A fluid bed dryer has been designed for a nonconventional application to upgrade the value of fine anthracite culm and silt recovered from culm banks and anthracite tailings pond beds. This material can be seen as large spoil piles scattered throughout the anthracite coal regions of Eastern Pennsylvania. Engineering of the system commenced in December of 1986 and at this writing start-up is scheduled for late October or early November of 1987. This paper will focus on generalities concerned With system design and operation, and qualify the differences from conventional fluid bed coal drying systems.

The research deals with the study of the quality indicators in the productive process and its use for the consuming market, for two types of ores: industrial sand and crushed stone. Companies who represent the profile of the São Paulo producing market in its respective modalities well produce the selected cases. The development of the studies have to be, for the application of consistent methodological models of the fundamentals of the Engineering of Quality, especially how much to the statistical control of processes and its trustworthiness, of form that the results of the research can serve as referential in the boarding for other generic cases of the mineral industry.

Burrier pillars in underground coal mines could eventually be subjected to a water head due to the build-up of mine water in the old workings. The water head could not only act ns a force to destabilize the pillar, but it could also cause seepage flow through the pillar and its surrounding strata. Excessive seepage flow could induce piping failure that, ill turn, could accelerate the mechanical failure process of the barrier pillars. In this paper, a finite element simulation approach was employed in the evaluation of the barrier pillars. Both the stress distribution and the seepage flow pattern in and around a barrier pillar have been simulated numerically. Cluster analysis is used to design grade soft-sensors in a rougher flotation plant and a ball mill overload soft-sensor. Soft-sensors are virtual sensors which either replace unavailable actual sensors or infer measurements for non existing sensors. In the case of the grade soft-sensors clustering serves to determine clusters of related operating points. To each cluster there corresponds an ARMAX model structure whose parameters are estimated using only the points in the corresponding cluster. Thus a much better correlation is found than if all the data points were used for a global model. The problem of identifying clusters when the measurement of the real sensor is not available is addressed. In the case of the overload soft-sensor, variables were selected which are related to overload, either from a phenomenological point of view or according to operator experience. Different clusters are formed, some of which are identified as determining an overload condition or a possibility of such condition. Each of these clusters has a set of operating conditions which suggests the corrective action to be taken when necessary. Both kinds of soft-sensors are tested with industrial plant data and promising preliminary results are obtained.

A novel flotation device, cyclonic static micro-bubble column flotation (FCSMC), was introduced in this paper. FCSMC has been widely applied for fine coal preparation in China, and its application has been further expanded to the mineral processing industry. The FCSMC system features a unique cyclonic structure which enhances the separation performance of the column. In this paper, the cyclonic separation mechanism of FCSMC process was investigated, and corresponding kinetics equations were established to probe the separation principle of this device. Some typical examples of using FCSMC to separate different materials including coal, copper, fluorite, etc., were presented. Continuous Mining Systems Limited have developed an efficient, high-capacity, in-line loading unit capable of handling shot rock in tunnel driveages at extraction rates up to 970 tonnes (1,000 tons) per hour. A smaller 408 tonnes (450 tons) per hour loader is also available These in-line loading units called "Osciloaders"® provide a continuous flow of material from the muck pile to an anciliary conveyance eliminating the cyclic or interrupted movement noramlly associated with gathering arm or bucket type loaders. The osillating lip fluidizes the material, reduces the penetration force required and facilitates and regulates the material flow onto the adjacent conveyor. The conveyor is wide and accommodates very large material with ease, transporting and elevating it to a height suitable for a waiting conveyance at the rear of the machine. The "Osciloader"® is currently being utilized for production mining by a major company in Sudbury, Ontario. Both truck and conveyor anciliary haulage are being utilized. The paper describes the development of the loader and how it may be applied in tunnelling applications.

