The New South Wales Department of Mineral Resources objective is to use data and information to undertake a detailed analysis of incidents and accidents to identify risks so that the predictable can be foreseen and avoided. The Department of Mineral Resources has established a computerised database called COMET (COmmon Mines EnvironmenT) to capture information on accidents incidents, inspections, audits and accreditation in improving safety and environment performance. This data together with data from Coal Mines Insurance and WorkCover NSW is being used to provide trend and comparison information. The NSW Injury Risk Management Research Centre at the University of NSW has been engaged by the Department to collate and prepare a detailed analysis of the data. Through this process, five areas have been identified for further research. These being: electrical energy, mechanical equipment, work environment, hours of work, and contractors involvement accident and incidents. The paper covers: the establishment of a mix of performance measures for the industry to indicate whether the safety performance is improving; the provision of data to provide useful comparisons and benchmarks against which companies can compare performance; the development of positive performance measures; the findings and outcomes of the detailed analysis of electrical energy; shocks; the provision of information to industry; an outline how the data is being used to determine departmental; operational priorities; and future plans to undertake research into the other areas identified.

Despite the importance and usefulness of basicity in metallurgical slags, the optimum quantitative expression of it has remained elusive, partly due to the fact that the precise concept of basicity has not been properly clarified. The two basic approaches to the concept of basicity are the Lux-Flood, which perceives basicity in terms of the activity of the free oxide ion, aO2-, and the Lewis, which perceives basicity in terms of the ability to donate negative charge. The former has been almost universally adopted in the area of metallurgical slags, while the latter has been increasingly accepted in the field of glass chemistry. In this paper, some difficulties of the Lux-Flood approach are pointed out, including the need for indirect measures of aO2-, which have proliferated in recent years. Accordingly, it is suggested that the Lewis approach has a good deal to commend it, and that the quantification of it in terms of optical basicity is the best measure of basicity available, which should therefore be more widely applied in metallurgical slags than it currently is. The fact that there are intrinsic problems in evaluating the optical basicities for the transition metal oxides is acknowledged, and a new scale is recommended. The patterns of iso-optical basicity lines in ternary systems are shown to agree well with the pattern of iso-activity and iso-capacity lines under appropriate conditions.

In a recently completed AMIRA project, 20 samples were searched for gold mineralisation using the automated location facility (ALF) for rare phases on a scanning electron microscope in the CSIRO Division of Mineral Products, Melbourne. The samples were submitted by mining companies in Australia, and Papua New Guinea, and included crushed ore samples, cyclone overflow and underflow products, a flotation concentrate, and 12 tailing samples. Their gold contents ranged from 600 to 0.2 g/t An. Native gold and gold minerals including a gold telluride, gold-silver tellurides, and a gold bismuth mineral, were located in the samples as free grains and associated with other minerals such as pyrite, magnetite, hematite, ankerite, copper sulphides, silicate minerals, and quartz. In the highest grade samples, both micron sized and 200 ¦m grains of gold were found with ALF. It would be difficult to locate such d wide size range of gold in a manual search. Gold mineralisation was located in the tailing samples assaying 0.4 g/t An and higher. In several tailing samples coarse grains of native gold over 40 p.m in size were located. One grain was estimated to have contributed 40 per cent of the gold in the sample. As well as locating gold mineralisation, the ALF examination resulted in the identification of uranium, mercury, and bismuth minerals in the samples. Knowledge of the distribution of these minerals in processing streams could be important in the operation of a concentrator.

The Cannington deposit is one of the largest accumulations of silver-lead known. Located 135 km southeast of Cloncurry in North West Queensland (Figure 1), Australia, the deposit is currently in the feasibility stage of its development. The deposit is named after the nearby Cannington Pastoral Property which runs some 25 000 sheep on 'downs' country. The investigations of the Cannington deposit are carried out under the authority of Mineral Development Licences 139 and 144 and Exploration Permit for Minerals 6788, Answer Downs. Exploration for Broken Hill Type (BHT) silver-lead-zinc deposits in the Mt Isa region has been undertaken by The Broken Hill Proprietary Company Limited's Minerals Division (BHPM) since the early 1980s following in-house research which showed that the Eastern Succession of the Mt Isa Block exhibits characteristics which were favourable for hosting BHT

