The increasing global demand and lower price of gold has resulted in more advanced gold extraction techniques. One trend is the use of oxygen in place of air in the leaching process, which is proven to significantly enhance recovery of gold ore refractory in such techniques as CIP and CIL. This has resulted in a search for more reliable and cost efficient paradigms of oxygen supply. Many gold mines already realize the heightened recovery rate achieved with oxygen. Previously this benefit had only been available to the largest consumers of oxygen, near oxygen production facilities. Requirements of (1) to (20) metric tons per day have traditionally been supplied with expensive, delivered, liquid oxygen. Since many mines are located in remote areas, it is difficult to secure cost effective and continuous supply of liquid oxygen. However, the benefits of On-Site Oxygen Production combined with a self-generated bulk reserve supply are now available to mine sites. This paper explains and discusses the use of on site Pressure Swing Adsorption (PSA) oxygen production, coupled with a cryogenerator to liquefy oxygen for storage. This package offers continuous oxygen supply to mining sites in even the most remote corners of the world.

Storm water runoff from mine facilities such as haul roads, waste disposal sites and ore bodies have become recognized as the primary facilities associated with non-point source drainage. Depending on the ore body, facility design and geographical setting, nonpoint source drainage can cause pollution impacts to local surface and ground water resources. Non-point source impacts from surface mine drainage have become an important regulatory issue for the mining industry. Implementing non-point source drainage control plans that prevent impacts to water resources can be accomplished cost-effectively with moderate labor requirements. Design considerations for plan development must incorporate parameters including contributing drainage area size, slope, flow velocity, vegetation characteristics and soil scour velocities. The success of non-point source drainage and erosion stabilization planning is based on implementing control measures that dissect drainage patterns, reduce flow velocities and disperse runoff towards sediment control sites. Interim and long-range drainage control measures should begin during exploration activities. Regulatory legislation addressing non-point source pollution sources was enacted as amendments to the Clean Water Act (CWA) in February 1987. The legislation required states to initiate non-point source pollution control programs.

Concentrations of He, CO2, and O2 in soil gases were measured regularly for more than a year at a site near Golden, Colorado. Samples were collected from a hollow probe at 0.75-m depth and from a plastic hemisphere on the ground surface. Soil temperature, air temperature, percent humidity, And barometric pressure were also measured. Soil moisture was measured only indirectly as amount of rain or snowfall. Higher concentrations of CO2 in both the 0.75-m and surface samples correlated with higher soil and air temperatures, which suggests that CO2 was produced by bacteria. Lower concentrations of helium in both the 0.75-m and surface samples correlated with higher soil and air temperatures. Rain and snowfall appear to affect helium concentrations. Carbon dioxide concentrations were lowest when snow lay on the ground for extended periods of time. No correlation was seen between barometric pressure or percent humidity and concentrations of He, CO2, or O2 at 0.75-m depth or at the ground surface. No correlation, either positive or negative, was seen between concentrations of CO2 and O2.

The impact that societal issues can have on mineral resource projects has proven to be a critical component of feasibility studies around the world during the past ten years. The recently signed Impact Benefits Agreement (?IBA?) for the Victor Project in Northern Ontario between De Beers Canada Inc. (?De Beers?) and the Attawapiskat First Nation provides an opportunity to capture the interactive process followed, the controlling parameters and the implications for the future. The uncertainty about the time required to complete an IBA makes it one of the key intangibles in risk assessment of a feasibility study. This paper considers items related to the significance of engaging communities at the early stages of exploration in a project and the catalytic effect that alignment of interests and interaction in a pre-IBA period can have. Furthermore, the de facto link between permitting and the successful conclusion of the IBA and the role of external advisors in the project are discussed. The paradox of empowering and supporting communities through the negotiation process, and the implications of the IBA to maintaining good relations throughout the life cycle of a project are also explored.

