Atlantic Cement Company's new multimillion dollar, 10,000,000 barrel per year cement plant went into full operation in February, 1962, bringing into reality a new concept in the distribution of Portland cement. The Cerro and Newmont Mining Corporations, well established in the mineral extraction and dressing industry, backed the venture. To take advantage of the, economics inherent in single production units of large capacity, it was necessary to first find a market' capable of absorbing such large quantities. Cement can be economically shipped by rail and truck about 200 miles. Beyond' that radius from the producing facility the freight costs become prohibitive. No single marker area within that radius exists which could absorb such a large volume of cement. However, water transportation provides a relatively inexpensive method of transporting bulk products many times over such a distance. Thus, it was decided to locate the producing facility near a deep water port which had ready access both to the Atlantic Ocean and, just as important, a good source of raw material. An extensive feasibility study was made and the site at Ravena, New York on the Hudson River near Albany was chosen. Here, vast quantities of limestone in the foothills of the Catskill Mountains are found within a short distance of-the deep-water Hudson River.

This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

Many unique ventilation problems have been faced as Avery Island Mine's large openings have been mined. High humidity of outside air combines with the hygroscopic salt to create a corrosive atmosphere. Massive rooms preclude routine use of brattices to direct air flow to the working faces. Large amounts of explosives are consumed in single blasts. Resulting concussion pounds air control structures and ANFO ignition creates large amounts of nitrogen dioxide in single rooms. Geologic constraints confine new shafts and slopes to areas thought to be free of potential ground water hazards. Dust control techniques are limited by dry product demanded by customers. The Avery Island Mine's ventilation system has evolved to deal practically with the conditions and to dependably provide fresh air to the miners. International Salt Company's Avery Island Salt Mine, a multiple level room and pillar operation, has been mined steadily since about 1900. It is known as one of the "Five Island" salt dome mines of South Louisiana's Gulf Coast. Production from the area places Louisiana first in United States rock salt mined tonnage, according to the United States Bureau of Nines, 1982 (1). International Salt Company is a major force in U.S. salt production, as it also operates mines in Detroit, Michigan; Cleveland, Ohio; and Retsof, New York; a solar salt facility in Bonaire, Netherlands Antilles; and a solution mining plant at Watkins Glen, New York.

In order to continue the advancements made during the past two decades in the reduction of the severity of accidents and injuries in underground coal mining, closer attention will have to be paid to the increasing number of accidents resulting in disabling injuries and lost time. With the increased emphasis on safety training reflected in the Federal Mine Safety and Health Amendments Act of 1977 (Public Law 96-1641, and on MSHA's current focus on the application of Job Safety Analysis, it appears that the acquisition, evaluation, and application of accident and incident data will take on an even greater importance. To manage this large amount of information will require a significant commitment of time and attention on the part of mine training departments. A USBM-sponsored research project is currently being completed at Penn State which focuser on the development of a model training program for mining. The program is based on five distinct steps which represent the coupling of a needs assessment with the program implementation. The five steps are: 1) database analysis, 2) workplace observations, 3) identification of trainable problem areas, 4) a library of training resources, and 6) the implementation of the program. In each of these areas, the microcomputer has proven to be a valuable tool for collecting, analyzing, and presenting accident and incident information. This paper will detail the manner in which microcomputers have been fully integrated into the model training program. Examples of applications at existing mines will also be discussed.

Roller Press grinding has become an accepted technology in the cement industry, and finds a growing application in iron ore processing. Its introduction to the gold industry will depend on anticipated benefits such as a reduction in power requirements, the increase in throughput, and higher gold recoveries from the ground ore. The presentation highlights some of the specific features of the KHD Humboldt Wedag Roller Press and the effects of various operating parameters on the grinding result. Based on recent experiences examples are given on the use of the Roller Press in mineral applications. The anticipated reduction of grinding energy when using the Roller Press is discussed, together with the reduction in Bond Work Index.

