INTRODUCTION The Nuclear Energy Agency plays an active role in promoting international cooperation among its member countries in the field of nuclear energy. In addition to various other functions, it plays a major role in encouraging harmonisation of government regulatory policies and practices, promoting exchange of information, and coordination of research and development in the field of radiological health and safety associated with nuclear fuel cycle activities. The work of the Agency is carried out through a number of specialised standing committees. In particular, the Committee on Radiation Protection and Public Health (CRPPH) is responsible for the Agency's activities concerned with radiological protection and related environmental problems. Its functions include review and discussion of national radiation protection policies and practices, review of developments in radiological protection, interpretation of ICRP recommendations and the study of the means of their translation into practical applications, including the establishment of radiological protection standards. Its functions also include the preparation of technical studies and reviews on specific problems requiring attention, and coordination of further research and development at the international level. Major attention is presently being given to the NEA programme of work on problems associated with radiation protection and environmental impact of nuclear fuel cycle activities, with particular attention to the front-end (uranium mining and milling) and the back-end (waste management) of the fuel cycle. In this context, the increasing attention that has been given in several countries to the problems associated with the exposure of man to radon, thoron and their daughters, and with their dosimetry and measurement, were readily appreciated by NEA, which began an active programme of work in this field in 1976. Because of the detrimental health effects,as demonstrated by epidemiological studies,caused by prolonged exposure to excessive levels of shortlived daughters of radon, particularly in poorly ventilated underground mines, the bulk of attention and needed effort has been focussed on radon and radon daughters in uranium mining. In certain countries some concern has been expressed also about the significant levels of exposure experienced by workers in non-uranium mines,and members of the public who live in particular areas or in dwellings built with particular materials which produce higher than average levels of radon and radon daughters. However, at the time of the first NEA involvement in this field it was considered that one of the most urgent problems to be solved was that of ensuring adequate personal dosimetry for uranium miners. Consequently, the NEA was urged to organise a specialist meeting on personal dosimetry and area monitoring for radon and radon daughters to provide an international forum for exchanging information and reviewing problems in this field. The meeting was held in Elliot Lake, Canada, in October 1976. A second specialist meeting, on the same subject, was held in Paris, in November 1978, to review further developments in this area. These meetings demonstrated that the overall problem associated with exposure to radon and radon daughters had many facets, each of which in recent years has been the subject of considerable attention in many countries for different reasons. It emerged from the meetings that further work was required on a variety of issues in two main areas: 1) dosimetry 2) metrology and monitoring. Conclusions and recommendations which emerged from the two NEA specialist meetings were discussed by the CRPPH. As a consequence the Committee approved, in September 1979, a detailed programme of work in the area of dosimetry and monitoring of radon, thoron and their daughters, and approved the setting up of an international Group of Experts on Radon Dosimetry and Monitoring to undertake the work. The work has been divided into two phases - phase I, on dosimetric aspects, and phase II, on metrology and monitoring aspects. The terms of reference of the work are given in Appendix 1. A list of national representatives on the Group of Experts on Radon Dosimetry and Monitoring is given in Appendix 2; many of these persons are participating here in the Conference. The Group of Experts met for the first time in April 1980 and met again in September 1981. The work of phase I is nearing completion and a report is expected to be submitted soon to the CRPPH for its consideration. Three technical papers providing interim information on the study appear elsewhere in the proceedings of this Conference. The papers cover the three principle areas examined in the study so far: 1) dosimetric aspects 2) review of the "working level" 3) review of objectives and requirements for measurement and monitoring of radon, thoron and daughters. The authors, their affiliations, and the titles of these papers are listed in Appendix 3. A brief overview follows giving the principal results.

Several nonionic surfactants and one anionic surfactant were tested to enhance the flotation response of a low-rank coal. The nonionic surfactants included an ethoxylated octylphenol and several polypropylene-polyethylene block copolymers, and the anionic surfactant was a dioctyl sulfosuccinate. All of the surfactants improved the yield significantly, but the influence on grade was complex. To elucidate the mechanisms involved, separate studies were conducted to determine the emulsification behavior of the surfactants. For the nonionic water soluble reagents, a correlation between the emulsifying power of the surfactant and the flotation response was observed. An increase in the number of droplets produced was considered to he the main reason for increases in the yield. However, a small amount of surfactant adsorption on coal is essential to promote adhesion of oil droplets. When the surfactant was introduced into the flotation pulp prior to addition of dodecane, the benefits of the surfactant decreased significantly. The decrease was attributed to both a decrease in hydrophobicity of coal through increased surfactant adsorption and a decrease in the surfactant available for emulsification. When a surfactant dispersed in oil was used, the transfer of surfactant to the aqueous phase was minimal, and a considerable increase in yield was observed.

