The problem with best practices occurs when they do not work. This happens when the seldom-stated assumptions underlying the practice are not met. This paper provides some examples for the mining industry: (1) when core splitting is inappropriate, (2) when the use of fire assays for placer samples is inappropriate, and (3) when high-grading may be acceptable. Geologic conclusions are, in the final analysis, expressions of judgment predicated upon knowledge and experience. A geologic conclusion, however, purports to be more than an arbitrary determination—it is reached as a consequence of method. No specific method is required, but the method used must be an orthodox method, in accordance with orthodox definition of terms, and the one best adapted to the dealing with the questions asked about the property in question. Whether the so-called “best practice” is really applicable to the job at hand must be decided on the basis of professional scientific judgment. When one decides to deviate from a published “best practice” for sound scientific reasons, describe in detail in the report what the so-called “best practice” is, why it was inappropriate for the project, and why the method used was better. If one becomes aware that a “best practice” is being proposed, actively urge those proposing it to include in its description the underlying assumptions that must be met in order for the “best practice” to be valid.

Introduction In 1987, the US economy continued to grow steadily, reaching an annual rate of $4.6 trillion in the last quarter. The value of domestically processed mineralbased materials rose slightly to $250 billion. The value of US metals rose sharply to more than $7 billion. Industrial minerals rose slightly to $18 billion recycled scrap was valued at $4 billion. Metal prices rose sharply toward year-end. A number of mining and metal companies experienced increased profitability, fostering more optimism about the future. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and federal debt continue to rise. 244 million citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production fell 9% to 7.1 million units, but truck and bus production rose 9% to 3.8 million units. New housing starts fell 10% to 1.6 million units. Excess productive capacity exists not only in the US, but also in many other countries. Consequently, the US mineral industry is encountering stiff competition from others, as well as increasing competition from newer engi¬neered materials. Domestic production of plastics rose 9% to 25 Mt (27 million st) - on a volume basis, double all metals. Some 7% of petroleum goes to make petrochemicals including plastics. Imports of nonfuel mineral-based materials in 1987 were valued at $37 billion and exports at $24 billion. Imports supplied a significant proportion of total US consumption of several important mineral materials, including many classified as strategic and critical. In December, the Congress mandated that any major changes in stockpile goals be made only by law, and that the Department of Defense submit annually detailed stockpile supply/demand analyses. Concern about apartheid in South Africa continued, resulting in increasing interest about chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The National Critical Materials Council continued to monitor the US materials position. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve continues in effect through Sept. 30, 1989. Under the DPA, the US Bureau of Mines maintains the Emergency Minerals Administration. Further consultations were held with Canada to strengthen the North American defense industrial base. Coal production, 60% from open pits, rose 2% to 825 Mt (910 million st) valued at $21 billion. Nearly four-fifths was burned to generate 56% of US electricity. Exports included 42 Mt (51 million st) of metallurgical coal and 24 Mt (27 million st) of steam coal, with a total value of $3.3 billion. Domestic petroleum production fell 5% to 480 Mm' (3 billion bbl). Uranium mining, including recovery from phosphates, fell 4% to 5.9 kt (6500 st). Nonfuel minerals Major metals: Raw steel production - a major consumer of many minerals - rose 7% to 79 Mt (87 million st). The STG integrated method of grouting can be divided into the several phases as outlined in preceding chapters. For convenience in describing technical procedures, they can be grouped as: 1. Investigations in non-geotechnical, exploration bore¬holes. 2. Drilling the holes necessary for geotechnical investiga¬tions and for grouting. 3. Conducting appropriate hydrogeologic tests in those holes and consequent calculations. 4. The preparation of a clay mortar. 5. The preparation of a clay-cement grout with additives. 6. The injection of the grout. 7. Checking the quality of the grout curtain. Items 2, 4, 5 and 6 are discussed below. These activities contain the procedural aspects of grouting. 7.1 DRILLING GROUT HOLES Grout holes belong to a very select class of drillholes. The necessary drilling equipment must enable the operator to drill the holes in inclined, twisting directions. In addi¬tion, the equipment must permit drilling under structurally and hydrogeologically complex conditions. The equipment must permit the operator to conduct specific testing activi¬ties in the drillholes. These activities include hydrodynamic analyses, flowmetric analysis, and the installation and re¬moval of deflectors, packers, grouting plugs, casings, lin¬ers, pumping facilities and other work. As explained in Chapters 5 and 6, the grouting of sat¬urated rock is conducted both through holes drilled from the surface and through holes drilled from the face of a shaft, drift, or tunnel. The drilling of grout holes from the surface can be carried out by an aggregate of equipment that can be the same equipment used for drilling exploration boreholes. Depending on the projected depth of the holes, the STG ZIF- 1200MR and ZIF-650 drilling rigs (or modifications of them) are used. The SKB-4, SKB-5 and SKB-7 high-output drilling rigs (workover rigs) have been used in recent years. The STG BMP-24 drilling rigs are used for carrying out the descent-lifting operations for drilling holes from the sur¬face. In a number of cases, the UKB-500C, URB-3AM and URB-2A power-fed drilling equipment is used for drilling holes from the surface. It should be noted that the drilling of grout holes usually requires an electric drive assembly. Drilling with diesel drive assemblies would be used only to preclude the possi¬bility of losing electric power during drilling operations. Turbine drilling would be used only for appropriate techni¬cal-economic reasons. The selection of the grout hole design is determined by the hydrogeological and structural geological conditions at the site as interpreted in Chapters 2 and 3. The design of grout holes must be as simple as possible in order to min¬imize costs. Hole design guidelines can be adopted as a basis for this purpose, unless site-specific conditions require otherwise. The mouth of the drillhole must be outfitted with a guide-pipe having a length of at least 2 m and an outside diameter from 219 to 234 mm. The upper part of the hole must be attached by a jig consisting of borehole casing that has a diameter ranging from 108 to 146 mm. The length of the jig h is determined by the equation [ ] where k = 1.1 to 1.2 is the load factor; P,, is the injection pressure of the grout into the mouth of the drillhole; D is the external diameter of the jig pipe; m = 0.6 to 0.7 is the work condition factor; T[ ].1 MPa is the bonding value of the rock cemented to the jig. The grout hole is drilled from the jig shoe to the de¬signed depth using a rock-crushing bit with a diameter of 93 mm or more. However in complex hydrogeological condi¬tions when the shaft intersects unstable rock, other hole designs can be used. The diameter of grout holes must permit an aggregate of investigations to be conducted in them using down-hole borehole geophysical and flowmetric logging instruments. It is necessary to cement the casing strings reliably in the grout holes, thereby permitting the injection of the grout under high pressure through the pres¬sure tight mouth of the borehole. Technological details for drilling grout holes such as the rotational rate of the drill bit, the axial load on the rock¬crushing bit, and the drilling fluid flow rate are optimized for the specific rock-hydrogeological conditions largely by experience. The hole diameter and type of rock crushing bit are important variables in these details of drilling. It is advisable to drill holes using water as the drilling fluid. However in those cases where the hole walls are unstable or under very high ground water pressure, the use of a well¬ engineered drilling mud should not be precluded. Unfortu¬nately, drilling mud can influence test results. When steeply dipping fractures with inclination angles of more than 60 to 70° are encountered, it is necessary to drill guided, inclined grout holes. Field sampling was conducted in Lake Junin, Peru in order to assess the post-depositional reactivity of the highly contaminated lake sediments. High resolution profiles of dissolved Fe, Mn, SO42- and H2S across the sediment-water interface illustrate that the organic-rich sediments in the main basin become anoxic within several millimetres of the sediment-water interface. These permanently submerged deposits in the main basin serve as a diffusive sink for dissolved Zn and Cu. Conversely, the periodically unsaturated deposits in shallow areas are characterized by the remobilization of Zn and Cu in the deep acidic (pH < 4) pore waters, resulting in the release of these metals to the overlying water column.

