BACKGROUND A mine shaft is the lifeline to underground mines. Mine operators depend on safe, uninterrupted, and efficient movement of workers and materials. The shaft and hoisting system provides access to the network of openings used to recover the underground resource, provides vertical transport of miners and materials, and serves as an escapeway in case of an emergency. Accidents involving hoisting can be catastrophic. Such was the case in 1973 at the Markham Colliery in Derbyshire, UK when the conveyance overwound and fell to the shaft bottom, resulting in 17 deaths. Hoist and elevator machinery must meet the requirements specified in the Code of Federal Regulations (CFR), Parts 57 and 75. According to the Mine Safety and Health Administration (MSHA) data, many shaft-related accidents in the United States are associated with the hoisting cycle. MSHA statistics show that there were about 1500 shaft- related accidents in the 5-year period between 1992-1996. Most of these accidents resulted from the action, motion, or failure of the hoisting equipment or mechanism and involved movement of the conveyance which includes cages, skips, ore buckets, and elevators. A hoisting hazard may be characterized as an "unsafe hoist operating condition caused by insufficient or inaccurate information available to the hoist operator" (authors' quote). Earlier investigators have defined safety features and operating and maintenance standards for hoists, and reported on monitoring and control systems and sensors for hoists and conveyances [Farley, 1983; Ward, 19931. However, despite the considerable technological progress and hoisting control improvements in recent years, safety- related issues that require further investigation still remain. The hoist operator must constantly be aware of two important hoist-operating conditions: the position of the conveyance and the tension in the hoist rope. If this information is not available or is inaccurate, the hoist becomes unsafe. Current technology provides this information indirectly from sensors and indicators in the hoist room. However, unlike a building elevator hoistway, mine shaft hoistway problems often include: 1. poor ground conditions and excessive shaft wall and guide displacement; 2. rock bursts in deep mines (resulting in large rock movements and fragments blocking the hoist way); 3. water, ice, and salt buildup (impeding the smooth flow of the conveyance); 4. severe vibration from hoisting (resulting in loose guide support brackets, broken welds, or other alignment and conveyance mechanism malfunctions). The second issue relates to dynamic rope loads applied during normal winding, particularly during loading, acceleration, and stopping. Safety factors on wire rope are based on static load. They are artificially high to account for all cases of dynamic loads, even though the total load history on the rope (static and dynamic) during service is unknown. Therefore the tension, and thus the compliance with wire rope load safety factors, is unknown to the hoistman.

A gas well has a certain definite capacity to deliver gas from the gas sand through the producing string of pipe. This capacity depends upon the pressures in the sand; that is, a well will deliver gas at a rate of flow which is determined by the formation or "shut-inn pressure in the sand and the back pressure at the face of the sand in the well. The three factors, rate of flow, formation or "shut-in" pressure, and the back pressure, for a given well, can be written into a fundamental relation which is strictly applicable only to that well. This relation can be used to determine the capacity of the well to deliver gas from any formation pressure against any back pressure held at the f ace of the sand in the well. Studies have been made of the deliveries of 400 gas wells operating under different conditions of pressure, Most of the wells which have been studied are in Osage County, Okla.; however, several representative studies have been made on wells in southern Louisiana, southern Texas, the Texas Panhandle, and West Virginia.

"This work was begun in l928, with the cooperation of the American, Gas Association, and the Association contributed financial aid for that year and for the 4 years following. In 1933 financial aid was discontinued, but the Advisory Committee, under the able, Chairmanship of J. S. Haug, has continued to function through the years to the present date. Mr. Haug's annual reports have been published in the Proceedings of the American Gas Association. The purpose of this paper is to bring the index of coals tested by the Bureau of Mines-American Gas Association (EM-AGA) method up to date, to discuss development of auxiliary tests, and to outiline the uses to which the methods have been put in promoting the war effort.COALS TESTEDThe test methods developed with the advice of the Advisory Committee had been applied to 66 coals up to 1942, and an index giving the serial number, origin, and analyses of these coals was published as Bureau of Mines Technical Paper 637. Since this paper was published, 20 additional coals have been tested; the source and analyses of these coals are given in table 1. The table also refers to publications that have been issued. Complete series of tests at high, medium, and low temperatures,have been made on most of these coals, and blending tests with 20 and 30 30 percent of low-volatile coals have also been made at 900°C.; however a few low- and medium-volatile coals (60, 70, 74, 79, and 80) were bested,at high temperatures only. Those coals were mined in eastern Oklahoma and western Arkansas. The test work included low- and high-temperature assay tests, petrorraphic analyses, and plasticity tests since its inception; and for the last 20 coals of the series, expansion and oxidation tests have been made where applicable."

