I am very grateful to have the honor of delivering this Key- note Speech to all of you here today, to the Chairman Mr Cope- man, and to all the organisers. As you heard, I was mainly involved for a very long time in the purchase of iron and steel raw materials for Nippon Steel Corporation. Today, however, I would like to talk to you about a much wider issue, namely, how the Japanese steel industry is going to change towards the 21st Century, and what will be the main technical innovations and trends behind those changes. I will also mention the effect that the changes are likely to have on the procurement of raw Materials.

In the frame of this paper a holistic dynamic process model approach is presented in order to introduce operational and technical excellence in drilling and blasting. Both on a macro and micro level the single process parts of drilling and blasting are outlined and their interaction is explained. The use of this approach for closing the gap between process planning and process implementation is explained and an example of the value generated is given.

Performance trials followed the commissioning of three large mine fans at Mount Isa in 1965. Actual performance characteristics were determined. These were in good agreement with predicted performance. Piezometer rings for volume flow and pressure measurement were calibrated, and the performance of some aerodynamic components of the installation was studied.Test equipment, preparation, and conditions are described.

The factors which influence the reduction of chromite are investigated with special reference to Coobina chromite. This was compared with a South African chromite ore. The reduction characteristics are outlined and the reduction kinetics studied Temperature has the most significant effect, followed by particle size, silica addition and type of coal.Electron microprobe analysis of the products indicates that iron in the chromite is first reduced at temperatures above 1100°C, followed by chromium at around 1200°C. At temperatures greater than 1200°C metallic iron and chromium are formed simultaneously and subsequently give an iron-chromium-carbon alloy. It was observed that the metallic carbide contains a small amount of silicon. The decomposition of the chromite spinel was observed to pass through the FeO.Cr2O3, MgO.Cr2O3 and MgO.AI2O3 forms before slag formation. It is concluded that Coobina chromite is suitable for the production of ferrochrome if direct prereduction followed by intensive bath smelting is used.

The injection of coal as an auxiliary fuel in ironmaking blast furnaces has been introduced on many furnaces worldwide. This paper examines the present practice of coal injection and discusses future directions for the technology. This has been undertaken through the use of a heat and mass balance model which predicts the replacement rates of coke by coal and the effect of coal injection on blast furnace productivity. The results indicate that future pulverised coal injection could replace substantial quantities of metallurgical coke, but that the energy balance economics of individual steel plants will have a dominating influence on the future of the technology.

The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. A substitute for rutile can be produced by leaching natural or pre-treated ilmenite in hydrochloric acid. Ilmenite in its natural form is an extraordinarily inactive mineral from which the selective removal of iron is rather difficult. The reactivity of ilmenite so that it can be leached with dilute hydro- chloric acid (=2O% w/w) can be enhanced by pre-treatment steps of oxidation and re- duction. The temperatures at which oxidation and reduction are carried out have an effect on both the kinetics of these steps and the leaching kinetics and optimum temperatures for oxidation and reduction are 950 and 850¦C respectively. The mechanism of leaching of iron from pretreated ilmenite and the effects of rate of agitation, temperature, acid con- centration and addition of ferrous chloride to hydrochloric acid on leaching kinetics and production of fines are discussed in the paper.

The Ernest Henry Copper-Gold mine, the third largest copper deposit in Australia, is located 35 km NE of Cloncurry in the Mt Isa-Cloncurry mineral district of NW Queensland. Ernest Henry Mining Pty Ltd (EHM), a wholly owned subsidiary of Xstrata Copper Australia, operates the mine. Approximately 10.2 Mt of ore grading 1.12 per cent Cu and 0.56 g/t Au were processed during the 2001 - 2002 financial year. The Ernest Henry plant produces copper-gold concentrate, which is trucked to Mt Isa for smelting. The Ernest Henry deposit is a member of the diverse Fe-oxide-(Cu-Au) class of deposits. The orebody is hosted within a sequence of moderately SSE-dipping, intensely altered Paleoproterozoic intermediate metavolcanic and metasedimentary rocks. Copper (chalcopyrite)-gold mineralisation occurs mainly within the magnetite-biotite-calcite ¦ pyrite matrix of a 250 m + 300 m pipe-like breccia body. The breccia pipe comprises two anastomosing lenses separated by a lower grade, clast-supported breccia zone. Several anastomosing brittle faults affect the macro-geometry of the orebody. Copper grade is proportional to the degree of matrix support in the breccia. The July 2002 Ore Reserve was 88.7 Mt @ 1.0 per cent Cu and 0.5 g/t Au. Resource estimation at Ernest Henry is based on a large database of predominantly diamond drill hole information. Drill spacing is typically 50 m + 50 m. Ordinary kriging is used to estimate Cu, Au, SG and IST (oxidation indicator) into model parent cells of dimension 20 m E + 20 m N + 16 m RL. The block model is comprised of five geological-geochemical domains represented by 3D wireframe surfaces. Zonal control, where samples and blocks are assigned the same domain number, is used to control grade estimation. The geometry of the domains defines hard grade boundaries across strike and soft boundaries along strike A Deep Drilling Project was initiated in August 2002 with the initial aim of testing the down-plunge extension of the orebody to a vertical depth of over 1 km. The encouraging intersections to date have resulted in a significant increase in the mineÆs open pit Mineral Resource together with the identification of an underground Mineral Resource. Added benefits of the project included an expanded and updated geological legend and an improved understanding of the host geological sequence.