A method and equipment have been developed Tor measuring the impact strength of grains of brittle materials. It is shown that brittle materials develop a characteristic particle size distribution when fractured by impact. A simple mathematical model has been found to describe this distribution, and one of the parameters of the model has been designated the r value. The r value is directly proportional .to impact energy and, for fixed impact energy, it becomes a useful criterion of grain strength. Data are presented on the variation of the r value as a function of sample history, initial size, energy input and number of impacts, The results are interpreted in terms of the flaw theory of brittle fracture.

The title of my paper, "A Company&apos;s Response to Federal Coal Leasing," brings to mind a picture of a dog chasing its tail. This is what the coal industry, has been doing since the Federal coal leasing moratorium went into effect in 1971. We&apos;ve gone around in many circles, but we are only very slowly, if at all, getting closer to catching our tails, i.e., efficient, economical, and rational Federal coal leasing. My companies, The North American Coal Corporation and its four Subsidiaries, The Falkirk and Western Plains Mining Companies and The Coteau and Missouri Valley Properties Companies, together hold in excess of 4.5 billion tons of lignite reserves in North Dakota. Some of our North Dakota properties are substantially interspersed with Federal coal, with the government holding title to the minerals in every other section. This checkerboard pattern of Federal ownership has made it difficult to develop and market some of our reserves, and, as a result, it has become imperative that we be familiar with and active in the Federal Coal Leasing Program.

