The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. Major sources and reserves of Cb/Nb, Ta, REE, Y, Sc, Zr, Hf, Cu, apatite and vermiculite may be concentrated in primary and secondary minerals associated with different stages and depths of emplacement in carbonatite complexes and kindred alkalic intrusive rocks. Exploration targets include: apatite and pyrochlore (Nb) in the plutonic and hypabyssal core and ring-dikes: bastnaesite (REE), strontianite, barite and fluorite in hydrothermal veins and cone-sheets (subvolcanic setting): thortveitite (Sc,Y) and vermiculite in metasomatized aureoles (fenites): high grade eluvial deposits of apatite and pyrochlore, and secondary REE, Nb, Ti. and V-minerals in supergene and weathered zones.

With the increasing need to exercise better control over mill circuits has come a requirement to develop rapid, accurate means of measuring circuit parameters. One of the most important parameters is the assay of the material in the circuit (or about to be introduced to the circuit). To date, most on-stream analysis has been performed using X-ray fluorescence equipment. Neutron activation offers an alternative method in certain circumstances, and one which has several interesting advantages. Recognizing the need for a simple, safe neutron activation unit suitable for on-stream analysis in the mineral industries, Atomic Energy of Canada Limited has designed, built and tested the SHERLOCK system. One prototype (SHERLOCK I) is located in Ottawa and is now used primarily in research. A second prototype (SHERLOCK III) is located in Vancouver at the laboratories of B.C. Research. This unit is being used for some development research and for evaluating the unit in specific applications. Most of the work completed to date has been aimed at proving the technique and in developing some of the parameters needed to design systems for a milling plant. Funding for the work has been through research grants and through sponsor¬ship by interested companies.

Western Australia is the largest state in Australia with an area one and three quarter times the size of Texas. Most of the State is desert or semi-desert, and only the southwest corner is heavily populated. The State has a population of one and a half million people, and one million of these live in and around the city of Perth. Perth is located on the narrow Swan Coastal Plain and is flanked by the Indian Ocean and the Darling Plateau. The Darling Plateau is an ancient peneplain rising some 300 metres above sea level, and forms an important resource base for the population.

The “Eggequerung” is an important part of the German Railway’s (Deutsche BahnAG) modernized Dortmund—Kassel line. The heart of this 13-km-long (8 miles)construction lot is the double-track Egge Tunnel with a total length of 2,880 m(9,450 ft.). The tunnel was driven using the New Austrian Tunnelling Method (NATM).The construction contract also called for a reinforced concrete secondary lining, guaranteed for a full water pressure of 30 m (100 ft.) water column. Preliminary geological study already showed that very problematic geological-hydrological conditions would have to be expected. This talk describes the chosen NATM driving concept that was adapted to the prevailing geological and hydrological conditions, the special driving method applied in geologically difficult zones as well as the water control concept used during driving. The flexibility and the limits of the NATM under exceptional hydrological conditions are illustrated. Also described are reinforced concrete lining works for the watertight secondary vault (reinforced concrete secondary lining without water-proofing membrane).

Separation and identification of minerals composing the Tunisian silica sands have been conducted by acid etching and hot filtration/sedimentation (HFS) without affecting the quartz component. It was found that the hot acid etching process is an effective method to separate quartz and clay minerals in the silica sand. The SEM micrographs of the silica sand show rough surface and some cracks with irregular shapes. The surface becomes clean and smooth after acid etching process. After chemical dissolution, the clay minerals were recovered by hot filtration following by sedimentation at low temperature. FT-IR, EDS maps, and secondary electron (SE) analyses of separated clay minerals reveal the presence of Fe2O3, montmorillonite, and kaolinite minerals. The LIBS analysis of clay minerals shows the presence of Al, Fe, Ca, Al, and Mg. The sequential etching process can be introduced in the purification methods as an effective way to separate quartz from clay minerals.

