The Income Tax Assessment Act ["the Act"] levies tax on a taxpayer's taxable income. At a time when commerce and life were more simple, the calculation of taxable income had some connection with logic and a taxpayer's capacity to pay. However, as a result of successive governments' different views of equity, their perception of avoidance, their needs for revenue and their changing views on capacity to pay, the rules determining the calculation of taxable income have continually changed to the point that logic is no longer relevant. Taxable income now is simply the product of the application of a complex set of rules.

Hilton Mine is located 20 km north of the city of Mount Isa and Isa Mine in far north west Queensland. The sealed road used by the 500 employees to commute from the city is part of the Barkly Highway linking Mt Isa to the Northern Territory.Although discovered in 1947, major underground development did not start until late-1982 and first cut-and-fill production in mid-1987. The J53 exploration shaft was sunk in 1970-73 and the main P49 shaft in 1973-75. Since January 1990, most of Hilton ore production has been treated in the Hilton Concentrator, and concentrates trucked in slurry tankers to Isa for smelting or shipping.

Despite extensive oil exploration in"Western Australia over the past 12 years no commercial oil fields have yet been found. A total ' of 66 test wells have been drilled throughout the State but only Rough Range No.s.. 1 and 1A have produced oil in significant quantities. Active oil exploration is now in progress in the" Canning, Carnarvon, Perth, Bonaparte Gulf and Officer Basins. Test wells have been drilled' in ,all of these except the Officer Basin, where the subsurface stratigraphy is still unknown. Large .areas of the other four have hot yet been drilled. It, is- probable that. commercial oil deposits will eventually be found' in these basins as they contain thick marine sequences, and have structures 'suitable for.,the. entrapment of oil. .

People in the work environment (and often elsewhere) are seen as a commodity (we use them for our purposes).The general accepted view of a Company is that shareholders are "The Company" and that they employ people to utilise their money in a particular field to generate more money to give a return on investment. To achieve this, capital equipment is purchased to fulfil a task and people are employed to use this equipment. Equipment and people are commodities purchased with money.The focus of this approach is MONEY. The equipment and people, and the use of them, determines the amount of money that can be generated. In this approach people are motivated by financial concerns. The harder the times the more money becomes the focus.

The issues which are the subject of this paper cover an extremely broad field. In themselves the components of the topic could be the theme, in considerably greater detail, of a two day seminar. Indeed a full course in an academic year would probably not do justice to the topic. I have therefore experienced considerable difficulty in condensing such a broad subject range down to a 30 minutes address and in doing so have tried to, hopefully, provide a little bit of everything for the wide range of professional interests and different levels of commercial, professional and legal expertise represented at this conference. Perhaps my address could best be described as a "bird's eye" view rather than a "worm's eye" view of the subject.

Ausmelt has developed and commercialised high temperature reactor technology that has been applied to waste processing in the form of a catalytic waste converter (CWC). Ausmelt Technology uses a top submerged lance system within a versatile converter containing an oxidised molten siliceous slag. Metals and other valuable products can be extracted from wastes for recycle into the community. Non-valuable components such as toxic organochlorinated compounds are destroyed and prevented from reforming. The slag produced is inert and can be safely used in building and concreting. The CWC can be applied to practically all types of wastes and examples from Ni-Cd batteries to toxic wastes are discussed. Additional benefits can be derived from large-scale operations if the surplus heat generated is exploited to produce steam and electricity.

The Kellogg slag fuming model is extended to apply to the Port Pirie plant which uses recuperative heating of secondary air. Exten- sive investigations of plant operations pro- vide parameters for use with the model, and verification that the resulting model provides simulation which is very close to actual plant performance. The model is used to_deter- mine optimum slag fuming operating conditions, and the results of several other investigations with the model are briefly described.

An extensive study was carried out to evaluate the performance of Outokumpu OK50, OK38 and Maxwell MX14 cells at ComincoÆs Red Dog flotation concentrator in Alaska. Tests were conducted by varying operating conditions of the cells installed in different circuits in the plant. The hydrodynamic and gas dispersion properties were measured and the metallurgical performance of the cells was evaluated for each condition used in the tests. This paper highlights the importance of superficial gas velocity, bubble surface area flux, gas hold-up, power consumption, residence time distribution and froth flow behaviour in optimising cell performance. The findings of these tests provide valuable insights into selection of the best cell operating conditions to optimise circuit performance.