In-Situ Resource Utilisation and Off-Earth mining require the application of horizontal drilling. The stability of such openings is challenging when excavating in the lunar regolith. Excavations on the Moon will encounter unconventional operational conditions such as different material properties, low gravity, and a moonquake. Micro-tunnelling or drilling to support lunar exploration and development of infrastructure on the Moon requires stability analysis to ensure its desired performance. The discrete element method (DEM) modelling technique has been utilised to investigate the optimum opening sizes on the lunar soil. From the literature, the mechanical properties of the lunar regolith have been reviewed and used for numerical model development. The model has been calibrated by simulating numerical triaxial tests with the Mohr–Coulomb failure criterion. Then, detailed parametric studies have been performed to investigate the influence of confinement, opening dimensions and moonquakes on the stability of openings. The findings have led to the development of a simple stability chart of the relationship between unsupported opening sizes and lunar regolith properties at different depths.

The Australian Broken Hill Consols Mine, situated some 600 yd east of the main Broken Hill line of lode, is noted for its rich ores of silver. In contrast to the vast conformable orebodies of the Broken Hill field, the Consols lode occupies a narrow fissure dipping to the south west at angles increasing from 240 through to vertical and transgressing the strike of the metamorphosed country rock at an oblique angle. This feature, together with the abundance of calcite and siderite and the virtual absence of silicate minerals in the gangue, has led to its classification as an orebody of the Thackeringa type (King, 1953). Recorded production during the period 1890 to 1903 is given as 845,000 oz of silver and 20 tons of lead.The unusually rich silver values of the Consols lode were concentrated at the intersection of the fissure with beds of amphibolite, whereas in the adjacent schists and gneisses the lode became markedly impoverished. From the surface to a depth of some 120 ft extensive surface oxidation had occurred, resulting in the breakdown of siderite and its replacement by limonite and associated manganese oxides.Silver halides, dyscrasite, acanthite and partly oxidised tetrahedrite were the main silver minerals in this zone. With increasing depth the lode material gradually reverted to minerals representative of the hypogene zone.The only previous work specifically on the mineralogy of the Consols lode is that by Smith (1922), one time manager of the mine. It must be stressed that the following comments are offered only to assist mineral industry professionals in understanding the issues involved in personal liability. The information and views expressed herein are not intended to be a comprehensive guide or definitive statement of the law and they should not be regarded as a substitute for specific advice for individual situations. Readers should consult their own legal and other professional advisers before applying the content of this paper to their own particular circumstances. It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.

Any engineering firm hoping to do business in the modern world must understand-and take into account-the social and economic realities of client, country, culture, and community. If these considerations are ignored, any large-scale international development project is doomed to failure even before it begins. In this changing world, the distinctions between `developed', `developing', and `less developed' nations are more and more blurred. The so-called `less-developed' and `developing' nations are rapidly acquiring technology, an educated man- agerial and technical class, manufacturing capa- bilities, a growing spectrum of developed financial and raw materials resources, and a broad range of labour skills. These nations are establishing themselves as an integral part of the modern world, on an equal footing with other nations and with justifiable expectations for an ever higher standard of living and an ever better quality of Life.

The world is getting flatter through internet, mobile phone technology, relatively low cost travel, massive outsourcing of manufacturing to China and the transfer of company backroom operations to India. In the iron and steel industry, however, things will remain relatively the same with slow gradual improvements in technology; only the geographic location of plants may change over time. Or will it? The blast furnace smelting process has remained largely unchanged since 1828 when James Neilson came up with the idea of preheated air being delivered to the tuyeres. Likewise, oxygen steelmaking that takes molten iron from such blast furnaces has remained conceptually unchanged since Sir Henry Bessemer invented an air-based system in 1856. These two processes are the core of integrated steel mills that we know today. Typically such mills consist of coke ovens, sinter plant, blast furnace, oxygen steelmaking, continuous caster, rolling mills and metal coating lines. In the intervening 150 years the only real disruptive technology to the integrated steel mill has been the minimill. Based on the use of the electric arc furnace (EAF), in conjunction with a continuous caster and rolling mill, the term minimill is used because steel products are produced at down to one-tenth the scale required for economic operation of an integrated mill, with the EAF producing molten steel using largely scrap steel as its feed, as against transforming coal to coke (coke ovens), iron ore, coke and limestone into molten iron (blast furnace) and molten iron to steel (oxygen steelmaking). There are, however, a number of technologies in development that may cause a paradigm shift in the way steel products are produced and perhaps push the evolution of the minimill as a disruptive technology. Two examples are direct iron smelting, where iron is produced in a matter of seconds by injection of ironmaking feed materials into a molten bath, and thin strip casting, where molten steel is cast into 2 mm strip or less, in similar time. Both have Australian connections. A leading iron smelting technology is the HIsmelt« process, which has its first commercial application at Kwinana, Western Australia, where a joint venture of international parties, consisting of Rio Tinto and the Nucor, Mitsubishi and Shougang corporations, are in the stage of ramping up commercial production. The leading strip casting technology is the Castrip« process that arose from development work done by then BHP Steel, with IHI of Japan, at Port Kembla, New South Wales in the 1990s. Nucor followed this work up, building the first commercial plant for the technology at its Crawfordsville site in Indiana in 2001 and has recently announced an intention to build a second plant in the USA. While both technologies are only into the early stages of commercialisation they are likely to change the face of iron and steelmaking as we know it over the next 20 years. This paper elaborates on the technology of the two processes, why they could change the face of the iron and steel industry forever, what might drive the rapid change and what the changes may look like.

