The marine minerals program of the Minerals Management Service (MMSI has undergone significant changes during 1991. Formerly the Office of Strategic and International Minerals, the program has been renamed and invested with additional responsibilities. The new name, Office of International Activities and Marine Minerals, (INTERMAR) reflects its dual mission. INTERMAR'S role in the international area was broadened in January 1991 to provide the MMS with a focal point for identifying and coordinating international opportunities of mutual interest and benefit. Opportunities include energy and nonenergy minerals and a broad range of areas such as resource and environmental assessment and management, structural and operational safety, royalty management, regulatory matters and public affairs. Cooperative efforts involving information exchanges, training programs, research, and similar arrangements are receiving particular emphasis. Australia, Canada, France, Japan, Sweden, the United Kingdom and the USSR represent a growing list of countries with whom arrangements have been established. Support has also been lent to other Federal Agencies and the United Nations in areas where MMS expertise and resources can impart a significant contribution. Opportunities will also be explored which involve Pacific insular areas.

The Marine Minerals Technology Center has taken advantage of recent price and performance .improvements in PC hardware and software to upgrade its seismic acquisition system. In the past, single channel, high resolution, seismic data was displayed on an analog plotter and stored on tape. Associated navigation data was logged by hand or on a chart plotter. The navigation and seismic data were synchronized with time so that they could be cross referenced. The Center's new system uses PC's for the acquisition of both seismic and navigation data. Off the shelf software products were purchased for each task. Elics Delphl performs the seismic acquisition and processing, and GeoResearch, Inc. Geolink provides the navigation interface. A navigation string is sent from the navigation PC to the seismic PC via an RS232 line. This string consists of a time and location fix, as well as speed and heading data. The navigation string is then imbedded in the header of the seismic record. The Geolink software is capable of monitoring other devices in addition to the GPS used for positioning. Device inputs are attributed to the location data to provide easy construction of a navigation GIs. Currently the Center is logging fathometer data along with the navigation. As a result, a map of bathymetry along the tracklines can be available shortly after completion of the cruise.

The discovery of chemosynthetic-based ecosystems at hydrothermal vents in the deep ocean was arguably one of the most important findings in biological science in the latter half of the 20th century. More than 100 vent fields have been documented along the 60,000 km global mid-ocean ridge system. Over 500 new animal species, over 80% of which are endemic to the vents, have been described from this environment. Unusual, highly evolved symbioses between invertebrates and chemolithautotrophic bacteria are common at vents, producing concentrations of biomass that rival the most productive ecosystems on Earth. Hydrothermal vents ecosystems, because of their very limited area and the presence of endemic species, are highly vulnerable to human disturbance. Mining for polymetallic sulphide deposits poses the greatest future physical threat to hydrothermal vents and their biological communities. However, there is more immediate concern about the impact of concentrated scientific research activities. Some sites have been revisited by several research expeditions per year for more than a decade. As vent sites become the focus of intensive, long-term research, oversight organizations are discussing mitigative measures to avoid significant loss of habitat or oversampling of populations. Canada recently became the first national jurisdiction to set aside a hydrothermal vent site as a Marine Protected Area.

