To ensure the stability ofa tailings pond embankment, the height of the phreatic surface must be kept at or below a safe level. In this investigation, the Bureau of Mines analyzed various horizontal drain designs for tailings embankments to determine their effects on location of the phreatic surface. This report describes the investigation, and it includes 21 dimensionless graphs that can be used to estimate the drain spacing and length dimensions necessary to ensure the stability of embankments of various configurations. Analyses were based on the use of two computer codes, a three-dimensional finite-element code and a two-dimensional finite-difference code. The computer-generated results were compared with results obtained from a laboratory embankment model, other laboratory test results, and piezomet-ric data from two actual tailings embankments. Nearly the same phreatic surface locations were predicted using either of the computer codes. For one of the actual embankments studied, the predicted phreatic surface location was slightly higher than the measured location; for the other, the predicted location closely followed the actual surface trend. Phreatic surfaces of the laboratory model were slightly higher than the code-gener-ated locations, and the differences grew larger as drain length increased or drain spacing decreased.

Consumption and intensity of use trends for twelve metals, by industrial end use, were estimated for 1972 through 198Z. The trends were then forecast through 1993 using standard statistical methods. The intensity of use measure selected is the quantity of metal consumed per constant dollar output of a specific industrial sector. The metals studied were aluminum, chromium, cobalt, copper, lead, manganese, nickel, the platinum-group metals, tin, titanium, tungsten, and zinc. Average annual growth rates for the following four of the twelve metal increased from 1972-82 as follows: aluminum, 1.00 percent; platinum-group metals (consisting of platinum, palladium, and iridium), 8.83 percent; titanium, 7.82 percent; and tungsten, 6.09 percent. Consumption. for the remaining eight metals decreased at average annual rates ranging from 0.58 percent (copper) to 5.37 percent (manganese).

This Bureau of Mines study estimates typical capital investments, operating costs, and selling prices for two bituminous coal strip mines in the Eastern and Interior provinces and a subbituminous coal operation in the Northern Great Plains province. The annual productions were based on tonnage required to fuel a 250-MM-scfd, high-Btu gas plant. The annual tonnage for the Eastern province mine is 4.8 million tons; for the Interior province mine, 6.72 mi 11 ion tons; and for the Northern Great Plains province mine, 9.2 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of May 12, 1974, under the terms of the Bituminous Wage Agreement of 1971, and costs for material and equipment are based on 1973 and early 1974 indexes . Initial capital investment varies: $45,358,600 for the 4.8-million- ton-per-year (MM tpy) mine in the Eastern province, $54,603,000 for the 6.72 MM tpy mine in the Interior province, and $29,871,000 for the 9.2 MM tpy mine in the Northern Great Plains province. Total capital invest-ments for the Eastern province mine, the Interior province mine, and the Northern Great Plains province mine are $61,070,000, $76,753,000, and $56,286,000, respectively. Corresponding selling prices for the coal, per ton, are $4.79, $4.23, and $2.66, assuming a 12-percent discounted cash flow rate of return after Federal income taxes. These studies are considered typical for the areas involved. Costs will vary depending on specific locations in these areas.

Explosions are a type of mine accident that can be prevented by known methods ; however , they continue to occur because some mining people are still negligent in adopting and using the known and , in general , readily available measures for avoiding these disasters . Although the frequency and severity of explosions have decreased during the past 5 years there is still much room for improvement . Pennsylvania is an excellent example of what may be done to prevent explosions ; this State had an explosion record by no means good during the decade before 1930 , but by the adoption of readily available and not very expensive safety measures it now has almost entirely eliminated explosions . Pennsylvania bituminous mines now have the enviable record of not having had a major explosion disaster in considerably over 4 years . fact , many of our mining States are showing definite progress in working mines without explosions ; and some of these , like Alabama , West Virginia , Wyoming , and others now operating with few if any explosions , have had anything but a favorable record in the past .

