2.8 MPa and ID2 = 89.2%) than the rock-pile samples, but still most of these rocks are strong in terms of their Is50 and ID2. The Is50 decreases as the degree of alteration increases in some rock pile and alteration scar samples, but not in all. However, the majority of the rock fragments within the rock piles still indicate high strength, even after 25-40 years of weathering.

The higher stress zone adjacent to an underground opening causes a velocity anomaly that can be mapped in favorable conditions with an acoustic cross-borehole logging system. Bureau personnel used a specialized system at the Colorado School of Mines test site near Idaho Springs, Colorado, to locate the Edgar Mine tunnel and its associated stress anomaly. Data from the logging system' were processed with a tomographic image reconstruction algorithm to map the opening and the location of the high velocity zone around the opening. The velocity imagery from tomographic analysis compared favorably with predictions from numerical modelling of the location of the stress anomaly.

Mining of molybdenum at Questa, New Mexico has been accomplished by block cave methods since August, 1983. As caving progresses, a periodic geologic evaluation is made of the rock-types present in finger raises on the Grizzly Level of the mine. The production maturity of the cave can be monitored by relating this data to geologic cross-sections through the ore body. The draw point mapping program is a simple and effective tool that is used in making draw control decisions at Questa.

Potash is a generic term that includes potassium chloride, potassium magnesium sulfate, potassium sulfate, potassium nitrate, and sodium-potassium nitrate mixtures. In the ceramics industry, potash is also used to refer to potassium oxide. Potash, primarily in the form of potassium carbonate, was the first industrial mineral produced in the United States, and the first US patent issued was for an apparatus and process developed in 1790 for its production (Paynter, 1990). Prior to the 1860s, potash was primarily sold as an impure form of potassium carbonate produced by burning hard- wood trees and leaching the potassium salts from the ashes. The major early uses of potash include soap and glass making, dyeing fabrics, baking, and saltpeter for gunpowder. In 1859, the development of a purification process to remove the sodium and magnesium chlorides was developed for the carnallite found at Stassfurt, Germany, and mined potash became available. With the appearance of mined potash and the earlier (1840) discovery in Germany by Justus von Liebig that potash was a nutrient for crops, potash started to be used for high valued crops such as cotton and vegetables. The German potash companies quickly developed a manufacturing process for producing potassium sulfate for tobacco fertilization. German potash supplied nearly all American needs until the embargo of the First World War when imports from Germany were interrupted (Bateman, 1918). With the discovery of potash deposits in New Mexico in 1931, the United States became self-sufficient in potash. In 1962, the United States began importing potash from Canada, and two years later domestic apparent consumption began to exceed domestic production. Along with nitrogen and phosphorus, potassium is one of the three essential plant nutrients, the "K" of NPK terminology. As a result, 95% of potash production is used as plant fertilizer. In all plants, inadequate potassium diminishes growth, causes increased disease, stalk and stem breakage, and susceptibility to other stress conditions. Plants take up large quantities of potassium from the soil, and potash fertilization replaces this loss so that each new crop can be grown with the same vigor and productivity as the previous year's crop. The potassium depletion of the soil from growing repeated cotton and tobacco crops is well known in the history of southern agriculture in America. George Washington was known to have studied alternative crops that could be grown on soil that had been depleted by repeated tobacco crops. Most of the remaining 5% of potash consumption is by the chemical industry, as potassium hydroxide to produce soaps and detergents, glass and ceramic products, dyes, explosives, alkaline batteries, and medicines. Potash as chemical is used in oil field drilling mud, the aluminum recycling industry, and the electroplating industry. Additional minor uses for potassium chloride include water softener regeneration, sidewalk deicing, and salt substitution for human consumption. Potash is used in the food industry as potassium phosphate, and in production of glass products as potassium carbonate or nitrate. GEOLOGY Potassium is the seventh most abundant element in the earth's crust and the sixth most abundant element in seawater. It is found in silicate minerals of igneous, metamorphic, and sedimentary rocks and is also a major constituent of many surface and subsurface brines. The majority of world potash resources are found in subsurface bedded salt deposits which yield high grade, large tonnage ore bodies and are amenable to low cost mining and beneficiation. Because of the relatively high solubility of potassium minerals, potash from salt deposits is ideal for use as fertilizers. Some potash production is from evaporation of naturally occurring brines, but the vast majority of current domestic and international production is from bedded salt deposits. Sylvite, carnallite, kainite, and langbeinite are some of the more important potassium minerals (Table 1). Sylvinite, a mixture of KC1 and NaCl is the highest grade potash ore. Carnallite can be considered a potash ore when removal of magnesium chloride is included in the beneficiation, but it can also be considered a contaminant when mining for sylvite. Potassium sulfate and potassium nitrate are typically manufactured products. Potassium sulfate is produced from mined minerals through conversion processes in Italy, Germany, and Carlsbad, NM, and from brines in southern California and at the Great Salt Lake in Utah. Natural deposits of potassium nitrate occur only in small amounts in Chile. The majority of potash-bearing bedded salt deposits are believed to have originated from the evaporation of seawater or mixtures of seawater and other brines in restricted marine basins (Schmalz, 1969). The reflux depositional model for evaporite deposition was first described in the literature in 1888 by Ochsenius. A shallow bar, or sill, across the mouth of a basin lets in a restricted flow of seawater which evaporates into a salt-precipitating brine (Fig. 1). The density of the brine at the distal end increases with increased salinity, sinks to the bottom, and sets up a reflux current of higher density brine back toward the ocean. The sill, which restricts the inflow of seawater, allows inhibited flow of evaporation-concentrated brines back to the ocean. The least soluble salts are precipitated nearer the sill, and the most soluble components come out of solution in the deeper parts of the basin. The result is a lateral facies change in a tabular-shaped deposit that is due to the salinity gradients in the brine (Fig. 2A). The asymmetrical facies distribution of the Paradox Formation (Middle Pennsylvanian) Utah (Hite, 1970), the Prairie Formation (Middle Devonian) in Saskatchewan (Holter, 1972), and the Salado Formation (Upper Permian) in New Mexico (Lowenstein, 1988), might prompt explanation by such a model. Other deposits, such as the Salina Formation (Upper Silurian) in Michigan (Matthews and Egleson, 1974), show a facies distribution that could be described as a bull's eye pattern. Although some small subbasins of high grade sylvite are found near the margins, the potash is generally located in a central part of the basin surrounded by successively less soluble facies (Fig. 2B). Technological change is continually affecting the mining industry and the many papers being presented at this meeting reflect this fact. I fully agree that miners must remain fully cognizant of technology that can change mining costs and therefore your competitive marketplace. Despite the embrace of new technology and effective mine management techniques, the mining enterprise may not realize increased net income if the structure of the minerals marketplace is not understood. An important segment of the marketing structure for minerals is transportation. Transportation costs per ton can be much greater than the mining costs per ton and may accordingly overshadow hard earned gains in productivity. Change is greatly affecting the transportation industry but the change is driven more by governmental policy than technology. Although some technological advances are occurring in the bulk transportation business, the changes I want to address arise from policy. Policy changes have come from legislation in the 1970's culminating with the Staggers Act of 1980 and ensuing Interstate Commerce Commission decisions.

