"INTRODUCTION Site location and history The Holden Mine is a former underground copper mine that was developed and operated by the Howe Sound Mining Company (Howe Sound) from 1938 to 1957. The mine is located in north-central Washington State, U.S., near Lake Chelan in the area shown as Holden Village in Figure 1. Although Rio Tinto never owned or operated the mine, they are managing and funding a several hundred million dollar clean-up to prevent future water and soil contamination and to reclaim the former mine site under the United States Environmental Protection Agency (USEPA) Superfund process. The former mine included an onsite mill and a nearby housing complex for the miners. Howe Sound developed the mine as a series of near-horizontal drifts and tunnels, interspersed with stopes and shafts that connect different mine levels underground. The tunnels that were excavated to develop the mine total nearly 100 km in length.During development of the underground workings, Howe Sound removed more than 230,000 cubic meters (m3) of waste rock from the tunnels and deposited this material in two waste rock piles. Ore was processed from the mine in the onsite mill to produce a copper concentrate that was shipped off site for smelting. Roughly 10 million tonnes of tailings were produced as a by-product of the milling operation, most of which were deposited in three large impoundments (Tailings Piles 1, 2 and 3) directly south of and adjacent to Railroad Creek. Howe Sound closed the mine in 1957. In 1961, the property was transferred to Holden Village, Inc. (Holden Village), a not-for-profit corporation that maintains a year-round community and operates an interdenominational religious retreat in the former miners’ town. With the exception of the patented private land, the remainder of the Site is on National Forest lands and is administered by the U.S. Forest Service. The mine is remote. It is only accessible by boat or float plane from Chelan, Washington, up Lake Chelan to Lucerne, nearly 40 km. Vehicle access from Lucerne to the mine is provided through a 17.5-km-long winding gravel road that climbs 640 meters in elevation. The general site features are shown in Figure 2. Physical setting The Holden Mine is located on the eastern slopes of the Cascade Mountain Range at an elevation between 975 and 1,050 m above mean sea level. Holden Mine was developed adjacent to Railroad Creek, which lies in a glacial U-shaped valley carved into the igneous and metamorphic bedrock with steep-sided slopes (Figure 2)."

GENERAL DESCRIPTION The Climax mine is located 161 km (100 miles) southwest of Denver on Fremont Pass astride the Con¬tinental Divide. Climax employs 2800 people to pro¬duce 42 670 t/d (47,000 stpd) of molybdenum ore. The Storke level, the main underground level, produces 19 970 t/d (22,000 stpd); the 600 level, the lowest ac¬tive underground area, produces 7260 t/d (8000 stpd); and the open pit presently produces 15 430 t/d (17,000 stpd), Fig. 1. A panel caving method is possible because of the favorable geology and geometry of the Climax ore body. Geology The Climax deposit is composed of three separate ore bodies formed in a massive Tertiary stockwork which penetrates Precambrian granites and schists. The ore bodies are elliptical in plan with overall dimensions of 914 x 1219 m (3000 x 4000 ft). In section the ore bodies are arcuate with an overall height of 457 m (1500 ft), although the depth is not firmly ascertained. Ore grade decreases rapidly into a highly siliceous cen¬tral core and more gradually toward the outer bounda¬ries of the deposit. The mineralization is relatively continuous in the ore zone and contains few dilution-causing waste inclusions. Molybdenite is contained in pre-ore fractures which were largely recemented during the three mineralization pulses. Postore fractures, with a spacing of a few inches to several meters (feet), render the deposit amenable to caving when it is undercut. The peripheral rock caves similarly to the ore, but the central core is competent and is difficult to cave. Caving Feasibility Successful caving action requires an undercut area of approximately 122 by 122 m (400 by 400 ft). When the undercut area exceeds this minimum distance, the arching effect is lost, and the ore column collapses. Ore extensions from the main cave area less than 122 m (400 ft) wide usually cannot be caved. Waste or low¬grade areas within the deposit can be left if they are large enough to carry weight around openings passing through them. Experience indicates that these areas should be over 30 m (100 ft) in length and width. Smaller unprofitable units of waste, such as postore dikes, are mined to avoid weight problems and result in ore dilution. Successful caving and ore recovery are dependent upon timely ore removal from the undercut zone because columns of immobile ore inhibit caving and concentrate weight onto the underlying workings. Climax experience indicates that a finger (drawpoint) spacing* averaging 10.4 m (34 ft) yields an excellent caving action and a 92.5% ore recovery at the estimated grade. An insufficient hydrologic data base exists for most large and small coal basins in Alaska owing to the lack of need in the past to collect data. The runoff process is insufficiently understood which is complicated by specifically northern phenomenon, and the lack of understanding of hydrologic relationships in permafrost environment. This paper presents an understanding of the hydrologic effects of frozen ground and presents methods by which the influence of surface mining upon the hydrologic balance can be analyzed.

