A large portion of the public lands in the United States is managed by the U.S. Department of the Interior, Bureau of Land Management (BLM). Public lands administered by the BLM comprise about 39 per cent (270 million acres) of the entire Federal surface estate or about 1/8 of the surface of the United States. Most of this land, located in the 11 Western States, including Alaska, is available for mineral exploration and development. The BLM is a multiple-use land management agency responsible for the balanced management of the public lands and their resources. The BLM's task is to ensure the balanced and sustainable development of the public lands and resources. This task translates into the management of people and their use of the public resources. As a result, the BLM manages a diverse group of programs including recreation, range lands, timber lands, fish and wildlife habitat, watershed, wilderness, scientific, cultural, and historic properties, and most importantly for this paper, energy and mineral resources. The BLM has developed several new policies with respect to mining, including policies on inspection and enforcement, financial guarantees for reclamation, and the use of cyanide. The goal of these policies is to demonstrate to the American public that mineral exploration and development can be an integral part of sustainable development on public lands in an environmentally sound manner.

INTRODUCTION Safety must be a primary consideration in the design and construction of tunnels. Tunnel construction has historically been considered a high-risk business. During the construction of the 14.8 kilometer (9.25) mile St. Gotthard Tunnel in the Swiss Alps in the 1870s, 310 lives were lost and another 877 workers permanently disabled. In more recent days, two tunnel construction accidents in 1971, one in Michigan and one in California, claimed the lives of 38 workers. Prior to 1971, most regulations governing safety in tunnel construction were developed by the U.S. Bureau of Mines. These included a 1941 Bulletin 439, "Some Essential Safety Factors for Tunneling" and a 1968 Bulletin 644 which updated Bulletin 439. In 1970, the United States passed the Occupational Health and Safety Act (OSHA) which became effective in early 1971. That act covered all sorts of workplace activities including Tunnels and Shafts in 29 CFR 1926.800. In 1989, a revised and renamed 29 CFR 1926.800 was issued for Underground Construction. Some of the changes introduced in this rule were the outgrowth of improvements made in the California and Michigan codes after the 1971 accidents. These new regulations are the "Rules to Live By" for tunnel construction in the United States and are generally accepted as appropriate for tunnel construction throughout the world.

Sandsloot open pit is situated on the northern limb of the Bushveld Complex, 250 km north east of Johannesburg, South Africa. Sandsloot is currently the largest open pit platinum mine in the world and is one of six potential open pits in the area. The geotechnical strength properties of the Platreef have posed significant mining and processing challenges to the PPRust operation since inception in 1992. In order to optimise the whole business as opposed to isolated cost centres a mine to mill initiative was embarked upon in 1997. Initial work focussed on ore characterisation and an entire suite of data was collected for each rock type. This included mineralogy, geochemistry, geotechnical, blastability indices as well as metallurgical strength data. The second phase involved the clear definition of customer requirements, namely the optimum performance criteria for the plant and mining departments. This involved extensive field trials and data capture to measure the interaction and influence of the mine to mill value chain. Once the design targets were defined a 3D geotechnical model was constructed to ensure that the targets were consistently achieved. The model is very similar to an ore reserve model however it is populated with geotechnical, metallurgical and blast index data. Through software queries the appropriate blast powder factor for each mining block can be obtained thereby ensuring the correct fragmentation is blasted for the plant and mining operation. The initiative has delivered significant results showing improvements across the mine to mill value chain. These include increased loading rates, reduced electricity and crushing consumables as well as higher plant throughput. Additionally, the initiative has benefited both Brownfield and Greenfield projects on the PPRust operation.

