Metal Mines Limited (Bancroft Division) was incorporated m 1964 to take over the assets of Faraday Uranium Mines Ltd., including their uranium deposit near Bancroft. Ontario. This paper outlines the geology of the Bancroft area, and. then go on to describe the principle rock types m the mine workings, especially the pegmatite, which is the host rock for the uranium mineralization. The structure and mineralogy of the orebodies are thoroughly covered, and, after a summary of the production and ore re-serve figures, the paper concludes with suggestions for further exploration work. Location and History M ETAL Mines Limited, Bancroft Division, is located in Faraday township, Hastings county, Ontario. The main production shaft and concentrator are about: Y2 mile north of Highway 28 and about 5 miles west of the village of Bancroft (Figure 1). The presence of radioactive minerals in the Ban-croft-Wilberforce area has been known since the early 1920's. Uraninite was found at the Richardson deposit near Wilberforce in 1922, and some attempts were made to produce radium from the deposits of the area between 1929 and 1931.

In open pit mining, each small mining unit (SMU) is selected for mill processing based on an estimate of its true grade. The estimation is usually done using analyses of cuttings from blast holes within that SMU. One common estimator used for selection is the arithmetic average of within-SMU samples. This estimator is conditionally biased. The effect of a conditional bias is to overestimate the profit really recovered from the deposit. For this reason, a conditionally unbiased estimator is preferable. Increasing the number of samples generally improves the accuracy of the estimation (and diminishes the conditional bias, if present, of most estimators). However, there exists a practical limit where an additional sample does not improve the estimation sufficiently to cover the expense of making the analysis. This limit is specific to each deposit and depends on geostatistical parameters, economic factors, and mining parameters. This study examines how the number of samples affects the recovered reserves and the resulting profit. Also, the effects on optimal profit of varying the different factors are examined. Globally, the number of samples required increases with the selectivity of the operation. For a given ore deposit, the greater the number of SMUs selected for processing, the fewer samples are required and vice-versa.

"This paper charts, briefly, the :salient facts of international trade in minerals and their products and Canada's place in it. It also reviews inter-national agreements, economic groupings and national measures to channel and regulate production and trade in minerals. Canada's mineral industry now produces raw materials worth $3.7 billion per year, making this country a giant among mineral producers. Two-thirds of this production is exported, chiefly to the United States, accounting for about 30 per cent of Canada's merchandise exports and topping all other classes.However, several other nations are also pressing the development of their mineral resources and markets. The Soviet Bloc, China and principally Australia and Africa are becoming important suppliers of basic raw materials to some traditional markets of Canada in Europe and Japan.The outlook for Canadian mineral exports to the countries of the Common Market, Great Britain and Japan is good, although some tariff barriers remain troublesome.Concerning the United States, our most important market, Canada is seeking to have that country lift import quotas on lead and zinc, and re-cent statements by U.S. authorities give hope that this may be achieved soon. Moreover, Canada wishes to obtain easier access to the American market for several of its metals and minerals.Canada is now participating in the Kennedy Round of tariff talks under the auspices of the General Agreement on Tariffs and Trade (GATT), and is seeking to open wider doors for its exports of products.In summary, Canada has done reasonably well in some mineral commodities on world markets, but has lost ground in others. Any slackening of Canada's efforts in the development and marketing of mineral resources would soon lead to the decline of its role in the world miueral economy."

In any discussion on the subject of mine-safety, it is well to honestly face the fact at the outset that mining is a hazardous occupation and that certain inherent dangers attach to the work, which, in spite of the greatest vigilance on the part of everyone concerned, will from time to time exact their toll of in jury or death from the underground worker. Great progress has been made of late years in narrowing down the range of these necessary risks, and, illustrative of what can be done along these lines by concerted effort, it is pleasing to read from time to time of large operating mines running for weeks, months, a year or more, without a single lost-time accident. To achieve any results in the work of accident prevention it is necessary, first, to have a definite goal, such as a no-accident period, be it a week, a month, or a year, to aim at; and, second, to set up definite standards to work by. The legal code of regulations should form the basis of all standards of work at every mine and should, for this reason, cover as far as possible all conceivable phases of operation. This represents the ideal, but in practice it is unattainable, largely because of the many variables that must be considered, due to the divergence in the scale of operations and to differing geological conditions at the different mines. Hence it becomes necessary for the operator who wishes to attain the maximum in the establishment of high standards of safe operation to so amplify the code as to meet the peculiar requirements of his operation.

