Electric shocks are a serious problem in the mining environment. Because of extremely wide ranging use of electrically powered equipment in the mining industry, the hazard to personnel due to electrical shock and related injuries are not restricted to any single area but cover the entire spectrum of mining activity. Electrical accidents, resulting in personal injury, due to im- proper or complete lack of grounding of electrically operated mining machines, form a significant percentage of the overall electrical accident picture. The object of this paper is to describe methods of detection of unsafe electrical conditions with respect to the grounding of electrically operated mining equipment. It also includes a discussion of prototype instruments which effectively monitor the condition of the grounding safety devices currently in use on mining equipment and warn of dangerous conditions as soon as they appear. The paper is based on work accomplished under USBM Contract Number 50357115. The contract was initiated under the Pittsburgh Mining and Safety Research Center Program. It was administered under the technical direction of PM and SRC with Mr. Roger L. King as the Technical Project Officer. Mr. Daniel B. Dawkins was the Contract Administrator for the Bureau of Mines.

These proceedings consist of papers presented at a Bureau of Mines Technology Transfer Seminar in September 1981 for the purpose of disseminating recent advances in mining technology in the area of premining research. The introduction and descriptive papers discuss techniques and instrumentation used in premining research for metal and nonmetal mining and shaft design and borehole control for premine planning.

The material is presented in detail on two imaginative maps--one, the Hydrocarbon Hemisphere, depicts the hydrocarbons that have been identified in petroleum; the other, the Heterogeneous Hemisphere, shows the sulfur, nitrogen, and oxygen compounds that have been found. All compounds are placed on the maps according to boiling point. The accompanying text illustrates by structural formulas the several types of hydrocarbon and nonhydrocarbon compounds identified, presents some quantitative data, and points out the possible geochemical significance of a number of the compounds. The Bureau has published much data on sulfur (4, 15, 23)3, most of it dealing with national or international aspects of the sulfur industry. Little information, however, is available on sulfur marketing in specific States or areas, Therefore, the Bureau has conducted a survey of the resources, production, consumption, and economic future of the sulfur and sulfuric acid industry in States of the Central and Southern Rocky Mountain area - Wyoming, Colorado, Utah, Arizona, and New Mexico - and in the Northern Plains States - North Dakota, South Dakota, and Nebraska, even though these States do not represent an economic or marketing unit. The purpose of this survey is to review the demand for sulfur and primary sulfur compounds that draws upon the natural resources of the region, to discover opportunities for better use of these resources, and also to analyze and evaluate the patterns of consumption, sources of supply, and other factors that affect the demand for these mineral products. While this survey stresses the economic and marketing phases of the industry, a complementary report (32) emphasizes the resources of sulfur in Wyoming, Colorado, Utah, New Mexico, and Arizona.

Infrared and displacement studies were made of an unsupported roof in Kaiser Steel Corp.'s York Canyon coal mine, Raton, N. Mex. Monitoring of the roof continued until the roof over the area was caved. Loose slabs in the roof, about 6 inches thick, were detected by means of associated thermal anomalies, using remote-sensing infrared instruments. Displacement measurements taken during the study indicate that roof movement was cyclic in nature; the cycles appear to have been related to the mine work cycle (work days to idle days).

The feasibility of redesigning and adapting the all- secondary-explosive, low-voltage, electric safe detonator for use as a delay detonator has been demonstrated. Experimental results have shown that operational characteristics can be adjusted to allow direct competition of safe delay detonators with commercial delay blasting caps. Five different experimental delay period models have been developed and tested. Test results are given and results are evaluated. Subsequent simplified and improved designs for practical and economical mass production are described. Design concepts to meet Bureau of Mines voltage withstand, incendivity, and spark sensitivity requirements are included. Recommendations are made for experimental procedures to ready the safe delay detonator for mass production and extensive use in mining and other industries.

