Writen contribution by J.F.Curtls The subject mater of the paper is interesting in that, instead of 'numerical modeling based on elastic theory' being used for the prediction of energy release rate (ERR) in relation to various types of stope support, including backfil, use is made of stresses in the backfil in an atempt to corect the numerical modeling. Authors' reply to J. F. Curtis We thank Mr Curtis for his contribution to our paper. First of al, it should be emphasized that the object of the paper is not to address the validity of ERR as a tool for the assessment of seismic events or rockbursts, but to determine an in situ modulus for the rockmass with the aid of backfil measurements. Stacey Although the authors of the above-mentioned paper have presented some good and interesting information, the title of the paper, and the recommendation that such an in situ modulis should be used for calculations of energy release rate (ERR), are viewed with some concern. "The behaviour of employees is an essential issue in the field of occupational health and safety. Safe behaviour is to a large extent determined by, apart from motivation and preventive actions, an employee’s attitude towards hazard. Thus, attention should be given to defining employees’ attitudes, and following that, to the possibility of correcting and shaping these attitudes in relation to hazard and obeying occupational health and safety regulations. The authors have focused on the analysis of employee attitudes to health and safety regulations in Polish coal mining companies, taking into consideration earlier research on the behaviour of selected employees. The paper presents the methods used to identify Z-type (passive) behaviour. Next, this behaviour is analysed to identify differences between a Z-type employee (enslaved) and other employees. To conclude, the paper presents a list of possible motivational tools that may be used to encourage occupational health and safety in Z-type employees. IntroductionThe technical state of equipment and conditions in the workplace greatly influence occupational safety. However, the deciding factor influencing the rate of accidents in the workplace is the frequency with which employees practise risky behaviour. Factors such as the social conditioning of conduct and motivation for organizing safe work conditions have been included in the notion of creating a positive culture of work safety. This notion has been approved as one of the main goals in management (Studenski, 1996).Safe behaviour is to a large extent, apart from motivation and preventive actions, determined by an employee’s attitude towards hazard. All actions undertaken in the field of occupational health and safety, including training, motivational systems, or imitation of behaviour resulting from a high culture of occupational safety in a given work environment, will not bring about the desire effects if workers have an inappropriate attitude towards occupational health and safety regulations."

The ability of soils to retain and hold cations is called the cation exchange capacity (CEC). Adsorbed cations, however, can be replaced by other cations through the process of cation exchange. Heavy mineral deposits contain a significant portion of slimes including the very fine clay minerals. In most circuits the slimes fraction hampers efficiency and has to be removed during early stages of the process. Being a nonvaluable process stream, the processing of the slimes is a costly exercise. In thickening applications it might be possible to manipulate the ability of clay minerals to retain and hold positively charged cations in order to optimize flocculation and therefore reduce flocculation costs. The CEC value of the slimes could be a measure of this possibility. To investigate this hypothesis, different slimes samples were characterized for size, chemical composition and clay minerals present. The CEC value of each sample was determined and explained in terms of the mineral phases present. Settling tests were conducted and an attempt was made to explain the CEC characteristics of the clay minerals in terms of settling rate. The scope of this investigation was to test the hypothesis and should not be seen as an in-depth study of the subject matter. A greater number of samples and detailed analyses to identify and quantify minerals and phases present would be required to investigate further the relationships between clay minerals in the deposit, CEC and settling rates. Location and geological setting Exxaro KZN Sands is mining a heavy minerals deposit at Hillendale mine located at Richards Bay, South Africa. The orebody consist of a dune some 8 km inland from the coast to the north of eSikhawini. A geological synopsis undertaken by Botha1 concluded that the Hillendale mining area represents a coastal dune sequence that accumulated north of the Tugela River. The northward movement of sediment by long shore drift currents result in a high sand budget on the beaches north of the river youth and is the dominant contributing factor to the accretion of the coastline and development of parallel dune systems along the coastal zone in this area. Beach swash zone processes and enrichment of the fine sand fraction occurs during wind transport off the beach by ascending parabolic dunes that form the coastal barrier dunes. This process results in heavy mineral concentration on the windward dune face and localized enrichment parallel to the dune forms. The aeolian sedimentary facies processes result in the primary concentration of higher grades in the upper silt-enriched reddish brown horizons of the profile. The synopsis by Botha1 further showed that an additional component of heavy mineral concentration can be ascribed to the post-depositional relative enrichment of heavy minerals due to weathering. Therefore, it is likely that the Hillendale orebody protolith was pedogenically weathered to form the homogeneous, silt-enriched, clayey reddish brown to dark red, palaeosol profile that grades downwards into yellowish brown, less clay-enriched sand. Slimes characterization Samples The Hillendale orebody was divided into geochemically discretized zones based on the concentration of ilmenite and other specific minerals and/or phases. Six composite samples were made up from exploration samples taken from Zone 9, Zone 11 and Zone 12. The red and orange horizons within these composite samples were separated and test samples were prepared to conduct test work and analyses. The test samples were submitted for preparation and analysis to characterize the slimes properties. Each test sample was deslimed at 45 µm representing the slimes fraction (-45 µm) and dried at 40°C. The -45 µm slimes samples were then split to conduct size analysis, chemical analysis, XRD and to determine the CEC. Size analysis The size distribution of the composite samples is shown in Table I. The size analysis shows that there is a difference in size distribution between the orange and red horizons of each zone. The orange horizons contain less 850 µ material as well as less slimes (-45 µm). The red horizons contain yore slimes (-45 µm). The size distribution of the slimes fraction (-45 µm) was determined using Malvern size analysis. The cumulative particle size distribution of the slimes is shown in Figure 1. The red horizons of the different zones show similar size distributions. The orange horizons show some differences. However, there is a difference in size distributions between the red and orange horizons.

