In this paper I use the term "industrial minerals" in its broad general sense, and I distinguish two main groups. The first consists of the bulk materials, characterized by low unit price, nearness of deposits to markets, relatively simple methods of extraction and processing, and a tendency to be closely related to the construction industries. The second group includes those materials valued for exceptional purity, or for some special property such as hardness, immunity to acids, or dielectric strength. These materials are produced in smaller amounts, at high unit values, from deposits notably restricted in. distribution; and they require more or less sophisticated methods of production and beneficiation. The applications of this second group are not closely tied to any particular part of the economy. From the way in which the commodity committees of the Industrial Minerals Division are set up, I take it that the chief interest of most members is with the first group of materials mentioned above. Hence this paper will deal mainly, though not exclusively, with such bulk commodities as sand and gravel, clay, and stone. The first word in the title of the paper also requires brief explanation. It is here given a threefold interpretation. First is the role of the industrial minerals themselves in industry; this would probably be taken as the conventional meaning of the title* The second is the role of the industrial-mineral producers as citizens of the community. The third is what may be called the scientific role of these producers.

Sol-gel processing is rapidly becoming an important process for producing such advanced materials as high activity catalysts, fiber optics and ceramic precursors. These materials can be tailor made with properties unique to sol particles as well as the gel aggregates by controlling production of the sol, the formation of the gel, and the removal of the interstitial fluids. This paper presents colloidal and kinetic principles of sol generation and gel formation. Hydrolysis of alkoxides provides the best means of controlling sol production and electrostatic stabilization enables the formation of the most homogeneous gels. Gelation occurs by hierarchial aggregation which produces inhomogeneities much larger than the sol particles. Colloidal and kinetic principles can be applied to reduce the size of the inhomogeneities and obtain high performance transparent insulation and new ceramic composites.

The degree of economic, progress of a nation is measured by its possession and use of energy, sources. The future of coal in the West hinges on its ability to participate and grow in the energy market. A source of energy is, in the long run, only as good as the ability of the industry to develop its reserves economically. The economic development of the tremendous coal reserves, literally hundreds of billions of tons of coal in the States of Colorado, Utah, Wyoming, Montana, New Mexico, and Arizona, poses a very real question in the light of the known mining technology of our day. Basically in America today, coal is mined from the earth either by the strip mine or underground mine method; in the West, the large long-term, contracts now in force with utilities are mostly from coal mines utilizing the strip mine method. However, the preponderance of the known coal reserves of the West are located deep underground and will have to be mined by the various; underground mining processes. The problems encountered in the West with regard to underground mining vary from state to state but, on the whole, do not present what might be considered a miner's bonanza. I do not mean to' infer that the underground coal of the West is unmineable, but I do want to emphasize that the tremendous reserve figures do not present a true picture in the light of present day technology.

The method usually used to predict the direction of flow in a connecting airway is to conduct a survey of the two existing nodes to be connected by the new pressure airway. It is then assumed that the air will flow from the node with the measured higher pressure to the node with measured lower pressure. This paper examines this direction-of-flow problem using properties of the system characteristic curve for a two-terminal network and specifies some conditions that will ensure that the air will flow in the direction anticipated. It was concluded that the only requirement is that all characteristic curves of the fans in the network should be strictly decreasing. Five numerical examples illustrate some important proper- ties of the direction-of-flow problem.

Optimal gold recoveries largely depend on efficient liberation of the gold or gold-bearing minerals as well as on maximum access for the lixiviant. Thus, crushing and grinding may become the most costly part of gold ore processing. It may, in fact, represent 50% to 70% of a plant's operating costs (Michaelis, 1989). The increasing significance of refractory gold will require even more cost-efficient comminution of ultrafine sulfides and/or native gold. Transitional ore zones with semi refractory gold may respond to direct leaching if better particle fracturing is being achieved (Baum, 1991, 1993a). Many oxide ores have been left in the ground because they were unsuitable for heap leaching since conventional comminution could not facilitate economic gold extraction. Also, the costs of conventional bal1 mill operations did not permit the recovery of gold from many ultrafine, low-grade refractory ores. As shown by Marsden et al. (1993), the trend to treat ores with progressively lower grades will involve power-and leach-efficient grinding applications. Our current laboratory work shows that high-pressure grinding roll (HPGR) Polycom grinding may enable many mining companies to add large amounts of these "non-leachable" ores to their current heap or mill leach feeds. This finding may dramatically change the economics of many oxide gold ore operations and may add significant reserves to ores amenable to direct cyanidation.