Canadian newspapers from coast to coast, have been, for months, denouncing those articles entitled, "The Whisper of Death," which have been appearing in the Montreal Star. I have not read these articles as the newspapers do not print them; they just denounce them or class them as jokes. Apparently they think that they are not suitable for the ordinary Canadian to read. It appears, however, that the Star has said that unless we balance our budget, and that soon, we shall be bankrupt. That seems to me like common sense, though the Victoria Times says editorially that the Star claims will "shortly find a place in the joke column". In this editorial the Times quotes with much enthusiasm from the Quebec Telegraph. "Canada," says the Telegraph, "is all right. Her natural resources are so vast that no one need worry. Her future possibilities are limitless; her assets beyond figures". Does it not seem like the limit of nonsense for a country that is not paying its running expenses to make such pretensions? After fifty-five years of Confederation and much talk of national status we are still sponging on the mother country for our external defense; we still allow the hard pressed tax-payer in the old land to shoulder the entire burden. We even now refuse to accept able-bodied working-men from that small and overcrowded country and yet blatently talk of limitless resources.

"8.1. INTRODUCTIONThe purpose of this chapter is not to provide precedents or examples of provisions, but rather to offer some comments that may be worth considering in the negotiation or review of an agreement. These comments are not intended to be exhaustive. It must also be noted that, although the chapter is written in the context of a common law joint venture, the concepts and concerns for the most part apply equally to a corporation that is owned by only a few shareholders for the purpose of participating in the project held by the corporation.The corporation has the advantage of having much of its organization established by local corporate law, but the particular wishes of the shareholders will appear in a shareholders’ agreement. The principal differences will be surprisingly small, save for the acquisition provisions that appear in a farm-in agreement1 and the substantial portion of the joint venture agreement devoted to creating and organizing the joint venture entity. Where the joint venture agreement refers to venturers and committees, the shareholders’ agreement will refer to shareholders and the board of directors, but both will have to deal with such basic matters as decision-making, default, dispute resolution, first refusals, funding, and carrying out work on the project. For convenience, this chapter usually refers to “venturers”, which may be taken to include shareholders.Negotiations give rise to many varying circumstances and concerns, and the main asset of the negotiator is an open and flexible mind. A desired result can often be accomplished indirectly in circumstances where the other side has adopted an inflexible position on a suggested approach. As precedents and standard forms tend to focus a negotiator’s thinking, they can be counterproductive. It is after the deal has been agreed to that a precedent can be of great assistance to the draftsman.The concepts are arranged in alphabetical order for convenience, not to suggest their sequence or position in an agreement or their relative importance. An agreement should adopt a progression of subjects in what the parties consider a logical sequence to read and work with. However, experience has indicated that it is best to set out in a single article the substance of the deal (i.e. the terms relating to the farm-in and what the acquiring party has to do to acquire his interest), preferably near the beginning of an agreement. The acquisition of the interest is, after all, the first order of business. The joint venture provisions will then follow in a reasonable sequence. It is also worthwhile to devote a single article to any special provisions that may apply during the earn-in period. For example, it may be provided that, although all work is to be done by the acquiring party as operator (with the duty of care, liability, and reporting requirements as set out in the joint venture sections of the agreement), but during the acquisition period, the acquiring party, acting as operator, may be at liberty to do such work as he wishes, without the need for any committee or other approvals, and committee meetings may be suspended.2An agreement is divided into paragraphs and articles to make it easier for the parties to read and understand, and to assist a party in finding “that provision” when the need arises. A comprehensive table of contents will also assist the parties who must work under an agreement. An added benefit of a table of contents is that in preparing it, the draftsman sees the overall structure of the agreement and will often catch and correct flaws."