A. Continuous miners, and their operation at Bosjesspruit Colliery J. D. INCH*, B.Sc. (Min.), M. I. Min. E. (Visitor) A brief description is given of the main types of continuous miner and their incidence of application in South Africa. Definitions and descriptions of the design parameters and components of the main cutting head are given. together with an outline of the modifications carried out to improve machine cutting performance. An account is given of experience with the application of water infusion to suppress airborne dust during continuous-miner operations. B. The selection and performance of continuous miners at Matla Coal by J. D. STONE, B.Sc. Eng. (Min.,) M.B.L. (Graduate) The reasons for the choice of continuous miners for the development of accesses and the winning of coal in a modern underground coal mine are discussed. It is shown that, at relatively low depths, the extraction rate as well as the costs are more favourable than those of proved total extraction methods. The selection of a continuous miner is largely dictated by factors such as production rate, capital and running costs, imported content and the extent to which local content and manufacturing are to be increased, manpower requirements, seam thickness, expected floor and roof conditions, and maximum cutting height. The present inherent shortcomings of continuous miners, such as inefficient continuous transportation of coal away from the miner and the lack of an infinitely variable traction to match the sumping speed with the feasible penetration speed, are pointed out. Specific problems encountered and the methods of solving them, as well as a planned trial with a heavy-duty continuous miner, are discussed. C. Continuous mining within the Tavistock Group of collieries I. D. BRUMBY.Dip. Min. (Visitor) The Tavistock Group of collieries is situated some 25 km south of Witbank. The three collieries comprising the Group are Tavistock Colliery, Phoenix Colliery, and South Witbank Coal Mines. Continuous mining is practised to some degree at all three collieries. This system of mining was introduced at Phoenix during 1976, South Witbank during 1978, and Tavistock during 1979. For the twelve months ended June 1979, continuous mining accounted for 1,7 Mt of the 4,5 Mt hauled from underground. All the continuous miners introduced to date have been of the rotary-drum type. D. Pillar extraction at Usutu Collieries using continuous miners by c. J. BEUKES(Visitor) In 1969 Usutu Collieries began pillar extraction with conventional mechanized equipment. This was very successful, but certain disadvantages could be eliminated if continuous miners were used instead. In 1976 the first continuous miner was introduced for this purpose; this proved so successful that a second unit was introduced in 1977, and pillar extraction by conventional equipment was discontinued. By the end of 1978, 1,3 Mt had been mined from pillar extraction by continuous miners. This paper describes the method in some detail, and indicates that the operational costs are lower than for conventional bord-and-pillar mining. The use of computers in the South African coal mining industry has increased during the 1980s. Applications at mine level commenced in the financial and personnel areas of payroll systems, mine accounting procedures and staff record keeping. More use is made now on mines of technical programs for purposes such as mine planning and mine survey calculations. The Coal Mining Laboratory of the Chamber of Mines Research Organization has provided, for a number of years, a service to Chamber member collieries in regard to the application of technical computer programs. Programs presently in use for simulating production procedures and conveyor belt transport systems are described. In addition, reference is made to the collection, storage and analysis of data concerning the performance of continuous miners over a period of eight years. More recently a computer program for the simulation of the cutting action of continuous miner cutting drums has been developed. The use of this program to assist with drum design is explained. The fact that many requests to make use of the programs are received from collieries is an indication of their acceptance by industry. Their interest in running the programs themselves on their own desktop computers has led to the need to convert the software for microcomputers.

