This paper discusses the basic requirements covering the area between the initial discovery of a deposit and a decision as to whether or not the deposit will support an economically sound mining venture. The procedure for gaining the necessary information and the sequence of steps is in .some respects parallel to gaining like information on deposits other than the sand type. For the sake of simplicity the stages and sequence are presented as follow: first, the initial reconnaissance drilling; second, the exploration drilling to permit initial ore body estimates; third, metallurgical testing; fourth, the estimate of plant and operating costs; and last, the economic balance. The objective of the reconnaissance drilling is to collect sufficient information to reach a decision as to the advisability of further exploration or the abandonment of the area. This initial phase will comprise, in addition to some drilling, a thorough reconnaissance of the area, a study of the best geological and topographic maps of the region, and a study of any literature available, all under the guidance of a geologist.

St. Joseph Lead Company has been paying incentive bonuses for well over 40 years. In 1958 almost half of St. Joe's 1,860 employees in Southeast Missouri received some form of incentive bonus in addition to their guaranteed wages. There are very few payroll jobs in St. Joe s Southeast Missouri organization that lend themselves to a reasonably good measurement of production or quality, or both, where an incentive bonus is not paid. The term "Incentive Bonus" is used to differentiate betwen bonuses that are based on quantity or quality of work, and those that are merely additional pay of a standard amount per hour or day because of an employee being temporarily assigned to some unusual task, An employee temporarily assigned to a job where the working conditions make the job performance unusually difficult or where a special skill is used is often given a bonus of some standard amount per hour or shift in addition to his usual rate. This is merely a convenient way of paying something extra without disturbing the normal rate structure. Actually, it is differential pay similar to that almost universally paid for evening and night shift work. Bonuses of that type are not being considered in this paper. The basic reason or theory for paying incentive bonuses 9s to get improved production at lower cost, Unfortunately, it is often difficult, if not impossible, to find a yardstick by which it can be definitely proved that a particular bonus plan is accomplishing its purpose, It becomes, then, a matter of judgment on the part of management personnel as to the value of the bonus plan. The fact that St. Joe Lead Company has continued to pay bonuses for over 40 yews and has increased the number of bonus schedules used attests to a definite belief that they are beneficial to the company's successful operations.

