The U.S. Geological Survey estimate of the total remaining reserves of lignite in this country as of Jan. 1, 1967 was about 448 billion tons. This represents 27 percent of the total coal reserves on a tonnage basis and about 17 percent on a thermal basis. Approximately 98 percent of these reserves are in a vast lignite field located in western North Dakota and eastern Montana. This field also extends north into the Canadian province of Saskatchewan. Despite these large reserves and relative ease of mining by stripping operations, lignite production historically has accounted for less than 1 percent of the national total. This is largely due to the fact that the lignite deposits are located in an area that has no large centers of population and the economical radius of transportation is limited by its relatively high moisture and low heating value. Commercial utilization of North Dakota lignite for power production became firmly established in the mid-1920's with the development of the first successful lignite-burning equipment. Most of the early lignite-fired boilers were equipped with spreader stokers, but as the size of the plants increased, pulverized-coal firing became the more popular method, and with few exceptions, the plants built during the past 15 years are pc-fired.

Respirable (PM-10) crystalline silica is regulated by the State of California as a carcinogen. The risk-management of this material by the State exemplifies the inherent problems in the development of regulations based on current risk-assessment practices. The influence of extremely conservative risk-assessment and risk-management can be expressed in economic impacts including the increased cost of production, reduced competition, increased prices, reduced employment and redistribution of income. This paper attempts to contrast theoretical risk- assessment and risk-management with current application using crystalline silica as an example. Based on health information pertaining to silica, the paper examines federal and State of California regulatory and public policy positions. Using current risk factors and empirical data for the Central Valley of California, the projected incidence of lung cancer in humans is examined. While such an analysis would project an extremely high incidence of lung cancer as well as silicosis, not a single case of either lung impairment has been recorded within the study area or throughout the world in the general population. This suggests that sound guidelines for the analysis of scientific information have given way to the assumption that virtually any information representing a substance as a carcinogen is to be considered valid with little or no qualification.

Pyrophyllite is a naturally occurring hydrous aluminum silicate with the molecular formula SiO,,AI,,(OH), or, as more commonly expressed, the oxide formula A120,~4Si02~H20. Pyrophyllite is rarely found in deposits as the pure mineral and is often intimately associated with quartz, sericite, kaolinite, and diaspore. These associated minerals, to a large degree, help determine the most appropriate commercial application for a given pyrophyllite ore. Structural similarities plus the generally soft platy nature of pyrophyllite has in the past caused it to be included with talc in applications and production data. The Minerals Yearbook, published annually by the US Bureau of Mines (USBM), still reports on talc and pyrophyllite together, although admitting that they do not share the same uses. Pyrophyllite has also at times been considered a clay mineral because of its structure and chemistry. The refractory properties of pyrophyllite have been known for nearly 200 years, but it has only been in the past 60 to 70 years that a variety of applications have been developed to exploit the unique characteristics of this mineral. Worldwide, pyrophyllite is a component of refractories, whiteware, foundry mold dressings, pesticides, paint, plastics, rubber, cement, fiberglass, and soap. Historical Overview The most salient refractory features of pyrophyllite are its low coefficient of thermal expansion, high thermal conductivity, low moisture expansion, and good resistance to corrosion by molten metals and basic slags. One of the first recorded uses of this mineral was as firebrick in Japan in the early 1800s. This followed its discovery in 1797 on Mount Omotoyama at the site of the present Mitsuishi mine. In addition to firebrick, sawn blocks of ore were used for carvings and in the manufacture of slate pencils and signature seals. The Mitsuishi mine is still one of Japan's largest. By the mid-1800s, refractories were being made in Japan from roseki (a pyrophyllite-bearing ore) for the construction of metal melting furnaces. The mineral did not get its name until 1829 when R. Herman, testing a sample of supposed talc from the gold-quartz veins at the Berezovo deposit in the Urals, showed that it was actually an aluminum silicate and designated it pyrophyllite. This name was derived from the Greek pur for fue and phullon for leaf, in allusion to the effect of heat in causing separation of the laminae in foliated varieties (Mellor, 1927). The exact date of the discovery of pyrophyllite in the United States is uncertain, but it is believed that the talc and soapstone deposits noted in an 1827 report on the geology of the slate belt of North Carolina were actually pyrophyllite occurrences (Olmstead, 1827). Pyrophyllite was first used in North Carolina on a local basis in the early 1800s. Blocks were sawn and cut for use as stove linings, mantels, chimneys, fireplaces, and gravestones. This was the material of choice because it did not shrink when heated, but cut easily and hardened as it weathered. Pyrophyllite crayons were sold commercially by local gold miners for steel marking and as tailor's chalk from about 1800 until 1922. It was during this period that pyrophyllite was discovered near the town of Hemp (later renamed Robbins), NC. The large quantity of scrap resulting from the sawing of crayons at this deposit prompted the construction in 1921 of a grinding plant. The ore scrap was ground to fine granules and sold to asphalt producers to prevent shingles from sticking together. By the mid-1930s, milled pyrophyllite from North Carolina was also being successfully utilized by the ceramics industry in whiteware for its low cost and ability to shorten firing time. Also during the 1930s, pyrophyllite was first used in kilncar furniture in the United States. Canada was another early entrant in the pyrophyllite business. Mining at the Foxtrap deposit on the Avalon Peninsula of Newfoundland began in 1904, with ore shipped to the United States. Production from this deposit was mostly sporadic in the ensuing years until 1956 when mining began for shipment and captive use in US tile manufacture. This production has remained continuous and still essentially captive to the present. The Foxtrap deposit is currently the sole commercial source of pyrophyllite in Canada.