The area described in this paper lies along the inner margin of the Coastal&apos; Plain in Twiggs County, near the exact center of the State of Georgia. Twiggs is one of four counties which produces approximately 75 per cent of the nationals output of kaolin used in the paper trade. In this vicinity the land surface is characterized by coastal plain hills with elevations ranging from about 250 feet, above mean sea level in the flood plain of: the Ocmulgee River to about 550 feet above mean sea level on the hill tops. Surface drainage in the area is southwestward to the Ocmulgee River, the tributaries of which have dissected the land surface exposing thick sections of the upper parts of the hills of Eocene (Ocala Limestone and Barnwell formation) limestone, sand, marl and clay, and in the lower parts of the hills Cretaceous (Tuscaloosa Formation) kaolin, kaolinitic clay, sandy clay, sand and, gravel. The contact between these two principal groups of geologic units is rather easil distinguished as the top of the kaolinitic beds. It is described in detail and mapped in published geologic reports for the area (LaMoreaux, 1946).

The development of larger size flotation machines, which started in the 1950&apos;s and 19601s, is still proceeding. The largest mechanical flotation machines available today have unit volumes in the range of 38 to 42 m3 (1,350 to 1,500 cft). In fact, the motivating forces of increasing capital and energy costs and decreasing ore grades, which created the need for large flotation cells, not only still exist, but are becoming more critical. This paper reports the development of an improved mechanism for these large flotation machines. The starting point in the development of a new mechanism was the identification of design and performance features of existing machines where improvements were desirable. The result of this work was a mechanism which is an improvement over existing designs. This new design is characterized by an efficient overhung stator and a vortex profile rotor. The overhung design of the stator removes unnecessary and undesirable baffling in the lowest parts of the tank, while maintaining a quiescent froth layer. This results in lower power consumption and better pulp circulation and solids suspension. The vortex profile rotor acts as an efficient pump, with higher pulp recirculation rates as evidenced by the increased air dispersion capabilities, good solids suspension, and low power consumption.

Sulfuric acid mist is an undesired by-product of the copper electrowinning process, caused by oxygen evolution at the anode which entrains droplets of the acidic copper electrolyte solution. As the oxygen moves to the surface of the cell, these droplets become aerosolized resulting in acid mist. The addition of chemical anti-misting agents to the copper electrolyte is a common mitigation technique. This paper details Syensqo’s laboratory development of a new environmentally friendly acid mist suppressant, ACORGA® EW98. The product exhibits excellent acid mist suppression and it is fully compatible with the adjacent solvent extraction process. Lab and pilot test results are reviewed ahead of future planned industrial trial testing.

Introduction The Vernal Phosphate Operation is located in northeastern Utah, about 18 km (11 miles) north of Vernal, about 280 km (175 miles) east of Salt Lake City, UT. The plant began initial operations in 1961 under the name of the San Francisco Chemical Co. In 1981, Chevron purchased the operation from Stauffer Chemical Co. In 1982, plant capacity was doubled to about 72.6 kt/a (800,000 stpy) of phosphate concentrate. From 1984 to May 1986, another expansion increased the capacity to 1.2 Mt/a (1.3 million stpy) of concentrate. It also incorporated a number of equipment and process changes designed to increase the overall plant phosphate recovery. A 150-km (94-mile) slurry pipeline, the world&apos;s longest phosphate pipeline, was also constructed from the Vernal plant to a new Chevron Chemical and Fertilizer plant near Rock Springs, WY. Over the past five years, plant expansions and the pipeline construction have been accomplished without missing a single concentrate shipment.

The choice of the flotation reagent that suits a particular coal has become more complicated with the development of new, more efficient reagents. Frothers and conditioning reagents, in particular, have experienced a dramatic reevaluation of their role in floating various types of coals. The Black Hawk district in New Mexico hosts an unusual type of deposit: arsenide five-element veins. These deposits are Ag-Co-Ni-Bi-As-bearing carbonate veins with local concentrations of U, Pb, Zn, Sb, and other elements. They are high-grade silver deposits (1000s g/t Ag), but low tonnage (<1 Mt) and difficult to find. By 1881, claims were staked and a town developed. It is estimated that >$1,500,000 was produced in 1883–1893, when Ag prices dropped due to the 1893 Ag panic. Solid Silver Mining Co. produced $600,000 from the Black Hawk mine; one car load contained $28,000 worth of silver! The town of Black Hawk grew to 125 population by November 1883. By the end of 1893, the town was vacant; nothing remains. The district was idle until 1916, and the mines operated sporadically since because of lack of available capital, water issues, and difficulty in finding ore shoots. The area is a favorite for mineral collectors. Tungsten was found in the district in 1935 in quartz veins associated with pegmatites. Metal production from 1881–1960 is estimated as 3,000 lbs Cu, 1,000 oz Au, 1,286,000 oz Ag, and 4,000 lbs Pb. In addition, 10,542 short tons of 2.7–71% WO ore and 615 short tons of fluorspar ore have been produced from the district.