It wasn't until late 1976 that the U. S. Nuclear Regulatory Commission (NRC) set about to address the uranium tailings issue in earnest. It was decided that a generic environmental impact statement related to uranium milling operations would be prepared to support formal tailings regulation. We recognized, however, that this was a task that would take many years to complete and we could not take a "business as usual" approach to tailings management in the interim; the issue was too sensitive. To facilitate licensing during the interim period, the NRC developed guidelines in May 1977, for the industry in the form of the following performance objectives for tailings management: Siting and Design 1. Locate the tailings isolation area remote from people such that population exposures would be reduced to the maximum extent reasonably achievable. 2. Locate the tailings isolation area such that disruption and dispersion by natural forces is eliminated or reduced to the maximum extent reasonably achievable. 3. Design the isolation area such that seepage of toxic materials into the groundwater system would be eliminated or reduced to the maximum extent reasonably achievable. During Operations 4. Eliminate the blowing of tailings to unrestricted areas during normal operating conditions. Post Reclamation 5. Reduce direct gamma radiation from the impoundment area to essentially background. 6. Reduce the radon emanation rate from the impoundment area to about twice the emanation rate in the surrounding environs. 7. Eliminate the need for an ongoing monitoring and maintenance program following successful reclamation plan. 8. Provide surety arrangements to assure that sufficient funds are available to complete the full reclamation plan.

Underground long-range planning and mine design is an iterative process beginning with a specified production level, quality criteria, and geology of the deposit. Given these factors, face equipment is selected, the number of units needed and production per unit are calculated, and the mine infrastructure needs are developed. The scheduling of units then follows, with the design of the various support systems coming next. The support systems needed to maintain production can be grouped as follows: (1) outby haulage of mined material, (2) supply and manpower haulage, (3) ventilation and associated environmental considerations, (4) drainage, fresh water, and related considerations, (5) rock mechanics, and (6) power, supply. Thus, long-range planning may be viewed as a three-tiered structure, with the data on required production, product quality, and geology at the upper level; the development of face production capacity and the scheduling of units sufficient to meet the needs of the first two at the second level; and the development of support operations for the production units at the third level. Changes at any level may affect not only the items on that tier but may also cause a change to the items on the tier above and below. For example, if the rock mechanics data indicate that desired opening sizes will not be stable, then this situation will affect not only the ventilation design but also the production rate and possibly the selection of equipment itself. These, in turn, may affect the scheduling of units and the number of units, ultimately influencing the entire third tier of systems.

It is indeed an honor for White Pine, as a member of the copper mining industry, to participate in this Rapid Excavation Conference. Although our presentation, as the title indicates, is not a success story, we foresee, through our experience, future application of boring machines and rapid excavation equipment in the hard rock mining industry. One might ask what a copper mining company would be doing with boring machines and why the gamble on a high-cost, capital investment for a relatively untried application. Perhaps a little background on the White Pine mine and its geology will explain our daring and speculative motives. THE WHITE PINE MINE The White Pine Copper Company, a wholly-owned subsidiary of Copper Range Company, operates a mine, mill and smelter at White Pine, Michigan in the western Upper Peninsula approximately 6 miles due south of Lake Superior. We employ approximately 3,000 people from the surrounding area and mine approximately 25,500 tons of low grade (1%) copper ore per day. The orebody is contained within several distinct sedimentary horizons that comprise the lower 20 feet of a Precambrian formation known as the Nonesuch Shale. Numerous articles and reports have described many aspects of the White Pine operation and the geology. I will brief you only on that criteria which precipitated our interest in rapid excavation equipment and techniques, specifically, boring machines. Mineralogical and optical studies have demonstrated that the siltstones, sandstone and shale beds all contain relatively barren and discrete particles of quartz (25%), feldspar and mica, bonded with

The objective of the project is to construct and operate a pan-European underground drainage and minewater management research centre, which would be the hub for data gathering and dissemination in real time of new data to users for analysis and interpretation, as well as serving as a model for consistency, for other centres at key water management sites throughout Europe which would feed data in real time through the hub. The data from the centre will be essential for informing River Basin Management Plans arising from the EU Water Framework Directive, which is an important driver for the project. The implementation of this Directive sets out a requirement for all Member States to develop River Basin Management Plans for all water resource systems. The facility would be a major contribution to sustainable water management in Europe.

