The exposure of miners to radon gas and its airborne daughter products is a serious health problem which has long been recognized in the uranium mining industry. The association of high exposure to alpha particle emitters with incidence of lung cancer is well established. There continues to be a pressing need to reduce and eventually eliminate the high incidence of occupational lung cancer among uranium miners through the development of new and improved measurement and control technologies. This paper highlights the current efforts of the Bureau of Mines radiation hazards research program. It is aimed at obtaining a fundamental understanding of the behavior and transport of radon and radon daughters, developing more accurate and reliable instruments and measurement methods and developing cost-effective control techniques. Also discussed are the most recent accomplishments and the future research plans of the program.

This paper presents-:a new multivariate mineral resource estimation model, referred to as the Related. Information (RI). Instead of relating a mineral resource descriptor directly to a set of geological variables, the RI model relates the mineral resource descriptor to a synthesized information measure RI, which is created from a set of geological variables. All of the variables are transformed into binary characteristics. This model comprises two stages of estimation: estimation of a synthesized information measure and estimation of mineral resources. The information carried by a variable is classified into three types: mineralized-barren information, mineral resource variation information, and variable-controlling information. The synthesized information measure is defined as the product of the three types of information and the responses of binary geologic characteristics. The RI model is demonstrated on the pegmatitic Nb+Ta deposits in China.

Cement production involves the processing of raw materials that contain - Si02, A1203, Fe203, CaO, MgO, LOI (loss of ignition), S03, K20, Na2O, Ti02, P2055 and Cl- to produce the synthetic mineral mixture called "clinker". The use of other additives - sandstone, flyash, iron ore, and clay - is also mandatory in order to achieve the optimum blending requirements of cement. However, the use of these additives needs to be minimized due to their significantly higher costs ($/Ton). This paper presents a mixed integer programming (MIP)-based optimum quarry scheduling algorithm, which is used to generate quarry plans, satisfying geometric and production capacity constraints while providing minimum cost/optimum blend of raw materials mix to a cement plant. The benefits of this new methodology are demonstrated on a case study.

In Peru, the third destination in worldwide exploration based on expenditure, mining conflicts have spread dramatically over the last decade. Mining companies need to create new initiatives to avoid social conflicts and strengthen the social capital needed to keep mining in a country with proven mineralogical riches. This document provides information about a research project that explored the opinions and experiences of a resource many times overlooked by companies: the human resource. Over 30 surveys were conducted among professionals working at mines in the Peruvian mining industry, in different departments and from different organizational levels. Mining employees acknowledged that they play an important role in the development of company-community relationships and gave their impressions about initiatives implemented by international mining companies in Peru. Mining employees also provided their recommendations to succeed in a location where cultural differences have not been properly considered.

In recent years, there has been a shortage of individuals trained in the technical skills entering the mining industry. The university and industry, both indicating their concern, have joined efforts in an attempt to do something about this situation. An example of such an effort is the Pennsylvania State University's Student-Trainee Program in Mining Engineering, now in Its third year. The program is a five-year plan in which six months of schooling and six months of on-the-job training are alternated, climaxed by the student trainee earning a Bachelor of Science Degree in Mining Engineering plus two years of practical experience. The student trainee accepts the work-study plan as a satisfactory method of receiving a thorough education and preparing fog a career in the mining industry. Inasmuch as the work and study-periods are alternated, the trainee has an opportunity' to integrate his practical experience with his academic knowledge. He receives a chance to observe others perform she duties of the profession he is preparing to pursue, and he regards this as an essential part of any such cooperative effort. Even though there are some disadvantages, the trainee feels that the advantages of the program are definitely more decisive.