In recent years exploration and development of low-grade sulfide precious metal ore deposits has increased. Low- grade ores are usually processed using conventional heap leach cyanidation methods. The potential for acid mine drainage from spent sulfide ore heap leached residues remains a concern even though the processed residue is stacked on an impervious liner system. It is therefore of critical importance to evaluate methods for long term prevention of acid mine drainage from sulfide heap leachable ores during the precious metal recovery process rather than mitigation during the closure and reclamation phase. This paper discusses two simple AMD prevention options for the recovery process phase. Laboratory evaluations were made using a modified humidity cell kinetic AMD test method on two low-grade sulfide ores without addition of an alkaline component and on the same ores with natural limestone or acid neutralizing oxide ore blended with the feeds before kinetic testing. Laboratory results are discussed in detail and demonstrate that blending an acid neutralizing component with sulfide ore effectively prevents the production of acid from the processed residue.

In this study, research on the use of monosodium glutamate for copper leaching, with emphasis on the thermodynamics and oxidant characteristics, is presented. Copper dissolution was conducted following a hydrometallurgical route, using monosodium glutamate in alkaline solutions. The effect of oxidizing agents such as hydrogen peroxide (H2O2) and potassium permanganate (KMnO4), and the efficiency of copper leaching with glutamate compared with glycine have been studied. Results, obtained at room temperature, showed 92% recovery of copper using 0.03 M hydrogen peroxide, 0.5 M monosodium glutamate at a pH of 9.44.

A detailed assessment of acid rock drainage (ARD) potential was conducted at the Quintette Coal Mine site in northeastern British Columbia The site is unusual in that the coal seams contain low sulphur levels as compared to eastern coals (typically less than 0.5%), and the non-coal wastes generally do not to have the potential to generate acid on the basis of static ABA tests. The presence of small iron-stained seeps on the pit walls indicate localized sulphide oxidation, while the overall mine site drainage has remained of excellent quality with extremely low levels of metals after approximately 15 years of mining. Thus the site provides an excellent comparison to more problematic coal mine sites. For the Quintette assessment, static acid-base accounting (ABA) analyses of individual samples were compared to criteria for potentially acid generating materials developed for the U.S. Appalachian coal, as well as criteria developed in British Columbia for hard rock mines. Geologic units were characterized by the percentage of samples, or weighted thickness, that was deemed potentially acid generating (PAG). Links were then made to actual seepage and water quality emanating from geologic units around the site. Seeps at the site demonstrate a large range in pH (2.32 to 8.18). The few acidic seeps (pH < 4.0) were found to contain elevated levels of sulphates, dissolved iron, manganese and aluminum, consistent with the metals typically of concern in Appalachian coal mines. Other heavy metals that were detected in acidic seeps at Quintette included copper, zinc, nickel and cadmium. The use of simple ABA tests, and comparison of individual sample results with the Appalachian and British Columbia criteria, was found to be useful in predicting the probable sources of the small localized acidic seeps.