This paper describes a process which finds the maximum worth of a mineral deposit. The procedure requires two phases. The first uses a microcomputer evaluation model to find the optimum design input, with minimum attention giving to actual mining constraints that might exist. The second phase runs the first-phase design parameters through a direct simulation model on a mainframe computer. In phase one, financial, economic, and geotechnical data are entered; and an idealized list of design parameters is output. The list includes optimum values for cutoff grade, mine life, mine size, paytons, paygrade, and payvalue. In addition, the model generates pro forma operating and cash flow statements and it indicates the maximum net present value (NPV) possible for the deposit along with the probability of that oc¬curring. The initial results imply perfect mining conditions. In phase two, when actual mining selectivity, sequence, and other practical design considerations are related in a direct simulation model to the optimum criteria found above, the maximum NPV invariably decreases. However, if it is still satisfactory (NPV greater than or equal to zero) then the maximum worth/ optimum design have probably been found in the first iteration. If, on the other hand, NPV is now unsatisfactory, then design compromises must be made and simulated, and the results rerun through the evaluation model. If several iterations fail to yield a positive NPV then the deposit is most likely unfeasible t for the forecast economic conditions used in phase one.

Optimization has been defined as the procedure of locating the best of something or the best way of doing something (Mular, 1971). Several texts (Himmelblau, 1972; Ray and Szekeley, 1973; Box and Draper, 1969; and Lee, Adams, and Gaines, 1968) on the subject are available. Such techniques have been placed in two categories, namely, off-line optimization and on-line optimization. For the former, an optimization model is employed; for the latter, a black box approach is involved. The essence of an optimization problem becomes obvious, when a response surface is considered. Suppose that a response (in this case, a criterion of improvement such as profit per day; grade of concentrate per day) denoted by Y, depends only on two variables, X1 and X2, which can be manipulated and controlled. The relationship between Y, X1 and X2 may be represented graphically as shown in Fig. 1. The diagram is called a response surface and its height, Y, is determined by X1 and X2. Points associated with equal responses constitute response contours. The shape is that of a hill, and optimization is the procedure of ascending the hill to reach the top (maximum). In practice, a response surface is subject to disturbances which distort its shape and shift its location from time to time, so that the exact location of a maximum is imprecise. Generally, constraints (restrictions of some sort) on responses and manipulable variables serve to define a region of permissible operation.

Since the introduction of mechanical mining, some 35 years ago, a great deal of effort has been expended by the coal industry to solve the coal dust problem. The original concern was the possibility of a dust explosion or the propagation of a gas ignition; however, in recent years it has come to be recognized as a possible 'health hazard as well. In the middle thirties, the Pittsburgh Coal Company began an intensive study of the dust problem to determine the dust levels created by the various cycles of operation in mechanical mining and to make a comparison with those of hand loading operations. Numerous dust samples were collected with a midget impinger and it was found that dust counts varied from 38 to 268 million particles per cubic foot during hand loading and from 96 to 227 million particles per cubic foot during mechanical loading. The study indicated that the source of underground dust in coal mining could be classified as primary or secondary. A primary source is one associated with appreciable degradation of size, that is, where most of the fines capable of becoming air-borne are produced. A secondary source is one in which most of the fines have been produced at some previous operation and are in such condition that they can become air-borne. Cutting, drilling and blasting are the operations which produce the primary dust. Secondary dust is formed by operations which include; loading, transportation and discharge at transfer points. The study showed clearly that the coal cutting operation was responsible for the greatest amount of dust and that the amount of dust produced varied directly with the speed of cutting; type and dullness of cutting bits; and the distance the cuttings had to fall to the floor. The information obtained from the study enabled our company to decide on a course of action and the direction to follow. With the cooperation of mining machine manufacturers, water tanks with a 200 gallon capacity were built into the machine trucks and were provided with a pump driven by a small motor. A length of 1/2" water hose carried the water from the pump to the two water spray nozzles located at the front of the machine. Water was delivered to the machine tanks by water cars which were filled on the surface or from an underground water supply. It was during these early days that wetting agents were introduced into the water system. Our studies revealed that wetting agents did little better than plain water in the abatement of the dust problem. It was found that when using a wetting agent less water was required to obtain the same results but we could not take advantage of this fact because it was almost impossible to keep the smaller nozzles open to reduce the amount of water being used.

