A mineral or metallurgical process uses various inputs, such as ores, energy and other raw materials, to make different products that fulfill societal needs. The processing of raw materials has changed in recent years due to the increased complexity of processing low-grade ores, intensifying competitiveness and greater constraints. For process improvement, various plant optimization and process modifications must be conducted under environmental, social, political and economic constraints. Processing research and education's success in meeting the process industry's future needs depends on an adequate balance between micro- and macro-engineering approaches. In its simplest form, macro-engineering is concerned with the "big picture," while micro-engineering requires looking at a subset of the process. So macro-engineering may be defined as an investigation of the larger or "whole" system to achieve the desired goals. And micro-engineering may be viewed as a quantitative investigation of a subset of the process, to determine cause-and-effect relationships within the subset. Two different approaches might be used in macro-engineering analysis. In one, the big picture may be viewed without a detailed knowledge of the subunits. With this approach, statistical tools are used to relate input and output parameters. Also, actual plant data or analog models might be used to obtain the desired information. The usefulness of such an approach increases with problem complexity. To attain the desired goals using the second, "model-based," approach, a detailed knowledge of the subunits is often useful and their interactions may be considered. In complex process analysis, the first of these approaches is more useful since less information is needed. However, it is also less exact and more likely to fail if there are significant changes in conditions and interactions. The second approach, on the other hand, is more exact, with greater predictive ability within the narrow subset being considered. Consequently, it is difficult and costly to conduct.

I commend the authors on examining an interesting method of shaft lining and attempting to improve safety in a dangerous environment by remotely installing the shaft lining. It is important, though, to not trade off shaft lining safety for long-term mine safety by lining an intake shaft with combustible material. In many operations, the mine utilities are installed next to the lining of the intake shaft, supplying a possible ignition source if damaged or overloaded. Although the polyurethane studied in the paper is of relatively high density, no mention is made of the flame retardency of the samples. When exposed to heat, small amounts of polyurethane will melt and bum but are extinguished when the heat source is removed. If large surface areas of combustible polyurethane - a tunnel or mine shaft- are exposed to ignition heat sources that are not removed or extinguished early, an uncontrollable, fuel rich fire may result with high carbon monoxide levels, low oxygen concentrations, and greatly increased burning rates that can have devastating effects on the ventilation system and miners' safety. Although these heavy polyurethanes lend themselves to a "pouring" application around the annulus of the shaft liners and is a continuous process, past experience with atomizing and frothing polyurethane spray systems indicates a high degree of maintenance and operator attention to the nozzle1 delivery system. This may require more miner's time to be spent in the shaft maintaining the foam system, negating some of the safety advantages of the system. If polyurethane foams are to be used in mines, they must be of the highest quality available in terms of flame spread, heat emitted while curing, and contaminants emitted while curing and spraying. In addition, employees must be given adequate training and be thoroughly informed in all aspects of polyurethane foam safety procedures. As witnessed by our fellow miners in South Africa, we can accept no less.

The Pegasus Gold/Montana Tunnels Mine is a high­tonnage, low-grade, base and precious metal operation in Jefferson City, Montana. Gold heads are typically 0.02 opt with the dominant gold mineral being a native metal electrum quite rich in silver. Early research and development indicated the ore to be amenable to gravity concentration at a 10 to 14 mesh grind. Although full flow gravity preconcentration was considered as a flowsheet alternative, flotation was chosen as the main recovery process due to its apparent lower cost for capital and operating. At this early juncture, the option or concept of recovering coarse free gold by gravity was deemed unnecessary or irrelevant. The intermittent loss of free gold has been observed in the flotation tailing since mill start up. A comprehensive research program was initiated in 1990 to identify the magnitude of this loss and investigate alternatives for its recovery. Batch and pilot plant testing has ultimately led to a permanent gravity circuit being installed at the cyclone underflow. The circuit is designed to scalp out the liberated coarse gold contained in the ball mill circulating load. The final flowsheet consists of: a pinched sluice to upgrade cyclone underflow; a Tyler doubledeck screen to remove over­size from sluice concentrate; Knelson concentrators for roughing and cleaning of screen undersize; an Eriez wet drum separator to remove tramp metal from Knelson concentrate; a Sweco screen to size Knelson cleaner concentrate for tabling; and a Wilfley table to produce final concentrate for direct melting.

