The 345 km long Taiwan High Speed Rail Project will connect the island’s two most populated cities, Taipei and Kaohsiung. Kaohsiung is the world’s third busiest port. The 23 km of alignment on Contract C230 requires the construction of 5,879 m of shallow mined tunnels ranging from 137 m to 1,285 m in length. All nine of these tunnels are mined using NATM methodology. Two of the tunnels, T01 and T08 are in the Toukoshan Formation. This paper will discuss the mining methods, ground support design, and the instrumentation installed to monitor and verify its effectiveness in the two aforementioned tunnels.

Increasing public pressure and demands from various tiers of government have generated a legislative maze of statutory and administrative requirements facing industries involved in mineral extraction and processing. Each tier, of government has asserted concurrent jurisdiction and threats of harsh measures if industry does not satisfy all requirements. In the field of water pollution control, federal requirements have increased, carrying with them increasing techniques of enforcement - ranging from injunctions through criminal penalties. Federal laws have required that states formulate water quality standards as an adjunct to federal regulation. Florida has reacted with the Water Pollution Control Act of 1967. This act incorporates state water quality standards and permit requirements for any installation constituting a potential source of pollution, and provides for civil sanctions as well as injunctive relief. The federal government has utilized an 1899 law to require a permit for discharges into navigable waterbodies - a term which has been judicially defined to include any watercourse capable, after reasonable improvement, for use in the transportation of waterborne traffic. Failure to secure these permits can result in the issuance of an injunction or civil or criminal penalties. The Corps of Engineers will not issue these permits without the approval of the discharge by state, local and other federal agencies. Air pollution similarly is regulated by a multi-tiered network of laws and administrative standards. Federal regulation has increased from early research support in the 1950's through the development of Air Quality Standards and their enforcement by large fines, injunctions, administrative conferences and public hearings. Florida regulation, under the Florida Air Pollution Control Act of 1967, parallels federal law but grants concurrent regulations, requirements and enforcement tools to local and state agencies. Although previous state regulation was minimal, consisting only of three acts passed in 189 1, 1899, and 1911, in the future the mining industry will have to contend with this increasing network of ecological requirements. It is recommended that the industry take the initiative by involving Florida in the Interstate Mining Compact, as well as seeking the passage of a state reclamation law funded by a severance tax.

Cost reduction programs can focus on total cost or unit cost, but unit cost is usually the principal objective. The production cost per unit is: [Unit cost = Total cost Production volume] Consequently, any activity that reduces the total cost or increases the production volume will reduce the unit cost. Production volume is increased by (1) maximizing the availability of the production equipment and (2) maximizing equipment performance during periods of operation. Most operations managers routinely focus on volume because the factors influencing volume are generally well understood and congruent with the managers' technical skills. In fact, production volume (as a percentage of maximum achievable capacity) is widely recognized as one of the most significant measures of operational performance.

One of the most interesting of all the subjects required of persons studying the different facets of coal mining is coal mine gases. Some mine gases have been a real problem since the very beginning of underground mining, and in the early days there was insufficient knowledge to cope with them. The history of mining shows that until about the last 50 years, much work was done primarily by the hand methods which are primitive by today's standards. Miners had to contend with gases without the aid of enclosed lighting, permissible mine machinery, sophisticated testing devices, and high-pressure ventilating fans. In early days the miners were not educated about the different mine gases nor did they have the technical equipment to determine the actual composition of the deadly atmospheres they encountered. They simply applied a descriptive term to each gas or mixture of gases depending on its effect on a person or the surrounding atmosphere. The gases or mixtures of gases were then referred to as "damps," a term which was probably derived from the German word "dampf," meaning vapors or gases. The more common damps encountered were : Blackdamp A condition of the atmosphere in which a miner's light would be extinguished and in which breathing would be difficult, sometimes even resulting in suffocation. An atmosphere deficient in oxygen which could contain a combination of any of the mine gases Firedamp A flammable mixture of methane and air which would either burn or explode when ignited. White Damp A mixture of gases containing carbon monoxide, most often found in mines during fires or after explosions.