Cast iron tubbing for two centuries was the only practical watertight shaft lining for deep waterbearing formations. However, since World War II composite welded steel and concrete lining has gained favor and today is often preferred. While tubbing may not be applicable in all cases, a good argument can still be made for this time-honored method. Watertight linings are complex structures designed to withstand both hydrostatic fluid pressure, non-uniform loading created by ground forces, and vertical bending caused by subsidence. Resulting stresses in the lining can be high. To date linings have been designed that withstand hydrostatic pressures as high as 1,500 psi. Watertight linings must be robust, constructed of the highest quality materials, and manufactured and installed with precision. Therefore, such linings are expensive. Today's ductile cast iron tubbing is greatly superior to gray iron formerly used for tubbing, and is stronger, and more resistant to corrosion than welded steel lining. Tubbing, unlike steel linings, can be installed in wet conditions and used to control water inflow and stabilize unconsolidated ground as the shaft is deepened. Steel lining requires absolutely dry conditions for welding, which often necessitates expensive ground freezing and a primary lining.

The White Cliffs diatomite deposit occurs in a lacustrine facies of the Quiburis Formation, an Upper Miocene to Pliocene basin-fill sediment of the lower San Pedro Valley. On-going geo-logic mapping has defined an 2.5-3.0 m (8-10 ft) thick ore zone near the mill site, several marker beds, a NNW-trending high-angle normal fault, and a NW-trending syncline. The diatomite has an average loose-weight dry bulk density of 130 kg/m3 (8 lbs/ft3) and is presently marketed outside Arizona for asphalt filler. Current development is projected to yield 3500 mt (4000 st) of finished product, with an estimated 91,000 mt (100,000 st) of finished product obtain-able from several other nearby sites.

The Ouachita, Ozark-St. Francis, and Mark Twain National Forests are located within the Ozark and the Ouachita Mountains regions of southern Missouri, central and northern Arkansas, and eastern Oklahoma- an area generally referred to as the Ozark-Ouachita or Interior Highlands. These national forests share many similarities in geography, biotic resources, and areas of shared public, market, and user interests. The three national forests have joined together to evaluate the natural resources within the Highlands and to study the impacts of the forests on local and regional economies and on the people who use these national forests and their resources. Other federal, state, and local government agencies and universities have joined with the Forest Service in this project, broadening the assessment area beyond the national forest boundaries to include 107 counties in Arkansas, Missouri, and Oklahoma. The diverse, resource-related data for the as- sessment area address social, economic, terrestrial, and aquatic issues and conditions throughout the Highlands. The assessment report currently is being developed by the Forest Service and will include an accoMpanying CD-ROM. The Ozark-Ouachita Highlands assessment has provided a forum for minerals- and geology-related resources, industries, social significance, and potential to be profiled and discussed along with other critical assessment resources. The state geological agencies in Arkansas, Missouri, and Oklahoma were active contributors to this effort. Their reports and other key data bases developed and used for the minerals sections of the published assessment report will be available either as a supplemental CD-ROM or on the Internet. Updated information on the progress of the assessment report can be found at the Ouachita National Forest Website, at <http://www.fs.fed.us/oonf/ouachita.htm>. This will also include a matrix displaying the minerals in the assessment area, their occurrence by assessment-area counties, and a potential ranking, as well as information on interesting geologic features. The state and federal reports, resources, and data bases, have helped answer key questions concerning mineral resources and related issues in the Highlands:

