In the mid-I 970s the rallying cry sent out by the aggregate trade associations to aggregate operators was to come to Washington and help design national legislation mandating reclamation of pits and quarries. This collective effort paid off in that aggregate operators were able to assist in the design of "livable" legislation; however, the coal mining industry took some very hard hits. A principal argument used by the aggregate industry was that relatively small parcels of land are impacted, the operations are located in or near urban areas to serve in the development of that immediate area, and are of many years duration; whereas, coal strip mines disturb many acres, are of short duration, and whose products may have world or nationwide utilization. Historically, developments in reclamation are tied closely to the regulatory systems that have been created to control environmental effects of mining. Since reclamation generally results in a cost incurred after the stone, sand and gravel has been mined and does not add to the inherent value of the mineral, there was little incentive in the past for mine operators to reclaim the land. In 1977, the Surface Mining Control and Reclamation Act (SMCRA) became the law for coal mine operators. The law states that, among other provisions, reclamation must "restore the land affected to a condition capable of supporting the uses which it was capable of supporting prior to any mining, or higher or better uses". It is of interest to note that years before the initiation of legislation leading to SMCRA twenty-eight states already had reclamation regulations that covered virtually all minerals. The scope of performance standards found in the state reclamation regulations included slope stabilization, grading, revegetation, neutralization of toxic materials, visual screening, waste disposal, control of drainage, and other sources of pollution and erosion. Environmental legislation and the consequent regulations came about because the public perceived that private industry did not properly value environmental quality and as a result the government became the policeman.

This paper discusses the influence of frother type and dosage on recovery/selectivity in coal/sulfide mineral flotation as a function of particle size. It is shown that different frother structures exhibit quite different but consistent performance characteristics depending on the underlying particle size ranges involved as well as the dosage levels of both the frother and collector. The data presented on existing commercial frothers and some new special purpose experimental frothers is used to illustrate some general operator guidelines on proper frother selection and use.

Extraction of manganese, gold, and silver from a low-grade manganiferous-silver ore was investigated by thiourea leaching followed by standard cyanidation. The levels of reagent concentrations in this investigation were 0.0 -1.0 M thiourea and 0.0 -1.0 M sulfuric acid. Temperature and agitation speed were maintained at Z5 °c and 300 rpm, respectively. The dissolution of gold, and silver was shown to be dependent mainly on sulfuric acid and thiourea concentrations. In general, 50.0 % Ag, 98.0 % Au, and 75 % Mn were recovered from a Mn-Ag ore by thiourea leaching. Overall silver extraction of 98.0 % was obtained by cyanidation after thiourea leaching. Thiourea leaching of sodium bisulfite leach residues was also studied, and the total extraction of gold and silver were 97 % and 40 %, respectively. Finally, a two-stage thiourea leach was also investigated.

The Coteau Properties Company's Freedom Mine is a surface lignite mining operation utilizing large draglines, trucks and shovels, tractor-scrapers, and bulldozers to uncover a single coal seam. In 1989, a work order system was instituted to record data by equipment type, cost, productivity, and distance, and to provide historical information for planning the most efficient and economic use of each equipment type in the mining operation. This report explains how the work order system was initiated, what data is tracked, and how the data is utilized for equipment and project scheduling.