Over the last 20 years, the manufacturing sector of our country has been called upon to comply with ever core stringent environmental standards. The primary metals sector was particularly hard hit early on, to develop the technology, acquire the equipment, and implement the programs to eliminate or reduce the by-products of metal making. To this end, through a combination of technological innovation and extensive capital expenditures, the metals industry has met, and in many cases, exceeded the minimum standards. It is to this escalating cost - liability exposure issue - that Dereco has addressed itself. As we move into the decade of the 90's, the challenge facing the metals industry concerning the environment will be even more difficult than the previous decade. To focus in on one major aspect of legislated environmental regulations, the issue we will address today is; now that the by-products of metal production have been identified, accounted for and collected, how are they to be disposed of? Laboratory tests showed that ozone can destroy free cyanide and weakly complexed cyanide (copper and zinc cyanides). The iron cyanide complexes were resilient to ozonation but they were effectively eliminated by precipitation with Fe (II) ions under controlled pH conditions. Tests carried out with effluents from a number of gold mills confirmed the results obtained previously in the laboratory. The industrial samples contained cyanide in the form of free cyanide and also complex copper, zinc and iron cyanides. Solutions that contained up to 184 mg/L total cyanide, after the ozone treatment analyzed only 2-3 mg/L dissociable cyanide and 50-90 mg/L CN(t) (accounted for by iron complexes). After precipitation with ferrous ions total cyanide was reduced below 1.5 mg/L. For most solutions ozone consumption ranges from 3 to 6 g per g of cyanide destroyed. However, certain impurities (such as SCN and S203 ), present in some effluents, increase ozone consumption and make it more difficult to reduce copper concentration to satisfactory levels.

One hundred and eleven pyrite samples from 3 porphyry-type deposits in the Canadian cordillera were analyzed (many in duplicate) by AA spectrophotometry for Co, Ni, Cu, Pb, Zn and Mn. All elements have density distributions that are lognormal or combinations of lognormal populations. Co and Ni in pyrites show zonal patterns that relate generally to mineralogical zones in the porphyry systems, particularly if contoured as the Co/Ni ratio. High Cu values in pyrites also correlate with Cu-rich mineralogical zones. Other elements studied appear less regular in their distribution patterns, although Zn highs in pyrite seem to occur sporadically near the margins of porphyry systems. In particular cases, pyrite geochemistry shows potential as an exploration tool to aid in target definition for detailed exploration.

Coal ribs present a major safety hazard in underground mines, and there is currently no unified approach for their design in the United States. To tackle this issue, this study investigated the stability of underground coal pillar ribs under development load. Utilizing over a thousand 3DEC models, a framework for calculating coal pillar rib rating (CPRR) was developed. A detailed step-by-step method was outlined for computing the CPRR based on a 3DEC analysis, which was then validated with various 3DEC models, demonstrating a strong correlation between the two models. The results demonstrated that the rib factor of safety (RibFOS) under development load is directly proportional to CPRR, coal mine roof rating (CMRR), and floor strength, and inversely proportional to the overburden depth and rib height. Moreover, a regression equation was formulated to predict the RibFOS based on the aforementioned parameters. Furthermore, empirical relationships were developed between the RibFOS and the applied primary rib support density (PRSD) in U.S. coal mines. To ease the calculations, a stand-alone application, Design of Rib Support (DORS), was developed. This application can be used to assess rib stability and easily calculate CPRR, RibFOS, and PRSD.

