1his paper presents a modified ordinary kriging technique referred to as the "Nearest Neighbor Kriging" (NNK). The method is a simple and practical tool to use when the ordinary kriging (OK) results are unreasonably smooth, especially when estimating recoverable ore reserves for deposits with skewed grade distributions. NNK is robust and globally unbiased like OK. However, it is more advantageous over OK because it can control some of the smoothing and conditional bias which have been the major pitfalls of OK in many grade estimation cases. The paper details the methodology of NNK and its application to a gold deposit.

Most analysts find that progress has been evolutionary in any technologic field. To be sure, a few discrete breakthroughs can usually be identified, but viewed in its entirety, the curve of technologic progress over time tends to be relatively smooth with few discontinuities. Even in those cases where a major scientific discovery is achieved, the rate of technologic progress is limited by the often surprisingly slow rate of commercializing the concept into usable products. Whereas discovery and invention tend to be discrete events, technical innovation is often a painfully slow process. In spite of overall gradual change, technologic progress in most fields, when viewed in retrospect, tends to reveal certain relatively homogeneous periods where little change is evident, separated by episodes of accelerated progress. Thus, open-pit mining over the past century has changed from predominately train haulage to truck haulage and is now experiencing a major increase in belt haulage. Ore reserve estimation is another field that fits the same pattern, and the history of mine evaluation lends itself to a similar analysis. Evaluating mine investment opportunities is a fascinating aspect of mining. The unique set of risks inherent to every mining project is particularly intriguing. Geologic risks are most obvious, since faulty ore grade and tonnage estimates are among the leading causes of mine failures. Wide swine's in mineral commodity prices are usually cited as another major risk in mining. Because any ore deposit is a finite resource and the miner has limited discretion in selecting a mining sequence, mines are generally at the mercy of notoriously fickle commodity markets. There is a tendency for many mine investment analysts to feel that mineral market uncertainties are unprecedented in severity. Of course, prices in other markets rise and fall also-in some cases as precipitously as with minerals. However, two other mining characteristics tend to compound this marketing risk. First, the preproduction development period for a new mine is characteristically long. Under extremely favorable conditions, a significant mine may be developed in as little as two years, but the norm is four to six years or more. Second, mining is among the most capital intensive industries, consistently ranking near the top among all industrial sectors in assets per employee, and near the bottom in annual sales dollars per dollar of assets. Thus, mine investors typically have large sums invested for a long time before the outcome of the venture is determined by notoriously unpredictable markets. This is not a business for the faint of heart, and the importance of sound investment decision making is obvious. The high risk and technical complexity of mining operations have combined to require greater attention to financial evaluation by mining engineers than by most engineers in other specialties. Nearly all early mining engineering textbooks dealt with problems in mine valuation in a detailed manner; and, today, the sophistication of capital investment analysis is high in the mineral industries. Traditional Mine Valuation Methods Although some evaluation process has no doubt accompanied nearly every mine development throughout history, a formalized quantitative approach first emerged in the last half of the 19th century with the establishment of academic programs in mining engineering. The philosophy and approach to mine valuation that evolved at this time were, with periodic minor refinements, considered the standard for nearly a century. Only after 1960 did major changes begin to occur. The traditional approach to mine valuation reflected the investment community's historic attitudes toward risk. Mines were generally considered too risky for debt financing, and virtually every new mine was financed from internally generated funds or new equity subscriptions. Agglomeration by balling in cylindrical or shallow pan devices dates back to the early part of this century. The first sintering tests conducted by Dwight-Lloyd on nonferrous ores included a mixing step for ore, flux and fuel carried out in a deep pan device similar to the balling pans, or discs, presently in use. Further work directed mainly toward sintering of ferrous and nonferrous ores always included a preparatory step, usually referred to as mixing, agglomerating or green-balling of the ingredients. In the late forties and early fifties two methods of particle preparation prior to firing were in general use. In Europe the balling pan was used predominantly, both as a mixer and as a pelletizer. In the United States many pilot plants and semi¬commercial plants used balling drums. When the first iron ore pelletizing plants were built in this country, the most frequently used device for green-balling was the cylindrical drum. At the same time, the pan device was used both in Europe and the United States for many other materials such as fertilizer, cement, flyash, alumina and copper concentrates, as well as to mix the feed for sinter machines. The difference between these two balling devices - -the drum and the disc - has been the subject of much discussion and is well covered by several papers included in the 1962 publication "Agglomeration' issued by AIMS, based on their 1961 International Symposium held in Philadelphia. A historical review as well as recent developments and future plans are presented in this paper.

