It is shown that the safety factor as calculated traditionally by use of the tributary-area theory is not valid for high-extraction methods of coal mining. An alternative approach is suggested in which the pillar loads are calculated more realistically for the period during which pillar extraction is in progress. This safety factor, which is known as the Extraction Safety Factor (ESF), can be used in determining the effects of strong layers in the overburden on pillar sizes.

SYNOPSIS This paper demonstrates that the horizontal stresses induced by the creation of a tabular scope in a single mining step are always tensile at the centre of the stope span, but that compressive stresses are actively generated in hangingwalls and footwalls during sequential mining. A stress-distribution mechanism is introduced, and is used to explain the results for elastic behaviour, and for inelastic behaviour both during a single mining step and during multiple mining steps.

The coal-preparation techniques used in South Africa over the past ten years are reviewed, the term preparation being taken to refer to processes involving beneficiation techniques. The success of the preparation methods adopted can be gauged from the fact that, although South African coals are generally of a fairly low quality, the country is producing coals both that are used locally for the raising of steam and for metallurgical purposes, and that compete successfully on world export markets.

The paper identifies two zones in a Leeds flotation cell. The ratio (13)of the dissipative forces and the interfacial tension force acting on a bubble and a solid particle are shown mathematically to be proportional to the square of the particle diameter for the quiescent zone and inversely proportional to the particle diameter for the turbulent zone. To locate the range of operation, correlations were established for the bubble diameter through photography and bubble counts. 13was found to be fairly constant in the particle size range 38 to 150 ",m, and the level of turbulence unlikely to affect the bubble-particle attachment and hence the beneficiation efficiency. This was verified in a series of flotation runs with a standard Leeds cell and a modified cell of twice the height to increase the capacity of the quiescent zone. A series of tests on the size range 300 to 600 ",m showed that the turbulence level had a marked effect on the cell performance through a relative improvement in the beneficiation efficiency due to the increased height of the cell. To identify the significant variables in the size range 38 to 150 ",m, a factorial design was carried out. Promoter dosage and particle size were found to be significant, aeration rate and impeler speed being insignificant at the 95 per cent confidence level. Multiple regression correlations were established for the recovery of organic material, mineral rejection, and beneficiation efficiency.