In many cases, substantial time may elapse between the exploration stage and a serious detailed planning stage which has the objective of putting a mineral property into production. This is always true where properties change ownership and new partners are brought in for joint venture situations. Such conditions make it imperative that the recording of complete and accurate geological data for the property is done during the active part of the exploration phase and accomplished by competent geologists and engineers. This work should not be left to helpers and technicians. Furthermore, it should not have to be redone years after the actual drilling was accomplished, when either those involved have parted company or those present have lost the touch and feel of their part of the exploration program and must rely on a memory sketchy in detail, at the best. All of this emphasizes the importance of thorough geological evaluation and reporting during the exploration program. To evaluate and comment on the application of geological data by a mine planning department, we must assume (1) that sufficient diamond drill holes have outlined the existence of a potentially economic ore deposit, and (2) that the next step is to obtain the required information to allow a detailed feasibility study. This paper will comment on: 1. what types of geological information are required, 2. how it can be obtained, and 3. comments on the application of this information by the mine planners.

Auriferous sulfide ores often contain very finely disseminated gold and other precious metal particles inside the sulfide crystals. The encapsulation of precious metal particles gives rise to the refractory nature of such ores to current extraction methods. As a result, these fractions are frequently lost in the tailings. The purpose of this work was to investigate the feasibility of pretreating these refractory tailings with bioleaching before employing standard extraction techniques such as cyanidation. Leadville gold ore tailings containing auriferous pyrite were first concentrated by froth flotation. The pyrite concentrate was treated for different periods of time with 12 weeks adapted thiobacillus ferrooxidans before cyanide leaching. The bioleaching of the concentrate before cyanide leaching increased the gold extraction from 32% to 95% and that of silver from 48% to more than 98%.

In this paper, numerical approximation schemes, for solution of the mass transfer problem in mine ventilation have been developed by using three implicit finite difference schemes. Results from these schemes have been compared with the analytical solution for spatial and time increments, using the concept of Root Mean Square error. For implicit finite difference schemes, in general, the modified central difference scheme is better than the two other schemes at lower velocity. Also, at lower air velocities, implicit schemes underpredicted the concentration values. At higher air velocities, the Crank-Nicholson and Laasonen schemes provided better results than the Modified Central Difference scheme.

The Japanese iron and steel industry has been developed remarkably, supported by the increase of steel demand. In particular, progress in various technical aspects of the ironmaking process, including burden materials, equipment, and operation has greatly contributed to the increase in productivity and the reduction of the fuel rate in blast furnaces. With the recent rise in the price of petroleum, the conversion of the energy source from oil to coke has resulted in a temporary increase in the fuel rate of blast furnaces.

A system for the on-stream X-ray diffractometric determination of mineral phases in slurries was developed in response to the mining industry's need for process control during the beneficiation of industrial minerals. The instrumentation for and results from testwork conducted at a phosphate rock beneficiation plant in Florida are discussed. Results show that the concentrations of the minerals apatite (var. francolite) and quartz can be accurately determined every few minutes, so that adjustments to the flotation circuit can be timeously executed from the control room. The on-stream measurements can ultimately be integrated into an automated plant control strategy. Estimates of savings on reagent and staffing costs, as well as the benefits from consistent grades and greater recoveries, have shown that the investment in such a system could often be recovered in less than a year.

The conversion to the use of commercial grade ammonium nitrate (CGAN) for use in blasting at the Utah Copper Pit of the Kennecott Copper Corporation has presented unique problems for the Drilling and Blasting Department, In order to better understand these problems, a' picture of the Bingham Pit might be helpful. Some quarter of a million tons of ore and waste must be blasted daily in order to keep thirty-eight electric shovels operating. All material is blasted by "toe holes" of 24 to 28 feet in depth, drilled from prepared drill grades and sloped so as to bottom approximately 5 feet below the bench level. Horizontal spacing of these holes averages 22 feet, with exceptions being made where faults occur in the bank. These "toe holes" are drilled by 4-inch drifter machines, mounted on self-contained mobile drill units using .3-inch starter bits and bottoming at a minimum of 2 1/2 inches in diameter, "Toe-hole" drilling amounts to about two-thirds of the total drilling. In the higher bank sections of the Mine and wherever necessary, single rows of "down holes" are drilled to 28 feet in depth and spaced, on the average 23 feet apart. These holes are also drilled by a mobile drill. "Down hole" drilling amounts to about one-third of the total drilling.