Since the mid 1970's, the science of remote sensing has invented and demonstrated sensors that hold unique promise for users that operate in the marine environment. Earlier, visible and infrared sensors provided images and temperature maps of surface conditions, but the 1970's introduced active (radars) and passive (radiometers) microwave sensors capable of penetrating clouds and operating day or night over the world's oceans. Space-based observation satellites permit these systems to span the globe many times each day, providing a view of the world's oceans and Arctic areas consistent with daily and, sometimes, hourly changes in the marine environment. Experimental satellites launched by NASA proved that such systems had great scientific merit, but, even more importantly, they could produce information valuable to marine transportation, fishing, and resource exploration and extraction. This latter subject includes the off-shore search and production of petroleum and natural gas resources and ocean mining as well. Since 1985, numerous constructional sulfide-sulfate deposits in the form of mounds, pinnacles, chimneys, and sheets have been located between 40°45' and 41°05'N latitude in Escanaba Trough, the sediment-covered axial valley of the Southern Gorda Ridge. Single-channel seismic data indicate that three volcanic edifices up to 6 km in width penetrate as much as 500 m of turbidites that fill the valley; pillow and sheet flow lavas are exposed on the sea floor where these volcanoes breach the sediment surface. Observations from deeply towed camera systems and submersibles show that the largest hydrothermal deposits occur along the step-faulted northern flank of the central volcanic edifice and on the peripheries of steep-sided, sediment-capped hills, approximately 1 km wide and 100 m high, that rise above the valley floor. The sulfide deposits are highly oxidized, eroded, and partly buried by unconsolidated sediment; aprons of sulfide talus extend downslope from the mounds. Two types of sulfide have been sampled by dredging and submersible. The predominant mound and chimney material is pyrrhotite-rich massive sulfide with low amounts of Zn, Pb, Cd, and Ag. Coarse-grained zones with high porosity mark the location of myriad fluid channelways. Thin crusts of barite associated with pyrrhotite-rich sulfide have Au contents up to 2 ppm. Hydrothermal sulfides were recovered from the16°50?S triple junction area in the North Fiji Basin, at a water depth of ca. 1900 m. The chimney samples can be divided into three groups according to their major metal contents: 1) type 1 (Fe-Cu-rich), 2) type 2 (Fe-Cu-rich with minor Zn), and 3) type 3 (Zn-rich) chimneys. Type 1 chimneys are mainly composed of chalcopyrite and pyrite, and are enriched in elements commonly precipitated under high temperature conditions (> 300°C), such as Cu, Co, Mo, and Se. Type 3 chimneys consist dominantly of sphalerite and marcasite with traces of pyrite and chalcopyrite, and are enriched in elements commonly associated with low temperature (150 to 250°C), such as Zn, Cd, Pb, As, and Ga. Type 2 chimneys show mineralogy similar to that of type 1 chimneys but their metal contents range between type 1 and type 3 samples. Trace element compositions of basaltic rocks indicate that magma generation in the triple junction area was influenced by two different sources: N-MORB and E-MORB. Sulfur and lead isotope patterns of the hydrothermal chimneys show distinct differences between the type 1 and type 3 chimneys. For example, type 1 sulfides are depleted in 34S and have lower Pb isotope ratios compared to type 2 and 3 chimneys. The d34S values (0.4 to 5.6?) of chimney sulfides are typical range of sulfur isotope composition of sediment free mid-ocean ridge hydrothermal system. Type 2 and 3 sulfides show slightly higher d34S values than type 1 sulfides, which can be explained by subsurface boiling of hydrothermal fluids followed by mixing of saline solutions with ambient seawater. Lead isotope compositions of the chimneys indicate that the Pb in type 1 and type 3 chimneys originates from hydrothermal leaching of N-MORB and E-MORB volcanic rocks, respectively. Considering that both these chimneys are located in the same area, our model suggests that type 1 chimneys formed by hydrothermal circulation controlled by an intrusion of N-MORB magma; the fluids were not influenced by boiling during the formation of type 1 chimneys. In contrast, type 3 chimneys are younger and were formed by hydrothermal circulation closely related to E-MORB magma intrusion at shallower depth. The necessary conditions for phase separation of the hydrothermal fluids that formed the type 3 chimneys might result from changed P-T conditions in a shallower high-temperature reaction zone beneath the hydrothermal venting site. Under these conditions the fluid may cross the two-phase boundary for seawater, ensuring subcritical phase separation. The mineralogical and geochemical properties of these chimneys suggest that type 1 and type 3 chimneys were probably black smoker and white smoker, respectively. Type 2 chimneys might be product of low-temperature replacement of type 1 chimneys, which is related to formation of type 3 chimneys.