INTRODUCTION The state of the art of soft-ground tunneling was discussed in detail by the senior author at the 7th International Conference on Soil Mechanics and Foundation Engineering held in Mexico City in 1969. Little can be gained by repeating the information assembled at that time. Hence, in this report, only the briefest summary will be given of the overall state of the art and attention will be concentrated on trends and developments since 1969. A characteristic of recent developments is the continued trend toward use of shields and excavating machines. The implications of this trend with respect to design and construction, and particularly with respect to the treatment of unfavorable ground conditions, will be examined. Settlement associated with lost ground, a subject as old as tunneling itself, will be reviewed and methods will be considered for its reduction. Design of tunnel supports was discussed in detail in 1969 with respect to essentially rigid or essentially flexible types of linings. In this report, a definition of flexibility will be considered and design procedures suggested for linings of flexibility intermediate between the two extremes.

The Peruvian mining industry has seen an explosion of foreign investment since President Albert? Fujimori's government was first elected in 1990. Since then, Peru has taken some large steps toward recovery, making it the envy of most other developing countries. A measure of political stability was gained in 1992 when Shining Path leader Abimael Guzman was captured. In addition, the country has taken on a huge privatization program, rewritten its foreign investment laws and has reined in its annual inflation rate from 1,700% in 1990 to about 8% by late 1997. Small wonder then that attendance at the XXIII Peruvian Institute of Mining Engineers conference reached a record level, many of whom are employed by some of the world's largest mining companies. About 2,700 mining industry professionals from all over the world attended the week-long event, held in late September in Arequipa. That was an increase from 1995s 1,600 attendees, that meeting also held in Arequipa.

The acquisition of submarine gravity data using airborne gravity technology is a practical reality. Ocean Floor Geophysics plans to deploy a free-swimming ROV based submarine gravimeter on a commercial basis in early 2009. The submarine instrument is a variant of the well-used GT-1A airborne gravimeter. Airborne gravity surveys are now routine. The primary factor controlling the accuracy of airborne gravimeters is the precision of the GPS measurement of vertical movement of the sensor platform. The gravity measurements along a flight line are the differences between the output of the gravimeter vertical accelerometer and the estimate of the aircraft vertical acceleration using the differential GPS system. The principle difficulty of moving an airborne gravimeter to a free-swimming submarine platform is the necessity to have an accurate real time estimate of the changing elevation and hence changing vertical acceleration of the platform; GPS doesn't work underwater and an accurate estimate of depth fluctuations to the necessary precision is difficult to acquire. It is interesting that the airborne gravity gradiometer technology, which competes with the airborne gravity technology, was first developed as a classified military application for use by missile submarines during the cold war. Gradiometers were developed for this application specifically to avoid this problem. A gradiometer does not require as accurate an estimate of its vertical position to make a useful reading- it measures gravity gradients, not the gravity field itself.

