A comparison study was conducted between an actual physical model and a numerical model based on the physical model of the block cave mining method. Results from the numerical analyses closely simulated the blocky behavior of the physical models, including bridging and interlocking of the simulated orebody during draw. The draw-down patterns and the rate of draw developed during numerical modeling also closely simulated the physical models. An unexpected result from the numerical modeling was the development of a zone of downward deflection which preceded the development of the zone of material movement.

INTRODUCTION Ever since miners were faced with the task of moving ore, some form of scraper has been in use. At first, men and beasts of burden supplied the power to move the scraper, and later, machines were developed for this purpose. In the early 1900s, a few mining properties used small pneumatic single-drum winches to pull loaded scrapers to a raise or ore pocket, and the empty scraper then was dragged back to the muck pile by a miner, as shown in Fig. 1. Just prior to 1920, an improvement was introduced, using two single-drum hoists. As illustrated by Fig. 2, the second hoist was used to return the empty scraper to the muck pile. However, this arrangement still re¬quired two men, one operating each hoist. The next developmental step was to eliminate the second man by locating the hoists side-by-side and using one man to control both hoists. As illustrated by Fig. 3, this involved the use of a tail rope over a sheave to pull the scraper back. The greatest progress in development and the great¬est increase in the use of slusher haulers occurred between 1920 and 1930. In 1921, the Sullivan Machinery Co. designed and built the first two-drum scraper oper¬ating on the principle illustrated by Fig. 4. It was powered by a 4.5-kW (6-hp) Turbinair(r) motor and would pull a 450-kg (1000-1b) load at 0.61 m/s (120 fpm). In 1922, this unit was shipped to the Verona Mining Co. of Caspian, MI, and it experienced immediate success in the Lake Superior iron ore district. Since the two-drum slusher was much less expensive and more efficient than hand mucking, the Lake Superior mines were saved from financial disaster when iron-ore prices fell 25% between 1923 and 1925. Immediately there¬after, a demand developed for slushers that would oper¬ate with electric power, which was considerably cheaper than compressed-air power. In 1923, the Sullivan Machinery Co. responded with the first electric-powered double-drum hoist. During subsequent years, design improvements in¬cluded separate tail-drum gearing to increase the tail¬drum speed, as welt as a number of safety features such as rope guides. One result of these improvements and their utilization by the Michigan iron mines was an in¬crease of 100% in the tons of ore per miner per day in those mines between 1924 and 1929. Since the two-drum slusher was capable only of straight-line mucking, it was not a practical machine for use in open stopes. In 1929, the Sullivan Machinery Co. introduced the first three-drum slusher. As illustrated by Fig. 5, two tail drums and one hauling drum were provided. A tail sheave could be placed at each side of the stope, and the ore then could be loaded and hauled to a central point from the entire width of the stope. During the 1930s, progressively larger slushers were demanded. By 1940, two- and three-drum units were available with motor power as high as 45 kW (60 hp), and slusher power continued to increase after 1940. Be¬tween 1951 and 1952, Joy Manufacturing Co. designed a 112-kW (150-hp) two-drum Blusher for the Climax Molydenum Co. Although there has been no demand for a slusher more powerful than this, 150- to 225-kW (200- to 300-hp) slushers are quite feasible at the pres¬ent time. During the last 30 years, many slusher improvements have been made to the operating life, operational safety, and ease of operation and maintenance. Increased tail-drum speeds have decreased overall scraping times. Rope guards, totally enclosed drums, and operator shields have reduced the hazards of injury due to wire¬rope breakage. Improvements in lubrication have made the slushers relatively maintenance-free, with long operating lives. The introduction of spring-actuated drag brakes prevented uncontrolled unreeling of dis¬engaged drums, allowing the development of practical remote-control slusher operation. Remote control now is available in a choice of all-air, all-electric, or air¬electric slushers. Over 95 percent of the world's refined copper is now produced by electrolytic processes. The bulk of this electrolytic copper comes via the conventional route for sulfide ores of concentration, smelting and electro-refining. A rapidly increasing percentage of world production is now achieved using hydrometallurgical routes involving dissolution of the copper values from minerals, purification of the resultant leach solution by solvent extraction and finally deposition as cathodes by electrowinning. The technology can now be considered mature and this paper endeavors to summarize recent developments which, from the authors' perspectives, are important.

