In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings, and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.

This chapter presents data on occupational exposures from several sources. Data from compliance samples obtained by MSHA inspectors are presented in table 6-1 for coal mine dust and silica dust, and in tables 6-2 through 6-6 for metal fumes. Since these samples were taken for compliance monitoring rather than as part of a survey of the industry, it is difficult to predict how well they indicate actual exposures for all mining operations. In the coal industry, 7.8% of all respirable dust samples during 1986-1995 were above the permissible exposure limit (PEL). Of silica dust samples obtained during the 10-year period, 23.7% were above the PEL in coal, 16% in metal, 10.8% in nonmetal, 9.1% in stone, and 7.6% in sand and gravel. Of metal fume samples, silver samples showed the largest percentage above the PEL-approximately 48% of samples in both metal and nonmetal. Tables 6-7 and 6-8 present data on noise exposures from the MSHA "dual threshold" survey, which was published in the Federal Register [61 Fed. Reg. 66347 (1996)] as part of a proposed rule change for occupational noise exposure in mining. This study examined a group of samples obtained during 1991-1995 and compared the percent of samples that were above two separate specified limits. The first limit was the current noise standard, a time-weighted average of 90 dBA, calculated to include only exposures at 90 dBA and above. The second limit was a time-weighted average of 85 dBA, calculated to include exposures at 80 dBA and above. Tables 6-8 and 6-9 refer to musculoskeletal overload conditions examined in the National Occupational Health Survey of Mining (NOHSM) [NIOSH 1996]. Table 6-8 shows the operational definitions for each condition; table 6-9 shows the percentage of the workforce potentially exposed, by commodity. Across all commodities, a large proportion of workers were exposed to musculoskeletal overloads due to positioning of the neck and back; positioning and motion of the forearms, arms, and shoulders; heavy lifting; and positioning and movement of the lower limbs. The recorded overloads were defined in the survey and did not exceed any NIOSH, MSHA, or OSHA guidelines for musculoskeletal overloads. Further information on this survey appears in appendix A.

[In July, 1924, the Bureau of Mines, through its Petroleum Experiment Station, undertook a field study of methods used in oil-field shops for dressing and tempering fishtail bits. The purpose of this work was to suggest chances that would be helpful to the bit-dresser in turning out better treated, harder, and tougher bits, and thus cut down the excessive loss of time caused by too frequent changing of bits. It was the intention to eliminate as much as possible the guess work connected with dressing and tempering bits under the method of judging temperature by eye, by developing; practical methods of controlling temperature. If there were some possible means of accurate temperature control, then it would be an easy matter to bring all bits to the proper temperature for maximum hardness rued toughness, thus doing away with the source of most of the trouble experienced in the present method of bit tempering. Shortly after the Bureau of Mines began its study, a chop In the Stroud, Oklahoma, oil field announced method for tempering fishtail bits that Would increase the drilling footage of each bit treated. The method accurately regulates, by the use of a bath of molten salt, the temperature to which a bit is heated before being quenched to produce hardness. There is nothing new in using silt baths for the, heat treatment of steel, but this was the first attempt to introduce it into the oil fields for use in hardening bits, and for this purpose it proved to be admirably adapted. In tempering, by the old system it is not possible to measure the temperature of the heated bit by means of an electrical instrument for that purpose, whereas this is an easy matter with the now method. If heating steel to slightly above the critical point rind quenching suddenly will bring out its best properties, their here is a method of accurately bringing the steel to that point.]

Carbon monoxide (CO) sensors are used in mine fire early-warning systems. Experiments were conducted by the U.S. Bureau of Mines with six diffusion-type CO sensors to determine their response to a reference CO concentration under both static and dynamic flow conditions. Static experiments were conducted with 0.5 L/min flow of 16 ppm CO in N2 through 8-and 12-L chambers. Dynamic flow experiments were conducted in two environmental chambers: One had directional flow capability of 1 m/s, and the second provided moderately nondirectional flow as high as 1.8 m/s. Reference CO concentrations of 13.5 to 19 ppm in air were used for the dynamic experiments. The results of the static experiments demonstrated that the sensors consistently underestimated the reference gas concentration. The dynamic experiment results showed the sensors provided reasonable agreement with the reference gas concentration when directional flow effects were not considered. Directional flow effects were evaluated for two sensors. One of the sensors showed a strong dependence upon the relative orientation of the diffusion tube with respect to flow direction. The second sensor did not show a dependence upon flow direction. The sensors' directional flow effect is significant for their proper in-mine utilization.

