The DC Water and Sewer Authority's Long Term Control Plan includes tunnels, sewer separation, pumping station rehabilitation and green infrastructure to reduce combined sewer overflow (CSO) discharges to the District waterways. The Northeast Boundary Tunnel is a deep, large sewer tunnel that will reduce CSO discharges; signifi- cantly mitigate known chronic flooding in the Northeast Boundary drainage area and improve the water quality of the Anacostia River. This paper presents the unique combination of Owner and Contractor perspectives of the entire Project from conception through procurement, execution, and contract management, providing lesson learned, chal- lenges encountered, and solutions implemented to deliver the Project successfully.

The Kennecott Ridgeway Mine in South Carolina is scheduled to complete mining and ore processing in the last quarter of 1999. Tailings are disposed in a 300 acre, lined tailings impoundment. To facilitate closure and reclamation, modification of the tailings impoundment operation has been adopted. Mining involved the sequenced development of two open pits. In 1996 mining of the South Pit was completed and backfilling of the pit with waste rock from the North Pit was initiated and will continue until mining ceases. Both pits will be reclaimed as fresh water lakes. This paper presents the physical, geochemical and hydrogeochemical evaluation of the operational and post operational management of the project. Comparison of the operational monitoring data against predicted performance are reviewed.

The reduction of accidents will play an ever increasing role in the mining of coal and hardrock ores as mining operations become more mechanized, the equipment becomes more costly and sophisticated, and as mineral production exploits deeper and more marginal coal and ore deposits. The most effective means to reduce accidents is through the design of mining systems and equipment. Results of safety research by the U.S. Department of the Interior, Bureau of Mines, to design safer coal extraction and haulage systems and to reduce electrical accidents are presented.

The new 9300 TPD sinter plant being built for China Steel Corporation is incorporating the latest computer technology for plant control systems. The control system will use a central computer and distributed micro-processors to control instrument loops and switching logic in the blending yard and sintering plant. All plant functions, including combustion and fan controls, will be controlled by remote microprocessors located throughout the plant, and connected by a communications link to the centrally located computer and control room. The design, programming, construction and operation of a microprocessor based control system presents new challenges to the control engineer. With microprocessors in the control system, more power exists in the individual control loop and many supervisory functions may be added at the loop level. The specification of the microprocessor system and the resolution of hardware design and control system design can lead to development of powerful systems capable of higher level control and optimization functions

Using an approach based on the theory of similitude, the author develops a general equation and related concepts that provide new insights to an old problem. The load-bearing capacity (strength) of a square, rectangular, or cylindrical prism of a brittle material such as rock, coal, or concrete is expressed as the mathematical product of a size effect, a shape effect, and a function of the mechanical properties (deformability, cleat/joint spacing, and friction) of the pillar, roof and floor materials. Through an application of multivariate statistical analysis, the results of assorted tests and observations of failed pillars can be combined into a fundamental scaling equation, which provides a unified, consistent approach to the estimation of mine pillar strength. The form of the equation is sufficiently general to be able to incorporate refinements in the characterization of the basis factors, as they become available through future experimentation and analysis.

The efficient operation of an open pit mine presupposes that the slopes are maintained at an angle which closely approaches that of the ultimate stability of the slope. In order to do this in a safe manner, it is essential that the data relating to the behavior of the slopes be monitored and made available, through an instrumentation system, to the appropriate personnel so that soundly-based engineering decisions may be reached with the minimum of wasted effort. In addition to simply detecting potential failures, the system should also define what type of failure is developing; i.e., rotational, wedge, or dilational failures. Providing this data is the prime function of a stability monitoring system. Therefore, in an operating open pit mine, the instrumentation system must provide information which will have a direct bearing upon both the safety and the economics of the operation, as well as provide data which is pertinent to initial design, or to the re-design of slopes where developing instability is found to be a problem.6 It is possible to excavate pit slopes which will remain stable under extremely adverse conditions; however, such slopes would usually be so flat that they would tend to render the operation of a pit uneconomical which might otherwise be mined at a profit. On this basis, all practical pit slopes must be considered to be, to some ex- tent, unstable; if they are not, the design is too conservative and the mine is not returning its maximum profit. To reduce the problem to its fundamentals, one can simply state that the ideal pit slope design produces a slope which stands with zero maintenance for the entire life of the pit and then collapses into the final excavation as soon as the personnel and equipment have been removed. Such a design is impossible to achieve, but the fact remains that an efficient slope would hover on the edge of failure for the life of I the pit. As one retreats from this position, the profitability of the mine decreases because of an unduly conservative design.