Resin-grouted bolts serve as a crucial means of stabilizing yielded coal ribs in underground coal mines. A comprehensive investigation into their efficacy was undertaken by a collaborative effort between the National Institute for Occupational Safety and Health (NIOSH) and Missouri University of Science and Technology (MST). This study involved pull-out tests in multiple locations, including six coal mines and the NIOSH research mine. A total of seventy-three (73) tests were conducted, of wide range of anchorage lengths, ranging from a short encapsulation length of 0.305 m to a fully grouted encapsulation length of 1.524 m. The test findings indicate that when short encapsulation bolts are installed at high rotation speeds, their anchorage capacity is significantly reduced, leading to failure at the bolt-grout interface. Conversely, when these bolts are installed at lower rotation speeds, they exhibit greater capacity, with failure occurring at a higher anchorage load equivalent to the yield load of steel rebar. No matter what the rotational speeds were used during bolt installation in this study, the fully grouted bolts consistently experienced failure at the ultimate load of the steel rebar. Most of the tests carried out on partially grouted bolts with anchorage lengths of 0.610 - 0.914 m have shown behavior patterns like the fully grouted bolts, although exhibiting reduced stiffness. The outcomes of this research offer a profound insight into the ways in which resin-grouted bolts enhance the stability of coal mine ribs.

A gaseous chlorination process for hydrometallurgical treatment of a chalcopyrite concentrate was investigated. The overall process is visualized to consist of low temperature chlorination-selective oxidation, followed by aqueous chloride leaching and SX-EW for producing electrolytic copper elemental sulfur and ferric oxide. In this article, the chlorination phase of the processes is described. Initially, the chlorination behavior of chalcopyrite-concentrate micro-pellets was investigated using a small batch-type fluidized bed reactor. The optimum conditions thereby established was used in continuous chlorination tests. The chlorinated products thus prepared were used in the selective oxidation phase of the investigation.

The dissolution process of phosphate rock from the Semikan area (Mardin-Mazidagi, Turkey) using dilute phosphoric acid has been investigated. The work involved studying the effect of important variables, such as reaction time, stirring speed, particle size fraction, phosphoric acid concentration and temperature. Van der Sluis et al.?s model was used to determine the rate of the partial dissolution of phosphate ore. Mass-transfer coefficients (kL) varied between 2.8 and 28.5.10-3 m.s-1. The activation energy of the process varied between 16 and 20 kJ.mol-1. It has been found that the dissolution process is controlled by calcium ion diffusion, rather than by chemical reaction.

Flooded-bed scrubbers on continuous miners have been shown to be an effective respirable dust control technology, traditionally used during the extraction of extended cuts of up to 12.2 m (40 ft). To effectively use scrubbers in faces that employ exhaust ventilation, the return ventilation curtain or tubing should be located outby the scrubber discharge on the continuous miner, which results in a setback distance from the face of approximately 12.2 m (40 ft). The goal of this research was to compare respirable dust levels generated in 6.1 m (20 ft) cuts when using extended curtain setbacks with a scrubber operating to dust levels in 6.1 m (20 ft) cuts when using traditional exhaust face ventilation without a scrubber operating. Dust surveys were completed at three mines with area and personal sampling conducted to quantify respirable dust concentrations on a cut-by-cut basis. Sampling results did not show a statistically significant difference in respirable dust at the continuous miner or shuttle car locations with and without the scrubber operating. However, with the scrubber operating, respirable dust concentrations in the return airstream downwind of the miner showed reductions of 91%, 86%, and 40% at Mines A, B, and C, respectively. The reductions at Mines A and B were statistically significant. Likewise, reductions in respirable quartz dust levels in the miner return were observed at all three mines, with statistically significant reductions of over 80% observed at Mines A and B. Consequently, operation of the flooded-bed scrubber did not impact respirable dust levels in the face area but did significantly reduce respirable and quartz dust levels downwind of the continuous miner. These results were obtained with the mines operating at or above the minimum operating levels specified in their ventilation plans.