The Department of Thoracic Surgery and Pathology at the Toronto General Hospital have had a long standing interest in the early detection and treatment of carcinoma of the lung. Our initial experience was with a population at risk due to a prolonged period of cigarette smoking. More recently our efforts have turned to industrial exposure, specifically in the nickel and uranium industries. [Initial Screening Project] (1) For a three year period 1963 to 1966 a cytology screening program was carried out through the Out-Patient Department. The study was limited to cigarette smokers over 40 in age. A total of 1586 patients were examined. Of the sputa collected, the classification is seen in Table 1. There were 11 malignant sputa present. Added to this number were 25 patients with symptoms, normal chest X-rays, but malignant cells on cytology, and a further 5 patients in whom an abnormality (eventually proven non-malignant) showed on X-ray, and sputum showed malignancy which was radio logically occult. (Table II). This gave a total of 41 patients with malignant sputum who were evaluated between 1960 and 1966. The clinical course of these patients is seen in Table III. Only 19 of 41 patients had localization and treatment of their tumour during that study period and this low rate of localization attests to the technical difficulties endoscopy in that day presented. The method of localization was as follows: a) 6 patients showed an area of segmental pneumonitis somewhere in this time period b) Using the rigid bronchoscope localized the tumour in 9. This was proven by direct biopsy, and frequently required more than one bronchoscopy over a prolonged time period. c) bronchograms and tomograms showed abnormalities in 5 patients. Of these 19 patients, 5 were treated by radiotherapy because of general condition or refusal of surgery. Three of the irradiated patients died of recurrent cancer within three years. The other two died within one year of unrelated disease. Fourteen patients underwent resection, with one operative mortality. At pathology, the tumours were "in situ" in 6 and invasive in 13. There was no evidence of nodal spread. When last followed up in 1979, there were no cases of recurrent tumour and no cases of second lung primary tumours. Similar experiences have been reported from the Mayo Clinic (2), Johns Hopkins (3) and Memorial Hospitals (4). Early detection of radiologically occult tumours which are in situ or minimally invasive has given uniformly good results. There have been no deaths from recurrent or metastatic cancer in surgically resected patients, and only one second primary tumour has been detected. Interestingly, the Hopkins group reports that 5 patients with Stage I squamous cell tumours refused operation. One refused any treatment and died of disease at 12 months. Three were radiated, and were alive from 14-38 months post-treatment, all with evidence of recurrent disease. [Sudbury Sintering Plant Study](5) From 1948 to 1963 an open travelling-grate sintering process was employed to convert nickel sulfide to nickel oxide at an International Nickel Company operation. The environment in this plant was particularly dusty and filled with fumes. It became apparent by 1969 that the incidence of bronchogenic carcinoma was markedly increased in workers from this plant. A concerted effort was made to track down all workmen with this exposure. During 1973 and 1974, 268 men were studied. Chest radiographs were done and showed no mass lesions. Sputum was collected on three consecutive days and analyzed. There were 12 men with malignant sputum, all of the squamous cell variety. Two refused any investigation, one presenting 31/2 years later with extensive hronchogenic carcinoma, and the other 5 years later with extensive carcinoma of the maxillary sinus. In the remaining ten patients careful rhinolaryngeal examination as well as a detailed bronchoscopy, involving examination, brushings and biopsy of all pulmonary segments was carried out. One patient was found to have laryngeal carcinoma and was treated by radiation. In nine patients, the malignancy was localized to the lung, leading to six lobectomies, two pneumonectomies and one sleeve lobectomy at operation. However, the follow-up in these cases suggests a different biological behaviour with these industrially related tumours. While no tumour has recurred locally, one patient has died of metastatic cancer and two patients have developed second and one patient a third pulmonary primary cancer. However, survival has still been much better than wits radiographically manifest lung cancer. [Technique of Localization] (6) Following a careful rhinolaryngeal examina examined and then the lower respiratory tract is examined. This is all performed under general anaesthesia. For some time, selenate has eluded water treatment by conven­tional means such as precipitation and clarification. This has been due to the nearly universal solubility of all oxidized sele­nium species, the low levels required for surface discharge, and almost identical chemical behavior to all forms of oxidized sul­fur. The last characteristic makes selenate particularly difficult to deal with in acid mine waters where sulfate can easily be on the order of one gram per liter. Approaches such as ion exchange or reverse osmosis often tum into total demineraliza­tion schemes for the sake of removing a "trace" selenium species that may be present on the order of 108 sulfate/selenate. Reduction of selenate to selenite or elemental selenium by chemical means has been relatively unresearched. Some limit­ed success has been reported (Murphy, 1988) using ferrous hydroxide as a reducing agent; however, the reaction time as reported is too slow to be useful in a practical plant design. One significant difference between selenate and sulfate is that selenate has been discovered to be reducible in acid solution by elemental iron when catalyzed by soluble copper. Since the +4 or zero valence states of selenium are rather easy to deal with by coprecipitation with iron salts or alum, the elemental iron dis­solved in the process contributes to the overall process by pro­viding sludge upon raising the pH that can be separated by con­ventional clarification. Commercial production of selenium using copper catalyzed reduction of selenite to selenium metal via sulfur dioxide is well established, however, at the < 5 ppb requirements for surface discharge this reduction process equili­brates at levels far too high to be useful to low level selenate removal criteria. The reaction reported herein uses elemental iron for reduction of selenate with copper acting either as a cata­lyst or as a coprecipitation agent. This method, employed with conventional sludging, clarification and filtration can provide an economic method to achieve non detectable selenium (< 0.005 mg/I). Iron consumptions for the conditions tested have been on the order of 3 lbs/1,000 gallons treated. This represents as little as $0.06 or $2.00 per 1,000 gallons based on using a scrap source of iron or the purchase of electrolytic iron for the process.

