2013 has seen metals, industrial minerals, and coal all reduce in price due to market and geo-political factors. Many companies are taking write-downs to recalibrate their reserves and have enacted focused cost reduction programs. The public domain includes statements where companies have operating cost reduction goals in the $500 million range. Zero-base staffing & budget analysis is a means to achieve optimal employment and cost levels for a given level of production. The method involves measuring the work to be done similar to Lean. Lean is a method to review each step of production and remove anything that doesn?t add value or is necessary to complete finished goods. Zero-base methodology has been applied to mines worldwide producing realistic and sustainable levels of staffing and costs based on the quantity of work. The objective of this paper is to provide the framework of zero-basing with examples of application.

The mechanism of gold uptake from iodide solutions by carbon has been investigated. Adsorption isotherms for gold and iodine were established. For activated carbon, approximately 300 mg of gold and 1000 mg of iodine were extracted per gram of carbon at maximum loading. Examination of loaded activated carbon particles by scanning electron microscopy reveals isolated patches of gold deposited on the carbon surface. High-resolution transmission electron microscopy shows that fine gold particles (1-4 nm diameter) are uniformly distributed within the carbon. Iodine was also observed throughout the matrix. The uptake of gold by carbon from iodide solution involves a combined reduction and adsorption process, where the gold iodide species is reduced to the metallic state superficially and adsorbed in the porous structure of carbon. A few experiments for the gold-chloride and gold-bromide systems were carried out for comparison.

Surveying and mapping are used to locate and visually portray objects, lines, or areas in relation to a reference point or line. The actual making of the measurements to locate the objects and points falls under surveying while mapping is concerned with putting the survey information into a graphical form. Generally, the type or class of proposed survey depends on the precision required. Some surveys may need only approximate measurements which can be obtained by simply pacing or by using an ordinary measuring tape; others may require much accuracy, thus calling for the use of an engineer's transit or theodolite along with a graduated steel tape for horizontal measurements, or a level and a graduated rod for measuring vertical distances. Mapping is likewise dependent on accuracy requirements. For example, a general layout showing the relative position of surface facilities may not call for a large scale of dimension or great precision whereas for detailed work, a large scale plus care in plotting points and drawing lines and curves are important factors.

Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health integrated the results of studies from a seismic tomographic survey, a finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. The key findings were that (1) the seismic tomograms showed that seismic velocities in rock adjacent to mine openings were low, (2) a difference tomogram in which in situ stresses on the east and west sides of the slot were compared showed that velocities increased west of the slot but decreased east of the slot, (3) geologic features (rock types and a fault) identified through geologic mapping were recognizable in the seismic tomograms, (4) ultrasonic velocity measurements on the rock cores agreed with seismic velocity measurements in the tomograms, and (5) results from a finite-difference analysis compared well to the seismic tomograms west of the slot but not east of the slot. The significance of this research is that seismic tomography is a useful tool for determining relative stress in underground pillars.

Water has received little attention as a variable in flotation, even though it is a known fact that water hardness often has an adverse effect on purity and recovery, particularly on the flotation of non-metallic minerals. Because of this fact, process water used in some flotation plants is treated to reduce hardness to an acceptable level. In the laboratory, distilled water is usually used as the flotation medium in order to standardize conditions, whereas in flotation plants locally available water is used. At Rosiclare Works of Aluminum Company of America, Rosiclare, Illinois, where a vein-type of fluorspar deposit was being processed by flotation to make an acid-grade fluorspar concentrate until February of 1968 when the plant was closed, qualitative correlations had been observed between metallurgy and reagent consumption and the seasons of the year. The observed effects were thought to be due to seasonal variations in the quality of Ohio River water used as the flotation medium. Figure 1 shows the variations in total hardness and chloride contents of Ohio River water at Rosiclare for the period September 1964 through September 1967. During this period, the sulfate content varied from 85 to 245 ppm (as Na2SO4), the calcium from 90 to 160 ppm (as CaCO3) and the magnesium from 50 to 70 ppm (as CaCO3). The data in Figure 1 show that the total hardness and chloride contents are highest in the late summer and fall which are usually periods of low water and lowest in late winter and spring which are usually periods of high water.

