The carbonaceous Monkemeyer sandstone member of the Creede Formation on Bachelor Mountain hosts alteration and mineralization which contrasts with other silver deposits of the Amethyst system. More than 20 million ounces of silver are contained in disseminated mineralization in the volcaniclastic conglomerates and sandstones. Hydrothermal fluids entered the Creede Formation directly from the Amethyst fault system and mixed with flowing meteoric ground waters trapped beneath the Monkemeyer sandstone. Portions of the basal rocks of the Creede Formation were argillically altered by more dense acidic fluids generated by boiling. The carbonaceous base of the Monkemeyer and much of the conglomerates below were mineralized and well silicified. Deposition of the mineralization resulted from two processes: (1) reduction by carbon in the Monkemeyer, and (2) fluid mixing in the conglomerates. Monkemeyer mineralization is confined to the carbonaceous basal material and silver content is relatively consistent. Silver is contained in acanthite which is commonly associated with traces of galena, chalcocite, covellite and sphalerite. Fluid mixing and mineral deposition in the poorly sorted conglomerates was controlled by the highly variable porosity and permeability. Anomalous silver contents are dispersed throughout a large volume of conglomerates but zones of higher silver content reflect the crude layering of the conglomerates. Acanthite is finely disseminated in pore spaces and partly replaces some detrital magnetite. other metallic minerals are rare in the main zone of mineralization.

"INTRODUCTION It can be vital that bolted joints holding subassemblies together remain secure. Bolts should resist the loosening effects of vibrations and dynamic loads yet need to be easily removable during maintenance. When a threaded fastener is subjected to vibration, the rapid movement causes a lowering of friction against the threads and a subsequent loss of preload. The loss of preload allows the fastener to vibrate loose and possibly fall out. As the diameter of fasteners increase desired preload becomes increasingly more difficult to achieve. Input torque requirements for achieving proper bolt preload is exponentially related to any given fasteners diameter. This means that specialized tooling or bolting practices are usually required to attempt the tightening of fasteners to reach their required preload. Traditional methods can cause problems with joint integrity and do not provide consistent bolt load across the bolted surface. BOLTED CONNECTIONS A failed critical bolted joint can lead to high maintenance costs, machine downtime, and risk to worker safety. Control of the clamp load in a bolted joint is vital. However, when faced with a problem joint, it is not surprising that the design engineer will not have an answer if asked about the clamp load. Torque calculations must always be based on the existing conditions that often are vague. Unless all parameters are correct, the calculation will be unreliable. Examples of parameters are: • Thread condition of the fasteners • Hardness of contact surface • Material (steel, aluminium, copper, etc.) • Extra friction from a locking fastener • Extra friction from an adhesive • Lubricant on the thread • Type of bolt head (flanged, regular or serrated) • Surface coating of the bolt • New or reused fastener During tightening, bolts are subjected to both tensile and torsional stress. The total stress in a bolt can be calculated using the formula: Total stress = vsx2 + 3txy2 In order to maximize the desired tensile stress (sx) it is vital to minimize the torsional stress (txy). Tensile stress (clamp load) is achieved when the bolt is axially elongated. Unwanted torsional stress (twisting) in bolts arises during tightening due to thread friction. High thread friction increases torsional stress and causes yielding at lower clamp load levels than normal. A lubricant is necessary to minimize the malign torsional stress. However, many commonly used bolt-locking systems are based on increased thread friction (deformed nuts, adhesives, etc). To minimize thread friction and concurrently safely secure the joint has often incorrectly been considered impossible. The use of locking systems that increase thread friction is the single most common reason why the full capacity of bolted joints is not utilized. The following example illustrates the problem."

Conditional simulation provides a model of the ore body that represents variability in the data. This can be used to determine the impact of various grade control and mining strategies. A number of transfer functions are discussed that assist in optimizing grade control sampling. The cost effectiveness of various drilling and trenching techniques are discussed. Modelling of the expected performance of a mill head grade sampler is investigated. Conclusions are drawn about the likely impact of various sampling techniques on the economic performance of an operation and about applying sampling theory to grade control sampling.