Techniques useful in operations, analysis are applied to the problem of planning an exploration program. The model used treats mineral exploration as a Markov process, and maximization of gain is the criteria determining the optimum program. The mathematical description of the model and the optimization are first worked out. Application of the mathematics to several simple examples is given. Finally, comparison of the data necessary to use this operations analysis with the available data shows that the method can only be a guide to planning an exploration program.

Enclosed cabs have been used on surface mining equipment for many years to protect equipment operators from health and safety hazards. The surface mining and quarrying process is a highly mechanized process that generates large quantities of respirable dust. Due to economic factors, more older mining equipment is being used today than in years past. With this older equipment, it is common to observe deterioration of many components on the enclosed cabs, which greatly reduce their protection effectiveness. NIOSH has performed a number of different field studies, as well as a comprehensive laboratory study, evaluating various factors and parameters regarding enclosed cabs. NIOSH has recently completed a cooperative research effort to evaluate the effectiveness of a newly designed unidirectional powered precleaner, filter and pressurizer that brings clean filtered air in at the roof of the cab and extracts all recirculated air near the floor. This research effort provided another example of the enhancement in air quality that can be achieved in an enclosed cab from the implementation of an improved filtration system and by establishing positive pressurization from increased intake air volume and sealing the cab. This testing showed a significant reduction in respirable dust levels in the enclosed cab when comparing baseline versus post-testing results. Since dust levels were similar near the roof and floor of the cab during post-testing, the unidirectional flow pattern did not appear to significantly improve the performance over the conventional design in this study.