The scale-dependent hydraulic properties in a fractured porphyry copper oxide deposit are investigated for relevance to in situ leach mine (ISLM) design. In most well field designs, mine operators assume that hydraulic properties represent a continuous spatial function, or continuum. The problem, however, is that the representative elemental volume, the volume over which hydraulic properties are described as a continuum, is a domain (if it exists) that occurs between end members representing varying degrees of heterogeneity. At the Cyprus Cas a Grande mine, transmissivity fluctuations are spatially correlated suggesting that at the scale of ISLM, the hydraulic process is heterogeneous and a typical continuum representation is inappropriate for design. Alternatively, a conditional stochastic approach using the simulated annealing (SA) technique is deemed useful for the imaging of heterogeneous hydraulic properties. Specifically, SA preserves transmissivity extremes and spatial complexity, both necessary for accurate conditioning of a flow simulator. Also, the stochastic continuum approach provides an avenue whereby uncertainty (or risk) may be addressed. Currently, the SA weaknesses are that it is computationally time consuming, and uncertainty may increase when simulating under conditions of statistical isotropy. Recognizing that ISLM exerts a dynamic influence on hydraulic properties with time, the mine design should be reevaluated at intervals throughout the evolution of the leaching process.

The use of a woven wire-mesh screen as part of a flooded-bed dust-scrubbing system is very popular in the underground coal mining industry. It is used in combination with a demister (mist eliminator) to remove dust from the dust-laden air. A study was conducted to measure the pressure drop across a flooded-bed wire-mesh screen at different airflow rates in onephase (dry) and two-phase (wet) conditions. Two empirical relationships between pressure drop and air velocity were developed for dry and wet conditions, respectively. In both cases, the form of the empirical relationships was found to be similar to relationships given by Sabri Ergun for high velocity non-Darcy single and multi-phase flow through porous media. The experiments were repeated on a reduced-scale model of the wire-mesh screen, and the pressure-velocity relationships obtained from the full-scale prototype experiments were tested. The test results show validation of the full-scale empirical formulas on the small-scale model with an insignificant variation. This paper presents the empirical equations for pressure drop across the wire-mesh screen in dry and wet conditions. Researchers can use these equations as a tool to predict total pressure drops for wire-mesh screens of different scale sizes.

Rotary Percussion drilling has shown great improvement over rotary drilling, when hard roof is encountered. In addition, Rotary Percussion drills have eliminated the need for air drills in many applications. Improved drilling rates have been achieved but roof bolting is still a bottleneck in many operations and the demand for further improvement will continue. Drilling rates beyond current performance is limited by the capabilities of existing drill steels and bits to resist increased horsepower input. The most apparent immediate solution to improved drilling is to increase the strength and rigidity of the drill steels. Drilling experience indicates that a l-1/2" diameter or 1-5/8" diameter hole can be drilled as rapidly or 'more rapidly than the standard 1-3/8" diameter hole. Greater torque and thrust capacities can be achieved through the use of larger O. D. and I. D, steels, however, this is only possible if the larger hole sizes can be made allowable. Large diameter anchorage shells can be made available at a slight extra cost.

Analysis of the structure of the benthic macroinvertebrate community, consisting of the number of taxa and the relative distribution of total numbers, is a routine method of assessing the ecological quality of streams. Various multivariate statistical techniques, which assess the structural variability of the benthic macroinvertebrate community and the relationship of that variability with natural and anthropogenic environmental variables, have utility in separation of the various physical and chemical factors associated with impact. Multivariate methodology, while computationally complex is statistically rigorous and better integrates physical, chemical, and biological data for more synthetic interpretation. Using the multivariate analysis technique, canonical correspondence analysis, we have analyzed a number of sites in the upper Boulder River Basin, Montana to determine which are the important environmental variables associated with variation in community structure. The results of this analysis an integrated with more traditional analysis of community structure and incorporated in a risk analysis for the mediation of abandoned mines and mill sites within the watershed.