Irrigation simulates a climate change so that crops can be grown that otherwise would not thrive. The abundant sunshine and warm weather of many arid regions induces a rate of growth in excess of that in cooler, moister regions. Hence, the arid part of eastern Washington, traversed by the Columbia River, is admirably suited to irrigation. The Pasco Basin lies in south-central Washington at the south end of the Columbia Basin Irrigation Project of the U.S. Bureau of Reclamation. The Basin, because it lies in the rain shadow of the Cascade Mountains, receives only 6 to 10 inches of precipitation a year with somewhat greater amounts, commonly as snow, on the higher hills. Recent extremes included 3 inches of precipitation from August 1967 to August 1968, and 12 inches in the succeeding "12 months. Most of the precipitation falls during winter. If it were to fall in summer or were evenly distributed throughout the year, evaporation rates probably would produce a true desert.

Nast Tunnel is the first granitic rock tunnel to be excavated by a machine for the U. S. Bureau of Reclamation. The machine has excavated 7500 ft of the tunnel at this writing. There have been a few good performances; 31 ft in 1, 8 hr shift, and 75 ft in a 24 hr period, but generally, progress has been slower than that accomplished in the area with reasonable comparable conditions using conventional excavation techniques. Button cutters, now employed using compression as the means of fracturing the rock, gives an average cutting rate of 3 ft per hr. Disc cutters manufactured by the machine builders were tried briefly but the snap rings holding the discs to the hub failed. However, disc cutting rates of 6 ft per hr were recorded for short periods of time in a competent coarse grained porphyritic granite. The snuck was also considerably larger and more easily handled than that produced by the button cutters. Hughes Tool Co. is working on a disc type cutter and expects to have them on the cutterhead by mid June. LOCATION, DESCRIPTION AND BID OPENING Nast Tunnel is located 2 miles west of the Continental Divide and 39 miles east of the town of Basalt in Pitkin County, Colorado. The outlet portal is in the Fryingpan River Valley at an elevation of 10,000 ft. The tunnel is a 3 mile long, 10 ft diameter gravity flow water conveyance structure and a part of the west slope water collection for the Bureau of Reclamation, Fryingpan-Arkansas Project. Metal producers are now suffering through a major downturn in prices for their products even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical downturns that often occur every five to seven years. This paper uses time-trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of metal prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

The results are discussed herein of laboratory and pilot scale research which has demonstrated some exciting prospects for the exploitation of refractory gold resources by heap leaching. The research examined practical and cost effective methods of chemical; i.e., non-biological, oxidation pretreatment of refrac­ tory old ores to enable successful conventional cyanide heap leachmg. The work has focused on regenerable chemicals, in order to minimize process consumable costs. A nitric acid method has emerged which offers rapid oxidation rates (eg, 0.5 to 6 hours) on ore samples crushed typically to% to ¾-inch. Gold recoveries in simulated heap leaching tests, after nitric acid oxidation of crushed ores, were as high as approximately 80 to over 90%, in contrast, typically, to negligible gold solu­bilities without oxidation. Nitric acid oxidation was effective when applied to several sulfide-bearing refractory gold ores which required either partial or essentially complete sulfide sul­fur conversion for high gold solubilities in cyanide. Ores rich in organic preg-robbing matter also were treated successfully, as were ores which contain significant quantities of acid-consum­ing constituents. Base metals also were recovered with nitric acid oxidation from some of the ores which contain these ele­ments. The work related oxidation and solution diffusion behav­iors and the important physical, textural, and mineralogical characteristics of the different ore types. Conceptual-level feasi­bility studies have defined the principal capital and operating cost components of the nitric acid method, sufficient to allow reliable comparisons with other oxidative technologies.

