In recent years the use of visual aids has expanded the? field of safety education. This is a modern adaptation of a method employed in ancient times, when simple paintings and drawings were the only means of recording current events. In its present application, visual aid employs sound and silent motion pictures, stripfilms, lantern slides, descriptive posters, and color. According to Roberts,3/ "Visual education is a method of imparting information which is based on the psychological principle that one has a better conception of the thing he sees than of the thing he reads about or hears discussed." Dent4/ further defines visual aid as "all the materials used to facilitate the understanding of' the written or spoken word."

The law of June 5, 1911, suplements and amends the Laws of April 21, 1810 (the basic law) and May 2, 1837. The Royal Decree of September 15, 1919, coordinates the provisions of the Law of June 5, 1911, with those of the Laws of April 21, 1810, of May 2, 1837, and of July 8, 1865, that have remained in force, as well as with certain articles of the Law of September 1, 1913, which revisad the system of taxation. The revised code has been brought together in one volume.3 All citations in this abstract refer to the coordinating Royal Decree of September 15, 1919, unless it is otherwise specifically indicated.

Wires leading to or from underground facilities can develop hazardous voltages because of lightning exposure. The locations of many mine portals are particularly susceptible to lightning effects. The application of protective devices to limit this potential danger is necessary.

The mine ventilation system consists of the fan, the roadways, and the regulatory devices. Sufficient fresh air must reach each working face in the mines to render harmless noxious, toxic, and respirable pollutants and to provide for the breathing of men. This is achieved by the proper selection of fan and regulatory devices. Because a mining system is dynamic, the mine ventilation system must also be dynamic. In short, mine ventilation engineers are frequently called upon to provide answers to the following questions: 1. Given a mine or the projected plan of a mine, what fan must be selected for the quantities specified in the section? At what point in its characteristic must it be operated? Are any speed changes or changes in blade settings warranted? 2. What should be the regulation in a section to insure cer¬tain desired quantity in that section? How does it affect the overall ventilation system? 3. What are the effects of driving a new shaft? Where should it be located? What size fan should be installed in the shaft? How does this affect the overall ventilation sys¬tem? 4. How much quantity increases can be obtained by cleaning up falls and streamlining roadways and by driving addi¬tional parallel airways? These questions are in no way exhaustive, nor are answers easy. Most of the operational and planning problems discussed above are to a cer¬tain extent solved by ventilation engineers using rules of thumb from experience. Both natural conditions and regulatory requirements have changed so drastically recently that use of scientific methods in ventilation planning and of faster methods in evaluating the plans is a must. "An Arizona mining company recently demonstrated a new use for the geophone by successfully locating leaks in compressed-air lines which were buried under from 1-1/2 to 2-1/2 feet of fine rock fill. The following information is abstracted from data sent to the Bureau of Mines by the superintendent of the mine.The company has two parallel main compressed-air lines, about one and one-half miles long, buried under an average of two feet of fine rock fill. One of the lines is a four-inch high-pressure (1000 pounds) main, and the other line a ten-inch low pressure (90 pounds) main. The two mains are separated by a 10 to 3C foot interval, and run from the compressor plant to the No. 2 shaft, where they are taken underground. A pump line is also buried in the immediate vicinity.Several leaks, not audible enough to be located, were developed in the Alms. Various =Abode were suggested that did not seem practicable to the management. Finally, the company obtained a Bureau of Mines' geophone and experimented with it. The first test& were conducted while the pumps were running, and while there was noise on the concrete pavement, all of Which caused so much vibration in the geophone that it was impossible to detect the leaks.The second attempt was made at the close of the day shift when the compressors were not operating and when the pumps could be shut down. The valves in the far end of the surface lines were closed, and the lines were pumped to full pressure (90 and 1,000 pounds respectively).Geophone readings were then taken at 7 or 8 foot intervals directly see the lines. Several leaks some very large in the high-pressure line were audible with the geophone at distances varying from 15 to 30 feet. A con-le leak in the low-pressure line was found at a distance of 10 feet. detecting the leaks, no difficulty was found in locating them exactly. The purpose of this U.S. Bureau of Mines study was to assess the ability of trainees to don an unfamiliar self-contained self-rescuer (SCSR) after having become familiar with how to put on a different type of apparatus. Prepractice instruction was the same for all individuals learning to put on a device: a step-by-step, hands-on talk-through using the "3+3" method. Subjects were assigned to groups that had their initial donning instruction delivered on either the Draeger OXY-SR60B or the CSE SR-100. Trainees' performances were then evaluated using the other model. Donning trials were analyzed using a number of measures. It was found that SCSR design had a moderate influence upon how well the donning task transferred.