Underground booster fan installations are currently employed in hundreds of coal mines throughout the world. Such installations, when properly designed and maintained, have proven to be safe and effective tools to provide desirable airflow volumes on sections or in areas of mines where the ventilation requirements exceed the capacity of the main fan system. In cases where an airshaft cannot be justified due to surface topography, depth of cover, or limited reserves a booster fan can serve the same purpose, be operational in a fraction of the time and at a substantially reduced cost. Booster fans are currently non-existent in U.S. coal mines. This is primarily due to lack of acceptance by the Mine Safety and Health Administration (MSHA), which has failed to acknowledge the merits of a booster fan system. Also, the absence of booster fan provisions in Part 75 of the federal regulations has led to the misconception that booster fans are legally prohibited in U.S. coal mines. In 1986, Jim Walter Resources, Inc. (JWR) developed and submitted to MSHA a plan to install and operate an underground booster fan at the No. 7 Mine. Detailed computer simulations were used to substantiate JWR1s position, that the booster fan could effectively provide the needed airflow on a developing section without adversely affecting ventilation in other areas of the mine. JWR also realized that numerous safeguards and operating procedures were essential for providing a safe system. Thus, safety features such as electrical interlocking, independent power supply, remote atmospheric monitoring, etc., were incorporated into the plan. This paper is a case-study that discusses JWR's proposed plan to install and operate an underground booster fan at No. 7 Mine. Unfortunately, MSHA's continued negative response has prevented implementation of the plan.

In many ways, conveyors are the lifeline of mining and processing operations. Like arteries in the human body, they continuously supply materials to and carry finished products and waste away from vital on-going operations. And like arteries, when the conveyors are running with less than maximum efficiency and productivity, it spells serious trouble for the operation's overall health. Inefficient conveyors suffer carryback, leading to the build-up of materials on idlers and other expensive components. They spill and leak material at loading zones and conveyor transfer points, causing accumulations that can damage the belt, wear moving components, and increase both clean-up labor and maintenance expense. They wander or mistrack, spilling material and endangering personnel and conveyor components including the belt itself. And through these inefficiencies, they multiply the operation's hidden costs. These added expenses are created in lost production, increased downtime for service and maintenance, and the cost of the replacement of prematurely worn equipment. In addition, the attitude that inefficiency is "good enough" is recognized elsewhere in the organization; as a result, other departments relax or operate at less than peak performance. Quality goes down and with it employee morale.

The mineral processing engineer must have some knowledge of mineral identification, and the greater his knowledge in this field, the greater will be his potential to do his own specialty well. Most metal-bearing ores and industrial minerals require processing of some kind to produce a salable product or a material suitable for further processing. The types of treatment are many, but each one is aimed at separating a mineral or family of minerals from others. Obviously, then, it is basic to all mineral processing to identify the minerals present in the raw material and in intermediate and final products resulting from processing. Very often the mineral processing engineer will enter planning while exploration of a mineral prospect is going on. He will examine hand specimens, drill cores and cuttings, bulk samples, and materials in place. He must identify the valuable minerals, their occurrence and associations with other minerals, and the identity of diluents or host rock. An exact and detailed knowledge of the raw material will usually suggest the treatment processes that should be investigated in the development of the most suitable scheme for that particular raw material in that particular location. Physical properties of a mineral often lead directly to a process for separating that mineral from others. Some well-known examples of these are: magnetic separations for such minerals as magnetite, rutile, ilmenite; gravity separations for gold, silver, galena. cassiterite; flotation separation for most sulfides; distillation of mercury from cinnabar; and selective dissolution in specific solvents such as halite or sylvite in water, gold and silver in cyanide solutions, copper oxides, carbonates, sulfates and silicates in dilute sulfuric acid. These processes and many others are described in detail elsewhere in the Hand¬book and so it is not appropriate to give details here, except to emphasize that processing is aided greatly by complete mineral identi¬fication. Developing a treatment scheme for a new mineral discovery is an exciting assignment fag the mineral processing engineer, but much more of the usual work relates to quality control in existing plants. Here too, mineral identification is important. Some processing is aimed toward producing an end product which will meet exacting specifica¬tions regarding purity or allowable diluents. In this situation it is vital that contaminants be identified so that the process can be adjusted

Recent experiences within certain sectors of the international mining industry suggest an underestimation of the environmental risk associated with the design of mine waste management facilities. These experiences show that the technical and managerial challenge of responsible mine waste management is not always fully appreciated. Unfortunately, the image of the mining industry's environmental performance is negatively impacted by a relatively few number of failures. This negative view overrides the many positive contributions made by the majority of mining companies. The fact that these failures continue to occur to this day in both developed and developing countries is indeed remarkable, and indicates a degree of risk-taking approaching unacceptable levels. The design requirements for tailing storage facilities are, in many cases, more demanding than those of conventional water dams, because seepage of fluids which contain dissolved metals may pose a greater threat than the mere loss of water.

