Bureau of Mines research has addressed improved operator protection for thin-seam shuttle cars. Because of working height restrictions in thin-seam mines (1.22 m or 48 in), MSHA regulations require that-canopy protection on shuttle cars be provided only in mines 1.07 m (42 in) and greater; however, variances are given to mines 1.22 m (48 in) and below. This paper reviews past Bureau efforts to develop protective structures for thin-seam shuttle car operators. The paper also discusses recent research leading to a novel method of protecting shuttle car operators, in mines as low as 1.02 m (40 in), through the use of a cross-car, end-mounted operator compartment.

Introduction Preparing a report on fluorspar economics in the US could have been somewhat complicated at one time. This was because the number of producers, both large and small, derived production from different locations through-out the western US and the southern Illinois and western Kentucky fluorspar districts. Companies, such as Allied Chemical and Williamson Mining, operated in the Jamestown district of Colorado. In Walden and Salida, CO, the Colorado Fluorspar Co. operated mines and mills. In New Mexico, both Du Pont and Allied had mines and mills. In the Illinois-Kentucky district, US Steel, Rosiclare Lead and Fluorspar, Minerva Oil Co., and Marathon Oil all produced spar for the US market. Now all of the companies are out of the fluorspar business and, with the closing of the Seaforth Mineral Co.'s Inverness Mining Co., only Ozark-Mahoning Co. survives as a domestic producer. History Ozark-Mahoning Co., as it now exists, was formed in 1946 by the merger of Ozark Chemical Co. and Mahoning Mining Co. Ozark Chemical Co. was started in the 1920s to produce sulfuric acid for two refineries located in Tulsa, OK. Mahoning Mining was originally formed by the founders of Ozark Chemical Co. and the Youngstown Sheet and Tube Co. to produce fluorspar and associated minerals from properties in the southern Illinois and western Kentucky fluorspar district. In 1937, Mahoning Mining started an exploration program, employing contractor-operated churn drills to look for reserves in Hardin and Pope Counties in southern Illinois. Based on known reserves in the area and the results of the exploration program, work was started in the fall of 1938 to build a selective flotation plant at Rosiclare, IL. The mill was completed and put into operation in August of 1939. The company's first mining efforts were in the Cave-In-Rock district just north of Cave-In-Rock, IL. The deposits in this area were of the Manto or bedded type. They have been the mainstay of the company's operations in the Illinois-Kentucky fluorspar district. In 1950-51, the company expanded its operations by purchasing fluorspar properties from Colorado Fluorspar Co. at Walden, CO. This location was operated from 1952 through 1958 and from 1968 through 1973 when it was closed permanently. In 1974, Ozark-Mahoning Co. was purchased by Pennwalt Corp. Presently, it is a wholly-owned subsidiary of that corporation. As the only major domestic producer of fluorspar in the US today, the company's ability to survive under the flood of imported material is directly related to the four major segments of its operations. These are: exploration, mining productivity, maintenance, and marketing. All are done in-house. Exploration The Southern Illinois fluorspar district is located in the most complexly faulted area of the central US. The formations are sedimentary in nature and range in age from Devonian through Pennsylvanian. The deposits are small, they range in size from a few thousand tons up to 900 kt (1 million st), with the average minable deposit being around 544 kt (600,000 st). The ore occurs in both nearly vertical vein deposits and in Manto or flat lying bedded deposits. Due to the relatively small size of the deposits and the depth at which they occur, a good low-cost exploration program is essential to ensure that new finds of ore are equal to the mining extraction rate. Ozark maintains a leased land position in Pope and Hardin Counties that will fluctuate somewhere between a low of 40 km2 (10,000 acres) up to a high of 129 km2 (32,000 acres), depending on total size of tracts leased. Most all lands are obtained through a standard lease purchase option, with a small minimum royalty per acre during the normal 10-year option period. The Mesabi Range extends continuously from near Grand Rapids, on the Mississippi River, E.N.E. for a distance of about 1120 miles to near Birch Lake, where it is covered by the large gabbro flow which forms the base of the Keweenawan series. The same formation (Mesabi) appears again near Gunflint Lake on the international boundary, and shows as far east as Thunder Bay on the north shore of Lake Superior. Between Mesabi station, on the Duluth and Iron Range Railway, and Birch Lake, although considerable exploration work has been done, there is no evidence of concentration of ore in workable bodies. The Gunflint beds are thin alternating layers of chert and hematite. Alt the workable deposits at present known, on the Mesabi, lie between Mesabi station and Grand Rapids, the greater number being St. Louis County simplified geologic column is given herewith instead of the complete correlation table given by the United States Geological survey.