The Department of Mining Engineering, University of Utah, has developed a thermodynamic-based mine ventilation simulator capable of predicting or analyzing the climatic conditions in hot underground environments. This compressible flow model, besides analyzing an operationally and legally-constrained network for mass and pressure balance, also takes into account various existing and anticipated sources of heat. Presently, three major sources of heat have been incorporated in the model. These include autocompression, wall-rock heat, and heat from equipment. A unique feature of this simulator which makes it distinctly different from its existing predecessors is the mathematical technique utilized to solve the network problem. Advantage has been taken of newer, more sophisticated mathematical and programming techniques to accomplish accelerated convergence and network solution generation. This paper describes in detail the development of the simulator including the mathematical relationships and the techniques used to predict the initial and final thermodynamic states of the mine air after its interaction with heat sources. The algorithm for solution to the network, computer model description, and the input data and program execution requirements are presented. A simple hypothetical network is used as a case study to illustrate the application of this simulator.

The mining industry has seen a flurry of merger and acquisition activity of late. Rising metal prices, increased spending on infrastructure in developing nations and the growing demand for companies to diversify have helped fuel M&A activity in this industry. Many analysts believe that the robust M&A activity will continue, particularly if the demand for mineral resources in India and China remains strong. Because prospective purchasers need to evaluate the various risks confronting target companies, acquiring mining companies requires a considerable amount of due diligence. Of these risks, environmental risk is critical and warrants significant analysis. The failure to properly assess environmental risks associated with remediation, reclamation, compliance or litigation can undermine the transaction. Such assessment is a difficult endeavor, however, due to several challenges that companies face when assessing environmental risks. To make matters more complicated, despite these challenges, many sellers ask buyers to assume all environmental risks with limited post-closing indemnification rights. This article addresses the most significant issues that commonly arise when conducting environmental due diligence and allocating environmental risk in connection with M&A transactions in the mining industry.

Introduction Given the mountainous nature of the local igneous terrain, hard rock tunnelling plays an important role in the development of Hong Kong's infrastructure. In 1990, tenderers for two tunnel projects were encouraged to consider using hard rock TBMs, the territories' first. As a result the 7.5km long, 3.56m diameter Tolo Effluent Tunnel and the 5.3km long, 4.8m diameter Hong Kong Electric Cable Tunnel were excavated by hard rock TBMs. The successful completion of both projects in 1992 should make the TBM method an attractive construction alternative for planned, upcoming projects in Hong Kong. Tunnelling Conditions Tunnelling solutions are frequently adopted in Hong Kong due to the intensity of development, lack of flat landscape and proximity of mountainous terrain to the main centers of population. This is carried out primarily in granites or granitic-type rocks which surround Victoria harbour, and to a lesser extent in the outlying volcanic rocks which include extremely hard tuffs and lavas. In 1992, the Alaska Department of Environmental Conservation received a grant from the Environmental Protection Agency (EPA) to fund the reclamation of an abandoned placer mine. The project also included the development of a water-quality and hydrologic-monitoring program. The grant was provided under Section 319 of the Clean Water Act and is administered through EPA's Region X Water Division. For the past 100 years, Alaska's interior has been the site of extensive placer-mining operations. Early surface and underground operations left small tailings piles, some of which are still visible. Dredging left larger tailings piles, similar to those in California and elsewhere. The only reclamation of these tailings involved use as road base and fill and other civil applications. Most active mines in Alaska are on state and federal lands. The standards of reclamation for mines on federal lands are established under US Mining Laws, 43 CFR 3809. They address only mines operated since 1981. Under a state statute passed in 1990, the Alaska Department of Natural Resources, Division of Water and Mining, has issued reclamation regulations. These regulations apply to sites on state, federal and private lands, but only those mined since Oct. 15, 1991.