INTRODUCTION Mined underground chambers specifically designed for the purpose of storing liquefied petroleum gas (LPG) at ambient temperatures have been in use for over thirty years. The first caverns were developed by Warren Petroleum of Tulsa, Oklahoma, in 1948, for its plants in Texas. The basic concept of an LPG-storage cavern is to create a space in an impervious formation at a depth sufficiently below the water table so that if any movement of fluid occurs the ground water will enter rather than the gas escape from the cavern. In the past, the primary reason for LPG storage underground has been its attractive cost advantages over steel storage on the surface. At current prices the cost of storing 7.949 ML (50,000 barrels) would be equivalent, whether stored on the surface or underground; whereas 79.494 ML (500,000 barrels) of storage underground costs only one-fifth of surface storage. It is usually uneconomical to excavate less than 79.494 cu m (50,000 barrels) of storage space. The fixed costs - engineering, mainshaft and ventilation shaft - are a substantial part of the total cost, whereas the incremental costs for excavating additional storage are relatively low. Recent concern over the hazards posed by the handling and storage of LPG and liquefied natural gas (LNG) has led to a new interest in the underground storage of these gases. INTRODUCTION Caving offers the lowest cost per ton of any large-scale mining method, but its successful application demands an ore body that conforms to several rigid requirements. The deposit must be of wide areal extent, massive and not spotty in ore values, and insensitive to ore dilution. It must also be a rock mass that breaks up readily. There are only three active caving operations in the US-Climax, Henderson, and San Manuel-but caving methods have recently taken on new importance as deeper lower grade mineral occurrences and ore bodies are found. These deposits are too deep for surface min¬ing methods, and too low grade to support any type of underground mining except a bulk method such as caving. Announced discoveries or indications that may be amenable to caving include: Climax's Mt. Emmons molybdenum discovery in Colorado; Molycorp's Goat Hill molybdenum prospect in New Mexico; the Phelps Dodge molybdenum deposit in Beaver County, UT; Arizona copper occurrences such as Asarco's Sacaton, Hanna's Casa Grande, Noranda's Lakeshore, and Ken¬necott's Safford; Anaconda's suspected deep copper de¬posit in Butte, MT; Anaconda's Carr Fork, UT, deposit; and perhaps others. CAVABILITY'S ROLE IN FEASIBILITY STUDIES Caving is a system of underground mining which removes support from underneath an ore body. As a result, the rock mass fractures, fails, and flows vertically downward by gravity to be collected in previously ex¬cavated funnels. Types of ore that have been mined by caving include molybdenum, copper, iron, nickel, as¬bestos, and diamonds (Julin and Tobie, 1973). It is primarily a large-scale method, with production rates of more than 45 300 t/d (50,000 stpd) having been achieved. However, the initial capital investment before return is very high, often in the hundreds of millions of dollars. The cavability of an ore body or mineral occurrence is a critical item in the feasibility study of a proposed mine, not only from the point of overall minability, but from the point of impact on other costs such as blasting, loading, hauling, crushing, and grade recovered. Aside from the often-asked question of, "Will it or will it not cave?" the real questions are, "Can we afford to make it cave, carry the rock away, and extract the mineral?" The last is not a topic of this chapter, but the first two are. The cavability of an ore deposit or mineral occur¬rence is based on many things, but clearly, if a large enough area is undermined, any rock mass will cave. The result could be a violent collapse as occurred at Urad, CO (Kendrick, 1970), or perhaps the rock mass will cave beyond the ore boundary. Another unfavor¬able result could be ore blocks that are too large for the equipment and orepasses to handle without considerable secondary blasting. Weak rock with numerous fractures may produce a very fine ore when it caves, resulting in dilution and ground control problems. DETERMINING STRUCTURAL DOMAINS It has long been recognized that the geologic nature of an ore body is important to cavability (King, 1946). Such items as weak rock material, intensity of fractur¬ing, and severity of faulting all contribute to the success of a caving operation, and information regarding these is required as a minimum for the cavability determination. In practice, the rock mass-defined as the blocks of intact rock together with the intervening fractures, joints, faults, bedding planes, and other discontinuities-that contains the ore body, as well as the surrounding and overlying rock, must be examined in a systematic and detailed fashion. Surficial geology maps must be pre¬pared, exploration holes drilled, and core logged for en¬gineering information. The fracturing of the rock mass must be studied to ascertain the three-dimensional dis¬tribution of fractures and their characteristics, and faults must be located and described. The strength and other mechanical properties of the rock material, the fracture surfaces, and the fault filling materials must be tested and reported for later use by designers and planners. With this basic information and an understanding of the geologic setting, the rock mass can be divided into one or more structural domains which tend to behave similarly in response to engineering activities (Robertson and Piteau, 1970). One must keep in mind that the determination of the structural domains goes beyond the geologic units present. Several lithologic units may be lumped together, while a single lithologic unit can be divided into multiple domains. Major faults often form their own domain, and the direction of engineering ac¬tivity-for example, cave advance to the north rather than the south-may alter rock mass behavior, resulting in different domains. As an example of the detailed rock fracture map¬ping required for such studies, the structural domain determinations at the Climax mine (Kendorski, 1973) are shown in Fig. 1. The circles are Schmidt equal area projections of the three-dimensional attitudes of frac¬tures (Ramsay, 1967) mapped in detail at various rock exposures. The attitude of fractures is important to the cavability determination since it dictates the directional behavior of the rock mass as it fails, and determines the effectiveness of arching, keying, and rock block inter¬locking. Low-angle fractures must be present to allow movement of the rock in the vertical direction during undermining (Mahtab and Dixon, 1976); if low-angle planes of weakness are absent, the rock mass may arch with a keystone effect, rather than moving vertically downward.

