The implementation of autonomous technologies for production in surface mines demands changes in the existing monitoring and control systems. The present study deals with the concepts involved in the development of a decision support system (DSS) for the supervision of a combined fleet of manned and unmanned equipment operating in a surface mine. The project was carried out as part of an autonomous mining program that lasted from early 2006 until the end of 2008. The objective of the DSS was to achieve short-term planning goals while maintaining safe working conditions. Supervisory tasks become more complex when several autonomous vehicles operate simultaneously alongside manned equipment. The operation center where the DSS was installed allowed autonomous vehicle operations to be controlled while tracking technology reliability experiments performed on control display interfaces and interaction provided design parameters for more complex supervisory systems for autonomous mines. In late 1993, Inco Ltd. completed a $600-million environmental improvement project at its Sudbury, Ontario operations -the largest single environmental project ever undertaken by a Canadian corporation. Efficient new facilities and innovative technologies installed during the course of the project have also significantly improved Inco's productivity and competitiveness. In early May 1994, a panel of 18 Inco authors contributed to a Technical Forum, "Environmental Programs at Sudbury," presented at the 96th Annual General Meeting of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) in Toronto. Their papers have been published in CIM's Toronto `94 Proceedings Volume, pp. 62-77. The following report draws primarily on discussions of Inco's milling and smelting operations published in the Proceedings Volume. The Proceedings Volume also includes papers on the acid and oxygen plants and on engineering, construction and commissioning of the project. Safe, efficient underground mining is dependent upon proper pillar sizing. Pillar sizing is typically based on a combination of observation of prior behavior, point measurements, theory and numerical modeling. The actual stress redistribution within a pillar, while assumed for many years, has rarely been imaged. Such imaging can help confirm whether or not theoretical and numerical modeling methods agree with actual conditions within a pillar. This research presents a case study from a longwall mine in the western United States. A two-entry, gate-road yield pillar in the headgate of the mine was instrumented with seismometers and convergence monitoring stations, and was monitored over a period of about six months as the longwall face approached the pillar. In this paper, the stress distribution imaged using seismic tomography is compared to the stress distribution expected from theoretical models, geotechnical measurements and numerical models. The tomography results generally agree with those proposed by theory, convergence measurements and numerical modeling results. The agreement of the methods provides validation for the theorized stress redistribution, and this study provides further evidence that tomography can indicate the redistribution of induced stress within a mined rockmass and is another tool available to ensure that mining is conducted safely and efficiently.

The U.S. Bureau of Mines has been developing the mechanical roof pulling technique as a method for evaluating the effectiveness and the comparative advantages and disadvantages of various roof bolting systems, based on the characteristic responses of bolted nine roofs to a prescribed external loading system. Preliminary experiments were conducted in the Bureau's Safety Research Coal Mine using a 12-foot and a 16-foot-span test rig. The experiments have proved the capability of the test rigs and suggested the viability of the test method. This paper summarizes the test concept and the experimental results.

The $528 million Toledo Waterways Initiative (TWI) was implemented by the City of Toledo in 2002 and completed in August 2020. Toledo is one of many US cities required to implement a Long-Term Control Plan (LTCP) but one of few to have completed its plan. TWI consists of three storage and conveyance tunnels, four below grade storage basins ranging from 4 to 36 million gallons (MG), miles of sewer separation and interceptor improvements, green infrastructure and other appurtenant structures to dramatically reduce combined sewer overflows to the Maumee River, Ottawa River and Swan Creek. All three rivers flow into Lake Erie. The City’s 180-year history as a Midwest shipping, manufacturing and transportation hub provided design engineers and contractors no shortage of unknown underground challenges to complete the projects. The City will begin its 5-year Post-Construction Compliance Monitoring in 2021 to satisfy the final LTCP requirement. A program overview and experience from tunnel and underground basin construction in urban areas with buried active and legacy infrastructure will be discussed.

