"1 Introduction The regrettable death of James S. Cunningham, Foreman Miner, attached to Bureau of Mines Rescue Car No. 2, while wearing a half-hour type oxygen breathing apparatus in a gasoline storage tank at Trinidad, Colorado, raised the question as to the possibility of gasoline vapors permeating the rubberized fabric of the breathing bags of such apparatus.It is known that most gases and especially certain organic vapors permeate rubber, by solution or a similar process. The rubber becomes saturated with the gas and if a concentration of gas is maintained on one side of the rubber sheet it slowly gives off gas from the other side. It of course takes some time for the gas to diffuse through the rubber and the length of time before it reaches the other side is proportional to the thickness of the rubber. The amount of gas that passes through per unit of area in unit time increases with the concentration of gas and also varies with the structure and composition of the rubber.It has been suggested that the gasoline vapor could not have penetrated into the interior of an oxygen breathing bag because the pressure is greater on the inside, but this is not true as the process of permeation by solution in the rubber is affected only by the difference in the partial pressures of gasoline vapor on the inside and outside of the bag. The positive oxygen pressure on the inside can only prevent the entrance of gasoline vapor through measurable holes, and has no effect on permeation by diffusion through the rubber."

Over the past several years the Bureau of Mines has developed a sulfur concrete (SC) technology in which chemically modified sulfur is mixed with suitable mineral aggregates to produce construction materials that are resistant to corrosion by acids and salts. Modified SC materials have been tested in actual operating conditions in 50 corrosive process environments at 40 commercial plants. SC components ranging from small test coupons to 4-ton acid sump tanks were fabricated and installed at plant locations where chemical corrosion was destroying conventional concrete materials. Through cooperative agreements with several companies, floors, retaining walls, and foundations were cast in place us-ing SC materials, then monitored for resistance to corrosion and retention of strength properties.

The method of mining bituminous coal in Pennsylvania cannot be treated in an extended manner in this publication since this would require more space than justified. The general plan of operation of most mines is on the room and pillar system, using double entries from which the rooms are driven In the early mining in the Pittsburgh coal bed the "checkerboard" plan was much used, but this entailed a large loss of coal in the blocks of coal that were left standing. In recent years there has been a tendency towards the adoptions of the panel, room and pillar method, also the block system, which ad mats of concentrated mining within a relatively small section of the mine It is not unusual to use 4, 6, or 8 parallel entries for the panel development. The longwall advancing method has been tried in some of the thin beds of the central coal field, but so far it has not passed beyond the experimental stage. The average extraction' of coal throughout the State is 714 per cent, but it is estimated that 15 5 per cent of the loss is avoidable, so the actual extraction should approximate 87 per cent. Pennsylvania is exceptionally well provided with means of transportation by trunk lines, branches, and by intra State railroads, among which are the Pennsylvania, Baltimore & Ohio, New York Central, Buffalo, Rochester & Pittsburgh, Western Maryland, Bessemer & Lake Erie, Pittsburgh & West Virginia, Pittsburgh & Lake Erie, Erie, Monongahela Division, and Montour railroads, all of which reach some of the bituminous mines The Monongahela River furnishes water transportation for Allegheny, Greene, Fayette, and Washington counties During 1923 the coal traffic on this river amounted to 18,709,084 tons, and of coke, 385,426 tons Coal is moved on the Allegheny River also, the total in 1923 being 911,178 tons s.

As part of an investigation aimed at improving the health and safety and competitiveness of the mining industry, the U.S. Bureau of Mines evaluated the application of common offset radar profiling, using a 250-MHz ground-penetrating radar (GPR) system, for the detection of fractures in igneous rock. A series of radar reflection surveys were conducted to detect and delineate the extent of fracturing at various granodiorite and gabbro quarries and outcrops located in Minnesota. The application of radar profiling for detecting joints, sheeting fractures, shear zones, and depth to water table was demonstrated to be feasible with minimal processing. Radar reflection interpretations were verified by visual inspection of the rock mass and field mapping of local structure. The radar reflection section provides a simple, rapid, and cost-effective means for mapping of shallow (less than 10 m) small-scale fractures (greater than 0.25 cm) in igneous rock masses (characteristic of velocities between 0.061 m/ns for gabbro and 0.125 m/ns for granodiorite). Depth or distance estimates to fractures are within 10 pct of the actual, and time-shift compensation is necessary only when topographic irregularities exceed 30 cm.