In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified. The functions that have been maintained and transferred to other agencies are: ? Portions of USBM&apos;s Mineral Information and Analysis program formerly conducted in Washington, DC and Denver, CO were assigned to the US Geological Survey (USGS). ? The Mineral Land Assessment program in Alaska (Anchorage and Juneau) was transferred to the US Bureau of Land Management (BLM). ? The Health and Safety Research program in Pittsburgh, PA and Spokane, WA was reassigned on an interim basis to the US Department of Energy (DOE). In fiscal year 1997, it was permanently assigned to the National Institute for Occupational Safety and Health (NIOSH). NIOSH is part of the Centers for Disease Control and Prevention within the US Department of Health and Human Services. ? Environmental Research at Pittsburgh, PA was assigned to DOE. ? Materials Research at Albany, OR was assigned to DOE. ? The helium program was assigned to BLM, where it will be managed pending privatization. ? Coal and noncoal mine maps were transferred to the Office of Surface Mining Reclamation and Enforcement (OSMRE). The following locations were closed: ? Research centers in Denver, CO; Minneapolis, MN; Reno, NV; Rolla, MO; Salt Lake City, UT and Tuscaloosa, AL. ? Field operations centers in Denver, CO and Spokane, WA. ? Washington, DC headquarters office. To provide a concise picture of all of the affected functions, the following is a synopsis of the USBM program functions and facilities immediately before the closure. There were two principal programs: information and analysis, and research.

INTRODUCTION In uranium miners, a causal relationship between exposure of the lung to high levels of alpha radiation and the consequential induction of bronchial carcinoma is now well-established (Wagoner, et al., 1965). Quantitation of this cause-effect association presents considerable difficulty, however, as the result of various confounding factors such as the contributing effects of smoking and/or arsenic exposure (Archer, Gillam, and Wagoner, 1976), normal metabolic variability and, perhaps most important of all, the absence of accurate radon/radon daughter exposure data. Estimates of cumulative lung exposures suffer from inaccuracy due to critical factors such as 1) unknown ventilation rates; 2) difficulties in obtaining representative mine air samples; 3) the variable character and magnitudes of the exposure sources; and 4) specific differences in metabolism and job histories that exist among miners. It was with considerable enthusiasm, therefore, that investigators readily embraced the idea of using skeletal burdens of the relatively longlived descendants of radon and its short-lived daughters, i.e., 210 Pb and 210Po (Archer, et al., 1968), to provide a measure of cumulative past exposure wherein the body acts as an integrating dosimeter. Early studies considered excretion rates of 210Pb and 210Po in urine, blood and hair (Sultzer and Hursh, 1954; Black, et al., 1968; Jaworowski, 1965; Bell and Gilliland, 1964) as well as their concentrations in bone samples, if and when they became available (Blanchard, Archer, and Saccomanno, 1969). These methods were ultimately complemented by in vivo, whole-body counting techniques using low background, NaI-Csl(T1) detectors (Eisenbud, et al., 1969). By this latter method, it would be possible to measure the skeletal burden of 210Pb directly, thereby avoiding the many difficulties associated with the relation between nuclide excretion rates and body burden. The rationale was simple; by knowing the skeletal burden of 210Pb it should be possible, by the judicious use of an applicable metabolic model, to estimate the cumulative lung exposure to alpha-emitting radon daughters (Fig. 1). Various models that were consequently constructed, however (Fisher, 1969), all suffered from the same limitation, i.e., the assumption that the source of 210 Pb in the skeleton and the source of lung exposure to the short-lived radon daughters were simply related and, if not, were at [ ] least not too variable (Raabe, 1970). By now, the difficulty with this assumption has been recognized and more sophisticated modeling techniques have been attempted which presumably present a more realistic picture of exposure conditions (Holtzman and Rundo, 1981). There is, nevertheless, the pessimistic view that due to the variety and variability (in time as well as in character) of sources that may exist for the origin of 210Pb in bone, it may [never] be possible to estimate past lung exposures accurately by an indirect, predictive model. For example, the origin of 210 Pb in the skeleton may include such sources as: 1) the decay of short-lived 222Rn daughters, inhaled and ingested; 2) the decay of 222Rn dissolved in body fluids and tissues; 3) directly from 210 Pb present in air, inhaled and ingested; and 4) 210Pb from non-occupational sources, e.g., food, water, smoking and endogenous 226Ra. The contribution of each of these sources may vary depending upon specific site conditions such as ventilation and mining operation. Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch&apos;s proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky&apos;s regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch&apos;s legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch&apos;s surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky&apos;s lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state&apos;s surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state&apos;s regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

Progressive Design-Build is becoming a more common delivery method in the tunneling industry. This approach allows the Owner to select a design-builder primarily based on qualification instead of lowest price. The delivery method promotes flexibility and collaboration at all levels from the initial design stage through construction. Using the example of the Atlanta Airport Plane Train Tunnel West Extension, value-added risk management was added during the initial design phase with an independent reviewer. This paper presents the independent reviewer transitioning from constructability review in the very early stages of design to independent design verification to on-site supervision during construction.