The prototype of an expert system, designed to assist layout planning of face operations, is presented. By specific combination of knowledge-based and conventional EDP techniques it has been possible to extend the known Kepner-Tregoe method up to the determination of mature layout solutions in difficult planning cases. It has been proven that the presented strategy - which can be applied to any kind of problem with similar structure - is apt to provide efficient EDP support for handling complex mining problems. Such support goes far beyond the purely numeric evaluation of envisaged alternatives.

This paper reviews the historical background leading to the development of the project. It gives a description of the exploration program and resulting geological and ore reserve information together with plans for mining. A discussion is included of the three processes investigated for the project: 1. Rotary Hearth and Magnetic Concentration 2. Shaft Furnace and Electric Furnace 3. Rotary Kiln and Electric Furnace Results of pilot plant campaigns conducted at Fiskaa, Norway, and Riddle, Oregon, on the process chosen for the production of ferronickel are presented. The paper continues with a review of the considerations involved in selection of commercial plant equipment and concludes with comments on the current status of the project.

In 1917, U.S. Coal and Coke Company, a subsidiary of U.S. Steel, opened Mine 31 and built the community of Lynch, Kentucky. For the time this was truly a major engineering accomplishment. It was documented in Howard N. Eavenson’s 1939 AIME paper, “Coal Through the Ages.” In 1996, Arch Coal donated the Portal 31 property to Harlan County for public use. In 2003 the Southeast Education Foundation, Inc. and the Kentucky Coal Museum plan to open the Portal 31 Exhibition Mine to the public to tell the story of Kentucky coalmining through the decades. This presentation will summarize the history of the project, efforts to bring it to reality, the engineering problems, and the challenges of providing a safe environment for visitors.

The New Britannia Mine processes a qumtz-carbonate gold ore containing 4.63 git Au at a rate of 2,200 tpd. The ore contains approximately 3 .0% arsenopyrite, 2. 7% pyrite and the rest is gangue minerals. Eight to ten percent of the gold is refractory to leaching. Two years ago, New Britannia Mine experienced cyanidation problems. Gold extraction was not stable and occasionally decreased significantly. Preliminary test work, at laboratory scale and in the plant, indicated that lead nitrate addition was beneficial. A laboratory study was initiated to evaluate the level of control of the parmneters (grinding size, dissolved oxygen, pH, free cyanide and lead nitrate) to optimize the efficiency of the process. It was found that lead nitrate addition is required to alleviate the effect of metallic sulphides. This addition causes a significant increase in the gold leaching kinetics and a reduction in the cyanide consumption. The optimum system appeared to be: leaching for 24-30 hours at pH 11.8, 50 git lead nitrate, 250 ppm NaCN and 8 ppm 02. The gold extraction was 89.8% with grinding at 89%-74Fm (leached tail at 0.48 git). Cyanide and lime consumption are 0.40 kglt NaCN and 1.9 kglt respectively. Following the incorporation of lead nitrate, overall gold extraction was increased from 89.2% to 91.1 % but no change was noticed in cyanide consumption. The gross profit is $CDN 988,000 per year.

The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation&apos;s municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today&apos;s landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes. Preparation for flotation begins with dragline mining, pumping, washing, screening, and desliming. Slimes, nominally -150 mesh material, constitute large quantities of phosphate and water which are a disposal problem. Older techniques involve sizing at about 35 mesh for separate coarse and fine treatment. The plus 14 mesh fraction does not require concentration. Coarse treatment includes agglomerate spiralling, belt flotation, thickening, scrubbing with sulfuric acid, de-oiling for reagent removal, and cationic flotation of fine quartz. A recent trend is to screen at coarser than 35 mesh size and eliminate coarse particle treatment, sacrificing some grade of this product. Techniques for flotation concentration of the fine size fraction are discussed.

