"Mining on Seattle’s SR99 tunnel began in July of 2013. Initial mining progressed slowly through a 4.5 m (14.9-ft) thick fiber-reinforced concrete headwall before immediately entering the first of three planned safe havens. Once through the headwall and safe haven the machine would move through roughly 122 lineal m (400 ft) of jet grout improved soil at a rate of slightly more than 1.6 m/d (5.3 ftpd). It was anticipated that once mining has passed through the improved area, “Bertha” – now the world’s second largest tunnel boring machine (TBM), would be moving at a rate of almost 11 m/d (36 ftpd). By the end of October 2013, Bertha had mined roughly 131 m (430 ft), averaging 1.4 m/d (4.7 ftpd), and had begun mining within native soils. By the start of December 2013, tunneling had reached the 244 m (800 ft) mark and Bertha was averaging 3.6 m/d (11.9 ftpd), achieving as much as 12.8 m (42 ft) of progress on given days. Unfortunately, on Dec. 6th, 2013, Bertha began to stumble and all progress quickly came to a halt.Initial reports stated an obstruction had stopped Bertha in her tracks. The preliminary investigation involved installation of 10 deep dewatering wells to reduce the hydrostatic pressure within the ground around the TBM, to allow the contractor’s personnel to inspect the cutter head from within and also to investigate for the presence of obstructions at the face of the cutter head. During inspection, the contractor’s crews found fragments of steel pipe entangled in the cutter head. The steel was apparently from an abandoned 254 mm (0.9 in.) diameter monitoring well casing, previously installed by the Washington State Department of Transportation (WSDOT) to monitor groundwater conditions for the design and planning of this tunnel project. After the steel was removed from the cutter head and cleared from Bertha’s path, she attempted to move forward but was only able to generate a slow crawl."

The long hole open stoping (LHOS) method is widely used in underground mining. While methods to predict stable stope geometries are well established, the ability to maintain a stable back often assumes effective ground support across the full stope span. The efficacy of the support strategy is dependent on rock jointing, quality, density, top cut width and height, and the type, amount, and orientations of bolts installed. However, it is becoming increasingly common for operators to assume narrow top cuts in service of wider stope spans with minimal bolting coverage. Failure to account for the required top cut drift size and support requirements can ultimately lead to raveling type instabilities along stope shoulders that result in back collapse. A new method has been developed to evaluate the minimum top cut dimension necessary to accommodate wider stope spans with various rock bolting configurations. Due to the economic impacts of top cut development and support, this is a critical consideration in the accurate costing and scheduling of a LHOS operation. Tables 1 lists the acronyms are used throughout this paper.

The effect of the chemical composition of pulverized bituminous coal particles on their physical transformation during the initial stages of combustion has been investigated. The results suggested that cenosphere formation does not require extensive thermal decomposition of the coal particles. The vitrinites in the bituminous coal softened earlier and developed larger cenospheres than the othe macerals. The coal particles swell to a higher extent during combustion than in pyrolysis; however, the cenospheres formed in the former process experienced a higher extent of fragmentation. The development of microporosity occurred predominantly after the resolidification of the swelled char particles. The type of macerals originally in the coal did not significantly affect the microporosity of the chars. Conversely, the morphology and anisotropy of the chars were strongly dependent on the maceral composition of the coal.

The effects of the operating parameters of media filling ratio, solid mass fraction, grinding media size and grinding time on the stirred media milling of talc were studied. The findings were assessed based on the product particle size (d50, d10), surface area (Sw) and energy consumption (Em). Furthermore, after determining the optimum grinding conditions, Box-Behnken statistical design was used to determine the effect of parameter interactions on the d50 size. The media filling ratio significantly affects d50 size decrease compared with solid mass fraction and grinding time. The minimum d50 size was also achieved under optimum grinding conditions.

Public-private partnerships (PPP) are gaining in popularity at the federal, state and local levels as the public sector seeks private capital to finance infrastructure and other projects that traditionally have been funded with public funds. In general, a PPP involves a development agreement between a public owner and a private sector concessionaire. Under the development agreement, the concessionaire is responsible for financing, designing, constructing and typically operating and maintaining the completed project for a concession period (often multi-decades in duration). The concessionaire typically enters into an agreement ? the design-build agreement ? with a design-builder to design and construct the project. The concessionaire may secure financing from banks, investors or from a combination of these and other sources (collectively the financier). While the PPP experience in the United States has been modest to date, an increasing number of projects involving tunneling or other significant subsurface work are already being delivered in the PPP mode. Public owners have significant options to address risk allocation for subsurface conditions on PPP projects. The same sound and fundamental principles of fairness in risk allocation that apply in other major subsurface projects should be applied and adopted in the PPP context

The Anaconda Minerals Company operates a molybdenite and copper producing mine and mill facility near Tonopah, Nevada. Included with the milling facility is a ferric chloride leach plant for removal of copper mineralization from the molybdenite concentrates. Discussed are the engineering and construction schedules associated with the leach plant. The chemistry associated with the process along with a description of the process flow, equipment, and operating parameters are contained in the paper.