The Paradela dam has a spillway that makes it possible to discharge a maximum flow of 400 m3/s, the water discharges being on the river Sela, about 2km upstream the river Cávado. After the first use of the spillway, some landslides have occurred on the right bank of the river Sela as a result of the erosion generated on its base about one hundred meters near some houses of a small village. This paper presents a study performed for the slope stability where finite element results are taken into account. A monitoring program was established that essentially consisted of measuring sub-horizontal displacements in points located in boreholes at different depths and also phreatic levels. Some monitoring results are presented. Le barrage de Paradela a une décharge d’eau avec un débit maximal de 400 m3/s sur le fleuve Sela dans un endroit situé environ 2km sur l'amont du fleuve Cávado. Après la première utilisation de cette décharge, quelques glissements se sont vérifiés sur le versant droit du fleuve Sela résultant de l’érosion générée sur sa base dans une zone à 100 mètres de quelques maisons d’un petit village. Ce travail présente une étude réalisée concernant la stabilité du versant avec la considération des résultats des éléments finis. Un programme d’auscultation a été mis en place pour mesurer les déplacements sub-horizontales sur des points situés en forages à des différentes profondeurs. Quelques résultats de cette monitorization sont présentés. Der Ueberlauf des Padela Dammes ermoeglicht das Ablassen einer max. Wassermenge on 400 m3/s in den Sela Fluss, ca. 2 km flussaufwaerts des Cávado Flusses. Nach Inbetriebnahme des Ueberlaufes traten in ca. hundert Meter Entfernung zur Wohnbebauung eine Dorfes Erdrutschungen am rechten Ufer des Sela Flusses auf, die auf Erosionen am Flussbett zurückzuführen waren. In der vorliegenden Studie wurde die Boeschungsstabilitaet unter Beruecksichtigung von Berechnungsergebnissen der Finiten Element Methode untersucht. Es wurde ein essprogramm ausgearbeiten, das im Wesentlichen auf Messungen der Untergrundverformungen in verschiedenen Bohrlochteufen sowie auf Grundwassermessungen beruht. Im Folgenden sind einige Messergebnisse dargestellt.

Keywords: Sphalerite, Bio leaching, Chemical leaching Sphalerite concentrates were prepared from tailings dam samples obtained from Rosh Pinah Mine in Namibia. The samples were subjected to froth flotation and concentrates containing between 7% and 14% Zn were prepared. Leaching of these froth flotation concentrates were studied in ferric chloride solutions at different Fe3+ concentrations for different times at different temperatures with the influence of other species on the kinetics in mind. Complementary to this research, GeoBiotics, LLC and Exxaro Resources have developed proprietary bioleaching technology for the oxidation of base metals concentrates using GEOCOAT bio heap leaching technology in a sulphate medium. The ferric chloride laboratory work was performed in a fluidising leach reactor. The studied material was obtained from flotation concentrate produced during an investigation into the recoverability of a tailings pile at Rosh Pinah mine in Namibia. The optimum conditions for the laboratory investigation were found to be a Fe3+ concentration of 0.3 mol/dm3 at 80°C. A control was performed by using synthetic zinc sulphide. GEOCOAT evaluation tests are performed for the purpose of evaluating the bioleaching of ore and flotation concentrates by means of mesophilic bacteria, Column tests were carried out on the flotation scavenger concentrate from Rosh Pinah to assess the application of the GEOCOAT® process for the oxidation of a low grade zinc concentrate. In this study an attempt was made to demonstrate the relationship between the Kinetic models and the experimental data by plotting the fraction of Zinc leached against time and applying the different equations to the data. The kinetic models were applied to the data obtained from both the test regimes. Habashi (1999) proposed that if a process is controlled by a chemical reaction at the interface (phase boundary controlled reaction), the following equation applies. kCt =1 ? (1-R) 1/3 Alternatively a process is controlled by diffusion through the product layer the following equation applies: [kt = 1 23- X (1 ? X) 2/3] As the anodic dissolution reaction progresses, reaction product forms either a more or less dense reaction product layer on surface As this product layer forms, a diffusion problem develops governed by the nature of the product layer. The conclusion from the study was that the kinetics is very dependent on the type of ore processed relating to the mineral composition of the ore body.

