In the late-1990s, and into the 2000s, many industries, including the mining industry, have seen significant transaction activity by way of acquisitions, floats, joint ventures and major capital projects. The fundamental financial trends are two-fold. First and foremost, a high level of transaction activity within the industry and secondly, the recently introduced requirement for corporate governance standards, have placed increasing pressure on the directors of mining companies. This paper will deal with specifically corporate governance implications of any large capital investment transaction and the associated impact on the mining industry. To provide the framework for this paper, I have looked at a number of recent transactions as well as corporate governance recommendations from the ASX and the HIH Royal Commission.

Present practice of lead-zinc flotation at North Broken Hill Limited is described and factors influencing plant objectives and performance discussed. Mineralogical examination of final flot- ation products showed mineral liberation to be 94T complete and size by size metal recovery tables indicated a need for finer grinding to improve lead and silver recovery, but coarser grinding to improve zinc recovery. A steady grinding circuit, at constant ball mill power and cyclone overflow pulp density, is found desirable for satisfactory flotation circuit operation because instabil- ity in the grinding circuit inevitably leads to flotation instability and as a consequence less than optimal flotation operation. Remov- al of the variable lead flotation middling product from the grinding circuit decreased grinding instability.

The Red Dome deposit is located about 15 kilometres by road west of Chillagoe in far north Queensland. The deposit is within a well known band of mineralisation which is adjacent to the Chillagoe - Mungana railway line. This paper addresses the unique environ- mental programmes which prevail at Ranger and their importance in the future profitability, of Ranger Uranium Mines Pty Ltd. (RUM) Industrial relations, general safety, and occupational health have long been regarded as part and parcel of the concept to 'manage for profits'. More recently, the need for environmental protection has also become an important management consideration. This is particularly so at the Ranger Uranium Mine where environmental protection is very closely and continuously regulated. Since the commencement of operations at Ranger some three years ago the company has operated within these regulations and demonstrated clearly that yellowcake can be produced efficiently, economically and safely. The company also recognises that in order to ensure continuity of production, it will have to continue to operate within these strictly supervised Regulations.

This paper describes laboratory testwork for the beneficiation of a medium grade iron ore, using Wet High Intensity Magnetic Separation (WHIMS). Factors leading to the selection of machine type for this method of separation are discussed and the design of the WHIMS section flowsheet of an iron ore beneficiation production plant are described including methods to achieve operational flexibility and adequate protection of the WHIMS separating chamber. The results of the commissioning and operation of the production plant over several years are described, together with experience developed in plant operation. Data on recovery of hematite over the full range of size fractions treated is presented and compared with data in the literature. Potential methods of improving plant performance are discussed. Australia is well endowed with both tin and tungsten resources, and is currently a significant producer of both commodities for the international market. The intensity of exploration activity for both metals has been rather sporadic, reflecting the changing market situation. Thus tin has experienced three major boom periods around 1880, 1907 and 1983, while tungsten prices peaked around 1917, 1953, 1970 and 1977. During the earlier periods, the major discoveries were located utilising simple prospecting techniques involving creek travers- ing and stream sediment panning. The resulting location of tin alluvials quickly led to the discovery of adjacent primary deposits. The major tungsten deposits were composed of quartz- wolframite, which was readily visible as mineralised float both within the drainage systems and on scree slopes. Thus by the early 1900s most of the currently significant deposits had been located. More recent exploration approaches have combined these tradi- tional methods with the development of exploration models based on evolving genetic concepts. Within tin systems the emergence of province styles of clas- sification combined with enhanced perceptions of tonnage-grade characteristics and improved geological models has enabled more effective exploration strategies. Province classification at the inter- national scale demonstrated a clear relationship between deposit type and geological environment and thus considerable attention was given to the range of provinces present within Australia. Tonnage-grade diagrams enabled the refinement of economic per- spectives, while detailed models provided the basis for localised search parameters.

