Mine developers commonly undertake projects that require more funds than they can invest themselves. From that point until they are able to complete a "bankable" feasibility study, they require access to venture capital. In the United States, most venture capital has been provided to the small mining segment of the industry through tax advantaged limited partnerships. Recent changes in Federal tax law makes other forms of financing competitive, and the use of corporations and private and public offerings of shares may soon become more popular ways of securing venture capital. A number of new financial services firms have entered the mining finance business in recent years. They provide mine developers with access to venture capital.

INTRODUCTION Jack Spalding in Deep Mining, Chapter 3, states: "In deep mining, to start stoping an orebody without a definite plan of operations covering the whole extraction from beginning to end is to invite serious trouble. Any stoping without plan is bound to leave, toward the end, a number of pillars, remnants, or promontories, which, as they are reduced in size, are liable to fail and cause a general collapse. The object of stope planning is so to mine an orebody that at no stage in the operation is a remnant left. Definition: `When a block of ore is stoped in such a way that eventually a small piece is left entirely surrounded by stoping, that piece is termed an island remnant.' The design of and adherence to a plan of stoping is of greater importance in preventing rock bursts than the type of ground control adopted." This, of course, is just an example of the old axiom that an ounce of prevention is worth a pound of cure. And in this context, mining does not have to be very deep before poor ground conditions, made worse by lack of good planning, force a mining company to resort to more expensive methods of ore recovery. At all times when rock pressures become excessive, stoping plans must be devised to avoid the creation of pillars or promontories. This is most readily recognized when mining deep narrow ore veins by open methods. It would be a little more general to say that stoping systems should seek to avoid or minimize localized concentrations of rock stress. Ore bodies, and particularly those at Falcon¬bridge, can reach large widths and leaving pillars for extraction at a later time cannot be avoided. However, good planning can reduce the effect of factors which create bad ground conditions. The necessary ingredients of planning are time and information: time to formulate and revise ideas; information, gained in exploration and early development, to provide the fullest knowledge of the ore body. In this way, plans become meaningful. It must always be kept in mind that the long-term results of good planning often require decisions not compatible with reaching earliest full production. PLANNING FOR DEEP MINING At Falconbridge Nickel Mines ore bodies presently being found and prepared for production lie at depths in excess of 610 m (2000 ft) below surface. Current un¬derground exploration is being directed towards favor¬able locations below 914.4 and 1219.2-m (3000 and 4000-ft) depths, at most mines. The Onaping Deep ore body has been traced to a depth of 1508.8 m (4950 ft) and at Falconbridge mine the ore body is under develop¬ment below the 5000 level. Planning for more efficient ground control has therefore become an important con¬sideration of future mining. HYDRAULIC BACK FILLING AND CUT-AND-FILL STOPING The advent of hydraulic back filling has led to the increasing use of flat-back cut-and-fill stoping methods during the last ten years, until it has probably become the commonest method of mining deep ore deposits in Canada. These methods account for almost all the pro¬duction from Falconbridge Mines at this time. The ad¬vantages claimed are: safety-a minimum of open ground; very little supplementary ground support (except rockbolted backs and walls); greater selectivity and flexibility in extraction (horizontal extension of the vein, high grade ore stringers going out into the walls); and high productivity and increased mechanization in larger ore widths. There is some difference of opinion as to whether hydraulic classified tailing back fill provides any great resistance to initial closure of the stope walls. The evi¬dence available suggests that it does not. Addition of portland cement to the back fill just prior to placement has produced a material having the properties of a weak concrete. It is confidently expected that this material will assist greatly in the efficient mining of pillars and generally in giving increased ground support to oppose closure. PRINCIPLES OF STOPE PLANNING BY LONGITUDINAL FLAT-BACK CUT-AND-FILL Again quoting from Spalding: "The practice of con¬trolling output by stopping and starting stopes is bad¬stopes once started should proceed without interruption, and control must therefore be obtained by altering the rate of stoping. It is therefore necessary that faces should normally advance at a medium rate which can be boosted, if required, to give temporarily a greater output. Modern high productivity stoping methods, however, generally aim to achieve and maintain the maximum output possible from a stope. Control of tonnage and grade, therefore, becomes a more complex problem requiring very careful scheduling and organiza¬tion. With the basic method of flat-back overhand stoping using hydraulic fill, it is not usually possible to mine in such a way as to avoid creating pillars." Consider an ore body as illustrated in Fig. 1. It is 274.3 m (900 ft) high by 228.6 m (750 ft) long on strike and averages 4.6 m (15 ft) in ore width. It rep¬resents approximately 907 000 t (1,000,000 st). The ore body could be mined by advancing one long single face through all the levels from bottom to top. A total face length of 228.6 m (750 ft) would accommo¬date five 45.7-m (150-ft) stopes. See Fig. la. Each of these stopes would produce approximately 1814 t/m (2000 stpm) and the ore body would require a period of ten years for complete extraction. A possible im¬provement to this scheme might be to stagger the indi¬vidual stope faces. See Fig. 1b. Problems of hanging wall failure can be reduced by this arrangement. From the point of view of reducing travelway maintenance, it is good practice to employ a stoping system of retreat. Bench-scale laboratory flotation and gravity separation tests were conducted on tailings samples to remove the sulfidic material, mainly pyrite, the source of acid generation. A combination of xanthate collectors, promoters, and frothers were used during flotation. Pyrite recoveries were in the range of 42 to 97%, depending on the tailings being treated. Sulfide sulfur contents of 12.8 to 0.37% in the feeds were reduced to 8.68 to 0.01% in the treated tails. Flotation tests were conducted to evaluate the ARD potential as a function of percent pyrite remaining in the tails. Standard ARD predictive tests were used to evaluate the success of the treatment. In some cases, removal of only 50 to 55% of the pyritic fraction was required, thereby demonstrating the conversion of the waste material from acidic to non-acidic. A laboratory vanning table was used to evaluate the amenability of sulfide-bearing tailings samples to gravity separation. The pyrite recoveries varied from 38 to 86%. The sulfide sulfur content of 12.8 to 0.37% in the feeds was reduced to 6.0 to 0.14% in the treated tails. Predictive ARD tests performed on tailings before and after the gravity removal of pyrite showed that most samples changed from "probably" acid producing to the "uncertain" range. Data reported and analyzed in this paper demonstrate source control for ARD prevention through the removal of metal sulfides from sulfide-bearing wastes using conventional flotation and gravity separation techniques.

