INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation's (UNC's) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer's Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. Blockchain technology is one of the prominent disruptive technologies that are being implemented in several disciplines. The application of blockchains in the mining and mineral industry can provide utility to several processes especially when the industry is undertaking digital transformation. The governing principles of blockchain technology are applicable in undertaking transformation in several processes within the mining industry. This study investigates the applications of blockchain technology within the realms of the mining industry and identifies key areas of implementation. A systematic review of publications on academic platforms relating to blockchain technology in the mining industry did not retrieve a considerable number of articles. Consequently, a thorough review of white papers and articles authored by individuals on use cases within the mining industry is compiled and presented in this review article. This review article identifies all the potential areas within the mining industry where blockchains could provide value and improve processes through their implementation. The broad area of implementation of blockchains includes supply chain, traceability in spares parts, contract management, regulatory compliance and cybersecurity.

Sixty years of rock bursting in the Coeur d'Alene district has taught painful lessons and led to a number of practical advances in controlling rock-burst hazards. This paper summarizes these lessons, concentrating on practical measures that have been successfully adopted to reduce hazards. These lessons are explained in the context of district mining history and current understanding of rock-burst phenomena. Overall, the paper provides the practicing mine engineer with an appreciation of rock-burst hazards and an overview of practical measures that can be used to control these hazards in the context of Coeur d'Alene district experience.

Biology opens a new frontier for the mining industry. With rising environmental concerns, the need to couple conventional chemical and physical technologies with sustainable approaches is pressing. At Allonnia, we harness microbial processes to create innovative and environmentally responsible technologies with broad applications. The native microbial community (microbiome) remains largely unexplored at most mining sites, unlike the geochemical environment. The exploration of complex biological reactions that could transform mining technology is just starting and holds vast possibilities, spanning bio-cementation, carbon sequestration, ore beneficiation, water mitigation, bioleaching, metals recovery, and more. Allonnia has collected samples from mine sites in Australia, Africa, and North America to characterize the microbiome and uncover the genetic potential present in mineral-rich environments. We are evaluating microbial metabolites that selectively solubilize gangue from various ores. In addition, biological reactions hold promise as tailings stabilizers. Our early efforts illustrate exciting prospects for harnessing biology’s potential in mining.

Since the failure of a major coal refuse disposal embankment and impoundment in the Buffalo Creek watershed near Man, West Virginia in early 1972, there have been extensive changes in the design and construction requirements for coal refuse disposal facilities located throughout the United States. The primary emphasis has been on improving the safety of these facilities, particularly for impoundments which are capable of storing millions of gallons of process water and storm runoff. The Mine Safety and Health Administration (MSHA) of the U.S. Department of Labor (formerly the Mining Enforcement and Safety Administration, U.S. Department of interior) has been the lead federal agency in promulgating regulations pertaining to coal waste disposal. In 1974 and 1975, studies were undertaken by our firm under contract to the Mining Enforcement and Safety Administration to prepare a comprehensive engineering and design manual to be used by operators and engineers in the planning and design of coal refuse disposal facilities with the intent ion of avoiding any more Buffalo Creek failures. The resultant 800-page document addresses major subjects such as safety, environmental controls, and cost. Specific topics include characterization of coal refuse, classification of disposal facilities, project planning, geotechnical investigations, testing and design requirements, hydraulic and hydrologic design, environmental factors, operations, and monitoring, instrumentation, and maintenance.

Four areas have been identified as favorable drill-site locations for determining whether or not a suspected prophyry copper deposit exists in Rowe Canyon, Nevada. Favorability is based on the similarity to a deposit model constructed from geochemical data for the porphyry copper deposit near Ely. Favorability is defined as the coincident number of positive anomalies for the elements zinc, silver, arsenic, antimony and iron. The favorable areas coincide with an observed magnetic high and areas in proximity to major faults.

Under contract to the U. S. -Department of.-Interior, Office of Coal. Research, Hittman Associates recently completed a 16 month study of the environmental-factors associated with the siting, construction, and operation of large scale coal refineries. (1 2) The objective of this study was to identify the environmental effects and to define the magnitude of these effects and the approaches which can be used to mitigate adverse environmental consequences. In the study, the five major coal bearing regions of the country having reserves adequate to support a number of large scale coal refineries were considered. The regions considered were: Appalachian, Eastern Interior, Fort Union, Powder River, and Four Corners.