The objective of this paper is to clarify and distinguish between these models, based on a philosophical and linguistic analysis. Filters and absorbents purify, clarify, and clean many types of liquids by removing solid particles. In addition, absorbents provide a convenient way to handle liquids and to clean up liquid wastes or spills. Filtration or absorptive processes are accomplished either in a mechanical way, as in absorption and filtration, or in a chemical way, as in adsorption. In filtration, minerals and rocks used as filter mediums are extensively utilized in applications requiring the filtration of high volumes of liquids. End use applications include liquid food products, waste waters, petroleum and chemicals, and drugs and pharmaceuticals. Upon closer examination of all of the materials used as filters and absorbents, industrial minerals and rocks represent only a small proportion of the total amount, as shown in [Fig. 1] (Rees, 1991). Given all the industries that use these minerals, most of the volume is concentrated in a few major end-use markets. Within these major end-use markets, a handful of minerals account for most of the total volume and value. The focus for this chapter will be to discuss the industrial minerals and rocks used as filters and absorbents in the most important markets. The selection of the minerals and markets to review is solely based on the total volume of material used and in special cases, those where the value of the market and material is high. The major materials include diatomite, perlite, sand, gravel, and such specialty clays as montmorillonite and attapulgite. These materials are mainly used for the filtration of food, chemical, and petroleum products. In addition, they are used as absorbents for pet litter and oil and grease spills, and as carriers for pesticides and fertilizers.

"INTRODUCTION Tunneling and underground excavation is related to handling of uncertainties, risks associated with geological conditions are significant and ‘unexpected geological conditions’ often claimed. This fact was brought to the table long ago, and ITA (the International Tunnelling and Underground Space Association) published its 25 Recommendations on Contractual Sharing of Risks in 1988 (Ref. 1). This public-cation constitutes an important asset to the tunneling industry in terms of being a guideline for those working with contractual issues, even today almost 30 years after being published. A more recent document is the ITIG code of practice for risk management of tunnel works from 2015 (Ref. 9). Various countries or geographical regions have their own view and tradition on risk sharing and tunnel contracts. In Scandinavia unit rates contracts are most commonly used with bid-build model, it shares risk between owner and contractor, owner retains the risk for geological conditions while contractor carries risk for performance efficiency. Rock strengthening is determined assessing rock mass quality encountered at tunnel face. Grouting is applied to stem water. Actual quantities may differ from the contract’s BoQ but a flexible contract with remuneration is installed to enable adjustment of actual quantities. Variations of quantities involve a clause to adjust construction time. Unit price contracts deals with expected and foreseen still ‘unexpected geological conditions’, if the ‘unexpected’ element results in variations in quantities. Work activities have quantities and ‘standard capacities’ for regulation of construction time. Variations in quantities are expected in tunnelling and hardly deserve the term ‘unexpected’. If truly unforeseen geological features necessitate work not included in the BoQ, then the contract must be supplemented and can be said to be inappropriate. Fixed price contracts may not provide the intended predictable cost and is as such also inappropriate in the view of a risk sharing principle, once the geological baseline proves to be incorrect. ‘Adjustable fixed price’ contracts, combining unit rate and fixed price, may prove suitable."