Coal mining has been an important industry in the Appalachian area for many years. This is particularly true in the northern part of the area, namely, in Pennsylvania, West Virginia, and Ohio. Also, in the south a great deal of mining activity has been carried on in Alabama, Kentucky, and southwest Virginia. Some of the by-products of this activity has been the production of mineralized water from the mines in copious quantitites. The southern Appalachians have been somewhat more fortunate in that the water there has had a considerable amount of alkalinity in it, which has to a large extent eliminated some of the more undesirable aspects of mine drainage. Northern Appalachia, including central and western Pennsylvania, the Monongahela basin in West Virginia, and the Appalachian area in eastern Ohio have not been so fortunate in that coals in those areas and the top and bottom rock have, in many cases, shown considerable quantities of pyrite, and the water does not carry the carbonates found farther south.

In this work, a comprehensive field study was carried out to measure the background air quality status and identify the air pollution sources from opencast mines around a heritage site in India. Air quality modeling was conducted to envisage dust concentration due to existing and closed mines in the region. The air quality modeling exercise predicted that particulate-matter levels of PM10 and PM2.5 might increase in the ranges of 3.2 to 23.1 and 2.1 to 8.9 μg/m3, respectively, due to mining activities when some of the closed mines will be operated in the region without controlled emission. The predicted total PM10 and PM2.5 at the selected receptor locations were in the ranges of 86.39 to 194.89 and 34.82 to 99.55 μg/m3, respectively. Adequate measures were suggested to control air pollution from mining activities, and an intelligent dry fog system was designed to suppress dust emission efficiently from mineral processing plants and opencast mines. The developed system has special features for facilitating eco-friendly mining.

Samarium (Sm), one of the rare earth elements (REEs), and cobalt (Co) are used in the production of SmCo permanent magnets, which have excellent temperature stability, corrosion resistance and oxidation resistance. Of the two types of SmCo magnets, one contains a high amount of iron, approximately 15.2 percent. This paper focuses on the recycling of iron (Fe)-bearing SmCo. In this study, an oxidative leaching process with nitric acid was developed to eliminate iron through in situ hydrolysis and to dissolve REEs and Co. The influence of experimental conditions on the formation of an amorphous iron compound through the hydrolysis of Fe3+ in a nitric acid environment was thoroughly examined based on a Taguchi orthogonal array. The optimal parameters for oxidative leaching were determined to be an acid concentration of 3 mol/L, a solid-to-liquid ratio of 1/10, and a process temperature of 60 °C.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. Since the early 1960s, there have been efforts to develop and produce reliable continuous haulage systems capable of taking the full output of a continuous miner and transporting it, in one continuous flow, from the face to the tipple. The majority of the successful continuous haulage systems were placed in operation in the early 1970s. These were all of the bridge conveyor type. They usually consisted of bridges and mobile bridge carriers (MBC) attached at the inby end to the continuous miner and at the outby end to the panel conveyor itself. These successful bridge conveyor continuous haulage systems are either of the belted or chain type. The most successful belt type continuous haulage systems are those manufactured and marketed by the Long-Airdox Co. Until early 1977, Jeffrey Mining Machinery Division manufactured and marketed the most successful chain conveyor type haulage sys¬tems. In 1977, Long-Airdox reentered the market with a chain-type system to complement its belted system. The original bridge-type continuous haulage system was introduced to the coal mining industry in the early 1960s by the old Long Co., a predecessor to the current Long-Airdox Co. These original units were of the chain conveyor type. In the early 1970s, there were also developments in continuous haulage, employing different material handling media. These in¬cluded the Serpentix, a flexible type belt, introduced by the Joy Manufacturing Co. There was also a serious attempt to introduce hydraulic-type continuous haulage by Consolidation Coal Co. and Conoco Research. Despite some startling successes, particularly with the bridge-type haulage systems, the general and widespread application of continuous haulage has eluded the mining industry. Some of the problems are related to underground conditions; others to people, both management and labor. One of the greatest obstacles to universal success continues to be the difficulty of accepting the philosophy as well as the machinery of continuous haulage. Nevertheless, efforts continue to spread the success of commercial and viable systems in the industry. There is also effort to improve on these systems, and on methods for their successful use. In addition, efforts continue, with private and public support, to develop new types of continuous haulage equipment and systems. Bridge Type System Developments Because they have already been successful in some US and overseas mines, new developments in bridge-type systems will first be touched on. The Long-Airdox Co. has continued to improve both its belted and chain continuous haulage system. In the belted system, the company recently introduced a new design that will be mainly applicable in higher coals and in noncoal mining applications, as shown in the accompanying figure. This new system is equipped with 305-mm-diam (12-in.-diam) pulleys in the bridges and mobile bridge carriers, in place of the 150-mm-diam (6 in.-diam) pulleys in the standard system. The modification is designed primarily to improve belt life and keep belt problems to a minimum. An operator, the Clinchfield Coal Co., a Division of Pittston Coal, developed the detaching of the bridge-type continuous haulage system from the miner by placing a mobile bridge carrier at the head of the string. However, Long-Airdox and Jeffrey have now made this an option to their at¬tached-type system. The physico-chemical interactions among minerals such as olivine, chromite and serpentine; the most commonly present ions in solution such as Ca and Mg; and flotation reagents such as EDTA and oleic acid were investigated. The study was conducted via release tests, electrophoretic measurements and microflotation of selected minerals coming from the Kukes deposit in Albania. The results were confirmed in beneficiation tests on two ores, one from the Kukes (Kalimash) deposit and the other from the Rizo deposit in Greece. It was demonstrated that, when Na-oleate is used as collector, chromite, olivine and serpentine can be separated at pH 2.5 and/or pH 5.5 when employing ethylenediamine tetraacetate (EDTA) on previously deslimed material. This approach ensures flotation concentrates with a Cr203 content better than 50% with a recovery of more than 75%.

