Introduction Opencast surface mining requires blasthole drilling to achieve mine planning. No single method of mining is right for all conditions. Occasionally, mine planners introduce a project with little regard to drilling and blasting. These costs are usually a significant percentage of total mine overhead. One drilling and blasting method that can be used to reduce overall mine expense is inclined or angle hole drilling. But inclined-hole drilling will not cut costs unless a set of required circumstances is met. Several conditions of mine design indicate the use of angle drilling. Geotechnical problems must first be analyzed. Primary considerations are safety, fragmentation, production, and maintenance. Secondary considerations are, in some instances, reduction in amount of explosives, which lowers blasting costs; reduction of practical fragmentation beyond blasting pattern limits; and reductions in overall costs due to reduced volume of excavation. Future trends in blasthole drilling may include incorporation of drill equipment designed to allow rapid change from vertical to inclined drilling. This will allow the operator to adapt to changing hole requirements with minimal production loss. Another improvement may be the ability to chamber holes at any elevation throughout the hole depth. This will allow more charge to be placed at strategic locations to improve fragmentation. Merits of Drilling Inclined Holes Drilling is performed to create voids for explosives. It is done either to recover minerals or to excavate a volume of earth. The manner of mining or excavation can greatly affect the economics of the overall project. Many innovations and methods have been tried, but the most practical and economical is still drilling holes and using explosives to fragment the material. To break up the material, the practice has been to place charges within the mass. This is done by drilling holes of a specific diameter and depth into the material. The holes are of such magnitude as to develop sufficient energy to break or loosen this material, providing for easier removal. In general, more open or exposed faces must exist to aid material breakage when blasting. Inclined drilling can be advantageous in open-cut mining with highwall depths of at least 24 m (80 ft). A minimum of two faces are open in open-cut mining and the material can be thrown outward to cover pre-mined volume. This cuts cost by eliminating the need to remove or relocate a large portion of material. Sometimes the material is of such a mass that more energy per unit is required to loosen it than can easily be done by blasting vertically. Inclined holes allow a more uniform loading of drilled holes. The unit of energy is raised, so little or no secondary blasting is required. This usually comes about only if the main plan calls for drilling holes deeper than 24 m (80 ft). For shallow holes, spacing and burden can be made closer to allow sufficient energy to blast the toe. The metallurgical response of a deposit's various ore types usually has a strong impact on the flowsheet design of most mineral processing plants. This impacts the materials handling, equipment selection, capital and operating costs, and plant availability. Because of the rapid leaching characteristics of Chimney Creek ores a variation of the conventional gold plant, carbon columns and CIP was proposed. The proposal consisted of a washing stage which was installed between the typical leaching and CIP stages. The circuit was simulated in the lab and was modelled using a computer program to evaluate the metallurgical impact and the effect on the system's mass balances. Also, actual plant data was reviewed comparing the results that were achieved with the results that were expected.

The key to productive computer usage is system software integration with full compatibility among individual components. The majority of software developers in our industry are still in the process of perfecting individual components. As a result, exchange and validation of data between disciplines becomes an arduous process. We at Morrison Knudsen Engineers, Inc. (MKE) have integrated an entire system, allowing exploration, geology, modeling, mine planning, and operation modules to work as a single, complete system with direct exchange and validation of data. The importance of integration to both developers and users of today's mining soft- ware is becoming increasingly apparent as we, an industry, move toward growth and enhancement of the technology of ore reserve acquisition, evaluation, and management. It is also important to understand the present state of integration and where it is leading US. Not long ago, another industry passed through the same stages we are now setting up for the mining industry. The stereo industry began with a few individual components, the record player, tape recorder, and radio. People were able to play records, listen to the radio and record conversations and music only through microphones on their tape recorders. Soon, one enterprising individual discovered he could tape sound directly from the radio or record player by capturing audio output from the speaker wires. Interfaces and patch cords were developed, providing a means to transfer audio information between components with not only little loss of sound quality, but also the elimination of back- ground noise. The industry took another step forward with the introduction of "integrated" stereo, where the components were packaged in one cabinet with shared resources. This reduced overall cost which paved the way for better quality. Today's stereos are now so well integrated that many of the components share data and resources from the same manufacturer, designed to work together for almost perfect data transfer between any of the components. The result is better sound, convenience, and reduced cost. This is the ultimate goal for integration. Any system development passes through these same steps on the road to total interaction. Initially, the components are designed, tested, and marketed individually, often by separate companies. As the users become familiar with the components, the need arises for an automatic interface between the components. This is necessary to cut down on error during data transfer and to eliminate the redundant work required to enter results from one component into the next component in the system. As a result, interfaces must then be developed to aid in this data transfer. After data transfer is accomplished, the next step is resource sharing. Resource sharing is careful design and engineering by either cooperative, individual manufacturers or one firm taking on the task to produce a single package product. Design and resource sharing leads to lower overall cost, while still providing component capability with options to grow as the user grows. The mining software industry has been working to develop some very high quality component software and has indeed accomplished this task in every aspect of the mining industry. However, realizing the importance of integration, some companies with limited individual resources have started working together to interface their individual components. Other firms have undertaken the project of developing complete, integrated systems.