The introduction of on-stream analysis in flotation circuits has raised the possibility of automatic control of flotation performance by digital computers. The development of control strategies for an industrial zinc cir- cuit is discussed with reference to identifi- cation of the major disturbances, investigation into the performance of the circuit, the design of the control algorithms, the testing of their performance and their implementation in a production environment.

The Toguraci low sulfidation epithermal gold vein deposits are located 2 km WSW from the Gosowong mine and form part of the Gosowong Goldfield. The goldfield lies within a Neogene magmatic arc on Halmahera Island, North Maluku Province, East Indonesia. The terrain is moderate to steep, rainforested, and poorly outcropping. Exploration and mining operations are being carried out within the PT Nusa Halmahera Minerals Contract of Work (exploration tenement) jointly owned by Newcrest Mining Ltd (82.5 per cent, operator) and PT Aneka Tambang Tbk. (17.5 per cent). First pass exploration of the Gosowong area began late 1992 resulting in the discovery of weakly developed porphyry copper mineralisation (named Bora) at Toguraci in 1993. Early in the evaluation of this porphyry an overprinting epithermal Au/Ag mineralisation event was recognised, however exploration focus remained on the Bora porphyry deposit for some time. The discovery of the nearby Gosowong epithermal gold deposit and the exploration of other prospects in the area further diverted attention and funds from Toguraci. It was not until year 2000 that Toguraci was seriously reevaluated as part of a detailed appraisal of the epithermal gold potential within a 5 km radius of the Gosowong gold mine. A fly-camp based drilling campaign using man-portable rigs was undertaken between August 2000 and March 2002. All exploration at Toguraci was then stopped pending government approvals to mine. These were finally issued in May 2003 and immediately drilling restarted and pre-mine approvals (eg the environmental impact study) were sought and granted. The first Toguraci gold bar was poured in February 2004. Exploration at Toguraci and elsewhere in the Gosowong Goldfield continues today.

The flocculation of hydrophobic magnetite with gold was examined as a possible means of recovering fine (95 per cent were possible for 1.5 - 3.0 ¦m and 5.5 - 7.5 pm gold sizes. The effect of process variables on the flocculation process was explained by variations in the adhesive force between the gold and magnetite.

The direct method of gas content determin ation developed by McCulloch and Diamond of the U.S.B.M. has been adapted to estimate the gas content of coal seams from slim exploration borecores in the Southern Coalfield. Emphasis has been placed on the measurement of this parameter without the physical destruction of the core which is required for subsequent chemical analysis. In field and laboratory equipment is simple and inexpensive. It enables the determination of lost and desorbed gas from a fresh geological core. Residual gas is not measured but is considered to be relatively low and of no consequence in ventilation considerations. Results to date show good correlation with those obtained from underground face samples. Gas contents from the mined seams varying from 2 m3/tonne to 14 m3/tonne have been measur- ed with this apparatus. Gas desorption characteristics of South Coast coals have been found to closely follow exponential mathematical Models.

South Australian coals are all low in rank and generally poor in quality, with difficult combustion characteristics. This circumstance makes the selection of a fuel source for future power generation difficult, requiring careful study and detailed analysis of the various alternatives. Combustion characteristics can have a significant effect on plant design and costs, and need early attention in any exploration and evaluation programme. The physical location of the deposits, often remote from established infrastructure and centres of population, is also a major factor in the ultimate cost of power at the poirl use.

I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

Brown and Chitombo (2007) indicated that during the last two decades, the international mining industry has been using mainly mass mining methods to extract safely and economically some of the important commodities such as copper, diamonds, gold, iron and nickel. Mass mining may be implemented either on the surface through large open pits or underground using mining methods such as sublevel, block and panel caving. Developments in the last ten years have demonstrated that caving methods can be applied successfully in strong orebodies at greater depths and in increasingly challenging geotechnical environments for which more traditional mining methods would be unsuitable, unsafe and/or uneconomic. These underground mass mining challenges require æfront endÆ investigation and analysis, robust engineering design and disciplined implementation and operation. Newcrest Mining Limited has focused its efforts on the development of gold/copper projects of substantial scale and margin. To help achieve this, the company is applying and further developing mass mining methods. These include large-scale open pits (OP) and underground mining methods such as sublevel (SLC), block (BC) and panel caving (PC). Block and panel caving now offer economies of scale opportunities for Newcrest to achieve high production rates at lower production costs; thus enabling the exploitation of mineral endowments at higher margins. This paper discusses the practical aspects of caving technologies that Newcrest continues to develop through its expertise at Telfer and Ridgeway SLC operations, Ridgeway Deeps BC and Cadia East PC projects.