This Bureau of Mines study estimates the number of major pieces of coal- mining equipment that will be required to produce 950 million tons of marketable coal in 1980 and 1.2 billion tons in 1985. The coal tonnages were projected in the intermediate coal supply scenario of Project Independence Blueprint (PIB). The equipment projections were determined by consideration of historical trends and by evaluation of information from equipment manufacturers and mining companies. The ability of the manufacturers to meet the projected equipment demands was also determined. It was concluded that equipment supply offers no presently discernible constraint to mining 1.2 billion tons of coal in 1985. A shortfall in projected production for the intervening years, however, is probable owing to anticipated shortages of draglines.

[THE LITERATURE contains relatively few thermodynamic values for interoxidic compounds, and these often are unreliable. This is especially true of data for ferrites and aluminates for which heat of formation determinations may involve extreme experimental difficulties. This report contains the results of new experimental work for obtaining the heats of formation of five ferrites (Ca2Fe2O5, CaFe2O4, MgFe2O4,, NaFeO2, and LiFeO2) and one aluminate (CaAl4O7), and a review and revision of previous similar work of this laboratory on five aluminates (Ca3A12O6,, 12/7 CaO-Al2O3, CaAl2O4, NaA1O2, and LiAlO2), The results for the 11 compounds are combined with entropy and high-temperature heat content data to derive tables of heats and free energies of formation (both from the oxides and from the elements) for the temperature range 298° 1,800° K, The relative stabilities of the compounds are discussed. The presented data all have application to ceramic reactions, and those for the calcium and sodium aluminates are applicable in considering soda-lime sintering processes for extracting alumina from silicate minerals such as day and labradorite.]

"INTRODUCTION During peacetime, the United States uses less than 3,000 tons of chemical-grade celestite annually. The war need, however, was estimated to exceed 15,000 tons a year.Hitherto; most of the required chemical-grade ore has been imported from England, Mexico, and other foreign countries. If foreign sources do not find it possible to meet the demand for ore of chemical grade (plus 92 percent SrSO4), it is expected that requirements could be satisfied by concentrating low-grade domestic ores. Celestite deposits on Brown, Nolan, Fisher, and Coke Counties, Texas, are considered to be possible sources of supply for this low-grade material. The Bureau of Mines explored the most important deposits to determine the grade and amount of ore available and conducted ore-dressing tests to obtain a suitable method of concentration.The exploratory work, consisting of test pitting and sampling, was carried on under the direction of W. E. Dennis, one of the authors of this paper, from October 8, 1942, to January 30, 1943. The ore dressing-tests described herein were conducted at the Bureau of Mines Laboratory at Rolla Mo.In this report, a particular deposit is referred to by the name of the landowner on whose .property the .deposit lies. The location of the deposits investigated is shown on figures 1, 2, 3, and 4.The celestite deposits were previously studied by the Bureau of Economic Geology of the University of Texas, and the results of its investigation are published in Mineral Survey Circular No. 46."

The results of a four-year research effort aimed at developing a practical and effective electronic system for monitoring safety conditions throughout a coal mine by displaying, at a central location, remotely measured parameters are described. This document reports on the design details of the sensor packages and the data processing program used in an experimental monitoring system. The results of special ventilation monitoring experiments and several sub-system considerations are also described.

This is the fourth progress report in the series on the use of detachable rock-drill bits in the metal mines of the United States. It contains comparative statistics and costs or drilling at eight mines not reviewed in previous reports, comparison of the use of detachable bits at small mines and large mines, a discussion on the life of drill rods, and general conclusions derived from an analysis of the rock-drilling practice at all the mines investigated on this survey. This paper completes the descriptions of operating practice in rock drilling at individual mines. Data on drilling practices at 28 mines are given in appendices I and II and drilling costs are shown in appendix III. Research in the fundamentals of rock drilling, including the use of detachable bits, has been undertaken by the Bureau of Mines in its testing adit at Mount Weather, Va. Reports on the progress off this investigation will be issued when results warrant their publication.

The scope of this paper is such that it was deemed advisable to group the contents into several main sections. They are: Section 1. Geography and Geology. Section II. Historical Review. (a) Mining and Smelting in Alabama. (b) Milling. (c) Summary of Milling Research. These two sections are primarily a bibliography and summary of the research on the Birmingham Red Mountain ores up to the middle 1040's. Section III. Status of the Birmingham Iron Industry. This sect ion points out the extent to which the findings of the iron-ore research have been applied on a commercial scale. Also, a very brief description of the dependent and allied industries is included. The value of the Birmingham iron ore is greatly enhanced by the proximity of coal and dolomite. Thus the coal and coke industry and the dolomite industry are closely allied with and to a large extent dependent upon the possibilities of economic utilization of the Red Mountain iron ores. Section IV. Beneficiation Investigations of the Red Mountain Iron Ores. This is a record of the most recent, hitherto unpublished work of the Southern Experiment Station of the Federal Bureau of Mines, Tuscaloosa, Ala., on the chemical and physical composition not only of the Big seam but of most of the iron-bearing rock strata of Red Mountain.

