On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I'll just comment briefly on MSHA's part of the overall effort by all parties to control miners' exposure to respirable coal dust and other airborne dusts. As you know, our agency's congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers' pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers' pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers' pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard. One objective of the policy revision was to improve miners' health by follow-up monitoring, and this is being done with roof bolting jobs. MSHA studies of surface coal mining operations have provided data showing that bulldozer operators and highwall rotary drill operators often have high exposure to quartz dust, and our agency is directing enforcement efforts to reducing this hazard. Because of air pollution control regulations in the early 701s it became necessary to clean effluent gases from the Morenci Reduction Works Smelter. Feasibility studies indicated that this could be accomplished most efficiently by using the smelter gaseous effluent to feed a sulfuric acid plant. Complying with air pollution control regulations thus created the need to dispose of relatively large amounts of concentrated sulfuric acid. Typical Morenci ores contain substantial amounts of oxidized copper minerals which are not recoverable by flotation. In addition, there is low sulfide, high oxide material which can be leached, but is not suitable for flotation concentration. Early in 1971 sufficent data had been accumulated to show that a leaching plant for the Morenci tailings could use a large portion of the sulfuric acid produced by the Smelter. It was determined that for all practical purposes leaching of the available copper was complete in two hours or less. Capital expenditures could not be justified for more than two stages of counter current decantation for recovery of the leached copper, and the plant was designed with these criteria in mind.

Glass is the most unique substance which man has made. It is understood that Phoenician sailors playing on the beach in Mesopotanmia around 12000 BC, produced glass by the fusion of sand and soda in their campfire. Glass is unique for many reasons. However, let us consider the following. It is made of materials which are opaque and yet glass can be translucent, transparent, or opaque. It can be as soft as cotton or stronger than steel. It transmits light readily and yet is totally impervious to gases and liquids. It is chemically an inert, creates very little pollution in its manufacture. It is made of the most abundant raw materials on earth. It is readily recyclable and has little pollution in its disposal. Glass containers are made principally from sand (that is, silica), soda, which is sodium carbonate, and lime, which is calcium carbonate, plus decolorizers or colorants and cullet. The proportion of cullet, broken glass, in most glass tanks today is roughly 10 to 20% of the glass product. In most cases, the cullet used in the plant is glass from off-ware, or broken ware, which is a waste product within the plant. Cullet has the following advantages. It contains all of the raw materials normally used in a batch. It tends to melt at a lower temperature than batch, thus saving some fuel, and, finally, by forming a crust above the normal melting system, there is a tendency to cut down air pollution.

The sulfur content of United States coal can be assessed by using a variety of approaches. The sulfur content may be expressed in terms of total sulfur in the coal, pounds of sulfur per million Btu, or sulfur remaining after reduction by coal preparation. In addition, the sulfur content may be applied to the demonstrated reserve base or to coal resource estimates. Unfortunately current data bases do not allow for an integrated assessment at the National level. Although classification of coal resources and reserves according to sulfur content is arbitrary, preferential production of low-sulfur reserves will positively skew the total sulfur of the remaining coal resource.

High-resolution seismic reflection profiling can be used to evaluate detailed struc¬tural and stratigraphic features of coal pros¬pects. Since most coal prospects are relatively shallow (less than six hundred meters deep), the vertical and lateral resolution of seismic data can be significantly improved by high sampling rates in space and time. The case study present¬ed shows the effective use of seismic data in evaluation of the Wyodak coal at a prospective coal gasification site. The data were used to map the detailed structure and thickness of the coal and to search for lateral discontinuities, such as pinchouts and. faults. An important find was a paleochannel cutting across the base of the coal seam, which was later confirmed by drilling.

Public concern over possible degradation of groundwater resources has resulted in an array of Federal laws and corresponding state laws to regulate contaminates from solid and hazardous waste. A mine owner must be familiar with environmental regulations which could impact his operation and must know what precautions and corrective actions to take in order to protect his mining operation from potentially expensive remedial actions. The Environmental Protection Agency (EPA), has issued few regulations controlling the management of mining wastes. Federal regulation of mining came primarily under the Surface Mining Control and Reclamation Act (SMCRA) administered by the Office of Surface Mining (OSM). Waste generated from the extraction, benefication and processing of ores and minerals was exempt from regulation under the Resource Conservation and Recovery Act (RCRA), which is EPA's major instrument in controlling surface contaminates. On December 31, 1985, EPA submitted to Congress a report entitled "Wastes from the Extraction and Benefication of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale", which will be referred to, henceforth, as the Congressional Report. This Congressional Report assessed the possible adverse effects of mine associated wastes. This report is the first step toward developing regulations with which EPA can regulate waste from the extraction, benefication and process of mineral ores.

It has been estimated that about 45 tonnes of mercury are emitted annually in the USA in the atmosphere as a result of burning coal in power-generating plants. A similar situation had existed in the metallurgical industry particularly in zinc production plants but this problem has been solved long ago by introducing scrubbing systems. Methods of mercury removal and recovery are discussed.