Lignite reserves occur all over the world in different climatic regions. This means, that the impact of the hydrologic regime upon mining activities and, vice versa, of the mining activities upon ground and surface water conditions will be different between any two mines. On the other hand, most economically important lignite deposits can be grouped according to principal depositional and structural features described briefly in the following section. These features do allow a preliminary assessments of the nature of ground water problems which may face the mine. The cost of protection against water which threatens a mine, the environmental impact of the appropriate measures to achieve this end and the restraints of population density which both might exclude the most cost-effective approach will govern the project expenditure for drainage work. Whether or not this expenditure can be borne by the project must be established during the feasi¬bility phases of mine planning. So, the somewhat provoking title of this paper does not mean that its question can be answered once for ever. It should rather serve to bring to the attention of the audience the major features of mine water control.

There are many types of filters designed to separate a solid from a liquid, including plate and frame presses, pressure leaf filters, gravity filters and vacuum filters. This discussion will be limited to continuous vacuum filtration and, specifically, to continuous rotary vacuum disc filters, drum filters and horizontal belt filters. The use of vacuum filtration can be advantageous in that: 1. The feed slurry can be delivered to the filter either by gravity or by a simple, inexpensive low pressure pump that only has to overcome the resistance of the feed piping system. 2. The filter equipment does not have to withstand high pressures. Consequently, a wide range of materials of construction, including plastic and fiberglas reinforced polyester (FRP), can be used in the fabrication. 3. After the form time, the filter cake is exposed to the atmosphere and the cake is accessible for further operations such as mechanical or physical dewatering, washing, and sampling on a continuous basis. 4. The discharge of the dewatered solids is continuous for directly feeding to the next operation; for example, a dryer. 5. Various methods of discharge can be fitted to the filter to effect optimum discharge of the dewatered cake solids. The principal of operation of a vacuum filter, regardless of type, is basically the same. The filter incorporates a filter medium supported on a drainage system and arranged so that the mixture to be separated (feed slurry) can be introduced to one side of the filter medium on which the solids are trapped and through which the liquid (filtrate) flows due to the applied vacuum.

Outokumpu Oy has acquired considerable experience with on-stream X-ray fluorescence analyzers and with computer control of flotation processes over several years. It became evident at the outset of this work that a reliable and accurate on-stream analyzer was more than a collection of different pieces of hardware linked together. Extensive work was done to develop an integral analyzer system, beginning with process samples through the spectrometer to report typewriters, recorders and the control computer. To date, over ten Courier-300 analyzer systems based on this development have been installed world-wide, several of which provide the key information for successful computer control systems. Computer control of flotation processes has been under development at the Pyhäsalmi concentrator since 1968. Two different control strategies have been implemented. The copper flotation is controlled by means of a mathematical model and economic criteria, whereas the "evolutionary operation principle" is applied to the zinc flotation. The computer control system installed at' the Vuonos-mine has been developed according to the same guidelines. In order to consolidate this wide experience, a flotation computer control system, Proscon-100, was developed by Outokumpu Oy, and the first system was installed at Kotalahti in 1972. In addition to the technological experience, enough information has also been gathered to illustrate the economical, benefits accruing through the use of these advanced tools of automation.

Broadly conceived, the demand for electricity depends upon three sets of variables: (i) the growths of the many individual demands for energy services; (ii) the competitiveness of electrically driven technologies in meeting these demands; and (iii) the energy-conversion efficiencies of installed electrical technologies. The first set of variables establishes the size of the potential market; the second, the market penetration of electrical equipment; and the third, the quantity of electricity required to operate the equipment. All forecasts of electricity consumption ultimately depend upon inferred or assumed relationships to describe the future behavior of these variables. This partitioning of the demand-forecasting problem is conceptually useful and will guide the discussion presented in this paper. However, it is also something of an oversimplification. Examined in more detail, the electricity fore-casting problem is exceedingly complex. The variables mentioned above are, in turn, found to depend upon more fundamental sets of demographic technological, resource, and policy variables. The demand projections developed by the major forecasting services are usually developed in terms of these underlying variables, which themselves must be independently forecast.

In longwall top-coal caving (LTCC) mining with an inclined seam, the recovery rate is low and equipment stability is poor due to the unbalanced top-coal drawing process. To address these problems, this paper proposes the dynamic group caving method (DGCM), whose basic premise is that when the drawn volume of top coal from a support reaches about half, the next support begins drawing top coal, and the drawing process between the two supports is half done. Using particle flow code (PFC), the caving mechanism of top coal under DGCM was investigated. The results are of significance to realize high efficiency and precise caving in LTCC mining with an inclined seam.