These are exciting times for those of us involved in the discovery, development, beneficiation, sales and end uses of industrial minerals. The known sources of traditional raw materials are rapidly being consumed or covered up with highways and urban developments. We would never knowingly cover up a source of gold, silver, diamonds, or even base metals with a shopping center, but it has been difficult to justify not locating construction atop a limestone, granite, or sand dune deposit. During the last ten or so years most of the users of significant amounts of industrial minerals have established task forces made up of geologists, mining engineers, beneficiation experts, ceramic and refractory scientists, and senior members of their purchasing departments whose duty it is to determine where the raw materials for their particular finished products will come from now and farther down the road, like 20 years from now. Likewise, these same ceramic and refractory scientists are developing new materials which require a never ending change into different raw materials and the traditional materials must be refined by selective mining, exotic beneficiation practices and expensive but necessary post-beneficiation treatments to produce minerals for commercial use that were either theoretical minerals or at best showcase specimens when most of us here today were in school studiously acquiring a vocabulary which included Calcite, Magnesite, Dolomite , Feldspar, (Labradorite had the play of colors the prof could see but which I rarely focused on) Wollastonite, Celestite, Chromite, Olivine, Barite and Lepidolite to name a few.

This presentation will discuss a mine owner's evaluation to utilize a contract miner in the development and production of gold properties. I will address both the quantitative and subjective aspects of the evaluation process. The quantitative aspects include cost evaluation, capital preservation, acquisition and disposal of new and used equipment, administrative costs, recruiting and training, and organizing a staff and craft labor force. The subjective areas of this discussion include corporate philosophy, administrative concerns, contractor competence, loss of owner control, operating flexibility, financing assistance, recruiting and training program utilization and risk reduction. The evaluation of alternatives provides a system for comparing, on a cost basis, an owner/operator system vs. a system using a contract miner. The supplement provides a concept on how a contract miner may be the cost effective system to be utilized.

The newly developed Bateman Flotation Machine has proven its versatility in roughing and cleaning flotation circuits. This mechanical flotation machine has the dual performance capability of suspending solids and dispersing air at relatively low power inputs without compromising these two important fundamentals. This new development has been successfully marketed to a wide cross section of concentrator mineral processes. The mechanical design of the flotation mechanism has been optimised to reduce operational costs and to lower manufacturing costs. Production process environments were utilised for verification of the scale-up of each cell volume size rated mechanism. These thorough investigations produced performance data which could be accurately quoted. This paper is a historical account of the Bateman Flotation Machine. Technical details of the development are covered with descriptions of the operational applications.

The theory, definition and practical application of cutoff grades have evolved over a long period. This evolution is reflected in the continuing flow of papers on this and other related matters though the rate has varied as new ideas and theories have become understood and applied in practice. Papers by Lane(l) in 1964 and Taylor(-2)- in 1972 provided landmarks in the understanding and general communication of cutoff grade theory and its application. The reasons for the continuing interest in cutoff grades are obvious. Too high a cutoff can reduce the mineral recovered and possibly the life of a deposit. Too low a cutoff would reduce the average grade (and hence profit) below acceptable levels. This paper provides a brief overview of existing cutoff grade theory and some particular aspects of its application.

The synthetic rock mass (SRM) approach is a relatively new method to study the mechanical behavior of rock masses. Recently, an SRM approach was established to estimate pillar strength from laboratory scale to in-situ dimension using the two-dimensional Universal Distinct Element Code (UDEC). In this study, the developed methodology is applied to the S-Pillar database to estimate pillar strength and failure mechanisms as a function of width-to-height ratio of the pillars. First, stone mine rocks are categorized into three as low-, medium-, and high-strength according to their uniaxial compressive strength (UCS). Later, laboratory-scale intact rocks are scaled-up to the average in-situ pillar dimensions by explicitly considering the naturally existing joint sets. It is found that the strength of the pillars with low-UCS are overestimated when compared to pillars with high-UCS. This observation is attributed to the high joint density of the pillars with high-UCS. After obtaining in-situ pillar strength, the width-to-height ratios of the pillar models varied from 0.5 to 2.0 to gain a robust understanding of pillar mechanical behavior. Tensile failure is found to govern the pillar behavior with the width-to-height ratio of 0.5 while the combination of tensile failure in rib elements and shear failure in the core

Truck fleet dispatching plays a crucial role in reducing operational costs and fulfilling operational targets in open-pit mining operations and is subject to large uncertainty arising from the operating cycles of trucks and loading equipment. This paper proposes a reinforcement learning-based truck dispatching system. Reinforcement learning is a machine learning area that deals with learning an optimal sequential decision-making strategy in an uncertain environment. An open-pit load-and-haul simulation is developed that also captures the truck movements and interactions in the shared road network, and a Neural Network is successfully trained to suggest truck dispatching decisions in a real-time manner.