The gold industry has been revolutionized in the last decade by market forces and technological changes. The latter are discussed in this paper, with particular emphasis on carbon-in-pulp (CIP) and heap leaching. The nature and scope of the process development aspects of a gold project are considered, and factors which determine process decisions are outlined, including the choice of CIP versus carbon-in-leach (CIL), agitated leaching versus heap leaching and treatment of ores containing copper and silver. Likely directions for development of gold processing in general are discussed, and metallurgical process options for treatment of ores of platinum group metals (PGM) are outlined.Metallurgical process development for gold and platinum group metals proceeds through a number of well defined stages, with input from various disciplines and information sources. The orientation phase will include preparation of a general project overview; careful consideration of the issue of sampling and sample preparation; characterisation of the resource in terms of ore types, mineralogy, chemical composition; development of appropriate methodology; and development of an understanding of the potential metallurgical unit operations.The process definition phase will be-'directed to development and definition of a notional process flowsheet, and will include identification and appraisal of process options; development of, notional process flowsheets; testing of flowsheets against ore types; ranking of flowsheets; initial engineering, including preliminary mass balances, equipment selection and plant layout; and broad-brush economic appraisal.

Australia's gold mining industry has seen a resurgence in the past seven years - a resurgence the likes of which has been seen in very few, if any of this nation's other mineral industries. Industry experts are predicting that Australia could become one of the world's largest gold producers as the future of the South African gold industry looks increasingly tenuous under the present political crisis in that country. Therefore, it is utterly ludicrous for the Federal Government to introduce a tax which will see the Australian gold industry "wither on the vine."The Queensland State Government is utterly opposed to a tax on gold. Anyone in their right mind, who has seen the statistics could only agree with our stance. In 1984/85, activity in the gold mining industry is estimated to have accounted for over $750 million in national income, over$1,200 million in national output, and tax revenue of at least $115 million as well as providing more than 16,000 jobs. Chartered accountants Coopers and Lybrand's survey on the gold industry last year showed an increase in exploration expenditure by gold producers and explorers by up to 36% in 1986 from 1985 levels. That level is expected to be maintained in real terms for most of the remainder of the decade under the present tax arrangements. This is in contrast with the mining sector as a whole, where a recent Australian Mining Industry Council survey forecasted a 14% FALL in production.

Mining is a high risk industry where miners seek to secure certainty in all of their dealings. The introduction of native title to the Australian legal system with the High CourtÆs 1992 Mabo decision and subsequent Native Title Act 1993 has added to the risks associated with implementation and the ongoing operation of exploration and mining projects. The High CourtÆs Ward case in August 2002 confirmed Crown ownership of minerals and petroleum. But the Court also found that a mining lease that allowed an exclusive possession for mining purposes did not extinguish all native title rights and interests. Although the Court was specifically considering WA mining tenements, the WA mining lease is very similar to the mining leases and licences that exist across Australia, meaning that these tenements are unlikely to fully extinguish native title. The Ward case means that native title remains squarely on the table now and into the future for those involved in developing exploration and mining projects. However, certainty and workability is capable of being secured and this paper discusses some means by which this may be achieved. The paper starts by considering two of the many 1998 amendments to the æfuture actsÆ regime under the Native Title Act, Indigenous Land Use Agreements (ILUAs) and the application of ægood faithÆ negotiation to all negotiating parties. It then looks at native title agreements, other issues affecting negotiations and tips for negotiation technique.

The past decade has seen the widespread implementation of computerised real-time operational management systems in open pit mines. While these systems have made a significant impact on operational efficiency at a process level, surprisingly little work has gone into integrating these systems with other IT systems, including those used for tactical planning and enterprise resource planning. As a result of this gap in the information hierarchy, the goal of optimising an entire operation, or multiple operations, remains elusive. Implementation of computerised operational management systems in underground mines has been much slower. This is a significant, though often overlooked, reason why the productivity for underground mining is generally so much lower than for open pits. The historical reluctance to implement computerised operational management systems underground can in part be attributed to the underground environment, particularly the difficulty in establishing effective communications. Another factor retarding the implementation of systems underground has been the perception that the nature and scale of underground mining does not lend itself to computerised operational management. This perception can be challenged, not only by a process level examination of the underground mining, but also by a holistic examination of the entire industry. In recent years, the mining industry as a whole has destroyed rather than created wealth and underground mines are major culprits. The degree of value destruct has been more pronounced with underground mines, as the usual problem û low commodity prices û has been exacerbated by the harsh environment, low productivity and a æfog of warÆ no longer generally found in open pits. Faced with these realities, underground mines will have to adopt modern management tools or suffer extinction at the hands of an unsympathetic investment community. All is not gloom and doom, however. Technological advances have largely overcome the difficulties associated with the underground environment. As a result, there is a small, but growing, number of underground mines using computerised operational management systems to directly improve the bottom line. Much greater improvements can be realised if the industry takes advantage of the recent convergence in technology, to integrate process information with tactical and enterprise resource planning systems in order to provide a solid platform for all decision-making. This would result in the æeÆ mine. Given that the underground fraternity is essentially starting with a blank sheet, they have the opportunity to æsteal a marchÆ on open pit mines, who may be constrained by legacy systems. The benefits of the æeÆ mine are presented through a hypothetical case study that examines the shortfalls of the non-æeÆ mine. The paper ends by presenting a future vision for the æeÆ mine.

