A key component of the Inland Feeder Project is the Riverside Badlands Tunnel, a7.9-mile stretch subjected to high internal and external hydraulic pressures passing beneath highly eroded hills in a semi rural environment. The tunnel presented significant design and management challenges to the project team. This paper describes the formula for project success used to manage the design of this complex pressure tunnel, from team member selection to the completion of all contract documents, on schedule and below budget. The project team dealt with sensitive regional and local community issues and won the trust of the community. The team included participation by senior management and recognized experts from inception to finish. The team worked diligently to build quality into design and adopted a claims avoidance approach to management and preparation of documents.

Planning the development of the Quartz Hill molybdenum open pit mine in Southeast Alaska required a number of special considerations. Located in mountainous glaciated terrain, about 3.8 m (150 in.) of annual precipitation (with annual snowfall over 10.2 m (400 :in.) was a primary consideration. Mine planning included muskeg and snow removal, avalanche control, clearing timber, water quality control, dust control, seismicity, mine schedule, work force and reclamation. Quartz Hill is in an environmentally sensitive area which has required extensive environmental baseline data collection, four Environmental Impact statements (EIS) and a large number of permits.

The method of coal pillar design involves primarily two aspects: the geometry of the pillar and the strength of the coal. However, the strength of the coal has to be emphasized with respect to the entire pillar dimension rather than isolated strength values of coal samples taken and measured from different locations. As of now, the presently applied pillar design systems do not specify clearly what the coal sample strength really represents. The intention of this paper is to introduce the concept of seam strength as opposed to the current practice of using coal strength as a prime design criteria in the formulation of pillar calculations. Seams are most often composed of multiple layers of coal, partings, and bone in various configurations, changing within the vertical section of the seam even in relatively close locations. The difference in strength between the weakest and strongest component of the coal seam could be as much as five times or more. An experimental approach based on multiple uniaxial compressive strength tests performed on coal samples from the Coalburg and Warfield seams from eastern Kentucky was undertaken. Analysis of the results led to the conclusion that for pillar dimension calculations, both the weighted mean of the seam strength and the strength of the weakest stratum should be considered, rather than the relatively vague aspect of coal strength. The design of pillar dimensions based on the aforemen¬tioned criteria should assure a more realistic design performance.

Overshot loaders are loading machines which fill a front-mounted bucket by crowding and bucket lifting, passing the loaded bucket over the machine and throw¬ing the load into a haulage unit to the rear. The load is retained in the bucket as the load mass is accelerated in its path over the machine. At the point of discharge, the bucket is stopped suddenly and the load leaves the bucket, following the throw trajectory past the rear of the loader. Fig. 1 shows a typical overshot loader of this type. Overshot loaders were developed for loading in nar¬row drift headings and drawpoints, where it is impossible to place or pass a haulage unit alongside the loader. Haulage access is to the rear of all overshot loaders. The first overshot loader was developed in the early 1930s. The early machines were rail-mounted, air¬powered, and had small loading capacities. To this day, the same basic design configuration exists, and all suc¬cessful overshot loaders still use compressed air. Bucket sizes range from 0.14 to 0.59 m3 (5 to 21 cu ft). The most commonly used machines are rail-mounted, al¬though crawler versions are popular for special applica¬tions, particularly shaft sinking. Rubber-tired machines have found some application where a greater travel distance is required between the loading and discharge points. CONDITIONS INFLUENCING APPLICATION Roadway Type Rail-mounted loaders are used where soft bottom requires rail support or where the long haul is ac¬complished with rail. This situation usually occurs in civil tunnels or in mine drifts that will continue to utilize rail-bound main haulage after development work is completed. Crawler and rubber-tire mounted loaders are used where the roadway surface is rough and lateral travel beyond the range of rail-bound machines is required. Work Area Dimensions The largest rail-bound loaders can clean roadways as wide as 4 m (13 ft) from a single track. Wider headings require multiple trackage. Headroom require¬ments are dependent upon the path described by the bucket as it passes over the machine. The largest over¬shot loader requires approximately 3.4 m (11 ft) of headroom. It follows that the largest heading that can be driven by overshot loaders from a single set of rails is approximately 4 m (13 ft) wide and a minimum of 3.5 m (11.5 ft) high above the rail. The smallest rail-bound loaders can work efficiently in headings as small as 1.8 m (6 ft) wide by 1.8 m (6 ft) high above the rail.