Production scheduling is an integral part of intermediate- and long-range open-pit mine planning, affecting equipment selection, manpower requirements and project economics. The development of mining phases, or pushbacks, is discussed in conjunction with generating the best spatial extraction sequence. An approach to scheduling production from these mining phases is then described. Using computers and a production scheduling algorithm, the impact of cutoff grade and advanced stripping policies can be evaluated through sensitivity studies to maximize the return on project investments.

INTRODUCTION Alpha-emitting radon daughter products are a recognized health hazard contributing to the development of lung cancer in persons exposed to excessive concentrations over an extended period. The primary control technique used by the mining industry is dilution with fresh air. Because the uranium is deposited in porous sandstone in most U.S. mines, the control of this hazard with dilution requires excessive volumes of air. As the mines become larger and deeper, the cost for ventilation becomes a major expenditure for the mining industry Most mines are maintaining levels of radon daughters lower than required by law but to maintain these present levels the mining companies are going to be drilling more vent holes or using other control techniques as the mine expands. These control techniques are being investigated by the U.S. Bureau of Mines to determine their effectiveness, cost, and safety for underground use. [Instrumentation] The Bureau's early research used batch sampling of both radon and radon daughters for determining the concentrations. In both cases it was determined that batch sampling did not give a complete understanding of what was happening to the concentrations. Therefore, continuous monitoring systems were developed for both. A continuous flow-through radon monitor was developed by the Bureau (Franklin, et al.., 1976) using a modified Lucas flask mounted on a photo-multiplier-tube (PMT). The air was filtered twice prior to entering the flask to remove dust, diesel smoke, moisture, and radon daughters. The signal from the PMT was then inverted, shaped, and driven to a data acquisition system (DAS) which accumulated the signals. The DAS has two comparators for setting the scan time and interval, a 24-hour clock with Julian date, a printer, and a perforated paper tape punch. Sampling time is determined by the type of experiment being conducted. Our normal sampling time is one 10-minute scan every 15 minutes, but could be set as low as one scan every minute or as long as a 16-minute scan every 167 minutes. There are two models of the DAS. One is a 10-channel system and the other a 30-channel system. On a 10channel system normally 6 channels are used for radon and radon daughters and the other four channels are used for temperature, absolute pressure, air velocity, and relative humidity as described by McVey (1977). Figure 1 shows a scan of five channels monitoring the radon concentration from intake to exhaust in a stope for a non-work day. If the radon concentration stayed this constant during work days, then continuous monitoring would not be necessary. [ ] Droullard (1977) developed a continuous alpha-beta monitor. This monitor has been modified so that it can be used with the DAS previously mentioned. Control Techniques The U.S. Bureau of Mines has conducted research in controlling airborne radon/radon daughter for 10 years. Major efforts have been conducted in sealing the rock to prevent the release of radon, bulkheading to seal nonproductive areas, backfilling with classified mill tailings, and positive pressure ventilation. Also, tests have been conducted to determine the mining cycles contribution to the radon problem. Surveys One stope with two intakes and one exhaust was continuously monitored to determine the effects of blasting, mucking, and drilling on the airborne radon concentrations (Franklin, et al., 1976). Two other detectors were located inside the stope which were close to the mining activity. In this stope no appreciable change in radon was observed during drilling holes for blasting and roofbolts. Annually, the U.S. coal industry generates and must dispose of over 200 million tons of coal refuse, expanding a major environmental problem. The purpose of this research was to investigate the feasibility of utilizing coal refuse as an aggregate in concrete. This paper reports on findings of the initial phases of a project to determine the viability of replacing traditional concrete blocks, used for under-ground ventilation stoppings, with refuse blocks. Refuse was collected from three active preparation plants in Eastern Kentucky and used as the primary aggregate for concrete cylinders. The refuse fell within ranges normally observed for size consist, moisture, and ash. Stress-strain analyses yielded compressive strengths of the refuse cylinders from 59% to 77% of the control group strengths. Low variability within groups while significant differences between groups were found. On-going determination of effects of weathering on the refuse cylinders is being conducted and will be completed in early 1995. The research results are favorable for the future direction of the overall project objectives.