"NIOSH has observed that many control rooms and operator compartments in the US mining industry do not have filtration systems capable of maintaining low dust concentrations in these areas. In this study at a mineral processing plant, to reduce respirable dust concentrations in a control room which had no cleaning system for intake air, a filtration/pressurization system originally designed for enclosed cabs was modified and installed. Eighty-seven percent of submicron particles were reduced by the system at static conditions, meaning that greater than eighty-seven percent of respirable dust particles should be reduced. The particle size distribution for respirable dust particles are greater than for submicron particles, and filtration systems usually are more efficient in capturing the larger particles. A positive pressure near 0.02 inches of water gauge was produced which is an important component for an effective system and minimizes particles (e.g. dust) from entering into the room. The intake airflow was around 118 cfm, which is greater than the airflow suggested by ASHRAE for acceptable indoor air quality. INTRODUCTION Chronic overexposure to respirable silica dust (particle diameter < 10 microns) leads to a progressive lung disease known as silicosis. Workers who develop silicosis have an increased incidence of lung cancer and pulmonary disorders. In June 1997, the International Agency for Research on Cancer (1) found sufficient evidence to declare that inhaled crystalline silica in the form of quartz and cristobalite is carcinogenic. Mining is one of the leading industries for occupational exposure to silica dust (2-7). Control rooms located in dusty areas in some mines are of particular concern (8). Many mineral processing operations utilize operator’s compartments and/or control rooms to house workers who are performing particular job functions. Most industrial processing mills have rooms where a worker looks out over the facility and has direct control over the product flow throughout the entire building. In addition, primary crusher operators are often located in a compartment from which they are able to view the primary crushing function. Their job is to control when trucks dump into the primary jaw crusher and the rate of feed of the ore from the hopper into the crusher. Many of these control rooms and operator booths do not have filtration systems capable of cleaning air entering the control room or booth, which can result in elevated concentrations of dust in the room or booth. To reduce the dust concentrations in these rooms, it would make sense to clean the entering air with filtration/pressurization units similar to those proven to provide a clean environment in enclosed cabs."

Texasgu1f&apos;s Lee Creek Mine in Eastern North Carolina is usin8 a combination Dredge-Dragline method for mining deep phosphate ore at a rate of 8.5 million tons per year. The matrix is thick, uniform in grade, and is processed into agricultural products. As in many other good mineral deposits, there are tough obstacles to overcome in recovering the ore. The deposit is in an area with a land surface of about ten feet above sea level, is close to tidewater, is overlain with 90 to 130 feet of unconsolidated overburden, and is underlain by an artesian aquifer with over 140 feet of natural hydrostatic head at the bottom of the bed, The upper 40 feet of overburden will not support stripping equipment and is unstable when cast as spoil. Barriers are emplaced to prevent flooding from hurricane tides. The ground water problems have been successfully controlled by pumping 60 million gallons per day from the aquifer. Only recently have the severe ground problems been overcome by this unusual Dredge-Dragline combination of mining equipment.