This report summarizes the results of several field tests conducted by Collins for the Bureau of Mines under contract SO122076 and contract H0232056. The field projects represent a part of Collins continuing effort on a broad study of coal mine communications. These experiments analyze the propagation characteristics of radio signals in a working coal mine environment. The intent of the program is to provide basic propagation loss characteristics by which we may evaluate various approaches to an integrated mine communications system. The goal of such a system is to satisfy both operational and emergency communications needs in the mine. Field testing was conducted during the last week of November 1972, at a coal mine operated by Inland Steel Company, near Sesser, Ill, and in the Robena No. 1 Mine, Waynesburg, Pa, on 12 March 1974. The tests included uhf propagation losses and noise (200 MHz to 1 GHz) in the Sesser, I11 mine location and vlf propagation loss and noise (1 to 200 kHz) in both of the above locations. The basic experimental parameters were frequency, polarization, antenna type/orientation, and distance. The following reports treat the various aspects of the test programs in detail. Since different antenna configurations were used in the two mines, each report contains its own experimental predictions drawn from its corresponding test activities. A test equipment list and block diagrams of typical experimental setups for the tests of section 2 are contained in appendix A.

"It has only been in recent years that the proper ventilation of metal mires has received serious consideration. Increasing temperature and humidity with greater depth in some of the larger mines of the West prevented the efficient operation of the mines and made the installation of mechanical ventilation systems necessary. Doors that interfere with tramming are generally needed to control properly the mechanically induced air currents and are one of the inherent disadvantages of the system. In fact the necessity for the use of doors in the main haulageways has discouraged the installation of mechanical ventilation in some metal mines.A number of mining companies in Arizona are using ventilation doors which can be opened and shut mechanically by the motorman without leaving his seat or stopping his train, end thus interfere very little with the transportation of the ore. The Copper Queen Branch of the Phelps-Dodge Corporation at Bisbee introduced these ventilation doors and adapted them from those in use in the company's coal mine at Dawson, New Mexico. Other mining companies have installed the same type of door and it is now being used in a number of districts in Arizona.The doors at the Calumet and Arizona mine in the Bisbee district are representative of those in use. The doors at this mine are substantially built of 2-inch lumber, are air tight, are well placed and have two openings or passageways. The main door, which is used for the motor trains, is 5 feet wide by 6 feet high and is opened by compressed air and closed by a counterweight. At the side of the motor door is the man door, which is 16 inches wide by 5 feet high and is opened and closed by hand."

As one of its projects for degasification of major panels of coal prior to mining within them, the Bureau of Mines conducted methane emission studies during development of a set of three headings 1,800 feet in a major coal panel (2,700 by 3,500 feet) which had been completely isolated by sets of main headings for 12 months in the Federal No. 2 mine (Pittsburgh coalbed) in northern West Virginia. Similar emission studies were conducted in the development of two sets of main headings in virgin coal areas nearby. Comparing the two sets of data indicated that the isolated coal panel had been degasified by approximately 70 percent.

The Federal Bureau of Mines performed laboratory tests using direct current to dewater and densify fine-grained coal sludge in order to alleviate disposal problems and lead to recovery of high energy value often present in this waste. The laboratory tests described in the main body of the report were performed on thickened underflow (no flucculant added) from a northern Appalachian coal preparation plant. Solids in this slurry was very fine with 65 percent of the particles less than 0.1 mm in diameter. A variety of application procedures tested is exemplified by a test in which a soupy slurry (55 percent dry-weight moisture content) was converted into a firm dense material with a 20-percent dry-weight moisture content. These results were achieved in 3 hours with current density of 3.7 amp/ft2 and a power expenditure of 35 kwhr/yd3. The treated material has an average heating value of 10,400 Btu/lb. Varying current density, electrode configuration, and placement depth makes application of the treatment flexible. Two other types of sludge were tested briefly--thickener underflow from a southern Appalachian coal preparation plant with flocculant added, and sludge from an acid mine drainage treatment plant. The underflow responded well to the treatment, but response of the sludge from the acid mine drainage treatment plant was poor.