Operators of construction equipment perform various duties at work that expose them to a variety of risk factors that may lead to health problems. A few of the health hazards among operators of construction equipment are: (a) whole-body vibration, (b) awkward postural requirements (including static sitting), (c) dust, (d) noise, (e) temperature extremes, and (f) shift work. It has been suggested that operating engineers (OEs) are exposed to two important risk factors for the development of musculoskeletal disorders: whole-body vibration and non-neutral body postures. Method: This review evaluates selected papers that have studied exposure to whole-body vibration and awkward posture among operators of mobile equipment. There have been only few studies that have specifically examined exposure of these risk factors among operators of construction equipment. Thus other studies from related industry and equipment were reviewed as applicable. Conclusion: In order to better understand whole-body vibration and postural stress among OEs, it is recommended that future studies are needed in evaluating these risk factors among OEs.

A prototype Fire Safety Evaluation System has been developed and is ready to be evaluated by a Peer Consulting Panel and for performing field tests. The system can be used to determine combinations of widely accepted fire safety equipment and under-ground coal mine features that provide a level of safety equivalent to those required by the Code of Federal Regulations-Title 30 for underground coal mines. In this evaluation, equivalent safety performance is gauged in terms of overall level of safety provided rather than by a component by component comparison.

This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. The rapid rise of industrial Los Angeles to international prominence has been accompanied by the natural corollary - a record influx of population - together with greatly increased production and fabrication of steel and nonferrous and light metals; industrial mineral processing; and high consumption of fuel oil, gasoline, and chemicals. These have resulted in the release of hundreds of tons of metallurgical and mineral dusts, fumes, and gases into the atmosphere daily. Los Angeles County, intrinsically, is no worse than other industrial centers in respect to the generation of atmospheric contamination. It is, in fact, more fortunate in that no coal is used, and it has no great primary metallurgical industries comparable to those of Chicago and Pittsburgh. Meteorologic and topographic peculiarities of the area, however, which result in poor drainage of the polluted air away from the Los Angeles Basin, serve periodically to greatly increase the intensity and frequency of industrial smog visitations. This combination of intense industrialization, population influx, climate, and topography has made mandatory control of air pollution necessary. The nonferrous pyrometallurgical industry of Los Angeles has three rather unusual characteristics that contribute to its difficulties in developing suitable fume control: It consists of a multiplicity of relatively small establishments subject to wide Variations in products and operating schedules; operations are largely of the secondary or reclaiming nature and, therefore, often work dirty scrap metals; and, unfortunately, much of the industry is concentrated, to a considerable extent, near the center of the city. A difficulty inherent in most nonferrous foundries, including the many brass-works melting alloys containing zinc, is the high volatility of zinc and the extremely small mean particle size of the resulting zinc oxide fume.

In recent years the Government and other large consumers of coal have appreciated more and more the desirability of definitely determining by chemical analysis and test the character and quality of the coal they purchase. Higher prices for coal point forcibly to the need of giving more study to engine room and boiler room efficiencies and economies; this implies an intimate knowledge of the character and quality of the fuel used. Analyses and tests of delivered coal furnish data whereby power plant results can be comprehensively studied and a continuous check maintained on the coal and on the conditions of plant operation. Under authority of acts of Congress making appropriations for technologic investigation of fuels and the analyzing and testing of fuels belonging to or for the use of the United States Government, a laboratory is maintained at the Pittsburgh station of the Bureau of Mines, where samples representing deliveries of coal purchased for Government use are analyzed and tested.

During recent years, the Bureau of Mines has conducted an extensive investigation of the materials for making iron and steel. This work includes iron ore concentration, agglomeration, direct reduction of iron ores and concentrates, the production of pure manganese, chromium, and cobalt by electrolytic processes, the production of ferroalloys from low-grade domestic ores, and the development of special alloys to utilize these products. As a part of this general program, a Congressional appropriation allowed the con¬struction of an electric-furnace, semicommercial, ingot-producing plant at Shasta Dam near Redding, Calif. The primary objectives of the pilot plant were to determine the costs and operating problems involved in the production of steel and ferrous alloys in which sponge iron was used as melting stock, and to determine the physical properties of the materials produced. The pilot-plant equipment and the results of sponge iron-melting tests in the basic lined, electric arc furnace have been reported in previous publications.3/4/

