In 1996, lack of confidence in assaying methods and sample handling affected companies as diverse as Bre-X and Timbuktu. Share prices and the ability to raise financing are impacted when the quality of assay data is suspect. Overseas projects are subject to enhanced scrutiny when local facilities are used that are unfamiliar to brokers, financing agencies and banks. Quality control systems can be implemented but there are associated costs. These costs should reflect the risk to the mining company, investors and financiers and the size of the proposed investment. In this regard, assay control can be considered a form of insurance to enhance the value of an exploration or mining project. Providing reliable assay data in a production laboratory is challenging. Pressures such as time constraints and profitability affect data integrity. In Australia and North America, reliable assaying services have been provided by several laboratories. Mistakes are primarily due to human error but systems are available that monitor results and identify these types of errors. As the mining industry expands globally, mining companies encounter difficulties in some of these areas due to lack of infrastructure, poor communications, bureaucracy and political risk. These challenges also apply to the operation of laboratories, enhancing the risk of compromised data.

Though installations of main mine fans vary widely, the commonest installation is of a surface exhaust fan connected to an upcast shaft some distance below its collar by a horizontal fan drift bending sharply. downwards near its junction with the shaft. The junction of the fan drift with the shaft often causes considerable shock pressure loss if not properly designed. In one of the major coal mines in India circulating 180 m3/s of air through the mine a pressure drop of 229 Pa out of the total fan pressure of 568 Pa occurred at this junction while in a smaller gold mine circulating 9.4 m3/s it was 147 Pa out of a fan-drift pressure of 382 Pa. With larger mines circulating larger volumes of air, ill designed fan drifts can lead to considerable wastage of the power of ventilation. Shock loss at the junction of fan drifts with exhaust shafts depends on (1) the angle of deflection of the bend, (2) sharpness of the corners (both inner and outer) at the junction, (3) the degree of contraction of the flow-stream which depends on the cross- sectional area ratio of the shaft and the fan drift as well as the amount of leakage through the shaft collar. It must be noted here that the friction pressure loss in the bend is negligible compared to the shock pressure loss.

Over the past few years the Cape Breton Coal Research Laboratory's staff designed, built, tested and proved the necessary hardware, software and methodology of tracer gas based surveying techniques applied in the field of mine ventilation. These methods are now used routinely in a variety of applications where traditional anemometric methods do not provide the required accuracies or cannot be effectively employed. Irregular or highly turbulent flows, leakages, geometrically complicated or highly obstructed airways are just a few examples where traditional anemometry can produce unacceptable errors in calculated ventilation parameters. Tracer gas based ventilation techniques have been used in many problematic situations where the standard ventilation methods are inadequate. One such problem, faced by many mine operators, is the emergency imposed by the ever present threat of a mine fire. An understanding of the propagation of smoke contaminants and the demonstrated integrity of appointed escape routes can save lives and property during a fire. That knowledge can be gained quickly and inexpensively by the application of tracer gas smoke simulation methods. The concept of controlled air recirculation has recently gained considerable attention in the mining industry. While mathematical models can be used to predict performance, the ultimate proof of a ventilation system's performance can best be provided by a tracer gas based simulation of contaminant levels. Fan performance tests and assessment of auxiliary ventilation systems are highly dependent on accurate definition of airflows; precise data can be easily obtained by tracer gas based volumetric surveys. Open pit mines require substantial capital investment at the beginning of the operation and replacement investment at later years. The objective of obtaining the highest possible return on investment in a mining project can only be achieved with an efficient long term production plan. This plan consists of optimally determining four principal elements: 1) the amount of ore and waste to be mined each year, 2) the specific blocks to be mined each year, 3) the optimum mine life, and 4) the ultimate pit limits, which delineate the total reserve to be mined. The existing methodologies only provide solutions to one or two elements, by assuming the others known. Furthermore, the cost of mining each block in the deposit is assumed to be known and independent of the production schedule. The four elements of production planning are interrelated and the cost of mining any block is a function of the production schedule. The ultimate goal of this study, ,whose first steps are' discussed in this paper, is to develop a solution methodology that can simultaneously optimize all four elements of the production planning problem in open pit mines without making a priori assumption on any of the four elements.