As the 2011 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2011 issue of the Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 330. A significant portion of the contribution that we as a professional society make is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2011 Transactions is the second Transactions to take advantage of new publication technologies. It appears solely in electronic format. The decision to go to an all-digital format for this longstanding publication was a difficult one, but one which will better serve the mining community. Based on the feedback from the 2010 Transactions in e-book format, I believe that the transition to the all-digital format was the proper decision. The 2011 Transactions contain some of the most interesting research from the past year, including a 10-year profile of roof and rib fall trends from the National Institute of Occupational Safety and Health (NIOSH) and a new cross-disciplinary application of the tools of epidemiology to assess and mitigate risk in coal mines . This 2011 Transactions comprise of a total of 82 technical papers (626 pages including index), including all 19 papers published in 2011 in the Technical Papers Section of Mining Engineering magazine (Vol. 63) and all 32 papers published in 2011 in Minerals & Metallurgical Processing (Vol. 28). Additionally, this volume contains 31 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 82 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2011 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

A compact 4.87 m (16 ft) diameter tunnel boring machine (TBM) is capable of boring a 12.2 m (40 ft) radius curve while gripping horizontally, or vertically, as may be required for the excavation of turnouts. The machine's 5.0 m (16.5 ft) length and a patented machine structure allows steering while boring without causing harmful eccentric loads. An extremely stiff thrust system, rigid front and rear grippers, and the torsional stiffness of a front end electric cutterhead drive combine to create superior machine stability and boring efficiency. A 2.2 m (7.2 ft) diameter prototype, complete with a soft ground shield attachment, was used successfully on a tunnel project in Scotland.

As with the slogans of Madison Avenue, catch words or phrases frequently become topical. Much is heard these days of the confrontation between governments of developing countries and international mining capital. In actual fact, sadly there are too few cases of anything as positive as confrontation because such an action at least signifies a dialogue which may begin badly but end up fruitfully. Instead we have in general a climate of indifference and fear with the mining companies of note marking off most of the developing world as being unsafe for investment. There is an unreal air to this damaging impasse. The common sense and objectivity which are prerequisites of positive action are lost in a swirling cloud of mythology, embraced largely by governments. Let us examine some of the dangerous misconceptions.

The recovery and destruction of cyanide in gold tailings is currently a topic of great interest for both financial and environmental reasons. The environmental problem is particularly important in the U.S.A. at present with the environmental lobby waging a campaign to eliminate the problem of migratory birds dying after drinking tailings dam wate. Tough legislation with severe fines and jail sentences for company executives have been introduced in several states for exceeding cyanide limits. To reduce cyanide levels in tailings dams chemical treatment, including acidification, alkaline chlorination, the INCO sulphur dioxide oxidation process and the Degussa hydrogen peroxide process amongst others are being. used. In addition several processes are at various stages of development for the recovery of residual cyanide from gold tailings. Among these is the process developed by Cyprus Gold and pilot tested by DSIR Industrial Development. This process uses air to strip cyanide from the acidified barren pulp and will be used at Cyprus Gold Mines Golden Cross Mine on the Coromandel Peninsula in New Zealand (Fricker & OWers 1990).

The Blocked Iron Corporation has been active for many years in the development of mineral agglomeration processes by cold chemical induration. Millions of tons of iron ore fines agglomerated by their methods have been consumed in open hearth steel making furnaces. Some of you may remember these open hearth agglomerates as the carbonate-bonded cylindrical block shown in figure 1. With the realization that iron making would create the greatest demand for agglomerates our research efforts were directed to the production of carbonate- bonded (C-B) pellets containing iron ore, flux and carbon, shown in figure 2.