Carbon technology has largely superseded filtration plants as the more acceptable gold recovery technology. This has, over the last two decades, provided a tremendous driving force for the development of new equipment. One of the main focus areas of this technological development is the development of effi­cient interstage screening systems. Several variations of exter­nal and internal screens are available, with the more recent shift away from air cleaned units to mechanically swept units. This paper discusses the development of one such mechanically swept interstage screen and how the development led to the suc­cessful implementation of a carousel type of CIP operation. The first generation Pump-cell emerged as a consequence of the success achieved with the mechanically swept NKM screen, The idea was to modify the screen to incorporate the functions of pumping, screening and agitation in a single drive unit, the screen generating sufficient lift for interstage slurry flow so that all contactors would be at the same level. This sys­tem was further incorporated as a high intensity modular CIP contactor, i.e. low slurry residence times combined with high carbon concentrations. A discussion on the kinetic gold adsorp­tion theory and its manipulation in the design of the pump-cell concept is discussed in a paper published in a previous Randol Conference< 1), Testwork carried out at Vaal Reefs proved the concept of the Pump-cell on a pilot plant scale<2), which resulted in the building in 1990 of the first large Pump-cell plant at West Witwatersrand Gold Mine designed to treat 340m3 of pulp per hour and , even though the plant operated successfully with respect to gold recovery performance, a few problems were experienced with the basic engineering design(3),