"INTRODUCTION The public understanding of green solutions today is based on the definition of sustainability adopted by the Brundtland Commission (World Commission on Environment and Development) in 1987: “development that meets the needs of the present without compromising the ability of future generations to meet their own needs.” Over time this initial definition evolved to identify three distinct factors impacting sustainability that are often referred to as the “Triple Bottom Line”: Economic, Environmental and Social. The triple bottom line approach seeks to drive outcomes that create maximum value for all stakeholders. In the last ten years purveyors of water and wastewater tunnel solutions have found themselves on the wrong side of a politically polarizing issue in the crosshairs of politicians, environmental activists and community groups branding tunnels as expensive, “gray” and not-sustainable. Tunnels under design were stopped and large planned tunnel programs were delayed or canceled. Therefore being sustainable and “green” is not simply using natural vegetation, but creating an asset that meets current and future needs and will not become a future liability. As this paper will discuss, tunnel projects embody a sustainable triple bottom line project well, are equally sustainable as green infrastructure, and have begun to gain awareness for their sustainability. GREEN INFRASTRUCTURE CHANGES TUNNELING LANDSCAPE The green movement quickly swept across the nation in the mid to late 2000’s and was a hot topic in the media and at all the local, regional and national industry conferences. Politicians espoused the benefit of green infrastructure including job creation, urban renewal, aesthetics, property values economics and sustainability. The political microscope was focused the closest on stormwater and wastewater management, particularly in communities responding to combined sewer overflow (CSO) consent decrees from the Environmental Protection Agency (EPA). As communities with CSO problems evaluated their long term control program (LTCP), local government officials and planners began to balk at the huge price tag required for compliance and began looking for alternatives. “Green” infrastructure was proposed as lower cost solution that could be used to offset capital-intensive “gray” infrastructure like new sewers, storage tanks, tunnels, and treatment facilities. In addition, including green infrastructure in a previously negotiated LTCP required a reset on the entire planning process, additional studies and more planning which would push capital investment further off into the future, subsequently delaying unpopular user rate increases. As a result, tunnel projects as well as trenched conveyance and treatment plant projects that had not yet started construction were stopped, delayed or substantially changed."

The purpose of this paper is to examine the Gays in which- the policies of the U.S. government, mining companies and third world countries affect each other with regard to the availability of minerals. The interaction involves U.S. policy towards the mining industry, the policies of the companies themselves, and the policies of third world countries towards the U.S. and multinational companies. It is assumed in this discussion that U.S. policy will continue to be to seek certain minerals from abroad rather than attempt to develop domestic sources for all its requirements. This would seem to make sense both from the standpoint of cost, and for preserving what domestic resources there are so as to maintain some degree of market leverage. In today's jargon, this means greater dependency on the "third world", which, for this discussion, includes virtually all the nations in Africa, South America and Asia. Concern for availability raises the important distinction between dependency and vulnerability, and as the Director of the Bureau of Mines has pointed out, the two are not the same. Dependency is not neccessarily a bad thing; it is vulnerability that counts (Norman, 1980)

PT Kaltim Prima Coal's 13.1 km overland conveyor was commissioned in 1991. It is of conventional 3 roller 350 troughed belt type. Cost and performance optimisation during initial design ended up with 5.4m/s belt speed, 1,000mm belt width to convey 1,350tph, and 7mtpa of coal. Despite high initial figure, the belt speed was lifted to 6.5 mps in 1996 to accommodate mine throughput increase. In 2002, new low loss ST2100 1,100mm wide belt replaced the old ST2250 due for change-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to 8.5 mps, hence to increase the OLC capacity to 30mtpa. Performance data, experience of site personnel, site observation and tests, benchmarking, and information from equipment manufacturers were major inputs to the design review. The project fast track was another challenge in addition to executing modifications on a production lifeline. The project was completed within fifteen months and the OLC was successfully commissioned at 8.5 mps belt speed in February 2005. The OLC has been to date conveying 4200tph satisfactorily.

Production tests at Reserve Mining Company's iron ore pelletizing plant established that rubber-lined balling dm produce a green pellet equivalent in quality to those produced in conventional balling drums equipped with reciprocating cutter bars. The flexing action of the rubber liner prevents concentrate buildup in the drums, eliminating the need for a cutter bar. Advantages of the rubber-lined drum includes a reduction in maintenance and operating manpower, reduced bentonite consumption with less drum surging, reduced power consumption, and improved drum on time.