Two major events highlight recent developments in US ore and coal ports: completion of the last series of modern taconite pellet transshipment facilities on the Great Lakes; and modernization and construction of coal ports, particularly on the East and Gulf Coasts. The New Taconite Transportation System To reduce raw material transportation costs, a fleet of new generation high-capacity 304-m (1,000-ft) self-unloading vessels were built to carry iron ore pellets from the Minnesota-Michigan iron ranges to the steel plants on the lower Great Lakes. Existing port facilities had to be modernized, revised, or completely rebuilt to accommodate these large vessels. Some of these were Burlington Northern's Allouez, WI, loading dock; Duluth, Missabe & Iron Range Railway Co.'s Two Harbors, MN, facility; Republic Steel's Lorain, OH, facility; and Chessie's Toledo, OH, dock. Allouez and Two Harbors receive taconite pellets from unit trains and load them onto large vessels either after dumping or via a large stockpile and reclaim system. The Lorain facility receives iron ore pellets from self-unloading vessels' discharge boom conveyor and reloads the pellets into rail cars or small vessels destined to inland steel mills. The Toledo facility receives Armco pellets from vessels, stockpiles them through the winter, and reloads into unit trains destined for Armco's mills along Chessie's rail tracks. Burlington Northern's $75-million Allouez pellet dock, completed in June 1977, was built to receive pellets produced by Hibbing Taconite Co. and National Pellet Plant in Minnesota, stockpile them through the winter when the lakes are frozen, and load them into 304-m (1,000-ft) vessels in the shipping season. As much as 10 Mt (11 million st) of pellets may be stockpiled within the loop track. A 6-km (4-mile) long conveyor system connects the stockpile area and the dock. Thirty-six new concrete silos were built on the dock to house 2 kt (2,000 st) each of pellets before shiploading. The $35.5-million expansion of the Two Harbors transshipment facilities began shiploading in July 1978 after ground breaking in Aug. 1974. Particularly noteworthy is the first application of the Orboom system-a breakthrough in technology for the modernization of the century-old pocket docks on the Great Lakes to accommodate the new generation of super vessels. The pocket-type loading dock has been a standard on the lakes for nearly a hundred years. Bottom-dump rail cars fill the ore pockets on top of a finger pier. Gravity chutes matching standardized ore ship hatch spacings are lowered to fill the holds of a 20.3-kt (20,000-dwt) ship. The construction is simple and the loading swift. In spite of advances in technology elsewhere, most of these docks continue to serve the iron ore and coal trade in the same manner they did in the 19th century. Although performance of the pocket docks on small vessels remains outstanding, the new 304-m (1,000-ft) vessels are beyond the reach of the old docks. After extensive development, the Orboom system (Patent No. 4,065,002) for pocket docks was successfully developed. The heart of the Orboom system is the retractable shuttle loading arm which loads the wide beam vessels. The Orboom shuttles are fed by existing pockets of the dock that, in turn, are charged by a tripper conveyor along the length of the dock. The Two Harbors shiploading system is supported by a 0.9 Mt (1 million st) storage-reclaim network. Unit trains are bottom dumped. A resource of 134,400,000,000 tons of minable trona and mixed trona and halite underlies an area of about 1,300 square miles vest of Green River, Wyoming (Culbertson, in preparation)(Figure 1). In 1982, the total domestic consumption of soda ash (refined trona) was 6,667,000 short tons (Kostick, 1983), approximately 90 percent of which came from Wyoming trona. This enormous resource occurs in the Wilkins Peak Member of the Creen River Formation (Eocene). The Green River Formation is derived from sediments deposited in a large lake (Lake Gosiute) that occupied the Green River Basin in south-western Wyoming 38-54 million years ago. The Wilkins Peak Member represents a restricted, evaporite-rich cycle of deposition during which time the trona deposits were formed. A total of 42 trona beds are known, of which 25 are of sufficient thickness and extent to be considered minable (Culbertson, in preparation).

"While mines generally focus on achieving operational efficiency, creating shared value for all stakeholders is also a management goal. This includes taking a holistic view of their supply chains and increasing local participation. This paper examines the role of supply chain management in mine management; in particular the effect of a strong local supply chain on regional economic impacts. Using input-output analysis, the impact of a local supply chain on a mining sector’s regional economic impact is examined by increasing local sourcing (increasing local purchase percentage -- LPP) for 10 key commodities. An approach, based on multipliers and excess local capacity is used to identify key commodities. The impacts examined are sales, employment, labor income, and value added. The work is illustrated with stone mining and quarrying in Missouri. Ten percent increases in LPP of the key commodities, in this example, result in $4.1 million additional impact on the Missouri economy. This work can provide insight on how to better create shared value for all stakeholders. INTRODUCTION Little research has been published on improving mine supply chain management (SCM) to enhance regional economic impacts. Although some extensive academic research has explored the importance of an industries’ supply chain, not much is known about how a locally-based supply chain increases shared value in the resource sector. Across industries, traditional SCM is getting more and more complex. This is true of the mining sector as well. However, this increased sophistication is not directed towards increasing shared value for all stakeholders, particularly, the local communities. Further research is required to develop new SCM strategies that enhance local participation. One major point of difference between this work and traditional supply chain management is the inclusion of stakeholders’ shared value as a goal in SCM. Creating shared value has become a business goal in recent years (Porter and Kramer, 2011). The authors use input-output analysis (Leeuw, 2012) to evaluate the regional economic impacts of supply chain decisions, which is not part of traditional SCM. Although input-output analysis has been applied to SCM for decades, most of the research uses input-output analysis as a tool to advance an industries’ own operational efficiency (Accenture, 2014)."