Our interest in metallurgical applications for activated carbon was thoroughly aroused when laboratory studies indicated that each dollars worth of carbon could retain as much as four dollars worth of tin. Since then other data was developed suggesting many Potential uses in the metallurgical field it is hoped that, the information presented in this paper may encourage studies by knowledgeable individuals in metallurgical operations. Activated Carbon accomplishes its results by adsorption which involves selective removal of materials from solution by holding the compounds on the carbon surface at the active areas. An example of adsorption is the dyeing of cloth where the dye is selectively held on the cloth surface and the concentration in the dye solution is thereby reduced. Many theories exist on, adsorption, but the predominant factors involved in metallic ion adsorption probably are that adsorption is indirectly proportional to solubility and is benefited by high concentrations acting to squeeze out molecules in smaller amounts.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. Environmental degradation due to abandoned quarries is an international problem, more intense when these sites are found in urban or suburban zones, in environmentally sensitive areas or are visible from sites of special interest. Rehabilitation solutions applied worldwide, range from simple relief restoration and planting to more sophisticated site exploitation in order to serve specific social needs. The elaboration of rational rehabilitation plans for every site presupposes deep knowledge and comparative evaluation of all the parameters of the problem. In this paper, a methodological approach of rehabilitation solutions for abandoned quarry sites is elaborated, based on domestic and international experience and practice. Solutions are grouped in eight main categories. In every category the framework of prerequisites and confinements (environmental, technical, social, economic, legal) for their application in Greek quarry site is investigated. A comparative assessment of alternative restoration solutions is introduced, using tools supplied by environmental economics, cost-benefit analysis, G.I.S. and multi-criteria analysis and follows in two stages: 1) Establishment of a set of criteria aiming at a priority list for a number of quarry sites located in a geographical or administrative district. 2) Assessment of alternative solutions for every single quarry from the previous priority list for the selection of the most adequate using technical, economical, social and environmental criteria.

PROJECT OVERVIEW As the sun-bronzed San Diego students strolled casually to class, mining crews from Atkinson Construction were working only 9 meters below the surface. The330 meter long, 11.3 meter diameter squat ellipse NATM tunnel is part of the9.3 kilometer Mission Valley East Extension Light Rail Transit (MVE-LRT) being constructed for the San Diego Metropolitan Transit Development Board (MTDB). The SDSU segment of the MVE-LRT was awarded to the Clark Construction Group, the parent company of Atkinson Construction for $82.7 million. URS CORP was the prime designer and Hatch Mott MacDonald performed the NATM tunnel design. The construction managers were Washington Infrastructure Services with Underground Construction Managers, EPC Consultants, and ILF Consultants. A NATM tunnel design was chosen as the most cost-effective way to minimize disruption of the university activities. The tunnel passes close to several buildings and directly below access roads, tennis courts and a baseball field. The NATM method of conventional mining uses shotcrete for ground support often reinforced with steel orplastic fibers, welded wire mesh and lattice girders. The tunnel runs from a cut and cover box up a 4.2% grade in a 217 meter radius left-hand curve with several spirals and ends at the underground station 330 meters away. The depth of cover varies from 16 meters near the west portal to nine meters at the station. The design called for a two-pass system with a primary lining of 300 mm shotcrete with lattice girders at 1 m centers and two layers of welded wire mesh. The lattice girders are used primarily for profile control and are not considered a structural element. The top heading was designed to be excavated in one of three excavation sequences depending on ground conditions and depth of cover. This paper presents the results of numerical modeling of the fractured zone around longwall gateroads. The numerical computations have been based on the results of underground measurements of the fractured zone around longwall gateroads, which were performed for various geological and mining conditions and measured with the use of the endoscopic method with a digital camera. Having results of the underground investigations, trials of duplicating them by the Finite Element Method using software PHASE and the Hoek-Brown failure criterion were performed. In order that the fractured zone predicted by the model-based computations closely simulate that measured underground, some selected parameters in the Hoek-Brown failure criterion were modified based on the earlier determined relations used for prediction of the roof-to-floor convergence in longwall gateroads. As a result, the model-based computations produce results very close to those obtained from the underground measurements. Determination of the fractured-rock zone around the mine roads is of great importance to mining practice, especially in planning and designing supports for longwall gateroads. The influence of the front abutment pressure causes the fractured rock zone around the roads to increase and results in an increase of support load. Moreover, proper determination of the fractured rock zone is one of basic elements in the process of planning roof bolting for mine workings.