This work is concerned with the extraction of refractory metals using an electro-reduction process, in which a molten oxide melt, instead of halide, is used as the electrolyte. The process may provide an alternative method of producing refractory metals from their ores through use of a reverse-polarity direct current (DC) plasma arc heating process. In such a process, the plasma torch itself acts as an anode, and resulting liquid or solid product metals work as a cathode, whereas the molten oxide melt plays the role of an electron transfer layer. The focus of this study is: the electro-reduction of scheelite; vanadium pentoxide; and chromite. For the vanadium pentoxide, the proposed melt is mainly composed of CaO-V2O5/Li2O-B2O3-V2O5or FeO-CaO-SiO2-V2O5-Li2O with the addition of other alkali and alkaline metal oxides. In the case of scheelite ore, the SiO2-CaO-Li2O-WO3system is used as melt and metal aluminum or nickel could be used as a collecting media. As for the reduction of chromite ore, SiO2-CaO-Cr2O3-Li2O system with trace amount of CaF2is used as the melt. As a demonstration, chromium was successfully produced at a laboratory scale through the plasma driven electro-reduction process. One of the studied slags had a composition of 13.8% CaO; 4.9%CaF2; 36.4% Cr2O3; 6.9% Li2O; and 38.0% SiO2. Two observations are significant in this laboratory scale study. The first one was that the amount of Cr2O3and FeO, which were predominantly electronic conductors in the oxide melt, greatly affected the conducting mechanism of the melt. With high concentration of Cr2O3and FeO in the melt, the current efficiency was fairly low. In this case, chromium was found to be barely reduced because of electronic conducting mechanism. For example, with initial slag of 60% Cr2O3, no chromium was found reduced. With low concentration of Cr2O3and FeO in the studied melt, typically no more than 30% Cr2O3, it was observed that chromium was readily reduced due to the dominant ionic conducting mechanism. The second observation was that the addition of SiO2tothe melt helped to make the oxide melt more ionic, which was apparently desirable to the molten oxide electrolysis. However, high content of silica had a negative effect on the fluidity of the melt. This was resolved by adding trace amounts of CaF2to the melt. Therefore, by judicious selection of oxide melt, refractory metal oxides might be dissolved into it and yet the melt itself retains the required ionicity. A reverse-polarity DC plasma driven molten oxide electrolysis may prove to be a viable alternative route for the extractive metallurgy of refractory metals.

Today, I would like to talk about ways to maximize the efficiency of surface coal operations. I doubt I will present any startling new ideas, but my comments may, hopefully, stimulate some conversation today and later back at your own operations. Strip mining is a very old technique used by ancient societies. Only with the coming of the machine age in the early twentieth century did we attempt to increase the magnitude of our operations. The industry, as we know it today, really only got started in the early 1900s with the advent of steam shovels. In the first portion of this presentation, I will attempt to show that we have, in many cases, not changed the basics of strip mining, only the scale. In doing so, quite often we have complicated the operations to the point of being unmanageable and unprofitable.