Rare earth elements have important strategic significance and economic value, and the rare earth elements in coal resources have considerable development potential. This study took coal refuse in the Jungar area of Inner Mongolia, China, as the research object, and investigated the occurrence modes of rare earth elements. A special sequential chemical extraction experiment was designed, and the results showed that the rare earth elements in coal refuse mainly occur in silicate and aluminosilicate form, accounting for approximately 65% of the total rare earth elements. According to the results of SEM-EDS, micro morphology of the sample belonged to the lamellar structure of clay minerals, and Al, Si, Fe, S, Y, and La were all present in the sample. Through SPSS software analysis, rare earth elements have an obvious linear positive correlation with Al, Si, and Fe elements, and a negative correlation with S elements. The rare-earth element occurrence mode in coal refuse can provide a definite theoretical basis for the later extraction and enrichment work.

Tunnel excavation while mining is not often performed in North America primarily due to access constraints in both operations. Referencing European approaches for long distance tunneling, the Devil?s Slide Tunnel project has applied innovation and technology to provide the ability to overcome this unique challenge. The Devil?s Slide Tunnel requires the construction of twin bore tunnels excavated based on sequential excavation method (SEM) construction methods using New Austrian Tunneling Methods (NATM) principles. The twin tunnels are approximately 9 m (30 ft) in diameter and 1,250 m (4,100 linear ft) in length. The purpose of this project is to reroute Route 1 from around the Devil?s Slide through the San Pedro Mountains crossing from Montara, CA along the south and into Pacifica, CA in the north. The Caltrans project was awarded in December 2006 for a total of $272,366,000. The job is an A+B job, thus the estimate scheme of final lining while tunnel excavation is important to save time. A+B is a method of rewarding a contractor for completing a project as quickly as possible. By providing a cost each working day, the contract combines the cost to perform the work (A) with the cost of impact to the public (B) to provide the lowest cost to the public. Concurrent mining while lining is achieved through a series of gantries and a set of tunnel forms allowing the pass-through of the excavation equipment. The tunnel lining operation passes through several phases of work that are dependent upon the progress of the tunnel excavation process. This involves unique milestones, such as the evolution of the ventilation system, development of an enlarged cross passage to allow equipment to access each tunnel from within the tunnel and, finally, the installation of an invert prior to arch lining that limits the continuity of the final lining operation.

Further, on page 246, "The first area of study was the Josephine peridotite, now identified as an ophiolite terrane, located in northern California and south-western Oregon (Fig. 3). Here, it was felt that we could test the models shown in Figs. 1 and 2 and, if successful, expand the model and test it in other chromite districts in the US and around the world." My comments refer only to chromite deposits in Europe and the Middle East. First, I question that may chromite deposits occur in the idealized ophiolite section shown in Fig. 1. Second, although some podiform deposits (referring to morphology) have been important (Guleman, Turkey, for example), the stratiform deposits are of greater importance in tonnage and frequently grade. Examples include Nada, Yugoslavia; Bulqiza, Albania; Xerolivado, Greece; Saranovsk, Russia; and Abdasht, Iran. Reply by J.C. Wynn Mr. Hillebrand raises two issues that deserve a serious response. One issue is basically subjective and the other is ultimately political. First, the question of where (and how many) podiform chromite deposits are found in the idealized ophiolite section of Dickey (1975). The Dickey model is still perhaps somewhat controversial (Panayoutou, 1980), but our experience in the Josephine ophiolite of northern California (Wynn, 1980; and Albers, 1983) shows that the model works well there. Virtually all the chromite is found in dunite lenses in the tectonite peridotite (harzburgite). Since there are few complete ophiolites exposed in the world, the model will probably never satisfy everyone. The degree of acceptance is a function of any individual's subjective experience. Second, it is well known that stratiform chromite contributes more than 95% of the chromite reserves presently known in the world, and it could be reasonably argued that there is no point in exploring for or exploiting podiform deposits further. The title of the paper, however, was in part 'strategic minerals geophysical research'; chromite is considered a strategic and critical mineral of the US and many other industrialized nations. Stratiform deposits in South Africa and Zimbabwe account for most of the chromite reserves in the world. Unfortunately, experience in modern times with substantial price fluctuations and even resource cartels dictates the wisdom of identifying and maintaining a national chromite reserve, irrespective of the cost. An improved exploration methodology is an essential element in this strategic objective. Recent changes in the field of ore and bulk commodity handling has forced a reevaluation of previously conceived notions. When vessels were small, and sources of raw material were reasonably close to areas of need, the role of the shipping terminal was of secondary importance. Now terminals must be built to take advantage of the economic benefits of the supercarriers. The shipping rates of the 80's will not be determined by the 60,000 DWT or even 150,000 ton capacity bulk carrier, but rather by the supercarriers in the 250,000 DWT class or larger. When the Suez Canal was closed, the shipping industry took a hard look at the economics of the large bulk carrier. Naval architects overcame the problems and successfully designed large supertankers, which today are plying the seas in excess of 350,000 DWT. Orders have been placed for tankers of 480,000 DWT. The shippers of dry bulk materials are now coming to similar conclusions about the economics of supercarriers. As of today, over 40 orders have been placed for vessels in the 250,000 DWT class, representing an investment of over 11/2 billion dollars, and many more are being considered. These vessels are being designed as combination ore/oil (0/0) or ore/bulk/oil (OBO's) carriers. The oil industry has seen the need for terminals which can accommodate these supertankers. The dry bulk shippers, and particularly ore shippers, must now act.