Let me open my remarks this morning by stating how we as legislators and as natives of the western coal-producing states feel about our role in becoming one of the major producers of coal-related energy and chemical products is similar to the groom at his shotgun wedding. We are apprehensive, to say the least, as to the ultimate outcome. We do not have complete freedom of choice. It will certainly change our quality of life. We are concerned about the increase in population, but are realistic enough to recognize that we are forced to go through with the marriage. Other alternatives could be worse than the bride. Also, we were aware that this could occur, but we did not plan on it being this sudden. Or, put another way, we have two groups advising us that our choices are cattle or coal, food or fuel, pollution and people or pure air, wheat or gas, clean water or prosperity, noise or solitude.

HISTORICAL PERSPECTIVE "Blessed be the Lord my strength, which teacheth my hands to war and my fingers to fight." Thus sang David three thousand years ago, in tacit acceptance of the condition of war, and in praise of the exceptional military skills with which this warrior king of Israel was endowed. He had cause to exult, for he had consolidated King Saul's conquests and added new ones of his own, not least of which was the capture of Jerusalem. David revealed in this operation that his mastery of the military arts embraced not only the weaponry and tactics of his day, but also strategy and that oldest of intelligence techniques: spies. The Jebusites, who built Jerusalem, had encompassed the city with the first of its many walls, but had neglected to incorporate the sole reliable water supply within its perimeter. This was Ain Gihon, today called the Fountain of the Virgin, which bubbled out on the east slope of Mount Ophel, one of the ridges on which Jerusalem was built, and drained eastward into the Kidron Valley. Water was brought into the city in the traditional manner: by women descending the stony trail outside the wall to fill their jars at the spring. But this essential daily activity was vulnerable to interruption by a hostile force outside the walls. To remedy this weakness, the Jebusites had driven a gallery from the spring a short distance into the water-bearing limestone under the city, and there cut a small collecting basin in the rock, a common way to develop springs throughout this arid region. But then the Jebusites dug a small vertical shaft from the roof of the gallery above the cistern upward about 15 m. From the upper end of this shaft, they constructed a narrow inclined tunnel with rock-cut steps leading up to the city streets. Thus the water supply could be reached even in time of siege.

"During the design of a typical modern subway, engineering aspects prevail since underground structures remain hidden to most humans. Aligning the advanced architectural concepts with the engineering requirements of the Naples Metro Line 1 (Italy) called for a thorough rethinking of the design process so that the engineering could be kept aligned with the architecture, integrating seamlessly the two with the construction methods, standards and technology.The preliminary design process consisted of three major phases: •,geotechnical and geological issues, preselection of construction methods; •,functional scenario based on engineering and construction requirements; •,review and merging of the architectural concept with the functional and engineering aspects. The last phase proved the most demanding one, matching the first outline sketches with the applicable construction methods. This required continuous alignment of approaches, eventually leading to the design consistent with the original architectural vision, yet fully compliant with the engineering and construction framework. At the beginning general information on Line 1 will be provided, followed by some main features of the construction work along the Dante – Garibaldi section both for the tunnel and the stations. At the end, the selected methodology and the related consequences on the functional, technical and architectural design will be outlined.City of Naples current municipal transportation plan envisages a circle ring line for the metro line M1. Actually it’s open to public the segment Piscinola – Dante – Garibaldi run by AMM, municipal company. This ring segment has been built by Metropolitana di Napoli, while Napoli Metro Engineering (company belonging to MMspa Group) is in charge for the planning of entire system and construction management. Line 1 connects Piscinola-Secondigliano northern periphery to Vomero shopping neighborhood, downtown and Central Railway Station."