At the Mount Isa mine, Mount Isa, Qld., Australia, sublevel open-stope mining is used for copper ore while both sublevel open-stope and cut-and-fill methods are used for the silver-lead-zinc ores. Production in 1979¬80 was 4 730 000 t (5,200,000 st) copper ore and 2 590 000 t (2,850,000 st) of lead ore. The deepest mine level currently is 960 m below the surface. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size, Shape, and Dip The mine is located in the valley of the Leichhardt River in Lower Proterozoic sediments of the Mount Isa group. The regional strike of the sediments is north¬south and they have a persistent westerly dip of about 1.1 rad (65°). In the mine area, the Mount Isa group comprises a sequence of alternating bands of dolomitic shales and siltstones some 3.2 km (2 miles) in width. It is bounded on the east by greenstones and quartzose sediments of the Eastern Creek volcanics, and on the west by the Mount Isa fault, west of which occur schists and other metamorphic rocks. The ore bodies as currently known at Mount Isa are restricted to the Urquhart shale, a formation of thinly bedded pyritic, dolomitic, and volcanic shales some 1070 m (3500 ft) thick. Towards the top of the Mount Isa group sediments, copper and silver-lead-zinc ore bod¬ies occur as contiguous but discrete entities and are mined and treated separately (see Figs. I and 2). Argentiferous galena, sphalerite, pyrite, and minor associated sulfides occur in distinct concordant bands throughout the Urquhart shales. Wherever these bands are grouped together in sufficient density they constitute silver-lead-zinc ore bodies with widths varying up to 36.6 m (120 ft). Other mineralized bands are common in intervening beds. Individual ore bodies persist for many hundreds of meters concordant with the strike and dip of the enclosing shales. Intersections of these beds with fold axes provide local zones of enrichment but otherwise the mineral content of the ore bodies varies only slightly throughout the extent of the dip and strike. Chalcopyrite is the only important primary copper mineral. It occurs in association with pyrite and pyrrhotite as disseminated flocks and as vein fillings throughout irregularly shaped zones of folded, brecciated, and re¬crystallized Urquhart shale. These zones, which are lo¬cally termed "silica-dolomite" bodies, are broadly transgressive to the shale bedding and confine all significant copper mineralization to the virtual exclusion of silver¬lead-zinc mineralization. In some areas, the downward percolation of acidic water through faults and shears has caused extensive leaching of the coarse-grained carbon¬ates to depths in excess of 610 m (2000 ft), but most of the silica-dolomite remains unleached and the ground is competent. The majority of lead ore being mined is north of the main shaft pillar (R62, U62) area. These encompass all adverse effects of oil shale mining, processing, and ancillary developments on the environment. Specific problems concern: land, vegetation, wildlife, water, air, population growth, aesthetics and public emotion; and fall into four categories of: land, water, air and emotion. Land includes excavations, spent shale disposal, loss of vegetation and impact on wildlife and domestic grazing, plant sites, buildings and roads, necessary urbanization and the total aesthetic or visual Impact. Water considerations are: requirements for Industrial and domestic supplies, adverse effect of underground water on mining, avoidance of pollution or adverse effect on surface or near-surface water, and the utilization or safe disposal of liquids. Air problems include dust, smoke and stack gas, Public emotional problems include reaction to the above problems, and misconceptions of oil shale country and an oil shale Industry. Government and industry are aware of the problems, and are seeking solutions. Last year, the three affected states studied oil shale environmental problems and solution costs. Colorado estimated environmental costs would add approximately 7% to construction and 7% to operation. The report suggested research in: (1) Water availability and impact; (2) Disturbed lands revegetation and rehabilitation, including spent shale; (3) Environmental inventory and impact; and (4) Regional development and land use planning. Governor Love appointed a 47-person committee representing Industry, government and environmentalists to attack the problems. Research pro-posals were prepared to focus on each problem. $715,000 state, federal and industry money is being committed. Results should provide data for industrial solutions and equitable agency administration.

As part of the 3RPORT Project, a 5-mile tunnel is being excavated underneath the three rivers of Fort Wayne using a 19-foot diameter Slurry Tunnel Boring Machine. The groundwater pressure at the tunnel axis ranges from 4.5 to 5.3 bar. The rock mass hydraulic conductivity is very high with water inflows up to 10,000gpm imposing significant challenges to the project. After excavating 1,550-feet of the TBM tunnel, major leaks between the tailskin and the segmental lining were observed, indicating the potential deterioration of the tailskin brushes and the need for inspection and eventual replacement. The first part of the paper describes the planning of the intervention, including the design of the polyurethane grouting campaign, the procedures developed for the execution and the controls established during construction to timely assess the presence of potential hazards. The second part of the paper focuses on the experience gained during execution and lesson learned to prevent future occurrences of this nature.

Primary normal long-chain amines are insoluble in saturated brine. Their colloidal solubility (dispersion) in concentrated electrolyte solutions is strongly affected by the presence of surfactants (frothers). This paper shows that a better usage of alcohol type surfactants, which are commonly used in potash ore flotation as frothers, can significantly improve the flotation of both coarse and fine sylvite particles. A new process of potash ore flotation is developed, which includes premixing an effective frother with an aqueous solution of amine or emulsion of extender oil containing amine. With such a combination of flotation reagents, KC1 particles up to 5 mm in size float very well in the short flotation column, and particles up to 2 mm float in a mechanical cell; when used to treat fine fraction-containing sample, this method may as well provide an improved concentrate grade.