Lignite and subbituminous coals are utilized essentially as mined without beneficiation. Most of the present production is used to generate electric power and the major problem in this use is ash deposition on fireside surfaces. The preparation at existing mines involves principally crushing and screening operations. Blending of production from different locations within the mine is practiced in several mines to control ash composition. Drying and oil treatment for freezeproofing, of lignite are used to a limited extent during winter. Future processing may involve both washing and drying operations to alter ash composition by ion exchange and upgrade the low-rank fuels to higher heating values. Research has been initiated to determine the feasibility of such processing.

The Trolleyphone was the first successful application of carrier current techniques to a DC power distribution system to provide voice communication between fixed points and moving locomotives and traveling cranes, This was a significant breakthrough because this not only in itself provided a useful new tool for industry, but the knowledge gained in the transmission of voice communication is paving the way for many other things, chiefly, remote control and indication systems which promise to have a far reaching effect during the upcoming age of automation. Once it has been established that we can communicate between men who operate machines, the next step will be to operate the machines themselves.

Mr. Chairman; honored guests; ladies and gentlemen: The subject assigned me today by your committee, according to the program, is "the mineral industry and the public land law I have preferred to title the talk, "you can't mine here", for that is the essence of the message we, as an industry, have been getting from so many agencies of the federal government for so long. And, unfortunately, we can expect to hear the same message even louder and clearer -- with increasing frequency in future, unless. Every segment of the industry devotes the necessary time, energy and creative thought to combat successfully the forces that are writing and broadcasting that message. I said that agencies of the federal government are sending the message --- and this, of course, is true, the forest service, for example, and some bureaus of the department of the interior as well as others have appeared in recent years to be abiding by a policy designed to block mineral entry to as much of the public lands as possible and to wipe out existing mining claims.

The need for dimensionally stable filled polymer composites has spurred the quest for materials that possess a negative coefficient of thermal expansion (CTE). Finding minerals and materials with a negative CTE large enough to counteract the substantial CTE found in polymers proves challenging. Much research has been per-formed over the last decade to uncover various materials that possess this unusual behavior. A list of materials that have demonstrated negative properties are discussed, as well as the experimental use of one such material (ZrW2O8), in a polymer matrix composite. Respirable coal dust has been long recognized as a leading cause of multiple lung diseases. Efforts aimed at reducing dust concentration in underground mines have been made, but increases in coal workers’ pneumoconiosis incidence rates over the last 20 years among U.S. miners are concerning. Dust deposition and water spray suppression are two types of dust removal mechanisms in underground mining activities. In this study, laboratory tests were conducted to investigate the respirable dust decay characteristics during deposition and suppression processes in a confined dust chamber. Dust concentration and size distribution were monitored continuously throughout each 60-minute test. A number-basis particle size distribution was used for analysis to capture the changes of smaller size fractions within the investigated dust sample. This study found that around 62.1% of respirable dust particles were deposited at the end of the deposition test. In addition, the final deposition rate for very fine particles can be less than 20%. The results from the suppression test indicate that larger particles were removed quickly; however, sub-micron particles remain suspended through the 60- minute water spray, and particles under 0.5 µm can be considered irremovable dust under single-spray operation conditions. This study also observed the resuspension of a significant amount of sub-micron particles by the water spray. The results of this study provide basic information for improving dust control strategies and can be utilized to improve the water spray performance for reducing airborne dust levels.