The Appalachian coal fields contain many mineable contiguously placed coal seams. Selection of the mining sequence for these seams, historically and currently, is based primarily on considerations of seam ownership, availability and economics. Mining any seam can seriously affect subsequent operations in coal seams both above and below the one being mined. The effect is often detrimental to recovery costs and safety of mining in the subsequent seams. The purpose of this paper is to examine the conditions that can develop in an underlying seam due to stress concentrations that can occur below pillars or abutment zones in an overlying seam, and suggest guidelines for avoiding them. This situation most commonly occurs when the overlying seam is mined first, although simultaneous and subsequent mining of the upper seam can also produce such effects. Other interaction phenomena resulting from subsidence or arching will not be considered here. The methodology used in this research utilized both computer and body loaded photoelastic models to study the interaction mechanisms. Field studies are used in both interpretation and analysis of the results. Numerous examples of load transfer from upper workings exist in all parts of the world and many of these have been incorporated into this work. Such interaction problems are quite common and likely to be an ever increasing occurrence as mining activities in old seams are completed and new seams opened up.

Procedures for particle size analysis on respirable dust from coal mines have been evaluated. Using respirable dusts dispersed in a laboratory dust chamber, size distributions measured using cascade impactors have been com- pared with the results of a variety of laboratory sizing methods performed on samples collected on filters placed side-by-side with the impactors. The laboratory techniques included centrifugal sedimentation, laser diffraction/scattering and automatic particle counting. The general agreement among the various methods was very good, with systematic differences which can be attributed to the different definitions of size used. Simple conversion factors have been obtained which can be used to transform the laboratory data to equivalent aerodynamic sizes. Similar comparisons have been made on samples collected in underground coal mines. Again, the results are in quite good agreement although small discrepancies were observed in some cases. These have been attributed to some degree of agglomeration in the airborne dust, leading to slightly coarser apparent distributions in the impactor samples.

Unlike traditional mining on land or ?dry? mining, relatively little is known of ?wet? or offshore mining within the industry. However, dredge mining has several benefits over dry mining, including high unit capacity, as well as lower operating and transport costs. IHC Merwede, a company with expertise in wet mining, is keen to raise awareness and help the industry move forward from dry to wet mining. The idea of mining offshore is not a new one. With global head grades declining, certain operations still have extensive resources of lower grade mineralization in their concession area. These operations require a lower cost, high volume solution for which dredge mining can provide an economic alternative. Interest in dredge mining has recently returned, and there is an increasing tendency to use dredge mining for the removal of overburden or the rehandling of tailing ponds.

The rare earth elements (REEs) are a group of 17 chemical (metallic) elements which appear in the periodic table. The group consists of 15 lanthanide elements along with yttrium and scandium (Table 1). They share many similar properties, which is why they occur together in geological deposits. Although commonly referred to as rare, they are really quite common; the reason they are perceived as rare is because it is not common to find them in commercially viable concentrations. These metals are critical to advanced technology, ranging from smart phones to global positions system (GPS) receivers, medical devices and jet engines. They are critical in green, high-tech and defense industries (Fig.1 and 2). Although there have been increasing efforts to find alternative supplies, these efforts have been complicated by the pollution that rare earth mining and processing creates. To extract rare earths minerals from mined ore is a complicated and costly process. The ore is first mined through normal mining process, the bastnaesite, which generally contains a number of minerals of little value, is first removed through a floatation process. The bastnaesite containing the REEs is further separated into their respective pure forms in a separation plant using acid and various solvent extraction separation steps. Each element has its own unique extraction steps and chemical processes. At times, these elements, in the form of oxides, will require reprocessing to achieve ideal purity. The last steps would be to further process into metals first, then alloys for various applications. The entire process takes approximately 10 days. The mining and processing of REEs, if not carefully controlled, can create environmental hazards. This is one of the reasons the Mountain Pass Mine in California was closed down in the 1980s.

Heavy metals may be retained within deposits of sulfide minerals under oxidation and in the nearest recipients of drainage water by sorption to secondary iron precipitates. The extent of sorption is strongly influenced by solution pH and presence of complexing ligands, such as sulfate and natural organic acids. Desorption of metals and organidinorganic anions to recent secondary Fe precipitates, collected at the Kristineberg mine, Sweden, has been investigated under different geochemical conditions. Elemental composition and structural characterization (X-ray powder diffraction) indicate presence of schwertmannite. While metals such as Ni and Pb were fractionally desorbed from the precipitates under acidic conditions, oxyanions, e.g. arsenatdarsenite and sulfate were desorbed preferably under alkaline conditions. In a separate study the adsorption of NOM onto synthetic goethite was investigated. NOM adsorption showed a strong pH dependence, 95% was adsorbed at pH 3 and 40 % was adsorbed at pH 9. Addition of 2 mM of sulfate desorbed about 10 % of the adsorbed NOM.