"In Crossrail’s Farringdon station, compensation grouting was successfully utilized to mitigate the surface settlements induced by the tunneling works. The main focus of this study was the platform tunnels, which were approximately 300m long each and were enlarged to platform size using sequential excavation method (SEM) from the existing TBM running tunnels, initially supported using sprayed concrete linings. The rear grouting injections were carried out at a typical distance of minimum 5m above the completed, fully strengthened shotcrete lining hence inducing some additional stresses. In-tunnel monitoring using surveying targets was performed systematically to ensure that no excessive distortion of the initial shotcrete lining occurred. 3D finite element analyses were utilized to back calculate the actual “effective” pressure that was imposed on the completed shotcrete rings against the additional measured in-tunnel displacements due to the compensation grouting episodes. Additionally an assessment of the theoretical, “maximum” allowable grouting pressures that would lead to overstressing of the lining is presented. INTRODUCTION As part of the back analysis performed for the SEM tunnels in Farringdon station, an investigation of the effect of compensation grouting on the two constructed platform tunnels was undertaken. The platform tunnels were 10.6m high by 11.4m wide and approximately 300m long each. They were enlarged to their final shape from the existing TBM tunnels using SCL methods. This study utilized 2D and 3D finite element (FE) analyses in order to back calculate the observed tunnel crown displacement, assessing the equivalent grouting pressures during the rear injection episodes of the concurrent grouting operations. The results provide a useful reference for the order of magnitude of the grouting pressure load cases that can be applied in the numerical simulation of similar cases. Part of the results presented in this paper, were derived by the second author as part of his Master of Science thesis in Technical University of Graz."

"Increasing worldwide energy demands, coupled with desires for cleaner energy, have led to greater research of renewable energies. Strongly weather-dependent energy sources, e.g. solar and wind energy, are unable to provide a constant control energy to withstand the fluctuation of the extensive power systems during peak hours. The pump storage plant Nant de Drance in Switzerland will not only have the capacity of a nuclear power plant, producing 900 MW, but will also combine the environmental aspect and the demand for controlled energy. Nant de Drance is one of the pioneer projects for upcoming energy challenges and serves as a model for future pump storage plants. This paper focuses on the planning process and the project execution of interdisciplinary large-scale projects such as Nant de Drance, including project related data handling, communication systems and project handling skills. Furthermore, the paper discusses mining excavation in the context of large scale projects and their regional environmental challenges, e.g. high alpine rock mass on the site of Nant de Drance. PROJECT BACKGROUND Project Overview Nant de Drance is a 900 MW pump storage plant located in the Swiss Alps. To provide such a high energy storage, six turbines (reversible Francis type), each with a capacity of 150 MW, were installed. Due to the efficiency factor of 80% the pump storage plant is able to provide an energy production of 2500 GWh per annum. Construction of the pump storage plant, which has been selected as “Major Tunneling Project of the Year” in 2014 by NCE and ITA-AITES, will be completed over 10 years. Therefore, the project has been divided in six major phases outlined below: - Launch: 2008 - Access Gallery: 2010 – 2012 - Excavation KMA, KTR: 2011 – 2014 - Concreting KMA, KTR: 2014 – 2016 - Installation of HEM equipment: 2014 – 2018 - Tests & entry into service: 2017 – 2018 Figure 1 outlines the single process phases of the project. For the construction of the shafts, galleries and caverns, 1.7 million m³ of metamorphic rock with sedimentary origin (mica schist & paragneiss of the massif „Aiguilles Rouges“) were excavated. A tunnel network with a total length of 15 km was created. The machine cavern measures 194 m long, 32 m wide and 52 m tall."