Operation of underground coal mine mobile equipment is usually done in a restricted workspace with reduced visibility. This work environment puts machine operators in awkward postures for tasks that require awareness of their surroundings and fast reactions to avoid hazardous situations. Using experienced equipment operators as a source, researchers conducted an investigation that developed a method to gather data on the needs and practices of machine operators while controlling the machine and the reasons for needing particular operational cues. The method used was an interview technique including a survey questionnaire and visual aids. The data gathered defined operator cues and work positions for the cutting and tramming phases of remote controlled continuous mining machines used in underground coal mines. Analysis techniques to determine which cues an operator sees from a variety of positions utilizing a computer simulation is shown to be potentially useful to the mining industry for design of work practices and workplace layout and could impact equipment design and selection for improved worker safety. Conclusions indicate that the survey was a good research tool to collect data and helped investigators understand important visual cues. Using this information, researchers were able to analyze the visual cues an operator can see from a given work position and posture.

Reduce longwall shearer operator's dust exposure by selecting the best drum water spray sys-tem for minimizing dust generated durinq cutting. Approach Three of the most commonly-used drum water spray systems were installed on the same set of shearer drums and compared to determine which system best suppresses dust. The spray systems studied were: ? pick-point flushing ? cavity filling ? water-through-the-it Instantaneous and gravimetric sampling instruments were used to measure the respirable dust exposures of the shearer operators and dust concentrations downwind of the shearer. The Three Systems: Longwall shearer drums are routinely equipped with internal drum spray systems since these systems have been shown to be more efficient than external systems in terms of dust suppression per gallon of water applied. All U.S. longwall shearer faces utilize some type of internal water delivery spray system. The two most common systems are bit-or pick-point flushing and cavity filling. Pick-point flushing uses nozzles mounted in the bit blocks or in special blocks immediately in front of the bits. Cavity filling utilizes spray nozzles installed in a pipe manifold mounted on the drum hub between the scrolls or along the edge of the vane scrolls; water is sprayed radially from the manifold towards the adjacent vane scroll.

The National Institute for Occupational Safety and Health (NIOSH/PRL) con­ducted a series of large-scale experiments to evaluate the effectiveness and safety of various concentrations of an inert gas mixture (CO2,8%;N2, 50%; Ar, 42%) for preventing and sup­pressing cab ?res. Comparison of concentrations effectiveness in yielding safe times has led to the choice of an optimum gas mixture concentration, discharged in the cab through a muf?ed nozzle system, for the development of a dual cab ?re inerting system. Of note is that safety training programs, including the synchronization of performed tasks, need to accompany this technology to enhance operator’s ef?ciency and safety during ?re emergencies within the safe times yielded by the cab ?re inerting system. Cab ?res are caused by the ignition of ?ammable vapors and mists (ball of ?re) that penetrate the cab during prolonged hydraulic ?uid and fuel ?res, and electrical malfunctions involving other cab combustible materials. Often, these ?res force the operator to exit the cab under hazardous conditions during a time needed to perform emergency tasks. Hence, it is important to provide the operator, not only with an engine fire suppression system (dry chemical powder), but also with a cab ?re protection system, effective both in preventing the ignition of ?ammable vapors in the cab, and suppressing cab material ?res.