The steepness of an openpit mine’s slopes has a substantial influence on the mine’s financial return. This paper proposes a novel design methodology where overall steeper pitwalls are employed without compromising the safety of the mine. In current design practice, pitwall profiles are often planar in cross section within each rock layer: that is, the profile inclination across each layer tends to be constant. Here, instead, a new geotechnical software, OptimalSlope, is used to determine optimal pitwall profiles of depth-varying inclination. OptimalSlope seeks the solution of a mathematical optimization problem where the overall steepness of the pitwall, from crest to toe, is maximized for an assigned lithology, geotechnical properties and factor of safety (FoS).

We wish to comment on the paper by G.W. Heunisch (MINING ENGINEERING, January 1987), which raised several important points regarding treatment of acidic waste waters. This paper confirms, in part, tests carried out by Allyn Corp. Allyn is the manufacturer of the proprietary product Alka-Ment, one of the materials that Heunisch tested. The first point is the extreme sensitivity of the sedimentation rate on the nature of the treatment material used. This apparently results from differences in nucleation of the metal hydroxides, and is consistently higher for Alka-Ment. This decreased sludge volume is also observed when Alka-Ment is combined with flocculants, such as organic polymers (see Table 1). Our second point is to emphasize that Heunisch&apos;s work shows how dependent the sludge volume is on pH. It is common practice to overtreat AMD by raising pH to 9 or 10. This practice, in addition to being wasteful of material, actually decreases the density of the resulting sludge, probably by creating charged particles that do not readily coalesce. When treating with Alka-Ment, we recommend that the treatment be monitored by testing both pH and dissolved iron. For both tests, it is important to allow adequate time to elapse between treatment and measurement, so that dissolution of alkali, aerobic oxidation of iron, and precipitation of the metal hydroxides are nearly complete. Our tests have indicated that from 30 minutes to one hour is commonly required. Only in this way can a minimum pH be attained, with adequate treatment, denser sludge, and lower treatment rates achieved. Thirdly, Heunisch correctly recognizes that ASTM titration of Alka-Ment does not reflect the true treatment value available in a unit of Alka-Ment. Our work at Allyn indicates this is a most important consideration when evaluating various materials for the treatment of acidic waste waters. While we were unaware of Mr. Heunisch&apos;s work, we welcome comparisons between Alka-Ment and any competitive products readily available for field use. Allyn has hundreds of hours of laboratory and field data we are ready to share with interested parties treating acidic waste water.

"Groundwater with elevated sulfate and metals was treated using a sulfate-reducing pilot PRB consisting of a series of six 55-gallon drums filled with ZVI (Fe0), wood chips, brewer’s grain, limestone, and emulsified vegetable oil (EVO). Sulfate was reduced from >3000 to <250 mg/L and Cd, Cu, Mn, Ni, and Zn concentrations declined up to 3 orders of magnitude in 2 months. After 6 months of operation at a 7.5-day retention time, sulfate broke through. The system was then rejuvenated by injecting EVO in each drum and operated for 5 more months at a 9-day retention time. Sulfate-reducing bacteria in the pilot system grew by 3 to 4 orders of magnitude in 2 months. Some cementation of the PRB media was observed in the first 2 drums after processing 25 pore volumes of water, due to preferential upstream precipitation of sulfides; this can be avoided through operational modifications. Resulting permeability losses were estimated at 0.1% to 1% per year. Absorption/desorption was tested at bench scale to evaluate the use of various oil-soaked sorbents as a slow-release source of dissolved carbon. The tests show that oil sorbents can increase the useful life of a PRB between oil refills to over 100 pore volumes. INTRODUCTION High sulfate concentrations, low pH, and dissolved metal exceedances are common characteristics of mining-influenced water (MIW). Above-ground such MIW is commonly treated using biochemical reactors (BCR). In a BCR, water generally flows vertically downward through a layer of biomass, such as wood chips, manure, etc. The dissolved organics resulting from the decay of this material are oxidized first by microbes using oxygen; when oxygen is exhausted, other bacteria can use nitrate, and then sulfate to oxidize organics. Sulfate-reducing bacteria (SRB) reduce sulfate to sulfide, which quickly reacts with metals to form largely insoluble and stable metal sulfides. These reactions can be summarized as follows:"