The first, profitable, marine placer mining started with tin 100 years ago but no major industry developed until the mid-20th. Century. Dredging at sea yielded cassiterite in both South Thailand and Indonesia, and remains an important state-run industry in the latter country. Malaysia and Russia have also contributed production, and the coastal waters of Tasmania and England have been explored. Marine placer deposits of gold have been examined in New Zealand, Chile, Argentina, Russia and West Africa. Philippino deposits were dredged during the 1930s. Fifty years later, at Nome in Alaska, gold was recovered by dredging from the offshore, and the technical/economic benefits of a seabed-deployed crawler were first demonstrated. Off the coast of Namibia placer diamonds were recovered by airlift mining during the 1960’s, but De Beers effectively started the existing marine diamond industry in 1989. The Wirth drill and a crawler continue to be used by the company, and plans recently have been announced for operations in South African waters. Other commodities such as mineral sands, platinum group minerals, and chromite have been investigated offshore in several worldwide localities.

In October-November 1993, the Centre for Cold Ocean Resources Engineering, Memorial University of Newfoundland and University of Victoria jointly carried out reconnaissance surveys at Pine Cove, Baie Verte, Newfoundland. Pine Cove is the site of a multi-year study examining the environmental impact of a shallow water small-scale marine placer gold mining operation. The reconnaissance survey data collected will be used to develop a multi-year environmental effects monitoring (EEM) program for Pine Cove, Baie Verte, but more generally an EEM protocol for shallow water small-scale marine placer mining, which meets the requirements of Canadian government regula¬tors such as Environment Canada and the Department of Fisheries and Oceans. The Pine Cove mining operation is currently scheduled for the summer of 1995, and will use two mining methods: a hydraulic suction dredge in shallow water (<10 meters) operated by a scuba diver, and a hydraulically actuated clamshell dredge in deeper water (-30 m). A centrifugal concentrator will be used to extract the heavy minerals from the mined marine sediments, and the tailings will be returned to the sea floor via a suspended discharge pipe. The reconnaissance work at Pine Cove included geophysical, geochemical, oceanographic and biologi¬cal surveys, providing data which will enable prediction of the potential environmental impacts of the proposed mining operation. Mineral exploration problems in the S.W. Pacific are not unique to that region, but a combination of favourable circumstances render it an ideal area to attempt to solve such problems. The land area of the S.W. Pacific island nations is only a fraction of the total sea area they can claim under current International Law. Hence, they have a great need to explore and evaluate their offshore areas. For the past ten years the focus of this work has been CCOP/SOPAC which has individually and jointly with other groups initiated and maintained far reaching marine mineral exploration programmes. In association with CCOP/SOPAC the writer has obtained and analysed approximately 650 sediment samples from the S.W. Pacific region for seventeen elements. Multivariate statistical techniques have been applied to the data set. The aim has been to identify chemically anomalous sediments reflecting either sea floor mineralisation and/or mineralisation on adjacent land areas.

A new hydrothermal field with massive sulfide deposits was discovered in 2004 at 16º 38.4?N, 46º 28.5?W on the Mid-Atlantic Ridge. Hydrothermal signals had already been recorded from bottom waters and sediments in this area during cruise 19 of R/V Professor Logatchev in 2000. This site was revisited during the 24th cruise of R/V Professor Logatchev in February 2004 when samples of massive sulfides were recovered and video records of the deposits made. The basalt hosted hydrothermal field is situated at a depth of 3700-3750 m, 600 m above the inner floor on the eastern slope of the rift valley. Structurally, the new field is located at the intersection of a deep along-axis marginal fault and a transverse sub-latitudinal dislocation. Six sulfide mounds as well as associated metalliferous sediments were mapped (sampled and/or recorded by video profiling) within the hydrothermal site. The largest ore body, 500 x 225 m, in the southern part of the field consists of small blocky talus and relics of sulfide chimneys partly covered by iron oxyhydroxides. The chimneys are 1-5 m high. The southern and western boundaries of the massive sulfide deposit have not yet been delineated. More than 1,100 kg of massive sulfides and stockwork mineralization were sampled at 7 sites by dredge and TV-grab. Everywhere, iron sulfides were the principal minerals present. Pyrite in association with lesser amounts of chalcopyrite occurs in both massive sulfides and stockwork mineralization. Of particular interest is the chalcopyrite-siliceous stockwork where silicified and chalcopyritized basalts are intruded by a network of chalcopyrite veinlets. These zones could be fairly thick and enriched in base metals. Sphalerite was very rare.