The Regional Copper-Nickel Study examined the potential impacts of copper-nickel sulfide mining, concentrating and smelting operations in northeastern Minnesota and gathered extensive monitoring data on the ecological characteristics of the region's aquatic and terrestrial biota. Because of the many development options possible, the diversity of the region's ecology, and the uncertainty of future environmental regulatory requirements, the Study did not attempt to measure the magnitude of environmental impacts on specific biological communities from a specific development proposal. The Study provides a broad base of environmental resource and impact information that hopefully will assist mining developers and environmental regulators when assessing specific proposals in the future. The following discussion is not a description of what will happen if copper-nickel development occurs in northeastern Minnesota but an exploration of why certain potential aspects of such development should be carefully considered and adequately understood before unnecessary or irreversible decisions are made.

The Escalante Silver Mine in Southwest Utah produces an average of 71.000 kg (2.3 million troy ounces) of silver dore annually. Precipitates from a cyanide leach circuit are treated by either acid leaching prior to fusion or a direct fusion with nitre. Process development, plant experience, and a comparison of both methods will be discussed. Plant experience from the custom treatment of a gold/silver precipitate containing matte producing elements will also be covered.

The management of safety should result in the prevention of accidents and the elimination of human suffering and loss of life. Safety management must be the number one priority of all management's production and profit objectives. For years, safety management has been a result of mockery, charlatanism and snake oil presentations dedicated to giving a quick dog and pony show. The result has been an unacceptable record of accidents and fatalities.

The structural setting of disseminated-replacement gold deposits of the Carlin-type and other aspects of their genesis are closely related to events which took place during the evolution of the Basin and Range province. The deposits formed as a result. of chemical and physical processes which took place at shallow depths in the roots of hot spring systems at moderate temperatures (about 200°C) and low pressures (about 25 bars) (Radtke and Dickson, 1974). Locations of Carlin-type gold deposits in the Basin and Range province are shown in Figure 1. Most of the block-faulted mountain ranges in the Great Basin formed by tectonic activity that happened since Miocene time, although faulting in some places probably began in Eocene to Oligocene time (Hamilton and Myers, 1966). The Carlin-type deposits are spatially related to Basin and Range-type faults: Many deposits, such as Getchell, Pinson, Preble, and Cortez, occur along the flanks of ranges, while other deposits, including Carlin (Radtke, 1974) occur within the ranges in areas characterized by crosscutting and intersecting high-angle or Basin and Range-type faults. The association of the ore deposits with Basin and Range-type faults is evidence that ore deposition is young, Miocene or later. The steep, high-angle faults played three roles: first, they provided deep channels for upward-flowing solutions; second, in preparing the rocks for fluid penetration by brecciation and general rock dislocation; and third, they moved sedimentary carbonate rocks, favorable for ore deposition, from deep levels to near-surface positions where the physico-chemical conditions were more suitable for the deposition of ore.

Despite the controversies that have surrounded asbestos over the past 20 to 30 years, no knowledgeable authority has doubted the usefulness of this material. Were it not for the health risks associated with the manufacture and use of asbestos products, its physical and chemical characteristics would continue to be hailed as an undeniable boon to mankind. However, it has become clear over the past 30 years that like other major contributors to our modern industrialized society, asbestos must be handled responsibly and with the full understanding that lack of care can lead to injury, suffering and death. In this sense, asbestos shares characteristics with nuclear power, pesticides and even motor vehicle usage. It is unlikely that modern society would be willing to walk away from the benefits bestowed by any of these valuable resources. Rather, the appropriate response to the identification of danger is to define the type of risk, quantify its incidence, search for methods of decreasing the risk and implement programs to achieve the goal of minimization of risk. We should recognize at the outset that the risk cannot be diminished to zero without elimination of the material entirely from our midst. The concept of acceptable risk is a complex issue involving medical, legal, financial, moral and even psychological factors that defy precise quantification. In essence, the major danger produced by exposure to asbestos is its potential effects on the respiratory system. Despite the fact that asbestos workers have constant skin contact with the material and porbably swallow it in the course of their activities, inhalation of the fibers is recognized as the major health risk associated with its use. Aerosols of asbestos are inhaled not only by miners, millers and fabricators but also by urban dwellers who have no direct occupational contact with the material. This occurs because asbestos has been applied to our buildings and has been used in a wide variety of products that touch our daily lives. While it is estimated that three to four million people in the United States have been occupationally exposed to asbestos, the number who have been non-occupationally exposed is many times that number.

Rusk County is located in the northwestern portion of the state of Wisconsin, roughly 130 miles east of Minneapolis (Figure 1). The topography is generally flat with dairy farming the principal activity. Forest and swamp lands are common, as well as pasture and cultivated ground. Rusk County falls near the southern terminus of the Precambrian Shield and is covered by a thick layer of glacial drift. Outcrops are quite rare, but the few available exposures indicate that the subsurface is comprised of steeply dipping metamorphosed volcanics and sediments of Early Proterozoic age. A thin section of flatlying Cambrian sandstone is sometimes found directly under the glacial till. The depth to Precambrian basement has been recorded to be as great as 150 feet beneath the surface.