The Development of Water Gel Explosives Water gels are the most recent development in the evolution of commercial explosives. They are replacing dynamite, having proven themselves to be excellent alternatives to this standard explosive. Water gels have steadily displaced dynamite over the past two decades. In 1959, they accounted for only 1 percent of the market they share with dynamite. By 1965, the share taken by water gels had grown to 21 percent. In 1970, it was more than 40 percent, and today it is nearly 70 percent. Black powder, the first widely used explosive, revolutionized mining and quarrying in its day. However, when nitroglycerin dynamite became available about a century ago, it rapidly displaced black powder because it provided greater energy for a given weight, much higher velocity for better rock shattering performance, and water resistance for easy use in wet conditions. During the past 50 years, ammonium nitrate has played a dramatically increasing role in explosives. First, it was used as an ingredient in dynamite, and then as the main component in nitrocarbonitrate blasting agents. About a quarter of a century ago, it began to find use in a simple and inexpensive mixture with fuel oil that has revolutionized the explosives industry and today fills about 80 percent of the requirements for explosives in the U.S., and certainly the bulk of blasting requirements worldwide. Secondary minerals, amorphous materials, and biologic entities that form on building stone can cause aesthetically unflattering changes in color and may even result in stone decay. Techniques to determine causes of such changes generally have entailed destructive sampling and often required chemical, thin section, X-ray, or other relatively slow, expensive measurements. We have found that a rapid leach of in-place stone using small volumes (50-100 ml) of very pure distilled, deionized water provides recovery of sufficient dissolved material to help diagnose stone anomalies. Water is sprayed onto the stone and collected in a nonwetting plastic pan. Ion chromatograph analysis of waters thus collected from more than 160 sites showed wide variations in concentration of anions F, Cl, NO3, and SO4. Anion analyses were made in minutes for less than $20 per sample. Cations Ca, Mg, Fe, and Sr also were detected, and analyses might be used to determine mineral sources using equilibrium computer models. Solid particles filtered from the samples can be examined microscopically to provide further information about atmospheric agents affecting the stone. The collected water can even be evaporated to precipitate dissolved minerals. Chloride values in samples rinsed from stone ran as high as up to 17,000 ppm, nitrate to 100 ppm, and sulfate to 1,000 ppm. Limited data also indicate that measurable amounts of fluoride were found in some of the rinse waters. Chlorides were most abundant in areas where the stone has become dimpled or spalled. Nitrates were generally higher near ground level, and sulfate tended to be more abundant in samples taken from higher sites or from sheltered sites. Dark-stained limestone tended to yield less soluble material than clean-looking stone. Leachable elements were higher in samples from urban areas. Most of our data are from limestone buildings, but the technique works on other types of dimension stone, man-made construction materials, and even natural outcrops of rocks. Longitudinal studies show that soluble materials vary through time and are affected by climate. This rapid, in situ leach technique, although still being perfected, shows great promise in the diagnosis of stone alteration and in the evaluation of stone treatments because it is completely nondestructive.

Respirable coal mine dust (RCMD) is one of the biggest occupational health hazards for underground coal miners. Coal extraction is a main source of RCMD. To prevent challenges related to RCMD from developing, it is vitally important to limit airborne RCMD and stay within the regulatory limitations for mine operators. The flooded-bed dust scrubber (FBS), mounted on a continuous miner, is one of the most widely used dust mitigation technologies in room-and-pillar mining, but it is limited by technical challenges, the most notably being the potential to clog. In this study, the impact of mesh design and surface modification on system efficiency is examined using different vibrating, liquid-coated, stainlesssteel mesh panels in a laboratory-scale FBS.