To obtain a reliable comparison between conical and cylindrical separatory vessels used in dynamic dense medium separation systems, the following studies were made: (1) study of the swirling flow in conical and cylindrical vessels using laser-Doppler velocimetry (LDV); (2) study of the behaviour of suspensions of magnetite and ferrosilicon in water in both separators. It was found that: (a) the tangential velocity profiles differ in conical and cylindrical vessels: in a conical cyclone free vortex conditions affect the largest part of the vessel, while in a cylindrical vessel, the motion approaches that of a forced vortex, i.e. that of a centrifuge; (b) the conical vessel manifests higher centrifugal acceleration and very strong densifying; the density differential, and hence the density gradient inside the vessel is large; (c) the cylindrical vessel manifests lower centrifugal acceleration and low densifying, i.e. low density differentials, and hence, the density gradient inside the vessel is small; (c) due to greater densifying, the density cut-point in cyclones is higher than the operating medium density, while in cylindrical vessels the density cut-point is closer to the medium density. The results provide an interesting description of the differing behaviour of conical and cylindrical vessels and help explain the differences in performance between the two types of separators.

INTRODUCTION On February 17, 1995, WMATA Contractor J.F. Shea holed through the last segment of rock tunnels of the planned 103-Mile Rapid Transit System for the Washington Metropolitan Area Transit Authority. Through the joined efforts and cooperation between the owner and the contractor, the project was completed on time and within budget. The Glenmont extension is on schedule to open in Mid-1998. The complete 103-mile system is scheduled to open in 2001. WMATA’s earlier 19 miles of rock tunnels had been done since 1976 ? By drill and blast with heavy horseshoe steel sets, sets with shotcreting over wire-fabric by TBM and NATM. All rock tunnels were primarily in metamorphic gneiss and schist, part of an east coast lithology that outcrops in a band running from below Richmond, Va. To above New York City. The 5,400 ft. long twin six meter tunnels of the Glenmont line had been earlier de-signed in 1979 by URS of NYC using Jenny Engineering of Pittsburgh, Pa., as a tunnel design specialist sub consultant. Jenny had provided two alternative designs, one conventional drill and blast horseshoe and one for Tunnel Boring Machine. Funding considerations had put the design on the shelf and it was clear that the state of the art had led to improved design methods in the intervening years. Before URS was tasked to update their design in1992, the Authority reviewed its earlier hard-rock experiences in light of the funding mandate to complete each segment on a limited budget and an expedited schedule. Many factors considered and many opinions were in leading to a final decision to drop the earlier designs and redesign for a single designated means of tunneling. That method was the New Austrian Tunneling Method. The NATM had been used earlier on WMATA for both soft-ground and rock tunnels. In the public’s eyes the NATM had become inextricably linked with the use of PVC’s and filter material enveloping or partially enveloping the underground structures to give the holy grail of tunnels, a water-tight structure. Although this link of waterproofing methods with excavation and support methods was essentially severed, a general feeling of their interdependence no doubt helped lead to acceptance of the NATM decision because of the waterproofing design that accompanied it. The Authority decided to drop the TBM and conventional options and provide bid documents for NATM only. URS asked LAW Engineering of Atlanta to provide the NATM design of the tunnels and associated shafts.

Grinding has a marked effect on concentrator recovery and opera- ting cost, improved operation through automatic control can enhance plant performance. The correct application of automatic control can only be accomplished after the basic process variables and their effect on mill operation have been defined. This paper develops a control system for a closed circuit grinding system. Typical control systems such as feed, water flow, level and circulating load are discussed. A method of determining controllability is outlined using the calculated reaction curve technique. Various successful methods of automatic grinding control applications are discussed and future possibilities are outlined. Although this paper primarily deals with closed circuit wet grinding circuits, the principles involved can be readily applied to other processes.

A potentially cost effective technique for the reclamation of heavy metal contaminated soils and sediments involves the technique of froth flotation. Heavy metals sorbed to clays in the soil may be sulfidized by the introduction of sodium sulfide and floated using a dithiophosphate collector. Separations were obtained where up to 78% of all copper ion was removed from the system. Selected samples were floated in a column cell but little advantage was seen.