Hydrodynamic investigations in exploratory boreholes and grouting holes are conducted for the purpose of obtain¬ing information about the hydraulic properties of the hydrostratigraphic section to be intersected by the proposed underground workings. The information obtained from the investigations provides the basis for calculating the hydrau¬lic coefficients of fractured permeable rock, the dimensions of the anticipated grout isolation curtain(s) around the un¬derground workings, the number and location of grouting holes, the injection pressure modes, and also the volume(s) of grout that will be required (Anon., 1976, 1978). The following data on each aquifer are obtained from the investigations conducted in monitoring and grouting bore¬holes and the analysis of the results: 1) the top of each hydrostratigraphic unit, 2) the thickness of each unit, 3) the ground water fluid potential distribution in each unit, 4) the coefficient of permeability, 5) the piezoconductivity, 6) the fracture porosity, 7) the geometry of the fractures in the rock, 8) the elasticity-compressibility coefficient of the fractured rock, 9) the chemical composition of the ground water, 10) the direction of flow of the ground water, and 11) the expected inflow rate of water into the shaft, drift or tunnel. STG uses its DAU-3M type flowmeter to conduct in¬vestigations of directions of flow in vertical, inclined and horizontal drillholes. The DAU-6 instrument is used to de¬termine the direction of flow of ground water in each frac¬ture or fractured aquifer. Various singular and double DAU type packers are used for pumping and for injection studies (tests) and for flowmeter investigations. Normally the instruments enumerated above permit in¬vestigations to be conducted in each separate aquifer with¬out reinforcing the holes with casings. On the basis of these investigative data, both the hydraulic properties of unfractured rock and the hydraulic properties of the fractured rock are estimated. Dual porosity rocks require special attention because they tend to segregate the grout. 3.1 FLOWMETER INVESTIGATIONS IN BOREHOLES The STG flowmetric methodology is based on the mea¬surement of the ground water flow rate through the borehole by hydrostratigraphic interval after the disturbance of the hydrostatic equilibrium in the "hole-aquifer system" (after pumping or injecting). The relationship of the head changes to the discharge into or from a particular hydrostratigraphic unit obtained during the tests serve as the basis for calcu¬lating the hydraulic properties. Flowmetric investigations facilitate the determination of the number of aquifers, their depths, their thickness, the hydraulic properties of the fractured rock and the magnitude and direction of the flow of ground water. 3.1.1 FLOWMETER HARDWARE STG conducts flowmetric investigations in boreholes using its DAU-3M-108, DAU-3M-73, DAU-3M-57 and DAU-3M-44 instruments.&apos; They have respective external diameters of 108, 73, 57 and 44 mm. The type of flowmeter selected for use depends on the borehole geometry and the technological scheme for carrying out the investigations. Boreholes with a drilling diameter of 76-93 mm are inves¬tigated with the DAU-3M-73 flowmeter; boreholes drilled by bits with a diameter of 112 mm and more are investi¬gated using the DAU-3M-108 flowmeter. The DAU-3M¬108 and DAU-3M-57 instruments are used for flowmetric investigations with a packer. 3.1.1.1 The Downhole Sensor The sensor design of the DAU-3M-73 hole flowmeter is shown in Fig. 2. The design of the DAU-3M-108 instru¬ment is similar to the design of the DAU-3M-73 instrument. The frame of the flowmeter sensor shown in Fig. 2 consists of a casing, an upper and lower centering mount and two rings to which the guiding rods are attached. The upper rods are built into the connector bushing; the lower rods are built into the coupling sleeve. The borehole cable is attached using a half-coupling, a packing ring and a constriction nut. Thus, the frame of the flowmeter sensor is made so that the free passage of water to the impeller is facilitated along with the necessary rigidity. The primary moving component of the flowmeter is the double-bladed impeller, which rotates on cobalt-tungsten pivots and agate thrust bearings. Special extended air cham¬bers protect the supports of the impeller from the action of the borehole fluid which may contain fibrous and abrasive particles. The air located in the chambers shields the sup¬ports from direct contact with the borehole fluid when the sensor operates in a borehole. Investigations of long-time grinding of fine quartz (to about 80% passing 0.35 pm) in a 0.6 liter stirred-media mill are described. Breakage rates and primary breakage distributions have been determined based on extensive characterization of the ground products by laser scattering/diffraction and gas adsorption. The results indicate that, while there is qualitative similarity between the breakage parameters for ultrafine and conventional (coarse) grinding, there are important, quantitative differences. In particular, it is found that primary breakage distributions become significantly narrower in the submicron sizes. The trend can be described using double-truncated log-normal distributions in which both a maximum (breaking) size and a grind limit are specified. The breakage distributions become progressively narrower as the size being broken becomes finer. Breakage rates follow a typical, consistent pattern in which the rate decreases with size according to a simple power law. Further decrease in the rates seems to occur after very long grinding times when the entire mill contents become finer than about 1µm. The effect is explained as a result of changes in the rate/size relationship in the submicron range.