"The most authoritative compilations on the coal resources of the British Isles are given in ""The Coal Resources of the World"" issued by the 12th International Geological Congress, 1913. The reserve, calculated to a depth of 6,000 feet, in seams containing not less than two feet of merchantable coal are as follows: Mining at present is conducted at depths from about 800 to 3500 feet. The shallower coals have largely been exhausted. The present average hoisting depth probably is about 1500 feet.The thickness of individual beds at present mined varies from about 2-1/2 feet up to 40 feet in thickness, the latter thickness being found in North Staffordshire. The coal is rarely found level, but is approximately level in some parts of Yorkshire. Anthracite is mined in limited quantities in Wales, and Wales also produces a very high grade semi-anthracite or smokeless coal, which is fa famous the world round, and is equaled only by the Pocahontas and New River coals in the United States:As concerns the methods of mining, these vary widely according to the pitch of the bed, the thickness of coal, and natural conditions, but the prevailing method is some form of longwall or semi-longwall, by which all the coal is extracted. The other principal method is a so-called pillar and, stall method, by which the coal is mined out, leaving square or rectangular pillars which are extracted on the retreat, making it virtually, a retreating longwall system. This method is applied where the roof is strong, and particularly in the thicker beds, as the longwall method is not so well adapted for mining where the thickness exceeds five or six feet, unless it is what is called a multiple seam, one in which there are partings of rock that provide material for building walls, which the roof in subsiding gradually squeezes down."

"INTRODUCTION AND SUMMARYNowata County, in the northeast corner of Oklahoma, is one of the principal oil-producing counties of this stripper area. Many fields in the county were opened and much oil was produced before statehood. The location of the major fields, as defined by the Oklahoma Corporation Commission, 2/ the outline of the areas of water-flooding activity, and the location of the several projects described in detail in this report are shown in figure 1.There was some drilling in the county earlier; but it was not until after 1904, when the Secretary of the Interior confirmed as valid the leases granted by the Cherokee Nation, that the major drilling activity began. Initial development in this part of Oklahoma was in the Chelsea field in Rogers County, which adjoins Novata County on the south. The activity spread rapidly northward to the Alluwe and Coody's Bluff fields, and then to the Nowata-Claggett field. Continued exploration resulted in discovery of the Delaware-Childers field, where some wells having an initial production of 1,000 barrels daily were completed. Fields discovered and developed during the next few years included the Lenepah (Elliott), Adair, California Creek, Curl Creek, Woody, and South Coffeyville. The oil-production history of Nowata County is shown in figure 2. In assembling the data for a production curve, it was found that the combined production records for Nowata and Rogers Counties were available for 1914 to 1951, inclusive, and that records for the individual counties were available only from 1926 to 1951, inclusive. The early production figures for the counties from 1905 to 1914, inclusive, except for 1909, were calculated from the initial production statistics of the Federal Geological Survey mineral resources bulletins and production data assembled by C. H. Beal. 3/ The production values for 1905 to 1926 for Nowata County were obtained by dividing the total production for the two counties by a percentage factor derived from known facts regarding the oil industry in the area. Production figures for the individual counties from 1926 to 1933, inclusive, were obtained from the files of the Oil and Gas Journal, and the figures from 1933 through 1951 were obtained from monthly reports of the Oklahoma Corporation Commission."

The Bureau of Mines sponsored an investigation of the thermal oxidative degradation characteristics of selected ingredients employed in the formulation and manufacture of conveyor belts. This work was done to supplement similar studies of samples from finished conveyor belts and thus provide basic data for correlation of the potential toxic behavior of a finished belt with that of the individual ingredients. This report covers the study of (1) basic polymers (styrene-butadiene, neoprene), (2) reinforcing fibers (Nylon 6,6, Dacron, viscose rayon), (3) flame-retardant plasticizers (tritolyl phosphate-isomeric mixture, tri-p-tolyl phosphate, tributyl phosphate, tris (dichloropropyl) phosphate), (4) plasticizers (diphenylphtha1ate, di-(2-ethylhexyl) sebacate), and (5) a vulcanization accelerator (2-mercaptobenzothiazole).

The increasing concern for dust control in metal and nonmetal mining prompted the Bureau of Mines to investigate the dust suppression technique of applying foam to face drilling and crushing operations in a gypsum mine. Previous attempts to achieve effective dust control on face drills using other techniques, such as dry collection and boom-mounted external water sprays, have not been successful. The largest problem encountered when using these techniques has been the lack of sustained effective dust capture at the face. Results for two faces studied show that injection of the foam through the drill steel provided an average dust reduction of 95 pct. However, the use of foam on the crusher provided no dust reduction at the operator's position (because of good local ventilation) and a 27-pct average dust reduction for two feeders at a location midway between the operator's position and the crusher. The conclusions obtained from this study are that (1) foam can be an extremely effective dust control technique when used on localized dust sources such as dust generated within a blasthole during drilling, and (2) foam is only marginally effective as a dust control technique when used on nonlocalized dust sources such as dust generated during the feeder-and-crusher operation.