The Bureau of Mines is investigating the leaching of phosphate values from Florida phosphatic clay wastes using sulfuric acid (H2SO4) as the leaching agent and methanol as the solvent. Acid-alcohol leaching studies were done using research-grade apatite to investigate potential causes of flow extractions. It was found that a barrier layer formed on the surface of the apatite. Initial discovery of the barrier layer was made by analyzing pure apatite samples before and after leaching using an optical microscope. Subsequent Fourier Transform Infrared (FT-IR) analyses proved the coating was calcium sulfate hemihydrate (CaSO4•1/2H2O) and that unreacted apatite existed beneath the coating. Scanning electron microscope (SEM) photographs depict the CaSO4• 1 /2H20 morphology as long slender crystals adhering to the apatite surface. It was also shown that grinding the leached tailings and leaching again in the H2SO4-methanol system resulted in additional phosphate extraction.

Laboratory testing for flotation circuit design is carried out on a routine basis in a large number of lab- oratories throughout the world. Usually a sample of ore, assumed to be characteristic of the material to be processed in a future plant, having a mass of the order of a few kilograms, is ground in a batch ball or rod mill, in the presence of water and some re- agents (for pH control, etc. .. ); after dilution to the adequate solid concentration, the resulting slurry is transferred into a laboratory batch flotation machine, having a volume which can vary from 0.5 to 8 10 -3m3. Various types of machines are in common use, manufactured by the same companies that market industrial size flotation machines. The operation of flotation in the laboratory is carried out by an experienced technician, who uses parameters such as impeller rotation speed, air flowrate addition, froth height, froth removal rate, in conjonction with reagent addition sequence, to "test" the ore. After flotation, the froth products ("concentrates"), and the solids remaining in the cell are filtered, dried, and analyzed for the various elements of interest. For flotation circuit design, a kinetic test is usually carried out, in which the froth products obtained at various times are collected to assess the time response of the ore in the laboratory machine with the combination of reagents used. Although this description is rather sketchy, it enables to outline some of the major difficulties in using laboratory data for flotation circuit design: 1. ore sample representatively 2. feed preparation procedure (laboratory compared to industrial scale) 3. laboratory procedures (type of ma- chine, type of operation, experimental errors. . . ) 4. flotation machine scale-up 5. flotation kinetic scale-up 6. flotation circuit design using laboratory data These various points will be discussed in the present paper, in order to stress the problem areas as well as possible solutions. This paper summarizes the research effort that was conducted as part of a cooperative agreement between the U.S. Bureau of Mines, Denver Mining Research Center and the Pittston Company. The objective of this investigation was to further the understanding of the floor heave ground control problems that have plagued underground mining of the Beckley coalbed in southern West Virginia. Floor heave is both economically and structurally undesirable. Floor heave is accompanied by a redistribution of stresses and loads that are associated with an underground opening. This redistribution of stresses may cause roof or pillar problems that otherwise would not have occurred. The floor heave that occurs in the Beckley coalbed is not cons1dered to be caused by "squeezing" or plastic flow of the materials involved. The "squeezing" type floor heave is normally associated with relatively weak floor members that contain significant amounts of clay mineralization. The floor members in the Beckley coalbed are competent, relatively strong materials which fail in a manner that can best be described by the term "buckling." This buckling-type failure is indirectly related to the time-dependent deformation properties of the materials involved, but is considered to be more of a slender column, or panel, type failure than a "squeeze" or "flow"-related failure. The Beckley coalbed has had a history of floor heave ground control problems. The Glen Rogers mine, which opened in the 1920's, experienced extensive floor heave. In a report dated April 1929, James P. Keatley of the West Virginia State Department of Mines described the floor heave in the Glen Rogers mine. Several observations listed in the Glen Rogers report that appear to be consistent with current observations follow: 1. Water plays no apparent part in the floor heave process. 2. No evidence of gas has been found in the floor. 3. The thickness of the overburden, which varies from 183 to 396 m (600 to 1300 ft), has no relationship to the floor heave. In the conclusions of the 1929 report on the Glen Rogers mine, Keatley states, "A statement in brief as to the cause (of floor heave) would lie that an undetermined natural condition doubtless augmented by former and present mining methods causes the bottom to heave." As this report will show, Mr. Keatley's insight into the problem was most accurate. The "undetermined natural condition" is the existence of a biaxial, horizontal, compressive stress field. This stress field is in excess of that which would be expected from gravity loading. This stress field and the material properties of the floor rock combine to cause the floor heave that has been experienced. The floor heave that occurs in the Beckley seam generally occurs as arching, with a tension fracture, near the center of the floor span or as a break near the rib followed by vertical deflection (of the floor) at the rib and sloping of the floor across the entry. Examples of the floor heave are shown in Figures 1 and 2. The two types of floor heave are merely different manifestations of the same basic failure mechanism. When the entries experiencing floor heave were identified on a map of the mine under investigation, it was apparent that there was a relationship between the floor heave and the direction of the entries. The main entries, which are used for ventilation and haulage, experienced the majority of the floor heave. This directional relationship suggested a directionally related loading mechanism, or more specifically, a biaxial, horizontal stress field that exceeds what would be expected by gravity loading. Since the main entries were oriented at a bearing of N25oW, it was hypothesized that the maximum compressive component of the horizontal stress field was at 90° to these entries or at a bearing of N65oE. An in Situ testing program was developed to test this hypothesis and investigate the floor heave problem.