INTRODUCTION Mineral processing plants generally operate efficiently within the technical, economic and management constraints applied to them. They have no choice, because the dynamic and competitive nature of the mineral business dictates that survival and/or prosperity of the company depends on being a low cost producer. Progressive mineral companies realize that market downturns will occur, and they must continuously strive for lower unit production costs rather than be satisfied with the status quo. Mineral companies generally tend to reduce costs during market downturns. This short-term solution is achieved by high grading of ores, and cut-backs In waste stripping, exploration, and capital expenditures.(1) However, to remain a low-cost producer in the long term, companies must enhance revenue and reduce cost simultaneously. This Involves continuous evaluation of technologies and reagents, periodic audits to locate revenue losses; and gathering and analyzing statistical plant data to clearly understand the Impact of process variables on efficiency. Mineral companies are caught in a Catch-22. They need resources to accomplish the objectives outlined above. Most mill stuffs have been cut to the minimum level necessary to maintain production. Resources such as time, manpower and money are scarce, and mill metallurglsts struggle to use these resources productively. Is your flotation plant optimized? History Indicates that successful operations constantly tune the flotation circuits to Improve metallurgy or reduce cost. This Is the essence of evolutionary change In mineral processing operations. A plant auditing approach can play a key role in assisting the process engineers to achieve the overall objective of enhancing metallurgy and reducing cost with limited resources through evolutionary improvements. FLOTATION SYSTEM The flotation process is the most widely wed concentration process In the world today. The number of variables that can affect the flotation results Is very large, maybe over 100. These variables can be divided Into three main groups: (2) (1) ore and mineral properties; (2) reagent treatment; and (3) flotation machine characteristics. Some of these variables can be controlled while others have to be accepted. Recently, Investigators (3,4) have attempted to describe the flotation process as an engineering system which includes chemistry, equipment and operating variables. Though some of the variables are Independent, most are co-dependent. thus making it difficult to develop simple cause and effect relationships. For example, it is easy to understand the effect of reagent change on recovery and grade In the rougher circuit, but very difficult to quantify Its impact on filtration downstream. Plant audits on a periodic basis are necessary to develop an understanding of the Interactive nature of the system. Auditing provides comparisons of plant operating performance before and after variable changes. OVERVIEW OF PLANT AUDITING An audit Is a formal, thorough and periodic examination of a system. There are various types of audits (i.e., geological, environmental, metallurgical. economic, etc.), and each serves a different purpose. (5) The discussion here is related to plant and/or metallurgical audits. Neale and Flintoff note that two key factors governing changes In an operation are: (1) the opportunity must be recognized; and (2) the justification for change must exist. (6) Both factors emphasize the critical role of successful plant auditing. Without plant audits. many opportunities for improvement must go unrecognized. On the other hand, when a situation ripe for improvement Is recognized. the hard data from a plant audit can reveal the expected impact of an operating change.

My comments today are directed toward western coal and its impact on Burlington Northern. I will be discussing three major topics. These are: location and extent of mining activities, the flows of this coal traffic into the various market territories, and finally the interaction of this western coal with coals found in the balance of the United States. When we at BN speak of western coal, we refer to those substantial deposits lying in southeastern Montana and north-eastern Wyoming. This territory covers many different coal formations. For the sake of simplicity, I will be referring to this general area as the Powder River Basin (or the "western" coal fields). This slide highlights the area overlayed by a map of the BN rail system. The U.S. Bureau of Mines estimates the demonstrated reserve base of Montana and Wyoming to be approximately 176 billion tons. Of this figure, about 73 billion tons is minable by surface methods. This is roughly 72% of the total strippable reserves in the western united states, BN does not have sole access to this coal for there are deposits in southern Wyoming near the union pacific railroad. I will say more about this later.

Mineral processing technologies are being used in the environmental arena for remediation and secondary recovery. Comminution and/or scrubbing for liberation, coupled with separation of the liberated particles, is known as soil washing. Other metallurgical unit operations have found application in remediation and recycling: size classification, gravity concentration, flotation, magnetic and electrostatic separation, eddy current separation, and liquid/solid separation. This paper presents specific examples of the use of these technologies to clean up contaminated soils and plant residues, and to recycle valuable materials from waste streams.