1. The investigation shows that nine coal beds have been mined in Harlan County, of which the Harlan and Upper Elkhorn No, 3 are the most important from the standpoint of present production. Of less importance are the Hindman, Flag, Haddix, Wax, Fire Clay, Armburgy, and Upper Elkhorn No. 2. The Harlan, Upper Elkhorn No. 3, and Upper Elkhorn No. 2 beds contain the largest remaining known reserves. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of coal in place, are estimated at 2,138 million short tons as of January I, 1932. Of this total, 1,956 million short tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study, Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Apparatus for the analytical distillation of crude oils under an artificial pressure of 760 mm. of mercury has been designed and constructed. This apparatus enables laboratories at high altitudes to make Bureau of Mines routine analyses of crude oils with results similar to those obtained by laboratories at sea level. This is especially important for laboratories in the Rocky Mountain region, where barometric pressures of approximately 600 mm of mercury are encountered. During the past 30 years, the ?Bureau of Mines has made several thousand analyses of crude oils from various parts of the United States and from foreign countries. The first part (stage 1) of the distillation for the analysis is made at atmospheric pressure, and as most petroleum laboratories are near sea level, comparable results are obtained ordinarily. However, the increased use of the method by .laboratories at high altitudes has caused difficulty, as the analyses cannot be accurately compared with analyses from laboratories at sea level. For instance, laboratories at 7,200 feet generally report 2 to' 4 percent (based upon the crude oil) more gasoline than sea level laboratories. The use of the pressurized apparatus developed by the writers makes it possible for these high-altitude laboratories to duplicate analyses made at sea level.

The Bureau of Mines is conducting research into the pneumatic recovery of coarse mica and has used this method to produce mica concentrates that contain more than 90 percent mica. This research is being carried out pursuant to the Bureau's objective to develop technology that will help maintain an adequate supply of minerals and metals to meet national economic and strategic needs. Researchers used a Bureau-designed system of crushers, screens, and zig-zag air classifiers to concentrate coarse liberated mica particles from mica-bearing materials. This pneumatic system was used to concentrate four mica ores from Arizona, North Carolina, and South Dakota and three waste tailings from Alabama, Georgia, and South Dakota. Using these samples, it was demonstrated that plus 65-mesh size mica can be effectively recovered by the pneumatic method. Not only were the concentrates high in mica content; it was also demonstrated that this method can be used to recover up to 78 percent of the mica that was originally contained in the samples. Because it is a dry concentration method, the pneumatic beneficiation technique may be advantageous in areas where water resources are limited.

Reports received by the Bureau of Mines, Department of Commerce, from State mine inspectors, for November, 1930, showed that 219 men were killed in the coal mines of the United States during the month, an increase of 25 over the previous month and 33 over November, 1929. On the other hand the production of coal decreased, the output of 43,329,000 tons in November being 8,397,000 tons less than in October and 9,005,000 tons less than in November a year ago. The larger number of fatalities accompanied by a smaller output of coal resulted in a higher death rate4 per million tons in November than in the same month last year or in October, 1930. The November rate was 5.05, as compared with 3.55 for November, 1929 and 3.75 for October, 1930. The increase in the rate for the industry as a whole was chargeable entirely to bituminous mines,, as the anthracite mines had fewer fatalities in November than in either of the previous months to which reference has been made. Reports for bituminous mines alone 'allowed that accidents at class of mines resulted in a death rate of 5.12, based on 195 fatalities and a production of 38,122,000 tons. This rate indicated an increase of 55 per cent over the rate for October, of the same year, and 72 per cent over the rate for November, 1929. The October record was 146 fatalities and 44,150,000 tons, and that for November a year ago was 138 deaths and a production of 46,514,000 tons. Twenty-four deaths occurred at anthracite mines in November, 1970: the output of coal was 5,207,000 tons, hence the rate was 4.61 per million tons. During the corresponding month a year ago there were 48 deaths and 5,820,000 tons of coal produced, which indicated a death rate of 8.25. In October, 1930, the death rate was o.34; based on 48 deaths and 7,576,000 tons.