A physical model has been developed to simulate the flows and mixing of gases in the waste of a longwall retreat coalface. The model is used in conjunction with computational modelling, and the distributions of permeability and gas emission in the model waste follow those in computer simulations (Pokryszka et al 1996). The physical model represents at 1170th scale a 200 m long, 3 m high coalface with a waste extending up to 280 m to the face start line. The model is tilted to the same seam slopes as the real face, e.g. 22° ascensional ventilation along the face and 7" slope to the dip. The purpose is to investigate the flow of three components: ventilation seepage flow through the waste; methane; and nitrogen injected to quell spontaneous combustion. A heavier-than-air surrogate gas (SF,) is used in place of methane, and therefore the model is inverted so that gas layers form along the 'roof". The main forces driving the flows in the waste (pressure gradients due to ventilation and the density difference of gas layers) are kept in proportion by appropriate scaling of the permeability. Calibration and validation used data from a coalface at a mine in the Lorraine coalfield. The model is now in operational use.

It has been demonstrated for two totally different silver bearing and cyanide refactory concentrates that the formation of silver jarosite can be prevented through the addition of iodide to the autoclave feed. A molar ratio of r/ Ag+ of no more than 1 was sufficient to raise silver extractions in a subsequent cyanide leach from 4% after autoclaving without iodide addition to 98% for the sulpho-salt concentrate and from 15% to 97% for the pyritic acanthite concentrate. Flowsheet proposals will be discussed to prevent loss of the iodide additive. The use of chloride instead of iodide will also be reviewed.

This article examines health and safety trends during the past 10 years at Appalachian surface and underground bituminous coal mines. Data for Appalachia include Pennsylvania, West Virginia, Virginia and eastern Kentucky. These states account for more than 90% of the coal production in the Appalachian region. (Production, accidents and fatalities in Ohio, Maryland, Tennessee and Alabama are not included in computing Appalachian trends.) Trends for Appalachian underground mines are differentiated by size and mining method into three categories: - Small mines with fewer than 50 employees. - Large nonlongwall mines with 50 or more employees. - Longwall mines (mines with at least one longwall production face).

What happens when the skull and crossbones goes on a product? In the case of cancer warnings, the consequences can be severe. If the label contains the term "lung carcinogen", you might expect to compensate a lot of smokers, meet a lot of expensive lawyers, be counseled by equally expensive consultants and pay sharply elevated insurance premiums, if you are able to obtain coverage at all. At the extreme, you may face plant shutdowns, job losses or even Chapter 11 bankruptcy. Regardless of how you fare, you are likely to learn some very disconcerting things about the risk evaluation and regulatory system which required you to label in the first place. If a particular material or product does pose a health risk, you are obliged both legally and morally to warn those potentially exposed. Once that warning appears on the label, however, the consequences are often beyond your control. You and your embattled product become part of a legal/regulatory system which has a life of its own. Therefore, the issue of health labeling is not so much whether one warns but rather whether the warning itself is justified and the reasonableness of what happens afterwards. It is this matter of justification and reasonableness, particularly of cancer warnings, which this paper addresses. Until, as they say, your ox has been gored, we tend to believe that risk is determined by the best available technology and expertise We expect that risk evaluators appreciate the ramifications of their work and place things in proper perspective; that risk has been appropriately demonstrated before it is publicized and regulated; that the time-honored concept of prudence, to err on the side of safety, has not been excessively stretched. A system for a continuous determination of the charge volume of grinding media in ball mills and SAG mills has been developed. The system, comprised of a unique measurement device and a model based Kalman filter algorithm, determines grinding media level within a mill and calculates media and liner wear rates. The signal from an instrumented washer mounted on the exterior of the mill shell is used to provide the measurement that, along with mill power and on-line models for media mechanics, result in estimates of mill parameters that can be used in media addition control strategies. Data are presented for a 12.5 x 15 ft. ball mill.

Investment in the mining industry has increased substantially throughout the world in recent years. So have acquisitions, divestitures, and financial restructurings. The return of outside investors to the industry is welcomed. The trend toward stockholder litigation is not so welcomed. Both have provided the impetus for commissioning outside professional due diligence studies of potential minerals transactions. For a number of reasons, some unique to the industry, evaluation of mining investments is a challenging task for the investor. Investments in exploration prospects and undeveloped properties have a high speculative content. Buyers pay for uncertain future prospects. Alternatively, most developed mining investments are large and long-lived and cannot easily be modified during that life. Even so, to be successful, they must compete in an environment in which their reserves - the source of their profits - are often imperfectly known. And markets, competition, technology, and politics are among the many continually changing factors that affect investment performance. Minerals investment evaluation is further complicated because each minerals investment has its own singular combination of risks and opportunities. Each ore type and each ore body presents different problems in reserve evaluation, mining, and extraction. Each minesite has its own often unique combination of mine, infrastructure, political, environmental, and other risks. And the key requirements for commercial success differ substantially among various minerals.