"Under the term ""paleogeomorphology"" are grouped together all geo-morphological phenomena which are recognizable in subsurface geology. Since geomorphology is the science of the earth's relief features, paleogeomorphology is the science of buried relief features. Such features are of importance to the petroleum geologist whenever they lead to the trapping of hydrocarbons. In areas where these features abound -and western Canada certainly is such an area -pale-ogeomorphology ranks in importance with stratigraphy and structural geology as a hydrocarbon-finding tool. Hydrocarbons may be trapped either directly or indirectly due to paleogeomorphological processes. Both types of traps may occur either below the morphological surface or above (against) it. Several examples of types of paleogeomorphological traps are given. A new classification of geomorphological .features is proposed, with a subdivision into two main groups: constructive and destructive geomorphic processes. Of the many geomorphic classifications, some are of greater interest to the petroleum geologist in western -Canada than others. In the present paper the morphology of reefs and of buried erosional land forms are discussed in greater detail. In dealing with the reefs of the Devonian Leduc formation in Alberta, it is found that several groups of reefs can be distinguished and that each group presents a separate set of morphological characteristics. The effects of erosion and weathering are exemplified mostly in the Devonian, Mississippian and Jurassic of Alberta, Saskatchewan and Manitoba. Hydrocarbon traps occur below the highs on the erosional surface as well as in sands laid down in the lows of that surface. The rules which govern the formation of ancient landscape forms are worked out, using an area in southeastern Saskatchewan as an example."

Introduction The financial statement of the hypothetical Gold Mining Company, which forms the background of this survey, was designed for the Institute with the express abject of having it assessed in respect to Profits by the several taxing bodies representing the Federal and Provincial Governments, which comprise the Dominion of Canada. On the completion of the figures, copies were sent to the several Ministers of Mines, accompanied by a request that they be submitted to their taxing authorities and assessed accordingly. The response, while it was not general, was very favourable, and at all times we were treated with the utmost courtesy and patience, and what has been set forth in the compilation bears the authentication of the various government officials who are immediately concerned with taxation. The data itself constitutes a fairly comprehensive digest of taxation as it directly applies to gold mining profits in Canada. The Hypothetical Balance-Sheet (See Exhibit A) In the balance-sheet schedules 1 and 2 (Exhibit A), income is divided between taxable and non-taxable classifications, and here it should be noted that the division contemplates only the assessment for Dominion income tax. The same applies to the factors of exchange and depletion. Therefore, in making comparisons, it is to be borne in mind that the set-up for assessment to the Provinces, that is, Manitoba and Alberta, will stand as if the gross non-operating income is taxable, with the reservations as shown in the notes below the schedules.

"IntroductionThe Cape Breton Development Corporation (CBDC) located in Cape Breton, Nova Scotia, in eastern Canada, was established in 1967. Its mandate at that time was to facilitate a phased downsizing of the coal industry and developing viable replacement industries. The oil crisis in the early 1970s changed CBDC’s mandate and focus was modified to increase coal production to support Nova Scotia Power Commission’s “off oil” policy for their power generators. In the late 1980s the mandate to develop viable replacement industries was eliminated and CBDC became primarily a coal mining company. CBDC presently operates two underground coal mines, Phalen Colliery and Prince Colliery, using a retreat longwall method of mining. Both mines operate beneath the Atlantic Ocean. CBDC also operates associated infrastructure — central workshops, a railroad, coal preparation plant, and international pier. The Need For Substantial ChangeOver the last few years, CBDC has been facing some challenging issues, including improving labour management relations and achieving financial self-sufficiency and profitability. Recent achievements with regard to human resource issues, especially in the areas of collective bargaining, absenteeism, and attendance, show noticeable improvements. All participants should be commended for successfully concluding the collective bargaining process with all four CBDC unions, CUPE; CAW; IAM&AW; and UMWA. However, although these changes are encouraging, even critical in the short term, they are not sufficient to ensure the long-term viability of the company. Market ForcesShort- and long-term financial realities are drawing the need for further substantive changes. The corporation has a mandate to achieve financial self-sufficiency by the year 1999. This goal can only be achieved through a combination of cost reductions and productivity gains, specifically, a reduction in the workforce of 658 and an increase in production of 800 000 tonnes annually. This increase in productivity requires CBDC to re-think the way it does things.In the longer term, CBDC faces even greater challenges. The energy market is becoming more competitive. The electrical utilities across Canada are anticipating deregulation and are positioning themselves for the resultant competition. As primary fuel supplier to Nova Scotia Power Inc. (NSPI), the corporation will have to become ever more competitive to stay in business."