THE PLANNED MAINTENANCE PROGRAM All concentrators should start with a planned maintenance program from day one. Every- body thinks they have a program in place before start-up, but in reality, most have only a fraction of what is needed to avoid the "Post Start-up Disaster" (PSD) - two years for start-up is not that uncommon. An effective program has all of the following: (1) Good people. (2) Area Maintenance. (3) Good PM Checklists. (4) Daily Work Schedules. (5) Written Work Orders. (6) Equipment Histories. (7) Backlog Control. The installation of a workable program takes hard work, talent, and commitment. You have to know what you are doing (hard work will not replace talent). Good People Good people are available in any location if you make the effort. Always check references carefully (both superiors, peers and subordinates). Was the last concentrator they worked at successful? Was it clean? Find out! Success or failure follows people around. I know people who are experts on PSD because they have lived through it three or four times. You need some college trained people with hands-on experience. There are no secrets, you have to make the effort. If you make a mistake in hiring (and you probably will), make the tough decision necessary to rectify it quickly. Area Maintenance Area maintenance refers to organization of supervision such that one person is uniquely accountable for every inch of ground and piece of equipment. Avoid overlapping authority if at all possible. You must have a planner as a staff position. A foreman cannot effectively plan and

The phosphate rock review did not arrive in time for publication in the. June issue. The world phosphate industry continued its slide in 1992 from the already depressed levels in 1991. The industry is locked into a 30-year fertilizer price low due to the worldwide fertilizer glut. Domestic production and imported, marketable phosphate rock decreased 1%, while domestic consumption increased by 1 % last year. The US Bureau of Mines reported a decrease in the domestic phosphate rock value from $25.42/t in 1991 to $23/t in 1992 ($23.06/st to $20.80/st). The diammonion phosphate (DAP) product price also dropped in value from $138/ t in January 1992 to $11 0/t in December ($125/st to $99.70/st). Continued declines in DAP prices is forcing the US fertilizer industry to develop cost-saving programs and reorganizations. Layoffs in 1992 resulted in a 7.6% decrease in the Florida phosphate workforce. Since 1980, the Florida workforce has declined by 35%. Small phosphate companies were forced to close operations or were sold to larger phosphate companies. Federal and state environmental regulations for byproduct waste disposal methods are being studied. The Environmental Protection Agency (EPA) approved phosphogypsum use in agri¬cultural and research applications as long as the radium 226 concentration is lower than 10 pci/g. The EPA is also reviewing regulations concerning air emissions at fertilizer plants. Industry publications reported the possibility of continued company sales and mergers in 1993. Industry expectations are optimistic while waiting for an upturn in the market. The US phosphate industry consolidation into three or four major companies should evolve into a stronger world market force.

Horace Tabor. No 19th century Colorado mining man is better known but, unfortunately, probably less understood. He is little appreciated for his significant contributions to the industry and the state. A century ago, Tabor was headline news. The legend today, however, has become so all pervasive and so interwoven with fact that the two are hard to separate. For example, he never told Baby Doe on his death bed to hang on to the Matchless mine. Yet this has emerged as staple Tabor fare. So much attention has been focused on his matrimonial triangle that it overshadows the man. Symbol of mining&apos;s reward Tabor traveled west in the 1859 Pike&apos;s Peak gold rush. In the next generation, he came to symbolize the rewards mining might lavish on an individual. The Leadville Daily Herald (Sept. 10, 1882) could write, without exaggeration, that "the extent which the mining industry of Colorado is under obligation to Tabor cannot be easily estimated - what he has done for Leadville and Denver is patent to all." It had not come easily, nor had Tabor started out a success. His early placer mining at Payne&apos;s Bar, near present-day Idaho Springs, CO, had turned no fortune. So in 1860, he, his wife Augusta, and son went south to Colorado City, then over Ute Pass and up the Arkansas Valley to Oro City. Arriving soon after the initial discovery, Tabor staked a good claim. With a sharp eye, he and Augusta broadened their base by establishing a store. Both mining and business would pay dividends in the following years. By the season&apos;s end, though, Oro City was already declining. Always on the lookout for a richer district, Tabor and his family moved the next year across the mountains to promising Buckskin Joe. The familiar pattern followed, with the store and post office being the center of their attention. Mining investment and management now replaced the earlier physical panning and sluice operating. Seven years later, the Tabors abandoned Buckskin Joe and returned to Oro City. It had moved up California Gulch to be near the district&apos;s best mine, the Printer Boy. Middle class was not enough Middle class respectability, plus a steady income, was the Tabor&apos;s by the 1870s; fine as far as it went. But it proved far from the fortune Horace had always been seeking. Oro City languished in the backwash of Colorado mining and Tabor seemed like many men who had drifted around the Territory following the ebb and flow of mining. His faithful wife Augusta had been a steady factor in the success the family achieved. She helped year after year to operate the store and post office. Not simply the happy-go-lucky individual he has often been portrayed, Tabor was a hard working businessman/mine owner. An R. G. Dun and Company agent evaluated him in 1876 "Net worth $23,200. Is a very shrewd businessman and not liable to lose money, has a good chance to make money as he had no competition." Leadville: Tabor&apos;s silverlined-fortune After all those years on the Colorado mining frontier, in 1877, Lake County&apos;s wealthiest and most respected merchant made another move. It was short in distance, only 4 km (2.5 miles) down California Gulch, then a little north to a new mining camp. This new camp, soon named Leadville, gave birth to the Tabor fortune and legend. Middle-aged (Horace was 47), the Tabors once more set up their general store and found themselves in the midst of the open¬ing of a new district. This time silver beckoned and not the gold that had brought them West 18 years before.