This Bureau of Mines report describes a series of rapid wet chemical methods for the analysis of blast furnace slags. A "complete" analysis for total iron, manganese, silica, lime (calcium oxide), magnesia (magnesium oxide), sulfur, and mixed oxides (R203) can be routinely performed in less than 3 hours. These methods were employed as the analytical control procedures for the Bureau's experimental blast furnace operations and have been satisfactorily applied to the analysis of other slags and calcareous materials.

The Bureau of Mines has been developing breathing and metabolic simulator technology since 1970. Breathing simulation has been widely achieved throughout the world and used in the testing of open-circuit breathing apparatus, but satisfactory metabolism simulation has not been achieved. This situation required that the testing of closed-circuit breathing apparatus, which are the only type used in mines, be done using human test subjects. The goal was a machine that could accurately simulate both the breathing and the metabolic functions of a human being for testing of closed-circuit breathing apparatus. The advantages of using such a machine instead of a human being for testing respiratory protective devices lie in its ability to quantify metabolic input, its repeatability, and the lack of a need to deal with the vagaries of human subjects. This report will describe the breathing and metabolic simulators that have been developed and used by the Bureau over the past 15 yr.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are tables that show the principal nonfuel mineral commodities exported from and imported into the United States, and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines. Because of inadequacies in the statistics available, some series deviate from the foregoing definition. For gold, silver, copper, lead, zinc, and tin, the quantities are recorded on a mine basis (as the recoverable content of ore sold or treated). However, the values assigned to these quantities are based on the average selling price of refined metal, not the mine value. Mercury is measured as recovered metal and valued at the average New York price for the metal.

The United States Bureau of Mines has published relatively little on the flooding and unwatering of coal and metal mines. Bulletin 229, Fifty-Nine Coal-Mine Fires, published in 1927, contains several instances of the flooding of mines or sections thereof to extinguish fires but does not describe their unwatering. Report of Investigations 2649, Explosion Hazards Incidental to Unwatering Coal Mines, published in 1924, warned against the possibility of gas accumulations in flooded mines and indicated the precautions to be taken. Report of Investigations 2255, An Unusual Hazard in Reopening Long-Flooded Timbered Metal Mines, published in 1921, told of methane being pocketed and the danger thereof. The flooding of mines originates in many ways. At some mines flooding followed reopening after what was thought to be permanent abandonment; also, explosions have caused some mines to be flooded. Extinguishing fires, accidental encountering of underground streams or flooded old workings, and caves of strata admitting water from underground workings, water-bearing strata, or surface accumulations have also flooded all or parts of mines. Unfortunately, un watering often necessitates much study and causes apprehension largely because experiences in similar situations are not generally known, as few descriptions of successful or unsuccessful methods are available. The job has sometimes been contracted for outside the local management involved and has become a matter of record for the contractor only. As the cost-plus contract system often employed in the past is now known to be expensive, careful managements elect to handle the problem themselves, in line with the general policy of cutting expense where possible. This report describes specific in-stances of successful unwatering by operators.

This paper is one of a series being prepared for and published by the United States Bureau of Mines describing methods and costs of mining and preparing sand and gravel for market at various plants throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The Clowdy plant, with which this paper deals, is located 7 miles west of Dallas, Tex., and has a rail connection with the Texas and Pacific Railway. In addition to the rail outlet there is a paved road over which materials produced at this plant can be moved into Dallas by truck.