The advent of relatively cheap computing power has precipitated a rapid growth of computer usage in the mining industry. In order to obtain most benefit from this development a need is recognised for the future mining graduate to be trained in computer literacy. This paper outlines the type of training required and describes progress to date with such a programme at the University of the Witwatersrand. Certain challenges concerning the teaching effort are discussed.

Mining professionals recognize the need to continuously evaluate and refine mine planning standards and scheduling. We must examine our current reality, and evaluate the following: •How well do our planning standards represent the actual mining process? •To what extent do they support the requirements of the downstream mining activities? •How we apply them to operational management and control? In most operations, mine-planning standards are global averages. Little differentiation is madein quantifying key planning variables. Often standards used in the long-term, are applied to the short-term, and the standards and scheduling precedents are only reviewed occasionally. Mine-planning standards applied to production schedules are often only focused on the management of functional mining performance, and play no role in managing the requirements of down stream processing. Many mining operations are characterized by high levels of fluctuation, and typically incorporate a wide range of factors and adjustments to compensate for deviations from performance targets, in mining operations as well as for the other business areas. The reason for using global averages is because of a lack of understanding of the causes of deviations that occur through the process, and the impact that they may have on the performance of the business as a whole. Average standards and factors are often used to quantify the variability in a system. From these average values, measurement standards and performance targets are derived for the planning and execution environments. During the execution of a plan/schedule there will be deviation in actual performance and the planned ‘average’ standards. In reality the ‘average’ conditions seldom occur and the impact of variability and interdependency are seldom constant or predictable. The predictability of variability and interdependency is further complicated by the fact that mining conditions have a role to play in the actual production performance, and they too are variable. By developing the throughput knowledge of our production systems, we can better understand the nature of variability and the interdependency within the systems as well as the impact of interdependency between the links in our production chains. With this knowledge, planning standards and scheduling precedents can be better defined and sensibly differentiated. This will improve planning and management of ore utilization, mining production and the effectiveness of processing. As a result the business will be more stable and predictable and business performance will be improved. The purpose of this paper is to describe: •At a high level, the scope for refining and differentiation in mine planning standards, and incorporating geological and plant parameters into mine scheduling. This will improve planning and scheduling and the overall performance of the mine. Given our current level of scientific knowledge and the technological tools at our disposal we should be able to plan and schedule production so that we can manage pro-actively and improve business performance. In doing so we can also improve reconciliation and value tracking through mining and processing •The flexibility and functionality of the XPAC planning and scheduling tool that will enable a throughput management approach.

This paper illustrates the application of numerical modeling methods, in conjunction with limit-equilibrium techniques, to the location of critical slip surfaces in slope-stability problems. Initially, the Spencer slice-based method of analysis is introduced, together with a dynamic-programming algorithm for slip-surface location. This limit-equilibrium method is assessed critically through the use of an illustrative problem. The technique is then extended to locate the critical slip surface for a similar slope, but with more complex constitutive and yield relationships for the material comprising the slope. To this end, the use of the stress field generated from a finite-difference program, together with a dynamic-programming search routine, is presented as an advanced technique of slope-stability analysis for engineers.

Deep gold exploration such as is used for Witwatersrand gold deposits is both expensive and time-consuming. This paper provides quantitative guidelines as to the economic optimum number of boreholes and deflections within each borehole for a certain reef characterized by its variability pattern and depth below surface in order to maximize the level of confidence for a fixed drilling budget or to minimize the total drilling cost for a given level of confidence. Portions of the Basal, Vaal, and Elsburg Reefs that show a wide range of variability (sample logarithmic variances of 0,63, 1,05, and 2,06 respectively) are examined at depths below surface ranging from 1000 m to 4000 m over a simulated mining property covering 7000 ha (7000 m by 10000 m). It is concluded that four intersections per borehole are optimum in al the cases considered, which cover the majority of current Witwatersrand exploration, with the exception of the highly variable Elsburg Reef at depths of 1000 m and 2000 m, where boreholes with one and two intersections respectively should be preferred.