INTRODUCTION Geotechnical engineers play a major role in tunnel design primarily because tunnels are constructed entirely within the ground. In general, this role can be divided into two major tasks: subsurface investigations and project design. Under subsurface investigations, it is necessary for the geotechnical engineer to accurately describe the ground in which the project will be built. Under project design, it is necessary for the geotechnical engineer to work together with other members of the design team to make certain that the tunnel fulfills its intended purpose at least cost. Given in the paper are the authors' opinions about what constitutes an adequate scope of services for these two tasks on a tunneling project. SUBSURFACE INVESTIGATIONS o Background Study All subsurface exploration programs for tunnels begin with a thorough investigation of background information about the proposed site. Such background information includes geologic, reports topographic maps, aerial photography, and case history reports of other nearby tunnels. Once completed, it is necessary to study the background information so that the proper scope and magnitude of subsurface exploration work is performed in a manner that provides maximum input to a knowledge of those intact and rock mass properties that are important for an understanding of the entire ground mass. In general, it cannot be assumed that the strength of coal pillars remains constant over long periods of time. Field observations indicate that a coal seam, especially when it contains a parting layer, deteriorates over time, reducing the load-bearing capacity of the pillars. This paper discusses a unique approach to determining the time-dependent strength of coal pillars in the field. Three coal pillars that were developed 5, 15, and 50 years ago were chosen for the study. Holes were drilled in coal and parting layers in each pillar, and the strength profiles were determined for each hole using a borehole penetrometer. The strength data were treated statistically to establish time-dependent strength equations for different layers. The results can be used to help estimate the loss of pillar capacity over time.

In cold regions, rinsing of spent cyanide from leach heaps is stopped during winter and is resumed again after the snow melts. The effect of this idle time on the overall removal process was studied in this experiment. Samples were collected for rinsing tests from one heap at a gold mine near Fairbanks, Alaska. Continuous and interrupted rinsing of this sample were carried out in test columns. The rinse solution was analyzed at regular intervals to determine the rate of cyanide removal from the solids. It was found that total cyanide concentration per rinse cycle for interrupted rinsing test was higher than for the corresponding continuous rinsing test. As a result, interrupted rinsing required less rinsing cycles than continuous rinsing.

Drainage of tailings impoundments is a key issue for impoundment stability, water control, seepage control, and reclamation. Drainage control is an established operating practice where climate and site conditions permit, such as in South Africa and various mines in North America. In these areas, drainage control is primarily used to maximize tailings densities and to provide adequate impoundment stability. Drainage practices during operation also become an important issue when tailings impoundments are reclaimed. Time required for cover placement and post- reclamation seepage control depends greatly on the ability for tailings to drain and consolidate. This paper discusses drainage issues associated with gold tailings impoundments in terms of mechanics of saturated and unsaturated flow and experience with design and reclamation of tailings impoundments.