In the solvent extraction -electrowinning recovery of copper from oxide or sulfide ores there is a continuous transfer of iron and other impurities from the primary leach solution to the copper electrowinning electrolyte via chemical transfer or mechanical entrainment. Iron is the principal impurity that has to be controlled in the electrolyte by a "bleeding" of the electrowinning solution. This bleeding transfers copper and sulfuric acid back to the primary leach circuit along with the iron. Copper is recovered via the solvent extraction process and generally the sulfuric acid is used as a reagent in leaching. Unfortunately, cobalt, which is added to the electrowinning solution to modify the anodic process, is irreversibly lost through the bleeding operation. This cobalt loss represents a significant operating cost to SX-EW copper producers. DiphonixTM ion exchange resin contains diphosphonic acid and sulfonic acid functional groups on a polystyrene-divinyl benzene matrix. This resin has been found to strongly and selectively extract ferric ion from copper sulfate -sulfuric acid solutions containing cobalt. Thus, an ion exchange process using DiphonixTM resin for the control of iron has been developed to replace the conventional bleed stream process. The new process minimizes the loss of cobalt from the electrowinning circuit and strips the iron into a sulfate based solution suitable for leach solution makeup. In addition, this process can effect a lowering of the total iron concentration in the electrolyte circuit with an associated increase in current efficiency. In this paper, data on the loading and elution of iron are presented. Laboratory and pilot scale data will be discussed along with information on process design and comparative economics.

On July 1, 1999, most domestic metal mines will have to report releases of toxic chemicals into the environment for the first time as required by SARA Title 313. Some of these reportable releases will appear huge in relation to reports by other industries. The reasons for the potentially large reportable releases, special considerations for mining operations, and strategies for dealing with the reports are described. Data composited from experience with several mining companies is presented in the context of a typical gold mine.

The announcement of a minable reserve of 13.6 Mt (16 million tons) averaging 0.9 g/t (0.027 oz per ton) Au and 2.4 g/t (0.71 oz per ton) Ag for the open pit-heap leach reserve at Red Mountain No. 3 in Ouray County, Colorado, by Cornucopia Resources in November 1985 brings another open pit-heap leach precious metal ore body to the production stage. With about 8.2 Mt (9 million tons) of waste and metallurgical studies showing acceptable recovery rates, low reagent consumption, and good final percentage recovery, Red Mountain is a discovery that will add to the precious metal inventory of the US. Frank Baumgaruler of Denver, CO, recognized the precious metal potential in Red Mountain No. 3 and acquired all of the old claims. James Matlock conducted a field reconnaissance over Red Mountain No. 3 independently of the Baumgartner activities and recognized epithermal alteration and mineralization in the Tertiary volcanics. He recommended acquisition of the ground and was able to obtain rights and drill six core holes for Amoco in 1982. Amoco drilled a further nine core holes in 1983, but then dropped the property. Cyrano Resources examined the data and through its consulting geologist, V.F. Hollister, acquired the rights dropped by Amoco. In 1984 Cyrano began further drilling of the ore zone demonstrated by Amoco but they were then acquired by Cornucopia Resources. Cornucopia completed development of the property and commenced the permitting process in 1986. The property was recognized as a disseminated gold deposit by both Baumgartner and Matlock, and both deserve credit for properly evaluating mineralized outcrop in the Tertiary volcanics. However, Cornucopia recognized the profit potential in the heap leach exploitation of the ores and de- serves credit for completion of premine feasibility studies. The discovery is clearly a geological one, but the premine engineering studies were essential to the conversion of the prospect to a commercial mining enterprise. The deposit lies on the circular bounding fault of the Silverton caldera. Two reprints follow that help understand the geologic setting of the ore controls.

There may be someone here who is not required to run his equipment at its maximum capacity. There may be some fortunate enough to have more crushers than needed, wider conveyor belts than required, and other mill equipment equally oversize. If so, then this paper will have no interest for him; but if most of you are in the situation we in the aggregate producing industry are in, then you probably wish to crowd your mill equipment to its limit. When you do this you must watch for block-up and overloads of all sorts. You need more eyes than you have to guard the critical points. The human eyes that now do nothing much, but watch should be freed for more productive work.