INTRODUCTION Anticipated increase of nuclear fuel production in the future coincides with growing concern about the occupational health risk of miners from inhaled radon decay products. As a consequence it has been suggested to even lower presently permitted exposure levels (NIOSH, 1980) and implement more stringent control on measurement programmes. Compliance with these regulations requires large investments in new or modified ventilation systems as well as in increased expenditure for staff and instrumentation for health physics operational monitoring. Since both costs are directly related to the overall ore production costs, this can have far reaching implications with regards to the economic feasibility of certain mining operations and consequently reduce estimates of low-cost minable ore reserves. In addition there is increasing evidence that the radon problem is not limited to the nuclear fuel cycle only, but can also represent a significant hazard to non-uranium miners. A key component in the cost-effective implementation of legislative control measures is the monitoring system employed. The choice of system is decisive for the total costs of installation and maintenance, manpower requirements and accuracy of nuclide determination. In the following operational specifications are defined for monitors in mining and milling environments. Different types of available instrumentation are discussed with regard to their suitability for practical radiation protection in underground mines, open cut mines and mills. ATMOSPHERIC CHARACTERISTICS Underground mines Radon in the air of underground mining operations is exhaled from surrounding rock surfaces, crushed material and, to a lesser extent, from water seepage. Whilst in uranium mines radon releasing ore bodies are generally localized in distinct areas, radon sources in non-uranium mines can be very dispersed throughout the system of mine tunnels. The ventilation scheme used influences the absolute atmospheric level of radon as well as the equilibrium conditions between radon and its decay products (factor F). In uranium mines mechanical forced-air ventilation is normally the only way to achieve and maintain legally required nuclide levels. This causes the F-factor to be rather low, e.g. in French CFA-mines F is of the order of 0.2 (Francois, Pradel, Zettwoog, 1975). At the same time the fraction of unattached radon decay products (fp) can increase due to the high air velocities employed. However, it is possible to find non-uranium mines with either natural draught ventilation only or assisted on demand by forced air ventilation during special operations or climatic conditions. Thereby the F-factor is more dependent on seasonal changes of temperature differences between outdoors and mine atmosphere and work routines. As a result F can cover a wide range from 0.02 to 0.95 (Steinhäusler, 1976). The use of filters or electro-precipitators in mine ventilation systems can modify the atmospheric characteristics twofold as it generally decreases the content of radon decay products, but at the same time increases the content of the unattached fraction fp . Average concentration levels of radon decay products are mostly lower in mechanically ventilated non-uranium mines than in equally ventilated uranium mines and are below 0.3 Working Level (UNSCEAR, 1977). However, some working places in non-uranium mines, specially with only natural draught ventilation can occassionally approach maximum permissible levels as defined for uranium mines (Strong, Laidlaw, O&apos;Riordan, 1975; Snihs, 1976; Sciocchetti, Scacco, Clemente, 1981). Open pit- and surface mines Radionuclide levels of radon decay products in the atmosphere of these mines are mostly too low to represent a significant inhalation hazard for miners, ranging typically from 0.03 to 0.1 Working Level (Steinhäusler, 1976). However, personnel using airpurifying respirators or working in cabins ventilated with filtered air can be exposed to a radon atmosphere with low value for the F-factor (F [<] 0.1) and high fp-value up to 80 % (Leach and Lokan, 1979). Mills Atmospheric radon concentration in crushing, grinding, drying and packing sections depends on the radium 226 content of the ore, ore storage methods and ventilation system employed. Providing adequate ventilation ([>] 2 air changes per hour) and control of dust production radon and its decay products represent only a minor problem (Saconney, 1979). The need to modernise and increase the safety provision of older road tunnels raises challenges in maintaining the operation of the tunnel during such improvement works. The Mersey Kingsway twin road tunnels located in Liverpool UK, constructed in the late 1960s, have had three new cross passages constructed to allow emergency evacuation from one tunnel to the other tunnel and provide safer access for emergency services. The 3200m long road tunnels are lined with an unusual reinforced concrete steel-faced segmental lining with a paint finish. Construction of the cross passages occurred during night possessions with the tunnels returned to normal operation during the daytime. Constructed through water bearing sandstone and lined with precast concrete segments, the passages required advance ground treatment and support works. This paper presents the historical background to the Mersey Tunnels and describes the procurement strategy, design and construction approach adopted for these important safety improvements.