In 1985, Homestake Mining Co. began a program to bring several small block VCR stopes on line. This report examines these experimental stopes, including design parameters, ground control, drill patterns, secondary blasting, and mucking. Cost and scheduling comparisons are made with mechanized cut-and-fill and open cut- and-fill methods.

The building of sanitary and storm drainage sewers in urban or environmentally sensitive areas often requires the use of tunnel construction procedures. While hydraulic considerations may require only small diameters, traditional tunneling techniques make small sizes the least economical. Current state-of-the-art techniques using highly mechanized systems of pipe jacking can provide cost effective solutions to the problems of construction of small size tunnels. The characteristics of mechanized pipe jacking allow rapid advances under difficult ground conditions. The basic pipe jacking cycle is used with a variety of excavation systems to permit the contractor to satisfy engineering as well as economic parameters. These characteristics and several of the systems available are outlined.

The subject of this paper is broad and complex. Secondly, it is near and dear to the authors' hearts. Therefore, it doesn't seem possible to deal with every aspect of it in less space than a good size textbook. Also, if we dealt with all of the basics of feasibility studies and report preparation, we would cover a lot of material available in the literature, and would have to minimize our editorial comments. In view of these limiting realities, we have chosen to discuss selected facets of the subject, and to provide several comments which stem from our personal experiences during the past 20 years. "Think Ahead" hen someone is undergoing training to command a large ship, the following short phrase is engraved in his memory: "Think Ahead." The reason is simple enough. A battleship, aircraft carrier or oil tanker cannot change directions quickly, and if one waits to a what the other ship is going to do, there may be twisted metal and bodies scattered all over the ocean floor. The commanding officer has to use radar, forward rind aft lookouts, experience, common sense, intuition, weather forecasts, and everything else available to him to avoid trouble. Remember the USS Stark, and the fate of its captain? The fact the Stark was hit by a "friendly" missile didn't lessen the damage. How about running into a mine? Is it an excuse that no one thought about the possibility of a minefield ahead of the ship? The point is, relative to feasibility studies, that its prospective authors, and especially the commander of the efforts required to create it, must "think ahead" from the moment of their association with 4 mining activity. Geochemical returns from commercial analytical laboratories are often delayed because of postal and other bulk distribution inefficiencies. Consequently, minerals exploration programs are handicapped due to insufficient time for treatment, analysis, and diagnosis of the data. The minerals industry lacks a system for rapid transmission of geochemical data which allows immediate entry into statistical and plotting routines. Over the past three years, Houston International Minerals Corporation (HIMCO) has developed a computer-based system to receive, treat, and distribute geochemical data. In the past two years, Bondar-Clegg (Denver) and Chemex (Vancouver) have developed systems to transmit' data directly to HIMCO via the world-wide Boeing Computer Services (BCS) network. The main benefits to HIMCO have been ten less days for reporting turnaround, ten less days for keypunching, less data handling, accuracy. The benefits to the laboratories have been improved in-house data management, reporting, and HIMCO's increased geochemical activity.

Pacific Northwest Laboratory (PNL) currently supports the U.S. Department of Energy's Office of Civilian Radioactive Waste Management in developing and evaluating analytical methods for assessing the suitability of sites for geologic disposal of high-level radioactive waste. The research includes consideration of hydrological, geomechanical , geochemical , and waste package components and the evaluation of the degree of coupling that can occur between two or more of these components. The PNL effort and those of other research groups investing potential waste sites in the U.S. and abroad are producing a suite of computer codes to analyze the long-term performace of the proposed repository sites. This paper summarizes the ongoing research in rock mechanics at PNL involving flow through jointed rock. The objective of this research is to develop a methodology for modeling the coupled mechanical-hydrological process of flow through joints and then attempt to validate a "simple" model using small -scale laboratory test data as a basis for judging whether the approach has merit. This paper discusses the laboratory tests being conducted to develop s joint behavioral constitutive model for the numerical method under development and the modeling approach being considered.