ABSTRACT The recently introduced concept of negative taxation complicates estimation of the distributable profit of certain South African gold mines, and an assisted mine could operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. A simple diagram is presented from which the approximate working profit or loss, taxation payable or tax credit received, and the distributable profit of an assisted mine can be estimated directly for any combination of the four main variable operational factors: tonnage milled, recovery grade, unit cost and capital expenditure. INTRODUCTION The effects on the working profits of South African Gold mines caused by changes in unit working costs, recovery grade, tonnage milled and capital expenditure are readily estimated. For normal tax- and lease-paying mines the distributable profit is related to the working profit and the latter is a commonly accepted comparative measure of the profitability of an operation. However, the recently introduced concept of State assistance in the form of negative taxation1, i.e. a tax credit, for mines with a life of less than eight years complicates such estimates. A requirement of State assistance is that an assisted mine must lower its normal pay limit by 16 to 20 per cent, and it will be possible for a mine to operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. In the case of an assisted mine it is therefore necessary for management to judge the effects of changes in unit costs, grade, etc., in terms of distributable profit instead of working profit. This will require repeated calculation of tax to be paid or tax credits that will be received under the numerous possible combinations of the four main variable factors. However, with the aid of the diagram illustrated in Fig. 1, it is possible to assess at a glance the practical effect of these variables on the distributable profit of an operation not subject to tax on the normal formula, or small mine formula, with sufficient accuracy to decide whether a detailed analysis is required. USE OF THE DIAGRAM From the central point 'X' in Fig. 1, a range of tonnages milled per annum has been plotted along the north-bearing axis, a series of costs per ton milled in the northwestern quadrant, recovery grades in the northeastern quadrant, and capital expenditures in the southwestern quadrant. Starting from the tonnage milled per annum, a line is drawn east and west across the two northern quadrants up to the points where it reaches the desired cost- and grade-lines. From these points two north-south lines are drawn into the southern quadrants. A further line is drawn to the east from the point where the western north-south line crosses the desired capital expenditure. Nuclear waste should be disposed with the best warranty for the national health and welfare. Among the several repository systems, the deep underground disposal is considered to be a most suitable system in Korean peninsula. However it demands basically the comprehensive stability analysis such as the behaviour of discontinuities in rock mass, the behaviour of ground water, and the reaction of rock stress according to the heat from the nuclear waste. For these purposes, the underground nuclear waste disposal repository was simulated in two- and three- dimensions. It shows that emphasis will be given to the thermal conductivity of discontinuities and the thermal convection of ground water as well as the thermal stress generated by the nuclear waste for design and construction of repository system, and they should be obtained from the field measurements. Parmi les plusieurs systèmes de dépôt, la disposition en souterrin profond est considérée au système le plus approprié en Corée. Introductory remarks by author When Mr R. C. J. Goode suggested preparation of a paper in the area of manpower utilization in South Africa, I was, while keen to accept his invitation, somewhat hesitant for two reasons. Firstly, I recognized the great difficulty of making a factual contribution, because of the lack of really relevant statistical information available, the fact that much of it is out of date, and the difficulty of researching and co-ordinating it and of evaluating a statistically sound resultant viewpoint. Experience in the actual preparation of this paper has done nothing to change my view in this respect. Secondly, it is obvious that a paper presented to a meeting of this Institute, by a member of it, would be expected to devote considerable attention to the subject in the mining industry. I am not directly employed by the mining industry, although my company has carried out extensive assignments for various sectors of it both in this country and in other parts of the world, since the 1939-45 war. I am more conscious than most of the tremendous technical and managerial skills at the disposal of the industry in this country, and consequently am equally conscious of the hazards of publishing facts and figures which might be taken to indicate any criticism of performance. I am aware that some of the information that I am about to present may indeed generate comment, and possibly even critical comment. I would like to be regarded therefore in presenting this information, as a member of the group, rather than an external critic. Under these circumstances, comment can only be constructive, and this is my earnest hope. The contribution of my paper, if contribution there is, will I hope be in the area of assessing labour productivity in mining, and in secondary industry in such a way that the performance of each against its own past results is comparable. This task has not for the present been to my knowledge attempted, and in advance I wish to take out authors' insurance against legitimate criticism from professional economists and others, by stating that I am well aware of possible short-comings in the arguments. Nevertheless I believe that under the circumstances I have, with the important assistance of several people, been able to take the subject further than has been the case in the past. Finally, I have related productivity in the mining industry and in secondary industry to a target of productivity in the Republic of South Africa. I was fortunate recently in being able to attend a series of lectures by a prominent economist in America. He introduced his subject by calling it 'A broad survey of macro-economics'. Perhaps I might be permitted to describe my paper, in the same idiom, as 'The macro-management of labour'.

The past ten years or so have seen many changes in the methods and approach adopted for projects in the metallurgical and mining industry in South Africa. These changes have led to an increased use by operating companies of the project and construction management services offered by engineering contracting companies. For a variety of reasons, this development has been slower in the metallurgical industry than in other areas of production, but that industry is also now showing an increasing trend in this direction.

The five papers would cover a wide range of topics within a general theme of exploration analysis, and it would be appropriate, therefore, to present the. papers as representing a sequential information-gathering process, namely, (i)geochemical and geophysical types of surveying for the location and identification of anomalous zones, (ii) tren¬ching and drilling of the anomalous zones found, and (iii) further refinement of the data for ore reserve calculations and production planning.The first paper, which was presented by Dr W. A. Hodgson, dealt with the optimum spacing between soil sample traverses conducted during geochemical prospecting. The theme of the paper was that the critical sampling interval should be based on the concept of element continuity, and that this interval could be determined by means of a correlogram. Ensuing discussion concerned the probability of the method, designed for areas where dispersion was high, working in localities where dispersion was either low or virtually non-existent. In the latter eases, specific orientation surveys for varying topographic, climatic and geological conditions would possibly be more useful than the preparation of correlograms. A further suggestion was made that cost versus risk should be taken into consideration when deciding upon the spacing between traverses. A balance could be struck by mathematical optimization. If the exploration budget was fixed, then the variance of risk could be minimized.The second paper was a short contribution by Mr C. J. Lenz. Computer-based plotting and evaluation of geochemical prospecting results were carried out because the low cost of analysis in Rhodesia permitted very large volumes of data to be accumulated in mass-coverage operations. Anomalous areas were demarcated within different environments by selecting probability or population boundary values from frequency distributions. In the short discussion which took place it was debated whether the method should be used only in the early high-risk stages of geochemical exploration and whether the introduction of geological bias could influence the actual results of an exploration program."