"The Bureau of Mines has repeatedly emphasized the necessity of completely ""rock-dusting all coal mines, except anthracite mines, in every part whether in damp or dry condition."" Every open accessible part of, the, mine without exception should be thoroughly rock-dusted, including parallel entries, air courses, trackless entries, crosscuts, and rooms to within at least 40 feet of every coal face. Very few mines have followed this recommendation and warning, with the result that there have been explosions not only in mines which have not used rock dust but also in so-called rock-dusted mines. Following a number of mine explosions it has been reported that the mine was rock-dusted,"" whereas it is probable that only some of the haulage roads had been given a hurried application of rock dust and in most instances not as much as 5 per cent of the mine was really rock-dusted. That is not rock-dusting.Some conscientious, well-meaning mining men have felt that rock-dusting of haulage roads would effectively stop an explosion; however, when shown, through widespread explosions in mines ""well rock-dusted"" according to the above method, that leaving large areas undusted, furnishes paths through which a violent explosion may travel, these mining men have realized the necessity of thorough rock-dusting and have adopted this explosion-prevention method.The Mather Collieries mine, Pickands, Mather and Co., operators, at Mather, Pa., was the first mine in Pennsylvania to receive, full credit for rock-dusting under the new 'stringent ruling of the Pennsylvania Compensation Rating Bureau, the provisions of which require that:"

This paper deals with the second phase of an extensive research on coal-mine ventilation factors. A comprehensive report of the entire work is in course of preparation, but abstracts of the various chapters are being prepared in order to make the results public as rapidly as possible. Part 1 dealt with the resistance of unobstructed entries and was issued as Serial 2621 of the Bureau of Mines, in July 1924. Description of tests. After the resistance of an unobstructed entry to flow of air had been determined by tests in the Experiment mine, mine cars were; run into the test section in various arrangements and the increase in resistance was determined. The cars used were of the wooden type with loose end gate, and would hold about one ton of coal, level full. They were 7 feet long. 4 feet 2 inches wide above the wheels, 3 feet high, and had a cross-sectional area of approximately 10 square feet. The average area of the entry was about 57 square feet, the ratio of unobstructed to total area being about 17.6 per cent. The track gage was 42 inches and the wheel-base 20 inches.

This U.S. Bureau of Mines report discusses the status of a laser-based guidance system to provide position and heading feedback and closed-loop control of tramming maneuvers for a continuous mining machine. The system has been developed and tested at the Bureau, and is now being prepared for underground experiments. The system hardware includes laser scanners, a sensor communication network, and host computer hardware. The system software includes a position and heading computation module and a tram control module. The description of the software includes discussions of laser data acquisition, error compensation methods, position and heading determination, safety checking for continuous miner tramming, and closed-loop tram control. The accuracy of the laser scanner's data, the reliability of the lasers in a dusty environment, and the system's accuracy on tracking the position and heading of the continuous mining machine are shown in the results of experiments performed at the Bureau. Conclusions are stated based on these experimental results, and further work to improve the system performance and prepare for underground testing is discussed.