A simple modelling methodology has been proposed to predict the performance of industrial coal flotation circuit based on the observations made on the actual performance. The solid content in the tailings of the coal flotation circuit has been identified as a lode-star to predict the performance in terms of yield and ash content of the concentrate. As more phosphate deposits are discovered and new mines are developed, the necessity of critically evaluating various rocks for phosphoric acid production recurs ever more frequently. This need is accentuated by the increasing number of, fertilizer plants being constructed on deep water at various locations to serve world markets and to take advantage of locally-available sulfur or sulfur-bearing ores. A major proportion of all phosphate rock mined is consumed by wet-process plants and this acid in turn is consumed, usually captively, in the manufacture of fertilizer. It is apparent, therefore, that the first question asked by the developer of a new deposit is - How will it work in a wet-process plant? and conversely, when developing a deep water, project, one of the early studies required is - Which of the available rocks shall we use? Introduction Recognition of Coal Workers' Pneumoconiosis (CWP) as a major occupational disease has affected various aspects of the coal mining industry in the United States as well as in almost all major coal producing countries. Regulations related to the control of coal mine dust forced mine operators to modify their mining and ventilation practices. As the coal production record of the last 15 years shows, this had both direct and indirect impacts on the productivity and production costs. To identify the causes of CWP, many research efforts have been made through- out the world. Most of these studies were epidemiological in nature, attempting to pinpoint exposure and seam variables that affected the incidence of the disease. Other studies have been oriented toward the elemental and mineralogical composition of the coal dust in the mine atmosphere and in the miners' lungs. These studies indicate that there may exist some relationships between the characteristics of the coal mine dust and the prevalence of the disease. Some of the variables that are thought to affect the occurrence of CWP are the mass of the dust in the working place, the rank of the coal, the existence of certain trace elements, the free silica content of the coal, and the existence of other minerals in the respirable dust. A more complete description of these previous re- search studies has appeared elsewhere (Mutmansky and Lee, 1984). The behavior of particles in the human lung is known to be governed by their aerodynamic diameter, which is defined as the diameter of a hypothetical spherical particle with unit density that exhibits the same settling velocity as the given particle. Because of this fact, the aerodynamic size distribution of coal mine dust is one of the parameters to be determined along with the other physical, elemental, and mineralogical characteristics. The objective of this paper is to establish a strategy for providing coal mine respirable dust samples for characterization purposes using instruments that classify according to the aerodynamic diameter. A method of monitoring production, information, i.e., raw tonnage and machine state, from each working section has been developed. The method is based on the sensing of electrical parameters in each section load center, and the reporting of this information through the existing mine-wide monitoring system. A decision-theoretic type of pattern classification technique has been used to define the machine states. The basis of the method is presented in this paper, along with a proposed hardware and software implementation scheme. Information issues central to the development and use of the proposed production monitoring system are also discussed.

The technology base of the process is the Rotary Air Concentrator (a dry circular air jig) that recovers gold from the desert sand resource. The Front Range Infrastructure Resources Project (FRIRP) of the U.S. Geological Survey (USGS) is currently using Landsat Thematic Mapper? and air- borne-visible-infrared-imaging-spectrometer (AVIRIS) data along with planned thermal-infrared data and interferometry-synthetic-aperture radar (IFSAR) data to assess the industrial-minerals quality and quantity along the Colorado-Wyoming Front Range Urban Corridor and to characterize surrounding areas. Landsat? satellite data show synoptic views of the corridor, which may readily be used to identify potential regions of permissible terrain, such as river drain-ages, pediment surfaces, upturned lithology, and bed- rock exposures, where various types of deposits may occur. Descriptive models of these deposit types are used to define the physical features that need to be recognized and characterized. In the case of Landsat? data, the measured light is either reflected or partly absorbed by surface materials, depending on the wave- length of the light, which allows coarse mineral classifications to be made.