The Marine Operations and Engineering section of the British Geological Survey based in Edinburgh, Scotland have, over the last 30 years, developed and operate a series of remotely operated, and powered, seabed coring systems. These systems were initially developed to provide a cost-effective solution to ground truth seismic reflection data for regional geological mapping, where the only solution that existed was conventional and expensive drill-ships. Since the early 1990?s these tools have been used for many other applications in industry and science. Currently the systems can operate in up to 2000 m water depth for 5m seabed penetration and up to 4500m water depth for a specialised oriented core drill which collects a scribed core to 0.8m below seabed. Scientific applications focus on determining the geology of an area and follows pre-determined geophysical interpretations. It usually also follows other coring attempts with non-powered coring equipment which is invariably unsuccessful if the strata is over-consolidated sediments or hard rock. Commercial applications include cable and pipeline route surveys, diamond, gold and base metal exploration, beach reclamation and aggregate materials evaluation. In many cases there is a blend of science and commercial investigation typified by coring in hydrothermal vent areas or carrying out geological coring in a frontier oilfield province. The versatility of the drills allows cost effective and rapid operations in remote and hostile areas where a rapid investigation may be the only one possible in a short weather window. The deepwater operational capability also allows science and commercial assay to be obtained ahead of potential exploitation and allows formulation of scientific theories or commercial project plans based on sound core data. Being mobile and compact these corers may be used from suitable (Dynamically Positioned or Anchored) vessels of convenience and thus provide a cost effective platform for sampling different types of seabed geology on an international basis.

Nautilus Minerals is the world leader in exploration and development of deep ocean seafloor massive sulphide (SMS) resources. The company is currently focused on generating its resource pipeline in the Western Pacific and its first development project for recovery of high-grade copper, gold and silver mineralisation from its Solwara 1 site in the Bismarck Sea, Papua New Guinea. The Solwara 1 site is located at a water depth of 1,600 ? 1,800 meters. Over 150 SMS seafloor surface samples have been collected from chimney structures during dives made by remote operated vehicles (ROVs). In order to obtain an understanding of the sub-surface mineralisation, Nautilus carried out 4 drilling programs between 2006 and 2010 which allowed the calculation of a Canadian NI43-101 compliant resource estimate. The initial 2006 campaign was based on conventional offshore surface driven drill equipment. In conjunction with the subsea remote technology industry, Nautilus subsequently developed an ROV operated seafloor drill system with improved drill core recovery and efficiency. This technology was developed further with a 2010 - 2011 drill program to increase the available geological knowledge at Solwara 1 and adjacent prospects. his paper will provide an overview of Nautilus? SMS drilling requirements and recap the evolution of drilling technology and operations undertaken at Solwara 1 from 2006 to 2011. The paper will also discuss the potential of further developments in drilling techniques and equipment to increase or improve drilling depth, efficiency and data quality.