The ability of conveyor belts to transport large mass throughputs economically over previously unprepared ground has resulted in this system achieving great and extensive use. A significant component in this development is the conveyor belt itself. The development of high strength steel cord conveyor belts involves the optimising of splice design, the use of excellent rubber material especially in the splice, good craftsmanship during splice production and modern field vulcanisation equipment. The durability of a splice for belts of class St 3000 up to St 790 is expressed by the fatigue strength under dynamic stress. The results obtained with a test method and equipment developed by the University of Hannover indicate the present state of the art in this field. Belts of high nominal strength used on inclined long distance conveyors reach splice fatigue strengths of about 3000 N/mm. The design should only exploit approximately 50% of the fatigue strength determined in the tests as maximum operating stress. IMPORTANCE OF CONVEYOR BELT SYSTEMS The use of conveyor belt technology has expanded considerably over the last decades in the bulk goods transportation sector. Because of the favourable transport costs and the technology's adaptability to specific topographies, belt conveyors frequently represent the most economic solution. When flows of goods are large, as in German lignite mining operations, where masses of up to 40,000 t/h are given, it is the only technically feasible alternative. The use of belt conveyor systems allows the sensible distribution of the waste and the production of the coal (Hager, 1981). But this transportation alternative is also suitable when the masses involved are smaller. Whereas conveyor belts were only suitable for loose bulk goods up until a few years ago, today they are frequently also used for hard rock open cast mines, e.g. in the production of copper ore. Because of the favourable transport costs it is frequently still economic to use mobile crushers with a throughput of up to 10,000 t h 6 which breakdown the large blocks produced y explosives into transportable grain sizes. In many operations, trucks are only used to provide flexibility between the excavator and the crusher, i.e. over short routes, and the long, frequently steep, transport paths to the processing plant or to the spreader are undertaken by belt conveyors (Einenkel et al., 1992). The advantages of belt conveyors, i.e. to cope with large mass flows over inclines and down slopes of up to 1:4 have resulted in this system gaining very extensive use throughout the world. The conveyors can be installed over for the most part unprepared ground with suitable vertical radii, adapted to the locally available belt material. In the process individual conveyor belts with lengths of up to 15 km, and in the underground sector with lift heights of up to 1 km, have been built and operated. This great variety of application possibilities is complemented by a limited ability to pass through horizontal curves. This can be achieved with the help of design measures on the conveyor whilst bearing in mind the characteristics of the belt. STRESSING OF CONVEYOR BELTS IN DIFFERENT TYPES OF PLANT The advantage of conveyor belts compared with other systems is also to be found in the large available service-time window, i.e. the excellent reliability and the low costs of energy consumption and maintenance. It is in particular the reliability of a belt transport system which depends to a great degree on its main component, that is the belt - in all its different types and variations. For this reason, the belt is also given the greatest attention in the development of the individual components, because it is the belt which must be designed optimally with regard to various factors. At the operations level, productivity is a principle key to profitability. If you are competing with other mines that are paying roughly the same wage rate and the same prices for capital, materials, and energy, the only way your profit can be greater is by producing more output per unit of input. Mines with higher productivity have higher profit margins. Higher profit margins lead to greater operating cash flow, and cash flow is what distinguishes a dog from a cash cow. The turnaround in U.S. metals during the 1980s was in large part due to incredible improvements in productivity. According to statistics compiled by Kaufmann, 1991, labor productivity, measured as tonnes of primary production/manhour, increased 64% in steel, 94% in copper, 75% in lead, 143% in zinc, 132% in molybdenum, and 75% in gold. These improvements were hard won. However, with most modernization programs now complete, measuring and monitoring productivity becomes even more important as producers strive to maintain the gains they have achieved.

Clay slurries are normally dewatered using flocculents like sulfuric acid or aluminum sulfate. This type of flocculation is based on the electrolytic mechanism. For certain clay dewatering applications, this method of flocculation is unsatisfactory. Flocculation, based on the bridging mechanism, using organic polymers has been utilized to overcome such problem situations. This method of flocculation offers solutions not possible by previous methods. Normally these flocculents are used to assist dewatering. In this case, not only is dewatering promoted, but also further processing is assisted by a change in the dilatant character of the filter cake that is formed. Discharge of filter cake is easier, extrusion of filter cake on to conveyor dryer is possible or improved, and heat transfer and drying rates of the extruded filter cake are substantially higher. Both natural and synthetic organic polymers have been utilized for this purpose. Selection, application techniques, and economics are described.

The semi-variogram, the basic tool of geostatistical estimation procedures, must itself be estimated from the available data. From a numerically simulated two dimensional deposit, with known variability expressed through its semi-variogram, the standard arithmetic mean estimator is used to calculate experimental semi-variograms. These are determined on a series of data sets obtained from the deposit with various sampling grids which cover different areas of the deposit and which have a wide range of available data. The orders of discrepancies between estimated and theoretical semi-variograms are determined in this idealized situation; and this provides a basis against which to assess experimental semi- variograms made on field data.

