This paper presents laboratory and pilot plant data on the removal of heavy metals and molybdenum from mining-milling waste water. Molybdenum is removed as an Fe-Mo precipitate by proper addition of ferric sulfate. Heavy metals are lowered by lime treatment. Solid-liquid separation was achieved in both cases by flotation techniques. The Lectroclear electrocoagulation-electroflotation process was used to achieve the desired degree of metals removal. Good correlation was obtained on the laboratory and pilot plant scales. A two-step process consisting of the sequential removal of molybdenum and heavy metals was tested successfully using a mobile pilot plant. Preliminary data on sludge characteristics was obtained and the feasibility of recycling the iron sludge for iron and molybdenum recovery was established on the laboratory scale.

Stressmap is a program whereby the earth's stress field is charted in detail and utilized for design of mines and mine exploitation. This program is implemented by mapping the attitude (location, direction, dip, and extent) of induced rock ruptures during the process of hydrafracturing drill holes contiguous to mine interest. The program includes utilization of ancillary naturally occurring stress relief signals, They are precipitated because the earth is indeed dynamic and the strata of the crust are continually adjusting to load and/or strain differentials resulting in rock deformation and fracturing. These fracturing adjustments occur as small to tiny earthquakes comparable to Richter magnitudes of one, zero, minus one, and smaller events termed microearthquakes. Obviously, the earth's stress field changes due to continued differential loading and crustal movements; therefore it becomes conspicuously evident that resolving today's stress field as opposed to paleostresses is most important for efficient, economical, and safe mining operations.

A. We are aware that many who are in the audience have perhaps heard before some of the material which will be presented. Since our firm is more closely associated with the heavy construction industry our experience is more oriented in that direction. Notwithstanding this, the subject your program committee has asked us to present centers mainly in the earth-moving field. We find a common denominator between say, the stripping of a site to uncover an ore-body which will be developed by open-pit methods, and that of excavating & transporting materials for an embankment dam, airport or other project. Both are earth-moving problems and we offer for your consideration a means of determining the most favorable method, equipment selection and resultant cost. We do considerable studies involving rock excavation for tunnels, underground powerhouses, inclined and vertical shafts for penstocks, muck-removal, electrical cable & other related underground work. Hence, we believe we speak the same language.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Wet-drum magnetic separators are used extensively for upgrading iron ore and for magnetite recovery in dense-medium separation circuits. In this study, the performance of a continuous, laboratory wet-drum magnetic separator was evaluated both with and without the application of ultrasonic energy when processing dense medium slurries. Test variables included magnetic-to-nonmagnetic ratio, solids concentration and nonmagnetic material. 1974 marked the start of a new era for Climax Molybdenum Co., a division of AMAX, with the initiation of an open pit operation above the existing successful underground block panel caving mine. A number of problems posed a challenge to the Climax open pit. Highly fractured rock, old mine workings, permafrost, and more than 7.6 m/a (300") of snowfall forced changes in normal operations. Final pit wall design was altered. Production bench heights were lessened due to old workings. These and other modifications contribute to a highly successful open pit operation.

Flotation circuits in the metalliferous industry recover high value concentrates from very fine (minus 0.lmm), low grade, slow-floating feeds. Flotation columns acting as final cleaners within these circuits offer the benefits of higher grade concentrates, reduced circuit complexity, improved control and reduced power consumption. By contrast, in the coal industry, these benefits have not been realised, principally because columns are not well suited to the treatment of conventional coal flotation feeds (minus 0.5m). However, this does not imply that columns do not have a place within the coal industry, rather that they must be applied in a role where all the unique advantages of column flotation can be of benefit. The development of a commercial scale column to recover discarded ultrafines from the Riverside preparation plant of BHP-Utah Coal Limited is discussed. Particular emphasis is placed on the column design features pertinent to the recovery of ultrafine coal. Pilot and commercial scale column performances are compared. The results of the commercial scale testwork indicate that a full installation at the 5.5 MTPA Riverside plant would annually recover additional coal worth $US 6.6M.

In this study, the performance of a continuous, laboratory-scale hindered-settling column was evaluated for various particle systems. A sampling program was conducted in 2008 to determine the run of mine characteristics of 5 coal seams. The sampling program included size analyses and float sink determinations. The samples were analyzed for ash and mercury concentrations for each size and gravity fraction. This paper will report on the sampling program, the analytical results, and the correlations determined in the data set investigated.