[Inquiries are frequently received by the Bureau of Minas relative to occurrence, mining, treatment and utilization of the natural hydrocarbons' such as gilsonite, elaterate, wurtzilite, grahamite, and ozokerite although have been known and used for many years, they are not yet well understood and the amount of recent literature dealing with them as comparatively small. This paper is intended merely to summarize the present knowledge The natural hydrocarbons included in this series are gilsonite, elaterite, wurtzilite, glance pitch, manjak, grahamite, albertite, arid ozokerite and many other minor varieties. With the exception of ozokerite and the other mineral waxes, then all more or less resemble asphalt in that they are dark brown or black bituminous substances of organic origin, generally with a resinous luster. Ozokerite usually light an color with a waxey luster, is closely allied to the others of the series, but is usually considered separately, Unfortunately authorities differ as to nomenclature so that determinations of physical and chemical properties from different sources may riot be readily compared. Abraham Herbert, Asphalts and Allied Substances, 1918, 606 pp. has made one of the most detailed studies of these subjects in recent years, and his classification is used in the main. This report presents the results of a research and development program in recovering waste-rolling oils conducted by the Bethlehem Steel Co., before 1954 at its Sparrows Point plant, Sparrow Point, Md., with the cooperation of the Bureau of Mines, U. S. Department of the Interior, College Park, Md. The objective of the program was twofold: First, to recover oil for reuse in the plant; and second, to stop pollution, by oil, of the stream and harbor areas in the immediate vicinity of the plant. The sequence of the investigations was laboratory and pilot plant studies on sedimentation, simple aeration, and flotation for the separation of oil and water; and construction of a production unit using standard flotation equipment. This work was only preliminary for the Bethlehem Steel Co. and it has continued research on this problem. Recent progress indicates that new, improved processes will soon replace the flotation units described in this report. The first efforts to separate oil and water by simple sedimentation were unsuccessful. To establish the cause of this failure, microscope examinations and measurements were made on cold-reduction rolling mill cooling-water effluents containing oil in suspension. It was discovered that an average oil globule, held in suspension, was only 0.001 inch in diameter and would not coagulate with other globules for normal sedimentation at room temperature. The next step in the sequence of studies was to coagulate the oil suspension by simple aeration with air under slight pressure. The aeration methods studied were effective in removing up to 68 percent of the total oil but were approaching flotation in principle. The final investigation of the series was flotation of the oil in conventional laboratory-size flotation cells. The small-bubble method, without reagents, floated up to 89 percent of the total oil held in suspension and was the process selected for pilot-plant development.

"INTRODUCTION Retsof mine, adjoining the village of Retsof, Livingston County, New York, is about 5 miles northwest of Geneseo and 55 miles (air-line distance) due east of Buffalo. It is a single-bed rock-salt mine having extensive horizontal workings as much as 2-1/2 miles long and 1 mile wide and has been in continuous operation since 1885. Retsof tine is the largest producing salt mine in North America and is reputed to be the largest active salt mine in the world.Retsof is one of three large salt mines operated by the International Salt Co., Scranton, Pa.; T. Forster Courthope is general manager of Retsof and also of the company's Detroit salt mine in Michigan and has held that position for 27 years. He is assisted by Stanley Martin, general superintendent; R. Goetz, Maintenance superintendent; and John Riordan, mine superin¬tendent. All are old-timers at Retsof and, according to Courthope, contri¬buted the ""lion's share in bringing the mine to its present standard of safety.ACKNOWLEDGEMENTThis circular was made possible by the generous cooperation of T. "Therma1 and chemical treatment of respirable size silica dusts samples is shown to induce marked changes in their hemolytic activity. The cytotoxicity of crystalline a-quartz (Min-U-Sil), and fumed silica (Cab-0- Sil) particles, as measured by a hemolytic activity protocol, is decreased by calcination and can be related to the dehydroxylation of the surface. The hemolytic activity of P-cristobalite particles of respirable dust si7.e was also determined and found to be lower than that of a-quartz. The change in the surface structure resulting from thermal treatment is detectable by photo-acoustic infrared spectroscopy and zeta-potential measurements. The absorption band in the 3200-4000 cm-1 frequency region of both Cab-0-Sil and MinU- Sil disappears upon heat treatment while a sharp band, identified with single silanol groups, at 3750 cm-1 increases in intensity. The zeta potential-pH profile, in the pH range of 4.0-7 .0, of the calcined, siloxane surfaced particles is more negative than that of material with a silanol surface.The cytotoxicity of the crystalline and fumed silica dusts was also found to be strongly dependent on particle size. Fumed silica of large surface area (small particle size) exhibits an initial increase in hemolytic activity upon calcination. This result confirms other experimental observations pointing to a particle size of maximum toxicity. INTRODOCTIONThe toxicity of silica and other mineral particles, as manifested by their role in inducing pneumoconiosis, fibrosis, silicosis and other pulmonary disorders is largely traceable to the characteristics of particle surfaces and to particle morphology. The great wealth of data on the physical and chemical properties of silica is still insufficient for a comprehensive understanding of the specific parameters to be associated with fibrogenic activity and, correspondingly, with the optimum means for characterizing and quantifying the toxicity of dusts, and the design of possible preventive or therapeutic methods.The great diversity of parameters that have been proposed and tested for correlation with cytotoxicity suggest that more than one mechanism may be involved in the fibrotic activity of silica particles. The crystalline structure of the material (more active tridymite versus less active crisobalite and passive stishovite), freshly formed surfaces and free radicals associated therewith, silicic acid adsorbed onto silica surfaces, the concentration of hydroxyl groups at silica surfaces, particle size and morphology, among other properties, have been investigated and found to conelate in tests of cytotoxicity."