According to the Intergovernmental Panel on Climate Change (IPCC), the average global temperature has risen over the last century. If this trend continues over the next century, the IPCC projects a significant increase in temperature and a rise in sea level. The changes in climate could adversely impact human health, agriculture, water resources and ecosystems. Most national and international agencies have concluded that our use of carbon-rich fuel is responsible for global warming through the greenhouse effect. In the future, the situation may get worse if the increased need for energy in countries like China, India and Brazil is fulfilled by burning fossil fuel. Advanced natural gas-fuelled vehicles have the potential to reduce carbon monoxide and reactive hydrocarbon emissions substantially compared to gasoline vehicles. Further environmental benefits can be realized by using a blend of natural gas and hydrogen. Such an approach will help create an infrastructure for an eventual transition to hydrogen.

In this paper is presented a review of the changes that have taken place in certain Canadian non-metallic mineral industries since 1909. The fifteen-year period 1909 to 1923, inclusive, has been selected for two reasons. In the first place, statistical treatment of the subject under review has been nearly uniform throughout the period. In the second place, this decade and a half is itself further subdivisible into three well marked quinquennial periods, the middle one covering the period of the great war when industrial conditions were greatly disturbed. It then becomes possible to institute certain comparisons between equal periods before and after the war disturbances. The items selected for inclusion in this review are certain of the more important members of that class of minerals usually grouped together under the heading of non-metallics. They are all minerals of which Canada is known to possess important resources, and which are indispensable to many of our greatest manufacturing industries.

AGNICO-EAGLE started sinking the Penna Shaft in 1995 with a hoisting plant capable of hoisting 1,800 tonnes per day from a 2,240 metre deep shaft. Exploration success lead to the installation of a hoisting plant capable of extracting 4,500 tonnes of ore and 1,800 tonnes of waste per day from a depth of 2,210 metres. The introduction of a new rope selection factor, permitting a safety factor of 4.0, represented the breakthrough required for a cost-effective project. This paper describes the process taken to introduce the new rope selection factor and its impact on the original plant.

Resource development conflicts arise largely due to differences in worldview between those who support and those who oppose development. This paper illustrates how societies and civilizations with different worldviews produce different levels of creative and economic energy. A questionnaire was created to build a database of responses to test whether worldview and resource development are correlated. Factor and multivariate regression analysis determined correlations for respondent groupings. Results showed a positive correlation between the respondents\u2019 worldviews and their attitudes toward resource development. Correlations became stronger as the homogeneity of the sample subgroups increased.

THIS paper summarizes the results of investigations carried out at Sydney Mines, N.S., and at Ottawa, following the disaster at Princess colliery, December 6th, 1938. The Honourable Minister of Mines for Nova Scotia appointed A. E. Cameron special investigator to enquire into and report upon the cause of the rope failure. Public hearings were held in Sydney Mines and evidence taken from many witnesses. The site of the accident was examined in detail and investigations made of the rope layout and colliery practice. At the request of the special investigator, the Department of Mines and Resources, Ottawa, kindly undertook technical and scientific examination of the broken ends of the rope. These investigations were carried out in the Metallurgical Laboratories of the Department of Mines and Resources, under the supervision of G. S. Farnham, Metallurgist for the Department. Valuable assistance in interpretation of many features of the investigation was received from other sources. Acknowledgment is due to Messrs. Stuewe, McCall, and Gordon, and other members of the staff of the Dominion Steel & Coal Corporation; to Messrs. Morrison and Scott, and other members of District 26, United Mine Workers of America; and to Messrs. In this paper, as in the 1960 CIM paper of the same name, s1gmf1cant new developments in electrical-mechanical mining equipment are briefly described. These include static thyristor-supplied D.C. drives for mine hoists, load-haul-dump systems, process controls with small and medium-size computers, and several other new items of equipment and Concepts. All the new hardware descriptions are given in the context of over-all process integration. This means the actual mechanical linking together of two or more processes and the preliminary step in the development of production-line mining.

"This paper examines the economic advantages of adapting the production grade and recovery targets of a flotation circuit as a function of metal prices. The study is periormed using a steady state simulator for a Cu-Zn differential flotation circuit operating under the following strategies of 1) Maintaining constant operating targets, 2) Maximizing individual circuit Net Smelter Return and 3) Maximizing the global Cu-Zn circuit efficiency. Results are compared to assess whether or not one of the strategies produces benefits significantly higher than the others. "IntroductionBACK IN THE nineteen-thirties, when Eldorado was a private company and was preparing to become Canada's first radium producer, the Mines Branch in Ottawa did much work on the development of chemical processes for the Port Hope refinery (1).In 1945, after the Canadian Government had taken over Eldorado for •atomic energy reasons, the Mines Branch was called upon again, this time to help out by looking into ways and means of improving ore treatment methods for the mine at Great Bear Lake. A group of technical men was assembled to devote full attention to this work, which was known as the Eldorado Project.Three years later, in 1948, the Government decided to reopen the development and operation of uranium properties to private enterprise.Since it is a function of the Mines Branch to assisit private development of Canadian mineral resources, this new uranium policy made it important for the Branch to be in a position where it could provide up-to-date services, technical assistance, and information relating to treatment of radioactive ores, mineralogy of radioactive ores, and assay methods for radioactive ores.At the same time, .because of the demand for increased uranium production, lower grade ores had definitely come into the picture, ores that might be of decidedly lower grade than, say, Eldorado pitchblende, and of entirely different nature."