DTX is a 1.3-mile-long rail extension being constructed by Transbay Joint Powers Authority to extend Caltrain rail service and future California High Speed Rail service to downtown San Francisco. It includes a 3,352-foot-long mined tunnel with a cross section varying from 50 to 60 feet wide and 43 feet high to accommodate two- and three-rail tracks. DTX will be excavated in mixed-face and Franciscan Formation with ground cover ranging from 40 to 85 feet. This paper discusses how mined tunnel design has evolved since the initial preliminary design phase over 10 years ago. The current design concept for tunnel construction is also discussed.

The mining sector, which is important in terms of raw-material and energy supply, is seen as a sector with high number of fatal accidents compared to other sectors. In this century of heightened occupational health and safety awareness, it is important to review past accident statistics and analyze current deficiencies using the information in inventory. Although there are many studies assessing occupational accidents occurring in the mining sector, there are few studies using the nonparametric linear programming method. There are many input and output parameters related to occupational health and safety. Nonparametric linear programming method has been found to be useful because it provides simultaneous evaluation of these input-output parameters, does not require functional form in the analyses and provides guidance on the improvement needed by the related parameter. However, this method analyzes data using a single period of time and does not take into account any changes in efficiency over time. In the literature, there is no study in which the change of occupational accidents occurring in mining and even other sectors over time is examined and the Malmquist total factor productivity index (MPI) is used. Within the scope of the present study, the aim was to examine the change of occupational accidents occurring in Western Lignite Corp. in Turkey, where underground and surface production methods are applied, between 2005 and 2018. It is the first time MPI is used to examine the change of occupational accidents over time. The DEAP 2.1 computer program written by Coelli [1] was used in the solution of the models [2].