Application of an SEM-based methodology suggests a reason for past contradictory results on the relationship between quartz and coal workers' pneumoconiosis (CWP). Results indicate that coal seams with the same bulk analysis of quartz have different amounts of surface-available quartz. Our research shows that the amounts of pure and surface-available quartz in a respirable dust vary directly with the rank of a coal seam, except in the case where rock materials are mined. The estimated amount of surface- available quartz therefore provides a measure of the quartz-related fibrogenic potential of a respirable dust.

The Bureau of Mines is conducting research on the feasibility of incorporating in situ stope leaching into active underground metal mines. Stope leaching, a modified in situ leaching technique, proposes to recover metals by leaching fragmented ore in existing underground openings and collecting and processing the metal-bearing solution to recover the valuable metals. If leaching solutions escape from the stope, either through geologic discontinuities or highly permeable zones in the rock, valuable metals dissolved in the solution may be lost. Escaping solutions may also contaminate ground waters. Consequently, in fractured rock, the characteristics of the fractures in the vicinity of the leaching stope must be understood before introducing actual leach solutions into the stope. Effectively characterizing a rock mass requires the integration of several disciplines including structural geology, borehole geophysics, hydrology, geochemistry, and mining engineering. This paper will focus on the general geologic and geophysical techniques that can be used to characterize the rock mass at an underground simulated stope leaching site. The results of several geophysical logging methods, tested at the site, are compared to the geologic core descriptions. Then, the? effectiveness of the different geophysical techniques in delineating fracture zones will be assessed. Knowledge gained through the geologic and geophysical analyses can be used to supplement results from hydrologic testing. This information can also be utilized in designing blast patterns and developing strategies for controlling or blocking movement of escaping leach solutions.

Work has shown that the use of high-pressure water jets enhances the performance of mechanical cutting in very hard rock. To assess the potential of this approach for use in conjunction with free rolling cutters, a series of tests has been conducted using both disc and button type cutters, to determine the relative effects, on cutter performance, of variations in relevant jet and cutting parameters. In these tests it was found that water jet assistance can result in reductions in the forces on a free rolling cutter typically of the order of 40%.

In recent years, there has been an increasing use of two-pass tunnel lining system consisting of segmental unbolted expandable precast concrete initial lining and cast-in¬place concrete final lining in the United States. Used so far in soft ground tunneling performed under free air, it often includes a waterproofing or gasproofing membrane placed between the initial and final linings. This paper describes the utilization of this two-pass system for an extension of the Baltimore Metro, constructed in part under compressed air. It offers a description of the extension project, known as Section C; addresses the tunnel lining selection process and the design of the lining elements; examines the effect of the adopted lining system and tunneling technique on the design of the project's major structural components; and describes design modification instructions in order to accommodate constantly changing field conditions.

The search. for massive sulphide orebodies is steadily being extended to greater depths as well as expanding outward into the large portion of the earth's surface where the sulphide bodies are deeply weathered. Massive sulphide orebodies are generally not large in dimensions. They are not like disseminated type sulphide bodies that form large ground exploration targets that can be detected at greater and greater depths simply by increasing the geometrical spacing between the geophysical transmitter and receiver. In¬creasing the transmitter-receiver spacing with massive sulphide bodies eventually "waters down" the anomaly from the body until it disappears into noise. If high surface conductivity is present, as is common in areas of deep weathering, the problem is compounded by the increasing response of the surface layer, as the receiver-transmitter spacing is expanded. The search to greater depths has important implications other than just detection of the orebody. Drilling costs are increased and the probability of missing the target are increased. Missing an orebody is an expense that is difficult to evaluate in dollars per line mile of survey especially since one does not know the value of what was missed. A ground Pulse EM method has the capabilities of solving the problems of deeper exploration particularly in areas of surface weathering it can attain deep penetration without large coil spacings, it also provides information from a complete range of frequencies. The method has other operational advantages since it is free of geometrical restrictions as to coil alignments and can operate in areas of high power line noise.