Introduction Raise boring is the most accepted form of mechanized hard rock boring in the mining industry. It appeared logical to take this mechanization one step further by introducing computers. Atlas Copco Jarva has produced a series of raise boring models that use an integrated computer. The company decided to use electronics and computerization, not for marketing purposes, but to make its equipment more cost-effective. Basis of Cost-Effective Design From the manufacturer's standpoint, it is possible for the equipment owner to reduce the cost of putting in raises by: • Replacing existing components with less expensive components that produce the same results; • Replacing existing components with more expensive components that make the equipment more productive; • Mechanizing equipment to reduce associated labor costs; and • Combining the above. Analysis of a standard raise boring machine (RBM) system showed that little could be done with less expensive components. It appeared, however, that the RBM could be more productive by transmitting more horsepower through the expensive drill string, while being precisely controlled by computers. An RBM system includes a basic machine, drill pipe, accessories, reamer, and cutters. The approximate percentage cost of various components on a standard system capable of boring 300 m (985 ft) long and 3-m-diam (10-ft-diam) aises in medium to hard rock is shown in Table 1. Also shown is the increased cost above standard of the Jarva computerized machine, and the productivity of both. Increased Productivity Penetration is important during the reaming cycle for more productive raise boring. This is possible by increasing the cutter load with constant rpm or increasing the rpm with constant cutter load. To increase thrust and maintain rpm requires increased capacity in the cylinders, drive train, main thrust bearings, drill string, electrical motors, and power units. To increase rpm and maintain cutter load requires only increased capacity in the electrical motors and power units. This is possible because the torque requirement remains constant for a constant thrust load. Only the horsepower increases, proportional to rpm. Since cutter costs are a big factor in raise boring, changes in machine performance must be analyzed to assess the effect on cutter performance. With a standard or typical carbide cutter, as used on raise boring machines, the effects of increased thrust or rpm are shown in Table 2. The assumption is made that the base data is the current rpm and thrust range where the cutters are now operated. It is also assumed one variable is held constant while the other increases. The result of this comparison, approximately, is that a 50% penetration increase can be achieved with little or no increase in cutter cost if rpm is increased 50% and cutter load is maintained constant. A similar 50% penetration increase can be achieved with a 45% increase in cutter cost, if the cutter load is increased by 20% and maintained constant. The P.W. Gillibrand Company holds 705 placer and lode claims in the Precambrian San Gabriel Anorthosite Complex of the western San Gabriel Mountains. These claims contain large tonnages of ilmenite, magnetite and apatite with anomalous quantities of zirconium (zircon), niobium, vanadium and rare earth elements. Stockpiling of heavy mineral concentrates associated with aggregate mining from alluvial pits has occurred since 1984. The limited reserves of material from these alluvial deposits and their relatively low heavy mineral grades caused Gillibrand Company to initiate an extensive drilling and exploration program to develop the hardrock resources of ilmenite, apatite and magnetite.

This includes innovative design of flotation circuits, equipment modification and development, methods of enhancing the use of reagents, effect of slimes, and recognizing the effect of water chemistry. This paper will review recent advances and present some guidelines to improve process efficiency.

Long distance, overland conveyors require significant capital outlay of which up to 70% may be contributed to the cost of belting. Significant savings may be achieved by identifying possible risk areas and applying modern technology methods to reduce or eliminate risk. Recently, Sasol Coal commissioned an overland belt conveyor system comprising three belt conveyors of 7 km, 5 km and 4.5 km in length. These were designed and constructed taking the above into consideration. Contained in the paper are the belt conveyor system requirements, designing assumptions and methods applied in the designing process as well as ways and means to eliminate or at least reduce risks.

The major development in the evolution of the conventional subaeration flotation machine has been the steady increase in the size of the individual units. In 1950, large machines were of 1.35 m3 (48 ft3) volume capacity. In 1989 the largest volume capacity operating is 85 m3 (3,000 ft3 ) These improvements have enabled the mining industry to operate successfully in the face of declining ore grades and adverse metal prices. This paper describes the design features and performance characteristics of a number of significant flotation machine designs.