To determine in what part and to what extent creep or movement exists in an installed rock-bolt anchor and the effect of the creep or bleedoff on the tension load on a rock bolt, as well as the effect of normal mining activity on the rock-bolt load and anchor, the Bureau of Mines conducted tests in the laboratory and in two mines using four types of expansion-shell anchors, the wedge bolt, and in one mine, explosive-anchored rock bolts. Specially mounted heavy-duty springs, calibrated to obtain load readings from spring movement, were installed on the test bolts to prevent a drastic reduction in tension load caused by slipping or seating of the anchor. A dial gage, reading to 0.0001 inch, measured movement of the anchor shell against the rock and seating of the anchor wedge plug in the shell. While all bolts had electrical resistance strain gages for load reading, only readings from the laboratory tests were used because those from the field tests were erratic. The tests revealed that most load loss resulting from static loading is due to the slippage and seating of the serrations on the anchor shell into the drill-hole wall. Dynamic loading, primarily from sudden shocks from nearby blasting, and possibly from ground movement or mining activity, will cause the anchor wedge plug to seat in the anchor shell.

The number of natural-gasoline plants has shown a consistent decline in recent years, but the total capacity has increased steadily. The number of completed plants, as determined by a survey as of January 1, 1932, amounted to 959. Previous surveys of January 1, 1928 and 1930 showed 1,155 and 1,035 plants, respectively. Of the total plants on January 1, 1932, 859 were operating and 100 were shut down, compared with 999 operating and 36 shut down on January 1, 1930. The material gain in the number of inoperative plants in the last two years was probably due to the severe decline in prices of 1931. The low prices of 1931, which were approximately 40 per cent below 1930, made it virtually impossible for the majority of the independent plants, or plants not owned by a large integrated company, to operate at a profit. Accordingly, the majority of the plants removed from the list in 1930 and 1931 were owned by companies which were engaged solely in the manufacture of natural gasoline. The total daily capacity of the plants on January 1, 1932, amounted to 11,387,000 gallons, an increase of 871,000 gallons, or 8 per cent, in the two years 1930 and 1931. That the total capacity of the plants has increased while the number of plants has declined is due to the fact that nearly all the plants constructed in the last five years have been large plants. During 1931 the average total daily capacity of the operating plants was approximately 10,600,000 gallons, while the average daily production amounted to 4,944,000 gallons. This indicates that the plants operated during 1931 at 47 per cent of their capacity, compared with 58 per cent in 1930 and 61 per cent in 1929. Although more plants have been dismantled in Oklahoma in recent years than in any other State, it continues to rank first in number of plants. This report describes a processing method developed by the U.S. Bureau of Mines to produce high-quality flake graphite from the steelmaking waste known as kish. The kish produced by current steelmaking practices is a mixture of graphite, desulfurization slag, and iron that is skimmed from the molten iron feed to the basic oxygen furnace. It is estimated that the graphite content of kish discarded by U.S. steel plants is more than sufficient to meet the total U.S. demand for flake graphite. That need is now filled by natural graphite from foreign sources. Kish was treated by a combination of screening and hydraulic classification to produce a concentrate containing greater than 70 pct graphite. Leaching of the concentrate with hydrochloric acid solution gave a graphite product with 95-pct purity. An optional secondary leaching operation with hydrofluoric acid produced graphite with a purity of 98 pet or greater. The flake size of graphite from kish ranged from 10 mesh down. Evaluation of test samples by industrial graphite users indicated that kish graphite is a suitable substitute for the natural material for most uses. A process flowsheet and material balance for pilot plant design are presented.