One by one new metals come to share the burden of modern industry. Long before the Christian era potters and glass workers employed fine and costly blue pigments that contained cobalt. Cobalt blue class has been found in the tombs of the Egyptians and in the ruins of Troy, and many of the colors used by the ancient Greeks and Romans contained cobalt. The ancients, however, were apparently unaware that the colors they used were caused by cobalt, and it was not until late in the 17th century that the existence of the element was recognized, Writers in the Middle Ages referred to "cobalos" as an evil spirit that haunted mines and caused trouble to the miners. Subsequently the German worms "Kobold," meaning goblin, came to be applied to any baffling mineral and particularly to minerals that resembled ores but failed to yield metal when smelted. Even to-day there is something of an air of mystery about cobalt, and a medieval cloak of secrecy still surrounds many of the metallurgical processes employed in its production. "Zaffre" was mentioned about the middle of the sixteenth century by Biringuccio, and in 1735 the metal war, first prepared by G. Brandt. To preparation of cobalt compounds, however, must have been carried on in at least a small way ever since the opening of the silver-cobalt deposits of Schneeberg in 1470. By 1790 there were 25 works engaged in the industry, rust of them located in Saxony, but the total output of these works probably did not exceed 300 tone of cobalt annually, mostly in the fore of smalt. The smalt which contained approximately 6 per cent cobalt was sold in Venice in 1520 at about 16 cents a pound. A few refineries in Holland supplied the Irish linen trade, contributed a farce amount to the Dutch linen industries, and alto provided smaller quantities for the manufactuer of litmus in Holland. "Railroad locomotives produce heat, gas, and smoke, which cause considerable discomfort to engine men and firemen while passing through tunnels. In order to try and improve these conditions, the Bureau of Mines has investigated the composition of atmospheres in cabs of freight locomotives while in tunnels; and some of the higher temperatures in the cabs were noted; physiological effects upon men were determined and gas masks and respirators were devised to eliminate the effects of irritating and poisonous gases and smoke. Those investigations were conducted in tunnels of the Baltimore & Ohio, Pennsylvania, and Union Pacific railroads; while that described in this paper was carried out in tunnels of the Chesapeake & Ohio, Railroad, situated in the Blue Ridge and Allegheny Mountains in Virginia and West Virginia, Freight locomotives used by this railroad are of the Mallet type, which have two separate cylinders: and two separate sets of driving wheels on each side. In locomotive language they are of the 2-6-6-2 type. All of the cylinders act as simple engines when starting or in slow, heavy hauling; but at faster speeds the pair of cylinders on each side operate compound, Mallet locomotives are the largest and most powerful now operated.The tendency in train operation has always been to increase the burden upon locomotives, Present traffic needs frequently load even the Mallet engine to capacity, and yet the weight of trains tends to increase. It has been suggested as a means of securing greater power units that Mallets be constructed to operate only as simple engines. This would increase the amount of steam given off as the amount of coal burned and the resulting volume of flue gas emitted."

Bus drivers represent a large segment of the US transportation industry and research has shown an association between exposure to Whole Body Vibration (WBV) and the high rates of low back disorders. Impulsive WBV exposures have been recognized as a risk factor for low back injury and new guidelines exist for their measurement and assessment (ISO 2631, Part 5). Methods to accurately and better characterize the impulsiveness of WBV along with the temporal patterns of the exposures are needed. The development of a hardware and software system to measure continuous TWA and raw, impulsive WBV exposures and the design of a subsequent study are presented. Methods Using two Larson Davis HVM 100 as accelerometer amplifiers, small external batteries, and a Pocket-PC (PDA) with 1 Gb of compact flash memory, we can collect up to 16 channels of data for a full day 600 Hz. Tri-axial WBV exposures will be measured and characterized at the frame of the bus and at the driver/seat interface (seatpad accelerometer). Using a repeated measures design, 20 bus drivers will drive on selected routes which include both city streets and highways, and within and between subject components of variability and exposure determinants related to the bus, bus seat, the bus driver, and the route will be identified. Global Positioning System (GPS) data will also be collected and integrated with the WBV exposure data to facilitate the identification of the location, velocity and type of road associated with high average TWA and impulsive WBV exposures. This system may be used to develop administrative (alter speed and/or route of bus, systematically vary type of routes) and/or engineering controls (identify and trigger the need for street repair) to reduce high WBV exposures. Results Our portable Pocket-PC based data acquisition system is up and running and we can collect seven channels of WBV data (seat pan tri-axial accelerometer, bus frame tri-axial accelerometer and GPS data) continuously for a full shift. The software analysis of the data is complex but nearing completion. We have incorporated the vibration dose calculations from ISO 5321, Part 5 and have obtained a Matlab-based routine to appropriately weight the continuous signals. Discussion In summary, the measurement of WBV is complex but new technologies open avenues of collecting and assessing WBV exposures that were previously not possible. The standardization of impulsive WBV exposure assessment methods is needed to further the discipline and better enable comparisons across studies.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine. Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.