The paper presents an analysis and discussion of the underground ventilation system at the waste Isolation Pilot Plant (WIPP), with particular emphasis on specific repository-related requirements and the gradual evolution of engineering designs relative to the WIPP Project scope. The underground facility has been constructed with three shafts. Additional studies, coupled with actual site-specific experience, have established? the need for construction of a fourth ventilation shaft to double the under-ground airflow. As a research pilot project, and the first of its type in combining mining and nuclear technologies, the WIPP Project is accumulating data and experience that may be fruitfully applied in the future designs of ventilation systems for planned commercial nuclear waste repositories.

The known high grade mineral re- sources in the United States are fast becoming exhausted; viable new deposits are more difficult to find and more expensive to develop; operating and capital costs have increased to meet more stringent regulatory standards. By contrast, international producers enjoy a cost advantage as a result of higher mining grades, improving technological competence, and more favorable government support. The domestic base minerals industry is finding it more and more difficult to compete in world markets. It has become essentially a marginal industry today. The current philosophy of taxation in the United States has evolved over the past century. The structure of the taxing system is based on the assumption that a firm must be able to pay its tax imposts out of profits. In principle, firms incapable of supporting the tax load should be replaced by others that can do so. This philosophy applies equally well to the mining industry, so long as it remains economically healthy. However, mineral resources are finite. The situation in the domestic base mineral industry has changed fundamentally in recent times. For the reasons given above, much of the industry now cannot continue to compete profitably in the open world market; and there are no known alternative domes- tic mineral resources more capable of doing so. Under these circumstances it is important to consider the effect of taxation not only on profitability, but also on survivability.

Cedarvale station was constructed as part of the Eglinton Crosstown Light Rail Line, under the operational Yonge-University Line Subway box of Toronto Transit Commission (TTC). The station was constructed as an open-cut, which necessitated the underpinning of the existing TTC box to minimize the impact on the Subway and allow its unhindered operation. Six mined galleries, 4 m wide by 2.75 m high, were excavated sequentially (SEM) immediately under the existing box, to provide the required space for the installation of the main underpinning beams. This novel solution was executed successfully providing quick access for the main excavation works to commence.

Many large (refractory) sulfide gold resources exist in Nevada and other parts of the world that are not amenable to conventional flotation concentration using air as the flotation gas medium. Over the past five years Santa Fe Pacific Gold Corporation (SFPG) has investigated flotation process options to economically treat refractory ores and resources of this type at its Lone Tree and Twin Creeks mines. Conventional flotation technology applied to the original high-grade gold resources at Lone Tree and Twin Creeks was initially unsuccessful. Review and analysis of auriferous (gold-bearing) iron sulfide mineralogical characteristics and flotation ..:hemistry provided a fundamental understanding that led to the development of a new flotation process that SFPG refers to as N2 TEC. This paper discusses the development of this technology and compares N TEC results with conventional flotation practice.

This paper is based on two recently (2002) published reports: - "Breaking New Ground". Final report on the Mining, Minerals, and Sustainable Development Project (MMSD). - "2002 Sustainability Reporting Guidelines". Published by the Global Reporting Initiative (GRI). The GRI guidelines can be applied in all kinds of industries and other organizations, whereas the MMSD project report is sector specific. However, both reports center on the three pillars of sustainability. The performance indicators as they are presented in the GRI guidelines have been assessed and compared with the sector specific arguments in the MMSD report. Based on this evaluation, the paper points at some indicators that may be useful in the start-up phase of sustainability reporting, seen from the perspective of the aggregate industry in an industrialized North European country with increasing environmental awareness and pressure on natural resources.

As with most industries, mining must now include in its plan of operation mechanisms to address a project's environmental impact. New regulations have focused attention on the potential environmental impacts of industry, particularly the handling of wastes. Modifications are currently being proposed to the Bevill Amendment. And development is ongoing of Resource Conservation and Recovery Act (RCRA) Subtitle D regulations specific to mining wastes. The result is a growing concern on the part of lenders, developers, buyers and owners regarding acquisition and ownership of mining properties. One of the most effective tools in managing the regulatory requirements is an environmental audit. An environmental audit can be a literature review to determine regulatory requirements.