The expansion of gold production in Nevada's Carlin Trend over the last few years has been staggering. To increase gold production while minimizing capital requirements and providing for the safe and efficient mining and processing of ores has required a tremendous effort by the mine engineering group at Newmont Gold. Organizational changes were implemented by the company to effectively deal with a full range of engineering problems. Specially developed computer software and its applications will be explained in this article as well as improvements in the techniques used in converting geologic resources into reserves. Scheduling procedures for the mining of multiple pits to feed multiple processing facilities will likewise be presented. Ore control procedures and current mine engineering practices are discussed. Growth at Newmont Gold Expansion of production levels at Newmont Gold Co. was brought about primarily by the economic incentive to exploit increased reserves. Thionocarbamate flotation reagents have enjoyed a niche position in the recovery of copper sulfides and activated sphalerites since their introduction in the mid 1950's (Harris, 1954). Thionocarbamates containing an allyl group (-CH2- CH=CH2), introduced recently Lewellyn, 1985; Nagaraj, 1988; Avotins, 1991), are used commercially as collectors for copper sulfides and activated sphalerite. Laboratory flotation tests and plant usage have demonstrated that allyl-containing thionocarbamate collectors exhibit certain unique properties that distinguish them from the corresponding dialkyl thionocarbamates. Spectroscopic (FTIR, XPS) and wettability studies of N-allyl iso-butyl thionocarbamate (AIBTC) and its saturated analog N-propyl iso-butyl thionocarbamate (NPIBTC) adsorbed on copper at pH 9 were performed in order to investigate whether there were any fundamental reasons for these differences. Flotation tests were carried out on chalcocite, copper ore and an activated sphalerite.

The nation is confronted with thousands of acres of abandoned coal lands. In Pennsylvania alone, these lands have been estimated to cost $15 billion to reclaim (Pennsylvania Bulletin, 1985). One way to deal with this problem is to provide a mechanism by which the active mining industry can undertake to remine certain of these abandoned mine areas. Remining is classified as reaffecting previously mined areas in order td extract the remaining coal reserves while improving the environmental quality of these lands through land restogation and abatement of pollutional discharges. However, there currently is a disincentive for operators to plan to extract reserves on these abandoned mine lands which have preexisting pollutional discharges. Therefore, they presently avoid them. This is because of the "potentially unlimited liability of post- mining treatment for any discharges that would remain after mining? (Pennsylvania Bulletin, 1985).

With full production from the Casteel Mine in 1987 The Doe Run Company, a wholly owned subsidiary of the Fluor Corporation, encountered a significant increase of copper and iron to the Viburnum Mill. This major change of the lead, zinc, and copper metal ratios in the ore created circuit problems which adversely affected concentrate quality. Recognizing the problem, the company embarked on a metallurgical research program to include laboratory, pilot plant, and plant testing. The program developed an innovative copper prefloat process which both increased copper recovery and significantly improved concentrate quality. The process was tested and first operated at Doe Run's Brushy Creek Mill then installed at the Viburnum Mill in 1992. A brief history of development, plant operating data, and other potential applications for the patented processes will be described in the paper.

"INTRODUCTION As we push further into the 21st century and closer to a more efficient mine, safety and operational enhancements are the two major keys towards attaining success. The Crusher Vision Automation System (CVAS) is a technological advance that will allow an operator to achieve higher safety and higher operational goals in the same piece of equipment. The CVAS is a patent pending system and method for measuring and maintaining the closed side setting (CSS) on gyratory crushers. In the same equipment and technology package, the CVAS will also allow safer placement of main shaft pieces for maintenance and replacement. This technology yields multiple uses and allows a site to significantly enhance safety and operational efficiencies. This measurement technique is used to provide more accurate data and faster data collection times than current techniques used today. It will give crusher operators accurate and reliable measurement for the CSS in a live, operating environment. Measurement data can be collected in five minutes allowing for fast adjustment of the mantle position and subsequent enhancement and streamlining of a crusher and downstream flowsheet. The advantage of this system is that it is permanently mounted at the crusher location, where the operator can turn the system on and off as many times as they like throughout the day with a goal of maintaining a constant CSS gap based on production and maintenance criteria to help streamline operations and enhance safety efficiencies.Regarding its other main functional area, mainshaft maintenance, it allows this work to be performed remotely while keeping personnel safer and out of harm’s way. SAFETY ENHANCEMENT The safety factor enhancement with this system is extreme. It does not require the use of overhead cranes, cleaning out the crusher, lowering people into the crusher or having the operator lower paint cans or lead balls into the crusher pocket while the crusher is in operation for measuring the setting. In order to perform the CSS measurements, the operator only needs to operate the laser through manipulation of a joystick while watching the video feed. Danger of a person falling into the crusher while trying to take measures is eliminated, as are the effects of handling lead balls and tracer dyes."

