Four taconite plants were studied to establish the extent of hazard to plant personnel which exists based on long-term exposure to noise. The criteria for evaluation include the 90 dBA and 85 dBA summations of partial exposures. Data from extensive interviews were used to determine all work stations or locations which employees occupied and how much time they spent in ach location in a typical working day. Noise level measurements at every designated location were then made. By means of a computer program, these time and noise level data were us d to find the optimum noise reductions which would be required throughout each plant to meet both noise criteria. Subsequently, each plant was examined in detail so that the apparent sources of noise for each of the locations requiring noise reduction could be delineated. In tabular form, this report presents the hazardous locations for each plant, the existing noise level, the optimum noise reduction which would be required to meet the current and proposed laws, and the sources of noise which produce the existing noise level.

"INTRODUCTION Considerable interest has been shown in the prospective use of Diesel-powered haulage equipment in both coal and non-coal mines. Foreign technical magazines have devoted considerable space to discussions of the use of Diesel locomotives in European mines and some mention of it has been made in technical papers in the United States. The Bureau of Mines has extensively tested the gases produced in the exhaust of the Diesel engine under various atmospheres and conditions of use; it has established a schedule of tests for permissibility of Diesel engines for use in underground coal mines, including, gassy or dusty mines.This publication provides information as to the successful use of Diesel-powered equipment underground workings in the United States and Europe, briefly discusses the characteristics of some of the toxic gases found in the exhaust of Diesel engines, and points out that Diesel-powered equipment can be used with reasonable safety in underground minus if necessary and entirely feasible precautions are taken."

This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

The rare-earth elements, sometimes known as the lanthanides, comprise the series of 15 chemically similar elements with atomic numbers 57 through 71. Yttrium, with atomic number 39, is often included in the group, because its properties are similar and it more often than not occurs in association with the lanthanides. Thorium is included in this survey due to its close association with the lanthanides, particularly in the mineral monazite. The lanthanides were first recognized as elements around 1750 and were the subject of much study by chemists during the 19th century. The purely chemical methods then available failed to resolve the strange intimate relationships between these elements, and it was not until about 1920 that the full series was explained.

The Bureau of Mines investigated hot-rolling and forging characteristics of experimental ductile iron castings, both sand and permanent-mold, made with charges containing up to 70 pct foundry pig iron and 95 pct steelmaking pig iron. Between 1,550° and 1,950° F, most castings could be rolled to 90-pct reduction or forged to 70-pct reduction without serious cracking. Charge and composition have less bearing on workability than on subsequent properties. Permanent mold castings could be worked as readily as sand castings at 1,750° and 1,950° F. Plasticity improved with temperature. Small billets were also forged cold to 50-pct reduction without cracking. With equivalent nodularity, composition affects properties of wrought materials by altering matrix structure and strength. Properties vary with reduction and improve with increasing working temperature. Rolled material has high strength and anisotropy, and low ductility, particularly in the trans-verse direction. Annealing reduces strength and improves ductility, but anisotropy persists. At 70-pct reduction, impact resistance in the longitudinal direction is about twice that in the transverse. Annealing roughly doubles impact resistance. Deformation enhances damping capacity. The feasibility of die-forging and bar-rolling of ductile iron was evaluated in trial tests conducted under a Bureau contract. Although workability and ductility of ductile iron are inferior to those of steel, more advantage could be taken of ductile iron's plasticity to work rough shapes to final dimensions.

Based on published producer prices output of primary metal in 1981 was valued at over $7.5 billion. Aluminum consumption by 25,300 firms was centered in the East Central United States. This report presents the findings of an investigation into the characteristics of a number of techniques for cleaning ambient air with special emphasis on their applicability to the removal of the short-lived radioactive decay products of 222-radon, the so-called " radon daughters" that have been identified with the induction of lung cancer in underground uranium miners. The purpose of the study was to review the requirements for control of radon daughter concentrations in mine air, and to examine all techniques whose feasibility has been demonstrated in principle and which in our judgment would be capable of meeting those requirements. The study has included a review of all pertinent literature, both technical and proprietary, on the subject of the control of miner exposure to the radon daughters and in the area of potentially applicable air cleaning technology. Information about the nature of the problem and about the experience of the uranium mining industry in applying air cleaning methods to its solution was obtained by visiting mines where such methods are in use, and by written correspondence and telephone conversations with other industry sources. Information on performance characteristics and costs of applicable air cleaning methods and equipment was obtained from the experience of our own engineering staff and by visits, interviews, and correspondence with manufacturers of industrial air cleaning equipment.