Methods of distilling topped crude oils and distillates under vacuum, accompanied by good fractionation, have taken a place of major importance in the refining industry. In the refining of petroleum products it is generally desirable to produce a distillate of good quality, and this objective is attained by fractionation of a high degree. The laboratory and commercial practice have proved that by varying the amount of fractionation the quality of the distillate can be changed, and refiners are cognizant of the advantages of good fractionation. Distillation under high vacuum, however, is a relatively new practice in petroleum refining, and only during the last few years has there been an indication that this method may become a general practice in the industry. Vacuum distillation offers many advantages over older methods of distilling petroleum products. Vacuum combined with steam distillation, for example, is replacing straight-steam distillation because the quality of the products of vacuum and steam distillation surpasses that of those produced by straight-steam distillation. Although the injection of varying amounts of steam in a vacuum unit is common practice, the amount of steam used is becoming loss as the vacuum within the unit is increased. This report describes the construction of a visible-action laboratory batch still and fractionating column and gives certain data pertaining to the operation of the apparatus under vacuum for the production of lubricating distillates. The apparatus was designed and built to produce lubricating distillates under as nearly ideal conditions as possible, in order that a subsequent study of the characteristics of the distillates could be made. For example, a study could be made of the distillates obtained up to the point of cracking of the charge if a topped crude were charged to the still; if the still was used as a rerun unit for lubricating distillates a study of nearly the entire charge could be made. Only topped crude has been charged to the still so far, and therefore this paper is limited to the results obtained from the distillation of such a charge. The results so far obtained indicate that such an apparatus is valuable in a study of different crude petroleums as sources of lubricating distillates.

[This paper sets forth the burning characteristics of coke used as a domestic fuel as shown by work of the U. S. Bureau of Mines and others. Coke is a truly smokeless solid fuel and is held in high regard for this quality. Ways are being found for making commercial coke from a wider range of cools than heretofore, and tale use of coke for domestic heating is increasing. The National Safety Competition , a safety contest conducted annually by the Bureau of Mines , United States Department of the Interior , to promote safety at mines and quarries , has just resulted in the award of safety trophies , known as the " Sentinels of Safety" , for 1939. Awards were made to a bituminous- coal mine in Wyoming , an anthracite mine in Pennsylvania , a metal mine in Michigan , and a nonmetallic -mineral mine in Alabama ( all being underground mines ) and to anopen-cut mine in Minnesota and a stone quarry in Michigan. The awards signify that the recipients won first place in their respective groups in an accident-prevention contest by operating during 1939 with the smallest loss of time in proportion to the total number of man-hours worked at the mine or quarry . Each of the trophy-winning companies for 1939 operated his property without a disabling injury to an employee , except at the anthracite mine , whose record , while not free of accidents , was better than that of any other mine in the anthracite group . The " Sentinels of Safety" trophy is a bronze statue of a mother and infant welcoming the father safely home after his day's work in the mine . Six trophies were provided by THE EXPLOSIVES ENGINEER magazine to be awarded annually by the Bureau of Mines . These trophies remain in the custody of the mining companies for 1 year , after which the trophies are transferred to the winners of the succeeding year's contest . A replica of the trophy is provided for permanent retention by the company surrendering the bronze trophy . In addition to the award of the safety trophies for 1939 , each man employed at a winning mine or quarry receives from the Bureau of Mines a certificate of honor in recognition of his part in helping his company to win the trophy . Companies ranking second , third , fourth , or fifth in their respective groups , and all mines and quarries whose records were free of disabling ( losttime) injuries and showed at least 30,000 man-hours worked during the contest year were awarded certificates of honorable mention . Mines and quarries that won the " Sentinels of Safety" trophies for 1939 and those that were awarded certificates of honorable mention are indicated in the following paragraphs .

This User's Manual, extracted from information contained in the Final Report for the above referenced project, outlines test procedures to measure the braking capabilities of underground non-coal rubber-tired mining equipment. Methods to interpret test results, recommendations for safe braking capabilities, and basic techniques to improve braking systems and road surfaces are also discussed. Possible applications for runaway vehicle protective devices other than braking systems are reviewed. Also included is a listing of mining equipment and brake component manufacturers who supply the majority of equipment to the United States non-coal mining industry. In conjunction with this list of manufacturers, a general tabulation of brake related specifications appears for vehicles observed during stopping tests conducted underground.