JOHN HAMRIC: Our next topic leader is David Huth, superintendent of sulfuric power generation, DAP, and shipping for IMC-Agrico, Nichols Plant, Mulberry, Florida. With a title like that it's no wonder he believes in empowerment. His topic today is "The Triumphs and Pitfalls of Using Empowerment Techniques." DAVID HUTH: Empowerment and its benefits are a desirable alternative to the traditional management structure. The difference between the two is the amount of decision- making authority and responsibility given to individuals by a supervisor. Just what is empowerment and how does it work? Empowerment is relinquishing to individuals the authority and responsibility to make daily decisions. Can everyone be empowered? What if they make a wrong decision? Will I empower myself out of a job? These are questions that all managers have when they hear the word empowerment. In today's fast-paced and high-pressure business environment, the old way of managing people must be replaced with a new approach. No longer can we, as managers, make all the decisions. The increased work loads due to downsizing, consolidation, and synergies have stretched us too thin. What about our employees? How can we motivate them into the high-performance teams that our companies are demanding? What possibly could satisfy both these issues? The solution to these problems can be solved with the power of employee empowerment. Employee empowerment will not only lessen the load on managers but will build teamwork, motivation, and pride into the employees who work for the managers who use it. American business was rudely awakened in the early 1980s when the Japanese companies not only caught up to American companies but literally flew by them. America was fat, dumb, and happy after World War II. Why wouldn't they be? They had all the factories. Everyone else had to rebuild. So for 40 years American business lounged in the limelight of very little true competition. But times change. Unfortunately, American business did not. Now the cry to perform in the new global economy has come down from the corporate boardrooms. Down through the ranks it has been felt. Guess who is supposed to make it work? But where are all those people who are going to make this rejuvenation and corporate renaissance possible? Many of them are gone-lost in downsizing, synergies, and rightsizings

The full importance of tailings disposal is yet to be realized by the mining industry, but our awareness of its present and future implications is growing faster, perhaps, than any single phase of ore processing. Few engineers can look very far into the future because of the complexity of the problems that may confront us if we project from the general indifference of past years through what we are already being expected to correct in existing operations, to confrontations with new statutes and an awakened public in any new plants hence- forth. The mistakes of the past have not been limited to the United States nor even to other countries of the Western Hemisphere. Indeed, all continents and subcontinents have suffered from myopia in releasing the tailings without retaining responsibility. However, the US as one of the world's great leaders in technology has a particularly unimpressive record. It may be safely generalized that the degree of control applied to the tailings of a milling operation has depended upon several factors more important than national boundaries. Thus in arid and semiarid climates no incentive was needed other than the scarcity of water to create a permanent and stable lodgment for mill tailings. On the other hand. where water has been plentiful. the temptation to let the tailings run into a river or lake or ocean (at least at certain times of the year) was often irresistible. So we find that modem tailings disposal in the southwest deserts of this country, with one or two notable exceptions where very serious breaks seem to occur at regular intervals, is satisfactory according to the standards of the 195QF and 1960s. while in various operations in Idaho, Michigan, western Colorado. Newfoundland, and elsewhere the record has been less praiseworthy. In the same way, cyanide plants which did not concern themselves about leakage, seepage, spillage, or wastage of tailings pulps with solutions containing toxic levels of free or combined cyanide soon heard a demand for better control. In consequence the industry has seen a growing use of cyanide regeneration of tailings or wash solutions, elimination of leakage, and careful structuring of tailing dams. The chemical and thermal qualities of tailing waters have occasionally been a spur to good tailings management. Some tailings disposal problems for example, the southeastern Florida phosphate clays and the Bayer red muds-have been given the intensive study they merited, but not always with much success.

The so-called "construction aggregates," sand and gravel, crushed stone, and several kinds of metallurgical slags, are used principally in the construction and maintenance of all kinds of roads, engineering structures, buildings, homes, airports, etc. Production of these aggregates is approaching two billion tons annually. In terms of tonnage produced, sand and gravel has been the leading mineral since 1954, with crushed stone gradually approaching an equal tonnage. Sand and gravel is of widespread occurrence and of wide variation in suitable gradation and quality. It is a low-value, heavy-loading, short-haul commodity. These characteristics account for the historic concentration of production tonnage in and near urban areas where construction activities are concentrated. The combination of improved urban and near-urban highway systems and the steadily rising rail rates for short-haul traffic has fostered a consistent change since World War II from rail to truck transport, with trucks now accounting for more than 807 of the tonnage moving away from the production sites. While there are increasing numbers of exceptions, truck transport of sand and gravel is generally limited to about 30 miles. The expansion of the urban and near-urban areas of even moderate density, which became so pronounced after World War II, has been the source of most of the sand and gravel industry's environmental difficulties. Dust, noise and truck traffic associated with the operations -- particularly truck traffic -- have, of course, generated public complaint. This has been particularly true in those many cases where housing developments have approached and even surrounded sand and gravel operations which were in operation before the development started.