THE following notes simply sum up the writer's experience, which extended over a very busy period of some three years, dealing with wolfram ores and concentrates. The three methods for the estimation of tungsten that are discussed below are well known, but these results of their trials and comparison under technical conditions may be interesting. Method I. The routine procedure for the assay of rich wolfram ores or concentrates was as follows: Take 1 gram of finely-ground sample; digest with HCl and HNOs for about 2 hours, evaporating down to near dryness. To the remaining 5 cc., say, of liquid, add water, warm or boil for 1 to 1.5 hour, filter through a small filter paper, and wash the beaker and the insoluble matter with hot dilute HCl. It is best to keep the bulk of the insoluble matter (WOs, Si02, etc.) in the beaker at this stage. Then plaee a weighed porcelain dish under the filter funnel and wash the beaker and the filter paper with successive small quantities of strong NHOH, finally bringing all the insoluble matter on to the filter paper, and collecting the ammoniacal filtrates in the porcelain dish (S). Then place the filter paper with the insoluble matter in a porcelain crucible, dry and burn off the paper, cool, and brush the contents of the crucible on to an agate mortar, grind it to flour, and brush this back to the original beaker without loss. In the absence of draughts this can be done safely. Re-treat this residue with' acid and ammonia as above, running the second ammoniacal filtrate into the previous porcelain dish, which in the meantime has been heating on a water-bath.Finally evaporate to dryness on the water-bath the combined ammoniaeal filtrate, and then heat gradually to a red heat over a Bunsen burner, cool, and weigh. Then the contents of the porcelain dish give the WOs (tungstie aeid) direcvly (5).The final filter paper and insoluble matter may be ignited in a porcelain crucible, thus giving the "insoluble matter." It is indeed a pleasure to be here this morning to open the 4th Mill Operators' Conference. It is no mean feat to organise such an event and I would like to congratulate the committee for the work that they have done. I am sure that the Conference will be an outstanding success. I welcome overseas visitors and hope that they gain and share in the openness of this Conference. There is personal satisfaction for me to speak to you as a mining engineer addressing a large group of metallurgists and mill operators. I would have thought that it would be impossible for a mere mining engineer to inform a metallurgist of anything. I will desist from using such derogatory terms as "xanthate munchers", "bubble makers" and "glorified mathematicians". Terms of endearment as these may not be seen with much equanimity. Such is the warm association that the two professions have enjoyed over the years. The economic climate that we at present face is a major problem to all of us. I wonder how many people here come from mining operations that are in trouble financially or that are cutting back in one form or another. This is the recession that we needed to have. When the world's greatest treasurer can tell us that then we truly have a lot to fear. The present downturn can be seen as a normal adjustment in the cycle of our business. Yet the world does not experience such severe adjustments as frequently as we experience ours. The root cause for the regular adjustments can be placed at the feet of inflation. Until the politicians of this country of ours can come to grips with inflation, we will continue to experience downturns on a 5 to 7 year cycle. This, in my opinion, is the basic reason why we appear to experience more downturns than the rest of the world. We simply price ourselves out of the market. This takes about 5 to 7 years to be highlighted and then we need to make adjustments. However, this recession is worldwide. The adjustments usually take the form of redundancies, retrenchments and early retirements. What is the solution?

To explain in any depth the industrial relations of Broken Hill I believe that it is necessary to trace some of the many happenings that created the present industrial climate. While appreciating that our relations with the local industry are relatively good, it must be pointed out that to preserve and improve this present situation a duty is owed to everyone connected with the industry (workers, share- holders, etc.) by management and unions to see that just and reasonable agreements are found for any disputes. If the companies ever take the local position for granted it would soon die, killed by someone who may get some short term benefit, but who would lose something of incalculable worth in the long run. Management at all levels continually strive to optimise, or make the most of resources available to them. Daily, decisions are being made on how to most efficiently locate and exploit an ore body, then process and market the recovered metal. At one level this optimisation process in the Australian mining industry appears to be successful, for example, witness the improvement in productivity and reduction in operating costs through the 1980s. Yet, at another level the industry's performance has been appreciably below expectations as measured by rate of return criteria. Companies likely to exhibit superior performance are those that are able to co-ordinate, through good planning, the optimisation process at all levels of the organisation. An important role for general management is therefore to provide the context or boundary conditions in which optimisation can Proceed.