INTRODUCTION Proliferation and enhanced synthesis of collagen by pulmonary fibroblasts have been shown to be key steps in the development of chronic silicosis (Goldstein and Fine, 1986). The regulation of lung fibroblast proliferation by cytokines released from alveolar macrophages may be an important pathogenetic mechanism in the development of the fibrotic process (Kelley, 1990). One cytokine, platelet-derived growth factor (PDGF), promotes fibroblast proliferation by inducing the movement of quiescent (Go) cells into the C1 phase of the cell cycle (Chen and Rabinovitch, 1989). Others regulate the rate of transition of fibroblasts from Gl into the S phase (Leof et al., 1982). These two classes of cytokines have been termed, respectively, competence and progression factors. One approach used to examine the release of cytokines from macrophages is the fibroblast proliferation assay in which fibroblasts are exposed to culture supernatants from macrophages exposed to various stimuli. In most of these assays, the supernatant contains fetal calf serum which provides the competence factor(s) necessary to facilitate the proliferation of fibroblasts (Bitterman et al., 1982; Bitterman et al., 1983; Elias et al., 1988). Recently, a fibroblast proliferation assay using plateletpoor plasma (lacking competence factor(s)) as a substitute for fetal calf serum has been described (Kuman et al., 1988; Bauman et al., 1990). In this assay, the release of a competence-inducing PDGF-like growth factor from rat and human macrophages can be distinguished from other cytokines that act as progression factors. In order to obtain more consistent results and with the ultimate goal to be able to discriminate between the effects of competence factors as opposed to progression factors, we have conducted experiments to determine the appropriate concentrations of plasma and PDGF required for imparting competence in the fibroblast proliferation assay. We tested lung fibroblast cells obtained from explants of rat lung tissue and also a fetal human lung fibroblast cell line obtained from American Tissue Culture Collection (ATCC153). MATERIALS AND METHODS Fibroblasts Specific pathogen-free, male Sprague-Dawley rats were use in some studies. Animals were given a lethal intraperitoneal dose of sodium pentobarbital. Fibroblasts were isolated by chopping the lung in enzymes that digest the connective tissue but liberate lung cells for further study (Rabovsky et al., 1989). After digestion, the remaining lung tissue suspension was filtered through two layers of sterile gauze and centrifuged to recover lung fibroblasts. These were resuspended in culture medium that contained 10% fetal calf serum and distributed to culture plates for growth. In other experiments, a human fetal lung fibroblast cell line, obtained from American Type Culture Collection, Rockville, MD, 20852, was used instead of rat lung fibroblasts. In these cases, a 1 ml ampule containing human fetal fibroblasts was plated into a tissue culture flask containing medium plus 10% fetal calf serum. For both types of fibroblasts, culture medium was changed 3 times per week and cultures were incubated at 37°C until confluent. Harvested rat and human lung fibroblasts were quantified using an electronic cell counter equipped with a cell sizing attachment (Coulter Electronics, Inc., Hialeah, Florida). Tritiated Thymidine Incorporation The basic procedural outline of Kumar et al. (1988) was used with modifications to evaluate tritiated thymidine incorporation into fibroblast DNA following exposure to PDGF and plasma. Both rat and human lung fibroblasts were plated at 50,000 cells/ml at a density of 250,000 cells/25cm2 culture plate. Cells were quiesced for 4 days with 2% rat plasma. As the assay was refined, fibroblasts were quiesced in plasma-free media for 48 hrs, since the mitogenic activity of 2% plasma was variable. Test medium was applied for a period of 6 hrs, followed by a 24 hr tritiated thymidine (lµCi/ml) labelling period in plasma-free media. Medium alone was used as a negative control and media with 10 or 20% fetal calf serum was used as the positive control for rat and human fibroblasts, respectively. Cell Quantification and Measurement of Mitogenesis Twenty-four hours after the addition of tritiated thymidine, the fibroblasts were washed with 5ml of fresh serum-free media, centrifuged and resuspended in phosphate-buffered saline. The cells were dissolved in 0.5m1 of O.1N NaOH and radioactivity determined in a beta counter. Incorporation of trititaed thymidine as an index of DNA synthesis was expressed as DPM/fibroblast. A bulk compositional chemical analysis often provides incomplete information to help the mineral processor when faced with the problem of removing troublesome contaminants in low concentrations. Michigan Tech has developed a unique approach for addressing this problem. A combination of Scanning Electron Microscopy (SEM), Energy Dispersive Spectroscopy (EDS), and image analysis was successfully used to characterize the species responsible for phosphorus contamination of less than . 05 weight percent in iron ore. An automated routine acquired the chemical signature of each particle on a back scattered electron image. The few particles containing phosphorus were identified from the hundreds of particles examined, and the phosphate phases present were easily characterized.