Current problems in predicting sub-surface strata movement and fracture development due to longwall mining have highlighted the need for more accurate, dependable methods of physical modelling of rock mechanics problems which are beyond the capabilities of current mathematical techniques. Physical model studies of the caved zone above the working faces up to the base of a water source are of importance in attempting to understand changes in mass permeability due to induced fracture zones and the resulting ground water conditions. Turkey's most important supplies of coking coals are to be found within the hard coal resources of the Black Sea coast. Coal seams up to 9 metres thick, dipping at angles as steep as 90 degrees are being successfully mined at the Kozlu Mine. Since 1956, mining operations have been carried out under the sea in dry conditions. The undersea mining conditions of the Kozlu Mine have been investigated using scaled physical models constructed from artificial materials which satisfied necessary scaling requirements. Models representing the in-situ conditions were tested and the following extraction sequence was employed: 1. The Sulu Seam extraction 2. The Acilik Seam extraction (as two slices) 3. The Piric Seam extraction. The displacement of the fixed reference points were subsequently measured using a high precision photogrammetric technique and induced horizontal and vertical strains were calculated.

With the post-war expansion of mmmg activities on its Western group of mines, the management of Lake View and Star Limited has commenced a project for the improvement of underground ventilation.The major part of this project is to provide adequate return airways for the ventilation of the deep levels. To this end, the Ivanhoe South Extended shaft is being enlarged, and ultimately an exhaust fan with a capacity of 180,000 cu. ft. of air per minute will be installed at the shaft collar.Prior to 1932, the shaft was used exclusively for baling water from the 800 and 2,000 ft. levels. These two levels are the only ones connected to workings from the Horseshoe lease. After the installation of pumping plant at the Horseshoe Main Shaft, baling was discontinued, and the water was graVitated from dams to the pumps on the 1,000 and 2,000 ft. levels.Water makes into the shaft, through a series of fault planes, between the 600 and 1,500 ft. horizons. The total flow is 16 gal. per minute, of which approximately 7 gal. per minute graVitates to the 800 ft. level. As a big proportion of the water dropped uncontrolled through the shaft, a downcast current of air approximating 20,000 c.f.m. was induced. This air ventilated a limited area of workings in the Horseshoe lease, between the 2,000 and 2,360 ft. levels.In 1938, it was decided to reverse the direction of the airflow in the shaft. Tin-polymetallic vein type deposits are one of the major source of metal producers in the Circum Pacific Belt. This type of deposit is of great importance for the modem electronics and medical industries because of their high content of rare metals (especially indium and bismuth). We have studied two representatives, Tosham of India (Cu-In-Bi-Sn-W-Ag-Au), and Mount Pleasant of Canada (Zn-Cu-In-Bi-Sn-W), using proton and electron microprobes in order to delineate the distribution of medical/high-tech rare metals. The electron microprobe study showed that major indium carrier in such type of deposit are roquesite (CulnSZ), sphalerite, stannite and a Cu-Zn-Fe-In-Sn-S mineral; and that indium is incorporated in sulfides by coupled substitution like Cu + In = 2(Zn + Fe). The proton microprobe showed that indium at trace levels is also present in chalcopyrite and pyrite. In addition, zinc, copper, arsenic, antimony, selenium, tin, and bismuth are common in chalcopyrite and pyrite. Arsenopyrite contains nickel, copper, zinc, silver, tin, antimony and bismuth. In chalcopyrite and pyrite, zinc, arsenic, indium, bismuth and lead are higher in Mount Pleasant ore, but silver is higher at Tosham. Also thallium and gold were found only in Tosham pyrite. The Tosham deposit is genetically related to S-type magma, while the Mount Pleasant deposit is related to A-type granite. Tosham ore contains zinc-bearing biotites that coexist with chalcopyrite in ore bodies but Mount Pleasant ore lacks such biotite. We propose that the difference in elemental abundance between the two deposits are caused by the different character of source magma and different mineral associations of the ore body.

South Bulli is the oldest and largest underground coal mine in Australia. Two longwall units are in operation and current production is 2.5 to 3 million tonnes of run of mine product per year with a workforce of 600. Prior to 1984 a workforce of around 1,200 produced 1.5 million tonnes. Advances in technology can. of course, account for some of this gain, but the changes made in the human resources area are also seen as playing a major role in South Bulli emerging as a reasonably stable operation.The human resources strategy adopted recognises the value of the workforce and is aimed at not only fostering cooperation as all levels, but also making employees aware of the direct contribution they can make to the success of the enterprise.