PotashCorp?s Aurora phosphate mine, in Beaufort County, NC, operates four low pressure boilers and four high pressure boilers to meet its process steam requirements. Maintaining these boilers is critical to meeting production demands. Processing phosphate ore into phosphoric acid requires large amounts of sulfuric acid and steam. Ore is mined from the phosphate deposit with large bucket excavators after 9 to 30 m (30 to 100 ft) of overburden is removed. The phosphate ore is mixed with water to make a slurry that is pumped to the mill. Elemental sulfur is burned in the presence of air to make sulfuric acid. This process is highly exothermic and boilers produce steam while cooling the process. The phosphate ore is reacted with sulfuric acid and the resulting products are refined into different grades of phosphoric acid for fertilizers, feed stock and food additives. Plant operators at the mine were challenged with boiler feed water that was high in silica and other contaminants. As a result, boiler operations were experiencing difficult, labor-intensive operations and equipment deterioration. This resulted in higher operating costs and diminished processing performance. The facility was operating an aged boiler feedwater pretreatment system that included warm lime softening followed by pressure filtration and a cation/anion/mixed bed demineralizer system. The demineralizer required frequent regeneration and chemical usage was high and costs were difficult to predict. Depressurized well water (DPW water), used for plant utility water and boiler makeup, is very high in silica, in the range of 60-70 ppm. Silica can form scale at pressures below 600 psig. Above 600 psig, silica starts to volatize, carrying over with steam to potentially form deposits on downstream equipment and processes. Mine officials decided to upgrade the boiler feedwater pretreatment system to a state-of-the-art reverse osmosis (RO) membrane system. This new system, which started up in March 2009, has improved operating performance and reduced water consumption and overall operating expenditures.

In two case studies we look at strategies of acceptance that the analyst can employ to gain entrance and to see his problem solution out to use. The first example comes from metal mines. The problem area was excessive usage and cost of wear parts in the concentrator and an atmosphere of crisis over frequent and unexpected breakdowns. The second case pertains to coal exploration. Better methods were being sought for representing coal quality in developing reserve tonnages. The first strategy is - Develop a detailed Human Impact Statement. The second strategy is - Write down in plain language with the keeper of the problem what he will consider as success in dealing with his problem.

Since the Toronto conference in May 2002, the International Council on Mining and Minerals (ICMM) has made progress on the road to sustainability. Fifteen of the world?s largest mining and metal producing companies and twenty-five associations have made a long term commitment to ICMM to improve the environmental and social sustainability of their activities. Sir Robert Wilson (Rio Tinto) assumed the chairmanship of ICMM in October 2002. By December 2002, the Council had approved a Strategic Vision and an operating plan for 2003. Both have been posted on the ICMM website (www.icmm.com). ICMM?s Operating Plan sets out three priority tasks: - Providing strategic leadership to achieve improved sustainable development performance in the mining, minerals and metals industry. - Contributing to international policy discussions on cross-cutting issues of importance to the industry, in collaboration with national and commodity associations. - Promoting dialogue and partnership with other organizations to catalyze sector?wide sustainability initiatives.