Since the earliest days of mining, the job of digging coal out of the earth has been considered one of the world?s most dangerous occupations. From 1880 to 1910, mine explosions and other accidents claimed thousands of victims. In 1907 alone, over three thousand deaths occurred in U.S. coal mines. Public concern has prompted the passage of much needed safety legislation; from the creation of the U.S. Bureau of Mines in 1910, to the comprehensive laws of the Federal Mine Safety and Health Act of 1977. This type of legislation, along with the cooperation of industry, labor, and MSHA has contributed greatly in making mining safer and more healthful. Mining deaths and injuries have declined Significantly since those early days. However, even though this trend is positive, none of US can afford to look at the injury numbers and frequency rates and label them as acceptable.

INTRODUCTION Shaft sinking represents a relatively small proportion of the activities involved in mine development. Because of this limited utilization, shaft sinking has been one of the most difficult functions to mechanize. Although shaft machines (muckers) were introduced more than 30 years ago, the first machines were low-capacity units, and machines of this type did not gain wide acceptance by the mining industry until the late 1950s. However, the increasing depth of underground mines and the es¬calating costs of labor have increased the benefits obtain¬able from high-speed shaft sinking. The result has been a growing need for high-capacity shaft machines. Most of the machines available at the present time have been developed by modifying existing equipment to increase the payload capacity and performance. AVAILABLE SHAFT MACHINES In general, shaft machines may be classified accord¬ing to the types of digging mechanisms and the mecha¬nisms of operation. The available digging mechanisms include clamshells, cactus grabs, front-end buckets, and backhoes. The mechanisms of operation can be classified as either pneumatic or hydraulic. Selection Criteria For efficient operation, the primary consideration in selecting a shaft machine is its capacity. The minimum capacity of the machine should match the capacity of the hoisting system at the ultimate depth of the shaft. In many cases, two machines may be needed to obtain a sufficient mucking capacity. The shaft dimensions and configuration often dictate the type of machine that may be utilized; for example, an overshot loader does not work well in a circular shaft that has a diameter of less than 5.5 m (18 ft). Similarly, a single Cryderman mucker is not suitable for a large-diameter shaft, nor is it applicable where very high sinking buckets are to be used. Other factors for consideration include the degree of material fragmentation, the abrasiveness of the rock, and the amount of ground water that is inter¬sected. Machine Descriptions Riddell Mucker: The Riddell mucker, illustrated in Fig. 1, was first introduced in 1948. This is one of the most common shaft machines in the medium-capacity range. The Riddell mucker consists of a hoisting and traveling mechanism that operates a clamshell suspended on cables. The early machines operated with a 0.3 m3 (10 cu ft) clamshell and had an hourly capacity of approximately 27 t (30 st). This type of shaft machine has gained wide acceptance throughout North America. Essentially, the Riddell mucker consists of standard components, such as the pneumatic tugger hoists that operate the clamshell. The carriage is suspended on rails that also serve as the blasting set, located immediately below the shaft timbers. To effectively position the clam¬shell in the shaft, the operator controls the carriage travel by means of wheels that are driven by a pneu¬matic motor. The Riddell mucker most commonly is used in rec¬tangular timbered shafts. However, some units have been installed with circular rails, allowing them to work in circular concrete-lined shafts. A popular practice with many Riddell muckers is to increase the capacity through the use of larger clamshells, often ranging up to 0.76 m3 (1.0 cu yd), in conjunction with more powerful tugger hoists. In some large rectangular shafts, two Riddell units have been used side by side to achieve a sufficient capacity. Cryderman Mucker: The Cryderman mucker, illus¬trated in Fig. 2, is another common shaft machine in the low- to medium-capacity range. Developed in the early 1950s, it also has gained wide acceptance throughout North America. Equipped with a 0.3 m3 (10 cu ft) bucket, the Cryderman mucker has an hourly capacity of approximately 23 t (25 st). The Cryderman mucker is operated entirely by means of pneumatic cylinders and a pneumatic telescopic boom. The boom is suspended from a sectional frame¬work that is usually located at one end of the shaft. The rare earth magnet has a good performance and the production is increasing year by year. Two types of rare earth magnets are presently made as industrial products. One is a Nd-Fe-B intermetallic compound magnet and the other is a Sm-Co alloy magnet. The mixed scraps of Nd-Fe-B intermetallic compound and Sm-Co alloy are sometimes produced in the step of production. Therefore it is desired that a recycling system of mixed rare earth magnet scraps should be established. In the present study, hydrochloric acid leaching of the oxidizing roasted products of Nd-Fe-B intermetallic compound and Sm-Co alloy and solvent extraction of metals such as Nd, Sm, etc. are tested to obtain the fundamental data for the hydrometallurgical treatment of the mixed rare earth magnet scraps.