The 9th Line / 16th Ave tunnels are part of a $700 million expansion of the York Durham Sewage System, north of Toronto. The 15 km of tunnels presented many challenges, including glacial and postglacial deposits, at depths up to 55 m. Due to high hydrostatic heads, the Owner specified EPB tunnelling, however, an alternate was proposed utilising rib and lagging tunnels, combined with a de-watering scheme. State of the art technology was utilised with a new Lovat TBM, incorporating PLC control, soft start water-cooled motors and a head designed to tackle the mixed ground expected. The 9th Line tunnels were completed in 2002. Subsequently the second section of tunnel along 16th Avenue has been awarded to the Joint Venture. This paper presents a case history of the soft ground tunnelling, including design elements, tunnel systems and TBM operations.

The Spa1lation Process Because of the low thermal conductivity of many hard rocks, rapid heating of these rocks produces a thin surface layer in which the temperatures attain high values. Thermal expansion of this surface layer is constrained by the reminder of the still cool rock, and when stresses within the surface rock become high enough, the surface rock breaks away from the cooler rock behind it and flies or falls off as a thin flake called a spall. Then the next, newly exposed surface is heated, and the process continues. This process is the basis of spallation drilling. The hot gases from a jet burner provide the heat for spallation to occur, and their high velocity provides a scouring action that transfers heat to the rock and removes the spalls as rapidly as they form. Spallation is a process which works in very hard rock. It is dependent upon the thermal expansion coefficient and the thermal diffusivity of the rock but is also affected by any discontinuities in the rock. To date the efforts which have been made to evaluate the various rock according to their spallability has been minimal. As the success of this process is dependent upon the characteristics of rock it is expected that the study of rock mechanics will prove to be of greater value to this program than to the other mechanism for drilling and excavating rock. Commercial Uses of SPALLATION In the 19408s, the Linde Air Products Division of Union Carbide (UC 1 began developing spallation for use in mining taconite ore, which is presently the chief source of iron in the United States. In this work UC developed a jet-piercing tool that burned fuel oil with oxygen to produce spallation and contained mechanical cutters to remove rock that was not amenable to spallation. The UC jet-piercing machines have since produced about 40 million feet of shallow blast holes used for emplacing explosives in the taconite mines. During this work it was found that hole diameters could be increased by merely reducing the advance rate of the burners and that existing holes could be enlarged by making another pass through the hole with the same burner. The Browning Engineering Go. of Hanover, N.H., has developed a hand-held spallation burner to cut slots in granite. It has been used for a quarter of a century and is now standard equipment for quarrying granite throughout the world. This burner, which resembles a small jet engine oriented with its exhaust pointed downward, is the forerunner of a flame jet burner used to spall experimental holes in granite at maximum rates in excess of 100 ft/hr when operating in hard, competent granite. It uses No. 2 fuel oil, which is burned with compressed air. The system uses water to cool the burner and the exhaust gases. These gases, along with the steam produced from the cooling water, blow the spalls from the hole. Experimental Work Theoretical and experimental work has been accomplished by the Massachusetts Institute of Technology and the Los Alamos National Laboratory. This work is reported in Refs. (3) and (4). To verify the experimental results of this work laboratory scaled down field tests were conducted using two we1 1 characterized granites from quarries in Barre, VT and Westerby, RI, under defined heating conditions. In the laboratory tests a propane - oxygen heating torch was used to direct a flame at the granite surface and the spal 1 ing process was examined at various heating rates with a high-speed video taping system operated at 200 frame per second. This produced a time-lapse sequence where the onset of the spallation process was easily distinguished. Also the heat flux from the torch to a flat surface at various stand off distances and flows was measured. A similar set of tests was conducted using the more easily quantified and uniform heat source of a 1.5 kw GO2 laser. This allowed accurate

Commercial quality kaolin deposits occur in fluvial sediments in both central-eastern Georgia and in the eastern Amazon River area of Brazil. Distinctive coarse and fine particle size kaolin deposits are present in both areas; they have many remarkable similarities for mineral deposits occurring at such wide geographic separation. Industrial, mineralogical, crystalline, and chemical resemblance of the coarse and fine kaolin deposits from the two areas will be described in detail. Knowledge of similarities of the Brazilian clays to those which have dominated world production in Georgia will help to develop superior quality kaolin products for world use in paper, paint, plastic, ceramic, and other applications.