30.1-THE SCOPE OF SYSTEMS ENGINEERING JAN M. MUTMANSKY JAN M. MUTMANSKY 30.1.1-DEFINITIONS The terms "systems engineering," "systems analysis," and "operations research," common in today&apos;s technical literature, often are interchanged because of their similar meanings. However, some differences exist which need explanation. The most convenient way to achieve an understanding of the differences is to start with the definition of a system, namely, a collection of components which interact in a specific manner to accomplish a common objective. Accordingly, a haulage truck, a computer, a missile, a mining company or a nation each may be considered a system. Systems engineering generally can be defined as the conception, planning, design and engineering of any system of interacting elements so that the objective of the system is automatically optimized. Thus, systems engineering normally is con¬cerned with systems not yet activated.&apos;,&apos; Systems analysis may be described as a scientific method of making decisions based on a quantitative or other objective evaluation of all action alternatives. It is very similar to systems engineering but usually is not considered to be restricted to problems of design prior to use. While the previous two disciplines are somewhat vague and can encompass a great variety of engineering functions, operations research can be more specifically defined as the application of mathematical models to the problem of optimizing the objective of any predefined system. Systems analysis and systems engineering are closely aligned sciences but opera¬tions research differs in the following ways. First, it generally is associated specifically¬with optimization and mathematical models while the other two often are not. In addition, it, is used predominantly on well-defined problems which can be ex¬pressed in mathematical terms. However, systems engineering or systems analysis may deal with highly complex social or governmental systems which may be ill¬defined and unsolvable by the classical methods of operations research. Finally, systems analysis and engineering always strive to look at the entire system to avoid the problem of suboptimization often necessary in operations research because of the necessity for a mathematical model. Because of his more extensive system, however, the systems engineer often is less able to find the optimal system. In summary, operations research, systems analysis and systems engineering are very similar in purpose but one, operations research, is more mathematical in nature and forms an important part of the other two activities. Other definitions which may be helpful are provided by Griffiths 3 Wilson,4 Falkic 5 Hall,2 Quade and Boucher, 6 and Flagle et al. 1 30.1.2-METHOD AND TECHNIQUES The systems or operations research approach makes use of scientific problem solving. The basic procedure comprises the following general steps: 1. Definition of the problem. 2. Construction of a model of the system. 3. Testing of the model under known conditions.