INTRODUCTION The increasing price of gold and silver over the past 10 years has caused increasing activity in the exploration, evaluation and development of precious metals projects. Many of these deposits are relatively low grade and short lived which makes them economically sensitive to the major project variables such as metal price, capital cost, operating cost and of course, tonnage and grade. These deposits often have a high variability (a coefficient of variation -- o/u -- of 2 to 5) and an intermixing of ore and waste, making ac- curate ore reserve estimation difficult, especially when using traditional estimation techniques. Often, the estimation errors are not the 10-20% that we see in base metal deposits, but the errors in grade and tonnage can be as high as 50%, which can obviously have a very substantial impact on project Recent developments in geostatistics when coupled with a sound geologic under- standing of the deposit can significantly improve reserve estimates of these variable precious metals deposits. Examples will be given of actual deposits where the traditional estimates were significantly different from the mining reality. An attempt will be made to explain the applicable geostatistical tools with a minimum of geostatistical jargon and without complicated formulas. The key to improving the reserve estimates is a clear understanding of the deposit geology and especially the structural controls, the use of local estimation techniques that recognize the intermixing of ore and waste and the effect of selective mining on recoverable reserves, and the use of a global reserve estimation technique to check the results of local estimation. Geologic Controls The vast majority of gold and silver deposits being mined or developed in the western United States would be classified as epithermal deposits. These are formed by hydrothermal fluids (hot water) flowing upward through the rocks and depositing the precious metals as the fluids cool or reach areas of lower pressure or favorable chemical sites. These environments are similar to present day hot springs-type environments with some deposits being clearly associated with surface hot springs such as the Homestake McLaughlin deposit in northern California. These hydrothermal deposits can occur in sedimentary rocks resulting in deposits such as those of the Carlin district or the Jerritt Canyon deposit or the hydrothermal systems can occur in volcanic rocks forming deposits such as Round Mountain, Manhattan or Paradise Peak. The mechanisms of formation were similar in either case with the solution flow controlled by geologic structure and precious metals deposited when the conditions of temperataure, pressure and chemical environment were favorable. The gold and silver hearing solutions travel through permeable faults and fracture systems depositing the metals along these channels. The grades are often highest in the central parts of these conduits (veins) with lower grades in the surrounding rocks. An understanding of the nature, distribution and orientation of these plumbing systems is important to a realistic reserve estimate. The point to be emphasized here is that, good, sound geology in the form of geologic mapping, logging of rotary chip samples and a few carefully logged core holes can signifi- cantly improve an ore reserve estimate.

The bulk scavenger tailing from Aberfoyle's Hellyer Concentrator, which represents about one-third of the total tailing, runs about 2.5-3 g/t gold and 140-200 g/f silver. Both values are very finely disseminated, particularly the gold. Aberfoyle wished to establish whether ultra-fine grinding followed directly by cyanide leaching could be applied to the tailing for recovery of gold and silver. The work comprised the determination of gold and silver recoveries as a function of grind size and leaching time, the specific energy consumption required for continuous wet grinding of the tailing to the specified product size in a small horizontal continuous stirred mill, and an estimate of the rate of media consumption. The maximum extraction of gold, 23.3% was obtained from the finest product, with the highest cyanide concentration and longest leach time, confirming earlier work. A similar result was obtained for silver. The specific energy requirement for milling rose from 27.7 kWh/t for a P80 of 8.1 um to 219 kWh/t for a Pea of 2.3 um. The consumption of ceramic media was about 1.6 g/kg of final product. An extensive QEM'SEM Trace Mineral Search on the unground tailing failed to identify any gold-bearing particles but did identify silver-bearing particles which displayed a variety of textural associations and liberation characteristics.

NEW ROUTES - 63rd STREET CROSSTOWN The New Route construction along East 63rd Street in Manhattan began in 1969 with the East River tunnel connecting Manhattan and Queens. The 63rd Street Line, once in Queens, is planned to connect to another new route called the Queens By Pass or Super Express (See Exhibit 1) which would connect to the Queens Boulevard Line at Forest Hills. The purpose of the Queens By Pass was to alleviate subway congestion to and from the Borough of Queens, whose population had rapidly expanded during and after World War II. The existing Queens Boulevard subway lines (the "E" and the "F" trains) are almost filled to capacity at their terminal stations with passengers from Long Island. Passengers boarding trains enroute from the local Queens stations have difficulty boarding crowded trains, and, at times, cannot board the trains. The New Routes, thus, were to give additional train capacity into Manhattan and thereby relieve the crowded conditions along the Queens Boulevard corridor. PROFILE - METHOD OF CONSTRUCTION The portion of the New Route passing east-west under East 63rd Street on Manhattan (See Exhibit 2) had to snake beneath intersecting structures running north and south, such as the Con Rail tracks below Park Avenue and the 80 ft deep Lexington Avenue Express track structure along Lexington Avenue.