Sulphide concentrates are produced in a wide range of mineral processing operations. In the case of base metals they are further treated by smelting and/or hydrometallurgical techniques. In the case of refractory gold ores, sulphide concentrates containing gold are roasted or oxidised by various hydrometallurgical processes. This paper discusses the development of the Activox(R) Process which can provide an alternative method for treating sulphide concentrates. This process consists of fine or ultra-fine milling, followed by mild pressure oxidation to produce solutions of base metals or to liberate refractory gold. Base metal solutions (eg of nickel and cobalt) can be further processed by solvent extraction and electrowinning, while refractory gold can be recovered by cyanidation. The economics of the Activox(R) Process are often better than alternative oxidation techniques.

Taxes have an impact on mineral resource availability in several ways. There is the obvious effect on the grades needed for mineral deposits to become economic orebodies. There are also indirect effects which can have equally significant impacts. The paper examines the appropriateness of different types of taxes in the mining industry. The effects of discriminatory taxes such as price-based royalties are described. There is a discussion on the feasibility of introducing a single resources tax to replace completely the various forms of taxes presently applied to the industry. The subtle impacts of taxes are described in a section covering the way in which apprehension over future possible changes to both the level and diversity of taxes is reflected in industry confidence. It is concluded that taxation can significantly limit the economic availability of mineral resources.

In recent years, wide consideration has had to be given to methods of improving the condition of the mine environment in many coal mines, and significant developments and changes have evolved. Thus even after substantial increases inòair flow rates at the working place (they have increased over three fold in the last generation), environmental conditions have arisen for which it has been necessary to introduce or consider: i) additional ameliorative measures, such as good housekeeping; ii) layout changes: such as Y or Z layouts; iii) homotropal ventilation; and iv) air conditioning. In certain countries, consideration has been given also to: v) additional payments reduced working times; vi) heat acclimatisation programmes; and vii) the use of cold or cooling suits At many hot and humid mines, the principal benefits from adopting (i), (ii) and (iii) have already been realised. In most of the literature, the hydrocyclone is viewed as a black box in which only global variables are present and where the equations are obtained by curve fitting. Recently some work has appeared where the Navier Stokes equations are solved numerically in the hydrocyclone geometry. However, in all of these works the air core surface, which has an important influence on the hydrocyclone dynamical behaviour, is modelled as being a cylindrical surface of fixed radius. In this work, we model the surface of the air core as a free-boundary which has to satisfy a jump condition, the Young-Laplace equation, relating the physics to the geometry. Based on this model, we are able to explain, qualitatively, some phenomena that have puzzled research workers in the field for many years, and can show, through the air core behaviour, the influence of material parameters on the performance of the hydrocyclone.

On this occasion precedent is departed from in favour of a subject by request.As man has at last, in employing gravimetric and electrometric methods of subsurface research, started on the rational use of divining rods with some knOWledge of their governing laws and principles, and with some ability to interpret the results obtainedfrom them, I was asked to add to the voluminous literature of the quack or empiric divining rod. James Mansergh, the author of Melbourne's sewerage system, in his presidential address before the Institution of Civil Engineers in 1901, admitted he was afraid touse the hazel rod lest in sinking on its indications to some solution.

Nchanga Division of ZCCM has installed and operated a trolley assist system on part of their truck fleet for some three years. This paper examines how the system came to be chosen and how the many features of construction and operation were dealt with. The economics and productivity of the system are presented as are the personnel aspects of acceptance and training. Zambia Consolidated Copper Mines is a state controlled copper mining company formed by the amalgamation of the former Nchanga Consolidated Copper Mines and Roan Copper Mines. The company operates seven copper mines the largest producer being the Nchanga division, which is scheduled to produce some forty-two percent of Zambia's copper production. The division operates four open pits and an underground mine which produce annually some 192 000 and 96 000 tonnes respectively of copper contained in ore.