The theoretical model based on fluid mechanics, in conjunction with the laser-Doppler velocimetry (LDV) measurements, elucidate the size-classification mechanisms in an industrial hydrocyclone. The model has no adjustable parameters and involves solving the Navier-Stokes equations to predict the liquid-phase velocities. The spatial-concentration gradients were determined considering the particle phase in the Lagrangian frame and the classification curve was determined by balancing the forces acting on the particle. The force balance requires liquid velocities, which in turn depend on the local volumetric concentration of the particles. Hence, complete modeling work involves coupling both the concentration and liquid-phase velocity calculations until convergence is reached. Finally, the experimental and predicted classification curves were presented for 250-mm hydrocyclone operating at high-percent solids.

Cyprus Gold NZ Ltd will be recovering residual cyanide from their CIT, operation in New Zealand. The process will use air to strip the cyanide from the acidified barren pulp. DSffi. Industrial Development, who were involved in the bench and pilot studies for Cyprus, have extended the concept to pregnant pulp. The stripping of pregnant pulp eliminates the substantial loss of cyanide through carbon catalysed oxidation during the adsorption stage. A 50% increase in cyanide recovery was obtained from an extensive laboratory investigation. The presence of a cyanide recovery circuit enables leaching to be conducted, without detriment, at pHs at least as low as 9, with consequential 50% reductions in the consumption of lime and sulphuric acid. There should be a small reduction in carbon consumption, and a significant improvement in the quality of the final effiuent, at least in terms of cyanide, cyanates, copper, zinc and sulphur. A small but significant increase in gold recovery can be expected too. There is a net economic advantage of NZ$1.20/tonne of ore by stripping pregnant rather than barren pulp.

Introduction For many major mining projects the time frame from initial planning to production can be measured in decades. Hecla's Silver Shaft project, scheduled to go into production by the end of this year, includes a complete surface facility, shaft with an ultimate depth of 2.4 km (7,700 ft), complete ore pass and loading pocket system, and 610 m (2,000 ft) of development drifting and stope preparation. The project was conceived in the fall of 1979, and the duration of a mere four years from conceptual engineering to production is testimony to what can be accomplished when a mining company and a contractor work as a team rather than developing into two warring camps, as often happens. The topic of the presentation will be the excavation of 25,000 IF, 11-foot 0-inch diameter, hard rock tunnel using a Robbins boring machine on the Terror Lake Hydroelectric Project on Kodiak Island, Alaska. This tunnel was completed on a tight construction schedule under some unusual conditions. The tunnel was mined through hard massive granite with faults and high water flows up to 7,000 GPM encountered at the heading in some areas. New innovations in equipment and cutter design were used.

In practice, geochemical analyses can be grouped in two broad categories according to their aim. Those that seek to determine the exact chemical composition of geological materials fall under the heading of assays, whereas applied geochemistry concerns itself with the detection of anomaly contrasts. Recent trends have blurred the distinction between both approaches for many users, as methods that were traditionally used for assays are being adopted in applied geochemistry and assays make increasing use of instrumental techniques. Nevertheless. it is important to keep a clear distinction between the two types of analyses because it has immediate practical consequences, cost is the most obvious, as well as fundamental implications. In the broadest terms, the goal of geochemistry is to strike an optimal balance between throughput and accuracy, at the lowest reasonable cost, while assays strive for accuracy. Traditionally, complete silicate analysis has been the concern of assayers whereas exploration geochemists have been more interested in base metal analyses where acid extractions of the elements, without dissolution of the silicate matrix, has been the norm. This kind of distinction is less realistic now, especially with the growth in lithogeochemical studies, and some overlap in methodology is unavoidable. However, where such overlaps occur the distinction remains in the emphasis of the work. A commonly used example is that although HF acid preparations are used by both, the emphasis in applied geochemistry is on sample throughput and batch analysis, whereas assayers are more concerned with the range of elements to be determined (Thompson and Walsh, 1983).

The cutting technology of these machines has been improved, so that harder material as well as wet and sticky materials can be cut with better results now. Especially the cutting drum design and more precise drum manufacturing process now allow production and equal tool wear over a long period. The better knowledge of rock parameters influencing the cuttability and cutting results allow higher production, less cutting tool wear and therefore reduced production costs.