Mining is commonly seen as a typical basic industry with rough and even dangerous working conditions, heavy environmental load, and a low level of high-technology and automation with much manual work and operations. A mining operation (open pit or underground) is a very complex one consisting of many manual, physical, mechanical and logistical operations with different human interfaces and decisions. For this reason it is a demanding and potential area for all applications of automation and information technology: controlling difficult non-linear, time varying multivariable processes and machines; solving of ergonomic safety and environmental problems; automation of logistical systems; applying robotics, mechatronics, and information handling, etc. In addition to that, big economic sums are involved with these operations. On the other hand, automation technology has developed towards intelligent and adaptive systems including some from the above mentioned fields of automation. Connecting them with modern information and communication technologies makes the idea of an intelligent and unmanned mine more and more feasible in the near future. This requires intensive co-operation and co-ordination between the mining industry and manufacturers of mining machinery. This has been successfully accomplished in the five-year Intelligent Mine research and development program as well as the three years of subsequent implementation of its results in Finland. The basic elements of an Intelligent MineTM concept are:mine-wide information and data acquisition system; high-speed two-directional mine-wide communication network for real-time monitoring and control; computerised information management, mine planning, control and maintenance systems; automated and tele-operated machinery and equipment which are connected to the information system; and links to the public information networks. The degree of automation of an intelligent mine depends on many technical and economical factors. The basic precondition for such an approach is that it will improve the total economy of the mine. This paper will describe the Intelligent Mine Technology Program with the results. Also the implementation which took place during starting of a new underground mine (Outokumpu Chrome Oy Kemi Mine) will be described.

Hydraulic backfill is generally retained in stopes using permeable barricades. Mitchell et al (1975), Mitchell (1992) and Grice (1989) have shown that under normal drainage conditions, barricades experience low levels of loading. Cowling et al (1988) have also shown that barricades are susceptible to piping failures if excess water has ponded on the upper backfill surface and if leakage of backfill from the barricades has occurred. During 1997, six hydraulic backfill barricades failed in four different Australian mines. Fortunately, in each case, the quantity of backfill slurry released was small, and no injuries to personnel nor damage occurred. Detailed investigation of two of the incidents showed that the primary cause of failure could be attributed to the delivery of excess quantities of transport water from the low-density slurry. For each of the incidents investigated there was evidence of the development of piping failures, which resulted in hydrostatic loading conditions on the barricades from the ponded water on the upper backfill surface. The circular failure surfaces in the barricades were characteristic of the application of point loading conditions. This paper discusses the circumstances that led to these incidents and analyses the modes of failure. The standards for the safe operating of hydraulic backfill systems are reviewed along with requirements for ongoing management and control. The design requirements of barricade construction are analysed and some appropriate guidelines introduced.

Modern, high-output, continuous process plant requires heavy capital expenditure and is exroected to achieve a high rate of return upon the investment made, thus its high utilisation is an economic necessity. Downtime is extremely expensive not only in terms of idle capital but also in terms of lost production and revenue. A sound maintenance management system can alleviate the problem of unscheduled stoppages and a key document in the maintenance system is the Work Order because it both initiates work and conveys maintenance control information back to the administrator. This key document must be supported by an information base that provides technical data, job procedures, spare parts, history and costing. To be effective this information must be easily and immediately available to all concerned. Computer technology has developed extremely rapidly over the last ten years and with it a wide variety of on-line computerised maintenance systems. Selection of the most appropriate system for a given industrial plant is not a straight-forward process. Computer requirements for hardware and software must be matched to the requirements of the maintenance system and such matching must be carried out in an ordered and rational way. At Kalgoorlie Nickel Smelter, time was taken to review the existing maintenance system, select, study and test the new computerised maintenance management package and plan its implementation. As a result, the initial target of equipment recognition has been achieved on schedule and within budget.