The geostatistical technique of conditional simulation is applied to measure the uncertainty inherent in the factor-of-safety (FS) predictions for soil slopes in which there is an incomplete knowledge of the spatial distribution of soil properties. A case study that considers a natural clay slope in Canada is presented. The sequential-indicator simulation technique was used as a means of generating a series of spatial maps of the soil properties at the site. These maps approximate random draws from the conditional probability density function that characterizes existing uncertainty in the spatial distribution. FS determinations were made for each simulated map using the simplified-Janbu approach. In using this approach, computations are performed using a new computer program that can operate on irregular spatial profiles of soil properties specified on a discrete grid. A unique capability of this approach is the ability to generate the FS distribution conditional to the type, position and value of existing site-characterization measurements. This capability should reduce uncertainty in FS predictions.

Justifying refinery material handling equipment jointly involves economics and indirect benefits. The simple evaluation method is applicable when either retrofitting facilities or costing new metal refineries. The text includes points of interest regarding equipment selection as an additional guide. Although the copper industry was used as a basis, it is recognized that similarities in material handling may exist within the parallel electrolytic refining and winning of metals such as copper, nickel, lead, zinc, tin, and cobalt. The analysis of four major automatic systems, typically implemented in many tank houses, includes tabulated data plus a detailed description of additional benefits. General information regarding auxiliary material handling equipment and an overview are included for subject completeness. It is suggested that the quantitative and qualitative aspects presented may contribute to the basis for justification of automated material handling. The labor-oriented economics plus related intangible benefits described herein should provide incentives to modernize or replace manual operations where practical.

Introduction Maximization of profit consistent with environmental protection is the principal goal of new applications development for any conventional or in-situ mining technique. Efficient evaluation of all the parameters that contribute to mining costs and production hinges on proper design and evaluation of testing programs and data. The program discussed herein utilizes several field and laboratory procedures to estimate ore deposit characteristics and optimize lixiviant compositions. The ore characteristics and lixiviant compositions are then used in a long path leaching test (stream tube test). The stream tube test data are analyzed by mathematical models with computer assistance to predict such well-field rate parameters as target metal production, lixiviant consumption, and restoration. When these predicted rates are combined with market values for target metals, capital expenditures, prices of lixiviant chemicals, and other economic variables such as labor costs, power rates, licensing fees, and others, an assessment of the relative feasibility of various proposed mining plans is possible. The flowsheet in Figure 1 illustrates this process.

The degree to Which automation/remote control/robotics has been utilized in the mining industry is far less compared to general industry because of several factors. These factors include the adverse working environment, the difficult work operations, and the generally lower incentive for capital investments in new mining equipment. Foster-Killer has been actively involved in the development of advanced mining and underground construction equipment. This equipment is designed to be remotely operated to improve both productivity and worker safety. Many of these machines employ advanced electronics and robotic features. Other types of Foster-Miller developed robots will also be described Which could be applied to special mining problems. The types of machines that will be discussed include the following: remote shaft lining/placement. remote excavation/mining operations, automated conveyor system, and robotic surveillance.

A survey of the copper mining industry in Western United States revealed that uranium is almost universally present in the solutions resulting from leaching the waste ore dumps to recover copper. The U308 content ranges from about 2 to 15 ppm and a potential production of up to 1,000 tons of U3O8 per year is indicated. A six-week pilot plant test at the Bingham Canyon mine of Kennecott Copper Corporation showed that the uranium is readily recoverable by ion exchange techniques. The design of the new types of countercurrent ion exchange columns and operation of the pilot plant are described.

The TRAC™ Program was developed to provide our clients with a mechanism that allows them to better manage site remedia­tion and closure costs. This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

In the November 1957 issue of "Chemical Process Engineering," a British publications, there appeared an article entitled "Correct Selection of Drying Equipment." The author wrote as follows "Whether batch drying or continuous drying&apos; methods are applied, the basis of efficient drying is heat distribution, control of rate of heat input, and heat transference from heating medium to the particles of the material to be dried." The author continues: "Because the efficiency of direct dryers, such as hot air or hot gas dryers, increases with rising inlet temperature of the drying air or gas when exhaust temperature remains fixed, the highest practical drying temperature should be used. Exhaust air should leave the dryer at the lowest possible temperature, but as fully saturated with moisture as possible." It is certainly conceivable that the author of this article by outlining the basic requirements for efficient drying methods has unwittingly given the reasons why fluidized drying is rapidly being adopted for so many industrail applications, including the dryingof fine coal. An examination in greater detail of the individual basic requirements for efficient drying as outlined by the author is perhaps the most logical starting point.