"Grande Cache Coal (GCC), an investor-owned Alberta company, is in the final stages of the regulatory process leading to the resumption of coal mining in the Smoky River Coal Field of Alberta. Although many opportunities for low-cost, high-yield mining remained on the property, GCC opted for a long-term production plan that ensures stability for the local economy, sustainable use of the resources in the area, environmental responsibility and a satisfactory return for its investors.GCC entered the Alberta coal approval process in late 2000 with a public disclosure document. In October 2001, GCC formally submitted an application for mining approval and an environmental impact assessment (EIA) to the government and the public. The application covered the proposed Grande Cache Coal project, which includes the No. 7 underground mine, No. 8 surface mine and coal processing operations. The EIA provided a comprehensive investigation of environmental sensitivities in the project area, matched with environmental protection programs. The project is based on commencement of operations in late 2002. GCC’s plans are founded on a commitment to sustainable development and has framed this commitment in the context of a long-range mine development plan that will sustain the community of Grande Cache over the next 25 years. The Grande Cache coalfields offer extensive coal reserves and opportunities, for both surface and underground mining. Combining highly productive U.S.-style room and- pillar underground mining methods and conventional truck-and-shovel open pit mining, GCC’s approach to sustainable development encompasses community involvement and reclamation of mine sites to productive land uses after mining."

"The management of acid rock drainage( ARD) to prevent impact when tailings are disposed of in the environment requires understanding of the phenomena giving rise to acidic drainage, a rigorous evaluation of the weathering characteristics of the tailings, and the successful implementation of control measures that will be effective in the long term. This paper provides a brief theoretical background to the complex reactions taking place in mill tailings containing residual sulfide minerals which must be appreciated to enable waste characterization program to be effective in predicting the future behavior of the tailings and in designing control methods which will work. "Sulfide ore processing is characterized by significant losses of metals, for example, with flotation tailings. Therefore, flotation tailings can present an important source of metals. The treatment of flotation tailings is a technological issue due to low content of valuable metals (e.g. copper and zinc) and high iron content. The goal of the present work was to investigate extraction of base metals and gold from old flotation tailings containing 17% iron, 0.26% copper, 0.22% zinc, and 0.7 g/t gold. Chemical leaching in columns with 0.5 to 10% sulfuric acid solutions and bioleaching in air-lift percolators were used for the extraction of base metals. 1% H2SO4 provided high extraction of base metals and best selectivity. Recovery of copper and zinc reached 35% and 40%. Increasing H2SO4 concentration did not lead to significant increase in base metals extraction, but led to increased iron concentration in the pregnant solutions. The 1% H2SO4 leaching solid residues were used for further experiments. Acid leaching and bioleaching did not result in significant increase in base metals recovery. Leaching of the residue with 10% H2SO4 provided extraction of 4% copper and 20% zinc, and bioleaching for 100 days provided extraction of 16% copper and 12% zinc. The recovery of gold by cyanidation from the flotation tailings, the 1% H2SO4 leaching solid residue and residue of two-step acid leaching were 50, 49, and 65%, respectively. The results suggest that acid leaching can be effective approach for treatment of old flotation tailings.INTRODUCTIONAbout 80% of base metals (copper, nickel, zinc) are produced through pyrometallurgical treatment of sulfide ores. Mining and metallurgical treatments of sulfide ores are presently characterized by significant losses of non-ferrous and precious metals into the various wastes. For example, flotation of sulfidic ores yields formation sulfide flotation tailings. These wastes pose a problem not just because of their sheer volume, but some of them may affect local ecosystems. Nowadays, mining and metallurgical wastes can be considered as technogenical source of base metals."