Introduction Potential applications that exploit the electrical properties of coal measure rocks include: (1) radar sensing of coal face, floor, and roof for automated mining operations; (2) underground wireless communications; and (3) sensing extent of subsidence, blasting operations, coal gasification bums, and moisture migrations. Impediments to exploitation of electrical properties include: (1) a lack of reliable electrical properties data for in situ conditions and (2) a lack of correlation data between electrical properties and other relevant physical properties. In this paper data are presented for electrical conductivity and permittivity for Appalachian and Illinois shales for a frequency range 2 x 10 to 2 x 10 Hz. These data are useful in establishing in situ electrical property variability, lower limits, and anisotropy. Electrical proper¬ties measurement and values for other coal measure rocks are discussed as well. Laboratory measurement For the frequency range investigated, a capacitance bridge and Q-meter were employed. These instruments are designed to yield bulk values of permittivity and conductivity. Disk samples of thickness 0.396 cm (0.156 in.) and diameter 2.54 cm (1 in.) were machined from cores obtained from the two coal basins. While both the capacitance bridge and the Q-meter must be balanced manually, the bridge has an analog-to-digital interface and an attached computer specifically designed to expedite data collection and interpretation. Sample holders are critical components in the measurement process. A Hartshom-Ward holder was employed with the bridge and a Marconi micrometer jig was used with the Q-meter. Neither commercial sample holder was designed to regulate ambient humidity conditions. Because water adsorbed on sample faces may cause errors approaching 100%, special enclosures were designed for both holders. Each enclosure contains a flush-mounted externally-manipulable carousel, an externally-manipulable rigid arm that can accomodate translational motion and three-dimensional rotation, a compartment for humidity regulating solids or liquids, and a humidity sensor. Each enclosure will accomodate several samples that can be manipulated within the enclosure without opening it. Experience gained during this research demonstrated that humidity regulation was necessary to obtain repeatable results. Grinding and polishing shale to a very thin thickness (about 0.4 mm) was shown to cause changes in electrical properties as well. These latter changes were attributed to alterations in the water content. Theoretical considerations A very comprehensive discussion of the electrical properties of sedimentary rocks is available in literature (Sen and Chew, 1983). These authors reviewed the work of others and proposed modifications to better explain the frequency dependent behavior of the permittivity and conductivity of rocks. A large portion of their article was devoted to explanations of large relative permittivities at low frequencies such as observed in this research. They noted that the electrical properties of formations containing shales and clays are the most difficult to explain. Sen and Chew noted the need for additional experimental data and further refinements in theory. Results Shales, limestones, and sandstones were examined for a single 150-m (492-ft) core from Pennsylvania and for a dark shale from a southern Illinois coal mine. The Balsam Meadow Hydroelectric Project is currently under construction in central California. TMCI Construction, Inc. was subcontracted to perform the shaft enlargement and lining required for the elevator, surge and power shafts. Involved in the initial work was slashing the elevator and surge shaft into a previously excavated borehole. The elevator shaft then required a reinforced concrete lining and structural steel installation. Throughout the course of construction, numerous design changes occurred, necessitating a lining in both the power and surge shafts. These changes caused TMCI to design two underground hoisting systems to install these additional linings. An analysis of the construction methods used is now given. Introduction The Balsam Meadow Project consists of an underground hydroelectric powerhouse designed to provide additional capacity and energy to the Southern California Edison system during critical peak demand periods, and has the capability for pumped storage operation. The project is located in the Sierra Nevada Mountains about 55 miles northeast of Fresno. The project will divert water presently flowing from Huntington Lake to Shaver Lake to power a single 200 megawatt turbine generator. The approach used to the shaft slashing was governed partially by the strict CAL-OSHA requirements, which became more stringent after the recent Helms' Creek accident. A scaled down sinking plant was used to minimize economic risk and to simplify the excavation and lining scheme.

The minerals industry, comprising producers and users of industrial minerals and metals, aggregates and ornamental or dimensional stone, oil, gas and derivates as well as coal and by-products, provides vital inputs to Europe's economy and social well-being. Because of their great diversity, minerals and their derived products are necessary for almost every aspect of life. The European Technology Platform on Sustainable Mineral Resources (ETP SMR) unites hundreds stakeholders from industry, the re-search community, public authorities, the financial community, regulators, consumers and civil society around the major technological challenges to the sector, in order to jointly act towards a common vision. The Platform will contribute to strengthening one of the fundamental pillars of the European economy and society. The Strategic Research Agenda (SRA) of the ETP SMR is designed to act as a realistic and inspirational guide to defining a comprehensive research programme that will mobilise stake-holders and ensure that European competences are at the forefront of science & technology worldwide. It will help to stimulate investment in research and provide guidance for policy options. The SRA shows the way the mineral industry has to proceed in forthcoming decades if it is to serve European society in the way necessary. Without a strong European minerals industry, the future development of the EU economy risks to be curbed significantly.