Two weathering procedures are being developed by the Acid Drainage Technology Initiative in cooperation with federal agencies(OSM and EPA). Objects are to: (1) standardize existing humidity cell and leaching column procedures; (2) improve test methods by maintaining a carbon dioxide enriched environment needed to optimize carbonate mineral dissolution, and quantifying particle size variables to evaluate reaction kinetics, and (3) provide flexibility in test method implementation consistent with EPA guidelines for Performance-Based Measurement Systems. Preliminary results indicate the CO2enriched leaching environments produce alkalinities that are similar to field observations and greater than the tests run under atmospheric PCO2. Leaching columns produce higher alkalinity than humidity cells.

In order to be able to design an adequate mine ventilation system it is necessary to understand how pollutant masses disperse into turbulent ventilation air streams. The mixing of gases and dusts with ventilating air, and dispersion of these pollutants in mine airways, are important flow or transfer problems. For the solution of such problems, the finite difference technique is often used. In this paper, numerical approximation schemes for the solution of the mass transfer problem have been developed using several explicit finite difference schemes. Results from these schemes have been compared with the analytical solution for spatial and time increments using the concept of Root Mean Square error. The comparison of various schemes reveals that the explicit finite difference schemes analyzed here give more accurate results at lower velocities, though the results are dependent on the spatial and time steps considered. At higher velocities the schemes tends to oscillate about the analytical solution. INTRODUCTION In mining, most of the mine air pollutants, such as respirable dust, methane, blasting fumes and diesel exhaust, are produced at the mine face and in haulageways. Injection of any of these pollutants in the mine ventilating air causes disturbances of the equilibrium state of the pollutant concentration of the ventilating air. The mixing of these gases and dusts with the ventilating air are typical examples of mass transfer processes. Pollutants are diluted by the stream of ventilating air flow along airways and discharged into the outside atmosphere of the mine through a return shaft. The dispersions of these pollutants in mine airways are important flow or transfer problems. Knowledge about pollutant sources, emission and transport of these pollutants are essential for ventilation planning and design to ensure good engineering control over air quality, quantity, and environmental conditions. Modeling of mass transfer phenomena in mine ventilation is largely based on extensive studies of turbulent dispersion in wind tunnels and the lower atmosphere of the earth. The general approach in the formulation of models lies in the recognition that these mass transfer phenomena can be conceptualized as a flow problem that can be solved by the general application of Taylor's theory (1954) of turbulent flow and diffusion with modification appropriate static and dynamic parameters. If the face zone is initially contaminated by a pollutant over a long section (e.g. instantaneous exposure of large gas accumulation, rapid methane release etc.), the process of decontaminating the mine workings can be regarded as displacement and diffusion of the tailing edge of the cloud of contaminates in the form of a semi-infinite gas body, for which a one-dimensional mass transfer equation is represented by: [at + u • ax = Ex ex2 + f (x,t)(1.1)] In Eq. (1.1), the term [~~] is the rate of growth of the concentration in the differential element, while a [(5xx )] is the net gain of material due to convective transfer. The two terms balance the total loss of material due to turbulent dispersion that is represented by [Ex . 21] and f(x,t), the source term for the pollutant in the roadway. Several cases of mass transfer that occur in mining can be identified and modelled using the conservative volume element method. The governing equation, along with the associated boundary and initial conditions, source terms and their solutions are detailed elsewhere (Bandopadhyay and Ramani, 1988, Devala, 1989). Only one mass transfer situation is presented (Figure 1) here for the present analysis. Accident prevention can be portrayed as a science that deals with facts and natural phenomena and must be dealt with in the same manner as any other operating problem. Safety at the Copper Queen Branch dates back to 1913 when a Safety Organization was started and rules formulated for underground mining. Since then the mining industry has made substantial progress in the elimination of accidents and when the Lavender Pit was started in 1951, it adopted the general plan in use at all Phelps Dodge properties. Strip mine reclamation Fs the process of restoring the land affected by the mining process to its most productive use. This can be timber production, pasture, crop land, wildlife and/or recreational use. The mining companies must determine, through the advice of their technicians, what the most advantageous use of the land will be. If the Company does not own the surface, the owner or owners must be contacted to determine their desires as to how the land should be reclaimed. Many times, in making the plans to restore an area with vegetative cover, the watershed and the quality of the water in the area is overlooked. The water itself must be an integral part of the reclamation plan. Many lakes and/or pits can be created with proper planning. In areas in the Midwest, where lakes are a scarcity, these strip mine lakes can become storage reservoirs for large amounts of water, They can help control runoff and low flow augmentation. The strip mining operation will affect the watershed regardless of whether a reclamation plan in made or not. It is up to the reclamation technician to see that the plan benefits the watershed instead of affecting it adversely. This can be done during the operation by intercepting the water before Pt enters the active pit. Diversion ditches above the highwall will handle the runoff water from the watershed. Water that does gain entry into the pit should be removed as quickly as possible. If the rules and regulations adopted by the Ohio River Valley Sanitation Commission in Resolution 5-60 are followed, water encountered during the operation can be handled with little or no adverse effect to the receiving watershed.