I&apos;m really very pleased to be talking with you today about the environmental impacts of gold ore processing as part of this symposium on emerging process technologies for a cleaner environment. But before I talk about some of the newer developments that are coming, I would like to set the stage by reviewing some of the recent past. Over the last decade or so the U.S. gold mining industry has experienced remarkable growth, primarily in heap leaching operations, and not surprisingly there has been parallel growth of environmental regulations. At Homestake, we have had the excitement of bringing on-line a new mine embodying state-of-the-art technology and environmental planning, and during the same period the flagship of our company, the Homestake mine, has been brought into modern day compliance through the application of innovative environmental technology. This has been a learning process; in both cases we found that we had to develop new ways to meet our objectives. At our McLaughlin mine in California a major achievement was pioneering the use of pressure oxidation, or autoclaves, for refractory gold ores, and at the Homestake it was the development of a unique bio-treatment plant for wastewater. These projects were developed balancing operational goals, environmental concerns and costs, and I would submit that being cost-effective is our greatest challenge in the development of new, environmentally sound, process technology. In meeting that challenge, our job has not been made any easier by the myriad environmental laws and regulations that directly affect the design and operation of our facilities. Most of these constraints have evolved through the political process more or less independently, but in their application there often are over-lapping provisions. Adding to this complexity is the fact that action takes place in both state and federal arenas. As a result, state and federal roles sometimes become intertwined, and a good case in point is provided by various cyanide issues faced by gold producers. The vast majority of U.S. gold mining takes place in the so-called "mineral States," the western States that come under the Mining Law of 1872 as amended. This is the basic statute that provides for access and tenure to develop mineral resources on federal lands in those states. There is gold mining outside the defined mineral States, and there is also gold mining in the mineral States on private lands. Our own Homestake mine in South Dakota is one of the best examples of the latter category: located entirely on private land, it is nevertheless subject to at least 13 federal environmental statutes and some 29 federal regulatory requirements. There are also nine significant state statutory and regulatory requirements that apply. On federal lands in the mineral States there are numerous federal statutes and regulations which affect mining, over and above the current Mining Law. These, which are in addition to the laws applying to private land, include the National Environmental Protection Act and the Federal Land Policy and Management Act, among others. Still, those who advocate radical changes in the basic Mining Law would have us believe that sweeping environmental protection and reclamation provisions, not to mention new land use restrictions, are needed. Such changes could effectively prohibit mining on the federal public lands. Strict enforcement of our current Mining Law would have presented most of the abuses cited by the critics but if the Law is to be changed at all, I believe that, at a minimum, the principles of self-initiation and security of tenure embodied in the present statute should be maintained. These are critically important concepts, but there are other statutory and regulatory issues constantly before us as gold miners. Fundamental choices in flocculant selection often come down to the lower cost of solid grade products versus the convenience of liquids. The ideal product would be a low cost solid grade flocculant which requires minimal handling and no sophisticated dissolving equipment. Recent polymer developments have lead to the commercialization of a limited range of dry polymers that can be screw fed at controlled rates directly to process streams without the need for predissolving. Other developments include dry polymers that can be directly added to mix tanks without the need for sophisticated wetting systems. The latter will make dry flocculants especially attractive for smaller users. Examples of these new products and their application in industrial and municipal waste treatment will be provided.