A study of mine air quality was conducted using the latest advanced continuous monitoring instruments. An overview of the various interacting variables in the mine that affect air quality is presented. One effort involves the evaluation of portable instruments, the development of measurement techniques, sample analysis procedures and computer programs for statistical analysis of measurement data, and the application of the instruments and techniques to the measurement of the concentrations of CO, CO2, NO, NO2 and particulate matter in a lead and a copper underground mine. A second effort involves the first application of the Mine Air Monitoring Laboratory (MAML), a mobile trailer containing laboratory type instruments, sampling and data systems for the measurement of CO, CO2, NO, NO2 and particulate matter. The data from the MAML for blasting and for operating diesel equipment are analyzed and presented in various plots.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. The information pertains to metal mines, as well as ore-dressing plants and primary nonferrous smelters, refineries and reduction plants, and their auxiliary works. These data are voluntarily submitted annually to the Bureau of Mines by the operators, and contribute greatly toward the promotion of safety in the mineral industries. The data presented are classified according to the principal mineral produced and include information on copper, iron, lead-zinc, gold-silver lode, gold placer, uranium-vanadium and miscellaneous metals. A breakdown of miscellaneous metals by commodities is shown in table 19, page 41. The data also relate to workers engaged in production, exploration, development, construction, and maintenance and repair work, as well as supervisory personnel and office- workers at the mine or plant site. A job analysis is a written list of the tasks associated with doing a particular job. In drilling, describing the steps associated with adding rod to the drill steel would be an example of a task associated with the job. How to hammer casing or fish a lost drill bit out of a hole would also be job tasks. Develop a written list of job tasks. Ask drillers in your company if the tasks listed are correct and accurately reflect how to perform the job. While each driller may do the job a little differently, some tried?and?true methods are required to perform certain tasks safely and correctly. You may find a separate analysis is needed for different drilling jobs (e.g., a residential well or a monitoring well). Also remember to include the tasks of both the helper and the driller.

Aluminum production in the Pacific Northwest has a new potential for expansion and increased stability of operation. This new potential results from greater availability of power; lower freight rates on alumina and aluminum; good market prospects for the metal, including western aluminum market expansion following a decline in defense requirements in the 1950's; and possibility of developing bauxite deposits in the Pacific Basin as well as other mineral resources. INTRODUCTION This is a report of a special study by the Bureau of Mines of the primary aluminum industry of the Pacific Northwest. It outlines developments relative to the United States as a whole.

Demonstrate the technical feasibility of using nontraditional, low-rank, coal-based fuels and new coal-based technologies for mineral and metallurgical applications. Approach A cooperative research effort was initiated between the Bureau of Mines, U.S. Department of Energy and the minerals industry to extend the application of the fixed-bed gasification process to low-rank Western coals. The research effort enabled cooperators to gain operating experience in the use of hot, raw producer gas for iron ore pellet induration and other high-temperature mineral processes. Researchers were able to gather data regarding the fundamental engineering aspects of the fixed-bed process and gas cleanup for a wide range of solid fuel properties. Applying Fixed-Bed Gasification As a prerequisite to gathering the data needed for the study, the Bureau of Mines designed and installed, at one of its laboratories, a 6.5-ft-diam. single stage, fixed-bed, air-blown atmospheric pressure gasifier. The gasifier was coupled with a hot, raw gas combustion system and iron ore pellet in. duration kiln. The gasifier is rated at 1.5 ton/h capacity of bituminous coal.

Operating practices and resulting production from longwall faces are continually improving. Consequently, longwall operators are continually seeking to improve the dust control capabilities on longwalls. The National Institute for Occupational Safety and Health (NIOSH) has been conducting dust surveys at longwalls throughout the country in an effort to document the types of controls that are being used and to quantify the relative effectiveness of these controls. To date, surveys have been completed at longwalls in Alabama, Colorado, Pennsylvania, Utah, and West Virginia. In addition NIOSH has been reviewing longwall dust parameters provided by mine operators to MSHA to assess the status of dust control technology being used throughout the industry. Results from the underground dust surveys and information obtained from MSHA will be summarized in this paper to provide an update on longwall dust control technology and practices.