The deformation, failure, and filling characteristics of a caving roof in the initial and normal mining stages of a pitching oblique longwall mining area are analyzed using large-scale threedimensional physical-similitude experiments and numerical calculations to study the characteristics of roof fracture and migration in a steeply dipping seam. The results show that the roof fracture development has evident sequential and spatial characteristics. Among them, immediate roof breaking in different parts of the mining area shows difference in time and space. The failure sequence of the immediate roof in different areas changes with the mining; unique regional stability evolution characteristics are observed in the suspended immediate roof simultaneously, resulting in its significant regional stability on the goaf filling.

The Oglebay Norton Company has traditionally been a supplier of metallurgical grade fluorspar gravel to the American steel industry and, in the early sixties, fluorspar pellets were entered into the market. The gravel has been imported from Mexico, the pellets were produced by the Minerva Company in southern Illinois. While the acceptance of the pellets by the industry was satisfactory, overall marketing considerations caused the Minerva Company to discontinue the pelletizing operations. Thus it was that Oglebay Norton came to the decision to revive earlier plans to produce fluorspar agglomerates. A survey of the market and related factors led into two basic conclusions: 1) Because of steel plant safety considerations, flat, pillow- shaped briquets were preferable to easily rolling, marble-like pellets. 2) Briquets competitive with gravel could be produced by cutting imported, low-duty, acid grade spar to metallurgical grade by limestone and binders. A plant was built in Brownsville, Texas, and started operations in early 1970.

The genesis of a hydrothermal subsea mound, by chimney debris heaping and mineralizing fluid circulating upward, induces a vertical maturation gradient. Connected porosity is easy to measure and, after mineralogical evidence, can be use as a maturation index. Thus, to understand how a rock property evaluates with maturation, it is possible to plot it against connected porosity. Results are that uniaxial compressive strength, Young's modulus, and in a lesser certitude tensile strength, abrasivity and hardness, increase very weakly with maturation until a maturation threshold (equivalent to a connected porosity equal to 0.2), and rocket to much higher values after it.

Diffuse - reflectance Fourier - transform infrared spectroscopy, Hallimond tube flotation and microelectrophoresis have been utilized to investigate the reactions involved in the adsorption-abstraction of K-amylxanthate on finely ground galena and pyrite. In order to work under well-controlled conditions both minerals were wet ground in a specially built laboratory stainless steel or iron mill. Four surface products were found to be formed on galena: monocoordinate lead xanthate, non-stoichiometric lead xanthate, dixanthogen, and amyl carbonate disulphide. Only dixanthogen was observed on pyrite after using stainless steel rods, while ferric iron xanthate was found when iron rods were utilized.

Blast design methods generally deal with end points or limits of design such as spacing, burden, stemming depth, etc. Even cratering design deals with limits defined as a function of energy decay to a limit. Although this crater method provides a better method than trial and error judgment it does not take into consideration the distribution of energy throughout the material to be blasted. This paper deals with a method of examining this distribution with the aid of a computer and how changes in blast design affect this distribution. First I would like to explain the equation used to develop the energy summations throughout the blast. As shown in Figure I a series of drill holes are drilled to various depths starting by placing the explosive charge on the surface and then at various depths until a sufficient depth of hole is reached to exceed the ability of the explosive energy effect to reach the surface of the ground. All volumes of explosive are the same, all holes contain the same explosive and the drill hole diameter is the same.

During the last decade or so great advances were made in the solvent extraction, electro winning technologies. They, combined with heap leaching, made it viable to exploit large, relatively low grade oxide copper deposits. The El Abra mine is a good example for such a deposit. Situated in Northern Chile at an elevation of about 4000m (14000 feet), 70 krn north of Calama, the El Abra deposit has been known for many years. In the early 1990's Codelco decided to sell a major holding in the deposit to international mining companies. After lengthy negotiations Cyprus Minerals finalized in June 1994 the purchase of 51% of the deposit with Codelco retaining the balance. lance. Already in 1993 Cyprus and the engineer on the project, began discussions with international materials handling companies with regards to the materials handling system required for the project. These early discussions were considered critical for this fast track project. Immediately after the notice to proceed with the project, several companies were invited to submit competitive conceptual proposals for that portion of the material handling system which was to transport crushed and treated ore from the plant to the leach pad and build the leaching heaps at a rate of up to 150 000 tons per day. A supplier was selected. Additional studies were made for the conveyor system from the mine to the fine crushing plant. Due to the extremely rugged terrain and high altitude at the mine, a decision was made to locate the plant and the leaching operations 15 km east of the mine at an elevation of 3400m. In July 1994 the supplier started the conceptual engineering with a design team at the engineer's San Francisco office. The undertaking was unique in the sense that the supplier's engineering team was integrated into the project for the duration of the conceptual engineering. The open and continuous communication greatly contributed to the success of the design work.