"When permissible equipment is first placed in a gassy mine, those in charge may not realize the amount of attention and care they must give it if they intend to secure its full value as safety equipment. If permissible machines are installed as a safety measure, then they must receive regular, intelligent inspection and upkeep to forestall the development of unsafe features.Certain fundamentals have been followed in the design of this type of equipment in order to minimize the possibility of its igniting gas and dust. Hence, some knowledge of these fundamentals is essential to the inspector or official charged with the duty of ascertaining the condition of permissible machines with respect to safety. Familiarity with the constructional details of a machine is of first importance in making a thorough inspection of it. A knowledge of Schedule 2C3 which gives the requirements for practically all types of motor operated equipment receiving the United States Bureau of Mines' approval is also a requisite.There are certain special features in the construction followed by different manufacturers that can not be made clear for the purposes of inspection except by a lengthy description which would be inappropriate in this paper. There are, however, some general points that are applicable to the inspection of any machine employing trailing cable for connection to the power supply, also some that apply to any permissible storage-battery locomotive.The following list, based on the writer's experience in making field inspections, gives these general points in the form of questions which may he used as a guide by the inspector. A brief explanation is given after each question so that the reason for checking up on each point will be understood.1. Is a U. S. Bureau of Mines' approval plate attached to the machine? (Such a plate is necessary in order to establish identification as a permissible machine.)2. Is approval plate clean?(The plate should be clean so that the precautions enumerated on it are readable.)3. Is trailing cable protected by a fuse or other automatic circuit-interrupting device?(Trailing cable must have a fused trolley tap or other suitable means for short-circuit protection in case the cable is run over or splices fail. Proper fusing will minimize the possibility of fire in the cable reel.)4. If a trolley tap is used, does it contain a fuse of the proper capacity? (A piece of trolley wire or, too large a fuse may entirely defeat the purpose of fusing.)5. If a fused trolley tap is not used, how is connection made to the power supply? (The end of the trailing cable must be fitted with an insulated arrangement to minimize shock hazard when connecting the cable to the power supply.)6. Are the main fuses (or overload relays) of the correct size (or setting) for protection of the machine against overload?(Too large a fuse or too high a setting of the overload relay will permit damage to the machine by abuse through sustained overloads.)7. If the machine has a headlight, does the headlight circuit have overload and short-circuit protection?(The wiring of the headlight circuit on a machine is usually of a smaller size than that for the main circuits and therefore requires fuse protection proportionate to the size of wire.) Note: This same question may be asked relative to coal drills sometimes mounted on a machine."

In order to assist the various Federal and State agencies using large quantities of coal to select coal best suited technically and economically to their use, the United States Bureau of Mines has placed at their disposal a fuel inspection service. As part of this service, inspections are made at the mines which propose to furnish coal to these agencies on contracts. Such inspections cover both the mine itself to ascertain its capacity to fur- nish the desired tonnage and quality of the coal, the preparation of the coal in the tipple, and the obtaining of samples for analysis to determine the quality of coal as shipped. To insure that the sample sent to the laboratory for analysis is representative of the average quality of the coal, increments are taken at intervals until a gross sample of about 1,000 pounds of coal has been collected from each of the sizes of coal shipped by the mine, while coal has been coming from all parts of the mine. In reducing this gross sample to the small sample which is sent to the laboratory for analysis it is necessary to crush and quarter the coal by a certain standardized method until only 5 or 6 pounds of coal small enough to pass through a 3/16-inch square-mesh screen remains. The ordinary method which the bureau has followed was to crush the coal by hand with a tamper, such as is used for tamping concrete, on some hare smooth surface and to reduce the volume by quartering and riffling. During the past few years the demands from various Federal and State agencies for this service have been increasing rapidly in respect to bituminous coals. In addition to this, which might be called the normal increase, numerous requests have been received for similar service in respect to anthracite. It was obvious that if this increased demand was to be met it would be necessary either to increase the force allotted to this work or to provide the present force with some means by which their work could be made more effective. A care- ful survey of the situation showed that the greatest amount of time was consumed in trans- porting the men and their equipment from mine to mine in the same district, and in reducing the gross sample to the small finely crushed sample which is to be sent to the laboratory. Both of these phases of the work could be greatly accelerated by providing a motor truck of suitable speed and capacity, carrying a power-operated crusher, and the proper auxiliary equipment to store the gross sample as collected and to reduce it in volume efficiently after it has been crushed. Such a truck has been provided and placed in service. In the eight months it has been in operation the desired results have been fully attained. About twice as many samples as usual have been taken during that time by the same 2-pan crew assigned to this work. Many of the mines in the eastern part of the United States are in hilly or mountainous regions and can be reached only over rough, practically unimproved roads. The Bureau of Mines in its investigations of respiratory apparatus for use in mines and allied industries, tests equipment that is voluntarily submitted by manufacturers in accordance with published schedules of tests. These tests are designed to insure that the equipment has the minimum require- ments for safety in use. Approval certificates are issued for apparatus that meets the bureau's specifications, and the memfacturer is permitted to mark his equipment with a seal showing that it has been approved as "Permissible." A complete list of permissible self-contained oxygen breathing apparatus, gas masks, and hose masks tested before July 1, 1930, was published in Bureau of Mines Information Circular 6362.1 The present list includes all equipment tested and approved up to and including April 1, 1931.