Current competitive demands on the process industries stimulate the need for improved operating efficiencies and compliance to stricter governmental regulations. Emerging information technologies allow narrowing the gap between management business objectives and the process control level. Benefits come from enhanced energy management, operating costs reduction, enhanced scheduling of activities, reduced quality giveaway, enhanced market driven production and enhanced decision making. Plant management systems integrate economic performance monitoring by controlling the business rather than just throughput and product quality. Sound business based decisions about how to operate the plant can be achieved by adequate dynamic performance monitoring at the plant level and the enforcement of the desired targets at the process control level. This paper describes some of the key requirements to implement a process management system to meet stricter process performance standards. Extensions are made to facilitate conforming with regulations established by various governmental and industry monitoring agencies.

Although this paper has been entitled "Design of Embankments for Tailings Ponds and Waste Dumps," a better title might have been "Site Selection and Design Planning for Tailings Ponds and Waste Dumps," The procedures normally followed in performing the engineering calculations based upon the measured soil properties will not be detailed. Instead, we shall look at the subject in broader perspective which considers the environmental factors and the fundamental design principles. Disposal of waste materials left from the extraction and processing of mineral deposits has become, in recent years, an important engineering consideration for mine and mill operators. Land occupancy and land values almost everywhere are increasing at a rapid rate. So is the size of mine and mill waste dumps, thanks to our advancing technology in mineral beneficiation. Mining companies are being pressured to "clean up" their operations, both literally and in a safety hazard sense. Once, long ago, the miner could use any convenient location to get rid of his mine waste and mill tailings without being concerned over possible infringement on the rights and well-being of the public. Today, however, he must pay close attention to these matters if he wishes to avoid liability suits and the unfavorable reaction of civic groups as well as local and regional government. Most operators keenly sense their increased responsibility, not only because they are legally vulnerable, but because they realize the necessity for sharing space harmoniously with the rest of society.

In the short period of one mans? career we have seen specifications for bulk material handling systems and equipment grow from two or three pages to as much as two or three volumes for a single contract. The old 'short form' described what the purchaser expected the equipment to do. The long form does the same but also includes nut, bolt, and lockwasher depth of detail. What are the events that led to this proliferation of verbiage, and does it benefit the buyer in the final analysis? Is there a better way to purchase complex equipment while ensuring the highest quality for the dollar spent?

INTRODUCTION High in the Sierra Nevada Mountains of California, some 50 airline miles (80 km) northeast of Fresno, and near the John Muir Wilderness and Kings Canyon National Park, a large underground hydroelectric project is under construction. Pacific Gas & Electric (PG&E) Company's 1,125 MW Helms Pumped Storage Project exhibits a number of impressive statistics, unusual features, and other characteristics of interest to the tunneling or power plant designer and construction contractor. The most significant underground facilities include almost 20,000 ft (6,096 m) of 27-ft (8.2 m) diam concrete-lined pressure tunnel; 3,700 ft (1,128 m) of access tunnel; 1,600 ft (488 m) of steel-lined high-pressure conduit, 2 major underground chambers more than 1,000 ft (305 m) below ground; 3 deep vertical shafts, and one steep inclined shaft. Maximum static pressures within the conduits range from 200 ft (61 m) to 1,744 ft (532 m), with hydraulic transients that increase pressure to 2,500 ft (762 m). The purpose of these underground works is to provide 475,000 hp (354,350 KW) of water power to each of the 3 reversible pump-turbines, each connected to a 375 MW generator motor. The units, rated at 1,744 ft (532 m) maximum static head, are among the world's front-runners, considering the size-head combination. The Helms Project develops the existing power drop between two of PG&E's reservoirs, Courtright Lake and Lake Wishon. These reservoirs are retained by two concrete-faced rockfill dams completed in 1958, each storing approximately 125,000 acre ft (154 x 106 m3) of water. In order to put an end to the uneven environmental standards and enforcement established by various coal mining States in the United States, the Congress passed and the President signed the Surface Mining Control and Reclamation Act (Public Law 95-87 or the Act) on August 3, 1977. Within one year after passage, the Secretary of the Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for State regulatory programs under the Act and to allow States to assume primary regulatory responsibility. In order to implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules, but ones which take into consideration the distinct differences between surface coal mining and underground coal mining. The regulations developed by the Secretary and promulgated on March 13, 1979, with respect to subsidence control, included (1) a subsidence control plan as part of the permitting process, (2) substantive provisions establishing performance standards for subsidence control, and (3) provisions providing for the prohibition of mining under perennial streams, impoundments larger than 20 acre feet, and certain public facilities and urban areas.