In simpler times, construction was a cooperative undertaking. The frontier tradition of barn-raising is the construction equivalent of the academic ideal of a single student seated on a log with Horace Greeley. In a more complex world, ideals become more elusive. Still, it was only a generation ago that toll revenue bond financed projects generally involved a team composed of investment bankers, engineers, and construction contractors, who all shared a common objective -- to create something useful, at minimum cost and in minimum time, with fair compensation to all involved. In an increasingly contentious public climate, the team has too frequently been splintered into separate camps of owners, engineers, and contractors, who have lost the old objective of creation and have, under the guidance and control of the lawyers, substituted two new primary objectives: 1. To protect one's own skin. 2. To detect and punish culpable negligence of one of the other parties. This process has become so ludicrous that a number of thoughtful observers from all of the camps (including even some lawyers) have come to recognize that there must be a better way to undertake construction works than to use them as wrestling arenas. The road to improved contracting methods starts with mutual understanding of each other's problems and viewpoints. To this end, discussions such as this RETC session make a useful contribution. To

The terms environment and environmental control, when used in today's context, generally imply to the average individual, something to do with pollution and pollution control. These latter terms, likewise, impart visions of fouled air and dirty water attributable largely to the industrial segment of American society. We have been conditioned, by various means, over the past ten years to equate environ¬mental control with pollution control. We have been trained to think of industrial environmental control programs as efforts conceived only to comply with one or more of the recently imposed pollution control regulations. Almost automatically we; approach consideration of environmental control with a degree of pessimism that is we assume that pollution prompted the control program. It is the purpose of this discussion to demonstrate that environmental control. at least as it exists and has existed within the crushed stone industry, involves far more than simply control or reduction of air and water pollution. It involves a dedication to the enhancement of each of the several "mini-environments" which together comprise the total world surrounding any given crushed stone operation. Environmental control, exercised properly, is an optimistic, constructive, forward-looking, enhancing type of activity. It is a function which has been, and should continue to be, willingly and expectantly undertaken by informed management personnel. In short, environmental control. is an activity from which both industry and society can and should benefit.

Santa Rosa is a mid-Tertiary, volcanic-hosted, bulk-mineable, open-pitable, heap-leachable, gold-silver deposit. It is the product of hydrothermal mineralization along an arcuate segment of a caldera collapse ring fault in a probable maar volcanic setting. This segment was later broken by radial faults. Gold occurs principally as electrum finely disseminated through intermediate tuffs, and associated with pyrite, at Santa Rosa. The nearby Alto de la Mina deposit displays stockwork silica-pyrite-gold in a tectonically and hydrothermally shattered andesite flow. Miocene epithermal mineralization was accompanied by central silicification and pyritization and more distal argillization. An andesite flow cap rock at Santa Rosa played a pivotal role as an upward permeability barrier. Highest gold grades and most intense alteration occur closest to the ring faults and immediately beneath the andesite flow. Supergene alteration effects on the gold distribution are minimal.

Jim Walter Resources, Inc. operates four underground coal mines in Alabama. In 1986, during longwall recovery operations, sparks from a torch ignited methane that migrated onto the face after a roof fall. The fire quickly spread to the gob at the tailgate end of the longwall. The fire was successfully "area" sealed and mining operations resumed after five weeks. However, several problems were encountered during this process. This paper describes the events following the fire, methods used to control the situation, problems encountered, and steps taken to ensure preparedness for any future occurrences of this type.