This review of literature is centered around ore evaluation and reserve calculations as generally used in the mining industry. Methods of data interpolation were reviewed with the object of determining a method that would best suit the evaluation of under- ground coal deposits. Further, computerized data library concepts as related to geological data were investigated together with a brief evaluation of the data requirements for the total project. Additionally, computer techniques for the processing of geological data with a view to generate management information for decision making were reviewed including hardware and software availability. 2.1 Interpolation and Extrapolation of Data The importance of accurate estimates of value parameters in terms of their geographical and geological distribution within a, mineralized body has long been recognized in the evaluation of metallic and non-metallic deposits. As the factors which affect mineral distributions and associations are better understood, accuracy, and reliability of estimation increases. The ideal objective is to develop a deterministic model with the capability of accurately predicting the value at any geographical location. The most important value parameters requiring determination in any orebody are the grade and the quantity of ore that can be mined at the stated grade. These two parameters are modified or qualified by others which include physical dimensions and physical and chemical characteristics of the ore value. Therefore, the

The Bureau of Mines has improved a mine dust incombustibles analyzer originally developed at the Bartlesville Energy Research Center (BERC). This analyzer provides quick, accurate analysis of the percentage of incombustible material present in dust samples taken from mine ribs, roof, and floor so that costly overdusting may be eliminated while still maintaining a proper level of incombustibles. The changes being effected on the present design of the BERC model IV rock dust analyzer should simplify its operation and calibration procedures, resulting in increased accuracy.

Reduce dust exposure of longwall shearer operators by keeping them upwind of the primary cutting drum. Approach Use a different coal cutting sequence by cutting from headgate-to-tailgate, making the cleanup pass from tail-gate-to-headgate. How It Works The cutting action of the shearer drum is usually the primary source of respirable dust at longwall shearer faces. Dust exposure of the shearer operator is deter-mined by his position relative to the lead drum, which is normally in the raised position taking a full sump. On long-wall faces where the cut pass is taken from tail-to-head, against the primary airflow, the shearer operators must remain at their controls, on the return-air-side of the primary dust source, to maintain proper control. A simple method to lower shearer operators' dust exposures is to extract the primary coal from head-to-tail, thus positioning the operators up-wind of the lead cutting drum. The bottom coal is then cut, and the floor cleaned by the trailing drum during the tail-to-head cleanup pass. This sequence places the primary dust source, the cutting action of the shearer drums, on the return-air side of both shearer operators, except when cutting out at the longwall headgate.