The purpose of blasting during mining is to produce a muck pile that can be efficiently loaded and transported. There is an increasing awareness of the variation in muck pile characteristics and its economic implications. It is well known that good fragmentation by itself is not sufficient to optimise the muck loading efficiency. The swelling and configuration of the muck pile also significantly affect the productivity of the loading equipment. The characteristics of a muck pile depend upon the blast design parameters, explosive properties and rock mass geology. This study has focused on the dependence of muck pile configuration on blast design parameters, explosive properties and size distribution of the muck.The field work was done in two phases. In the first phase 12 blasts were monitored, while in the second, three blasts were monitored. The blast design parameters and explosive properties for each blast were documented and the following muck pile characteristics were measured:muck pile height and its distance from the facedistance of throwwidth of the power troughsize distribution by image analysis technique.The effects of burden, bench height, heave energy of explosive, row-to-row delay, powder factor and the mean particle size of the fragments on muck pile configuration were examined. It was observed that muck pile height and distance of throw are strongly influenced by the burden, bench height, heave energy of the explosive and the size distribution of the muck. The width of the power trough depends upon the row-to-row delay, powder factor and total burden. The Porgera Gold Mine, west of Mt Hagen in PNG is a large open pit and underground operation currently producing gold at the rate of almost one million ounces per year. This deposit has produced some 8.8 million ounces to-date and has current reserves of 103.4 million tonnes @3.2 g/t Au. The Porgera Joint Venture has invested over $A1 billion in infrastructure in this project. Technical management of this operation involves the interrogation of some 700 000 metres of diamond drilling, some 50 000 blastholes per year, and very large volumes of laboratory, geotechnical, environmental and production reporting data. Over the past seven years this data has been consolidated into a single centralised, relational database which now acts as the single reference point for all the technical application systems used for surveying, grade control, production reporting, deposit evaluation and modelling. Data transfer to application programs and management systems is controlled by the centralised database, this process at times involving a two-way, real-time, binary data transfer. The benefits of a specialised database application include security and integrity of the data asset, ease of access, and performance in a multi-user environment. This replaced fragmented, inconsistent data sets stored inefficiently as individual, unindexed, variably formatted files associated with the different application programs. Most importantly, the database has allowed mine management at all levels to make timely, confident investment, cash flow and optimisation decisions as it provides the primary link between the deposit and operational data sets on one hand, and the application programs and management and performance measurement systems on the other. This paper discusses the economic value and importance of technical data in terms of the resource asset and the means by which this data is being managed and used at Porgera.

The conventional transportation system in open pit, a to u.* itc:,~> truck., to carry the ore along the ramps. Normally, the transportation distance increases greatly as mining progresses deeper. A new approach to overcome the above disadvantage is to adopt a buried roadway by which ores is transported by conveyors from the mining area to the outside dump in the shortest distance so that the production efficiency is greatly increased. Maintenance of the buried roadway in a good working condition is the key factor that determines the success or failure of the proposed approach. This includes the determination of support load, types and structures of support and other related supporting measures. The crucial problem here is to effectively control the load applied on the buried roadway in a certain range that the ordinary support can stand. Based on the theoretical analysis, numerical modelling and physical simulation testing using equivalent material, this paper studies effects on control of the support load by adopting certain measures, for instance reinforcing the surrounding rock and placing the extendable layer between the support and a rock mass. Furthermore, the influence of the dynamic load induced by the movement of heavy vehicles on the stability of the buried roadway is also investigated.