Introduction Thick seams constitute a considerable portion of Polish coal reserves. In producing mines and those under construction, the reserves where the height is more than 4.5 m (15 ft) total about 24v0 of all the hard coal reserves. The reserves that are under urban and industrial areas can be extracted using stowing methods for surface protection. About 50v0 of thick seam reserves can be extracted by caving methods. Thick seam mining methods Thick seams are usually extracted by multilift methods. There are some methods of thick seam mining that generally can be divided into caving and stowing methods. The stowing method is more expensive, but must be used when mining to protect surface features. The more known methods of thick seam mining include: • extraction of thick seam in ascending order with stowing; • thick seam mining in descending order with consolidated stowing; • thick seam mining with gob consolidation; • thick seam mining in descending order with roof caving; • sublevel caving thick seam mining system; and • thick seam mining system using an artificial roof. • Thick seam mining with introduction of an artificial roof The most advantageous method of thick seam mining is the method using an artificial roof. The artificial roof usually consists of wire mesh. Such wire mesh must be durable and must prevent small rock fragments from passing through. The mesh is usually made of steel properly protected against corrosion. The artificial roof is placed on the coal floor of the top slice (Fig. 1). Caving rock falls on the artificial roof and is thus separated from the coal. The next slice is extracted under the artificial roof. The producing face of the next slice must progress within 10 m (33 ft) behind the front of the first slice. As the second producing face progresses, the wire mesh moves down on the coal floor and may be used as an artificial roof for the next slice. Thus, one artificial roof allows the extraction of several consecutive slices. Application of the artificial roof allows for clean extraction and reduces coal losses. It also eliminates the hazard of spontaneous combustion. Introduction of the artificial roof has been limited due to a lack of artificial roof laying equipment. Manual laying of wire mesh is a labor-intensive operation, and it delays face progress, resulting in poor productivity. To eliminate these problems, artificial roof laying equipment was designed at the Polish Central Mining Institute. The support and the method of laying operation is covered by a patent. This paper summarizes the analyses of ventilation layouts for mines that experience both spontaneous combustion. The major focus is placed on the longwall coal mine layouts used in several countries. Each of the different layouts is modeled in the form of a ventilation network. The gob of a longwall panel is the most critical location for the occurrence of spontaneous combustion. Airflow leakage paths inside the gob are simulated by using a simplified grid-like network. Computer simulations with this model indicates that the W-system of ventilation is most effective in minimizing air leakage into the gob. Homer, the U-system of ventilation, with pressure balancing behind the face support line, is also found promising for longwall panels. The magnitude of air leakage into the gob is observed to change with the advance or retreat of bee, thus requiring appropriate balancing of pressure to maintain the leakage at a minimum.