Since the hypothesis of coal and methane outburst mechanism based on elastic mechanics gives no consideration to time, it can not give a satisfactory explanation to the outburst occurrence and its development. A creep mathematical model of coal containing gas has been set up through creep tests and analysis under the condition of tri-axial compression. And the model can explain the phenomena of coal and methane outburst successfully. The tests proved that there is no essential difference between the rheological properties of prone outburst coal and non-prone outburst coal. Outburst can take place in any kind of coal if the rheological conditions of coal containing gas are met. The creep mathematical model provides a basis for establishing a comprehensive index of coal and methane outburst possibility.

On June 16, 1982, Rio Blanco submitted a request to the US Minerals Management Service for a suspension of operations under its federal oil shale lease. The company also wanted a five-year delay in the requirement for further minimum royalty payments and a five-year extension of the primary lease terms of 20 years. The request was granted in late July in the midst of yet another slump in oil shale activity. Rio Blanco holds one of four Federal oil shale leases that were granted under the Interior Department's Prototype Oil Shale Leasing Program in 1974. That year the DOI offered for lease six federal oil shale tracts, two each in Colorado, Utah, and Wyoming. The leases in Colorado and Utah were granted for substantial bo¬nus bids as shown in Table 1, but the Wyoming tracts had no takers. In the eight years hence, no oil shale has been produced commercially. Indeed, the prospects for successful oil shale development have fluctuated widely, continuing a 60-year- old cyclical pattern in the fledgling industry. The prototype program was developed and initiated while this infant industry struggled to begin anew, without the benefit of any federal oil shale leasing regulations, or any history of federal oil shale leasing at all. Permanent regulations were not required because the effort was limited and designed to provide the foundation for any future leasing program. Section 21 of the Mineral Leasing Act of 1920, a Nov. 30,1973 Federal Register notice, and the leases themselves constitute the legal and regulatory framework for leasing and developing prototype oil shale tracts. The prototype leases contain some unusual provisions including installment payments of the bonus bids, credit of early development costs against payments due the government, adjustment of royalty rates according to regional crude oil price fluctuations, and unusually extensive and detailed environmental stipulations. Several of the provisions were intended to provide incentives for early development and financial penalties for failure to develop. The requirement for minimum royalty payments in lieu of actual production royalties beginning in the sixth year of the lease falls in the latter category. After the sixth year, the required minimum payment is increased east year through the 15th year by an increment equal to that due in the sixth year. The minimum royalty then remains the same through the final five years of the primary lease term. Minimum royalty is calculates on a different production level for each prototype lease, based on the quantity of 125 L/t (30 gal/st) shale estimated to be recoverable from. each tract by room-and-pillar mining. That mining system was selected for reference as the only proven extraction method for oil shale at that time (early 1970s) The minimum royalty (production) rate was calculated for each tract by direct comparison of its estimated recoverable 125-L (30-gal) resource to a hypothetical tract containing 1.9 Gt (2.1 billion st) of recoverable 125-L (30-gal) shale. For the hypothetical lease tract, the minimum production for the sixth year was calculated to be 3.2 kt/d (3,500 stpd), increasing by a like amount each lease year through the 15th to a daily production