In a narrow vein mining scenario, employing preconcentration technology underground not only results in reduced transport and handling costs but may allow alternative mining methods to be implemented, improving overall productivity. Using processing technology underground is not a new concept with underground crushing and screening operations being quite widely utilised. With advances in processing technology over recent years, there are now a number of robust processing methodologies in existence that are capable of performing separation of ore and waste at a relatively coarse size. Many of these technologies are readily adaptable to the underground environment and if employed could result in a number of cost and productivity benefits.Assessment of the oreÆs suitability for preconcentration technology is the first step in harnessing these potential savings. Thrusting is well documented in the Finisterre/Sarawaget moun- tains, the Kainantu-Waf district and in the Highlands between the Kubor Anticline and the Ramu Valley, Papua New Guinea. The thrusts trend NW and involve rocks ranging in age from Permo-Triassic to Plio-Pleistocene. Evidence from the Finisterre/ Sarawaget mountains demonstrates that a major phase of thrust- ing commenced in Pliocene times and continues today. Palaeostress analyses is a sensitive technique for assessing the kinematic history of faulting. The picture gained from the Finisterre/Sarawaget mountains, the Kainantu district and be- tween Kundiawa and Keglsugl is simple, involving a north to northeast ol. Local complexities between the upper Chimbu Valley and Brahmin indicate extension on a NW-N trend. The simplicity of this anlaysis, which accords with seismic and geo- detic strain data, shows that the major faulting in Papuan Orogen is no different from that in the Papuan Fold Belt; that the Papuan Orogen and the Papuan Fold Belt together form a young thrust- fold complex; and that such structures as the Kubor Anticline may be fault-bend folds. Recognition of the obduction of the Finisterre/Sarawaget reef/ volcanic complex over the Australian plate, the gas seeps in the Ramu Valley and foothills of the Finisterre/Sarawaget Mountains, oil seeps in the Goroka and Kundiawa regions, and our interpre- tation of the PNG Orogen as part of the Papuan Fold Belt indi- cates unexpected probability that the PNG Highlands are pro- spective for hydrocarbons.

The geological and economic aspects of the known deposits of uranium in southern Africa are described. Processes influencing uranium mineralisation in the relevant geological environments are elaborated upon in order to define fundamental characteristics of mineralisation in the sub-continent and identify potential areas for the location of new deposits. Several areas, namely the Damara orogenic belt and its extension in Zambia and Zaire, the Bushveld zone, and the terrains of uranium fertilisation from the mantle have a high probability of hosting uranium deposits which are yet to be discovered. Uranium resources of the southern African region have been estimated and production forecasted to the year 2000. This geographic region contains one quarter of WOCA's resources in the Reasonably Assured Resources and Estimated Additional Resources - Category I exploitable at less than 130/kg U. On this resource base, it has the potential to maintain its position as the leading exporter of uranium in the world with a production of 13 350 t U308 by the end of the century. Zambia and Zaire are expected to join South Africa and Namibia as uranium producers in the next decade, with their combined share of projected production being in the order of 10%.

he Melbourne City Link project will complete a missing link between two existing major freeways in the Melbourne road network, providing a much needed bypass of the Central Business District for through traffic. The project, which is being financed under a BOOT arrangement with the Victorian State Government, involves the upgrading of significant stretches of existing freeway and the construction of new sections involving viaducts and tunnels. The tunnel sections, which are the focus of this paper, are beneath residential and business areas, the Yarra River, the Royal Botanic Gardens and significant sporting facilities where surface construction would be either impossible or unacceptable (reference Figure 1). The shorter, 1.62 km west bound Domain tunnel comprises two cut and cover sections through Olympic Park then the Yarra River, the driven section of 0.68 km length and exits through a common cut and cover section with the east bound tunnel under St Kilda Road and Sturt Street. The longer 3.76 km east bound tunnel commences at the common portal, through cut and cover under St Kilda Road then 2.86 km of driven section before exiting at a cut and cover section at Burnley. The longer Burnley tunnel has an access and ventilation shaft at approximately its mid point.

Elimination of zinc by the reduction of iron works dusts is examined. The process consists of blending, filtration, drying, balling, preheating and reduction in the rotary kiln. Dust slurries and dry dusts are mixed and stored in slurry basins and the blended slurry is filtered. In the balling process it is important to make green pellets which will withstand Thermal shock in the preheater and rotary kiln. Preheating to about 2000C is preferred to ensure effective use of coke fines in the blast furnace dust. The coke retained in the pellets accelerates the reduction rate. However, at the initial stage of the reduction the pellets become weakened and have to be heated slowly to prevent ring formation. In order to ensure zinc vaporization, pellets should be heated to a temperature of 1100-11500C in the kiln with injection of l ignite fines from the discharge end. Pellets having a degree of metallization of more than 90% and containing less than 0. 1% zinc have been obtained using a test kiln. The final pellet product is intended for use as blast furnace feed. A new plant with a capacity of 20, 000 tonne of dust per month is now under construct- ion and will be in operation next year.