INTRODUCTION The Wyodak Mine is located in the northern Powder River Basin of Wyoming and is thought to be the oldest continuously operating coal mine in the United States, having recorded yearly production since 1923. The mine has expanded over its 80-plus-year history from an underground room and pillar operation to a modem surface snip mine. Currently, the mine feeds four on-site power plants using conveyors, has a filly automated truck load-out, and ships coal by rail to nearby Wyoming power plants. Annual production of 4.8 MTFT is accomplished on a single-shift basis with 53 fill-time production, maintenance and administrative personnel. In 1990 a decision was made to modernize the coal feed system to the power plant complex with modular conveying equipment. The project involved constructing coal storage silos, overland conveyors, feeder breakers and modular conveyors to follow the mining benches. Total project cost in excess of $25 million was used to construe or commission: A 2,150-TPH 48-inch overland conveyor with horizontal curve A 2,150-TPH 48-inch plant feed conveyor 13 shuttle conveyors, each 150 feet in length 2 front-end loaders equipped with large coal buckets 2 crawler-mounted feeder breakers with compatible discharge conveyor 1 high-lift shuttle conveyor with adjustable discharge height 1 high-angle conveyor 2 4,500-ton coal silos with automated truck load- out capabilities. Conceptually, the plan was to develop 33 MTONS of reserve adjacent to the plant complex and use front-end loaders to tram ROM coal to in-pit feeder breakers. The primary crushing would reduce coal to 6-inch minus and feed through a series of shuttle conveyors to an overland supply conveyor. The overland conveyor would feed the secondary crusher, and the crushed product would be moved to any of four storage silos using conveyors. The in-pit crushing and conveying system is a unique fit for the power plants and provided many interesting challenges for the coal mine to overcome. System integration, maintenance windows, equipment availability and the like had a major role in engineering the system to a power plant complex having no emergency coal stock- pile and limited plant storage. In crediting the designers and operators, the in-pit conveying system at the Wyodak Mine has delivered coal to the power generators since 1994 with little or no downtime. ENGINEERING CONSIDERATIONS Yearly production for the mine is based on 3.5 MTPY which requires about 1,550 TPH on an 8 hour, one-shift- per-day, 5-days-per-week basis. Considering efficiencies for starting and stopping, crew transport, loader trams, and operational delays, a nominal conveyor feed rate of 2,150 TPH or 72% system utilization was used in engineering design application. This ton-per-hour basis is used to size and commission the remaining components of the in-pit system. Coal quality requirements also played a role in equipment selection. The mine reserve grades vertically and coal from Upper and Lower benches needed to be mixed in any given proportion. This required equipment to be filly variable and capable of producing all or part of the 2,150-ton-per-hour requirement. Bisecting the 80-foot- high coal face for quality required construction of a high lift module capable of reaching a single overland conveyor 40 to 50 feet above the pit floor. Designers built a high-lift, adjustable and portable module specific for this application Having two bench systems capable of each producing the required feed for the power plants required computerized control processes to control on-line production. RSLinx, RSLogix, and RSView were chosen as the communication and control software, and a Data Highway Plus serves as the communication backbone. Thoron daughter WL&apos;s measured by alpha-spectroscopy and the Kusnetz method are about one-half those of radon daughter WL&apos;s in a uranium mine in Canada.1 A diffusion model can account for the relative concentrations.l Since the Kusnetz technique is most widely used for measuring radon daughter WL&apos;s in uranium mines, a general procedure is derived to extend this method to measurement of WL&apos;s of radon and thoron daughters in air containing their mixtures. Coté P. and Townsend M.G., 1981. A procedure is also suggested for counting radon and thoron daughters by 3-channel [a]-spectroscopy. Errors in WL(Rn) are calculated for standard radon daughter counting procedures when a-decay of both thoron and radon daughters is attributed to radon daughters alone. Providing overall counting times are short, [<]30 min, these errors are generally small. The precision of ß -counting methods is also investigated. A portable 3-channel alpha spectrometer for measurement of radon and thoron daughters in uranium mines or homes is described, Carson D.W., 1979. The computer programs for analyzing the data to give, depending on the mode employed, some or all of the concentrations RaA, RaB, RaC, ThB, ThC and WL of radon and thoron daughters by alpha spectrometric, modified Kusnetz, Rolle and Tsivolglov methods are presented.(l) A commercial apparatus, based on the above prototype, incorporating a microprocessor and built under contract to EMR is now available.(2) A number of personal radiation dosimeters for miners are now being tested in mines. One of these is the CEA dosimeter which uses the track-etch film method, Duport P., Chapuis A.M. and Pradel J., 1979. An apparatus for rapid reading of track-etch films by the spark technique has been described previously, Cross W.G. and Thomasino L., 1970 and Huang V.F., 1975. We have developed such an apparatus for rapid semi-automatic reading of films exposed to radiation from mixtures of radon and thoron daughters in CEA dosimeters. The films used, Kodak LR 115 Type II Strippable, may be stripped rapidly and easily, for counting after irradiation and developing, by use of a special punch and suction technique. The method promises to provide an inexpensive and rapid technique for reading large quantities of personal dosimeter films. However, the present CEA dosimeter has faults in design, leading to a contamination problem. Those films that show contamination cannot be read by automatic means. A commercial apparatus based on the above prototype spark counter and built under contract to EMR is now available.3 1. These computer programs are available on request. 2. To find out if there are any potential savings in "in-the-wall haulage for open pits," the Swedish companies ASEA and Kiruna-Truck in 1984 gave us financial support to study this solution in more detail. In the study, the use of in-the-wall haulage was studied for three hypothetical open pits with different sizes and shapes. Annual ore production rates also varied. A part of this thorough study was published by the Swedish Mining Research Foundation (see Report F 8444, "The Use of Electric Trucks and In-the-Wall Haulage in Open-Pit Mining," in Swedish with an English Summary). Although in-the-wall haulage is of interest in some open pits, the local terrain is important for profitability. The authors do not think in-the-wall haulage is of any major interest for the mining industry. The following is a summary of some of the author&apos;s findings. To place the haul road in the wall is not of interest in open pits with declining metal contents in the bedrock. In such mines, the volumes from the haul roads will not yield revenues. The cost per m3 for an underground haul road is much higher than for a haul road in the pit. This means that it is only of interest to place the haul road in the wall when mining gets deeper than about 50 m (165 ft). In-the-wall haul roads will reduce flexibility in the pit, and it will make necessary the use of smaller equipment with lower productivity and higher costs per ton. As Hustrulid, et al. show (Table 4), excavation savings of material hauled are very low, $0.10 to $0.25/t (0.09 to 0.27 per st). The extra operating cost, due to lower productive equipment, will normally be much higher and thus destroy the whole idea with in-the-wall haulage. If electric trucks are profitable for in-the-wall haulage, it is normally also profitable to use electric trolley assist for trucks on the haul road in the pit. But the profitability of using electric power is different in different countries, and depends on the relation between the cost for electric power and diesel fuel. In the US, diesel fuel is inexpensive compared with electricity, but in a country like Sweden, diesel fuel is much more expensive. In most open pits, the trucks have to move a considerable distange from the loader until they reach a final haul road in the wall. A trolley line along such temporary haul roads will be exposed to flyrock. It is normally less expensive to perform rock support from the open pit than from underground ramps in the wall. In Fig. 8, Hustrulid et al. gives the impression that the underground haul roads will be very close to each other. This is seldom the case. Figure 1 shows a haul road in the wall. The haul road passes through each cross-section only once. Arranging a reliable dewatering and rock support system from only one underground ramp is probably impossible. Many more drifts are therefore necessary. In our report, we also studied what would happen if the final pit slope is increased by 5°, using underground drifts in the wall. Our conclusion was that, the extra cost for drifts, rock support, pumps, etc. destroys the whole idea, and that it was better to accept a higher stripping ratio with the haul road in the pit and to use conventional low-cost open pit equipment. Finally, we think it is would be difficult to try to reduce the safety factor when determining the slope angle by moving the haul road in the wall. Minimizing the risk for pit wall collapse is also important with in-the-wall haulage, primarily because men and equipment will be working in the pit, but also to guarantee many accesses between the pit and the haul road in the wall.