INTRODUCTION FMC&apos;s Paradise Peak mine, located 13 Ian (8 miles) south of Gabbs, Nevada, became opera¬tional in April of 1986 (Figure 1). It was designed and built by Davy McKee, who was instrumental in equipment design and selection. It is the 7th largest gold deposit in the United States with defined reserves of 10.9 mt (12 million st) containing 34 million gms (1.1 million tr oz) of recoverable gold and 933 million gms (30 million tr oz) of recoverable silver. The mine extracts ore by the open-pit method, taking advantage of a 1.5:1 stripping ratio. The mill operates at a 3600 mt/day (4000 st/d) capacity. Crushing is done in three stages to achieve an ore size of minus 0.635 cm (0.25 inches). Grinding further reduces the ore to 85% minus 100 mesh. The ground ore is treated with cyanide in agitated leach tanks and then washed in the counter-current decantation (OCD) thickeners. Zinc is added to the clarified, deaerated pregnant solution to precipitate the precious metals. The precipitate is acid digested to eliminate excess zinc, filtered and retorted to drive off contained mercury. The retorted precipitate is then fluxed, melted and poured through cascade molds. Dore bars are cleaned for shipment and the slag is sent to an in-house slag treatment system. ELECTROSTATIC SEPARATION The dry electrostatic slag treatment system at Paradise Peak is the first installation of its kind. Electrostatic separation has been widely used in mineral processing since the early 1950&apos;s. A brief discussion of the theory behind the process is helpful to those not familiar to electrostatic separation. Charging and sepa¬rating slags, dry minerals or other materials by ion bombardment is the most common form of electrostatic separation. Millions of tonnes of minerals are processed each year by this method. In an ion bombardment separation, granular material is fed onto a grounded metal cylinder (or roll) and charged by a corona-producing electrode placed above the roll&apos;s surface (Figure 2). While both conductors and non¬conductors become charged, only the conductor is able to lose its charge. The charged non¬conductor, as it rests on the roll&apos;s surface, "sees" an oppositely charged image of itself in the metal surface. It is attracted to the image charge, becomes electrostatically pinned to, and moves with the roll&apos;s surface. The conductive particle also sees an image and is attracted to it. But upon touching the roll&apos;s surface, it discharges rapidly to the grounded surface and is thrown free from the roll&apos;s surface with a projectile motion. In the case of precious metal slags, the con¬ductive particles would be metallic prills of dore metal; and the nonconductive particles would be the slag, free of metal. Middling grains, generally, are in the form of a metallic prill encased in or incompletely liberated from slag. LABORATORY TESTING A number of precious metal slag samples have been tested in the laboratory. It has been found that the composition of slags vary widely from one refinery operation to another. Typical laboratory procedure is to crush and size the slag followed by two-stage lab-scale electro¬static separation. The conductor fractions from the first and second pass are then combined as a prill concentrate; middlings fraction and clean slag tailings from the second pass are held separate. Selected results from laboratory testing are shown in Table 1. It is important to note in Table 1 that the assays represent overall silver and gold, not metallic values. From experience, the laboratory results are typically lower in grade and recovery than the industrial installations. This is largely due to the hydroscopic nature of precious metal slags coupled with the high local humidity in Carpco&apos;s Jacksonville, Florida, location. Introduction Since the Hardy Cross numerical algorithm was applied to the solution of mine ventilation networks, numerous developments have taken place in ventilation network analysis procedures. The Newton-Raphson method, the linear theory method and the second-order approximation method are three of the additional approaches that have been applied. The efficiency of a ventilation network analysis procedure depends not only on the method of solving the system of equations derived from ventilation networks but also on the method of deriving the equations through selection of the meshes. This paper investigates the impacts of three mesh selection methods on the efficiencies of four ventilation network procedures. The minimum-resistance spanning tree method is the most popular procedure for selecting meshes. The shortest-path method was suggested by Epp and Fowler (1970) for improvement of the Newton-Raphson method. The minimum-resistance-path method is suggested here as the third method of selecting meshes. The effects of these three methods on the Hardy Cross method, the Newton-Raphson method, the linear theory method and the second-order approximation method are analyzed in this paper. These network analysis methods have been summarized in the paper by Kim and Mutmansky (1991). Mesh selection methods A procedure for mine ventilation network solution based on mesh equations typically consists of two steps: • the mesh selection step and • the network solution step. The mesh selection step establishes a set of independent equations to solve the network. The resulting equations are nonlinear. One method of solving nonlinear equations is to linearize the equations and iteratively solve these linear equations. The four analysis methods previously discussed in this paper use this approach. The linear equations required for solution can be written in matrix form as: P•dQ = dF (1) where P is the pseudo-resistance matrix, Q is the quantity matrix, and F is the Jacobian matrix (Kim and Mutmansky, 1991). The efficiency of the solution method depends on the characteristics of the P matrix, which in turn depend on the method of selecting meshes. To understand the impacts of the mesh selection methods on the efficiency of the ventilation network analysis procedures, the characteristics of the P matrix must be understood first. The diagonal elements of the P matrix, m in number, are the sums of the pseudo-resistances of the branches contained in the m meshes necessary for solution. The off-diagonal elements are the sums of the pseudo-resistances of the branches shared by two meshes. For example, P12 (first row, second column element of the P matrix) is the sum of the pseudo-resistances of the branches common to mesh 1 and mesh 2. When solving the system of equations expressed in Eq. (1), three of the iterative procedures (the Newton-Raphson, the linear theory and the second-order approximation methods) use the direct factorization method (Burden and Faires, 1985) on the P matrix. When the direct factorization method is used, the computational efficiency is enhanced by larger diagonal elements and a sparser P matrix. Generally, the sparsity of the P matrix is more important than the size of the diagonal elements. There is no known mathematical method of predicting the efficiency of these procedures, but heuristic methods can be used to study the efficiency. The Hardy Cross algorithm applies the Gauss-Seidel method of splitting the P matrix and applies the Newton-Raphson procedure. The efficiency of the Hardy Cross method depends on the spectral radius of the matrix[[D-L]-1U], where D is the diagonal, L is the lower triangle and U is the upper triangle of the P matrix for the Newton-Raphson method (Ortega, 1972). The smaller the value of the spectral radius, the faster the convergence. As with the other three methods, larger diagonal elements and a sparser matrix aid in faster convergence. With the Hardy Cross method, however, the size of the diagonal elements is more important than the sparsity of the matrix. Remembering that each of the diagonal elements of the P matrix is the sum of the pseudo-resistances of the branches in a mesh and that each off-diagonal element is the sum of the pseudo-resistances of the branches shared by two different meshes, the following strategies can be used: • Avoid having branches with larger resistance values shared by multiple meshes. This increases the size of the diagonal elements and reduces the chance of off-diagonal elements being large.