rate of 31.7 kt (35,000 st). Under this formula, the hypothetical lease tract would yield $16 million in minimum royalty payments over the 20-year primary lease term if there were no production, no development credits taken, and no adjustment of the royalty rate due to fluctuation of regional crude oil prices. The production rate of 31.7 kt/d (35,000 stpd) was a somewhat arbitrary figure that was considered, in the early 1970s, to represent a minimum size for a commercial oil shale operation. A production rate of 7.9 dam3/d (50,000 bbls/day) soon supplanted that smaller mine production figure as a rule of thumb for the minimum size for a commercial facility. The proportional relation-

Xanthate salts have demonstrated effectiveness as a flotation reagent in the recovery of heavy metals from mining wastewater. However, due to their strong ionic potentials, they are generally toxic to aquatic life. Under ambient environmental conditions, the half¬life of a xanthate is approximately four days. As a soluble salt, xanthates will complex with the metallic ions contained in water and fish. Some researchers have proposed that this complexing may extend the halflife, as well as optimizing the transfer of a given metal from solution across the gill surface. Leakage of xanthate treated wastewater into the surrounding surface waters is the most common route of exposure for aquatic plants, invertebrates and fish. Because this is an emerging mineral-recovery technology, more information is needed regarding xanthate toxicity and environmental fate before environmental impacts can be assessed with any degree of certainty.

With the aid of molecular orbital theory, a discussion is presented of the relationship between the electronic structures of ions and molecules, and the elementary steps involved in homogeneous electron transfer reactions. An electronic theory of the reactivity of oxidants and the mechanism of action of oxidation catalysts is then presented, with emphasis on the oxidative decomposition of metal sulfides. For model oxidants, two molecular reagents: O2 and Cl2, and two ionic reagents: Fe3+ and CU2+ were selected; silver (1) was chosen as the model catalyst. The reactivities of these reagents are rationalized in terms of constraints on orbital overlap, the availability of unoccupied d orbitals, and the rearrangement of electronic configurations.

A field investigation was conducted by the Ventilation Division, Pittsburgh Health Technology Center (PHTC), Mine Safety and Health Administration (MSHA) to evaluate the effectiveness of a blowing face ventilation system utilizing a water sprayfan system and a single inlet flooded bed dust collector (scrubber) in controlling methane liberation in the face area while mining at brattice distances up to 12.2 meters (40 feet) from the face. The rated capacity of the scrubber was 117 m3/s (4,145 cfm) of air. Results from the investigation indicated a methane dilution capacity of 0.57 m3/s (20 cfm) with the air quantity behind the line brattice averaging 138.7 m3/s (4,900 cfm).

The manipulators possibly used in underground mining must deal with unpredictable obstacle while keeping certain positions and orientations of end effector, and in some cases, are required to possess redundant joints in order to be more flexible. This kind of manipulators might be fitted with jumbo drill or platform as auxiliary to potentially deal with some utility works in versatile way, such as installing rock bolts, guniting, blasting, charging, surveys and measuring work, etc.. This paper describes numerical procedures of performing inverse kinematic problems for redundant manipulators .The procedures, based on the generalized pseudoinverse of Jacobian matrix, are developed to lead to kinematic solution at both singularity and ill conditioning, and to guarantee continuous sequence of positions of the end effect or. Furthermore, the solution to optimization and obstacle avoidance is investigated. A numerical example is shown to illustrate the approach.