In July 1985, as the U.S. copper industry contracted and the Mexican industry expanded, a trans border pollution agreement was signed which included smelter air pollution control in the "Gray Triangle": Cananea, Nacozari and Douglas. Since then the Douglas smelter has been closed, a year earlier than initially required; though its new smelter is operating, S02 collection and acid disposal at Nacozari is yet to come; and the Cananea smelter has been un-touched. Nacozari and Cananea copper mining have expanded while a reduced U.S. copper industry has rationalized to a point of fragile profitability. As a paradigm of U.S. copper competitiveness, this paper attempts to explain the differential fortunes of copper in the two countries, to project the future of the smelter agreement as a function of acid disposal, and to consider the consequences of the politicized application of smelter pollution control in Arizona.

"In underground metal/nonmetal mines, repeated short-term exposure to high levels of airborne contaminants can become a serious health issue. Currently there are no common mechanisms to control or mitigate these localized short-term high exposures to contaminants. To improve miners’ health and safety, the National Institute for Occupational Safety and Health (NIOSH) Spokane Mining Research Division (SMRD) is developing a Smart Monitoring and Control (SMAC) system for real-time monitoring of mine air quality, with integrated countermeasures to reduce these high concentrations of airborne contaminants in localized sections of mines. To develop and test a SMAC system that could be implemented in an underground mine, researchers at SMRD built a test apparatus incorporating a fan, louver, ducting, and sensors combined with atmospheric monitoring and control software. This system will institute effective countermeasures to reduce contaminant levels, improving miner safety and health. INTRODUCTION Underground metal/nonmetal mines continue to expand production by employing large equipment in greater numbers and by mining into hotter and more challenging environments which are typically further away from fresh air sources. This challenges the ventilation system to provide adequate quantities of fresh air to the workplace and increases the potential for air contamination that could result in immediate and long-term health and safety issues to miners. Currently, airflow and contaminant concentration in mines are typically based on full-shift sampling which may not identify repeated short-term exposures to high levels of airborne contaminants such as NO2, CO, diesel particulate matter (DPM), and dust with high silica contents. Repeated short-term exposure to these high levels of airborne contaminants over long periods can lead to serious health issues which are documented in several studies [1-3]. Based on data from ventilation surveys and contaminant measurements, mines often attempt to minimize exposures by sending more fresh air to the working areas where contaminant concentrations are found to be high. Real-time monitoring and control allows mines the option to monitor contaminants and implement controls in real-time. Real-time monitoring and control of the underground mine atmosphere has been a subject of research since its beginning in Finland at Outokumpu’s Pyhäsalmi Mine in 1969 [4]. More recently, the real-time monitoring and control problem has been addressed using ventilation on demand (VOD) systems [5, 6]. A VOD system attempts to deal with this issue on a global level by controlling fans, louvers, and doors to increase airflow to active work areas and reduce contamination. However, a VOD system only controls the distribution of airflow and may not be helpful in mines where the airflow is at maximum capacity. Researchers at SMRD are developing a SMAC system for real-time monitoring of mine air quality with an integrated ability to trigger countermeasures to reduce high concentrations of airborne contaminants in localized sections of mines. The SMAC system will be designed, tested, and refined in the laboratory environment before being demonstrated in an underground mine. This system will not only try to minimize the gaseous contaminants by regulating the airflow locally, but will also potentially employ a filtration system to reduce the airborne contaminants in case the maximum airflow capacity is reached. This paper presents development of the test apparatus for the SMAC system."

Industrial flotation of sulfide ores is 80 years old. It has gone through many advances to date. However most flotation operations are still struggling to improve performance, which as a worldwide average is at the 90% level. What can be done to push the ceiling to 95% or better without performing finer primary grind, nor without duplicating flotation plant capacity? Such "unique task" can be performed by the low volume high capacity new flotation equipment known as the JAMESON CELL, when used as, "post-scavenger" of final plant tails. Improved efficiencies are obtained mainly from two cases: -Particles which never contacted a bubble. -Particles sheared-off by cell turbulence due to reduced number of hydrophobic sites. The application reverses conventional trend of using large volume mechanical cells by trade-in with smaller efficient equipment: resulting in reduced capital expenditures and operating costs. Outstanding "pre-rougher" applications are also presented.