Environmental properties of the northeast Equatorial Pacific along 131.5 degrees west, between 5 degrees and 13 degrees north latitude, were investigated in association with changes in water column structures during the summer seasons of 1998 and 1999. Climatic disturbances such as El Nino and La Nina, should have affected this area during the study period. In 1998, a thermocline where temperatures rapidly decrease with depth, was formed at 90~110 m water depth. However, in 1999, a very fluctuating thermocline was observed with latitudes. As a result of changes in the water column structures, biological and chemical environment also showed fluctuation parallel to the changes in other physical parameters. Inorganic nutrient depleting areas, especially for nitrate+nitrite and phosphate, or oligotrophic regions were extended down to approximately 100 m depth, which coincided with the surface mixed layer depth. In the euphotic zone, depth integrated nitrogen (N) and phosphorus (P) values were 34 g-N/m2 (grams of Nitrogen per square meter of sea floor), 7 g-P/m2 in 1998 and 130 g-N/m2, 18 g-P/m2 in 1999, respectively. The results indicated that nitrogen (96 g-N/m2) and phosphorus (11 g-P/m2) are supported by up-welling and down-welling phenomena with convergence and divergence in the study area. Biological parameters in the water columns were largely determined by the physico-chemical environmental parameters. Subsurface chlorophyll maximum layers were coincided with the formation of seasonal thermocline. Copepods were the dominant group of zooplankton community at three sampling stations (N5, N6, N10) terms of abundance, which was the same results of previous surveys for the past 3 years. Among copepod populations, Oncaea sp., Oithona sp. Clausocalanus sp., Acarocalanus sp. and juvenile copepodites were dominant Appendicularians, foraminiferans and radiolarians were also dominant. To investigate diel vertical migration pattern of zooplankton, repeated samplings from the water depth of 0~50m and 50~200m were conducted at KODOS (Korea Deep Ocean Study) area before and after sunrise. Zooplankton abundance was slightly higher after sunrise than before sunrise in the surface layer. Chlorophyll-a concentrations were relatively low as the concentration of sediment increased in most experiments possibly due to a decrease of grazing pressure of microzooplantkon such as ciliates, which is the efficient grazer on small-sized phytoplankton. Because copepod predation on microzooplankton may be prevented by the high concentration of sediment, resulting in lower grazing pressure on small-sized phytoplankton. The results obtained during the baseline study as a part of KODOS project since 1998.

Approximately a century lapsed between the time nodules were discovered and the beginning of commercial exploration in the early 1960&apos;s. A period of rapid development of exploration and mining technology ensued over most of the next two decades. In recent years advancement has been sharply curtailed. This paper discusses the constraints inhibiting nodule mining and some developments that could aid in overcoming certain difficulties. Specifically, the greatest single constraint is economic. With few exceptions mineral markets are badly depressed. Present projections for development of nodules are for the late 1990&apos;s or beyond. However, the U.S. awarded exploration licenses in mid-1984 and more recently boundaries of license areas have been released. These conditions promote cooperation among organizations engaged in deep ocean mining. Survey data, and where appropriate some data products, have been exchanged between various consortia. The present hiatus in at-sea activities provides an excellent opportunity to investigate the best means to proceed. This period of quiescence offers a rare moment to distill the meaningful values of an era of hectic activity to permit more efficient development in the future.

In November 2004, Australia lodged with the United Nations Commission on the Limits of the Continental Shelf possible new maritime boundaries in relation to Australia’s continental shelf extending beyond 200 nautical miles from the Territorial Sea Baseline (Colwell and Symonds, 2005). If agreed by the commission, just over half of Australia’s land mass will lie below the sea, and Australia will have one of the largest marine jurisdictions in the world (14.41 million km2). With this jurisdiction comes a responsibility to manage and sustain the marine environment (McConachy, 2006). Knowledge of minerals and their resource potential is part of this responsibility but is generally poorly known (McConachy, 2005).