The effects of shaft pillars left in deep-level hard-rock mines during the extraction of tabular deposits were studied some time ago, resulting in the formulation of design principles and procedures, which have been used with success in the design of shaft pillars in the deep-level gold mines of South Africa. The method has not yet been utilized in the design of shaft pillars in shallow and moderately deep hard-rock mines. The purpose of the present study was to remedy the situation since a great number of deposits are worked at those depths. The object of this paper is to present governing equations for the components of stress and differential movement as derived by use of an elastic model. The pillar is taken to be circular in the plane of a horizontal deposit. On the basis of the numerical results obtained, a study was made of the distribution of the vertical strain and tilt along the axis of the shaft, and of the vertical stress along the shaft and across the pillar. In every case investigated, the most adverse geometry was taken into consideration. By use of an empirical criterion and the results of some in situ observations, the determination of pillar dimensions and differential displacement components for South African gold-mining conditions is demonstrated. Pillar dimensions for shallow and moderate depths are compared with those accepted for deep-level conditions.

Rock mechanics benefits of stope support in deep-level mining originate principally from the ability of the support to resist relative movements between the hangingwall and the footwall. While the role of stabilizing pillars and backfill on reducing the energy release rate (ERR) at the face is well understood on the basis of elastic behaviour of the rock mass, the effect of support on controlling movement of fractured ground around deep-level stopes has not yet been thoroughly studied. As part of a programme of studying the behaviour of this fractured ground, geophones were placed 10 m from the face on the roof and floor of a longwall stope in which packs were used as supports. It was found that differential movement between the roof and floor generally exceeds average stope movement during a seismic event. Conventional support therefore transmits very little seismic energy; this is expected to remain true until complete convergence occurs. In backfilled stopes, backfill can become at least as stiff as the fractured wall rock. This will have the effect of reducing the length of the hanging- wall beam. Amongst other rock mechanics considerations, a shorter hanging- wall beam should: (i) increase the resonance frequency of the hangingwall and thereby decrease the levels of vibration for seismic events with M > 1,0; (ii) reduce absolute vibration levels by increasing the mass of rock immediately adjacent to the stope which is shaken by seismic waves; and (iii) reduce differential movement between the roof and floor and thereby reduce cyclic strain on the backfill and on gully support.

Trends in PGM demand?The conference paper will cover a concise analysis of demand trends, which will include the major PGM end-use sectors (autocatalysis, jewellery, glass, petroleum, nitric acid, medical/dental) and will touch on the investment sector. Reference will be made to environmental legislation affecting global emission standards, trends in PGM loadings and the substitutability of platinum and palladium in this end-use sector. Observations will also be made on the jewellery sector, and the development of Chinese and Japanese demand. Trends in primary and secondary PGM supply?Similarly the paper will summarize historic and current global mine supply and primary production trends for PGMs, referencing recent expansions, their deliverability, and other projects coming on line. Consideration will be given to the grade and geology of PGMs worldwide and metallurgical developments. PGMs produced as by-products of base metal production and early PGM recycling estimates will also be appraised. In order to gain a wide-ranging appreciation of the industry?s long-term cost trends of producing virgin PGM metals, the paper will look at the cost and profit dynamics of global production on a regional basis (Western Bushveld, Eastern Bushveld, Northern Bushveld, Zimbabwe, USA, Canada and Russia). Extrapolating tomorrow?s PGM market and forecasting metal prices?Based on established industry trends and market practices Stephen Forrest will conclude by unveiling a variety of thought-provoking extrapolations of today?s and tomorrows platinum, palladium and rhodium markets to conference delegates. Importantly, having highlighted major developing PGM market trends in end-use (specifically on the elasticity of demand to high metal prices), primary and secondary PGM supply trends, in addition to presenting a carefully reasoned forecast of industry supply costs and margin trends, Stephen Forrest will conclude by estimating long-range PGM metal price trends. Other relevant market factors including industrial production, global currency rates and regional political factors will be deliberated.