Introduction One hundred years ago, a recent college graduate created the US aluminum industry. He found an economic way to crack the primeval bond that makes the metal so special. Aluminum doesn't "rust" - oxidize progressively. Rather, when exposed to air, it instantly forms a gem-hard but microscopic oxide coating. This seals off oxygen from the metal underneath. Scratch it and the seal reforms instantly. That tight chemical bond is the reason the metal is not found in nature; it exists only as a compound. The bond had to be broken to free the shiny metal. But once it is free, that self-sealing protection, alongside a remarkable strength-to-weight ratio, offers a marvelous material. Until 100 years ago, finding a way to do that economically was a challenge that defied science. Then it was solved, in a remarkable coincidence, on both sides of the Atlantic. And the way was paved for a material that would become the second most widely used metal in the world. Until that time, aluminum was a rare and precious metal. But then two young scientists independently invented the process that took aluminum outside the laboratory and into applications ranging from pots and pans to spacecraft. Discovery of aluminum Other major metals - copper, iron, lead, gold, and silver - had been used for thousands of years. But aluminum was entirely unknown until 1782, when French chemist Antoine Lavoisier suspected its presence. It was not actually discovered until Sir Humphry Davy, in England, detected it in clay in 1807. It was first isolated as a free metal only in 1825, by Denmark's Hans Christian Oersted. For years, laboratory methods yielded aluminum only in tiny amounts costing about $1200/kg ($545 per lb) - $13,333/kg ($6000 per lb) in today's dollars. Methods developed by French scientist Henri Sainte-Claire Deville in 1854 cut the cost to about $200/kg ($90 per lb). King Frederick VII of Denmark had a helmet of aluminum and gold. And Emperor Napoleon III of France reportedly served his most exalted guests at a state dinner with aluminum plates. He left the lower ranks to dine from pure gold. Deville and others continued to reduce production costs. But the price of aluminum still rivaled silver - $31/kg ($14 per lb) versus about $35/kg ($16 per lb) for silver. Then in 1884, a 2.8-kg (6.25-1b), 230-mm-tall (9-in.-tall) aluminum pyramid was cast as the tip of the Washington Monument. It was probably the first architectural use of aluminum. And it is still there after more than a century. The attractive properties of aluminum were obvious: it is lightweight but strong, conducts heat and electricity, reflects light and other electromagnetic radiation, and resists corrosion. But its commercial promise was blocked by its cost. In 1885, the price of aluminum was $17.70/kg ($8 per lb). It stayed there for the next couple of years until the Hall-Heroult process brought it down sharply. Hall-Heroult process lowers aluminum costs The characteristic that kept aluminum hidden so long continued to thwart chemists. Aluminum clings to oxygen so tightly that it is never found as a free metal in nature, and it is hard to break that bond chemically. The best chemical methods of the 1880s required sodium, and sodium itself was expensive. Overland conveyor belts that exhibit tracking problems under loaded and unloaded conditions can be tested to' determine the root cause of the mistracking. Moveable conveyors are more prone to mistracking due to structure alignment requirements. In addition, belting quality, splice straightness and carcass condition has a dramatic effect on the performance of a belt in relation to tracking. Methods are discussed that are proven to reduce belt mistracking and improve the operational reliability of the conveyor system.