"INTRODUCTION The increased use of coal as pulverized fuel has focused attention on the grindability of coal and on the necessity of evaluating this property by a method suitable for use in the usual coal-testing laboratory. Without some knowledge of how various coals behave in the grinding operation, that is, how their use affects mill capacity and power requirements, the selection of coals for pulverized-fuel plants cannot be made on the same critical basis used in selecting coals for other types of burning equipment. The grindability of a coal, serves principally as an indication of the mill capacity attainable in grinding it - not as a direct index of the total cost of grinding. Although the grindability of coal may play a minor role at some plants, it is a decidedly important factor where pulverizer capacity limits the ability to carry high loads.Purpose Standardized tests for determining the grindability of coal are relatively new, so that the information now available on the grindability of various coals is limited in comparison, for example, with that available on proximate analyses. Published information is restricted to determinations on many important Eastern coals by the Fuel Engineering Co. of New York, 4/ a bulletin giving the results of numerous tests by the Babcock and Wilcox Co. 5/, and a comprehensive report on. Alabama coals by the Bureau of Mines. 6/This report presents the results of grindability tests of 34 samples of coals from Illinois, Kentucky, Pennsylvania, Utah, Virginia, Washington, West Virginia, and British Columbia at the Northwest Experiment Station of the Bureau of Mines, Seattle, Wash., in cooperation with the College of Mines of the University of Washington. In the future, as the laboratories of the Bureau make grindalility tests of other coals, additional reports will be issued."

Analysis of the size consist of broken coal has been extended in recent years beyond the mere representation of the relative quantities of the various sizes present in a given lot of the material. Fundamental characteristics of the coal related to the process of breakage fix the distribution of sizes, and it has been found by Rosin and Rammler4/ that a relatively simple law-governs this property. Benhett5/ has described a graphical method of expressing the relationship, and by its use considerable simplification in the expression of size distribution is possible.

The various underground rooms in the Bureau of Mines Oil-Shale mine, Rifle, Colo., have been open for periods ranging from 3 to 5 years. During this time 3 roof falls have occurred; 1 was induced, and the other 2 were unintentional. The three roof falls are described in this report. Two causative factors are discussed -a time-dependent deterioration of the roof rock and an unfavorable system of jointing that occurred in the strata overlying the present roof horizon. Irrespective of cause, the operating life of any stoping area would have been short com-pared with the life of the roof (1 to 4 in the most unfavorable instance), if a high-production system of mining had been employed. The report is concluded with several recommendations that should be considered in planning future mining operations.

Laboratory mineral-dressing investigations were conducted on talc-bearing samples from Arkansas and Texas under the Bureau of Mines program of examinations and surveys, which is concerned, in part, with the improvement of conservation and utilization of domestic mineral resources. Two of the soapstones in question were successfully upgraded by flotation, utilizing stage additions of a frother and an amine to promote their talc content. The process could enable the producers to meet more rigid specifications of higher priced talc commodities. INTRODUCTION Talc is an industrial mineral with distinctive properties, such as softness, smoothness, large surface area in relation to mass, chemical inertness, and good retention as a filler, that make it particularly valuable to a number of industries. Sales to 6 industries -ceramics, paint, insecticide, rubber, roofing, and paper -consumed 84 percent of the domestic production of talc, pyrophyllite, and ground soapstone in 1952. Mine production in that year totaled 600,908 tons. Sales of crude and ground material were 593,147 tons valued at $11,347,317.2/