? A roof bolter reaches for a lever while guiding the drill with his other hand. Since he's watching the drill and many of the controls look and feel alike, he hits the wrong control and crushes his hand. ? Six hours into the night shift, an ore truck driver dozes off. The truck plows over the berm and down into the pit. ? Fleeing a afire, a face crew sees smoke in the intake entry. Assuming the fire is ahead, they cross over to another entry, but soon encounter even worse smoke. These very different accidents have at least one factor in common: the human factor. The actions, decisions, thoughts, or perceptions of one or more humans contributed to the accident. These are just a few examples of safety problems researched by the Human Factors Group of the Pittsburgh Research Center, U.S. Department of Energy.

Lower the respirable dust exposure of longwall shearer operators by use of a modified head to tail cutting sequence. Approach Modify the cutting sequence of double-drum shearer operations cutting unidirectionally head to tail, so that the tailgate drum is used to mine the entire coal face except when cutting out at the head. This approach would place the primary dust generating source, the cutting action of the drum, on the return air side of both shearer operators. How It Works Currently, 75% of the double-drum shearers in operation employ a unidirectional cutting sequence. On half of these operations, the primary cut is taken as the shearer travels from the headgate to tailgate ends of the face, with roof support to be advanced on the intake air side of the shearer. Typically, the leading (tailgate) drum is taking a full cut during the head to tail pass and the trailing (headgate) drum is cutting bottom coal. In this mode of operation, the dust generated by the trailing (headgate) drum can spread out into the walkway, and increase the respirable dust exposure of both head and taildrum operators. As an alternative, if the trailing drum is "free wheeling" or cutting minimal coal during the head to tail cut, and bottom coal taken by the tailgate drum during the tail to head clean-up pass, both operators are able to work on the intake air side of the primary dust generating source (drum) except when cutting out at the head. This modified cutting sequence would save wear on the conveyor and help to eliminate overloads, as well as reduce the respirable dust exposure of both shearer operators. This modifcation is only applicable to long-wail operations currently cutting unidirectional head to tail, and to those operations where this unidirectional cut would not produce operating constraints.

Louisiana's coal reserves, located in the north-western part of the state, consist entirely of lignite, with estimated recoverable reserves of about a billion tons. Although lignite deposits were discovered in the early 1800s, the first documented use of lignite occurred at the federal arsenal near Shreveport during the Civil War. By the late 1800s, lignite use was common by blacksmiths, railroads, and steamboats. Lignite production ceased, however, from the early 1900s until 1985. A new lignite mine permitted September 1, 1985, produced 0.2 million tons in its first year. The operation uses a seven-mile-long conveyor to transport lignite to the associated mine-mouth power plant. The pendant drop interfacial tensiometer is being used to study interfacial phenomena that influence the production of crude oil. A description of the instrument showing the modification of the cell and cell holder is presented. The modified cell and cell holder allow formation of a precise and reproducible drop size, and the image of the drop is easily alined and focused. Interfacial tension measurements and observations of film formation can be conducted at various temperatures with the jacketed cell.

Provide a more efficient method of cooling hot working environments in deep mines than is possible with single stage spray coolers or cooling coil heat exchangers. Approach Pass warm mine air through several stages of horizontally oriented water sprays fed by the chilled water supply of the mine. How It Works This concept extends the capabilities and potential applications of the coolers described in Technology News nos. 71 and 93. In this multi-stage design, hot ventilation air is cooled while passing through horizontal water sprays. Air enters the cooler through a diffuser section which slows the airflow and distributes it evenly across the cooler with a minimum of pressure drop. This ensures uniform exposure of the warm air to the cool water and consequent high thermal efficiencies. In the three-stage cooler shown, cold mine service water is sprayed from the first water stage manifold on the downwind end of the cooler. Slightly warmed water from this spray stage is collected in a sump, pumped and then resprayed through the second stage manifold. The process is repeated again for the third-stage. An overall counterflow heat exchange effect is thus achieved by exposing the hottest incoming air to the warmer, third-stage water spray first and to the coldest, first-stage water spray last. Wave plate eliminators can be employed between stages of water sprays to increase thermal efficiency or at the outlet to minimize the water discharged into the mine ventilation air.