One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability of mine safety management personnel to apply analytical techniques to injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objective and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. In this volume, the following material is presented: (i) review of related literature, (ii) mathematical models to perform quantitative analyses of accident/ injury experience data using the tools and techniques of risk analysis, time series analysis, and the Markov process, and (iii) descriptions of the HDBSEL and ACIM programs which are used to perform accident/injury experience analyses and cost analyses, respectively.

Coal pillar design has been based on generalized formulas of the strength of the coal in a pillar and experience in localized situations. Stress measurements above and in coal pillars indicate that the actual strength and deformation of pillars vary much more than predicted by formulas. This variation is due to failure of strata surrounding coal. The pillar strength and deformation of the adjacent roadways is a function of failure in the coal and the strata about the coal. When the pillar is viewed as a system in which failure also occurs inthe strata rather than the coal only, the wide range of pillar strength characteristics found in the United Kingdom, United States, Republic of South Africa, Australia, People's Republic of China, Japan, and other countries are simply variations due to different strata-coal combinations, not different coal strengths. This paper presents the measured range of pillar strength characteristics and explains the reasons. Methods to design pillar layouts with regard to the potential strength variations due to the strata strength characteristics surrounding the seam are also presented.

"ABSTRACTIn exothermic and endothermic catalytic reactions, control of the temperature is of utmost importance. Basic calculations are developed for determining catalyst volumes of various types of reactors that give particular temperature distributions, and the individual designs are compared.INTRODUCTIONA narrow range of permissible operating temperatures characterizes many, catalytic reactions, and yields of the desired product are reduced sharply if operating temperatures fall outside of this optimum range. In order to achieve close temperature control, reactors with internal heat exchange have been developed in which thin layers of catalyst are located between cooling surfaces.The temperature distribution for an exothermic reaction in such a thin catalyst layer is shown in figure 1. Reactive gases flow downward through the catalyst section, which is 2so wide. It is assumed that a constant amount of heat is generated per unit of bulk catalyst volume, and that this heat is entirely removed through the walls. Consequently, except for a short section at the entrance of the reactor, the heat of reaction is not available for raising the temperature of the gases. Thus, at all points equidistant from the axis, the temperature is the same throughout the entire reactor. At the middle of the gas stream, the temperature is designated as uo. Traveling radially from this point, the temperature decreases because of the removal of heat through the walls and reaches, in the vicinity of the cooling surface, the value u1. Over a relatively narrow zone of width, b, the temperature falls to the value u2 at the cooling surface. Because inadequate data are available on heat-transfer coefficients for a gas flowing through a porous bed, and also because the narrow zone, b, is probably without effect on the reaction by virtue of its low temperature, the temperature drop in this zone at the cooling wall was disregarded. The following calculations were made on the basis of the temperature drop (u0 - u1) resulting from heat conduction within the main body of the catalyst bed only."

Water availability is essential for mining and minerals processing. To provide government and industry with recent data for water use planning and management, the Bureau of Mines canvassed a number of U.S. producers of nonfuel minerals to determine their water use in 1984. Data were analyzed and compared with previously published data in order to examine historical trends in water utilization in the nonfuel minerals industry and to estimate water requirements in the year 2000. Total water use in the domestic nonfuel minerals industry during 1984 was estimated at 2,267 billion gal, of which 571 billion gal was new water and 1,696 billion gal recirculated water. The largest users of water were the phosphate rock, iron ore, copper, sand and gravel, and crushed stone industries, together accounting for almost 90% of total used. More than one-half of all water was used in Florida, Michigan, and Minnesota. In the year 2000, total water use will amount to an estimated 2,679 billion gal, of which 810 billion gal will be new water and 1,869 billion gal recirculated water. Most of this water would be used in producing the foregoing suite of minerals,