Most mines using backfill routinely carry out quality control (QC) testing of backfill mixes with unconfined compression test cylinders. This is true for paste operations, hydraulic fill operations, and cemented rockfill operations worldwide. However, a large number of mines simply do not prepare and test the backfill samples in a consistent manner and fail to properly analyze or interpret the test results. Conventional concrete test criteria are not applicable given the differences in the mix constituents and the fact that a large number of the backfill QC test cylinders typically fail to achieve the target strength. Standard industry practices are needed to improve the analysis and interpretation of QC test results and to provide a better means of determining if the backfill is achieving its intended target strength. This paper will attempt to lay the groundwork for standard industry practices and will address several key questions raised by operators, such as how laboratory test data compares to in-stope performance, and how many QC tests should fail before a red flag should be raised. INTRODUCTION Although paste backfill is widely used throughout the mining industry, cemented rockfill (CRF) remains as the backfill of choice in places like Nevada where very poor ground conditions mandate the use of underhand mining. The safety and stability of undercut entries beneath backfill is a function of the quality of the cemented fill, which is typically assured through routine quality control testing. In the absence of a backfill quality standard, most mines rely on concrete standards to design and interpret their backfill quality control programs. In the USA, these standards are developed and published by organizations such as the American Society of Testing and Materials (ASTM) and the American Concrete Institute (ACI). However, the application of these standards to cemented backfills can be very difficult owing to the high degree of variability in backfill mixes and the resulting variability in test results. To illustrate, the concrete industry standards denote that an acceptable (passing) test result occurs when the average strength of the duplicate test cylinders exceeds the target strength and no single test result deviates from the target strength by more than 10% (ACI 214R). Remedial measures must be taken if three consecutive tests fail. With mine backfills, it is safe to say that these criteria are rarely achievable. A further, more dramatic example is the accepted coefficient of variation for concrete QC cylinders. According to ACI 214R, the coefficient of variation (CV) should range from below 3% (excellent rating) to above 6% (poor rating). However, if this analysis method is applied to several backfill QC databases from operating mines, coefficients of variation are calculated on the order of 50%. Clearly, there is a need to develop better industry practices for assessing the quality of mine backfill and to assist mine operators with the interpretation of test results and the development of action plans in the event of undesired outcomes.

Volatility is a fact of life in the mining industry. Prices of and demand for mineral products are among the most volatile of those for any product. The volatility of these markets wreaks havoc on both corporate management and the personal lives of mining people. Yet, until recently, it has been difficult to assess the impact of volatility on business strategy. This paper discusses how mining firms can profit from market volatility through an operations strategy that stresses operating flexibility. The foundation for our strategy analysis is the observation that a mine is analogous to a stock option. Techniques based on those developed to value stock options have recently been extended to the field of mine valuation. The insights provided by option pricing are very valuable in the development of mine operating strategy.