The exploitation of mineral deposits for economical recovery of the contained minerals has many aspects differing from other industrial or manufacturing operations. However, generally accepted principles of good organization and management applicable to industrial plants are similarly effective for mineral processing plants. A more detailed coverage of organizational structures and management techniques than is possible in this section can be obtained from many good books devoted wholly to these subjects. A few of the more readily available examples are included in the general references at the beginning of this section. The field of mineral processing encompass a wide variety of minerals, processes, flowsheets, equipment, and end products. Mineral deposits, mines, and related beneficiation plants are found in all parts of the globe, often in remote locations with no nearby support for supplies and maintenance. Available labor is frequently unskilled, sometimes primitive, and often untrained without machine and hand tools or heavy equipment experience. Such situations call for well- planned and conducted training programs covering the full range of mining-type job skills. Climates can range from arctic to tropical and from arid to extremes of rain or snow, and the mine and plant sites can be almost anywhere. However, it is often possible and sometimes necessary for

Introduction Lyon, with 1.1 million inhabitants, is the third largest city in France after Paris and Marseille. It is a lively industrial centre. Lyon lies at the intersection of many transport routes and at the fluence of Rhone and Saone. Like all large cities, Lyon is attempting to alleviate inner city traffic problems by constructing a metro. Metro construction in Lyon began with tunnels built by cut and cover methods along the streets. Deep diaphram walls, which were back anchored and toed into imperveous strata, formed the excavation walls. It is a very economic and simple method. However during the construction period, it has the disavantage of strangling urban life for several years. It is therefore increasingly being replaced by subsurface tunnelling methods. As it was decided to build the metro tunnel between the Guillotiere and St. Jean stations, and thus cross under the Rhone and Saone, the client, Semaly, put the contract out for a competitive tender in which the general parameters were defined. Line, level and construction method were left to the contractor. There was an extensive examination of the tenders, during which reference projects from competitors in Japan were visited, as well as in Germany. Finally the consortium of Dragages, Campenon Bernard, Colas and Hochtief was awarded the contract to drive this tunnel section with an hydro-shield and an extruded steel fibre concrete lining, a Hochtief design.

Once an ore body has been probed and outlined, and sufficient information has been collected to warrant further analysis, the important process of selecting the most appropriate method or methods for mining can begin. At this stage, the selection is preliminary only, serving as the basis for a project layout and feasibility study. Later, it may be found necessary to revise the details, but the basic principles for the ore extraction should remain a part of the final layout. With respect to the basic principles employed, relatively few mining methods are used today. For the purposes of this presentation, the principles are classified as follows: 1) For naturally supported stopes, the available methods are room-and-pillar mining and sublevel stoping. 2) For artificially supported stopes, the available methods are shrinkage stoping, cut-and-fill mining, square-set mining, and longwall mining. 3) For caving methods, the available techniques are sublevel caving and block caving. Due to the uniqueness of each ore deposit, the variations on each of these methods are nearly limitless. It is impossible to include even the major variations in this chapter; the goal of this chapter is to present the principles as a guide to the mining engineer in adapting the general methods to specific needs. The selection process described herein is intended to supply the techniques by which the candidate methods available for a given ore body can be reduced to one or two feasible approaches. The feasible approaches then can be evaluated in detail, and the particular modifications can be investigated. In describing costs and economic factors, all values herein are expressed in terms of 1978 US dollars.

Limestone neutralization of acid mine drainage has been proposed and examined as a method of treatment. However, limestones differ greatly in composition and structure. The reactivity of 14 selected limestones was studied, both by chemical and physical properties and by relative effectiveness in neutralizing synthetic and actual mine waters, and several guidelines for the choice of limestones are given. The particle size should be at least as small as 74 microns and preferably smaller. The most effective limestones are most nearly pure calcium carbonate. Stones which have a relatively low calcium con- tent but which contain calcite and have a large surface area are also effective neutralizers. Magnesite and dolomitic limestones are much less reactive. Disadvantages in using even the most reactive lime- stones for neutralization are indicated.