The crust of the earth, together with its seas and its atmosphere, is the source of all of mankind's primary wealth. Indeed, most people think of precious metals and stones when they think of wealth mined from the earth, but the value of the material and energy goods derived from the earth far exceed the value of the precious metals and gem stones. Thus, it is obvious that all minerals which we mine from the ground represent new wealth--the copper, clay, or petroleum we mine just as much as the gold or silver. More and more, wealth is defined in terms of utility-not in terms of an arbitrarily established monetary value. The recent action of the OPEC nations in controlling the flow of petroleum has clearly demonstrated this to the petroleum-importing nations! There is developing in the United States, as well as in many other nations of the world, a concern for the future availability of many mineral-derived raw materials and of mineral fuels. Ore grades are diminishing, concern for the environment has placed restraints on commercial development of some mineral deposits and the processing facilities necessary to exploit them, and countries upon which we have relied for major mineral materials have become increasingly nationalistic, causing uncertainties in future supply and causing an increasingly alarming deficit in our nation's balance in trade.

Cyanide is one of the most used reagents in the precious metal extraction process; as well as the most efficient from the point of view of the dissolution process; but it is also a toxic product that requires a lot of care in handling. Likewise, the residual solutions of the process must be followed because they can be a risk of contamination of water, animals and human health. In the artisanal processes of obtaining gold and silver, neutralization of the residual solutions is used to passivate the present cyanide. During this process ammonium cyanate is formed which decomposes rapidly in the presence of air and sunlight in carbon dioxide and ammonia gas, contributing to the greenhouse effect. In this work the use of the ammonium cyanate obtained in the process of neutralization of the cyanide solutions as a reagent to obtain urea is proposed. Urea was obtained indirectly through the use of the reagent kit UREA/BUN-COLOR. The process is effective at pH ≤ 4.5 with a rapid increase in solution temperature, and addition of hydrogen peroxide. The urea crystals begin to form at 50°C. The cyanide / urea ratio obtained was 1 / 7.5 INTRODUCTION In the processes of extractive gold metallurgy, the use of cyanide leaching is perhaps the most widely used method worldwide; by the ease of operation, its low cost and high levels of precious metal recovery. However, neutralization, in most processing plants, is not done properly, and leftovers of solution with free cyanide are dumped in concentrations harmful to the environment, in particular animals and humans. Cyanide can enter surface water through releases from industries using cyanides. Due to its high toxicity, the presence of cyanide in water is a matter of great concern (Jawale et al., 2017). The pollution generated by the effluents from the leaching of gold ores is one of the main obstacles of social opposition presented by mining activity due to the impact of both surface and groundwater. During the cyanide decomposition process, a compound known as ammonium cyanate OCN(NH4), which is a raw material for the manufacture of urea, CO(NH2)2 is generated. In the case of good neutralization, cyanide is no longer a toxic compound through oxidizing reagents, but as a result, there is the generation and emission of ammonia and carbon dioxide into the atmosphere, generating both a greenhouse effect (Gómez, 2012). This is evidenced by the strong effervescence of the reaction, and a penetrating smell of ammonia, which can irritate respiratory mucous membranes and eyes; however because they are greenhouse gases they are considered pollutants.

In 1991, most industrialized countries, except for Germany, were in a recession or a period of reduced growth. The US economy, already in recession, suffered from mounting banking system losses and the uncertainty brought about by the Persian Gulf War. However, US and worldwide minerals exploration did not collapse as it did during the mid-1980s. Even though gold and base metal prices declined, prices were still above cash costs for most operations. This allowed the continuation of established exploration programs but sharply limited new initiatives. Exploration 1990-1991 Planned worldwide 1991 exploration expenditures declined by about 8% from 1990 levels, according to a survey of 153 companies by the Metals Economic Group (MEG). Canada was the leading exploration target with 23% of the total, followed by Australia and the US (19% each), South Africa (13%), Latin America (11%) and the South Pacific (7%). The remaining 8% was split evenly between Europe and the rest of Africa. In Latin America, Mexico and Chile are the most attractive countries for exploration. Recognizing the risks involved, the industry has been cautious about ventures in the former Soviet Union. Survey results also showed that while the majors expected to maintain exploration spending, smaller firms were cutting back or actively seeking farm-outs from the majors (personal communication, M. Wegener, MEG).