Industrial minerals always play an important part in the technological growth of a country. The extraction and trading of industrial minerals continues to expand, but the industry is now subject to stricter environmental guidelines. This paper presents the current status and growth potential of industrial mineral exploitation in the southeastern European region, i.e. Albania, Bosnia-Herzegovina, Bulgaria, Croatia, the Former Yugoslav Republic of Macedonia, Greece, Italy, Serbia and Montenegro, Slovenia and Turkey. Annual production figures per country are presented for 1992-1998. These figures are compared to each other, and, where applicable, they are compared to world production figures. The marketing of industrial minerals to Europe and other regions of the world and the effects of such trade on the local economies are also evaluated when such data are available.

Electrostatic and/or high tension separation has been used for the separation of rare metal bearing minerals, foods, industrial wastes and so on. Since the separation is achieved by the difference mainly in surface conductivity of particles, the efficiency in humid circumstances is very low, and then, the applicability is considerably limited. We applied the following two-stage pretreatment technique to the separation process, which involves (1) adjustment of surface wettability by adsorbing surfactant on the particle surface and (2) control of the surface conductivity by spraying with electrolyte aqueous solution. The addition of this pretreatment technique has been found to have a great advantage over conventional methods. Separation efficiency is achieved even in humid circumstances and selectivity can also be obtained between insulator minerals. The selectivity is very similar to that of flotation in wet process. This separation technique will be applied not only to mineral processing but the processing of industrial waste such as electric and electronic waste materials.

As a prerequisite to removing mineral matter from coal by any physical separation technique, the mineral and coal particles must be sufficiently liberated. In the case of the production of superclean (< 2% ash), low-sulfur products, the appropriate liberation size may be less than 10 µm. Unfortunately, much of the liberation data obtained at these fine sizes is only qualitative due to the lack of appropriate instrumentation. In the present work, computerized image analysis has been used to characterize several common eastern U.S. coals. In most cases, it has been found that micronizing of the coal is necessary in order to achieve sufficient liberation for deep cleaning. Liberation analyses of the products from the microbubble column flotation process have been used to distinguish problems in liberation from problems in selectivity, especially as they pertain to pyrite rejection.

The effect of the feed size distribution on the kinetic parameters in pyrite flotation was studied. The kinetic parameters of the particular sizes were determined as a function of whether other particle sizes were present. From the data, a relation between the pyrite flotation rate and the particle size distributions was obtained. It was shown that the flotation rate constant (k) is a function of the size modulus (dt) of the Gates-Gaudin-Schuhmann distribution, and its variation may be expressed as k = a • exp(b . d,) for either individual size fractions or composite feed. Parameters a and b are dependent on the particle size distribution of the feed. Specifically, parameter a increases linearly as the distribution becomes coarser. The above relationship was also tested under conditions in which the collector (KAX) dosage was varied from 130 to 278 g/t. It was shown that the established relation was not dependent on the collector dosage.

A longwall chain pillar is comprised of two distinct zones, a solid elastic core enclosed by an exterior of failed or yielded coal. For the purpose of pillar design, the ability to delineate the extent of pillar yielding and correlate the yielding with the applied pillar load is of fundamental importance. A study was initiated on a longwall section of a West Virginia mine to: (1) delineate the location of the elastic core-yield zone boundary, (2) examine the stress distribution within the pillar, and (3) quantify pillar stability as the longwall face retreated toward an instrumented pillar. A US Bureau of Mines sonic velocity probe was used in conjunction with vibrating wire stress meters to define the elastic core-yield zone boundary and the migration of vertical stress toward the pillar core. The extent of the yield zone as determined by field results is compared with the extent of the failed zone as predicted using a series of equations developed by Wilson.