INTRODUCTION Lung cancer in uranium miners has been attributed to alpha irradiation of basal cells of the bronchial epithelium by radon daughters, primarily by 7.7 MeV alphas from polonium-214 (Altshuler et al., 1964). It also has been was observed that for a given cumulative radon progeny exposure, uranium miners who smoke cigarettes have an incidence of lung cancer about 10 times higher than nonsmoking miners (Lundin et al., 1969). It has been pointed out that the large excess of lung cancer deaths among smoking uranium miners is a multiplicative effect (Doll, 1971), which suggested possible synergistic interactions between airborne radon progeny and cigarette smoking. Experimental studies of the complex pattern of interactions between radon progeny, cigarette smoke particles, and the cigarette smoking process are in progress in our laboratory. Preliminary results, reported elsewhere (Martell, 1981), implicate alpha radiation from indoor radon progeny in the etiology of lung cancer in all cigarette smokers. Cigarette smoking produces high concentrations of smoke particles of low mobility and respirable size--particles between 0.5 and 4.0 µm in aerodynamic diameter (see below). The attached fraction of indoor radon progeny is highly dependent on the air concentration of small particles from cigarette smoking and from other combustion sources (Martell, 1981). The size distribution and other properties of radon progeny associated with cigarette smoke particles enhances their effectiveness in the induction of bronchial cancer in man. In this paper we discuss the properties of radon progeny associated with cigarette smoke, the fractionation of radon progeny and modification of their aerosol properties in burning cigarettes, the role of 218Po in these processes, the production of insoluble 214Pb and 212 Pb enriched particles in burning cigarettes, and the consequent differences in the patterns of polonium isotope alpha irradiation in the bronchial epithelium of smokers. EXPERIMENTAL PROCEDURES Experimental methods used in these studies involve the use of small experimental chambers of known radon and radon progeny concentrations in combination with aerosol collection and sizing techniques and sensitive radioactivity detection methods. The use of low-level [ß-] counting for radon progeny determination, providing a measure of 214 Pb plus 214Bi activity, makes it possible to carry out chamber experiments with small radon emanation sources and relatively low air concentrations of radon and radon progeny concentrations in the range from 100 to 1,000 pCi per liter. Thus, for example, in a typical experiment we use a 10 nanocurie 226Ra solution standard in a 10 liter chamber, providing an equilibrium concentration of 1,000 pCi of radon per liter. In small sealed chambers, radon progeny plate out rapidly on the chamber walls, with steady-state concentrations of airborne progeny less than 2 percent of equilibrium levels. This is experimentally convenient because, upon introduction of high concentrations of cigarette smoke particles or small particles from other sources, there is a systematic ingrowth of attached radon progeny, providing a tagged aerosol source of known age and radon progeny composition. In some chamber experiments a 226Ra solution standard of small volume, acidified to O.1N HNO3, was used as the radon emanation source. When used with a bubbler the holdup of radon in an 8 ml volume of 226Ra solution standard at 0.1N HN03 was only 2% of the total radon in the chamber at equilibrium. For experiments with 212Pb-tagged aerosols, we used a dry Ba(228Th) stearate emanation source prepared by the method of Hursh and Lovaas (1967). 226Ra and 222Rn determinations were made by radon gas counting. The 222Rn in a sealed air or water sample is transferred, using helium gas as a carrier, successively through a dry ice cooled trap at -80°C to remove water, through ascarite to remove C02, and through a small activated charcoal trap at -80°C to collect the 222Rn. Subsequently, by heating the charcoal to 400°C, the 222Rn is transferred next to an LN2-cooled capillary trap, and finally into an alphascintillation counting cell of the type described by Lucas (1957). As already stated, radon progeny activities were determined by low-level [ß-] counting, which provides a measure of 214Pb plus 214Bi. The radon progeny samples, collected on efficient Delbag polystyrene micro-fiber filters or on impactor foils, are placed in close, sandwich geometry between two thin-walled flow counters inside shielding anticoincidence counters and a 15 cm thickness of steel shielding. This configuration provides nearly 4II geometry and a low background of only 0.25 to 0.30 cpm. Aluminum absorber was added to provide a combined thickness of absorber and counter wall exceeding 7.0 mg/cm2 to eliminate the variable contribution of 7.7 MeV alphas from 214Po. 212 Pb determinations also were carried out by low-level [ß-] counting, in this case using a combined absorber and counter wall thickness of 9.0 mg/cm2 to eliminate contribution of 8.8 MeV alphas of 21 Po. In each experiment the [ß- ]activity data were corrected for decay to an appropriate common reference time for assessment of activity distributions.