Close integration of mine planning and operation is a long-sought goal. Success is achieved in varying degrees depending upon mine complexity, size, and sophistication, but too often is more limited than desired. Despite tremendous strides in the development of computer-aided mine planning, digital plans usually must still be converted to error-prone paper maps and physical ground surveys for actual excavation and reclamation. However, advances in GPS, operator displays, and mobile computers now enable equipment operators to work directly from on-board digital plans. CAES offers reduced survey costs, faster field transition time and improved excavation accuracy coupled with faster, more informed decision making regarding key mining operations.

Gravity based coal/mineral preparation plants must be operated to yield products of a quality satisfactory to existing markets; but, because of historic control problems, recovery is frequently sacrificed to achieve quality resulting in losses of valuable product. Plant control has ranged from intuitive in-plant spot quality judgments made by various operators to gross methods involving such devices as density gauges, floats, grab-sample on-the-spot sink-float tests, etc. Millions of tons of quality coal/minerals are lost to refuse each year, because of the historic lack of a continuous and dependable control system. The result is both serious economic as well as environmental losses. While the economic losses are obvious, less obvious environmental losses, in the case of coal, result from the misplacement of more ignitable quality fuel to refuse banks. A control system capable of supplying a market-grade coal/mineral product, while continuously minimizing product losses to refuse, has until recently escaped technology.

Oily and particulate befouled waste water discharges are a common industrial problem. Removing these water bourn emulsions from process discharges become increasingly important for both recycled and discharge water streams. Low cost, efficient and easily maintained systems are important. This paper evaluates design factor of such a water cleaning system -a trough filter. This is a continually operating filter that removes oil droplets by wires that wet the oil droplets.

"INTRODUCTION The Lisbon Valley Mining Co LLC (LVMC) operates the Lisbon Valley Mine located in SE Utah. The mine includes 3 open pits, 150-acre heap leach pad, and solvent extraction electro winning plant (SX/EW). Approximately 25MM tons of ore has been mined since 2005. The ore is stacked on the leach pad to an average height of 55 feet and occurs as a blend of crushed material (minus 2”) and run-of-mine (minus 24”). The host rocks include Dakota and Burro Canyon Sandstones. Copper occurs finely disseminated in this material at an average grade of 0.46%. Minerology is 63% sulfide, 27% oxide, and 10% insoluble. Total inventory mined through 2016 is approximately 230 MM lbs. METALLURGICAL CONSTRAINTS Copper production is constrained by areas of low permeability ore and geochemical issues, including acid consumption. The intrinsic permeability the ore ranges from 10-2 to 1 Darcy. This permeability does not permit sufficient aeration by natural convection, therefore oxygen transport is largely limited to the mass of oxygen that can remain dissolved in leachates. As a result, greater than 50MM lbs of copper remains in inventory and occurs secondary sulfides, including chalcocite, covellite, and bornite. BIOLEACHING FUNDAMENTALS Due to the higher activation energies of secondary sulfides, notably covellite and bornite, a strong oxidant is needed to remove an electron from the metal-sulfide lattice and release the copper cation into the sulfate solution. This process occurs most efficiently using the strong oxidant ferric iron (Fe3+). Ferrous iron can be oxidized to ferric iron by oxygen via chemical oxidation or biologically; which was measured to occur 500,000 times faster when using microbes versus oxygen.1 The microbes that oxidize ferrous iron (Fe2+) to ferric iron are naturally abundant and will develop biomass when appropriate conditions and nutrients present themselves. Most nutrients are provided by the ore/irrigation (P,N,Mg, Ca & Fe2+) while the others (O2 and CO2) are provided by air. In most cases, oxygen transfer is the rate limiting step during copper sulfide leaching. 1 Lacey & Lawson 1970 FORCED AERATION SYSTEM DESIGN This paper describes LVMC’s efforts to bioleach the remaining inventory by forced aeration. Two basic aeration systems were installed and tested including vertical wells and horizontal piping. Vertical System The vertical system was installed using the mine’s blast hole drilling rig. Wells were constructed using 4” high-density polyethylene (HDPE) connected to 4” polyvinyl chloride (PVC) screens similar to conventional bioventing wells. Ore samples were collected at each well location to characterize the spatial distribution of the remaining inventory along with fines (minus 200 sieve), pH (acid consumption), and iron. A block model of each analyte was developed and mapped in 3D."