"The development of certain mines in the East Tintic mining district, Utah, has been hindered considerably by the presence in the rock strata of heavy irrespirable gases which at times flood the lowest working places, as well as by abnormally high rock temperatures in the lower horizons. A study of these features was completed in the spring of this year, and the information obtained is summarized here.Heavy gases.Only four mines have been affected to date by the presence of heavy gas, and only one of these is producing lead-silver ores in quantity. These four embrace a territory extending about three miles north and south and about two miles east and west, while both within and fringing on this territory are a number of prospects which have not been affected.Thus far no fatalities have resulted from gas inflows, but a number of men have been temporarily overcome, and a few have had narrow escapes from death by suffocation. That the record is not more serious is mainly due to the fact that the gas inflow, as a rule, is relatively slow, mining operations have been quite carefully conducted, and the presence and extent of a gas inflow can be easily determined by its extinguishing action on the flame of miners' lights.When first encountered, about 1910, gas inflows occasioned much lost time. In some months the lost time averaged as much as ten days, while one mine cites for a certain month a maximum of 26 days lost out of a possible 28 working days. With improvements in mechanical ventilation and the passing of time, interference with work from the presence of gas has gradually lessened. During the last few winters, the main trouble has been with the mines being flooded with gas overnight when fans were not operated, although men have been driven out of the lowest development openings several times each winter with fans operating. At present, the main danger is in the lowest development openings having only one exit, wherein men might be trapped and possibly suffocated during an unusual and extremely rapid inflow of gas, or during an ordinary inflow, should the one source of power for the fan be disabled."

The effect of various zinc electrowinning solution impurities on the surface morphology of deposited zinc was investigated. Impurities studied included Al, Ag, Cd, Co, Cr, Cu, Ge, Mn, Ni, Sb, Sn, Ti, Pb02, PbSO4, and HC1. Also, the effect of animal glue, gum arabic, and Na2SiO3 additives on the deposited zinc surface structure was studied. Results were compared with deposits from a pure electrolyte consisting of H2SO4 and Zn+2, 200 and 65 gpl, respectively. Zinc was deposited on a Al cathode, 99.9 pct pure, using Pt anodes. Time, temperature, current density, and impurity concentrations were con¬troller The bulk of the tests were conducted at 40° C and 75 A/ft2 (82 mA/cm2). A scanning electron microscope (SEM) was used to examine the surface morphology. X ray diffraction techniques were used to determine crystal orientation and nondispersive X-ray spectrometer analyses were employed in an attempt to locate impurity concentrations on the zinc deposit when pitting or re-solution occurred. The impurities were categorized by their effect on current efficiency, morphology, and apparent mechanism of H2 evolution from the cathode.

The Bureau of Mines surveyed unit trainloading and storage installations in the midwestern, eastern, and southeastern coalfields. Nine individual operations were studied in detail as a representative cross section of unit train operations in these areas. Of the nine operations studied, three were in Illinois, two in Kentucky, and one each in West Virginia, Tennessee, Ohio, and Pennsylvania. Information was obtained from coal producers, coal sale agencies, railroads, construction and equipment companies, and power companies.

Under an approved remining program, mine operators can remine abandoned coal mines without assuming legal responsibility for treatment of the previously degraded water, as long as the discharging waters are not further degraded and other regulatory requirements are satisfied. A U.S. Bureau of Mines review of 105 remining permits in Pennsylvania indicates that remining results in substantial reclamation of abandoned mine lands, utilization of significant quantities of coal, and reduction of contaminant loads (acidity and iron) from degraded mine drainage discharges. Normality tests performed on the water quality and flow data indicate generally nonnormal distributions and extreme right-skewness, tending toward lower values. The water quality of underground coal mines was observed to be more highly degraded in terms of acidity, iron, and sulfate than that of surface coal mines. The optimum baseline sampling scenario is 12 months in duration at a frequency of one sample per month. Analysis of water quality and flow rates before and after remining indicates that a majority of the mines exhibited either no change or a significant decrease in pollution rate because of remining. The discharge flow rate was the dominant controlling factor when the post-remining contaminant load was significantly better or worse than the baseline (pre-remining) load.