INTRODUCTION Uranium mill tailings, by-products from the mining and milling of uranium oxide contain all decay products of uranium-238, uranium-235 and all the Th-232. The ore containing all daughter products of the parents U-238, U-235 and Th-232 is ground to approximately 50% under 200 mesh particle size and after extraction of uranium, the residue, described as tailings, is discharged into natural depressions confined by dams. These deposition sites are referred to as tailings ponds. Tailings ponds are located in two mining districts, Bancroft and Elliot Lake in the Province of Ontario, Canada. Some parts of tailings ponds are dry up to a depth of several meters, whereas other parts have a water table very close to the surface and still others are covered with water. The extent to which the daughters of uranium isotopes are in equilibrium with the parents U-238 and U-235 is dependent on the age of the deposit in which uranium occurs and the extent to which the decay products are removed by geochemical processes. In the mining district of Bancroft, the deposit is known to be approximately 1 billion years old, whereas in Elliot Lake, the deposit is considered to be approximately 2 billion years old. The ratio of radiogenic lead isotopes Pb-206 and Pb-207, can provide some estimates concerning the age of the deposits. If the tailings are not affected by geochemical processes, the tailings would contain all the daughters of the 4n+2 and 4n+3 series in equilibrium concentrations. The equilibrium activities of some members of the 4n+2 series are calculated in Table 1. [ ] The amount of radiogenic stable lead isotopes depends on the age of the ore deposits. If the deposit in each district is of the same age, a definite relationship is expected with respect to the activity of Pb-210 and the radiogenic stable isotopes. Approximately 33 million tons of the tailings have been deposited in the early 1960's, approximately 20 years ago. During this period of storage, the segregation of uranium daughters, like radium, the diffusion of gaseous product, Rn-222, and removal of precursors by geochemical processes, can cause dis-equilibrium. Earlier work concerned with the uptake of Ra-226 and Pb-210 by plants (Kalin and Sharma, 1981), indicated that the concentrations of Pb-210,in samples of the tailings taken, were lower than the expected equilibrium. The diffusion of radon from a variety of matrices has been studied (Tanner, 1964). It has been shown that the diffusion coefficient is dependent on the particle size in which its precursor is present, the moisture content and the surface conditions. The direct measurement of radon concentrations in the environment near the ponds is dependent on the metereological conditions. Kramer, Schroeder and Evans, 1964, have examined the variations in the concentration of radon near the ground level with respect to atmospheric variables, such as changes in barometric pressure, precipitation, wind velocities, thermal atmospheric instability. It is difficult to relate the total release of radon from the ponds to the atmosphere over an extended period. Our measurements of Pb-210 and total lead on tailings samples taken from 16 sites indicate that the ratios of the activity of Pb-210 to the mass of total lead can provide parameters which are helpful in the estimation of the total amount of radon and its decay products diffusing from the tailings ponds. In this paper, we present the results of measurements of activities of Ra-226, Pb-210 and total lead in samples from various ponds situated in both mining districts. The measurements were confined to samples taken at 0-25 cm depth from the surface.

The final purpose of exploration is to esti- mate the grade and tonnage of the various qualities of ore contained in a given mineral deposit. This estimation cannot be directly carried out on the whole of the ore body. It usually requires four steps: Core Drilling Campaign The ore body is represented by a series of cores further divided into core sections of equal or unequal length. Core Splitting The core sections are longitudinally split into two halves: the first half is kept for various examinations and physical measurements, and stored for further reference; the second half (core sample) is used for determination of the chemical analysis. Core Sample Reduction The chemical analysis cannot be directly per- formed on the core samples. It requires the constitution of assay portions usually weighing from a few decigrams to one gram (more in precious metals assaying) and passing through a 100 or 150 mesh screen.

Mining explosions in rocks originate stress waves of great intensity, which crush the surrounding rocks and are then propagated as a seismic wave. Seismic waves are the cause of dynamic loading of pillars and their subsequent destruction. In calculating safe dimensions for inter-room pillars, not only the stresses conditioned by overburden pressures should be taken into consideration, but also the dynamic stresses caused by explosion. This is of particular importance for pillars with great specific acoustic impedance which have been destroyed mainly by the reflected seismic wave. It is possible to take dynamic loading into consideration in the calculation of pillars when the parameters of the propagation wave, the dynamic elastic constants of rocks, the strength properties of rocks, the strength properties of rocks subjected to dynamic loads and the parameters of the blasting charge are known. An example of the calculation for the safe width of an inter-room pillar subjected to the seismic effect of an explosion is given and the possibilities of reducing the dynamic loading of pillars are discussed.

The ability to compete profitably in a competitive, demanding and specialized market, requires all components of productivity to be optimized toward the same manufacturing goal. This ever present requisite is seldom more apparent than with the quality control (PC) considerations that confront the super-refined metallurgical production necessary for today's exacting technical applications. In a work-place that already exceeds all environmental standards for cleanliness, this paper describes the development of specific environmental mechanisms and controls implemented at a titanium processing facility to impact both the minimal air-borne particulate contaminants and excessive process heat generation which are believed to degrade product purity. Based on the analysis of a carefully structured and instrumented field survey, two alternative solutions were proposed to modify the present facility utilizing a forced air (blowing) system. The first scenario requires ambient air to be drawn from a louvered rooftop installation and ducted to specific zones within the plant with appropriate weighted louvers and wall and roof exhausters designed into the system for air control. The second scenario incorporates a properly sized baghouse to be used in conjunction with the first system.