Unrecognized roof beam failures resulted in 69% of the falls of ground injuries occurring in underground U.S. stone mines from 1990 to 1996. Field investigations at 45 underground stone mines suggest that excessive beam sag or deflection is the principal unstable roof behavior characteristics associated with miner injuries. Laminated roof structures, common in most underground stone mines, allow the immediate roof to separate into distinct beams. The timely determination of roof beam deflection could provide stone miners with advanced knowledge of potentially hazardous roof. Existing methods to assess roof conditions consist of observational and monitoring techniques. Observational techniques include open drillholes, sounding, wedging, and borescopes. Monitoring techniques include scratch tools, extensometers, telltales, Miners Helpers, and Guardian Angels1. Miners have difficulty utilizing these techniques because roof beams are located an average of 8 m(26.5 ft) above the miner’s head in environments that are dark, dusty and noisy and these deflections are measured in millimeters of movement. To help mitigate the potential for falls of ground injuries to underground stone miners, the National Institute for Occupational Safety and Health (NIOSH) has developed the Roof Monitoring Safety System (RMSS) to aid in monitoring dangerous levels of roof beam deflection. If enough site-specific information is collected and placed on highly visible maps, individual mining operations could establish general guidelines for responding to specific roofbeam deflection occurrences. This would help in implementing a pro-active, comprehensive roof control plan for reducing falls of ground injuries.

Lead anodes are used in commercial copper electrowinning operations, yet there is no method to calculate anode life. To be discussed in this paper are operating characteristics of rolled plate (Pb,Sn,Ca) alloy anodes at Morenci's electrowinning tankhouse along with fundamental operating conditions and how the anode reacts to these conditions. These include anode maintenance, electrolyte temperature and viscosity, cobalt concentration, and manganese concentration. Also to be discussed are anode substrate characteristics under normal operating conditions and how the corrosion rate is affected by changes in operating conditions.

Three transportation and handling alternatives for delivering dry coal combustion residues from power plants to underground coal mines were evaluated technically and economically. The objective was to transport, handle, and inject the residues into the old workings of the mine at a minimum cost. This objective was accomplished in two steps: I) Simulation models were developed and utilized in identifying technically feasible designs in each alternative, 2) Technically feasible designs were economically evaluated to obtain the cost-per-ton of material transported. The designs that provided the minimum cost-per-ton were declared optimal An analysis was conducted for varying distances and tonnages to reveal favorable operating ranges of each alternative.

Introduction Industrial minerals are key ingredients in a large majority of domestic and industrial products that are used in our daily lives. In the 7th edition of Industrial Minerals and Rocks, fifty three industrial mineral commodities are described. A precise definition of industrial minerals and rocks is difficult. Bates (1975) proposed a definition which is widely used and is as follows: "any rock, mineral, or other naturally occurring substance of economic value, exclusive of metal ores, mineral fuels, and gemstones: one of the non-metallics". They can be igneous, metamorphic, or sedimentary and range in price from a few dollars per ton to a very high price of hundreds of dollars per ton. The growth in their production and use is closely allied with population growth particularly in countries that maintain a high standard of living. The United States just passed 300 million in population and it is predicted that by 2040 the population will be 400 million. This will result in large increases in the need for Industrial minerals. Other factors that relate to increased use of industrial minerals are increased research and development by the producing companies and better quality control. Many industrial minerals such as kaolin, barite, nepheline syenite, fluorspar, lithium carbonate, phosphate rock, potash, talc, and several others are exported from the producing countries to many users around the world which has significantly increased their use. Also, government agencies, State Geological Surveys, and Universities have contributed to their growth by their research and development activities.