Steven Tubbs From mine to farm is a long journey for Florida's phosphate, but it is an important one to the American farmer who uses phosphate fertilizers to replenish the soil and produce the crops which eventually wind up on the American dinner table. In this phosphate-food connection, transportation plays a vital life-giving role, a role that is unique because of the large quantities of phosphate produced and the mineral's location in relation to its markets. Florida Leads World Florida is the world's largest phosphate producer, supplying 80% of the nation's and a third of the world's annual total. About 95% of Florida's phosphate goes into agricultural chemicals, with 90% going into fertilizers. Phosphate production is primarily concentrated in west central Florida, with the exception of mining and processing in north Florida by Occidental Chemical Co. The phosphate rock is beneficiated at the mine sites and then is transported out of Florida in a raw state, or to one of the industry's 18 chemical complexes where it is processed further. In 1981, Florida produced more than 42 Mt (46 million st) of phosphate rock-a 1% decrease from 1980. The industry also produced more than 12 Mt (13 million st) of phosphate chemical products in 1981 and transported them to both domestic and foreign customers. This year, the state's phosphate production and shipments are substantially lower than recent annual levels because of a depressed worldwide phosphate market. With production down slightly in 1981, shipments declined and company inventories increased dramatically. Phosphate-related shipments through the port of Tampa alone fell 20%. As a result, in 1982, phosphate operations cut production to reduce inventories. According to the Fertilizer Institute, during the fiscal year ending June 30, 1982, phosphate rock production fell 18%; phosphate rock shipments, 28%; finished fertilizer production, 30%; finished fertilizer shipments, 25%; and phosphate rock exports declined by 20%. Despite depressed conditions, Florida phosphate production and shipments are expected to increase in the near future with more rock being processed into fertilizer products. Future ore reserves of major gold producers in North America and elsewhere will consist of refractory gold ores. About 60 % of the current U.S. gold production is mined in Nevada. Several of the large gold operations in this state indicate that 40 to 90 % of their future ore feeds will contain refractory gold. To compound problems, average head grades for refractory U.S. gold ores have fallen from 8 - 9 g/mt to about 4 g/mt by 1991. In Latin America, 52 % of the gold operations will require milling for optimal recovery. Deeper reserves are, like in North America, refractory. Particularly in hard, (semi)refractory sulfide ores, many operations may experience substantial decreases of gold recov­ery. For example, Martins et al. (1991) report that at an Austra­lian mine, sulfide ore treatment led to 4 - 10 % lower gold reco­veries as the work index increased from 8 kWh/t to 14 kWh/t and the grind coarsened. Many refractory ores should actually be classified as semirefractory since a fine sulfide fracturing and liberation would make 80 - 90 % of the gold cyanide leachable. However, conventional comminution is often prohibitively expensive for these ore types.

The Randgold Resources Ltd. mine operation in Syama Mali performs whole ore roasting followed by CIL gold recovery to produce gold. The roaster has operated continuously since the plant was first commissioned in 1994. The roaster design throughput is 216 tons per hour (5,184 TPD). Roasting provides for the oxidation of the· refractory components, organic carbon and sulfides. The energy balance for the system requires auxiliary fuel oil to be burned in the Circulating Fluid Bed (CFB) reactor. Energy from the 1200-1350 degree F roasted product stream is recovered and recycled back into the CFB using two fluidized bed coolers; one to directly heat the secondary air and the other to indirectly heat the primary fluidizing air. The basis of the design for the roaster was an extensive pilot plant test program, the results of which were scaled up to the full scale plant design. Due to variation in the feed at the mine a number of roaster modifications were necessary following the initial plant start up. During 1998 ore flotation capability was added to reduce the operating cost for the roaster and increase plant throughput.

Social License to Operate continues to emerge as a paradigm fundamental to sustainable mineral resources development. It relates to a set of concepts, values, tools, and best practices that represent the view of reality held by each participant (industry and stakeholders). It enables a forum for negotiation through which all parties involved are heard, understood and respected. The exploration phase of the mine life cycle is generally the initial contact with local communities and forms the cornerstone for effective communication and trust building. This paper presents the development of a mineral exploration template, based on field studies, aimed at assisting exploration personnel to establish effective communications and engagement with local communities within a process to build a Social License. The template aims to provide practical assistance in conducting situational analysis - a process of examining and mapping a situation, its elements and their relations - in order to acquire knowledge and understanding of a project, locale and region. Situational analysis is the ?full situation of inquiry?, going beyond just ?knowing the subject? to being fully situated. It forms the initial foundation for a planning process presented in the paper that prepares for a strategy of initial engagement and consultation.