Maintenance management improvement projects were undertaken at several BHP Collieries Division mines pursuing.the objective of achieving better structured maintenance procedures. Efficiently structured maintenance and optimum asset use are interdependent and productivity and computer models assist towards that objective. Definition of aspects of maintenance and analysis of the nature of equipment and materials, workloads and tasks, lead to more effective planning and scheduling of maintenance. The quality, standards and procedures of records must be suitable and adequate for storage and future retrieval. Total Quality Control initiatives and improvement projects even extend into spheres of customer/supplier relationships and problem solving teams as well as the more recognisable standards of management and performance factors in maintenance. All such factors contribute to a Maintenance Management Matrix to provide a better structured approach to economic maintenance management in the capital intensive coal mining industry.

Ore Reserves are key mining company assets and their reliable estimation is crucial for both feasibility studies and the day to day operation of a mine. The reserve is based on the Mineral Resource after the application of certain technical and economic parameters. Engineering aspects of reserve estimation can be accurately determined to ¦10 per cent, however the majority of project risk will revolve around the resource. A final Ore Reserve generally contains a set of figures quoted without reference to its potential errors. Rarely are overall confidence limits quoted and, if they are, they often do not take into account many of the factors that cause uncertainty in the grade and tonnage estimates. There is thus an unquantifiable risk, which the operator should be aware of. This paper presents a review of the possible sources of error that might occur during the various phases of an exploration and estimation programme which are carried through into the Ore Reserve and hence mine design.

During the 1960s chalcocite ore was mined from the Black Rock open cut. A large amount of this uneconomic material was not treated by the No 3 Concentrator at the time and as a consequence a surface stockpile was created which contained 750 000 tonnes of material at an average of 1.5 per cent copper.Laboratory trials indicated that due to oxidation, an average of 25 per cent of the copper was water soluble and the remaining copper was leachable using a sulphate/ferriclbacterial leach. On the basis of these trials it was decided to investigate the feasibility of producing copper via a leach SX-EW process. The investigation proved the process was feasible, so began the design, construction and commissioning of a 10 tpd (cathode copper) Copper Leach SX-EW Pilot Plant. CMPS Pty Limited in a joint venture with John Holland Engineering Pty Limited were awarded the turnkey contract for the design, construction and commissioning of the Pilot Plant.

Comalco's Bell Bay smelter produces some 94 000 t.p.a. of primary aluminium in the form of foundry alloys, extrusion billet and rolling blocks. The extrusion billet and rolling block are produced by a process, in which molten aluminium is poured into an open ended water cooled mould of the required shape. The bottom of the mould is initially closed off by a dummy or starting block. Primary cooling takes place at the mould wall and secondary cooling is achieved by direct water sprays onto the out side shell of the product. Careful preparation of the molten alumin- ium is essential if stringent alloy specific- ation limits are to be met. Optimum casting temperature must be maintained within a narrow range and metal cleanliness is important to ensure a consistent product. MR JOHN S Foxall wrote: Mr Clayton in his paper on the above subject (Proceedings, N.S. No. 34) made an assertion which should not be allowed to remain unchallenged. On the top of page 10 appears the following statement;- "By viewing the box at adepression angle of 45°, all the dimensions are disclosed and the box may be projected on isometric co-ordinates" and lower down on the same page:- "An isometric plan, being virtually a projection on a plane inclined at 45°, the nearer the dip approaches this figure so is the outline of the stoping more truly shown." Those statements embody an inaccuracy which would be misleading were an isometric plan to be constructed to suit a special case, ie the case of a mine whose lode dipped at 45°, or approximately 45° and it would be found that in such a plan the outline of the stoping would not be truly shown. Case Study: Dragline Swing to Dump Automation By Peter Corke, CSIRO Manufacturing Technology/CRC for Mining Technology and Equipment (CMTE) Peter Corke presented a case study of a project to automate the dragline swing to dump operation. The project is funded by ACARP, BHP Coal, Pacific Coal and the CMTE and is being carried out on a dragline at Pacific Coal's Meandu mine near Brisbane. Corke began by highlighting that the minerals industry makes extensive use of large, mechanised machines. However, unlike other industries, mining has not adopted automation and most machines are controlled by human operators on board the machine itself. Choosing an automation target The dragline automation was chosen because: ò draglines are one of the biggest capital assets in a mine; ò performance between operators vary significantly, so improved capital utilisation is possible; ò the dragline is often the bottleneck in production; ò a large part of the operation cycle is spent swinging from dig to dump; and ò it is technically feasible. There has been a history of drag line automation projects, none with great success.