INTRODUCTION In 1979 the Committee on Radiological Protection and Public Health of the Nuclear Energy Agency (OECD) defined a programme of work needed to improve radon dosimetry and monitoring. A Group of Experts in this field was established by the NEA and at the first meeting of the Group the authors were designated an initial task with the following terms of reference:- To review dosimetry of radon, thoron and their daughters, and in particular:- - to examine analytical models for the assessment of dose to individuals who are exposed to aerosol mixtures of these nuclides; - to examine the state of knowledge of the characteristics of aerosol mixtures of these nuclides and other factors that influence the dose to the lung, and identify those parameters which should be measured for dosimetric purposes in radiological surveillance programmes; - to identify areas where further study or research are needed. In this presentation we attempt to examine, with these objectives, the relationship between exposure to radon and thoron daughter aerosols expressed in terms of the working level month l (WLM), or its SI equivalent, and dose accumulated by sensitive tissues of the lower respiratory tract. Over the past two decades many attempts have been made to calculate the lung dose equivalent to l WLM exposure in mine atmospheres, usually in terms of the maximum dose to basal cells in a small part of the bronchial tree. The calculations have employed variously detailed models of airway anatomy, aerosol deposition, ciliary clearance and dosimetry of tissue at the bronchial surface, and are well reviewed elsewhere (Walsh, 1970; UNSCEAR, 1977; Jacobi, 1977; Fry, 1977). They agree in the conclusion that basal cells in segmental bronchi (between about the third and fifth bronchial generations) receive the highest dose, although estimates of this dose differ by more than an order of magnitude, ranging from about 0.2 to 12 rads per WLM (2 mGy to 120 mGy). The most critical parameters of these models are the assumed depths of basal cells below the bronchial surface and the fraction of the WL carried by free ions. When more realistic values of these parameters are substituted (Jacobi, 1977), the dispersion in calculated maximum doses to basal cells is reduced to give a much smaller range from about 0.3 to 1 rad/WLM (3 to 10 mGy/WLM). The parameters and methods employed in these various models, however, remain too diverse to infer the sensitivity of the dose conversion to practical variations in aerosol characteristics and the additional factors determining lung deposition and clearance. We have therefore taken the approach of developing newer models (Jacobi and Eisfeld, 1980; James et al, 1980) that can encompass the range of available experimental data on the physical and biological behaviour of radon and thoron daughters and also accommodate the different interpretations that can be put upon them. An in situ leaching geochemical simulator consisting of flow, mass transport, and graphics support programs has been developed. Two dimensional flow in heterogeneous porous media is modeled using a semi-analytic boundary integral technique. This method involves mapping streamlines to straight line segments in the complex potential plane. Leachant concentration and mineral values are modeled in this plane using the (one dimensional) potential coordinates. A fully implicit finite difference scheme is used to solve the resulting coupled system of four concentration equations. Graphical representations of streamline patterns, concentration histories, profiles and recovery curves are generated. An application of the model to uranium leaching in a heterogeneous aquifer and ore zone setting is presented.