During 1964 and 1965 a mineral exploration program was carried out over an area of approximately 250 square miles, located in the Anvil-Vangorda Creek area of east central Yukon, 125 miles northwest of Whitehorse. The Vangorda deposit, a massive lead-zinc sulphide body discovered in 1953, was centred in the area proposed for exploration, a northwest trending belt located between the southwestern flank of the Anvil Range and Pelly River. Exploration for base metals in the remote Anvil area had previously been restricted by poor metal markets in the late 1950's. Regional geologic information was also limited except for publication of a scale 1 inch to 4 mile map by the Geological Survey of Canada in 1961. To effectively explore this area, a combination of geophysical and geochemical methods were essential due to extensive overburden cover varying in depth from a few feet to over 300 feet. (Figure (i) Key Map) Dynasty Explorations initiated the first comprehensive regional exploration program in the Anvil area, utilizing saturation prospecting methods employing geologic, geochemical and geophysical methods. The program involved an approach demanding continual modification of technical and physical logistics. After a total of 12 months of field work involving an expenditure of approximately $450,00, massive sulphides were discovered which subsequently proved to be an economic orebody. Thirteen properties had been acquired and explored. Ten separate geophysical anomalies had been outlined by a combination of magnetic, electric and gravimetric survey techniques of which five were tested by rotary drilling and two by diamond core drilling. The discovery of the Faro deposit was a direct result of this program.

For efficient management of operations, mining companies are required to be able to predict potential scenarios for main market factors. Competitive advantage and value creation are established through managing the value chain well. The mining value chain is usually faced with challenges from various shifts in commodity markets as well as ongoing uncertainties. Therefore, there is a need for accurate analysis of data from the markets, for the prediction of commodities, for instance, Precious Group Metals (PGM). The main objective of this research work is to apply machine learning methodologies with the aim to identify patterns and trends in the Precious Group Metals, and thereafter analyze and predict the future trends of these markets. Numerous machine learning models are applied to a dataset consisting of 15 years of daily price for eight precious metals namely Platinum, Palladium, Rhodium, Ruthenium, Osmium, Indium, Silver, and Gold. The results reveal the patterns and trends within the data sets and that different machine learning methods could be suited for the prediction of market prices for each of the PGMs. The application of an amalgamation of various machine learning methods may result in more accurate predictions of the PGM markets. Accurate prediction of market prices for PGMs will possibly result in unlocking untapped sources of value in the mining industry.

Block cave mining method poses unique ventilation challenges compared to other underground metal mining methods. This research study focuses on assessing the airflow behavior in regulated airflow distribution systems by developing a 1:100 scaled block cave experimental model and a numerical model. This study also investigated gas flow behavior under various airflow conditions. Based on our findings, we observed that reduction in particle size and porosity of caved materials, decrease in cave footprint, and closure of undercut drifts would increase cave airflow resistance. The increased airflow is found beneficial for gas dilution regardless of its source locations, while the regulated airflow distribution system might deteriorate gas dilution situation when the source is located in the extraction drifts.