Today, after about 30 years of development, computer-based analysis of geoscience data has reached a mature phase. From the tentative early beginnings recorded in the proceedings of the APCOM meetings, geoscientists are now able to emphasize the need for both pertinent mathematical/statistical models and computer hardware and software. From those models that are well understood in the disciplines of statistics and mathematics and for which effective computational methods are available, practitioners select and develop methodology for their particular purposes. Computer hardware is typically assembled from off-the- shelf components now readily available, with particular emphasis, whenever feasible, on microcomputers for reasons of economy and control by the scientific or engineering user rather than by a bureaucratic computer center. Computer software may be written by the user in high level languages such as Pascal, FORTRAN, or LISP. However, more often today geoscientists use routines available in spreadsheets, data bases, or statistical packages. In so doing, they save time and, programming costs and take advantage of routines written and maintained by large, well- established organizations, while losing the flexibility in specifying exact input/output afforded by writing in a high level language.

HISTORICAL BACKGROUND For two thousand years and more, we insular Britons have been grateful for the existence of the narrow strip of water which seperates us from mainland Europe. It has given us a sense of security against invaders, though it has been breached many times. The first recorded serious consideration of a fixed crossing of the English Channel was in around 1802, when it was suggested to Napoleon I. The motive was not entirely peacable and the British Navy, who saw themselves as defenders of our shores, were decidedly unenthusiastic. A whole series of imaginative schemes were proposed in the course of the nineteenth century, embracing viaducts, immersed tubes, artificial islands as resting places for the horses which were to draw carriages, as well as mechanically bored tunnels. The first Channel Tunnel Company was formed in 1872, and an application for permission to construct a tunnel was made to the British Parliament. A Colonel Beaumont, of the Corps of Royal Engineers designed and constructed a machine which, in around 1882, bored over a mile of tunnel out to sea from Britain which exists to this day.

The term "diatomite" implies the nearly pure sedimentary accumulation of diatoms. Sedimentary and chemical purity, low density, inertness, intricate fine structure, high brightness and other properties give the diatom and diatomite unique industrial usefulness and commercial value in high value functional filler and specialty filter aid products. Although diatomite deposits occur commonly throughout the world in Miocene and younger marine and lacustrine sediments, deposits that contain significant reserves of crude suitable for these quality sensitive markets are uncommon. U.S. production is centered on exceptional deposits located in Arizona, Nevada, Oregon, Washington and California. Evaluation of deposits requires understanding of geology, mining, production and end use. As crude quality in deposits varies within and between strata, ore suitable for quality sensitive end uses must be identified through sampling and evaluation programs tailored to permit recognition of critical variations.

Acid mine drainage (AMD) forms when sulfide minerals are exposed to oxidizing conditions in coal and metal mining, highway construction, and other large-scale excavations. Iron sulfides common in coal regions are predominately pyrite and marcasite (FeS2), but other metals may be complexed with sulfides forming chalcopyrite (CuFeS2), covellite (CuS), galena (PbS), and sphalerite (ZnS). Pyrite commonly occurs with these other metal sulfides thereby causing AMD where Cu, Pb, and Zn are mined. Upon exposure to water and oxygen, sulfide minerals oxidize to form acidic, sulfate-rich drainage. Metal concentrations in AMD depend on the type and quantity of sulfide minerals present. The drainage quality emanating from underground mines or backfills of surface mines is dependent on the acid-producing (sulfide) and alkaline (carbonate) minerals contained in the disturbed rock. In general, sulfide-rich and carbonate-poor materials produce acidic drainage. In contrast, alkaline-rich materials, even with significant sulfide concentrations, often produce alkaline conditions in water. Approximately 20,000 km of streams and rivers in the United States are degraded by AMD. About 90% of the AMD reaching streams originates in abandoned surface and deep mines. Since no company or individual claims responsibility for reclaiming abandoned mine lands (AML), no treatment of the AMD occurs and continual contamination of surface and groundwater resources results. The oxidation of iron disulfides and the generation of acidity occur through several reactions (Stumm and Morgan, 1970). The chemical equations can be found in Caruccio and Geidel (2000). If any of the processes represented by the equations were slowed or altogether stopped, the generation of AMD would also slow or cease. The equations show that 1000 Mg of rock containing 1% sulfur, all as pyrite, would yield upon complete reaction 31.25 Mg of acidity. Therefore, 31.25 Mg of 100% CaCO3 would be required to neutralize the acidity. The alkaline content of overburden determines whether there is enough neutralization potential (NP) to counteract the acid produced from pyrite oxidation. Of the many types of alkaline compounds present in rocks, only carbonates and clays occur in sufficient quantity to effectively neutalize AMD. A balance between the acid-producing potential and neutralizing capacity of an overburden sample will indicate the ultimate acidity or alkalinity that might be expected in the material upon complete weathering. Accurate prediction and control of AMD before surface mining require an understanding of three important factors: 1) overburden geochemistry, 2) method and precision of overburden handling and placement in the backfill during reclamation, and 3) the postmining hydrology of the site.