The Bureau cf Mines, U.S. Department of the Intericr, is investigating biolcgical and chemical deccntaminaticn of cyanide- containing leachates and residues. Biolcgical cyanide cxidaticn, using bacteria isolated from a precious metals tailings pond, destroyed >85 pct of the cyanide in several prccessing solutions containing up tc 280 ppm CN. Reaction time varied from about 4.5 hr in a trickling reactor using quartz as a bacterial substrate to 2 mo in unagitated, covered flasks. Chemical techniques were used to destroy the remaining complexed cyanide down to 1 ppm. Exploratory tests were also conducted using spent ore from heap leach operations as the bacterial substrate to determine if biological cyanide oxidation could be used to destroy the residual cyanide in spent heaps.

Geologists, employed by the Australian Company, Metals Exploration Limited, discovered nickel laterite enrichment at Greenvale in 1967. A joint venture was arranged with the Freeport Minerals Company who had gained early experience with nickel laterite ores when building and operating the Nicaro and Moa Bay Treatment Plants in Cuba. A 5 tonne/day Pilot Plant at the Freeport research facilities at Belle Chasse, Louisiana, verified the amenability of the ore to treatment by the reduction and ammonia-ammonium carbonate leaching process used at Nicaro. A 5 800 tonne/day Treatment Plant was constructed on the coast at Yabulu, North Queensland. This paper describes the ore body, the mining operation and the stages of treatment required to produce nickel oxide products and a mixed nickel/cobalt sulphide product at Yabulu.

This paper presents the results of Caldagi Nickel-Cobalt Ore Deposit's, located in Turkey, reserve and ultimate pit limit design analysis. Reserve analysis of any deposit requires two steps. First one is to constitute of block model of the deposit and second step is to generate ultimate pit limit. The block model of the Caldagi ore deposit has been created by means of geostatistics. The reserves of nickel and cobalt in this block model are defined as resource, approximately 12 million tons of nickel and 1 million tons of cobalt with average grades of 0.9% Ni and 0.03% Co, respectively. Ultimate pit limit analysis has been performed by considering economic, technical and legal factors. In this paper, the ultimate pit limits are generated by Lerchs & Grossmann (L&G) algorithm. As a consequence of ultimate pit limit design, total amount of tonnage to be excavated is 1.4 billions of tons, 700 million of which contains ore and 747 million of which is the tonnage of waste.

The increasing popularity of column flotation as an efficient and profitable mineral beneficiation technique has resulted in the need to perform a study of basic column operating parameters in order to understand mineral behavior in a column. Variation of column rougher flotation parameters on the Nevada Fish Creek fluorite and Utah Collins manganese ores enabled characterization of four beneficiation zones within a column flotation cell. Although specific mineral behavior in each zone was peculiar to the mineral system involved, particle retention time predominantly affected both manganese and fluorite recoveries in the collection zones of the column while enhancing mineral grades in the cleaning zones. Column parameters such as column length, feed injection location, and tailings recirculation velocity were inherently linked to particle retention time and retention time distribution, both of which affected mineral recovery. Froth depth had a discernible effect on fluorite concentrate grades; as froth depth increased, fluorite grades increased. Wash water additions affected both fluorite and manganese recoveries and fluorite grade. Axial mixing drastically reduced fluorite and manganese recoveries due to short circuiting of some of the feed slurry in the column.

Regression analysis of calculated on measured displacements were used to assess the influence of fill and fold plunge on shaft pillar mining at the Homestake Mine. These effects were neglected in the original three-dimensional finite element analysis undertaken in 1991. An average fold plunge of 15? and a 24K fill (Young’ modulus of 24,000 psi or 165 Mpa) were used in the reanalysis. Measured displacements were obtained from an array of 36 m (120 ft) multiple-position borehole extensometers installed in June 1994 and read to March 2003. Results indicate the effects of both on calculated displacements and thus on regression parameters are noticeable. However, these neglected effects would not have changed the original inference of Ross Shaft stability during pillar mining.

Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau's responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau's mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman's appointment as acting director, he has spent considerable time on the road explaining his agency's redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau's 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau's history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency's eventual demise. We felt the Bureau's mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow's technologic advances. Don't confuse us with policymakers, we're not. But we are policy analysts; we're scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I'm biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. In this paper the enviroment in which Tong Kuang Yu mine, China is developed is described. Geological and geomechanical environments which pose difficulties in the design and optimization of Block Caving are discussed. According to mine conditions, caving process simulation was carried out using Displacement Discontinuty Method and relationships between stress distribution .and undercut parameters were established in accordance with different undercut sequence. Based on simulation the influences of caving parameters on caving probability, drift instability and ore-draw control were analysed in order to optimize Block Caving Mining. On the basis of simulation and mathematical programming, the optimal sequence is proposed essential to satisfy the safety, production and other restrictions.

Addwest Minerals' turnaround of the Gold Road Mine in 1996 proves the old adage "mines are made, not found." The underground mine, located in Arizona's San Francisco mining district, was reopened in 1995. Start-up proved difficult because the initial mining method created significant ore grade dilution. With the operation's viability in question, only management's belief in the property and tenacity in the face of changing corporate ownership kept Gold Road from losing in the same year it opened. y changing mining methods in early 1996, Addwest re¬duced operating costs and created a profitable mine that continues to add to its reserve base.

During the 1980s and 1990s, twenty deep shafts were constructed in Milwaukee to depths from 85 to 91 m (280 to 300 feet) through soil and weak rock thicknesses ranging from 37 to 69 m (122 to 227 ft). Adjacent compressible soils, settlement sensitive structures and high groundwater levels required that shafts be constructed without dewatering. Contractors attempted several methods of ground support and groundwater cutoff. Significant problems developed during construction of 11 of the 20shafts. One shaft collapsed; groundwater blow-ins occurred at five of the shafts; and seepage caused unfrozen windows at three of the freezewalls. Ultimately, combinations of grouting and ground freezing were utilized to complete all of the shafts into bedrock. This paper discusses the main design and construction challenges experienced and the lessons learned.

Surface enhanced Raman Spectroscopy carried out in real time has been applied to identify surface species formed during gold leaching in chloride and thiosulfate media. Chloride ion is adsorbed prior to the gold dissolution potential, but its coverage is significantly diminished at the beginning of leaching. A gold chloride band is again observed when dissolution is rapid, together with bands characteristic of AuC14- ions in solution. With thiosulfate, a thin gold sulfide layer is formed slowly in the potential region where leaching occurs. At higher potentials, thiosulfate is oxidized to sulfur and sulfate, both products being identified by Raman spectroscopy.

Shallow epithermal stockworks hosted by maar eruption craters contain over ninety percent of the bulk mineable gold identified to date in the Circum-Caribbean region. Pueblo Viejo (Dominican Republic) and Santa Rosa (Panama) contain combined gold reserves of over 600 tonnes. Bulk mineable gold deposits are also being discovered in and around veins that were formerly mined underground. Bellavista, El Recio and San Martin (Costa Rica) contain combined announced gold reserves of over 50 tonnes. Representative rock suites collected at 8 bulk mineable gold deposits include 291 samples of veins and vein stockworks, hydrothermal eruption breccias, sinter, variably altered host, unaltered host, nearby intrusive rocks and basement. Analyses completed to date show that Circum-Caribbean epithermal ores are enriched in arsenic, mercury and antimony as well as gold and silver. Exploration efforts in the region naturally focus on districts with past production. However, an order of magnitude more bulk mineable gold has been discovered in shallow epithermal stockworks outside of the old bonanza vein camps. Exploration guides include basal island arc volcanic sequences, hydrothermal and hydrovolcanic (maar) eruption breccias, thinly-bedded carbonaceous maar sediments, and hot spring-related silicification and argillic alteration.