The truly educated man is better prepared to meet the challenge of the times. This challenge can be either beneficial or harmful depending upon one s orientation, Certainly man can no longer continue in the way of his father or even in the manner of his own previous experience as he seeks self-fulfillment, unless he is willing to sacrifice inner integrity--unless he is willing to compromise self-determination and self-expression. He must make a choice as society moves rapidly into high gear in the areas of automation and cybernetics. Industry, a unit of society, has a high stake in meeting this challenge, The better prepared and more mature its personnel, the better the end result as it attempts to meet the challenge. It therefore has a vital concern in proper training of such personnel, that their contribution will be of maximum quality. The specialized training required demands a broad liberal arts background which gives the individual a wider perspective upon which to base judgment. This greatly aids his development as he enters graduate school or goes directly into industry. In either case, his value to industry is enhanced. It would seem that the small liberal arts college provides the best environment for such a program, Consideration of several factors will, I hope, throw some light on the severity of the problem.

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. The intensity of environmental conflict, the delays and legal battles that have marked the 1970's suggest the need for additional processes to resolve environmental disputes. Our present means frequently fail to address the real issues separating individuals and institutions. They are primarily adversary processes that foster polarization and reduce cooperative efforts. At the Office of Environmental Mediation, we have no quarrel with adversary processes nor with polarization, for both serve as important spurs to necessary change. We do seek cooperation among parties at a point where there can be a realistic expectation of success in facilitating a resolution of their mutual differences.

The evolution of sustainable development in mining is recognized as a key contributor to sustainable development (SD), which is defined as the ability of current generations to meet their needs without compromising the ability of future generations to meet their own needs (Brundtland, 1987). This includes, in equal parts, social, economic and environmental impacts ? triple bottom line (Munashinge and Shearer, 1995). Alternately, sustainability has been defined in relation to social, natural, human, physical and financial capital. Our way of life relies significantly on the materials provided by mining, while mining activity affects the triple bottom-line or the five capitals. The mining community and its professionals have come to realize the importance of engaging all stakeholders in the discussion on sustainability. SME, as the leading professional mining organization, has been involved in these discussions. The society has various initiatives in sustainable development for members and stakeholders. The objective of this article is to: provide historical context for current trends in mining and SD and share SME sustainability initiatives ? their goals and rationales ? with the broader mining community. This article is timely because the past year saw two landmark forums on sustainable development: Rio+20 ? the 20th meeting of the United Nations Conference on Sustainable Development, and MMSD +10, the Mining, Minerals and Sustainable Development project 10 years on. Furthermore, this year marks the 10th anniversary of the Milos Declaration on the minerals professional?s responsibilities in achieving sustainable development, forums in which SME was involved.

While not well established, there is evidence that the mining industry is encumbered by several work-related fatigue risk factors. Compared to other industries, mine workers are more likely to report inadequate sleep and work longer hours per day. Given these observations, there is a critical need to identify effective ways to intervene, manage, and mitigate mine worker fatigue and sleepiness when present. One barrier to this is confusion around the similarities and differences between fatigue and sleepiness, which can result in these terms being treated as interchangeable regardless of context and make it difficult to assess and mitigate safety risk.

Although the markets for coal in the United States have changed rapidly over the last three decades, the uses of coal, namely, to produce heat and power or coke have been left almost unchanged. The coke is used either as a chemical reducing agent alone or as a reducing agent and source of heat. Most of the heat and power markets for coal require no coal processing, although for more than 50 years, many proposals to skim the more valuable substances in coal before burning have been advanced. Thus, the only large tonnage market requiring processing of coal is high-temperature carbonization to make coke. At present, coal requires processing for some small markets, but for future potential large markets, such as gasification, conversion to liquid and gaseous fuels, and conversion to chemicals, coals will require more processing than is now being done.