Tantalum (Ta) and niobium (Nb) are extracted from many different ore types. The major economic orebody mined for tantalum and niobium consists of tantalite ((FeMn)Ta2O5) and columbite ((FeMnNb2O5)) in a solid-solution mineral commonly referred to as “coltan.” The largest supplying region, The Democratic Republic of the Congo (DRC), is unfortunately also the most ethically compromised source for this critical mineral. Officially, the U.S. government has deemed coltan ore from the DRC a “conflict mineral” [1]. The lack of pragmatic and effective local mining regulation in Central Africa, when coupled with high levels of violence and corruption, has spawned a widespread, illegal, unethical and, most importantly, unsafe economy. This illicit economy is centered around first, illegally mining these valuable conflict minerals and second, smuggling these minerals into the global supply chain. Handheld spectroscopy devices could provide further transparency to these opaque supply chains, giving miners, traders and refiners the ability to authenticate the provenance of the minerals they encounter, and allowing companies to prove compliance with the regulatory agencies attempting to curtail illicit mining.

Cobalt-rich ferromanganese crusts are one type of the two oxidic metallic mineral resources in the deep ocean that incorporate metals supplied and transported from both land (aerosols, continental run-off) and sea sources (oxygen-minimum zone, hydrothermal alteration of the oceanic crust). The substances directly precipitate from cold seawater under more or less oxic conditions and form thin layers (2 up to 25 cm thick) on hard substrate rocks like volcanic hyaloclastites, weathered basaltic rocks and/or carbonate-fluorapatite; in the crusts many metals therefore exist in the highest state of oxidation. Deposits of the Co-rich ferromanganese crusts are found throughout the global oceans on the flanks, terraces and summits of seamounts and submerged volcanic mountain ranges and platforms, where the ocean currents have kept the seafloor more or less free of sediment for millions of years. The process of hydrogenetic precipitation is basically an inorganic colloidal-chemical and surface-chemical mechanism. Elements in seawater may occur as dissolved hydrated ions or as inorganic as well as organic complexes which in general have either a positive or a negative surface charge depending on the pH of the respective aqueous environment. Those complexes may form hydrated colloids that interact with each other and with other dissolved hydrous metal ions. Hydrated cations such as Co, Ni, Zn, Sn are, for example, attracted by the negatively charged surfaces of colloidal hydrous Mn-oxide particles, whereas hydrated anions (e.g. oxyanions) and elements forming larger complexes with low-charge densities (e.g. U, As, Th, Hf, REE) are attracted by the slightly positively charged hydrous Fe oxihydroxide particles.

In April 1988, the joint venture of Morrison-Knudsen and Paschen Contractors (M-K/P) was the successful low bidder for the Metropolitan Water Reclamation District of Greater Chicago&apos;s (MWRD) Contract Number 73-164-2H. This project is yet another in the MWRD Tunnel and Reservoir Plan (TARP) devised to control and treat overflows from combined sanitary and stormwater flows. M-K/P&apos;s project, located along the Des Plaines River, consists of 21,569&apos; of tunnel mined to a 35&apos; diameter and two tunnels totaling 14,529&apos; mined to a 12&apos; diameter. All three tunnels will have 12" thick reinforced concrete lining. The path for combined sewer/storm waters to reach the tunnels begins at a connection structure, continues through an approach sewer, a sluice gate structure and down a vertical shaft which is topped by a backflow structure. The purpose of the backflow structure is to prevent water surging to the surface as the system fills rapidly. Backflow preventors represent a change in design after problems developed on earlier constructed portions of the T.A.R.P.. On this project, 14 drop shafts channel flows to the tunnel system. In addition to the drop shafts, contract specifications require an emergency or escape shaft be located not more than 4000 feet from the tunnel headings. Due to long reaches without drop shafts, four access shafts had to be constructed. Thus, the total shafts constructed under this contract will be eighteen plus one 30&apos; finished diameter construction shaft located within Miller&apos;s Meadows. Figure 1 shows the overall Des Plaines River System and the M-K/P contract connection to previous and future MWRD projects.