The Rio Blanco Oil Shale Company completed a modified in situ oil shale retorting demonstration at its Tract C-a Lease in the Piceance Creek Basin of northwestern Colorado during the spring of 1982. This demonstration was the first MIS project with shafts rather than adits for access to the mining operation, and it involved several potential hazards which required that particular attention be paid to mine ventilation. Methane was first encountered during shaft sinking and ultimately resulted in the mine being classified gassy by MSHA. Secondly, we encountered hydrogen sulfide in association with the ground water, and this proved to be a more persistent problem than did the methane. Thirdly, in order to burn the underground retorts, it was necessary to provide for potential leakage of retort gases and to obtain a modification to the MSHA standard which forbids fires under- ground. This modification had a significant effect on the ultimate ventilation procedures at Tract C-a. An extensive under- ground air monitoring program was included in the ventilation system.

"INTRODUCTION Contrary to popular belief, Arizona State Trust land is not public land. All uses of the land must benefit the Trust, a fact that is considered with the review of each application received for sale, lease, or permit. This includes applications for activities ranging from commercial development to recreation. In 1863, the Territory of Arizona was established by an act of Congress. This act reserved sections 16 and 36 in each township to be held in trust for the benefit of the common schools. Later, the Enabling Act of 1910 allowed the Territory of Arizona to prepare for statehood. This act reserved the additional sections 2 and 32 of each township for the common schools and granted another 2,350,000 acres to be held in trust for other beneficiaries. In all, Congress granted the State of Arizona almost 11 million acres. The State was to manage those lands and maximize revenue for 13 separate beneficiaries. To meet this mandate, the State established the Arizona State Land Department (ASLD) in 1915. During fiscal year 2015, the ASLD contributed $136 million to the permanent fund, bringing the total value to over $5.1 billion, through the sale and leasing of the land and natural products which includes minerals. The current inventory of State Trust lands includes 9.2 million acres representing about 12.7% of the State.The ASLD Minerals Section manages the exploration, development, and leasing of mineral products on State Trust land. We are not a regulatory agency, but a department guided by our fiduciary responsibilities to the Trust. Our mineral programs include: Exploration Permits, Mineral Leases, Mineral Material Leases, Geothermal Leases, Oil & Gas Leases, and Special Land Use Permits. INDUSTRIAL MINERALS ON ARIZONA STATE TRUST LAND Industrial minerals fall under the category of either Mineral or Mineral Materials Leases. Common industrial minerals found on Arizona State Trust land include potash, limestone, gypsum, salt, specialty clays, zeolites, crushed stone, and sand and gravel."

Introduction Coal is the US's largest indigenous fossil fuel resource and is used to power 57% of this country's electrical generation (NCA, 1986). Congress, however, is focusing its attention on the acid rain issue and public sentiment is leaning toward further curtailments of SO2, NO, and particulates from utility and industrial coal-burning facilities. The Cool Water plant has proven that integrated-gasification-combined-cycle (IGCC) technology can reliably produce economical electrical power while limiting SO2, NOx, and particulates to a rate of only one-tenth of the federal New Source Performance Standards for coal-fired plants. Process water requirements at Cool Water are 40% less than those of a conventional coal-fired utility plant equipped with flue-gas desulfurization units for stack gas scrubbing, thus reducing waste water treatment requirements (Clark and Shorter, 1985). The IGCC technology employed at Cool Water has now been demonstrated to efficiently convert coal to electricity in an environmentally superior fashion. The Cool Water Coal Gasification Program is an unincorporated California association of six partners whose commitment is proving that the integration of gasification with combined cycle power production (IGCC) is commercially viable and environmentally safe. The 120 MW Cool Water plant began commercial production on June 24, 1984. The Program is operating it for a five-year commercial demonstration period. A fluorite ore (51.85 % CaF2) containing high contents of calcite, quartz and iron oxides was upgraded by flotation using a new reagent, oleoyl sarcosine (OS). In addition, quebracho and sodium silicate were used as depressants for calcite and quartz, respectively. The effect of pH, collector and depressants concentrations on grade and recovery was determined with the aim of optimizing the flotation conditions. Application of the two-stage cleaning achieved a concentrate assaying 92.17 % CaF2 with 80.1 % recovery. The Si02 content (0.76 %) was below the required level of 1 % SiO2. The mechanism of interaction between OS and fluorite, as compared to oleic acid, is also elucidated based on the zeta potential measurements.