Alaska's Arctic Slope lies between the Brooks Range and Beaufort Sea and is a region about the size of Nebraska. It has some of Alaska's richest hydrocarbon deposits. In addition to containing petroleum and natural gas. Much of the area west from the Colville River has low-sulfur coal deposits which are shallow enough for surface mining. Developing those resources will require a firm and realistic' commitment to protecting and rehabilitating the natural habitats. Balancing such a commitment with economic constraints in a practical sense requires knowledge of the environment and its associated biological components, i.e. the soil/water-plant-animal relationships.

At the Freeport Indonesia Grasberg Mine in Irian Jaya, Indonesia, a system of underground drainholes and surface drain wells have been designed and are currently under construction. The underground drainholes are located at elevations of approximately 9,600 feet and the surface drainwells located at elevations ranging between 12,500 and 13,000 feet. Together they will be used to drain the ground water contained within relatively incompetent rock. This drain system will allow for the successful dry mining of the open pit, and provide slope stability of the pit wall. The surface drain well network, when completed will allow for the draining of ground water to the Amole Drift where the underground drainholes are constructed.

BRUCE CAVENDER, BHP Copper: Having worked in both places, I'd like to address the issue of the plant versus the corporate office. One thing to keep in mind is that we are all very engaged with the technical elegance of a lot of the work we do. There's some tremendous technical expertise in the plant. But remember, the guys in the corporate office are only thinking in one denomination, and that's dollars. So we'll see something like a spill, and for us it's a problem. At the end of the day, what the corporation cares about is the financial impact. So we've got to be careful to couch our solutions in dollar terms. JIM ARNOLD: Rebuttal? [laughter] DOUG HALBE: Are you going to rebut this one, Andy? ANDY CARTER, Oxidor Gold Corporation: No, I don't think so. I'm not up to it. I'd just like to address a question both to our panel and the floor. Those of us who've been in this industry any length of time have seen these same mistakes made over and over again. Wherever you go, year after year, plant after plant, you see the same problems. I guarantee you, Doug, that if we have a similar conference down the road, you're going to see the same thing. My question to the panel and to the floor is what is it about our industry that stops us from learning from our mistakes? What characteristic is it that prevents us from learning and makes us repeat the same mistakes over and over again? DOUG HALBE: That's a great question. Someone said in a meeting 10 years ago that if the people who design plants designed airplanes, the planes would be falling out of the air all the time. GARY SIMMONS, Newmont Gold Company: I've got an answer to your question as to why many plants are poorly designed. It's that the minute anybody demonstrates any sort of competence in plant design, they're promoted to a higher-paying job, and the talent pool is left with people of lesser experience. Just think about it: The people who have the experience and have demonstrated it more than once have moved up. JIM ARNOLD: I think that there's another reason, too. An integrated approach to mine management is presented. A model for achieving the level of control of operations critical to surviving in the current market is outlined. The integrated Production and Cost Management System (PRaCaST) is designed to provide mine managers with a reliable, quantitative, decision-assisting system that can be used in formulating timely responses to complex fluctuations in operations. PRacaST consists of a productivity forecast model, sectional bills of materials containing current resources consumption factors, a linear programming scheduling model, and operations analyses that focus on production and cost performances. The system is applied to an underground coal mine.