In relation with the construction of the Sölk power station in Steiermark, Austria, tenders were called in October, 1976, for the construction of the 12-km "Donnersbach collector tunnel" by "Steirische Wasserkraftund Elektrizitäts AG". The specified showed both conventional blast tunneling as well as mechanical excavation with a tunneling machine, diameter 3.55 m. Total construction time from the date of the invitation to tender was given as 4 years. Part of the project was the construction of a concrete circular tunnel lining 20 cm thick. In 1977 the contract was awarded to "Arbeitsgemeinschaft Donnersbach", a joint venture formed by two companies, G. Hinteregger & Söhne, Salzburg, and G. Hinteregger, Bregenz. It provided for the project to be carried out with a tunnel boring machine. GEOLOGICAL DATA The entire tunnel was to be bored through a complex of the garnet mica schist group of the Wölz schists formations. These range from highly quartz-bearing to quartzitic mica schists, with thick, discordantly interstratified beds of marble and dolomite. The fine coal fraction of a coal stream is that fraction which contains particles essentially in the -28 mesh size range. This fraction will normally first appear, in a coal preparation process, as a result of classification to segregate raw coal into various size components for beneficiation. More specifically, it could appear in desliming screen underfiow, classifying cyclone overflow, and in other process circuit components. It's recognized that the top size of this fraction has been determined more by secondary reasons, such as desliming screen area for the heavy medium cyclone circuit, the dewatering equipment for the fine clean coal, or even the stability of the refuse thickener circuit. Benefits, both economic and environmental, gained by beneficiating the fine coal fraction of a raw coal stream are increasing in number, until today, fine coal beneficiation is a necessity in most coal operations requiring any degree of preparation. This is due to some of the following reasons: • In the past it was frequently more economical to discard -28 mesh raw coal sizes than to recover the coal values from them. Today, mining costs have escalated to the point where all coal values leaving the mine should report to the finished product if possible. • Today's mining methods are producing run-of-mine coals containing higher percentages of -28 mesh sizes. This heavily weighs the economic balance in favor of beneficiating this fraction. As much as 25% of the run-of-mine coal from some mines is in the fine coal fraction. Beneficiation is recommended so that clean coal contained in the fraction can be recovered to reduce the loss of coal values. • Existing and pending environmental regulations mandate that solid fuels now consumed in power station boilers contain almost no pyritic sulfur. This form of sulfur appears in raw coal in the fine coal fraction, but can be removed by coal beneficiation. Environmental considerations dictate that every year, more of the fine coal produced for steam generating purposes in the US be beneficiated. To deliberately discard any portion of the fine coal can only add to this cost, not only in the sense that fewer tons will be recovered but, more importantly, additional tonnage will be diverted to the most capital- and labor-intensive section of the entire preparation plant-the fine refuse dewatering section. It is apparent to preparation engineers that dewatering and ultimate disposal of the fine refuse derived from this beneficiation step is certainly the most difficult technical problem presented in the entire plant design. Therefore, any beneficiation procedure which increases the fine coal recovery, or in any manner decreases the tonnage of fine refuse to be dewatered, is going to be cost effective. Since the -28 mesh fraction contains both coal and refuse particles in their finest particle sizes and thus presents the greatest degree of liberation, one would immediately infer that the highest degree of beneficiation would be achieved. The discussion of water and pit mining together is most appropriate. In fact, water can be considered a mineral and a well a narrow pit. Thus, of all the mineral resources mined, water is probably the cheapest, most valuable and least valued. The delivered price, including mining, transportation, storage and marketing rarely exceeds ten cents per ton, and our economy would cease without it. The time has come when the public must recognize that the extraction of a mineral resource from the land is a necessary and inevitable result of the industries? attempt to meet the demands of a growing economy. In so much of Florida, the lands mined can, with forethought and planning, be left as improved real estate, water conservation and management lands. On the other hand, the mining industries must face up to the need for the reclamation of land and compact with themselves, appropriate governmental agencies and with the mining states to restore mined lands to usefulness. Of limestone, sand, and clay 90 to 100 percent of the mined material is used, but with planning and specing, these pits, if they penetrate the water table, become valuable as real property. Phosphate, which returns about 70 percent of the mined materials to the pit, can reclaim the land for many purposes.