"A paper called “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” was presented at the North American Tunneling 2006 conference (Holzhäuser et.al 2006). It summarized global experience with earth pressure balance (EPB) and slurry shield tunneling on nine projects that encountered groundwater heads ranging from 6 to 11 bar. Since then, additional projects have been completed with groundwater heads ranging from 7 to 15 bar. Of these, the high pressure tunneling experience on the Lake Mead Intake No. 3 project in Nevada and on the Eurasia Tunnel (Istanbul Strait Crossing) had the greatest lengths of tunneling at face pressure over 7 bar. Experience with sustained pressurized face tunneling at groundwater heads over 7 bar and risk management observations are the focus of this paper. INTRODUCTION High groundwater head, particularly at 7 bar or more, is a major challenge when tunnelling in high permeability ground and on drives long enough to require cutter changes. It has a strong impact on design and operation of Tunnel Boring Machines (TBMs) in order to protect the main bearing from contamination, prevent excessive groundwater inflow, ensure face stability and enable access to the cutterhead and excavation chamber for maintenance. During the past 20 years, TBM manufacturers and suppliers have made tremendous improvements that allow tunneling at groundwater pressures to 17 bar or more. The most significant risk with high pressure tunneling is generally that of excavation chamber access and potentially the cutterhead for cutter changes, cutterhead repairs and TBM maintenance. Hyperbaric interventions are possible and safety variances have been approved for saturation dive interventions at pressures as high as 17 bar (Lake Mead Intake No. 3). While high pressure hyperbaric intervention equipment is available and safety approvals can be obtained at many locations, few contractors consider the cost and risk of hyperbaric interventions over 7 bar to be acceptable as the primary means of excavation chamber access. Experience with high pressure tunneling prior to 2006 was summarized in a paper entitled “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” (Holzhäuser et.al 2006). That paper provided information on 9 projects: South Bay Ocean Outfall, San Diego; Channel Tunnel (French Side), France; Storebaelt Tunnel, Denmark; 4th Elbe Tunnel, Germany; Wesertunnel, Germany; Westerschelde Tunnel, Netherlands; St. Petersburg Red Line, Russia; Nara Prefecture Water Conveyance Tunnel, Japan; and Tokyo Wan Aqua Line Tunnel, Japan – see Table 1."

The Haber Gold Process (HGP) is a proprietary. hydrometallurgical extraction methodology that was developed in 1983-1984 by Norman Haber and Dr. John Lee of Haber, Inc., a small public company in Towaco, New Jersey specializing in hydrochemical process development for precious metals. It was pilot tested repeatedly in 1985 at our pilot plant in Tombstone, Arizona, with different types of gold bearing mineralization. Both Pincock, Allen and Holt (USA), and PA Technology (Australia) were involved with some of these pilot tests. The ores tested included easily cyanide-extractable oxide type gold ore from Australia, marginal heap-leach type ore from Cripple Creek, USA, and a hematite bearing ore from California. In all cases, extraction time was 6 hours or less yielding 90-99% recoveries of assayed gold values. The HGP operates as a lixivient which parts the gold from the rock matrix, yielding gold in solution in a fully recoverable form. Both precipitation methods, such as zinc participation or Carbon in Leach systems ( or Carbon in Pulp) have been shown to be feasible with this technology for the recovery of gold from the pregnant solution. Both batch vat leaching as well as continuous processing are realistic for use with the HGP. It has also been considered that the HGP might also benefit heap leaching due to several advantageous factors over cyanide. One such consideration is that the HGP can operate effectively with acidic ore types. The use of cyanide with such ores often requires attention to pH and neutralization with lime. This tends to reduce and even clog the permeability of the leach bed.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health and- ministration (OSHA) are accepted by MSHA relative to coal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. One of the most important considerations in the efficient operation of an under¬ground mine is the haulage system. Often the determining factor between profit or loss is the quick removal of ore and waste from the working places to secondary and main-line haulage areas, and so on to the outside. Important, too, is moving supplies from the surface to the working faces so that the loading process can continue with little interruption. Men must he transported in a rapid but safe manner. It has been through the efficient use and generally the combination of mine cars, track, belt conveyors and rubber-tired haulage equipment that underground operations have been able to compete with the more popular strip or surface mining. As near-surface ore bodies are exhausted, underground haulage will play an expanding part in economically furnishing the world's needs for all types of minerals. The choice of underground haulage equipment, wherever possible, should be one that will give the smallest overall cost of ore removal during the life of the mine while meeting necessary safety requirements. The reader is referred to Sec. 12 for equipment such as scrapers and load-dump-¬haul units that perform loading as well as haulage duties. 14.1-MINE CARS AND TRACK NILES E. GROSVENOR Main-Line and Secondary Haulage-Many mines today use a combination of belt and rail haulage. Even if a- belt system is used to carry the product from the face to the surface, track is used to transport workmen and supplies. A track system, when properly installed, will provide interruption-free and safe haulage. Schrecengost 2 lists the following as major advantages of track haulage: 1. Safety in transporting men in and out of the mine in personnel cars. 2. Easy and rapid transportation of supervisory personnel. 3. A temporary shutdown occasioned by a roof fall or power failure along the haulage system will not shut down the production areas. 4. Quick availability of repair parts and supplies. 5. Large pieces of coal or rock can be handled without damage to the haulage equipment. 6. In areas where quality fluctuates noticeably, different cars may be separated out for special preparation. 7. Rock or equipment may be loaded and moved out of the mine without interference with the production or preparation of the coal. 14.1.1-MINE CARS Mine cars with steel bodies are used in all types of present-day mining. Wooden cars usually are more bulky and less resistant to wear and damage, but are more easily repaired. Regardless of the type of mine car selected, it is most practical to standardize on one type or make to simplify repairs and limit the amount of spare parts necessary to stock. Rigid-body flat-bottomed cars are simpler and usually lower than others of equal capacity. "Technical advances in longwall mining over the last several years have resulted in much larger and faster shearers that have the capability of mining at speeds over 100 ft./min. This has resulted in a substantial increase in the amount of dust that is generated at the shearer and during shield advances. Meanwhile, increased underground coal production has put a greater demand on longwall dust control systems as some operators have had difficulty maintaining consistent compliance with federal dust standards. To address this need, the National Institute for Occupational Safety and Health [NIOSH] is investigating the effectiveness of a water spray manifold mounted on the tailgate end of the shearer body. The sprays are oriented parallel to the tailgate ranging arm, and these sprays create a water curtain confining the dust plume near the face, preventing the dust from drifting into the walkway. This redirection of dust provides a clean air envelope for the tailgate shearer operator and jacksetters working near the tailgate drum. Three different tailgate spray manifold designs were tested and evaluated at the Office of Mine Safety and Health Research [OMSHR] Pittsburgh Longwall Test Facility. Manifolds were equipped with hollow cone or flat fan water spray nozzles and evaluated at three face air velocities (500, 700, and 900 fpm) and at water pressures of 100, 150, and 200 psi. Reductions in dust concentrations were observed at six face sampling locations for all the tailgate manifold systems at each of the tested spray pressures and face velocities. Based on results from the laboratory tests showing reductions in dust concentrations at sampling locations downwind of the shearer a spray manifold was fabricated and evaluated at an underground operation. INTRODUCTION In 2012, underground coal mining in the United States produced a total of 342 million short tons, with longwall mining accounting for over 53% of this production [EIA 2013]. The longwall mining industry continues to see remarkable and significant improvements in longwall mining equipment and mining practices. Average shift production during compliance dust sampling has increased from 3,500 tons per shift in 1994 to approximately 6,000 tons per shift in 2012. A dramatic decrease in working longwall faces from 80 to 49 has occurred over the same period [Fiscor 2013]. Factors specific to longwall mines that supported productivity improvement include: higher capacity shearers, improved shield hydraulics and control, higher horsepower for equipment, wider face conveyors, and larger faces. Today, the average face width has increased to 1,188 ft., with one longwall operation reporting a face width of 1,650 ft. compared to an average of 750 ft. in 1994 [Fiscor 2009, 2014]. Panel lengths in 2013 averaged 11,307 ft. compared to 7,000 ft. in 1994. Overall production from U.S. longwalls has increased by nearly four percent from 2007 to 2012 with over 182 million tons mined annually [EIA 2013]. Given the volume and rate of coal produced on longwall faces, the potential to generate large quantities of respirable coal mine dust also exists."