While the original purpose of the Bureau of Mines work on fluorine micas was to synthesize large single crystals or film suitable to replace natural muscovite or phlogopite, the objective was broadened to include development of the many possible fluorine micas as a class of new, unique materials. Several methods were developed for the synthesis of the fluorine micas at atmospheric pressure: Solid state reaction, melting in crucibles, internal resistance electric melting, and arc resistance electric melting. The latter two methods are now med commercially. A variety of fluoromicas were synthesized by isomorphic substitution including disilicic, trisilicic, and tetrasilicic. Fluorophlogopite, KMg3AlSi3O10F2, is the fluoromica most widely used. While most of the fluoromicas are completely stable to water, many water-swelling fluoromicas and fluoromontmorrilonoids were synthesized. Single crystals or film of the fluorine micas were grown to 2 inches or more by a number of methods, but none has as yet proved economical. In the report, detailed data and descriptions are given on compositions, syntheses, products, and uses, and on the properties including physical, dielectric, chemical, X-ray, optical, and structural.

Fossil fuel consumption in the United States increased markedly over recent years, and future demands expect to be even greater. Coal, this Nation's most plentiful natural fossil fuel, will play a key role in fulfilling these demands. With expectations of increased coal exploitation, the U. S. Bureau of Mines authorized this project, the objectives of whi.ch were to prepare an authoritative report on current surface coal mining technology, to define current problems and possible solutions, and to project future developments necessary to assure adequate surfaced mined coal production to meet the Nation's future energy needs. These objectives we're accomplished by an extensive review of available published literature and data gathering field visits to active surface coal mines throughout the country.

The Federal Government, as the largest lessor of oil and gas lands in the United States, is vitally interested in the conservation of those resources. This manual has been prepared at the direction of the Secretary of the Interior to call the attention of lessees of public oil and gas lands to the most common oil and gas field wastes and the best methods of preventing them; to outline the policies of the Interior Department on field operations; and to give information as to how the "Operating Regulations" of the department will be interpreted by the Bureau of Mines. The oil industry has progressed steadily. Present operating methods are much more efficient-and less wasteful-than those of a few years ago; moreover, the art of producing oil and gas is continually advancing. Public interest requires that improved methods, which will result in obtaining the greatest possible amounts of oil and gas from the natural deposits, shall be developed and used. Part I of this manual points out types of oil and gas wastes and suggests, in detail or by reference, the most practical and effective methods in current practice for stopping these wastes. Throughout Part I the department's operating policy is given, with interpretations of the "Operating Regulations" for enforcing every practical measure of conservation. Part II comprises the revised "Operating Regula-tions" which supersede all previous regulations and will govern future operations on public lands; it will be found in the pocket in the back cover of this bulletin.