DESIGN BASIS Size of Project The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect with a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd with¬out major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Other projects are sized according to the tonnage of product rather than of mine ore; examples are iron ore mills that express size in terms of tons per year of pellets or high-grade concentrates, heavy minerals plants in tons per year of rutile or ilmenite, cement plants in barrels per year, potash in tons per year of muriate, phosphate in tons per year of washer rock and flotation concentrate, and others. However, tons per day milling rate is also the common denominator in most of those instances because the major equipment has to be selected on that criterion. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding, and processing. Hours per shift also are an impor¬tant factor in design, particularly in the case of ore delivery, and the lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into ac¬count. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure, but rather as an average over a calculable period, such as ten years, or as a specific daily capacity over the first two years, next four years, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 miles southwest of Tucson, Ariz., described by Weiss and Vincent,1 where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. Expected Life The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis2 which, in turn, is based on many factors. From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, environmental considerations, and many others. Costly installations that may be excellent investments for a 20-year project may be waste¬ful for a 5-year operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grind¬ing-the former may be found more economical for a 5-year operation, and the other, more costly method more economical for a 15- to 20-year life. Mining and Ore Transportation The mining method and the means of transportation of the ore to the first crushing stage have far-reaching effects upon mill design, particularly the crushing sections, and upon site selection (see Chapter 2, Situation of Mill). Consequently, mill design cannot advance until the mine planning has reached at least tentative decisions concerning these important matters, or reach the final stages until much is known about the ore that may be expected month by month and year by year for a reasonable period. Methods of ore transportation used in over 90 underground and open-pit mines are listed briefly in Section 32 (Table 1), and more detail is found later in this section and in Section 10, Storage and Transport. These methods include surface railroad, trucks, conveyors, surface skips, underground skips, and tramming from hoist or tunnel. In surface mining, transportation of the uncrushed ore by rail or truck to the primary crushing plant-conveniently located for lowest overall cost-is most common. Rail transportation provides low perton-mile costs. Truck transportation, though in some cases less eco¬nomical, is more flexible and more adaptable to mountainous terrain; furthermore, recent improvements have reduced the operating costs to keep trucks competitive on low-grade ores. The design of the primary crushing plant will be essentially the same whether delivery is by truck or rail, but the location of the plant is subject to more rigid restrictions in the latter case because of grade limitations, and these in turn may adversely affect the selec¬tion of the mill site as well. The influence of truck haulage in reducing the stripping ratio in open-pit mines is an added reason for predicting a minor role for rail transportation in the future. The use of conveyors to transport ore from the pit to the milling plant involves (in most cases) crushing the ore to a reasonable size (10 to 20 in. maximum with today's crushers) before conveying. The Twin Buttes system3 which went into operation in late 1969, utilizes primary crushers (two) and conveyors to receive rock waste, ore, and low-grade stockpile material from trucks, then transport them to the appropriate destination. Flexibility is dependent upon the porta¬bility of the primary crushers. In the face of this development, inclined skip hoists are no longer important to the mill designers. Underground mines generally pose fewer problems of design; these will be discussed in Chapter 2. Character of Deposit The degree of homogeneity of the ore in various parts of the mine is an important factor. The characteristics that concern the millman (approximately in order of importance) are: hardness, assay, metallurgical response, size distribution,4 and moisture content. Under metallurgical response may be included degree of oxidation, mineral¬ogy, clay content, and reagent consumption, as well as process re¬sponse in general. Short-term variations-hour-to-hour, day-to-day, or even week-to-week-make operation of the plant more difficult, require greater flexibility of process design and, perhaps, also require more instrumentation and manpower. As air quality sensor networks become increasingly popular in underground coal mines, it is important to generate paradigms for the application of the collected data. To date, air quality sensing has been primarily used as an early warning system for hazardous air conditions. Using data collected from a network of sensors in a US underground coal mine, we have created multiple visualization methods to show the interactions of carbon monoxide evolution with ventilation airflow. These visualization methods can allow for further analysis of the source of contaminant, as well as better data resolution across the area of concern within the mine. By utilizing univariate spatial interpolations, we present methods for identifying the movement of carbon monoxide at one-minute intervals. The resulting visualizations display the evolution of carbon monoxide concentration across a sizeable study area over a period of 14 minutes.

INTRODUCTION Perspective The phrase "minerala resource appraisal" is widely and loosely used to refer to any quantitative description of a naturally occurring source of fuels, metals, or nonmetals. This leads to confusion when mineral resources are so conceived, for the term refers generically to information on stocks-mineral endowment, resources, reserves, and potential supply-that differ in ways that are important in economic analysis. Mineral resource and other stock measures- these are not flows, e.g., the supply of minerals-have precise technical meanings, which are presented in this paper. Quotation marks are used to separate the nontechnical use of mineral resource from the technical. The term appraisal also leads to some con- fusion because it too is loosely used. When an appraisal employs probability and statistical methods, the appropriate term is estimationb, not appraisal or assessment. This paper presents a conceptual framework or mineral resource information which renders technical, or well defined, relationships of mineral endowment to physical attributes of the earth's crust and earth processes, as distinct from economic values, and identifies estimation approaches that lead to different economic measures of stocks and flows. An important result of this approach is the distinction between the relevance of mineral resource information to economic and policy issues about potential sup- ply (stocks) and dynamic supply (flows across time). With regard to policy analysis, this paper recognizes that mineral resource information has a cost as well as an imputed value. Such a treatment implies that there is an optimum state of resource ignorance, or enlightenment, for a given policy issue and that the relevant economic issue is the selection of that information strategy and appraisal methodology that is indicated by the optimum state. Until the initiation of the OPEC oil embargo, the demand for information on mineral re- sources and potential supply was limited to occasional studies commissioned by Congress or the President of the United States. In these, mineral and energy resources remained loosely de- scribed. When quantitative estimates were supplied, they were not rigorously made, and the estimates and the methodology accordingly escaped close scrutiny. Usually, neither the geo- logical nor economic bases for estimation were carefully described or critically examined. The imposition by OPEC nations of the embargo on oil caused a sudden change in the public and scientific demands for specific 'resource" appraisals, especially of oil and of uranium. These

Economical and environmental pressures necessitates the recovery of the minus 0.6 mm x 0 coal generated by todays mining machines. This size fraction, dependent on the type of production unit, maintenance of the production unit, and the Hardgrove Grindability Index, can be a substantial portion of the Preparation Plant feed. Historically, dewatering of the collected 0.6 mm x 0 product has often been rather expensive and marginal with respect to surface moisture reduction.