This study was carried out in Ichadih to map the sulfide/gold mineralization using combined electrical resistivity tomography (ERT) and self-potential (SP) methods. No geophysical analysis has been carried out to delineate such ore deposits in the area. Thus, the study provides a different approach for approximate location and extension of the quartz reef associated with sulfide/gold mineralization. It also provides the elementary idea for further detailed subsurface investigation in terms of geological and geophysical approach.

The colloidal stability of synthetic silica spheres with clean, methylated and dehydroxylated sur¬faces was studied at different concentrations of dissolved gas and KCl electrolyte at a fixed pH of 4.2. A classic stability ratio/electrolyte concentration analysis shows that hydrophobic, methy¬lated particles undergo faster rates of aggregation with increasing concentrations of dissolved carbon dioxide. Similar data for hydrophilic particles and dehydroxylated particles show no change as a function of dissolved carbon dioxide concentration. Zeta potential data behave simi¬larly, showing a strong influence of dissolved gas only for methylated particles. The results are interpreted in terms of DLVO theory, with the surface-to-surface interaction dominated by the presence of very small protruding bubbles. Direct evidence for the existence of these very small gas bubbles (or "nanobubbles") was obtained using tapping mode atomic force microscopy. Small bubbles do not form on smooth, hydrophilic, or dehydroxylated silicon oxide water sur¬faces immersed in aqueous solutions under known levels of gas supersaturation. Randomly dis¬tributed small bubbles were observed over the whole surface of observation on methylated surfaces of controlled roughness. Bubbles formed on rough, methylated surfaces were larger and less-densely distributed than those on a smooth surface of similar hydrophobicity. The process of bubble coalescence was observed as a function of time. The macroscopic contact angle, measured with respect to the aqueous or gas phase, is very different from the microscopic contact angle detected by TMAFM and appears to be due to the influence of line tension at the pinned three¬phase contact line. The latter has a value of -3 x 10-10 N and acts to stabilize the small bubbles, flattening them and thereby reducing the Laplace pressure.

Panel caving is an underground bulk mining method that uses gravitational force to mine massive, steeply dipping and deep-seated ore deposits at lower operating cost. To control dust and gas emissions entering the production level during the extraction of ore from the draw points in a panel cave, relatively negative pressure is created in the cave by installing an exhaust fan in the exhaust drift located on top of the cave. As caving is a dynamic process, designing an effective ventilation system is challenging; therefore, estimating the airflow resistance offered by the broken rock inside the cave is critical. This study investigates the effect of changes in the bulk porosity of the broken rock on the cave airflow resistance using the computational fluid dynamics (CFD) approach. The results show an inverse relationship between the cave airflow resistance and the bulk cave porosity. The pressure-quantity characteristic curves presented in this paper provide valuable information for sizing and operating an exhaust fan used for a mature panel cave ventilation.

Increasing attention is being paid to laterite nickel ore as an alternative to nickel sulfide ore to act as a feedstock for nickel metal production. While laterite nickel ore accounts for a lion’s share of global nickel resources at approximately 72 percent, it accounts for only 42 percent of the world’s nickel production. In addition, the processing of nickel sulfide ore is confronted with enormous challenges due to deeper drilling requirements, higher production costs and depleting reserves. The nickel content in the nickel laterite ore associated with hydrated iron oxides and silicate minerals limits the application of physical beneficiation methods for the removal of iron. Thus, magnetic reduction roasting followed by magnetic separation has been regarded as one of the attractive routes to concentrate and separate the valuable metals from the impurities.