It is a far cry from the small and uncertain mining efforts of 50 years ago to the splendidly equipped and solidly financed organiza- tions that now handle thousands of tons of ore per day. The old mining was largely speculative; the new is practically on a manu- facturing basis. In the old days of mining the aim was, chiefly, to find comparatively rich ore; modern practice looks more toward efficiency in mining and milling, so that vast tonnages of low-grade material may be worked at a profit. The old operators had faith and hoped for good returns; the new ascertain with a fair degree of precision what the available tonnage is, what the cost of mining and treating the ore will be, the time necessary to exhaust the deposit, the capital required, and the net profits to be made. The old mining was financed on a highly speculative basis, and the value of mining stock was largely controlled by the imaginations of the promoters and of the individual holders. In the new régime the financing of mines is often as conservative as the financing of manufactures or railroads, and the value of stock, quoted on the leading exchanges, is controlled by the carefully estimated profits in sight. Of course, with every legitimate industrial enterprise go certain business risks, and mining is not exempted from these. Then, too, valueless mining as well as valueless industrial stocks are sometimes offered for sale by the intentionally dishonest, or the ignorant. However, the prospective purchaser of a mine nowadays, if he is willing to pay for the services of reputable mining engineers, can obtain information on which to base an opinion as to the quality of his investment. The relatively recent development of cheap and efficient methods of mining and of ore dressing has given value to low-grade ore bodies that a few years ago were almost valueless. The iron mines of northern Minnesota have been fruitful in developing efficiency in mining methods, notably the open-cut methods in which steam shovels strip off the overburden and then load the ore directly into railroad trains for transport to the furnace. In 1907 open-cut mining was applied to the low-grade copper ores of Bingham, Utah, with splendid results, and since then it has won a most important place in the min- ing of large masses of low-grade ores in several other mining regions, especially at Santa Rita, N. Mex.

In this bulletin the reports on manganese are presented, which range in scope from the beneficiation of the ore to the utilization of the metal. The bulletin is in eleven chapters, each comprising a separate report, arranged in the order given below. 1. General information regarding manganese, by C. M. Weld. 2. Uses of manganese other than in steel making, by W. C. Phalen. 3. Problems involved in the concentration and utilization of domestic low-grade manganese ores, by Edmund Newton. 4. The Jones process for concentrating manganese ores; results of laboratory investigations, by Peter Christianson and W. H. Hunter. 7. Cost of producing ferromanganese ores, by C. M. Weld and W. R. Crane. 8. Production of manganese alloys in the blast furnace, by P. H. Royster. 9. National importance of allocating low-ash coke to the man- ganese-alloy furnaces, by P. H. Royster. 10. As each chapter was originally prepared as a unit, there is neces- sarily some duplication and overlapping. With certain exceptions, however, each paper is reproduced in practically its original form. In chapter 1, covering certain general phases of the industry, such as uses, specifications, prices, and statistics, the subject matter has been somewhat modified in view of changes in conditions.About 95 per cent of the manganese consumed in the United States goes into the manufacture of steel. The remaining 5 per cent is used in a number of minor industries, the chief of which is the manufacture of dry cells. These minor uses are described in chapter 2. No discussion of the geology of manganese eres is presented, but a short bibliography on the subject is appended. With few excep- tions the manganese deposits of the United States are irregular, pockety, and uncertain. Largely for this reason, mining methods are crude and hardly warrant descriptions. The concentration of manganese ores, however, is an important problem and involves some details not common to other ores. Chapter 3 discusses the concentration and utilization of low-grade ones, notes the relationship of concentration to metallurgical prao- tices, outlines concentrating processes, and treats of commercial problems. In general, as regards concentration methods, manganese ores may be divided into two groups, as follows: (1) Ores permitting mechanical separation of the manganese minerals and the gangue, and (2) ores in which the manganese minerals and the gangues are so intimately associated that separation requires some hydrometal- lurgical or pyrometallurgical process. Heretofore, attention has been confined almost wholly to mechanical separation, chiefly by gravity. In fact, so far as known, all production of concentrates has been by wet gravity methods, although during the war some companies investigated the commercial pessibilities of magnetic separation and reported favorable results, the construction of one magnetic con- centration mill being started. The usual wet gravity methods are described in chapter 4. During the war, the Bureau of Mines undertook investigations of methods applicable to ores of group 2. A hydrometallurgical process involving leaching with sulphur dioxide was studied at the mining experiment station of the bureau at Tucson, Ariz. The results of this work, presented in chapter 5, indicate that the process is metallurgically feasible but the cost makes it unattractive. The results of an investigation of a pyrometallurgical process known as the Jones process are presented in chapter 6. The process, which is still in the experimental stage, was found to be metal- lurgically sound. The manganese product is not a concentrate but an alloy, made directly from a lean unconcentrated ore. The custom- ary method is to manufacture alloys from high-grade ores or from concentrates of leaner ores. A discussion of the costs of ferro-grade manganese ores is pre- sented in chapter 7. This discussion is in general terms only, but should be of use in so far as it relates to competitive conditions.