The West German Ruhrkohle AG and the engineering company BEDIA have developed an emission control system for diesel engines that is suitable for use in underground coal mining, consisting of a granular catalytic converter and a dry cooling system. Its first ever application was to a diesel mining locomotive. In the catalytic converter the exhaust gases pass over porous, platinum-covered ceramic balls in a double tube, oxidizing CO to CO2. Simultaneously, soot particles in the gases are subjected to afterburning. Laboratory tests carried out by BEDIA and at Aachen University of Technology showed that there was a reduction of over 80% in the CO content of the exhaust gases and over 30% in soot emission. The dry cooling system fulfills all the requirements demanded of exhaust cooling underground and does not have the disadvantages of conventional systems. It needs little maintenance, and it is light and compact. The most important components are a waterjacketed exhaust manifold, a tube and shell heat exchanger, a new type of flame arrestor in a stacked crimped ribbon design and a Venturi diluter. The system has its own thermostatically-controlled cooling circuit to keep the exhaust temperature between 120° C and 150° C, thus effectively preventing the tubes becoming blocked up.

"This article describes, through the presentation of five cases-history, technological advances that the Authors together with Tunneling Contractors devised for coping with adverse geotechnical conditions. It is believed that by introducing these new elements in a method that has proven its value in Italy and abroad for the last 40 years, the umbrella arch method, due to its versatility and simplicity, can become a universal method for conventional tunneling in very poor ground conditions. After a description of common faults and mistakes in applying the method, 5 projects are presented which demonstrate that self-drilling pipes give excellent results in terms of performance a zero volume loss, while, function of the ground conditions the various grouting mixtures used, such as expansive jet-injected cement-base grouts and bi-component resins, extend the use of the umbrella-arch in variety of grounds even in presence of water-bearing lenses. The case-histories provide successful applications in different conditions.BASIC FEATURES OF UMBRELLA ARCH METHODThe umbrella arch method provides a short support of the tunnel vault just ahead of the excavation face. The method foresees the drilling and installation of peripheral, sub-horizontal steel pipes in the ground, followed by their grouting. The umbrella arch method is also known as forepoling, steel pipe umbrella, reinforced protective umbrella or simply “umbrella”. The umbrella arch method does not have a static function because the immediate stabilization of tunnel section is entrusted to the internal shell of steel ribs and shotcrete. The “umbrella” provides a pre-support of the excavation which has to be stable for an adequate length and duration permitting the installation of the next steel rib and shotcrete under conditions of safety (Figure 1).The umbrella-arch provides pre-reinforcement of poor ground around the tunnel perimeter in a simple and flexible manner that is adaptable to different ground conditions. In fact, it is possible to vary the number and length of pipes, the distance between them, their diameter and thickness as well as the overlapping length of two succeeding umbrella arches. The versatility of the umbrella arch technique allows its application to: clay deposits, granular alluvial deposits, moraine and debris materials even when containing large blocks, heavily jointed, foliated and tectonically disturbed rock masses."

Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities. Burst-prone conditions are a significant hazard in deep hardrock mines, elevating the risk to excavation stability and, more importantly, to worker safety. As mining progresses deeper, induced stress changes may trigger the initiation of rock failure processes which can be detected and recorded as mine seismicity. The implementation of seismic monitoring and routine seismic data analyses enables mine seismicity to be quantified spatially, temporally and on scale. The ability to quantify and characterize mine seismicity offers the opportunity to gauge seismic hazard, identifying high risk zones for mitigation against burst-prone excavation failure. Over the last decade, the Mines Technical Services (MTS) group at Vale Canada Limited’s Garson Mine assessed seismic hazard with the objective of assigning practical mitigating controls to zones identified as having a high rockburst potential. Initially, seismic hazard was computed using the Seismic Excavation Hazard Mapping (SEHM) software developed by the Mining Innovation Rehabilitation and Applied Research Corporation (MIRARCO) at Laurentian University, Canada. More recently, Vale Sudbury Operations partnered with the Australian Centre for Geomechanics and the University of Western Australia’s mXrap consortium. Through the consortium partnership, MTS at Garson Mine implemented the mXrap seismic data analyses platform, including the grid-based seismic hazard assessment tool. Building on 10 years of seismic hazard assessment experience at Vale Garson Mine, this paper summarizes a comprehensive case study, comparing the two tools (SHEM and mXrap) used at Garson Mine to assess, quantify, and represent seismic hazard. Subsequently, results of the Garson Mine comparative seismic hazard study will be discussed, emphasizing the need for an all-inclusive hazard assessment tool, focused on delivering practical mitigating controls that further enhance the overall safety of seismically active underground mines.