Leach dumps in Butte are relatively new in comparison with older established dumps in other areas throughout the West. With the exception of one 10 million ton dump, all dumps have been formed on a prepared base. This is necessary because the entire leach dump area overlies an alluvial fill which varies in depth from 100 to 400 feet and through which solution would be lost. Preparation of the leach pad consists of first removing all vegetative material and compacting the exposed surface with rollers. This surface is covered with a 4" layer of minus 1" crushed rock which in turn is roller compacted. A 3" compacted layer of asphalt hot mix is then applied to the crushed rock surface. Final sealing is effected by a 1/4&apos;? coating of catalytically applied hot asphalt. Dump leaching was inaugurated in 1964. First solution applied was wholly made up of mine water pumped to surface through a central pump shaft. Sulfuric acid was added on surface at a surge pond to control pH of the leach solution. Acid addition is necessary not only to benefit the leach dumps, but to prevent the formation of ocher scale within the pipe line distribution system. Mine water pH is on the order of 2.8. The combination of ferrous and ferric iron as well as magnesium and aluminum salts is such that ocher forms at a pH of 2.38. It is therefore mandatory to control pH at 2.0. Dump effluent pH is held at 2.3 or less.

To assist in fulfilling the Bureau of Mines goals of maintaining adequate mineral supplies to meet national economic and strategic needs, and to minimize the environmental impacts associated with mineral-processing operations, a leaching-solvent extraction-electrowinning technique was compared with a leaching-cementation technique for processing low-grade copper ores. Large-scale laboratory column leaching tests (6 to 7 tonnes) were conducted on minus 37-cm chalcocitic ore using ferric sulfate leach solutions at 25° C. Two columns contained 11 percent minus 1.27-cm fines, and two columns contained 32 percent minus 1.27-cm fines. After 416 days of leaching ore samples containing 11 percent minus 1.27-cm fines, copper extraction was 48 and 51 percent for the leach-cementation and leach-solvent extraction-electrowinning procedures, respectively. When leaching ore samples containing 32 percent minus 1.27-cm fines, the leaching-solvent extraction-electrowinning technique extracted 60 percent of the copper after 568 days, whereas the leaching-cementation technique extracted only 48 percent of the copper. In the latter test, leach solution ponded on the ore, which reflected a decrease in ore column permeability. The decreased permeability was attributed to the generation of excessive amounts of iron salts during cementation; the salts precipitated on the fine ore particles and in the interstices, thus plugging the column. This decrease also lowered the available oxygen, resulting in poor aerobic bacterial activity which slowed the oxidation rate of ferrous ions to ferric ions. Sulfuric acid required to maintain a leachant pH of 2 was nearly halved when copper was recovered by solvent extraction and electrowinning rather than by cementation.

In the past thirty years, there have been a large number of ownership changes in the industrial minerals arena and many medium to large companies have made industrial mineral acquisitions. Industrial minerals are exceedingly important to the achievement and maintenance of a high standard of living in the United States and in other developed countries. In the developed countries of the world the value of industrial minerals exceeds the values of the metallic minerals. In the U.S., the value of our industrial minerals is some 2 112 times that of the value of our metallic minerals. Almost every single thing we use or touch in our daily lives can be related to an industrial mineral. Examples are the construction industry, agriculture, ceramics, paper, paint, plastics, electronics, glass, petroleum, and many more in which an industrial mineral or minerals playa functional role. Industrial minerals are exceedingly diverse in their values, properties, and applications. Sand and gravel is an example of an essential industrial mineral commodity which has a low price but moves in very high volumes. Geographic location of this commodity is critical because of transportation costs. High calcium limestone or marble has a moderately high price particularly if it is white enough for use as a pigment or extender. This moves in moderately high tonnages and location is not as critical be-cause it can be shipped for considerable distances and still be competitive. Some specialty industrial minerals such as a white tale or white bentonite sells at a high price at low volumes and geographic location is not a major factor in marketing. Prices of industrial minerals do not tend to be cyclic and generally keep up with inflationary increases. Because of the diversity of industrial minerals very careful analyses of acquisitions or divestitures must be undertaken by buyers and/or sellers in order to prevent serious mistakes.