In 2015, the Subtropolis Mine in Petersburg, OH, experienced a massive ground collapse that continues to grow over time. Horizontal stress effects have affected the roof at this operation in the past and may have played a large role in this collapse. Horizontal stress can impact the roof and floor stability and endanger the health and safety of underground stone miners. Mines experiencing damaging effects from horizontal stress typically find that the principal stress direction is the same throughout the mine and the region. At the Subtropolis Mine the principal horizontal stress direction appears to change as conditions change and differs from the regional horizontal stress, particularly near the collapse or other roof fall areas. The growth over time of this collapse and other roof falls have been captured and analyzed using geologic mapping, 3D LiDAR scanning, numerical modeling and geographic information systems like ArcGIS. Utilizing these tools to better understand sitespecific conditions can be critical to reducing the potential of massive ground collapses in the underground limestone industry.

I have been following the discussions on coal degradation started by the article "Degradation process in coal slurry pipe-lines," by M.G. Ayat and B.C. Scott. I agree with Mr. Dasher&apos;s comments in January that the title of the article was perhaps misleading as the information appeared to pertain more to processing the coal than to transportation. Specifically, the authors&apos; conclude that the cyclone had an important impact on the degradation. Dr. Ferri&apos;s comments on degradation in other physical processes was very correct, handling of coal in a turbulent manner has an impact on the size distribution of the coal. This is one reason that when I design a coal system (mine to rail car) I try to minimize the total number of transfer and processing steps consistent with achieving the desired product specifications. Another area, mentioned in passing in the article, the impact of natural causes and the mining step, is of particular interest to me. A mine in West Virginia had a variation of 50% in the -6.35 mm (-0.25 in.) raw coal depending upon the direction of mining. Since it was a single unit mine, this significantly impacted the final product. Two articles on mining&apos;s impact on size distribution are: • Stefanko, R., Chopra, I. K., and Ramani, R. V., 1974, "Mining influence on size consistency and washability char¬acteristics of coal," SME Fall Meeting. September; and • Albrecht, M., and Olsen, D., 1980, "Mining methods impact on coal preparation plant design." 1st International Mine Planning and Development Symposium. September. Both articles presented information on variation of size distribution and cleaning plant performance on a coal depending on the mining method used. Both articles considered a single coal seam at one mining operation. Stefanko&apos;s article considered continuous and conventional mining of coal in Pennsylvania. Albrecht&apos;s article considered surface, underground continuous, and underground hydraulic mining of a coal in British Columbia. Both concluded that mining methods do impact coal characteristics. I agree with Mr. Ayat&apos;s comments in reply to Dr. Ferri&apos;s discussion, "... degradation is a multi-faceted phenomenon involving many natural and man-made factors." As efforts are being made to produce a higher quality (lower sulfur) coal, this topic becomes even more important

P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper&apos;s conclusion, that such a system, as outlined in Saperstein&apos;s paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein&apos;s, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein&apos;s paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments&apos; interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.