The potential production of cobalt from nickel sulfide deposits in Canada, from nickel laterite deposits in the Pacific Islands, and from the copper deposits of Zaire and Zambia will be a function of the cost of recovery of the primary nickel and copper products. This cost of production varies significantly for these deposits and is related to the differences in the cost of labor, energy, and supplies, to production technology, and to the grade and recovery of nickel, copper, and cobalt. This Bureau of Mines paper investigates these cost and technology differences as they relate to the cost competitiveness of the deposits in Canada, Zambia, Zaire, and the Pacific Islands.

Reflections on over ten years experience handling bituminous coal from railroad cars to ground storage and lake vessels. The arrangement of the facilities is described but the basic theme of the discussion is the experience gained and lessons learned from facility operation. The Great Lakes provide the maritime environment for the economical transport of vast quantities of raw materials from their source in the Upper Lakes (the Mesabi Range, for instance) to Lower Lake Ports. Lake Erie, because of its proximity to the steel centers , blossomed with the great ports that now line its southern shore - Toledo, Sandusky, Lorain, Cleveland, Huron, Ashtabula, Conneaut and Erie.

Over one half billion tons of coal per year is scalped, classified, deslimed, drained and rinsed, dewatered and final sized on rotary, vibrating, shaking or stationary screens. The vibrating screen is the industry work horse and performs the bulk of the screening functions in the coal preparation plant. There are two major types of brute force mechanical vibrating screens used in coal preparation plants: (1) the two-bearing one-shaft inclined screen and (2) the four-bearing two-shaft horizontal screen. Both of these types are familiar to coal producers.

A current program of research on the explosibility of coal dust/methane mixtures is described. During the study an explosion test chamber based on a novel design has been developed. This 20 litre open chamber uses a rotating drum concept for dust dispersion and infra-red sensors for dust concentration measurement. The chamber design allows different initiators to be tested while varying methane gas and coal dust concentrations. A new approach to the determination of coal dust concentration is included with a description of a dielectric dust probe. The measurement technique is based on the change in dielectric constant as the proportion of coal dust in air between probe capacitor plates increases or decreases. Characterization of coal dust samples is of vital importance. The particle size distribution, coal proximate analysis and elemental analysis were studied. Coal dust was sourced from airborne collected samples, settled dust from mine sources and seam channel samples crushed and sized. Explosibility test results indicate that a very low concentration of coal dust can form an explosible mixture when dispersed in methane concentration of just below five percent. With low temperature initiators, the coal dust lean limit concentration rises rapidly as the methane concentration is reduced. An accurate knowledge of the potential explosion hazards of coal dust and coal dust/methane mixture is necessary to establish safe operating conditions in underground mines. The research results outlined extend knowledge in this area.

Historically, Bingham is a rail pit, starting with steam locomotives in 1906 and converting to electric locomotives in 1923. Ore production was maintained through an effective utilization of available rail equipment. From time to time as it became necessary to deepen the pit and as stripping ratios increased, various studies were made on alternate material haulage systems. Utilization of diesel locomotives, conveyor belts, and trucks have all been subjects of study, however, conversion from rail haulage utilizing electric locomotives could not be justified. Because of the gradual decline in ore grade, a program was approved in 1963 to raise ore production to 108,000 tons per day. This was designed to return copper production to the 1950 level. Attainment of this production level by expansion of the rail system had definite limitations and built-in inflexibility. Track and trolley wire relocation causes shovel down time in excess of that required for normal maintenance. Instability of the dumps and the resulting additional track maintenance increases greatly as the volume of waste material to be handled daily expands.

Communication about the energy problem has come at us in great profusion during the last couple of years--reports, speeches, editorials, advertisements--and events. Events such as the Arab embargo on oil exports which vividly demonstrated the world's dependence on oil, a finite and nonrenewable resource. And the three-fold increase in the price of oil which provides a constant reminder of the political and economic implications of dependence on foreign oil. A distinction among countries exists today which was almost inconsequential two years ago--the oil exporting nations and the oil consuming nations. The only rational way for the consuming countries to lessen the political and economic clout of the OPEC group is to reduce their dependence on oil. The United States is capable of playing a significant part in such a move for several reasons.