The contract objective was to develop and test automatic fire control systems for large surface machinery in surface coal mines. The effort described by the report covers the period from 31 January 1977 to 11 November 1977 and accomplished the following tasks: ? Data accumulation, mainly from visits to the major manufacturers and mine sites. ? Hazard analysis of blast-hole drill, mining shovel, and dragline. ? Recommended design concepts for automatic fire control systems for each of these vehicles. ? Detail system designs for each of these vehicles. ? Procurement of prototype systems for the blast-hole drill and mining shovel. ? Installation of the prototype systems on machines at a surface mine and demonstra¬tion of performance by fire tests on the machines.

As a part of the program of investigation of domestic sources of manganese in the western United States, engineers of the Bureau of Mines examined. and obtained samples of ore from two properties in the vicinity of Barstow, San Bernardino County, Calif. In addition to these, samples from two other properties in the same vicinity were submitted by the owners. As the ores were too low-grade to be acceptable for the direct production of ferromanganese, beneficiation studies were made to determine the amenability of the ores to concentration by ore dressing. The Big Reef manganese claims axe about 140 miles east of Barstow, Calif. The claims were leased by W., E. Thurber of San Gabriel, Calif., from the owner, C. S. VanDoren of Daggett., Calif. Manganese oxides occur as a replacement deposit in heavily brecciated andesite along a fault plane. Four samples were taken by an examining engineer of the Bureau of Mines from the ore zone, which, when composited, were representative of all the exposed ore. Preliminary tests were made on lot B, and final tests wore made on the composite sample. The Trans-Oceanic property is about 20 miles southeast of Barstow, near Newberry, in the. Pisgah mining district, Calif. The sample, submitted by the owners, was taken from a 1,000-ton reject clump from a hand-sorting operation. The ore occurs as a replacement of rhyolite.

The study on improving surface coat refuse disposal site inspections included surface inspections of 15 refuse disposal sites. Monthly aerial photos were taken of the sites and computer methods were used to determine elevation changes. Photogrammetric techniques that were used are described in detail. A comparison of the results of each of these inspection techniques is included. A detailed evaluation of the photogrammetric techniques was made and conclusions were drawn concerning the advantages and disadvantages of using aerial photography and photogrammetry as part of the inspection procedure. Operators' opinions of the aerial photography methods are included.

This document describes the development of a conventional mining equipment data base, and an approach for conducting industrial engineering studies of arbitrary mining systems employing network techniques. Data was acquired through underground time studies. Each member of a four-man field team was assigned to a specific machine during each shift for which observations were conducted. Using digital wrist watches and networks describing the man-machine interactions, all events occurring luring the course of each shift were recorded on cassette tapes. The tapes were transcribed, coded, keypunched, and validated using computerized editing techniques. The resulting data files were processed to provide statistics relating to activity durations and event frequencies. The results were used to evaluate operator, machine, and system performance for each section which was observed. Equipment, reliability, and maintainability analyses were conducted using the industrial engineering data files in conjunction with historical information collected at the mine site.

This report presents a literature review conducted by the U.S. Bureau of Mines. The review summarizes what has been learned from the large volume of empirical studies on the effectiveness of eight types of interventions intended to increase organizational effectiveness via in the management of human resources. The interventions concern the following: recruitment, selection, training, objective feedback, goal setting, reward systems, participative management practices and organization development. Although many of these interventions appear to have the potential for improving the safety and efficiency of mining operations, it does not appear that they are being widely used. Examples are given of the successful use of a few of these interventions at mining operations. An analysis of the relationship between coal mine productivity and safety is also presented. This analysis generally supports the view that good safety performance and high productivity are NOT incompatible goals. In fact, safe mines also tend to be more productive and vice versa.