Introduction Compania de Carbones de Chile (Cocar SA) has brought into production Chile's first large-scale, open-pit coal mine, located in the Magellan Province. The US $65 million project includes a 1.1-Mt/a (1.2-million stpy) subbituminous steam coal mine and a mechanized bulk loading marine terminal with water depth sufficient to receive 60 kt (66,000 st) Panamax vessels. The loading terminal will be one of the largest in Chile. The Pecket coal project is expected to save Chile about $40 million in energy production costs and a further $100 million in oil imports, or about 25% of the country's oil import costs. Pecket coal will generate electricity for Codelco and will also supply general electricity needs for northern Chile. The Pecket coalfield is located on the Brunswick Peninsula, about 30 km (19 miles) northeast of Punta Arenas, the provincial capital, as shown in Fig. 1. Pecket is part of a large, coal-bearing basin. It extends from Punta Arenas 250 km (155 miles) north to Puerto Natales and across the border into the Rio Turbio coalfield in Argentina. A fleet of large and small O&K hydraulic shovels and backhoes is used to dig and load overburden and coal into mining trucks while O&K graders maintain the haul roads in and around the pit. The U.S. Bureau of Mines investigated column bioleaching as a means of recovering manganese from a domestic low-grade oxide ore. Manganese was solubilized from the ore using indigenous heterotrophic microorganisms and molasses as the nutrient source. The effects of medium flow rate, molasses concentration, and frequency of medium replacement on the rate of manganese extraction were examined. Results showed that flow rates between 0.4 and 8.1 L/min/m2 had little impact on manganese extraction, while an increase in the total amount of molasses applied during leaching directly affected the extent and rate of manganese extraction. Manganese extractions of more than 90% were achieved in 12 weeks of bioleaching in column tests using 500 g charges of ore. Sugar utilization by the microorganisms and formation of organic acid metabolites were monitored by high performance liquid chromatography (HPLC). Two methods were evaluated to recover manganese from the sugar- depleted bioleaching medium: (1) adsorption onto weak cation exchange resin, followed by stripping and precipitation techniques; and (2) direct precipitation of the manganese as MnCO, using ammonium carbonate. Both recovery methods removed at least 95% of the solubilized manganese from the medium as a carbonate salt. The stripped molasses medium was replenished with fresh molasses and recycled back through the bioleach column, successfully leaching more manganese.

INTRODUCTION Observations during construction form an integral part of the design and construction of major underground works. Observations as used herein include visual inspection, detailed geologic mapping, and correlation of geology with support conditions, as well as instrumentation to provide more precise information regarding rock movements and support load. This paper describes the application of an observational program to one of the more difficult design and construction problems underground -- the excavation and support of large chambers at shallow depth in rock of variable quality. Emphasis on underground construction for subways and utilities in urban areas is bringing this problem to increased prominence. It is our intent to focus on the design and construction problems associated with such excavations and to describe observational methods which can be employed to aid in their construction. Observational programs may serve two purposes. One is to monitor the rock and support conditions in order to provide early warning of potential construction problems. Such a program should be routinely used in critical locations on major underground excavations of the type described in this paper. The program should be closely coordinated with the inspection effort and construction control. The other purpose is to provide detailed information regarding the interaction of support conditions and rock displacements to aid in development of more efficient design and construction procedures on later projects. Many hard rock tunneling projects, where the majority of excavation can be accomplished with TBMs, will still require considerable specialized excavation which can not be done with a TBM. This secondary excavation, involving cross cuts, galleries, flattening of the invert, increases in bore diameter, et cetera, may be accomplished with conventional drill and blast, applied on a small scale and usually with fracture control techniques, or with mechanical splitters. The problems of using explosives in many of these cases and the high cost of mechanical splitting excavation make the consideration of other approaches attractive. The PCF rock excavation method, which has recently been reduced to commercial practice for mine-development excavation, offers an attractive alternative to drill and blast and mechanical splitters. With the PCF method the rock is excavated utilizing a small-charge, propellant-driven, controlled, penetrating-cone fracture process. Excavation is carried out continuously by combining the PCF hardware with integrated mucking capabilities on a carrier which remains at the excavation point. In addition to the benefit of providing for complicated excavation geometry, the PCF method also causes minimal damage to the remaining rock which will significantly reduce ground support requirements. In very bad ground, the continuous nature of PCF excavation allows ground support to be applied as limited sections are exposed thus reducing both the duration and extent that the ground would be free to move. Data on PCF excavation parameters, as measured in actual mining operations, indicate that crosscuts, galleries and the like could be excavated at considerable cost savings compared to drill and blast or mechanical splitters.