Introduction It is now believed that, even with the environmental protection measures now being taken, the further application of traditional coal-mining and electric power-generation technologies will inevitably cause further irreversible damage to the global ecosystem. Further improvements in conventional coal-mining technologies, both surface and underground, are expected to have only limited impacts on the economical, ecological and social aspects of coal mining. In countries with a developed coal industry, coal reserves with favorable conditions at shallow depths are rapidly being depleted. Therefore, in the future, more coal will be mined from deeper levels, resulting in higher operational costs and lower labor productivity. The solution to this problem is to be found in developing, promoting and implementing unconventional coal-mining and advanced clean-coal technologies. This paper presents an unconventional concept that has been suggested by the authors. The basic goal is to achieve coal-methane energy resource conservation and to remove barriers to energy efficiency through the adoption of integrated, ecologically clean, innovative technology. The following principles form the foundation of this concept: Energy resource conservation: This principle concerns the exploitation of actual and potential coal-methane reserves in the most effective way with the lowest possible losses and with the application of the most energy-efficient electric power-generation technology. Energy conversion: Energy conversion means the conversion of solid coal to synthetic fuel gas (in situ or in-cycle), the conversion of methane bounded within the coal matrix to free-flowing drained meth¬ane, the conversion of solid coal in situ to a coal/water mixture (slurry), and the conversion of these gas fuels into electric power. Technological and managerial integration: This prin¬ciple means an integration of coal-gas methane min¬ing operations and electric power generation into one commercial mine-to-product enterprise with electric power as the final product. Thus, coalbed methane drainage and coal gasification (both in situ and in-cycle) integrated with a combined cycle of electric power generation constitutes a highly integrated coal-gas methane energy-generation system. The system can be materialized in the form of a local integrated coal-gas electric power complex (LICGEPC). General features of the new concept The coal-gas-methane electricity concept is actually a synthesis of the following four technological components: Coalbed methane drainage. This technique and its utilization attained recognition after commercial operations were proven successful in the San Juan and Black Worriers coalfields in the United States. Worldwide, extensive field experiments and research-and-development activities are being carried out in the area of coalbed methane exploitation and utilization. Recently, coalbed methane drainage for power generation has been undergoing intensive research and development. At the Harworth Colliery in the United Kingdom, a combinedcycle power plant has been built that uses coalbed methane. The plant has an installed capacity of 15 MW Also, Germany, Australia, the CIS and China have conducted various experiments and industrial tests on the use of coalbed methane power generation. Underground coal gasification. Another unconventional technological approach is underground coal gasification (UCG). A number of semi-commercial, demonstration and pilot projects have been undertaken in Russia, the Ukraine, Uzbekistan, the United States, the United Kingdom, Italy and Belgium to demonstrate the technical and economical viability of coal gasification in situ. In Uzbekistan, the Angren coal-gasification station has been in full-scale commercial operation for two decades. The operation supplies a power plant with synthetic coal gas. The need for wartime supplies of uranium for the Manhattan Project prompted a 1944 study of uranium in South Africa. Uraninite had been reported by R.A. Cooper in 1923 in a Witwatersrand heavy- mineral concentrate, and the search for uranium, therefore, included the district&apos;s 30 operating mills. The method of investigation was simple: take bulk concentrate samples from the Wifley tables and determine their mineralogy. Samples were taken on a daily basis, although weekly composites also were taken of some mills. In 1944, most mills had simple gravity circuits and produced (I) a gravity concentrate, and (2) an all-slime [-75 pm (-200 mesh)] product. The tonnage throughput was known, and from that, head assays could be calculated. Concentrate samples were sent to the United States for chemical analyses. A Geiger counter set up in a Johannesburg hotel room provided preliminary data. The early data showed uraninite to be widespread. Microscopic, mineragraphic, and siezing tests were all under- taken in Johannesburg. Ultimately, tests led to a high grade (+90%) uraninite concentrate. Platinum and other heavies were the impurities. In seven months, the investigations had reached the stage where it was possible to forecast an annual production of 5.4 to 7.3 kt (6,000 to 8,000 st) of U3O8. The estimate is still realistic. The Ok Tedi gold/copper deposit of almost 800 million tonnes was found in I968 because at that time technology had just developed sufficiently to enable exploration of such an area, world markets and prices for copper encouraged exploration for large deposits of low grade ore, Papua New Guinea law encouraged exploration by groups with men, money, management and expertise necessary for successful prosecution of such a search and such groups were already operating in the country.