INTRODUCTION The radon problem concerns the radiation exposure from inhaled short-lived radon daughters and the associated risk for the induction or promotion of lung cancer. In several groups of miners which were exposed in the past to relative high radon levels during their underground work, an excess lung cancer frequency has been observed. On the basis of these findings it has to be stated that the inhalation of radon daughters is the most important radiation hazard in mining. Involved in this radon problem in mines are the difficulties to measure the individual radon daughter exposure of miners and to estimate the dose to critical cells and target tissues in the lung from inhaled radon daughters. And finally the reduction of radon levels in mines confronts us with special technical problems which are difficult to solve. Thus the setting of annual limits for the radon daughter exposure of miners alone is not sufficient to guarantee an appropriate standard of radiation safety. Of same importance are the improvement of air monitoring and the optimization of technical protection measures in mines. This has to be kept in mind for the following considerations on exposure limits. The ICRP has recommended in 1959 for the first time a maximum permissible concentration (MPC) for the occupational exposure to radon and its short-lived daughters (ICRP, 1959). This MPC in air was derived from a maximum permissible dose equivalent of 0.15 Sv (15 rem) per year to the epithelium of the large bronchi which was regarded as the "critical tissue". This old MPC-value was derived using a simplified lung model which paid main attention to the dose contribution from the inhalation of unattached 218Po(RaA) atoms. Since this time more realistic dosimetric models for radon daughters have been developed; some of these models will be presented in special papers on this conference. Furthermore in the last 10 - 20 years substantial epidemiological information on the lung cancer risk among several groups of Rn-exposed miners has become available. Taking into account these epidemiological and new dosimetric findings the ICRP has adopted in March this year new recommendations on occupational limits for inhalation of 222Rn, 22ORn and theirshort-lived daughters. This report will be published this year as ICRP Publication 32 (ICRP 1981). The recommended limits for radon daughters were derived from the basic dose and risk limits as they were proposed by ICRP in its new basic recommendations (ICRP Publ. 26, 1977). In the following this basic system of dose limitation is shortly outlined before the special recommendations for radon daughters are described. [BASIC CONCEPTS AND LIMITS] The new basic recommendation of ICRP (Publ. 26, 1977) proceed from the assumption that in the dose range which is relevant for radiation protection, the risk RT of so-called stochastic radiation effects (carcinogenic and genetic effects) in a target tissue T increases proportionally with the mean dose equivalent HT in this tissue: RT = aT HT. If several target tissues are irradiated the total individual (stochastic) risk is given by the sum of risks in these tissues: [R = ?TRT = ? T aT HT]. Thus this concept of individual health detriment takes into account the risk contribution from each relevant tissue. It replaces the old concept of the critical tissue, which neglected the exposure of other tissues. Applying this new concept a dose quantity can be defined which is proportional to the total individual radiation risk from stochastic effects. This so-called "effective dose equivalent (HE)" is given by the sum of the weighted dose equivalents in the relevant tissues: [HE = E wT HT with E wT = 1 T '1] The weighting factor wT of each tissues follows to wT = aT/awB, where awB is the total stochastic risk coefficient for a uniform irradiation of the whole body. For the lung as a single organ comprising several target tissues, the ICRP recommends a total weighting factor w = 0.12 (ICRP 1977/79). This concept of risk or detriment, respectively, has important consequences. To meet the objectives of radiation protection the new ICRP-system of dose limitation is based on the following three principles: 1) The justification of practices involving radiation exposures; no pratice shall be adopted unless it produces a net benefit. 2) The ALARA-principle that all exposures shall be kept as low as reasonably achievable; this requires the optimization of the level of protection. 3) The limitation of individual exposure (annual dose limits). It is important to note that the dose limits for individuals are only one part of this system of dose limitation. Furthermore, these limits cannot be regarded as a boundary between safe and unsafe. They have to be interpreted as the lower boundary of an unacceptable exposure region. This means that in addition to the observance of these basic dose limits it is demanded to optimize the level of protection. Wet magnetic separation methods for recovering hematite and chromite fines and ultrafines are investigated in this paper. These methods include wet high intensity and high gradient magnetic separations, carrier or "piggy-back" magnetic method, magnetic field-induced aggregation and magnetic seeding. This investigation indicates that wet magnetic separation is more efficient for fines and ultrafines whereas other methods can be used to enhance the particle aggregation and/or the magnetic response. The magnetic behaviour of these minerals with respect to magnetizing field, particle size and temperature is also presented.

Electromagnetic energy emitted from electronic devices has been known to interfere with other electronic systems, hindering their ability to function properly. Mines have many electronic devices critical to the health and safety of mine workers that could be negatively affected by electromagnetic interference (EMI). To ensure that devices are electromagnetically compatible, tests must first be conducted to measure emissions and check for immunity. There are many standards available across multiple industries that prescribe emission limits and test methods for electronic devices. Due to the unique environment of an underground mine, it may not be enough to simply adopt a standard from another industry to mining. A literature review has been conducted, and an overview of EMI standards in other industries will be provided in this paper. Also, an example of how a standard can be applied to mining equipment is presented. Finally, recommendations on standards which could potentially be applied to mining will also be included. This work will inform the mining industry of EMI standards in other industries so that mine workers and technology manufacturers have guidance of the steps that can be taken to investigate and reduce the impact of electromagnetic interference and potentially work toward electromagnetic compatibility. The findings and research involved in this effort can also be used to explore the need to develop mining-specific EMI recommendations and standards.