Discussion by G.F. Raymond Knudsen's study presents two curious conclusions: • The kriging of blasthole assays can systematically overstate mill head grades by as much as 21% as a result of unbiased sample variance. • No estimation method is able to reduce this bias to a small margin. The study is based on a simulation using real data and what are presumed to be actual variogram parameters from a real deposit. Although I have no doubt that the first conclusion (21% overestimation) is correct for the author's simulation, I do not believe this represents a realistic mining situation. Over the past 15 years I have done extensive comparisons between exploration drill-hole assays, blasthole assays and mill head grades on seven major open-pit mines, including some very erratic gold deposits. Commonly, nugget effects on blasthole variograms were 10% - 20% higher than on exploration variograms. And in one extreme case, the difference was 50%. Even in the extreme case, ordinary kriging on blastholes agreed well with the mill head grade over the long term. In Knudsen's simulation, the blasthole nugget effect is assumed to be 200% higher than exploration data's. He supports this by variogram plots from each. My guess is that the apparent, large difference between these variograms results from a failure to account for the proportional effect (blasthole assays are likely from a higher-grade area). A simple check would be a comparison of the variance of exploration samples nearest blastholes. As for a nearly conditionally-unbiased estimator of a large random error, the arithmetic mean of all of the data certainly qualifies, provided there is an even data spacing. As a corollary, so does simple kriging, which would include, in this case, a large weighting to the arithmetic mean. Similarly, using a large number of samples with ordinary kriging or indicator kriging would significantly reduce the bias in the case of a large nugget effect for the variogram.[ ] Reply by H. Peter Knudsen Raymond questions two conclusions in the paper. First, he wonders whether a 21 % overestimation represents a realistic mining situation. I agree that 21 % is high, but overestimation in the range of 10% to 15% is certainly common in my experience. Furthermore, several years ago I consulted on a gold mine that was experiencing a 45% overestimation due, predominantly, to poor blasthole samples: In further questioning of the 21 % value, Raymond wonders whether the nugget effect of the blastholes is really so much larger than the nugget values of the exploration data. It is consistently larger throughout the deposit. In my experience with six Nevada gold mines, the high nugget value is not unusual. In fact, for some reason, nugget values for blasthole samples are typically about 0.0005 (opt squared). I am of the opinion that this high nugget effect observed at many gold mines is predominantly due to the inherent inadequacies of the blasthole sample and subsequent sample preparation. The second conclusion Raymond questions is the inability of the estimators tested to reduce the conditional bias. In fact, the conditional bias is extreme with the polygon estimator and greatly reduced by ordinary kriging. However, it was not eliminated. Raymond suggests using simple kriging, or perhaps a larger number of samples, to reduce the conditional bias. The technique of simple kriging may be less affected by the random errors in the data, but I did not test the technique. Using a larger amount of data presupposes that too few samples were used initially. In ordinary kriging and indicator kriging, the screen effect comes into play and ensures that samples beyond the second screen are given zero weight. Hence, increasing the sample size does not change the estimates nor the conditional bias. The main point of my paper is that the random unbiased errors (a fact of life in blasthole samples) cause a conditional bias in our estimates. The mechanics by which the conditional bias is introduced are nicely explained by Springett. My paper simply shows that the bias is also present when working with linear estimators, such as ordinary kriging, and even with nonlinear estimators, such as indicator kriging.[ ]

This paper will discuss the complex and difficult soil conditions encountered in the sinking of 15 shafts of 18m to 27m depth and the excavation and lining of 6700m of 2.74m dia. interceptor sewer on Staten Island, New York. The complex soil profile consists of dense glacial till and sand outwash strata overlying the much older cretaceous sand, silt and clay strata. The tunnel varies from 8m to 14m below the nearby sea level. A significant amount of boulders were anticipated in the till. therefore, a decision was made to excavate the tunnel with a digger shield installing bolted, gasketed concrete segments. The bid documents stated the soils were dewaterable. Several conditions occured in this complex soils matrix which required modifying the planned means and methods including the necessity to use compressed air. The conditions encountered and the equipment used will be described.

Namibia is one of Africa's newest nations. A German colony until 1915, it then became a South African protectorate until 1990, when it gained independence after an armed struggle that lasted more than two decades. However, no trace of past bitterness can be found today in the capital, Windhoek, or in the countryside. Namibia is now one of the safest parts of Africa. Namibia's industrial base and infrastructure have been untouched by war. Swapo, the ruling party, has embarked on a successful policy of reconciliation and economic development. The GNP per capita is a surprising $1500 (from the World Bank), one of the highest in Africa. Namibia's population stands at 1.3 million, including about 100,000 whites. Namibia is a very sparsely populated country (1.7 inhabitants per km2). About 70% of the people are farmers. Namibia has a surface area of 824,232 km2 (318,261 sq miles), about the size of France and Germany combined. The semi-arid climate and generally flat morphology make the country well suited to mineral exploration. About 40% of the country presents abundant rock outcrops. The rest is buried under the Kalahari sands. However, this cover in most of the country hardly exceeds 200 m (655 ft), and Australian technology has shown that large mineral deposits (Roxby Downs) can nowadays be found at even greater depths. Mining is Namibia's largest industry. In 1991, it accounted for 22% of the country's GDP, about 70% to 80% of its exports by value and 25% of internally generated government revenues. The Ministry of Mines and Energy (MME) is responsible for formulating and implementing national mineral policies. This agency has recently introduced legislation aimed at encouraging new and long-term investment in the mineral sector. The variety of Namibian mineral resources, both metallic and nonmetallic, is rivaled by few countries worldwide.