Many deep well waste disposal. operations have adopted the technology of the petroleum industry but fail to make full use of the knowledge and experience upon which this technology is based. Inexperience in subsurface exploration commonly leads industrial personnel to an over simplified understanding of the complex subsurface rock/fluid environment and overly optimistic "degree of exploration /adequacy of knowledge" ratios. Several fundamental differences between disposal and petroleum production are discussed. In particular, the evolution of understanding of the subsurface in relation to degree of exploration is demonstrated by summarized case histories of such other forms of subsurface fluid exploitation as oil pro¬duction and underground gas storage, tracing subsurface interpretations from the initial exploratory concept to that of fullest development. Evolutionary changes in interpretation and their significance as applied to deep well disposal are stressed.

"Tumbling mills using balls as grinding media are used extensively in the mining and cement industries to produce fine powders; however, it is well known that the process of size reduction is highly energy-intensive. For this reason, much of today’s comminution research is aimed at understanding grinding mechanisms, by estimating power draft and modeling milling circuits using the discrete element method (DEM). DEM predicts individual particle trajectories, the distribution of energy and contact forces at each collision, lifter wear and power draw. This paper presents a prediction of the discharge particle size distribution using three components, mass balance model (sometimes referred to as a population balance model, PBM), impact energy distribution of the mill obtained from the simulation of the charge motion using DEM and breakage characteristics of particles determined from drop-ball tests. DEM simulation of the charge of a tumbling mill was done using the code MinProSim 1.0 to obtain impact spectra at different operative conditions. Then, the population balance model (PBM), based on impact energy distribution, was used to predict the final particle size distribution in a batch mill and compared with experimental data. It is demonstrated that the DEM-PBM approach allows a reliable solution to predict particle size distribution for tumbling mills. Ideally, the model has to predict size distribution for any operational condition and feed characteristic; however, it has been shown that predictions include some degree of error.IntroductionThe discrete element method (DEM) has recently become a powerful numerical tool that can be used to investigate internal mill charge in ball mills. The early work of Cundall and Strack (1979) used DEM to analyze soil as a discrete medium. Later, the method was improved to simulate the operation of tumbling mills and optimize the design in order to increase the efficiency of energy utilization. Also, it is of great interest to relate ore breakage based on impact energy spectra obtained by DEM simulations and the breakage distribution function used in the PBM to predict particle size distribution in tumbling mills.King and Borgeous (1993) broke single particles in an ultra fast impact load cell to compute the phenomenological parameters in a microscopically more detailed population balance model. Kapur et al. (1997) simulated the size spectra of progeny particles produced by impact grinding as a function of the impact energy. Narayanan (1987), Narayanan and Whiten (1988) and Lira and Kavetsky (1990) estimated the energy-dependent breakage distribution function for scaleup and modeling of industrial ball mills."

"Can we use data to make communication effective? How does one successfully tackle the challenge of solving cultural differences and harmonizing the needs of diverse stakeholders while developing and maintaining a strong and reliable corporate image? Is it possible to achieve better engagement and minimizing risks with data? This paper aims to explore human rights and business procedures, the promotion of shared prosperity in a sustainable manner and the use of metrics to guide decision-making process. Among the topics examined are: • the significance of stakeholder engagement in community development projects; • the use of grievance mechanisms to give a voice to First Nations and communities / populations in vulnerable positions (including children and elders); • the benefits of configuring and implementing a feedback system in partnership with the communities. This research is a preliminary initiative and has limitations on the extent of the material used. The author acknowledges there is a vast amount of work and publications available on this subject, as well, as a variety of examples that have not been included. The intention is to keep developing this research to assess and expand how data can be used to minimize risks and improve engagement, in addition to inspire others to continue advancing this topic. Natural resources consumption is a reality that will not disappear in a foreseeable future. Several developments and operations are located in remote areas where communities in vulnerable situation and Indigenous Peoples live. Feedback systems are being ratified as a tool to help tackling the challenges of harmonizing cultural differences and fulfilling the needs of diverse stakeholders. Integrating social, environmental, and economic values plays an imperative purpose in preserving a productive and trustworthy relationship with stakeholders. Positioning social standards next to environmental and economic principles shows inclusiveness and firm intention of integration. We add value to a positive image of our industry by embracing responsibility for corporate actions and promoting their beneficial impact on the environment. The social context within communities, groups and organizations is dynamic and presents new challenges as connections evolve. There are wildly diverse expectations which one may need to address during exploration, construction and operating phases. Disagreements are an inevitable consequence of interactions due to the different needs and requirements of the parts involved. Nevertheless, balancing differences and solving conflicts can offer remarkable opportunities for improvement."