"INTRODUCTION Freeport-McMoRan is a leading international natural resources company that operates large, long-lived, geographically diverse assets with significant proven and probable reserves of copper, gold, molybdenum, cobalt, oil and natural gas. Freeport-McMoRan is the world’s largest publicly traded copper producer and largest producer of molybdenum. The Sierrita mine is an open pit truck and shovel operation from which copper and molybdenum are produced. An important key to Sierrita’s success lies in their ability to realize their plans in the field. In certain circumstances, the mine plans are not achieved, and the operation fails to meet its targets which is an issue revealed in reconciliation reports. This technical session discusses the methodologies and procedures used at Sierrita to monitor the implementation of the mine plans, measure the performance of the operation and reduce the variance between plan and actual. Ensuring the operation stays on target is vital so mine productivity and profitability can attain its maximum potential. PROJECT OVERVIEW The Sierrita mining complex is located in Pima County, approximately 20 miles southwest of Tucson, Arizona as shown in Figure 1. The first mining claims at Sierrita date back to the late 1800s while underground mining activities started in the early 1900s. However, open pit development of Sierrita began more than 50 years ago to become the modern mining complex it is today. In 2009, Freeport-McMoRan purchased the adjacent Twin Buttes copper mine, providing significant synergies in the Sierrita minerals district. This venture included the potential for expanded mining activities, operations growth for mining copper and molybdenum, and reclamation activity. It should be noted that in addition to copper and molybdenum, the Sierrita mine produces rhenium which is a rare and highly value metal. The ore deposit contains oxide and sulfide mineralization. The oxide ore is delivered to the leach process while the sulfide ore is routed to the crusher and mill circuit 4,700 jobs on Arizona’s economy Freeport-McMoRan partners with the communities near Sierrita to provide programs that contribute to their sustainability"

This paper discusses the drilling techniques and equipment used by Loffland Brothers Company to drill the AEC's UC-3 large diameter shaft in Nevada. Included are pictures and illustrations of the drilling-mud circulating system, the surface and downhole drill-string and the special heavy-duty mast and hoisting equipment required to do the job. The purpose and method of lining the large diameter holes along with the technique and materials used to backfill the lining to hole annulus are discussed briefly. Areas requiring improvement in both equipment design and technology for large diameter shaft drilling are discussed briefly. Shafts as large as 140 inches in diameter to depths of 5,000 feet can be drilled with existing equipment and technology.

Recently, the health of the cement industry has been threatened by the impact of environmental regulations, over-zealous state and federal agencies and radical environmental groups. Unfortunately, cement plant operations tend to trigger every environmental regulation and program promulgated, plus several programs designed specifically for the cement industry. These environmental burdens come at a time when the cement marketplace has been impacted by imports resulting in a situation where it has been difficult to increase prices to offset these increased environmental liabilities. The competitive world market forces the cement industry to seek creative ways to reduce costs. With additional major environmental programs coming down the pipe, like the Federal Clean Air Act Amendments of 1980 and EPA regulation of cement kiln dust, the cement industry has attempted to try innovative supplements to cement manufacturing. The cement industry has found that using waste tires, biosolids and other solid wastes in the cement manufacturing process can reduce costs and plant emissions.

"The mining environment presents challenging and complex situations for the application of medical care. The combination of remote locations, difficult access and longer response times may create an increase in morbidity and mortality in the event of serious accidents. The U.S Mine Safety and Health Administration (MSHA) has only minimal requirements of first aid training for mine workers. For mine rescue team members, MSHA requires medical training at the Emergency Medical Responder (EMR) level, as only prescribed by mine rescue contest rules. This paper examines, based on mine accident statistical information, whether a higher level of medical training, for example at the Emergency Medical Technician (EMT) or at the Advanced Life Support (ALS) level can better address injuries most commonly disabling or leading to the death of miners in the United States. BACKGROUND Prehospital emergency medical care for the sick and injured has evolved considerably from first inception. Ambulances used to be staffed by persons with little training and equipment and prehospital care was focused largely on the rapid transport of the injured person to a hospital and. The modern prehospital care model was initially developed in military applications, where medics were responsible for some treatment on the battlefield and rapid transport to the care of a physician. In 1965, the National Academy of Sciences and National Research Council Committees on Trauma and Shock published Accidental Death and Disability: The Neglected Disease of Modern Society (National Research Council Committees on Trauma and Shock, 1966). This white paper laid out the consequences of the insufficiency of the Emergency Medical System (EMS) in the United States at that time. According to this paper, in 1965, 107,000 people were killed from accidental injury, with another 400,000 injured with permanent disability. The authors estimated that approximately 50% of ambulance services were provided by local morticians that were not capable of rendering advanced life support. The paper states that, based on experiences in the Vietnam war, seriously wounded soldiers had a better chance of survival in the battle field compared to traffic accident victims with similar traumatic injuries because the military was capable of providing first aid and efficient transportation to emergency care facilities. The white paper states that death rates from battle injuries declined significantly from 8% in World War I to 2% in Vietnam. The publication of this white paper is credited for the broad evolution and rapid advance of the civilian EMS system after 1965. It eventually lead to the creation of the National Highway Transportation Safety Administration (NHTSA) National Standard Curricula (NSC) for emergency medical care in 1985. Training, and therefore required skill and knowledge for prehospital emergency care has continued to grow to reach the current standard."