Recently there has been much discussion of the use of pipelines for the long-distance transportation of solids. Many have come to recognize the economies inherent in pipeline transportation. The widespread movement of oil and gas at astonishingly low costs - a gallon of oil moves from Montana to New York for less than that for the delivery of a postcard - has spurred others to sturdy this mode of transportation. Most interested people are aware of the inherent advantages of pipelines - continuity and reliability of operations - low manpower requirements per ton mile - moderate capital costs per ton mile - low maintenance costs per ton mile - low operating costs per ton mile.

"A long-term mine production schedule optimization based on stochastic integer programming is presented that manages the risk due to geological variability and uncertainty while jointly considering mine profitability, truck fleet requirements and waste management. The evolution of the pit is controlled so that space within the mined-out pit is continuously provided to allow for tailings and waste rock to be replaced, thus minimizing the project’s environmental footprint. The method is applied at a taconite iron ore deposit and has a project net present value that is 16.9 percent higher than that of a conventional schedule and has a higher chance of meeting production forecasts. The stochastic schedule reduces equipment requirements by delaying waste mining and by mining selectively in order to meet plant ore feed requirements without stockpiling material, resulting in 23.7 and 26.2 percent lower mining capital and operating costs, respectively. IntroductionThe LabMag iron ore deposit is part of the Millennium Iron Range, a 210-km (130-mile) belt of taconite in northern Quebec and Labrador, Canada. LabMag has significant economic potential. It contains more than 3.3 Gt (3.6 billion st) of proven reserves at an average total iron content of 29.8 percent and is very low in impurities. However, on a project basis of 23 Mt/a (25 million stpy) of product, the required capital expenditure is estimated at more than $5 billion (SNC-Lavalin, 2014), which necessitates careful evaluation of all sources of risk. Resource estimation is one of the main sources of risk in a mining project as knowledge of the orebody is primarily based on drilling, which is often sparse because it is expensive. If the expected ore tonnages and qualities are not obtained when mining, the project cash flows are directly affected. The expected quantities and qualities of ore and waste are defined by the mine production schedule, which specifies the sequence of extraction and is dependent on the resource estimation. The goal of mine production scheduling is thus to maximize the expected profit, while also meeting all production targets and constraints, by creating an extraction schedule that is robust in the face of geological risk and has the highest chance possible of actually being realized."

A current environmental concern is the cleanup and restoration of soil contaminated with low-level radionuclides at DOE sites including the Nevada Test Site. At the present, there is no applicable process to economically and effectively deal with the remediation of contaminated soils. This situation requires development of a selective flotation process to separate the radionuclides from contaminated soil efficiently and economically. In this study, a minus 200 mesh size fraction of pure cerium dioxide was used as a surrogate for plutonium oxide which is the major contaminant at the Nevada Test Site. A Hallimond flotation cell was utilized to examine the flotation behavior of cerium dioxide with oleic acid under various conditions of pH and collector concentration Mechanical cell tests were conducted to float the surrogate from a mixture with uncontaminated Nevada Test Site soil in the absence and presence of calcium carbonate as a carrier. Two different sizes of the carrier (minus 150 mesh and 65-150 mesh) were tested. It was found through the Hallimond cell flotation tests that the cerium dioxide could be floated well at pH's 4 and 9 with 10-3 molar oleic acid. It was also found that the addition of the carrier drastically enhanced the flotation recovery of cerium dioxide. The flotation recovery of the surrogate increased from 34 % to 65 % by adding only 0.5 % calcium carbonate (minus 150 mesh) in the feed and also increased to 95 % by adding 10 % of this carrier to the feed. The finer size fraction of calcium carbonate (minus 150 mesh) was more effective in recovering cerium dioxide than the coarser size fraction (65-150 mesh) The flotation method utilizing a carrier of calcium carbonate seems to provide a high potential to be used for the remediation of soil contaminated with radionuclides at various Department of Energy's nuclear weapon sites.