Clay minerals can be a source of problems in heap leaching operations. The ore for many heap leach operations is commonly acid-sulfate alteration zone rocks which may be found in hot springs deposits as well as the supergene zone of other near- surface gold deposits. Clays can be important constituents of these ores. Swelling clays, such as smectite, can come loose from the agglomerated ore, migrate within the heap, concentrate in pore spaces and often plug up flow channels in the heap Cement is often added to the ore as a binder during the agglomeration process. Lime is added for pH control. Their presence, combined with the sodium cyanide commonly used to leach, can raise the pH of the leach solution to 10 or even 12. This very alkaline solution can cause dissolution of some mineral Some clays, such as kaolinite, are not very stable in high pH solutions. They can be dissolved and reprecipitated as other clay species if sufficient silica and the appropriate cations are available in solution. Silica gels and amorphous materials can also be created from the dissolved kaolinite and other minerals and act as retardants to the flow of leach solutions in the heap. Therefore, before a heap leach operation is built, the operator should evaluate the clays in the ore and test the agglomeration procedure. It is important to know not only the mineralogy and the chemistry of the leach environment but how the minerals and solutions interact and what the products of this interaction are. A hypothesis is presented in this paper that expanding smectite- bearing clays can be generated within the heap. How and why this happens will be explained.

The evolution of open-pit mining has been rapid during the last two decades. The development of larger, more productive and efficient equipment has been one of the key factors in this open-pit advancement. Selection of the proper equipment and its correct usage is paramount to successful operation while maximizing return on investment. The quantity of material being moved prior to mining the saleable product is increasing at a significant rate. For example, at a southwestern copper mine more than two hundred million tons of over- burden have been removed prior to exposing an ore which contains less than 1% copper. A recent survey of twenty-three Western Hemisphere copper mines reveals the average strippingratio was 2.2:l with a range of 0.9-8.5:l. In the face of increased mineral demand, the resulting technological developments and rising overburden to ore ratios, many open-pit mines now use totally different concepts for the removal of ore and overburden. An increasing number of these concepts now being installed include wheel tractor scrapers as a major part of the material handling system for unconsolidated overburden removal. To say scrapers move only unconsolidated overburden is incorrect. On the contrary, ripped phosphate rock, copper ore, iron ore, and moderately consolidated overburden are also being moved by scrapers in various areas of the world. As reported in the Minerals Year- book, however, about one-half of the material moved in metal and non-metal mines is never drilled and blasted or broken by other means. We will, therefore, in this paper, concentrate on the role of wheel tractor scrapers in unconsolidated overburden; the area of greatest usage.

Over 2 million tonnes of smelter slags containing Co, Ni and Cu are produced and stockpiled in Canada each year. Smelters also produce SO2 an air pollutant. Recycling these materials will maximize the value of natural resources and minimize possible environmental impacts of industrial operations. The objectives of this research were to understand the characteristics of slag, the reaction of slag with SO2(aq) and to develop a novel method for extracting Co, Ni and Cu from slag using SO2. The properties of slags from different smelters were studied, with emphases on the form of Co, Ni, Cu and Fe. Leaching experiments were carried out in a batch reactor. The parameters investigated included concentration of SO2(aq), stirring speed, particle size, temperature and pH. O2 was introduced into the reactor to study its effect on the system. The amount of each of Co, Ni and Cu in all the slags was less than 1%, while Fe was between 30% and 45%. The form of Co and Fe was primarily oxide, however, significant portions of Ni and Cu were present as sulphides. SO2(aq) alone, was effective in leaching Co and Fe. Cu dissolution was negligible due to precipitation. The presence of O2 improved Cu and Ni extraction. SO2(aq) was found to be more effective in leaching slag than H2SO4 at the same pH. The leaching process was modelled using the shrinking core model. A scheme was proposed for the extraction of Co, Ni and Cu from slag using SO2(aq). The process makes efficient use of SO2, separates Co and Cu at an early stage, and minimizes the consumption of base during Fe separation.