With the world’s growing demand for metals, seafloor massive sulfides (SMS) deposits are now seen as a possible mineral resource that could contributes to secure metal supply for human needs. SMS deposits are characterized by high concentrations of base metals and at some place high contents of precious and rare metals. Since 1977 and the discovery of the first high temperature (HT) hydrothermal vent and its sulfide mineralization and high biodiversity, more than 300 sites are known today. If the exploration strategy for detection of active hydrothermal sites is now robust, their associated mineralization will not (and must not) constitute a potential target for deep-sea mining due to environmental concerns and technical limitations. Recent studies on SMS deposits are rather focused on extinct and buried mineralized sites characterized by a lower biomass. Several geophysical techniques to explore and detect extinct SMS (eSMS) and buried SMS (bSMS) have been developed (e.g. Kawada and Kasaya, 2017; Szitkar et al., 2017, 2014) using different approaches (e.g. regional or local scale; ship-based or using underwater vehicles) with several degrees of success or limitation. Here we present results from acoustic surveys performed on the TAG hydrothermal district during the BICOSE (2014) and LEVE-SMF (2016) cruises and direct observation provided by HOV (Nautile) dives carried out during HERMINE cruise (2017). Acoustic data were acquired using two different multibeam echosounders (MBES): the hull-mounted Kongsberg EM122 (12 kHz, R/V L’Atalante) and the ROV-mounted RESON SeaBat 7125 (400 kHz, ROV Victor) (Figure 1). After processing, acoustic seafloor backscatter data from both MBES provides complementary qualitative results in relation to the seafloor composition. The analysis of the seafloor backscatter data obtained by near-seafloor surveys with the high-resolution 400 kHz MBES shows a clear relationship between low backscatter strength values and areas covered with pelagic and hydrothermal sediments whereas high backscatter strength values are associated to pillow lavas and basaltic scree. Intermediate backscatter strength values are rather related to old and younger eSMS as well as to mineralization on TAG active mound.

Large scale, profitable, offshore mining of cassiterite started in 1907 around the coast of south Thailand and continues today in Indonesia. The more complex marine mining of diamonds commenced in the early 1960?s and is now an established industry off the coast of Namibia in southern Africa. The activities have involved many diverse organisations, and have required the development of new marine mining equipment. De Beers Marine, more recently as contractor to Namdeb, has been the dominant producer since 1989. Smaller, public, mining companies, registered in South Africa, Canada and the U.K., have achieved mixed performance results, but the total annual revenue from offshore diamonds now exceeds about US$ 180 M. With the benefit of hindsight, there are some useful lessons to be learned from the experiences. Mining of placer deposits at sea is more difficult and more costly than on land. It justifiably commences in response to a market demand for a product that cannot be supplied in sufficient quantity from onshore sources, not because the marine resource exists. The high costs can be offset in places by submarine grades so high that they have not been seen on land for a century. Technical and commercial success requires a combination, and a sufficiency, of ore reserves, capital, experienced people, and technology. Economic viability is not achieved easily and some diamond mining companies have experienced a very short productive life, terminating in their acquisition or liquidation. The reasons for failure in marine mining, regardless of whether the product is diamonds, gold, or tin, invariably are similar and fall into two categories. Those outside a company?s control include the sea conditions, taxation and fiscal climate, security of lease tenure, and the diamond market. The others, assignable to the company, provide important instructions for those who may aspire to advance the cause of marine mining.

The development of marine mining in the offshore areas adjacent to most of the insular and continental European States is limited by the complex and evolving nature of its legal regime on the basis of the relevant applicable international, European and domestic rules. As the development of marine mining requires investments in capital-intensive technologies, the bankable feasibility of marine mining projects is very much dependent on the legal security of mining rights, assets and operations in offshore areas. This is quite difficult to assess due to the constant accumulation of applicable and potentially conflicting international and domestic laws in these areas, in particular the coastal zone, the territorial sea, and the Exclusive Economic Zone (EEZ). The often conflicting interaction of international treaties, laws and regulations in offshore areas raises specific and major issues in terms of permitting processes, access rights, ownership rights over the mineral resources explored and mined, flag vs. coastal State jurisdiction over mining vessels and marine mining equipment, international environmental liabilities, and unitisation and multi-forum disputes. In addition, the determination of jurisdiction and the legal regime under which marine mining could take place is becoming even more complex with the development of EU Law and the recent revision of the International Law of the Sea, particularly the new extension regime of the EEZ and jurisdiction over the continental shelf.