A recruitment process will generally include: ability testing (usually online);telephone interview;face to face interview;behaviourally based interviews;psychometric assessments;presentations;simulations (independent or team based); and assessment centres, etc. Understanding the basis of these tools will go a long way to prepare you for the job market, enhance your performance in a recruitment process and stand you out from the pack.

The paper examines the current state of equipment and circuit design, with reference to Australian practice. Following a review of the changes in milling applications over the last 15 years, developments in mill design are examined. Current issues include trunnion versus shell support; drive type and economic analysis for comparison of the various systems; the efficiency of the mill discharge system for slurry and pebble removal, and lining configuration. Peripheral problem areas such as pebble crushing and classification are briefly examined. Circuit design issues are reviewed. The decision to modify the traditional primary crushed feed is examined with reference to recent and proposed installations. A retrospective look at fully autogenous installations and their successes is presented, and current views on increasing throughput are assessed. Finally, future developments are anticipated in mill design and control, and competing processes are identified.

In mining industries, materials handling costs represent a significant component of the operational cost. A variety of methods have been applied in surface mine equipment selection in order to select the suitable loading system with the lowest loading operation cost. These are queuing theory, bunching theory, linear programming and genetic algorithm. Among them, genetic algorithm is a simple method and applied for preliminary selection of the loading system. In this study, gathering information from anomaly No 2 of Gol-e-Gohar iron mine of Iran, loading system (number and its capacity) has been optimised by genetic algorithm. The study results showed that two shovels 8.25 m3 are required for the removal of 60 million tonnes of overburden. After removal overburden, these two shovels contribute to the extraction of 42 million tonnes of ore with a stripping ratio of 1:1.

In submitting the accompanying sketch and description, the writer mentions that he has found this "gadget" a useful assay office adjunct.He believes that some millmen and assayers have been confronted, from time to time, with large samples of mill pulp for assay purposes and that although the commonly used method of coning and quartering dry sample is simple and effective, provided the samples are of reasonable proportion, the operator is frequently confronted with samples of pulp, sometimes up to 50 gallons. The writer stresses the advantage of being able to handle these samples. This fact inspired the design of the "gadget,"which was developed at the Kalgoorlie State Battery and has been found to give very reliable results. It has considerably eased the work of the assay office.Description. - A cone of suitable dimensions according to requirements (this one is about six gallons' capacity) is mounted on a light angle-iron frame and has a small hand-operated agitator paddle let into it far mixing purposes. The agitator and head frame are removable to facilitate cleaning. Four outlet pipes at the bottom at right angles to each other are controlled with one common plug, externally operated for discharging the pulp.Each operation of the machine delivers four equal parts; one or more of these can be used for further division as conditions require. Samples can thus be reduced to suitable assay room size in a few minutes.The dotted lines, enclosing the shaded portion, represent the four-bladed paddle.Each paddle is slotted with three parallel slots. Sampling systems are never perfect. They all have some bias and give variable sampling errors. The ways of thinking about bias and precision should be different before and after construction (or reconstruction) of a sampling system. Before a sampling system is constructed, the fundamental error variance can be estimated using GyÆs formula or by doing test work on the material to be sampled. The component of sampling variance which varies with the number of sample increments can be computed for the expected patterns of grade variation. The smallness of the bias can be checked using discrete element modelling, by checking that the proposed design complies with clauses in standards, or by copying an existing sampling system that performs well for similar material. After a system has been constructed, sampling precision can and should be monitored directly. Anyone claiming to take responsibility for a sampling system should know its precision. Bias could be checked by comparison to a more accurate sampling system, such as stopped-belt sampling, under conditions where bias seems most likely. However, it is more practical to conduct regular checks that the system is still operating as designed, that the design is still appropriate despite any changes to material flows, and that sample masses are consistent with the correct operation of the sampling system. If precision is not regularly assessed then it should be assumed to be very poor. If a sampling system is not regularly inspected then it should be assumed to be biased.