The high pressure grinding rolls (HPGR) is a relatively new technology which offers the potential benefits in energy savings, circuit simplicity and improved product characteristics in minerals processing applications. Over 300 machines are now operating world-wide, but most of these are used for grinding cement clinker, and relatively few are used in conventional mineral processing. One of the rea- sons for its current limited use in the minerals processing industry is that design, scale-up and flowsheet assessment procedures are seen to be relatively immature and untested. This has reduced confidence in the potential application of the technology. To help rectify this situation an industry funded research project was undertaken, one of whose aims was to develop and prove a mathematical model of the HPGR and a scale-up procedure. Data were collected from tests using laboratory, pilot and in one case a full scale unit (2.2m diameter). A range of feed types were tested including quartz, limestone, kimberlite, bauxite, iron ore and gold ore. These data were then used to develop models of the size reduction performance, power draw, throughput and operating gap for a wide range of pressures, feed sizes, and roll speeds. This paper describes the models that have been initially developed and illustrates their accuracy using some of these data.

Glamorous, burgeoning biotechnology and mundane industrial minerals would at first glance seem to share little in common, but in truth, modern biotechnology depends on many minerals. Biotechnical processes also can be used in industrial mineral extraction and processing. Biotechnology is broadly defined as the application of biological organisms, systems, or processes to manufacturing and service industries. Genetic engineering has reinvigorated one of mankind's oldest sciences, biotechnology, into a booming business. Many modern processes depend on microorganisms cultivated under very stringent conditions in bioreactors. Minerals from carbonate, sulfate, chloride, nitrate, phosphate, and silicate families are used to provide essential nutrients and to regulate growth conditions (such as pH) in order to assure optimal growth of organisms. Certain cells or enzymes perform better when immobilized upon or within solids, and minerals are often used to immobilize cells, especially in continuous process. Minerals are also used extensively in separating and purifying products of biotechnology. Diatomite, zeolites, and silica are especially useful in purification processes. Industrial minerals also are commonly used to clean up large volumes of process water that must be treated. Biotechnology can be employed in exploration, extraction, and processing of geologic materials and in reducing mining or other environmental problems through bioremediation. Microbes have been shown to solubilize certain elements and so promote extraction of heavy metals, phosphate, aluminum, potassium, and even rare earth elements. In a related technique, unwanted materials such as pyrite impurities can be leached microbially to produce cleaner products in sand and clay industries. Microbial actions can modify surface characteristics and so enhance certain ceramic properties. Certain organisms can accumulate useful elements from dilute sources; others can transform unusable chemical species to more useful forms. Deterioration of stone, concrete, and even glass or brick, can be accelerated by microorganisms. Control of such biodeterioration could improve long-term performance of industrial mineral products. Microbial processes have shown promise in improving several mine-related problems. Certain bacteria help remove clays from phosphate slimes and other suspensions. Others are used to degrade cyanide or other organic chemicals such as floatation aids. Cells immobilized on clays have been especially efficacious in bioremediation. Biotechnology industries, like the industrial minerals industries, encompass huge ranges of materials and processes. Costs of products from these industries range from pennies to thousands of dollars per unit, and their products are vital for maintaining modern life styles. Many biotechnical processes depend upon industrial minerals and certain biological processes can be harnessed to do useful tasks in the minerals field. The interplay of industrial minerals and biotechnology is important today, and as biotechnology advances, its interaction with the industrial minerals industry can only increase.

Capital resource budgeting is the means by which managers of publicly held companies fulfill their fiduciary responsibility to maximize the wealth of stockholders. Managers maximize shareholder wealth by allocating investment capital to the most productive of competing alternative projects in a manner that maximizes the net present value of the firm's future cash flow. The techniques of cash flow analysis are the primary tools available for selecting a corporate portfolio of projects that meets or exceeds the rate of return expected by shareholders. The reliability of cash flow analysis hinges on the ability of managers to forecast the future values of individual components. The accuracy and reliability of forecasting determine the soundness of capital investment decisions and, ultimately, determine the value of the firm. The present paper will explore tools for forecasting the spot market price of a commodity, silver, to demonstrate the difficulty and uncertainty involved in forecasting the future. The commodity price is only one of a number of components of the cash flow equation. Each component has a unique and uncertain future and must be individually analyzed and forecast to arrive at a robust cash flow model.

However, the advent of these types of technologies is likely to be resisted because of their uncertain potentials, and because they disrupt established routines and industry patterns. This paper reviews the case history of water jet coal cutting, and assesses its potential to become a major innovation within the next decade.