I was very glad to see an article on alkali-silica reactivity of concrete aggregate in Mining Engineering. It is a topic that should be reexamined every 45 or 50 years. The last paper (that I am aware of) that examined this topic in Mining Engineering was Rexford (1950), who, at the time, was chief of the Petrography Section, South Pacific Division Laboratory, Corps of Engineers, Los Angeles, CA. The paper was presented at the AIME meeting in Los Angeles in October 1948. Professor Leming&apos;s discussion generally reflects the current state-of-the-art; but it provides no references for more detailed information. I wrote a paper titled "How to avoid excessive expansion of concrete due to alkali-aggregate reaction," which was included in the Proceedings of the Second International Conference on Alkali-Aggregate Reactions in Hydroelectric Plants and Dams (Mather, 1995). In it, I emphasized that it was the hydroxide ion (not the alkali ion) that caused the pore fluid in the concrete to dissolve reactive silica, producing alkali-silica gel capable of taking up water, thereby, causing swelling and rupturing of the concrete. Excessive expansion will not occur unless there is a sufficient amount of potentially expansive alkali-silica reaction product and water. However, this will not occur unless there is a sufficient quantity of reactive aggregate and unless there is a mechanism by which the pH of the pore fluid can get well above the normal value of about 12.6. In many cases it is sufficient that the cementitious medium not only contains portland cement but also contains ground granulated blast-furnace slag (GGBFS) or a pozzolan such as fly ash, silica fume, metakaolin, volcanic glass or calcined shale - any of which may have been included for economic reasons. If, however, the person selecting the ingredients for concrete knows that the aggregate is reactive (with no alternate nonreactive aggregate available) and if the person knows that the only available portland cement has a high alkali content (i.e., more than 0.6% Na2O.; Na2e = % Na20 + 0.658 x % K20), then it becomes irresponsible not to establish what reasonable precaution one should take. Professor Leming suggests using one of the following: 30% Class F fly ash, 50% GGBFS or 7% to 10% silica fume. My view is that one should prepare test specimens with the cement and aggregate to be used and then expose these both with and without at least two dosages of each of the various alternative materials (slag, pozzolan and lithium salts), so that the required dosage. to control the expansion is established. Then, economic considerations can dictate the final selection. I would point out to the author that GGBFS is not a pozzolan and is not an admixture, but, rather, it is a latent hydraulic cement. An admixture is, by definition, a material other than hydraulic cement. I commend him for suggesting that aggregate producers should become more active in knowing about the reactivity of their products and the precautions needed to permit those products to be safely used in concrete.

INTRODUCTION This paper describes the use of a shield and compressed air for construction of a short section of a pair of twin single-track tunnels for the Metropolitan Atlanta Rapid Transit Authority (MARTA) transit system. Although only two blocks long, this section posed the greatest difficulties to both engineers and contractors, and is the most expensive section of line construction on the MARTA system. All this derives directly from its setting--these tunnels had to be constructed through mixed-face conditions. SETTING The Broad Street tunnels form a link between the Peachtree Center and Five Points Stations, in the heart of Atlanta&apos;s central business district (Figure 1). Peachtree Center sits atop a solid rock ridge, which inspired the design of a deep rock-mined station, as described in the 1979 RETC. Five Points Station is MARTA&apos;s hub--the intersection of the system&apos;s two main branches. It is located in the old railroad gulch, a filled-in erosional valley at the base of Peachtree Ridge, and was constructed by open-cut methods. The alignment and profile of the Broad Street tunnels were closely constrained by these two adjacent anchors, and in the six-block stretch between them there was very little room for maneuvering. Since the rock ridge petered out about in the middle of the section, it was evident at the outset that there would be about two blocks of rock tunneling at the north end, two blocks of soft ground construction at the south, and two blocks of mixed-face in between. It is this central two-block section that is the focus of this paper.

Cross country belt conveyors are becoming the preferred method of bulk material handling in the industrial complex. Installed cost, maintenance, reliability, simplicity and operating expense enhance this choice, especially when faced with rising cost and questionable availability of liquid fuels. Conveyor flights are getting longer, faster, and higher in capacity, and are being installed in rugged terrain. Rights of way are often difficult to obtain. All these considerations lead up to design aspects well beyond those for in-plant conveyors. This paper points out some of the aspects that lead to the successful design of a cross country belt conveyor system.