In the last 20 years, studies on controlled flow recirculation in various countries have been carried out in both coal and metal mines. These studies have shown that in addition to economic gains, partial flow recirculation can be used to provide mine workings distant from surface access points with the required volumes of air. These studies have also shown that the operation of fans and regulators, used in a recirculation system, will induce transients in gas flow and gas concentration. Various models have been developed to explain the problem. However, most have failed to incorporate important factors such as diffusion and dispersion in the modeling process. This study examines the theoretical background of gas emission transients from caved areas in coal mines, represents the problem by a "tank-airway" network model, and provides a possible solution. The study also presents the results gained from a laboratory model constructed to evaluate the major factors affecting the shape and duration of gas flow and gas concentration transients in an airflow recirculation system. In this model, the gas injection system was rearranged to simulate the variations in gas emission rates due to changes in air pressure. Within this model, a set of booster fans and regulators were used to generate the changes in air pressure within the model. Finally, the study presents an algorithm and a computer program GASTRAN, developed to analyze the gas concentration transients and calculate the pollutant transport levels in a complex ventilation network. The application of the program is illustrated by means of an example problem.

Discussion by P. Malozemoff I have no objection to using mathematics in the value appraisal of properties. The factor that is not emphasized in the paper is that very few important properties have a lifetime that reflects the initial ore reserves of the property divided by the rate of production adopted. In the majority of cases, major properties mine out several times the initial reserves. How much more will be mined out is not known, and only exceptionally gifted geologists can predict that additional reserves will be found. There is the further factor of metals price, which, over the long term, is not predictable. Another factor vitiating making calculations on initially established ore reserves is the speculative nature of exploration success. In my judgment, the life of a property, in addition to an established ore reserve, should include ample time for exploration to find additional reserves. The likelihood of additional reserves is based on the geological promise of the general area where the mine is established. This is especially important because of various risk factors associated with small orebodies, the economic life of which is about five to seven years. In underground mines, it is not economic to develop reserves beyond a certain depth, so the life of initially established reserves must be limited. In these cases, it is especially important to have a good geological understanding of the orebody and its continuity. To accommodate these concepts and present proof of economic soundness for a mining enterprise, a mathematical analysis should yield a life long enough to allow exploration and the development of additional reserves that would ensure a longer mine life and a more profitable result.

The nonferrous industry has for many years maintained monitoring stations in agricultural areas in the vicinity of smelters to collect data concerning impact of smelter emission on agricultural crop production (Thomas and Cross, 1928). However, in 1967, the United States Congress passed the Clean Air Act which was amended in 1970 (Marchant, et al., 1977). The interpretation of this act by the Environmental Protection Agency (EPA) made it necessary for the industry to install extensive real-time ambient sulfur dioxide (SO,) monitoring systems. This was only the tip of the iceberg. Since that time as a result of additional laws and agency directives, it is now necessary to monitor concentrations of a number of substances -in both air and water. And unless there is a major change in government thinking, this trend will continue during the decade of the eighties. It is difficult to estimate the full impact of these laws. Nevertheless, the impact is large and affects every person in the United States today (Anon., 1972; Rockefeller, 1971; Nelson, Yeager, and Guptill, 1973; and Anon., 1975). It prohibits the burning of trash and paper in most areas of the country. It increases the cost of transportation and the price of motor vehicles. It increases the, cost of nearly everything that is manufactured. In industries which compete in the international market, it reduces their competitive position. In some industries the environmental impact is felt on costs of goods sold in the vicinity of 25% of the total production costs. The major portion of these costs is not due to the monitoring systems but instead is due to the increased cost of production facilities, equipment, and raw materials in industries that are required to comply with environmental regulations.