The U.S. coal industry is under-going dramatic changes to meet the challenges of the keenly competitive fuels market. The application of innovative technologies is needed to improve safety and to increase productivity in order to make coal more competitive as a fuel. As more coal companies shift into capital intensive longwall mining, there is a clear need to invest more in exploration before mine plans are made. Coal seam anomalies may create adverse mining conditions. The early detection of these anomalies could make the longwall mining safer and more productive through improved planning. A standard exploratory drilling program can provide only limited geologic information. The seismic reflection technique can be used to detect coal seam anomalies and is effective in reconnaissance surveying. Recent advances in the quality of coal seismic data have increased the success rate of seismic surveying. Therefore, surface seismic surveys, coupled with selective drilling, will come to play an integral role in coal exploration in the 1990s.

Property sales and acquisition are prominent features of today's coal industry. Before selling or buying a site, a company must know the property's economic net worth. Any evaluation of economic net worth would be inadequate if determinations of a property's environmental liabilities and costs were omitted. Short-term and long-term costs can result from liabilities related to reclamation, water treatment, subsidence, and hazardous waste disposal. A structured, interdisciplinary approach can aid in the delineation, summation, and scheduling of these costs and liabilities.

Thin seam mining presents unique challenges when management or economic conditions require significant productivity increases. These challenges are increased depending upon the presence of various external factors such as labor unions, Federal and state regulations, and market characteristics. This paper explores the turn-around situation occurring at Tanoma Mining Company (TMC), a medium-sized underground coal mining company in central Pennsylvania, USA. Using a systematic approach of improving management controls and direction, labor relations, and communications, coupled with an intensive upgrade/rebuild/replacement program for equipment and systems used at the mine, TMC has begun reversing its' cashflow position from negative to positive within two years.

A mine fire is one of the most challenging safety issues facing a mine operator and can occur at any location underground. The National Institute for Occupational Safety and Health (NIOSH) and the Twentymile Coal Mine, CO, conducted in-mine experiments to determine the capability of high-expansion foam for addressing underground fires. The tests were conducted in sloping entries with high-capacity diesel-powered foam generators. The following results were observed: a well-designed, maintained and properly operated high-expansion foam generator can propagate a foam plug hundreds of feet in steep upward-sloping (20%) multiple entries against a ventilation pressure; stoppings and partitions designed to contain the foam plug in upward-sloping entries must be substantially constructed; and the predicted quantity of foam concentrate can be significantly less than the actual amount used, due to foam losses, such as bubble breakage on dry surfaces. This paper describes the production of high-expansion firefighting foam and discusses the in-mine experimental tests and results.

Three transportation systems in surface coal mines: 1-Truck Haulage, 2-Belt Conveying, and 3-Coarse-Coal Slurry Transportation are compared from the operations and cost point of Views. Computerized design and cost models were developed and cost data banks were compiled for each system. These models can be used to evaluate transportation systems and layouts that are practiced in most of the U.S. surface coal mines. A typical midwestern area strip mine was considered for illustration purposes. Sensitivity analysis on critical parameters such as production rate, transportation, distance, etc. was conducted and the outcomes are presented.

Roll crushers had been used in the past ahead of existing milling systems in order to obtain additional production from such mills in both the mining and the cement industries. Historically, a roll crusher as a preliminator to a ball mill has been used for a number of industrial mineral applications. Flowsheets, from Taggars(1) show systems for fluorspar, graphite, lead and zinc to name a few, which are shown in Figures 1 to 4. These units applied, (in some cases still in service), prior to 1950 and as early as the 1920's, were of two general types, rigid rolls and spring rolls. The rigid rolls were phased out in favor of the spring rolls. The spring force related to the linear inch width of the rolls, ranged from 500 to 50,000 lbs/linear inch(1) on units up to 90" diameter. With choke feeding, the rolls were spread against the spring force during crushing keeping the system under high pressure to obtain high effectiveness.