Gladstone Pacific Nickel Limited (GPNL) is proposing to develop the Marlborough nickel deposit in central Queensland and the Yarwun Refinery in Gladstone, Australia. The project proposes to connect the two sites with a DN 500, single pump station slurry pipeline, transporting up to 4 Mtpa of nickel laterite ore as slurry 180 km from Marlborough to Gladstone. Slurry viscosity is a key parameter influencing pipeline design. Not only is the slurry viscosity relatively high, requiring pumping at low concentrations, around 30% by weight, but the viscosity (yield stress and plastic viscosity) increases with shearing or agitation. It is argued that the viscosity changes can be analysed in terms of total energy input, including energy input during grinding. The slurry viscosity is therefore expected to increase along the pipeline and the pumping concentration must be low enough such that the increase in yield stress does not cause transition to laminar flow towards the end of the pipeline. The base viscosity of two ore types is determined using a rotational viscometer for minus 212 micron slurries. Viscosity variations with ore particle sizes of d99 212, 425 and 600microns are investigated. For each of these particle sizes the expected increase in viscosity during pipeline transport is simulated on a laboratory scale by agitation with a turbine mixer in a baffled container to give the same equivalent unit energy input as will occur in the pipeline. Tests were also conducted on the d99425 micron slurry in a 2.7 metre diameter DN 200Wheelstand, rotated for the 23 hour transit time and at a similar relative velocity as in the pipeline. Based on the Wheel stand test results the yield stress is expected to increase by a factor of 3.1during pipeline transit. The preliminary design allows for a reduced pumping concentration to accommodate this increase in yield stress towards the end of the pipeline.

Because geostatistics together with block modeling has not been studied in detail before in the rock mechanics, a two-year research program to investigate the practical use of geotechnical modeling was started in Finland in 1999. According to research work results block modeling gives good estimate of overall rock mass quality but it can not identify individual structures like faults and narrow weakness zones. Weakness zones and faults should be mapped from drill cores, surface mapping, geophysical methods etc. and manually generate 3-D structural model. Rock mechanical 3-D modeling can be used for preliminary stope dimensioning and preliminary reinforcement design. Detailed design needs rock quality mapping from drifts during excavation work. La géostatistique associée à la modélisation par blocs n'ayant pas été étudiée en détail jusqu'à présent dans la mécanique des roches, un programme de recherche sur deux ans visant à examiner l'utilisation pratique de la modélisation géotechnique a été lancé en Finlande en 1999. D'après les résultats des travaux de recherche, la modélisation par blocs donne une bonne estimation de la qualité générale de la masse rocheuse mais elle ne permet pas d'identifier les structures individuelles comme les failles et les zones géologiquement dégradées étroites. Ces zones et failles devraient être cartographiées à partir de carottes de sondages, d'une cartographie de surface, de méthodes géophysiques, etc. et générer manuellement un modèle de structure 3D. La modélisation mécanique des roches en 3D peut être utilisée pour un dimensionnement de la chambre et un plan d'armature préliminaires. Un plan détaillé nécessite l'élaboration d'une cartographie de la qualité des roches des galeries lors des travaux d'excavation. Da man früher Geostatik und Block-Modellieren in der Gebirgsmechanik nicht detailliert untersuchte, wurde 1999 in Finnland ein zweijähriges Untersuchungsprogramm in Angriff genommen. Aufgrund der Untersuchungsergebnisse ergibt das Block-Modellieren eine gute Beurteilung der gesamten Gebirgsmassenqualität, kann jedoch einzelne Strukturen wie Verwerfungen und kleine Schwachzonen nicht identifizieren. Schwachzonen und Verwerfungen müssen demnach aus Bohrkernen, oder mit Hilfe von Oberflächenkartierung, geophysischen Verfahren usw. ermittelt und danach ein 3-D-Strukturmodell manuell erstellt werden. Felsmechanisches 3-D-Modellieren ist für die vorbereitende Abbaudimensionierung und für die vorbereitende Bewehrungsplanung verwendbar. Ein detaillierter Entwurf benötigt die Kartierung der Gesteinsqualität aus den Gesteinsstrecken während der Ausbrucharbeiten.

Historically the insurance industry's involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authors' experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: ? personnel; ? environment; ? general management; ? compliance - legislation, systems, protocols; ? asset management; ? change management; ? financial impacts to the organisation; ? products/services; ? service delivery; and ? technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.