Reduction in the recovery time required and improvements in safety during a longwall face move have compelled coal mine operators to examine and use pre-driven longwall recovery rooms. The recovery entry is developed at the longwall stop position and supported ahead of time so that the required combinations of standing and internal sup-ports can be installed before the longwall face approaches. A calibrated three-dimensional finite element model, developed in conjunction with an underground test area, provided the critical components and design principals for a comprehensive parametric study. The study indicates that vertical, horizontal, and shear stresses concentrated on the outby abutment pillar corner of the recovery room resulting in deformations in the immediate roof above the primary roof support anchorage level. The results of the numerical model and field site observations indicated that the combination of the internal bolting system and the standing concrete supports are critical for the successful and safe extraction of the longwall equipment. Cable supports installed at and angle over the pillars can help stabilize the disturbed zone above the adjacent fender and outby pillars, however; standing supports are required in most sedimentary roof conditions to increase stability and assure a safe longwall extraction.

In each chapter an attempt has been made to describe the more common commercial mineral involved with the commodity and the processes used to recover and concentrate the minerals, as well as geographical areas where these processes are utilized.

Flocculation is an important step in the treatment of coal preparation waste waters. The effects of polymer charge and molecular weight and solution pH and ionic strength on the adsorption and flocculation characteristics of a series of polymeric flocculants on some typical waste water constituents have been studied experimentally. The results indicate that the nature and extent of flocculation are strongly system-dependent. For the case of coal, both adsorption and flocculation behavior can be correlated with the polymer conformation in solution. For the mineral constituents, on the other hand, adsorption and flocculation depend also on the surface properties of the solid.