The paper describes how a multivariable control scheme was developed and implemented for the run-of-mine milling circuit at a gold mine belonging to Vaal Reefs Exploration & Mining Company Limited. The key variables that are controlled are slurry level in the sump, mass of material in the mil, and product size. The control scheme has resulted in reliable control of the dynamics of the plant, and has provided a good basis for the optimization of plant operation by the selection of suitable set Points.

The induced elastic stresses in the sidewalls of gold-mining tunnels at a depth of 4000 m in the Witwatersrand exceed the peak compressive strength of even the best-quality quartzite rocks. Laboratory tests measuring post-yield stress versus strain response show that brittle fracture occurs, followed by a loss in strength associated with strain-softening behaviour. Numerical modeling based on an assumed Mohr-Coulomb criterion fitted to the test results shows that large ongoing deformations of the sidewall occur, leading to total tunnel failure without adequate support. A methodology is presented to enable a quick assessment to be made of support requirements in terms of ground characteristic curves for numerically derived pressure versus displacement. From these curves, estimates can be made of the force levels for cable bolting and of the thickness and strength requirements for shotcrete linings. As an example of its application, the methodology is used in a comparison of the relative stability efficiencies of a square-shaped tunnel and a horizontal ellipse-shaped tunnel.

Petrographic analyses of coal rank and maceral-group composition are widely used in the characterization of coal. This paper describes the use of an image analyser (IBAS Kontron) for fuly automated measurements of the rank and maceral groups of seam coals. The rank is then derived from reflectance histograms, or 'fingerprints', of coal reflectance distributions (being expressed as the mean random reflectance of vitrinite). The volume proportions of the maceral groups are calculated from the histograms. The results obtained with the IBAS were generally in agreement with those obtained by conventional methods of reflectance measurement and point-count analysis. However, the results were inconsistent for coals with a bimodal character or a wide V-class distribution. The rank of the analysed coals ranged from 0,50 to 1,10 per cent mean random reflectance. The lowest reflectance that can be analysed with the IBAS is 0,4 per cent. The speed, objectiveness, and repeatability of this technique make it exceptionally suitable for use in the quality control of large numbers of samples.

From 19 November 1996, South African companies will be able to manage the impact their activities have on the environment in terms of international standards. The establishment of a registration scheme for environmental management systems was formally announced by the South African Bureau of Standards (SABS) (19 November 1996). At a function held at the SABS head office in Pretoria, Dr Jean du Plessis, President of the SABS, announced the launch of the SABS ISO 14001 registration scheme which is based upon ISO 14001, 'the internationally recognized yardstick for environmental management'.

Various methods for the beneficiation of minus 0,5 mm coal are examined briefly, and tests are described on a cyclone of 150 mm diameter operating with magnetite as the medium. It was found that, for sharp separations, at least 50 per cent of the magnetite should be finer than 1Oµm. At that size, the ash content of the product was about 7 per cent at yields of 59 to 64 per cent, and the loss of medium was reasonable (about I kg per ton of fines treated).

Additions of boron have been found to increase the hot workability of stainless steels. Boron forms complex chromium-iron borides, primarily at grain boundaries but also on delta-ferite stringers. This paper describes how a nuclear technique based on the track-etch method was used to distinguish between borides and chromium carbides on grain boundaries and to investigate the distribution of boron in stainless steels. The method was found to be sensitive for boron, and made it possible for boron precipitates to be identified on grain boundaries and interphase boundaries.