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. This interpretation of the laws of El Salvador has been prepared from the best available information in Washington , but is released subject to correction and amplification , if necessary , by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State . Under the terms of the Code of Commerce ( arts . 12ff . ) , foreigners living in El Salvador can engage in business on the same terms as nationals . This involves ( = $434.00 ) - except for those with a working capital , of less than a thousand pesos inscription in the merchants ' register , which can be refused only in case of manifest disability of a permanent nature .

In the course of the work currently conducted by the Bureau of Mines in cooperation with the American Petroleum Institute Research Project 48 on identifying sulfur compounds in petroleum, a micromethod was developed (12)5 for catalytically removing the sulfur atom from sulfur compounds. The product is the residual portion of the molecule; the structure otherwise was unaltered except for hydrogenation of any unsaturated bonds that were present in the original compound. Positive identification of sulfur compounds isolated from crude oils is a difficult problem. Direct comparison of properties of the unknown with those of reference compounds is often impossible because of the limited number of reference sulfur compounds available. However, a relatively large number of pure hydrocarbons is available, and the conversion of the sulfur compound to a hydrocarbon enhances the possibility of identification. The technique also can be used to prepare microquantities of scarce hydrocarbons by hydrogenating compounds that are readily available.

Mining men and State officials in their efforts to make mining safer are confronted from time to time with various complicated questions . In recent years these questions have tended to increase with the use of mechanical appliances . Twenty- five years ago electricity had hardly been used in mines . To - day there is practically no other means of transmitting energy employed in American mines , except in metal mines where compressed air is used for drilling and small portable hoists . In coal mines there has been a great increase in mechanization and a tendency to concentrate the mining operation , which has resulted in attendant difficulties of ventilation and intensified the danger of coal - dust in bituminous and subbituminous mines . The answers to the questions which arise are not always obvious , as is shown by the fact that even able , experienced men differ in their opinions of the best way to overcome a particular mining hazard . The difficulty of solving the problems is also demonstrated by the varying provisions in mine safety rules , both in official regulations and in the rules of those mining companies who are endeavoring to do more than follow the letter of the law . Such differences of opinion on the best way of meeting a difficult situation are often found within the same mining organization , and so it has been in the Bureau of Mines .

This Information Circular presents the MULSIM/PC system of numerical modeling computer programs developed by the U.S. Bureau of Mines. This system consists of four programs: PREMUL, the preprocessor or mesh generator; MULSIM/PC, the actual numerical modeling program (number cruncher); MUL3D, a three-dimensional postprocessor; and MUL2D, a two-dimensional postprocessor. These programs were specifically designed to operate on IBM-compatible (MS-DOS-based) personal computers for easy transfer of this technology to the mining industry and academia. MULSIM/PC uses a subvariation of the boundary-element method, namely, the displacement-discontinuity technique, for linear-elastic geomechanical analysis of mine plans in one or two parallel underground tabular deposits. Results calculated by this technique include stresses and displacements as they relate to changing mine geometries and materials. In addition to describing the MULSIM/PC program and its features, and providing a detailed example model, this report also documents the associated preprocessing and postprocessing programs that are part of the MULSIM/PC system. User's guides for all the programs are contained in the appendixes following the main report.

Magnesia spinel (MgO.Al203) recovered from dusting slags in the system MgO.Al203-2Ca0.SiO2 is in the form of single crystals most of which will pass 35-mash. This investigation was undertaken by the Bureau of Mines to evaluate the concentrates as a refractory raw material. Three specific types of refractory bricks were studied: (1) dense, (2) lightweight bubble, and (3) insulating. Test specimens ware fabricated 1 by dry pressing, fired to 1,675° C., and tested by procedures common to the industry. The concentrates produced a refractor, having satisfactory density and mechanical strength; however, spinal is sensitive to thermal shock and the possibility of producing a spall-resistant brick using aggregate of such small grain-size must be considered remote. Lightweight refractorias fabricated of spinel bubbles were the most promising of the types tested. They were 30 percent lighter in sight than the dense refractory, their mechanical strength was good, and definite superiority in thermal shock resistance was indicated.