The Detroit Water and Sewerage Department has undertaken a $1.2 billion effort to capture and treat combined sewage overflows from various outfalls along the Detroit and Rouge Rivers in Detroit, Michigan. This program is planned to include a 455,000 m3 (120 million gallon) storage and treatment tunnel which will capture overflows from 19 outfalls along the Rouge River. The tunnel is currently in the conceptual design phase, with the bid date planned for mid-year in 2001,and completion planned for August 2005. The total design and construction cost is currently estimated to be approximately $450 million. Current concepts are for the storage and transport tunnel will be 6.1 m (20feet) in finished diameter, with a total alignment length of approximately 12,200 m(40,000 feet). The main tunnel will extend through the Traverse and Antrim Shalerock formations, while approximately 5,500 m (18,000 feet) of various diameter connecting tunnel will extend through both rock and soft ground. The project will include a total of 10 drop shafts, 13 riser shafts, various connecting structures, and a 455,000 m3/day (20 mgd) pumping station. This paper will present a discussion of the design philosophy, subsurface conditions, the various planned components, and the expected design and construction considerations for the proposed Upper Rouge Combined Sewage Overflow Tunnel.

In west-central England, 183 m (600 ft) below the Cheshire Plain, lie the evaporate remains of an ancient sea. Stratified into nine beds of salt separated by marl bands, the deposit stretches roughly 21 x 12 km (13 x 7.5 miles) and contains reserves of rock salt estimated as high as 400 Gt (440 billion st). The Winsford Salt Works, one of England&apos;s largest underground mines, extracts the Cheshire salt and sells it for use as animal feed, for application in de-icing programs, and as a key ingredient in sodium fertilizer production and a variety of other industrial processes. Because road de-icing is an important market, demand for Winsford&apos;s salt varies with the severity of British winters. Design capacity is 2.25 Mt/a (2.5 million/year). However, production peaked at 2 Mt (2.2 million st) in 1987. Over the past five years, annual production has averaged 1.6 Mt (1.7 million st). Run-of-mine salt averages 92.5% NaCl, mixed with about 5% marl. The marl was formed by deposition of a reddish dust blown into the Cheshire basin from deserts in what is now central Europe. Association with the marl adds color to the salt, producing tea-colored crystals that resemble unrefined sugar. Adaptation of coal mining systems Rock salt mining in the Winsford district began at least as early as 1682. Mining at the current site dates from 1844 but was shut down from 1892 to 1928. In the early 1900s, a series of catastrophic collapses and floods plagued and ultimately shut down then-active Cheshire brine-salt producers. Subsequently, Winsford reopened and began adapting mechanized underground coal mining systems to rock salt extraction.

Numerous worthwhile benefits accrue to the industrial organization that is supported by a maintenance organization performing at a world class level. That organization will be favored with consistently reliable production equipment. It will be assured of meeting production goals. Its product will exceed marketplace standards. Its customers will see them as a quality organization. Its employees will enjoy job satisfaction and the plant will realize continuing profitability. Every industrial plant aspires to achieve ?world class? status knowing it can compete favorably with the best, most profitable organizations in the world. The trick is to achieve the attributes that qualify your organization for world class status. But there are no world class maintenance organizations. Rather, there are world class industrial organizations that include a world class maintenance organization. Maintenance, by itself, is a service provider, dependent on the support and cooperation of other departments. When that service is exceptional, it is made that way because maintenance is operating in a plant environment that requires it to be exceptional. Managers have created an environment in which maintenance can be exceptional. The plant, mine or facility manager must acknowledge from the start that maintenance is not a stand-alone effort of a plant maintenance department. It will require the joint efforts of all plant departments. Quality material support and full cooperation from operations, for example, are among the essential requisites for effective maintenance and achievement of world class maintenance status. When attributes such as these are reinforced by dedicated plant managers, profitability soon follows.

Mining is essentially a materials management process where materials are classified, excavated, moved to a desired location, processed at a cost and sold for a price hopefully to generate a profit. ?How much is that cost and can it be reduced?? is the age-old question. The requirement for a paradigm shift with regard to materials movement in search of low-cost production has not just happened by chance but, rather, has been driven by agents of change that include mining companies, consultants, governments and equipment suppliers. During the past 100 years of mining, surface mining technology has involved humans with hand tools, humans with machinery and unmanned automated equipment. In the past 50 years, surface mining technology has evolved and now takes the form of trucks and loaders (TL), in-pit-crushing conveying (IPCC) and autonomous haulage equipment (AHS).