With no doubt, Peruvian mining potential is great as well as the energetic one. Unfortunately, this potential is threatened by social unrest. Several methods and strategies from different standpoints have been rehearsed with respect to unrest in Peru, however, the problem goes on without getting the right conflict interpretation and most of all, effective solutions are not achieved. The mining unrest dates from ancient times and has not always had the same stages nor the same demands. In the 20´s and 30´s, conflicts focused on workers’ rights and demands. In the 70´s, conflict focused on mines nationalization that were under foreign control. In the 80´s, conflicts took place because of requesting better wages, better working conditions, better mining profits distribution and more investment in communities that surround mining projects. It is very important to highlight those transversal demands such as land purchase, agricultural property, impacts and water reduction as well as pollution, impact on water systems and disappearance of springs have always been present over the historical period.

How best to grind? This article compares conventional crushing and grinding circuits to semiautogenous circuits, reviews recent installations of each circuit, and describes seven methods of using autogenous or semiautogenous techniques. In addition, steel and power consumption data are reported and benefits of a dedicated digital computer are discussed. Size reduction is the most expensive operation in most mills. Crushing and grinding are usually the greatest part of capital costs. They often make up 60-70% of total mill operating costs. Picking the proper crushing and grinding method must, therefore, be done with great care, so the best circuit is chosen. In the past 10 years, there has been a strong trend toward using autogenous or semiautogenous grinding in mills throughout the world. Autogenous grinding is favored when the ore is quite competent and a fine grind is needed. Semiautogenous grinding is applied when fine crushing could cause severe problems or when ore varies in hardness or competency. The taconite iron ores of northern Minnesota fit the description for an autogenously ground ore and many are successfully ground that way. Most im¬pressive are the nine lines of 11 x 4.9 m (36 x 16 ft) mills powered by 9 MW (12,000 hp) motors at Hibbing Taconite. Porphyry copper and molybdenum ores fit the description for semiautogenous grinding. Recent installations include Highmont in British Columbia, Canada, and Quintana in New Mexico. Sampling Many mills have been built based on inadequate sampling data or insufficient tests. With the cost of many mills exceeding several hundred million dollars, it is mandatory that geologists, mining engineers, and metallurgists work together to prepare representative testing samples. Simple, repeatable work index tests are usually sufficient for rod and ball mill tests. However, pilot plant tests on 50-100 t (55-110 tons) of ore are frequently necessary for autogenous or semiautogenous mills. Preparation and selection of the test sample is of utmost importance. Procedures for autogenous and semiautogenous mill pilot plant tests are relatively simple for those experienced in running them. Reliable and repeatable results can be obtained if simple, fundamental procedures are followed. The accompanying figure shows a typical conventional crushing-grinding circuit with three stages of crushing followed by ball mills or a rod mill-ball mill combination. This flowsheet is typical of many mills that have been built throughout the world. Also shown is a typical semiautogenous (SAG) circuit with feed coming directly from a primary crusher, and the semiautogenous mill product going to the separation process. Many similar semiautogenous circuits are built today because they are simple and flexible, lend themselves readily to high tonnages, and usually cost less to build and operate. With some ores, it is possible to send mine-run ore directly to the semiautogenous mill, eliminating the need for a primary crusher, as at Benquet's Dizon mill in the Philippines. An autogenous or semiautogenous circuit, as the name implies, uses the ore itself to assist in the grinding process. Generally, for this type of circuit, the ore must be competent so large ore chunks can be used to grind smaller ones. If ore alone is used, then the circuit is autogenous; but if balls are added to supplement the charge, then the circuit is termed semiautogenous. Ore competency is not always a criterion, to break up large pieces and wash away cementing material. Autogenous and semiautogenous mills have been very successful on relatively soft uranium ores where the values are frequently found in the material that cements together the sandstone grains. Autogenous Circuits When an ore is hard and competent, it is always possible it might make good "pebbles" that could be used for fine grinding media. Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA's attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth's crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA's action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA's 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA's occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A.
